An Iraqi grandmother who leads a militia of 70 men fighting the Islamic State in the Salahuddin province to avenge the killings of her family members doesn’t mess around.
Wahida Mohamed Al-Jumaily, better known as Um Hanadi, started fighting al-Qaida in 2004 and later made ISIS the target of her war against jihadis. ISIS is responsible for the deaths of Um Hanadi’s first two husbands, father and three brothers, which she says justifies any means to kill them.
“I fought them, I beheaded them, I cooked their heads, I burned their bodies,” she told CNN.
Um Hanadi, 39, now says she’s at the top of ISIS’s most wanted list. Bombs have been detonated outside her house several times and she has received death threats from the group, including personal ones from leader Abu Bakr al-Baghdadi.
“Six times they tried to assassinate me,” she told CNN. “I have shrapnel in my head and legs, and my ribs were broken. But all that didn’t stop me from fighting.”
The force is backed by Iraqi ground forces in the area, which provides the militia with weapons.
“She lost her brothers and husbands as martyrs,” Gen. Jamaa Anad, commander of Iraqi ground forces in the Salahuddin province, told CNN. “So out of revenge she formed her own force.”

The race to get the contract for the US Navy’s first carrier-based drone is heating up.
All three competitors — Boeing, General Atomics, and Lockheed Martin — have released images of what their drones look like, and the announcement of the winner is expected sometime between August and October 2018.
The program, officially known as the Carrier-Based Aerial-Refueling System, or CBARS, is an attempt by the Navy to increase the operational range of carrier-based aircraft with a drone that can perform aerial refueling duties.
The program was originally called the Unmanned Carrier-Launched Airborne Surveillance and Strike, or UCLASS, and was intended to field a carrier-based drone that could conduct air strikes and perform intelligence, surveillance, and reconnaissance missions, known as ISR.
But after delays over the main focus of the MQ-25’s role (strike or ISR), the Pentagon decided to repurpose the program to aerial refueling, in order to help deal with its shortage of pilots and the rise of longer range anti-ship defenses.
Northrup Grumman, once considered the most likely to be awarded the contract because of the success of its X-47B demonstrator, announced that it was pulling out from the competition in October 2017, leaving Boeing, General Atomics, and Lockheed Martin as the only competitors.

Lockheed Martin’s design is loosely based on its RQ-170 Sentinel and the overall design does not appear much different from Lockheed Martin’s UCLASS offer, the Sea Ghost. That drone was supposed to feature stealth technology to help it conduct strike and ISR missions.
But when the Pentagon shifted the program to aerial refueling, the stealth requirements were dropped. Despite this, Lockheed Martin has decided to keep its flying wing design.
A flying wing design is aerodynamically efficient because it requires less thrust and fuel to fly, and its spot factor is small when its wingtips are folded up.
A flying wing design for a tanker also has the added benefit of having more space than conventional designs, which allows it to carry more fuel. The Navy wants its new drone to be able to hold over 14,000 lbs of fuel.
From a mechanical standpoint, flying wing aircraft are considered slightly easier to maintain as well because they tend to have a lower number of parts.
The drone will also be equipped with sensors and cameras that enable it to carry out limited ISR missions.
Boeing’s design is based on its Phantom Ray stealth UAV demonstrator. Boeing has the most experience in aerial refueling, as well as naval aviation as a whole — the F/A-18 Super Hornet and the EA-18G Growler dominate the current naval air fleet.
Like Lockheed Martin’s design, the drone has a massive fuel tank, meaning it will have no difficulty meeting the Navy’s 14,000lbs of fuel and 500 nautical mile range requirements.
Boeing’s design is the only one that has a working prototype, though it has not yet flown. The drone has been tested in St. Louis on Lambert Field.
The drone was operating on a painted outline of an aircraft carrier flight deck to test if it could function well in the limited space.
Deborah VanNierop, a spokeswoman for Boeing, said that they had “successfully controlled the aircraft through all of the most challenging flight deck scenarios, including day and night operations,” in tests that were “designed to show how the aircraft can be taxied and operated within the tight confines of the carrier flight deck.”
Boeing’s candidate was also adapted from the original UCLASS program.

General Atomics’ design is based on their Sea Avenger, a carrier-based version of their Avenger UAV, a strike aircraft that was intended to succeed its MQ-9 Reaper.
The Sea Avenger was re-adapted for refueling operations after the Pentagon cancelled the UCLASS program.
General Atomics and Boeing are working on the proposal together, and this drone would be among the largest projects General Atomics has pursued.
The drone will be equipped with electromagnetic technology that will enable it to fit in seamlessly with the Electromagnetic Aircraft Launch System on board Ford-class carriers.
It will also be powered by the Pratt & Whitney Canada PW815 turbofan engines, one of the most efficient and modern engines currently used.
The design is still heavily based on the Avenger, which was designed for strike and ISR missions.
The company has already announced that it will not build a flyable prototype, choosing instead to use its Avenger prototypes for things like ground tests. General Atomics provides the US military with more drones than any other company.

And that’s another thing that pops up, another constant: Perot’s connection to people, to his employees, to POWs in North Vietnam and their families, to Gulf War Veterans suffering from a mysterious illness, and to the millions of Americans he reached in self-paid 30-minute TV spots in the 90s when he ran for president.
“Ross Perot epitomized the entrepreneurial spirit and the American creed,” said Former President George W. Bush, in a statement. “He gave selflessly of his time and resources to help others in our community, across our country, and around the world. He loved the U.S. military and supported our service members and veterans. Most importantly, he loved his dear wife, children, and grandchildren.”
That’s the last thing, the most important thing — his family.
“I want people to know about Dad’s twinkle in his eyes,” said daughter Nancy Perot. “He always gave us the biggest hugs. We never doubted that we were the most important things in his life.”

At least one US special forces soldier was killed and four US service members were wounded after an enemy attack in Jubaland, Somalia, according to a statement from US Africa Command (AFRICOM).
One US service member reportedly received sufficient medical care at the scene and three others were transported out of the area to receive treatment.
A coalition comprised of around 800 US, Somalian, and Kenyan forces came under attack by mortar and small-arms fire at around 2:45 p.m. local time, AFRICOM said. One coalition service member was wounded.
The coalition forces were conducting a “multi-day operation” to clear al-Shabaab — an Islamist militant group — from villages and establish a “permanent combat outpost” around 217 miles southwest of Mogadishu.
The role of US troops during the operation was to provide aerial surveillance and to provide other assistance to the coalition group. The US’s role in AFRICOM’s area of responsibility has come under heavy scrutiny following an October 2017 ambush in Niger that left four soldiers dead.
According to a military source, the slain Green Beret provided intelligence during a mission to build a joint base for Somali forces, The Daily Beast reported.
President Donald Trump offered his condolences following the announcement: “My thoughts and prayers are with the families of our serviceman who was killed and his fellow servicemen who were wounded in [Somalia],” Trump said in a tweet. “They are truly all HEROES.”
On June 11, 2018, the US military said it killed 49 members of al-Shabaab in three separate airstrike over a period of 12 days. The US said no civilians were killed during the strikes.

After battling night terrors and the pain and anxiety of Post-Traumatic Stress Disorder for decades, an Air Force veteran found his lifeline at the end of a dog leash.
Ryan Kaono, a support agreement manager in the Air Force Installation and Mission Support Center, vividly remembers a few years ago when he would regularly find himself in the depths of fear and despair; reliving troubling images from deployments as a security forces military working dog handler and later as a logistics specialist.
Kaono’s wife, Alessa, said she felt helpless, with no idea how to help him.
“You see a look in their eyes that they’re suffering but you don’t know what you can do to help them. It’s a terrible feeling watching someone suffer through PTSD,” she said.
Those memories seemed so hopeless at times that Kaono attempted to end his life.
After taking numerous prescription drugs in 2010 in a bid to permanently end his pain, Kaono finally reached out for help and started receiving the support and understanding he needed.

“I had previously attempted (suicide) but this time I actually sought treatment,” Kaono said.
After being hospitalized for his suicide attempt, the veteran began a treatment program at the U.S. Department of Veterans Affairs hospital in Los Angeles.
“When I was first diagnosed, group therapy didn’t work for me,” the Hawaii-native said, “so I actually left the group and started volunteering at a (German Shepherd) rescue in California.”
Dogs had always played a part in Kaono’s life from when, as a toddler, his family’s old English sheepdog, Winston, picked him up by the diaper to deliver a wandering Ryan back to his front yard.
“I realized (while volunteering at the rescue) that the interaction with the dogs really made me feel better,” he said.
Not content to just help himself, Kaono worked with the VA hospital to help other veterans interact with the rescue dogs and promoted animal therapy.
“The VA does equestrian therapy where they’ll take veterans to horse ranches and they get to ride horses … same premise, animal therapy works wonders,” he said.
It wasn’t long before Kaono, with a wealth of dog training knowledge from his time as a MWD handler, had veterans asking for help to train dogs so they could have their own service animals.
This support was especially important to Kaono since the average wait time for a VA-trained service dog can exceed two to five years.
“By then, we’ve already lost between 9,000 – 20,000 people due to suicide in a five-year period,” he said.

That’s based on a 2013 Department of Veterans Affairs study that showed roughly 22 veterans were dying by suicide every day from 1999-2010.
“That’s just way too many,” he said.
During this time, while helping to train dogs for other veterans, Kaono decided to add his name to the list for a VA-issued service dog.
After a two-year wait, he was notified they were ready to pair him with a dog. During the interview process, however, he was denied an animal because he already had a couple of dogs as pets and service dogs can’t be added to a home unless it is pet free.
“I was disheartened,” he said, but he continued to help train animals for other veterans.
Under the Americans with Disabilities Act, there is no mandated certification for a service dog and it allows people to train their own animals. So three years ago, when Kaono moved to San Antonio, his wife encouraged him to work on training his own service dog.
“I thought I’d just take one of the dogs we had at our house and train it to be a service dog,” Kaono said, until Alessa pointed out a Chihuahua probably wasn’t the best choice for his particular needs.
He then decided to work with San Antonio’s Quillan Animal Rescue to find a potential service dog. The rescue suggested a Doberman at first but Kaono wasn’t interested in such a large animal. One of the workers then recommended a mixed breed animal named Romeo that was in need of rehabilitation after being hit by a car. The only drawback was Romeo had already been promised to another family in California after his recovery.
“I said yes because that would give me the opportunity to work with a dog again,” Kaono said.
That was February 2016 and by May, he and Romeo were inseparable, Kaono said.

By June, Romeo had recovered and he was sent to California. Kaono said he was heartbroken.
“I secluded myself. I didn’t want to go to work. I took sick leave … I just didn’t want to be around anybody and make connections with people like I did with him and have them shattered,” he said.
“Romeo was kind of a fluke,” he added, because the California family decided they couldn’t keep him so Romeo returned to San Antonio.
When Romeo arrived back in Texas, Kaono had a trainer from Service Dog Express assess him. The local organization works with veterans to train service animals. Romeo passed the evaluation and was accepted as a service dog in training.
Kaono and the trainer then used techniques from Assistance Dogs International, considered the industry standard for dog training, to ready Romeo. Two months later, Romeo took the organization’s public access test, the minimum requirement for service dog training, and “blew the test away,” Kaono said.
He’s been going to work with the AFIMSC employee every day since passing his assessment on Aug. 1, 2016.
For Kaono, Romeo is much more than a four-legged companion. He’s a lifesaver who is trained in various disability mitigating tasks to help the veteran cope with PTSD.
These include deep pressure therapy where Romeo climbs into Kaono’s lap when he can sense anxiousness, agitation or frustration. He then applies direct pressure to the veteran’s body, considered a grounding technique, to bring focus to him instead of what’s causing the anxiety or agitation.
“Before him, I would have to sit there through it until it essentially went away,” Kaono said. “Now within two minutes I’m back to normal. I’m back to being productive again.”
Romeo also applies blocking techniques when the duo are in a group or crowded space to create a buffer between Kaono and those around him.
“People are cognizant of him being there so they give me the space to actually feel comfortable,” Kaono said.
The service dog also fosters personal interaction, Kaono added.
“I don’t make solid relationships with people,” he explained. “I would prefer to be and work alone. Having Romeo actually forces me to interact with people on a regular basis. He causes people to talk about things that aren’t necessarily work related. He’s a calming factor, not just for me.”
Romeo has completely changed Kaono’s life to allow him to better “live” with PTSD, Alessa said.
“I’m sure many people say this about their dog or service dog but Romeo’s truly a godsend,” she said. “He has changed and impacted our lives in so many ways.
“He’s gotten Ryan out more when it comes to crowds,” Alessa said, and Romeo is Kaono’s “sidekick and stress reliever at work.”
When the duo get home, Alessa added, Romeo “is just like any other dog … he loves to play and loves treats, especially ice cream.”
ERAPSCO, a joint venture between US company Sparton Corp. and a subsidiary of British firm Ultra Electronics, was awarded a US defense contract worth $1.041 billion on July 18, 2019, to produce sonobuoys used in anti-submarine warfare.
“Sonobuoys are air-launched, expendable, electro-mechanical, anti-submarine warfare acoustic sensors designed to relay underwater sounds associated with ships and submarines,” the Pentagon said in the contract listing.

The AN/SSQ series of sonobuoys are the principal sensors used by the US Navy to detect, classify, and localize adversary subs during peacetime and combat operations.
Active sonobuoys send pings through the water to bounce off potential targets. Passive sonobuoys just listen for subs or other vessels. There are also special-purpose sonobuoys that collect other data for radar and intelligence analysts.
Sonobuoys are limited by their battery life, and, if tracking a moving target, can become useless soon after being dropped. They’re mainly launched from MH-60 Sea Hawk helicopters and P-8A Poseidon maritime patrol aircraft, and when hunting without a target in its sights, the P-8A can expend its full supply in one mission.

More subs means more buoys
Increasing submarine activity around the world has led to more interest in anti-submarine warfare, especially among the US and its partners, which are concerned about Russian and Chinese submarines.
In a July 2018 funding request, the Pentagon asked Congress to reprogram million to buy more air-dropped sonobuoys, saying that “unexpected high anti-submarine warfare operational tempo in 2017 … resulted in unexpected high expenditure rate of all type/model/series.”
A 2015 study predicted global demand for sonobuoys would grow by 40% through 2020, with most of the interest in passive sonobuoys.
The Navy’s sonobuoy budget grew from 4 million in 2018 to 6 million in 2019 to 4 million in the 2020 budget, which asked for 204,000 of the devices. But there is concern about the Navy’s ability replenish its supply in the future.
The Pentagon believes it may no longer have a reliable supplier without government investment in the sonobuoy market, officials told Defense News in March 2019.

Right now, the Pentagon has just one supplier: ERAPSCO, a joint venture between the Illinois-based Sparton Corp. and the UK firm Ultra Electronics. But ERAPSCO will dissolve by 2024, and there’s no assurance either company can make the necessary investments to produce them independently.
The US is not the only buyer, but it is one of the largest, and the loss of US domestic production could lead to sonobuoy shortages around the world.
In March 2019, President Donald Trump signed a memo declaring that “domestic production capability for AN/SSQ series sonobuoys is essential to the national defense” and authorizing the Defense Department to pursue increased production.
Without action under the Defense Production Act, the memo said, “United States industry cannot reasonably be expected to provide the production capability for AN/SSQ series sonobuoys adequately and in a timely manner.”
Trump, the Pentagon, and the Navy believe money from the Defense Production Act and industry investment “to be the most cost-effective, expedient, and practical approach to meet critical AN/SSQ-series sonobuoy capability requirements,” a Defense Department spokesman told Defense News earlier this year.

Air Force intelligence analysts and operational leaders moved quickly to develop a new targeting combat plan to counter deadly ISIS explosive-laden drone attacks in Iraq and Syria.
In October of this year, ISIS used a drone, intended for surveillance use, to injure troops on the ground. Unlike typical surveillance drones, this one exploded after local forces picked it up for inspection, an Air Force statement said.
The emergence of bomb-drones, if even at times improperly used by ISIS, presents a new and serious threat to Iraqi Security Forces, members of the U.S.-Coalition and civilians, service officials explained to Sout Warrior. Drone bombs could target advancing Iraqi Security Forces, endanger or kill civilians and possibly even threat forward-operating US forces providing fire support some distance behind the front lines.
Air Force officials explained that many of the details of the intelligence analysis and operational response to ISIS bomb-drones are classified and not available for discussion.
Specific tactics and combat solutions were made available to combatant commanders in a matter of days, service experts explained.
While the Air Force did not specify any particular tactis of method of counterattack, the moves could invovle electronic attacks, some kind of air-ground coordination or air-to-air weapons, among other things.
However, the service did delineate elements of the effort, explaining that in October of this year, the Air Force stood up a working group to address the evolving threat presented by small commercial drones operated by ISIS, Air Force Spokeswoman Erika Yepsen told Scout Warrior.

“The working group cuts across functional areas and commands to integrate our best experts who have been empowered to act rapidly so they can continue to outpace the evolution of the threat they are addressing,” Yepsen said.
Personnel from the 15th IS, along with contributors, conducted a 280-plus hour rapid analysis drill to acquire and obtain over 40 finished intelligence products and associated single-source reports, Air Force commanders said.
Commercial and military-configured drone technology has been quickly proliferating around the world, increasingly making it possible for U.S. enemies, such as ISIS, to launch drone attacks.
“Any attack against our joint or coalition warriors is a problem. Once it is identified, we get to work finding a solution. The resolve and ingenuity of the airmen in the 15th IS (intelligence squadron)” to protect our warriors, drove them to come up with a well-vetted solution within days,” Lt. Col. Jennifer S. Spires, 25th Air Force, a unit of the service dealing with intelligence, told Scout Warrior.
While some analysts projected that developing a solution could take 11 to 12 weeks, the 15th IS personnel were able to cut that time by nearly 90 percent, Air Force officials said.
“While we cannot talk about the tactics and techniques that the 15th IS recommended, we can say that in every case, any targeting package sent to the air component adhered to rules that serve to protect non-combatants,” Spires added.

“The supported command makes the final decision about when and how to strike a specific target. Once the theater receives the targeting package it goes into a strike list that the Combatant Commander prioritizes,” Spires said.
Also, Air Force Secretary Deborah James recently addressed an incident wherein two Air Force ISR assets were flying in support coalition ground operations — when they were notified of a small ISIS drone in the vicinity of Mosul.
“The aircraft used electronic warfare capabilities to down the small drone in less than 15 minutes,” Erika Yepsen, Air Force Spokeswoman, told Scout Warrior.
While James did not elaborate on the specifics of any electronic warfare techniques, these kinds of operations often involve the use of “electronic jamming” techniques to interrupt or destroy the signal controlling enemy drones.

Mother’s Day 1943 was not a day of celebration in the Sullivan house in Waterloo, Iowa. Just four months earlier, Alleta Sullivan along with her husband Tom, her daughter Genevieve, and her grandson James received official word that all five of her sons had been lost after the ship on which they all served, USS Juneau, was sunk Nov. 13, 1942, during the Battle of Guadalcanal.
News spread across the country of the enormous sacrifice made by the Sullivans and honors were heaped onto Alleta and her family including posters honoring the brothers’ sacrifice, extensive media coverage and even a 1944 motion picture based on their story.
Alleta became an important figure in the war effort. She volunteered at the United Serviceman’s Organization (USO) to help make life easier for troops stateside and abroad. With her husband and daughter, Alleta visited more than 200 manufacturing plants and shipyards offering encouragement to employees in the hopes their efforts would bring the war to an end sooner. By January 1944, Alleta and her family had spoken to more than a million workers in 65 cities and reached millions of others over the radio.
The second ship to be called The Sullivans (DDG 68) was commissioned April 19, 1997, and was sponsored by Kelly Sullivan Loughren, Alleta’s great granddaughter. The ship’s motto is “We Stick Together.” Today the ship, which returned home from a six month deployment just in time for the holidays on Dec. 22, 2013, is based at Naval Station Mayport, Fla.
Kelly obviously admires her great-grandmother’s courage and continued service to the nation in the face of the most devastating loss a mother can suffer. But the story that sticks with her the most is that long after the war, after the movie, the media and the ceremonies had faded, Alleta would receive house calls from Sailors that either knew her sons or who just wanted to stop by and extend their condolences. Kelly said her great-grandmother would often cook them a hot meal and offer them a place to stay for the evening or the weekend.

U.S. prosecutors have filed a lawsuit to seize the gasoline aboard four tankers that Iran is currently shipping to Venezuela, the latest attempt to increase pressure on the two sanctioned anti-American allies.
The civil-forfeiture complaint filed in the District of Columbia federal court late on July 1 claims the sale was arranged by an Iranian businessman with ties to Iran’s Islamic Revolutionary Guards Corps, a U.S.-designated foreign terrorist organization.
Since September 2018, the IRGC’s elite Quds Force has moved oil through a sanctioned shipping network involving dozens of ship managers, vessels, and facilitators, according to the lawsuit.
“The profits from these activities support the IRGC’s full range of nefarious activities, including the proliferation of weapons of mass destruction and their means of delivery, support for terrorism, and a variety of human rights abuses, at home and abroad,” the prosecutors alleged.
Iran’s mission to the United Nations said that any attempt by the United States to prevent Iranian lawful trading with any country of its choosing would be an act of “piracy.”
The four tankers named in the complaint — the Bella, Bering, Pandi, and Luna — are carrying 1.1 million barrels of gasoline, the U.S. prosecutors said.
The Justice Department said on July 2 that U.S. District Judge James Boasberg issued a warrant to seize all the gasoline on the vessels, “based on a probable cause showing of forfeitability.”
The United States has been pressing for Venezuelan President Nicolas Maduro’s ouster with a campaign of diplomatic and punitive measures, including sanctions on its energy sector.
The South American country is suffering from a gasoline shortage amid a ravaging economic crisis.
Tensions have been on the rise between Tehran and Washington since 2018, when the United States withdrew from a landmark 2015 nuclear deal between Iran and world powers and reimposed crippling sanctions that have battered the Iranian economy.

This video also introduces Hershel “Woody” Williams, a WWII-era Marine and flamethrower operator who fought on Iwo Jima. (He’s shown wearing the Medal of Honor he received for his actions there.)
What the video doesn’t tell you is that Williams is the last living Medal of Honor recipient from Iwo Jima. He singlehandedly took out seven Japanese pillboxes with his flamethrower that day.
“I remember crawling on my belly,” Williams told Weaponology. “I remember ’em coming, charging around that pillbox toward me. There were five or six of them. And I just opened up the flame and caught them. It was like they went from real fast running to real slow motion. But by cutting out those seven pillboxes, it opened up a hole and we got through.”
The humble Marine forgot to mention the seven fortifications he took out were part of a network of hardened, entrenched positions, minefields, and volcanic rock protected by withering machine gun crossfire that held the entire American invasion back.
The Air Force is to ditch a nearly a half-billion dollar contract issued to a Chicago-based company to make bunker-buster bombs after complaints by lawmakers about the company’s ties to a Russian oligarch.
The Air Force awarded a contract worth $419.6 million to A. Finkl & Sons Co. to produce bomb bodies for the 2,000-pound BLU-137 penetrator warhead, which is meant to replace the BLU-109.
Finkl’s contract was slightly smaller than the $467.9 million award given to Ohio-based Superior Forge and Steel Corp to make 300 bomb bodies in the first year with the potential for as many as 3,500 more over four years.
However, according to Bloomberg Government, a group of lawmakers protested the decision, saying Finkl was not eligible for the award because of its foreign parent company, Swiss steel-maker Schmolz + Bickenbach, which is partially owned by Viktor Vekselberg, a Russian billionaire and aluminium magnate who has been hit by US sanctions.
By awarding the contract to Finkl, Pennsylvania Republican Rep. Mark Kelly told Bloomberg, the Air Force had “turned their back” on Ellwood National Forge, a longtime bomb-maker that employs 2,000 people and is based in Pennsylvania. Ellwood had worked on every previous generation of the bunker-buster warhead.
Vekselberg, born in Ukraine and based in Switzerland, is worth more than billion and holds an 11.34% stake and 1.25% stake in Schmolz + Bickenbach through two holding companies, both of which have been hit by US sanctions against Russia over that country’s actions in Crimea and Ukraine. (His stakes in Schomlz + Bickenbach were not large enough to draw sanctions on that company.)
Early 2018 the US imposed sanctions on Russian individuals and entities over Moscow’s suspected meddling in the 2016 US election — including assets worth between id=”listicle-2602523867″.5 billion and billion belonging to Vekselberg and one of the holding companies in question.
Kelly and nine other Republican members of Pennsylvania congressional delegation protested the decision in a July 27, 2018 letter, saying they were “so surprised” Ellwood has missed out on the contract “despite submitting the lowest cost bid and possessing far more experience than either of the companies that won a contract.”
“Perhaps more troubling is that one of the companies that was awarded a contract is the subsidiary of a foreign-owned conglomerate, even though the request for proposal explicitly barred foreign owned, controlled or influenced companies from applying to this contract,” the letter said.
In an Aug. 30, 2018 letter seen by Bloomberg Government, the Air Force appeared to concur, saying Finkl should have been ineligible because of foreign ownership and that it had sent “a notice of termination” to the Chicago-based firm. The Air Force’s letter did not mention Vekselberg.

Ellwood also filed a protest of the contract award, on which the Government Accountability Office has yet to rule. It is not clear whether the Air Force will reassign the contract or open it to a new round of bidding.
US sanctions on Russia over alleged meddling in the 2016 election have created other headaches for the Pentagon and lawmakers.
Under the Countering America’s Adversaries Through Sanctions Act, which President Donald Trump signed into law in August 2017, the US can put secondary sanctions on entities and individuals doing business with the Russian intelligence or defense sectors.
The latest defense authorization bill contains a waiver process for US partners that buy Russian weapons, but the Pentagon has said allies aren’t certain to be spared “from any fallout” from Russia sanctions.

Despite suffering economic sanctions and the falling price of oil, Vladimir Putin is pushing forward with an estimated 20 trillion ruble ($351 billion) program to modernize the Russian military by 2020.
But the Russian defense sector is struggling to meet its goals.
“The objective reasons for the failure to meet state defense procurement orders include restrictions on the supply of imported parts and materials in connection with sanctions, discontinuation of production and the loss of an array of technologies, insufficient production facilities,” Deputy Defense Minister Yuri Borisov said in videoconference with Putin on Thursday, according to The Moscow Times.
Borisov said that navy guard ships, 200 amphibious aircraft, antitank missiles, radio equipment for surface-to-air missiles, and launchers for Tupolev-160 bombers are behind schedule.
Putin was not happy.
“I will especially emphasize that those who are delaying production and supplies of military technologies, who are letting down related industries, must within a short term … correct the situation,” Putin reportedly said.
“And if that does not happen, the appropriate conclusions need to be made, including, if necessary, technological, organizational, and personnel [changes],” Putin added.
The extravagant plans for military spending were drawn up before the ruble crashed and oil prices bottomed out, back when the government was expecting 6% GDP growth annually.
Nevertheless, Russia has continued with their hike in military spending, which is estimated to reach $29.5 billion in 2015, with around $4.4 billion to $4.7 billion going towards research and development alone.
The Moscow Times notes that Putin is looking to defense spending to bolster employment, investment, and technological development.
As he said on his call-in show in March, “without a doubt, this program will be fulfilled,” adding that, “Our goal is to make sure that by that time, by 2020, the amount of new weapons and military technologies in our armed forces reached no less than 70%.”
Given that Russia’s troubles will likely continue — sanctions will likely remain in place as fighting in eastern Ukraine continues and oil may drop as Iranian oil hits the market — Putin’s big push may meet a harsh reality sooner than later.
“Russia has already spent more than half of its total military budget for 2015,” Russian economist and former rector of the New Economic School in Moscow Sergei Guriev wrote in May. “At this rate, its reserve fund will be emptied before the end of the year.”
On Thursday, Deputy Defense Minister Borisov said that 38% of Moscow’s defense purchases planned for this year have been completed.
