China is dropping heavy hints that it could restrict exports of rare-earth metals to the US as part of the trade war through highly staged photo ops and heavy hints in state media.
If such a ban happened, it could seriously harm the American tech, defense, and manufacturing industries. Eighty percent of US imports of rare-earth metals come from China, according to the US Geological Survey.
Stocks in rare-earth companies have skyrocketed since China first hinted that it might weaponize rare earth in the trade war, when President Xi Jinping made a highly publicized visit to a rare-earth factory.
This has most likely driven up the price of the materials, which could in turn drive up the consumer prices of those goods.
Here’s what rare earths are and the US products that would be affected by a Chinese ban.

What are rare-earth metals?
“Rare-earth metals” is a collective term for 17 metals in the periodic table of elements, which appear in low concentrations in the ground.
Rare earths are considered “rare” because it’s hard to find them in sufficient concentrations to exploit economically. They also require a lot of energy to extract and process for further use.
The elements are lanthanum, cerium, praseodymium, neodymium, promethium, samarium, europium, gadolinium, terbium, dysprosium, holmium, erbium, thulium, ytterbium, lutetium, scandium, and yttrium.
They have a variety of physical and chemical properties and are put to different uses. Lanthanum, cerium, praseodymium, neodymium, promethium, and samarium are classed as “light rare-earth elements,” while the others are classed as “heavy rare-earth elements.”
They have grown in importance in recent years because of their use in high-tech manufacturing. Here are some everyday products that depend on rare-earth metals.
iPhones, Teslas, and flat-screen TVs
Yttrium, europium, and terbium are used in LED screens, which you can find on most smartphones, tablets, laptops, and flat-screen TVs. Their red-green-blue phosphors help power the display screen, according to a 2014 US Geological Survey fact sheet.
Those elements are also used in iPhone batteries and help make the phone vibrate when you get a text, Business Insider’s Jeremy Berke reported.
Apple said in 2017 that it would “one day” stop using rare earths to make its phones and pivot to recycled materials instead, though that idea has yet to become a reality.
Lanthanum is also used in as many as half of all digital and cellphone camera lenses, the USGS said.

The electric-vehicle industry also depends on lanthanum alloys to make its rechargeable, batteries, with some makers needing as much as 10 to 15 kilograms, or 22 to 33 pounds, a car, the USGS reported.
Neodymium-based permanent magnets are also used to make electric-vehicle motors, The Verge reported, citing Frances Wall, a professor of applied mineralogy at Britain’s University of Exeter.
Tesla has also relied on rare-earth permanent magnets from the Chinese producer Beijing Zhong Ke San Huan Hi-Tech Co. since 2016, according to The Wall Street Journal. It’s not clear whether Tesla uses other magnet suppliers too.
As global demand for electric vehicles continues to climb, so too will that for rare earths, Ryan Castilloux, the managing director of the rare-earth consultancy Adamas Intelligence, told Business Insider.
Permanent magnets produced from rare earths are also used to make computer hard disks, and CD-ROM and DVD disk drives, the USGS noted. The magnets help stabilize the disk when it spins.
Restricting magnet-related rare earths to the US would hurt “a lot of industries and cause a lot of economic pain,” Castilloux said.

Drones, missiles, and satellites
The Department of Defense uses rare earths for jet-engine coatings, missile-guidance systems, missile-defense systems, satellites, and communications systems, the US Government Accountability Office said in a 2016 report.
The Pentagon’s demand for the minerals makes up 1% of total US demand. “Reliable access to the necessary material, regardless of the overall level of defense demand, is a bedrock requirement for DoD,” the office said.
The Defense Department on May 29, 2019, said it was seeking new federal funds to support US production of rare-earth metals to reduce its reliance on China, according to Reuters.
Commercial defense companies, like Raytheon, Lockheed Martin, and BAE, also rely on rare earths to make their missile-guidance systems and sensors.
Fighter jets also heavily rely on rare-earth metals. Each F-35 jet requires 920 pounds of material made from rare earths, Air Force Magazine reported, citing the Defense Department.
F-22 tail fins and rudders — which steer the planes — are powered by motors made by permanent magnets derived from rare earths, Air Force Magazine said.
Yttrium and terbium are used to make laser targeting, armored fighting vehicles, Predator drones, and Tomahawk cruise missiles, Bloomberg reported, citing the Benchmark Mineral Intelligence managing director Simon Moores.
The government and private companies have since 2010 built up stockpiles of rare earths and components that use them, Reuters reported, citing the former Pentagon supply-chain official Eugene Gholz. It’s not clear how long these stockpiles would last if a shortage hit.

Manufacturers of offshore wind turbines rely on magnets made from elements like neodymium, praseodymium, dysprosium, or terbium, according to the Renewables Consulting Group. Makers include Siemens and MHI Vestas Offshore Wind, the consultancy said.
Using rare-earth magnets makes the wind turbines more reliable, the consultancy said, because such components are more resilient than alternatives made with conventional materials.
Using rare-earth metals as catalysts in the process leads to higher yields and purer end products, RETA said.
They also play a role in the chemistry of catalytic converters, which reduce harmful car emissions by speeding up breakdown of exhaust fumes.
The Global Times, China’s state-run tabloid news outlet, cited a rare-earth analyst named Wu Chenhui who called a Chinese ban on the elements a “smart hit” against the US.
The prospect was raised after the US this month proposed tariffs on 0 billion worth of Chinese goods and blacklisted the telecom giant Huawei from working with US companies.
Many rare-earth experts doubt that China would follow through with a ban, though, because it wouldn’t be in China’s interest for the US and other countries to start looking elsewhere for rare-earth imports.
But “even if it doesn’t go ahead, it’s a wake-up call,” Castilloux of Adamas said of Chinese restrictions. “It’s causing the US and other countries to take a more serious look into their supply chains.”

The Marvel Cinematic Universe was the start of superhero fandom for millions. For many, many others, it was just the latest iteration of graphic works of art – this time, come to life on the big screen. And inside each of those was a small cameo, a little role to play for the man who started it all, Stan Lee.
For the veteran community, Stan Lee was a fantastic example of life after serving. In the Pinks and Greens of his World War II enlistment, the young Lee might be unrecognizable to many of us today. But in true superhero form, he saw the world needed his help and he donned his superhero uniform in 1942 (which just happened to be one of the Army’s signal corps) and enlisted after the attack on Pearl Harbor.

It’s probably more difficult to imagine Stan Lee in his early years, merely filling inkwells as an assistant at a pulp comics publisher. It was there that Lee created his first comic stories, including the exploits of Captain America. Eventually, he worked his way up to editor-in-chief of that same publication.
Lee’s time in the Army came just after the Japanese attack on Pearl Harbor. The Army installed the young Stanley Martin Lieber (Lee’s birth name, he changed it to his pen name later) as a telephone pole lineman. After realizing it made a mistake, he was moved to the training film division to create posters and worked as a writer of films, shorts, and comics for the duration of the war.
Throughout his life, Lee would use his experiences to influence his characters and his later works – and the Army was a small but significant part of it.
After leaving the Army, Lieber went back to his work in publishing, destined to become the great Stan Lee we know today. Throughout the 50s and 60s, he and artist Jack Kirby created some of the most enduring characters in American literature, thanks in no small part to Lee’s perspective on what makes characters relatable. Where rival DC Comics and other publishers at the time created heroic, idealistic archetypical characters, Lee created complex characters with deep flaws who also happened to be imbued with tremendous power and the will to do what was right.
Save for the superpowers, these were people we could all relate. They were to be the kinds of hero many aspired to be. The publisher who gave Stan Lee his start as an assistant and later his role as chief soon changed its name to Marvel Comics. Stan Lee began creating the characters we all grew to love in our early years, the same one the Marvel Cinematic Universe is gifting to our children.
Lee collaborated with artist-writer Jack Kirby on stories, like The Fantastic Four, The Incredible Hulk,Iron Man, Thor, SilverSurfer, and X-Men. With artist-writer Steve Ditko, he created Spider-Man and Doctor Strange, and with artist Bill Everett came Daredevil. Lee created or co-created many of the world’s now-beloved favorites.
“I’ve tried to write stories that anybody would enjoy,” Lee once said. “I’ve tried to make them understandable enough, and exciting or suspenseful or interesting enough for youngsters… to hold their interest. And I’ve tried to make them hopefully intelligent enough for older people.”
The Navy is modernizing its destroyers and cruisers with Aegis technology equipped with new multi-mission signal processors, kill assessment systems, radio frequency upgrades and various on-board circuits, service officials said.
The upgrades are part of an intense service effort to better arm its fleet of destroyers and cruisers with modernized Aegis radar technologies engineered to both help the ships better attack adversaries and defend against enemy missiles.
Aegis radar, a technology now on destroyers and cruisers, is aimed at providing terminal phase ballistic missile defense and an ability to knock out or intercept attacking enemy cruise missiles.
Raytheon has been awarded a $20 million deal extension to perform these Aegis upgrades.
The Navy is both modernizing current Aegis technology on board existing ships and also building upgrades into ships now under construction. These new upgrades are designed to build upon the most current iteration of Aegis technology, called Baseline 9.
The Aegis modernization program hope to achieve combat system upgrades that will enhance the anti-air warfare and ballistic missile defense capabilities of Aegis-equipped DDG 51 Arleigh Burke-class destroyers and CG 47 Ticonderoga-class cruisers.
“Over the years, we’ve added capabilities (helicopters, increased VLS – vertical launch systems -lethality, improved Aegis weapon system performance, SeaRAM) without the need for a new ship program and associated delays,” Rear Adm. Ronald Boxall, director of surface warfare, said in a statement.
The next step in this continuum of modernization is equipping the next-generation DDG Flight III destroyers with the SPY-6 Air and Missile Defense Radar, Boxall added.
The Navy’s new SPY-6 is 35-times more powerful than existing ship-based radar.
Compared to the legacy SPY-1 radar, Air and Missile Defense Radar will be able to see an airborne object half as big and twice as far – and testing is proceeding apace at Pacific Missile Range Facility, where we have radiated at full power and cycle, Boxall added.
Boxall added that all new construction DDG Flight IIA ships, beginning with DDG-113, will be delivered with Aegis Baseline 9C.
This includes “identification Friend or Foe Mode 5, Close-In Weapons System Block 1B, Surface Electronic Warfare Improvement Program Block II, and the SQQ-89A (V) 15 Integrated Undersea Warfare Combat System Suite. Delivery of these capabilities will extend into the mid-term (2020-2030) and beyond,” Boxall said.
NIFC-CA New Navy Destroyers
Baseline 9 Aegis radar also includes a new fire-control system, called Naval Integrated Fire Control – Counter Air, or NIFC-CA. It has already been deployed on a Navy cruiser serving as part of the Theodore Roosevelt Carrier Strike Group in the Arabian Gulf, Navy officials told Scout Warrior.
The technology enables ship-based radar to connect with an airborne sensor platform to detect approaching enemy anti-ship cruise missiles from beyond the horizon and, if needed, launch an SM-6 missile to intercept and destroy the incoming threat, Navy officials said.
“NIFC-CA presents the ability to extend the range of your missile and extend the reach of your sensors by netting different sensors of different platforms — both sea-based and air-based together into one fire control system,” a senior Navy official said.
So far, NIFC-CA has been integrated and successful in testing with both E2-D Hawkeye surveillance aircraft and F-35 Joint Strike Fighters.
The Navy’s current plan is to build 11 Flight IIA destroyers and then shift toward building new, Flight III Arleigh Burke-class destroyers with the new SPY-6 massively more powerful radar system. Flight III Arleigh Burke destroyers are slated to be operational by 2023, Navy officials said.
There are at least Flight IIA DDG 51 Arleigh Burke-class destroyers currently under construction. DDG 113, DDG 114, DDG 117 and DDG 119 have been underway at a Huntington Ingalls Industries shipbuilding facility in Pascagoula, Mississippi and DDG 115, DDG 116 and DDG 118 are being built at a Bath Iron Works shipyard in Bath, Maine.
Existing destroyers, such as the USS John Finn and all follow-on destroyers, will receive the Aegis Baseline 9 upgrade, which includes NIFC-CA and other enabling technologies. Baseline 9 contains an upgraded computer system with common software components and processors, service officials said.
In addition, some future Arleigh Burke-class destroyers such as DDG 116 and follow-on ships will receive new electronic warfare technologies and a data multiplexing system which controls a ship’s engines and air compressors, Navy developers have said.
The NIFC-CA technology can, in concept, be used for both defensive and offensive operations, Navy officials have said.
Having this capability could impact Pentagon discussion about how potential adversaries could use long-range weapons to threaten the U.S. military and prevent its ships from operating in certain areas — such as closer to the coastline.
Having NIFC-CA could enable surface ships, for example, to operate more successfully closer to the shore of potential enemy coastlines without being deterred by the threat of long-range missiles.
Defensive applications of NIFC-CA would involve detecting and knocking down an approaching enemy anti-ship missile, whereas offensive uses might include efforts to detect and strike high-value targets from farther distances than previous technologies could.
The possibility for offensive use parallels with the Navy’s emerging “distributed lethality” strategy, wherein surface ships are increasingly being outfitted with new or upgraded weapons.
The new strategy hinges upon the realization that the U.S. Navy no longer enjoys the unchallenged maritime dominance it had during the post-Cold War years.
During the years following the collapse of the former Soviet Union, the U.S. Navy shifted its focus from possibly waging blue-water combat against a near-peer rival to focusing on things such as counter-terrorism, anti-piracy and Visit, Board Search and Seizure, or VBSS, techniques.
More recently, the Navy is again shifting its focus toward near-peer adversaries and seeking to arm its fleet of destroyers, cruisers and Littoral Combat Ships with upgraded or new weapons designed to increase its offensive fire power.
The US Navy said on Wednesday that one of its aircraft was intercepted by a Russian jet while flying in international airspace over the Mediterranean Sea.
The US Navy P-8A Poseidon, an anti-submarine and anti-surface warfare aircraft, was flying over the Mediterranean Sea when it was approached by a Russian Su-35 fighter jet, US Naval Forces Europe-Africa said.
“The interaction was determined to be unsafe due to the SU-35 conducting a high-speed, inverted maneuver, 25 ft. directly in front of the mission aircraft, which put our pilots and crew at risk,” the Navy said in a statement.
The crew of the P-8A Poseidon experienced “wake turbulence” during the 42-minute encounter, the Navy said.
“While the Russian aircraft was operating in international airspace, this interaction was irresponsible,” the Navy added. “We expect them to behave within international standards set to ensure safety and to prevent incidents.”
A Russian Su-35 jet performed a similar maneuver toward a P-8A Poseidon over the Mediterranean Sea in June. The jet buzzed the US aircraft three times in three hours and conducted a pass directly in front of it.
“This interaction was irresponsible,” the Navy said in a statement at the time.
On both occasions, the Navy said its aircraft was flying in international airspace and was not provoking the Russian aircraft.
Russia performed another provocative test by firing an anti-satellite missile on Wednesday, US Space Command said.
Russia’s direct-ascent anti-satellite test “provides yet another example that the threats to US and allied space systems are real, serious and growing,” Gen. John Raymond, the head of Space Command and chief of space operations for US Space Force, said in a statement.
“The United States is ready and committed to deterring aggression and defending the nation, our allies and US interests from hostile acts in space,” Raymond added.
The new red, white, and blue paint job would be a change from the light blue color scheme designed by President John F. Kennedy and his wife, Jackie, in the 1960s and which has appeared on every presidential aircraft since.
On October 19, 1962, Boeing delivered a highly modified version of the civilian 707-320B airliner with the serial number 62-26000. It would be tasked with Special Air Missions and get the call sign “SAM Two-six-thousand.”
It was the first jet aircraft built specifically for the US president, and when he was on board the call sign changed to “Air Force One,” which was adopted in 1953 for use by planes carrying the president.
The SAM 26000 would carry eight presidents in its 36-year career — Kennedy, Lyndon Johnson, Richard Nixon, Gerald Ford, Jimmy Carter, Ronald Reagan, George H.W. Bush, and Bill Clinton — as well as countless heads of state, diplomats, and dignitaries.
Below, you can take a tour of the SAM 26000, which is now on display at the National Museum of the Air Force and which one Air Force historian said could justifiably be called “the most important historical airplane in the world.”
In addition to the blue and white colors they picked, the words “United States of America” were painted along the fuselage, and a US flag was painted on the tail. Kennedy reportedly chose the font because it resembled the lettering on an early version of the Constitution.
In June 1963, the plane flew Kennedy to Berlin, where he delivered his “Ich bin ein Berliner,” or “I am a Berliner,” speech.
During the flight into Berlin, “The Russians put MiGs (fighter planes) up on both our wings so we would stay in the corridor over East Germany to West Berlin. They didn’t want us to spy,” said Col. John Swindal, who became commander of Air Force One at the start of Kennedy’s presidency.
That afternoon, Vice President Lyndon B. Johnson helped staffers pull the the casket into the rear of the plane, where seats had been removed to make space. Johnson was sworn in as president on the plane prior to takeoff.
Retired Air Force Master Sgt. John Hames, who worked as a steward on Air Force One between 1960 and 1975, was one of the crew members who helped remove seats to make room for the casket.
“We served a lot of beverages (Scotch) on the way back,” Hames said in 1998. “It was a long ride back to Washington. Nobody wanted to eat. Mrs. Kennedy was in shock. She still had on the blood-stained clothes.”
“You can stand on that spot where President Kennedy’s casket came in — you think about the horror of what was going on and the shock of what happened,” Underwood said. “You can look forward toward the nose of the aircraft and know that’s where the transfer of power took place, and you can see where Mrs. Kennedy sat near the body of her slain husband.”
The SAM 26000 played a prominent role in the presidencies after Kennedy as well.
In 1998, retired Air Force Master Sgt. John Hames, a steward on Air Force One between 1960 and 1975, said the SAM 26000 “was so much faster that we had less time to prepare meals, but we got the job done.”
Kennedy was a “great person for soup. It was a comfort food for him,” Hames told The Cincinnati Enquirer in 1998. “President Johnson was kind of different. He told me that any beef prepared aboard Air Force One had to be well done. He didn’t care for rare beef the way the group from New England did.”
Nixon “ate fairly light … cottage cheese,” Hames said. “President Ford ate almost anything, but he was in such a short time.”
In 1964, Johnson invited reporter Frank Cormier and two colleagues into the plane’s bedroom for an improvised press conference. Johnson, who had just given a speech under the hot sun, “removed his shirt and trousers,” while answering their questions and then “shucked off his underwear” and kept talking while “standing buck naked and waving his towel for emphasis.”
As Nixon exited the plane in China, a “burly” aide “blocked the aisle” to keep staffers from following Nixon, Kissinger said later. Nixon didn’t want anyone messing up his photo with the Chinese premier.
Three months after ferrying him to China, the SAM 26000 took Nixon on an unprecedented visit to the Soviet Union.
Unsuccessful presidential candidate Hubert Humphrey was reportedly given a ride on the plane by President Richard Nixon, according to retired Chief Master Sgt. Stan Goodwin. During the trip between Washington and Minnesota, Humphrey made 150 phone calls to tell people he’d finally made it aboard Air Force One.
During a week of meetings with Soviet leaders, Nixon reached a number of agreements. One set the framework for a joint space flight in 1975. Another was the Strategic Arms Limitation Treaty (SALT), which contained a number of measures to limit the manufacture of strategic missiles capable of carrying nuclear weapons.
In October 1981, it took former presidents Carter, Nixon, and Ford on an uneasy trip to Egypt for the funeral of President Mohammed Anwar Sadat, who had been assassinated a few days before. Then-President Ronald Reagan did not attend because of security concerns.
Secretary of State Alexander Haig, as Reagan’s official representative, took the stateroom, leaving other officials with regular seats. The former presidents were “somewhat ill at ease,” Carter said later.
“It was one and only time that I’d seen three presidents and two secretaries of state standing in line to go to the men’s room,” said retired Chief Master Sgt. Stan Goodwin, who manned the radio on the flight. Things were also tense among staffers on the trip. They reportedly bickered over who got bigger cuts of steak at dinner.
But it was Nixon, whose resignation in 1974 led to Ford taking office, who “surprisingly eased the tension” with “courtesy, eloquence, and charm,” Carter wrote later. Carter and Nixon’s interaction on the plane led to them developing a friendship.
The Boeing 707 that was acting as Air Force One got stuck in the mud at Willard Airport in Champaign-Urbana, Illinois. The SAM 26000, waiting nearby as an alternate, was called in to pick up the president.
The SAM 26000 was officially retired in March 1998, after logging more than 13,000 flying hours and covering more than 5 million miles. While it made more 200 trips in 1997 alone, the lack of parts for the plane as well as its high exhaust and noise levels led to its retirement.
Then-Vice President Al Gore took the plane’s final flight, traveling from Washington to Columbia, South Carolina. “If history itself had wings, it probably would be this very aircraft,” Gore said after the trip.
In May 1998, the plane arrived at Wright-Patterson Air Force Base near Dayton, Ohio. In a nationally televised event, the Air Force retired the plane and turned it over to the National Museum of the Air Force.
Unless you’re an avid shooter, there tends to be only a handful of ammunition types a person can list off the top of their heads, and even fewer if we’re talking specifically about rifles. Although there’s a long list of projectiles to be fired from long guns, the ones that tend to come to mind for most of us are almost always the same: 5.56 and 7.62, or to be more specific, 5.56×45 vs. 7.62×39.
National militaries all around the world rely on these two forms of ammunition thanks to their range, accuracy, reliability, and lethality, prompting many on the internet to get into long, heated debates about which is the superior round. Of course, as is the case with most things, the truth about which is the “better” round is really based on a number of complicated variables — not the least of which being which weapon system is doing the firing and under what circumstances is the weapon being fired.
This line of thinking is likely why the United States military employs different weapon systems that fire a number of different kinds of rounds. Of course, when most people think of Uncle Sam’s riflemen, they tend to think of the 5.56mm round that has become ubiquitous with the M4 series of rifles that are standard issue throughout the U.S. military. But, a number of sniper platforms, for instance, are actually chambered in 7.62×51 NATO.
So if both the 5.56×45 vs. 7.62×39 rounds are commonly employed by national militaries… determining which is the superior long-range round for the average shooter can be a difficult undertaking, and almost certainly will involve a degree of bias (in other words, in some conditions, it may simply come down to preference).
For the sake of brevity, let’s break the comparison down into three categories: power, accuracy, and recoil. Power, for the sake of debate, will address the round’s kinetic energy transfer on target, or how much force is exerted into the body of the bad guy it hits. Accuracy will be a measure of the round’s effective range, and recoil will address how easy it is to settle the weapon back down again once it’s fired.
The NATO 5.56 round was actually invented in the 1970s to address concerns about the previous NATO standard 7.62×51. In an effort to make a more capable battle-round, the 5.56 was developed using a .223 as the basis, resulting in a smaller round that could withstand higher pressures than the old 7.62 NATO rounds nations were using. The new 5.56 may have carried a smaller projectile, but its increased pressure gave it a flatter trajectory than its predecessors, making it easier to aim at greater distances. It was also much lighter, allowing troops to carry more rounds than ever before.
The smaller rounds also dramatically reduced felt recoil, making it easier to maintain or to quickly regain “sight picture” (or get your target back into your sights) than would have been possible with larger caliber rounds.
The 7.62x39mm round is quite possibly the most used cartridge on the planet, in part because the Soviet AK-47 is so common. These rounds are shorter and fatter than the NATO 5.56, firing off larger projectiles with a devastating degree of kinetic transfer. It’s because of this stopping power that many see the 7.62 as the round of choice when engaging an opponent in body armor. The 7.62x39mm truly was developed as a general-purpose round, limiting its prowess in a sniper fight, however. The larger 7.62 rounds employed in AK-47s come with far more recoil than you’ll find with a 5.56, making it tougher to land a second and third shot with as much accuracy, depending on your platform.
So, returning to the metrics of power, accuracy, and recoil, the 7.62 round wins the first category, but the 5.56 takes the second two, making it the apparent winner. However, there are certainly some variables that could make the 7.62 a better option for some shooters. The platform you use and your familiarity with it will always matter when it comes to accuracy within a weapon’s operable range.
When firing an AR chambered in 5.56, and an AK chambered in 7.62, it’s hard not to appreciate the different ideologies that informed their designs. While an AR often feels like a precision weapon, chirping through rounds with very little recoil, the AK feels brutal… like you’re throwing hammers at your enemies and don’t care if any wood, concrete, or even body armor gets in the way. There are good reasons to run each, but for most shooters, the 5.56 round is the better choice for faraway targets.
The Acting Secretary of the Army announced proposed changes to eligibility criteria at Arlington National Cemetery. This begins the process for the federal government to prepare for the public rulemaking process which includes public feedback to the proposed changes.
The nation’s premiere military cemetery is at a critical crossroads in its history. Nearly all of the 22 million living armed forces members and veterans are eligible for less than 95,000 remaining burial spaces within these hallowed grounds.
A planned Southern Expansion project will add 37 acres of additional burial space for the nation’s veterans. Southern Expansion includes the area nearest the Air Force Memorial and a part of the former grounds of the Navy Annex. However, expansion alone will not keep Arlington National Cemetery open to new interments well into the future. Without changes to eligibility, Arlington National Cemetery will be full for first burials by the mid-2050s.

“The hard reality is we are running out of space. To keep Arlington National Cemetery open and active well into the future means we have to make some tough decisions that restrict the eligibility,” said Executive Director of Army National Military Cemeteries and Arlington National Cemetery Karen Durham-Aguilera.
The Fiscal Year 2019 National Defense Authorization Act directed the Secretary of the Army to establish revised eligibility criteria to keep the cemetery functioning as an active burial ground well into the future, defined as 150 years.
The Secretary established imperatives to recognize the individual’s sacriﬁce, service and impact to the nation’s security. The proposed eligibility criteria honors commitment to military service and is equitable across branches and eras of service. Additionally, any change should be easily understood, fair and consistent with Arlington National Cemetery’s mission.
Years of outreach have guided the decision-making process. Arlington National Cemetery and its stakeholders — military and veteran service organizations, military, government leaders, Congress, veterans, military service members and their family members — have been working this issue very closely.

“This has been a very lengthy and deliberate process that has been done in the public domain,” said former Superintendent of Arlington National Cemetery Katharine Kelley. “We have a Federal Advisory Committee at Arlington National Cemetery, an independent body mandated by Congress to look at very substantive issues related to the cemetery, and they have looked at the question of eligibility for many years,” said Kelley.
The cemetery has maintained an active and ongoing dialogue with military and veteran service organizations over two and a half years of thoughtful deliberation and public outreach. Additionally, the cemetery has conducted public surveys that garnered input and feedback from these important stakeholders, as well the active duty component who serves today.
The cemetery received more than 250,000 responses to these national surveys, and the results offered a compelling look at the opinions and attitudes of veterans, family members and active duty populations. Ninety-five percent of respondents want Arlington to not only remain open, but remain open and active well into the future.
“We’ve made extensive efforts to listen and gather input as part of this process, and that feedback we have received has been part of the Secretary’s deliberations and part of our discussions going forward,” said Kelley.
Now that the Secretary has established the proposed criteria, once cleared, the Department of the Army will publish a draft rule in the Federal Register for public comment, adjudicate public comments and publish the final rule. Federal rulemaking is a deliberative process and is expected to take a minimum of nine months.
“This is a lengthy process, but it’s another opportunity to have a say in what the future of Arlington National Cemetery should be for our nation,” said Durham-Aguilera.

In addition to preserving 1,000 gravesites for current and future Medal of Honor recipients, the proposed revised eligibility criteria for those who honorably serve the nation are as follows:
For below-ground interment:
Killed in Action, to include repatriated remains of service members
Award recipients of the Silver Star and above who also served in combat
Recipients of the Purple Heart
Combat-related service deaths while conducting uniquely military activities
Former Prisoners of War
Presidents and Vice Presidents of the United States
Veterans with combat service who also served out of uniform as a government oﬃcial and made signiﬁcant contributions to the nation’s security at the highest levels of public service
For above-ground inurnment:
World War II-era veterans, to include legislated active duty designees
Retirees from the armed forces who are eligible to receive retired pay but are not otherwise eligible for interment
Veterans who have served a minimum of two years on active duty and who have served in combat
Veterans without combat service who also served out of uniform as a government oﬃcial and made signiﬁcant contributions to the nation’s security at the highest levels of public service
Eventual implementation of revised eligibility will not affect previously scheduled services at Arlington National Cemetery. Additionally, the proposed revisions will not affect veterans’ burial beneﬁts or veteran eligibility at Department of Veterans Affairs 137 national cemeteries and 115 state veterans cemeteries.
Arlington National Cemetery will continue to actively engage stakeholders in the important decisions impacting the future of the cemetery.
American planners looking at contending with North Korea, ISIS remnants and copycats, and fighting in megacities against near-peer enemies have identified a shortfall of current U.S. training and focus: our enemies are turning to tunnels more and more, but modern U.S. forces have no idea how to best fight there.
First, to define the problem. Insurgent and terrorist cells — notably ISIS, but also many others — have turned to tunneling to hide their activities from the militaries sent to stop them. Some of this is to allow fighters and supplies to flow across the battlefield undetected and unchallenged, but some of it is to hide intelligence and weapons or to force security forces to move through dangerous tunnels during last-ditch fighting.
Meanwhile, North Korea has been tunneling for decades just like communist forces did in Vietnam. Their military assets, including ballistic missiles and warheads, have been stored and moved through tunnels for years, making it harder to ensure an aerial first strike gets them all in one go. Iran has entire missile factories underground.
Modern infrastructure is increasingly built underground, from cable networks and natural gas systems to, increasingly, power lines. This leaves both America and its enemies vulnerable to disruptions of modern water supplies, information sharing, and power supply of multiple types due to underground attacks.
But Americans haven’t fought underground on a large scale since Vietnam, and even the exploits of the heroic tunnel rats pale in comparison to what would be required to take and hold underground territory, especially under the cities and megacities that the bulk of human population will live in within a few decades.
So, the military has turned to DARPA and to long-term planners to figure out how American warfighters will maintain an advantage.
DARPA announced a new grand challenge last year called the DARPA Subterranean Challenge. The agency opened two research tracks: one for teams that wanted to compete in a physical challenge and one for those who would compete in a virtual challenge.
No matter the course selected, teams have to develop systems that will give American forces and first responders an advantage in human-made tunnel systems, the urban underground (think subways), and natural cave networks. The final event won’t happen until 2021, but the winner of the physical challenge will get million while the virtual track winner will get 0,000.
“We did recognize, in a megacity that has underground facilities — sewers and subways and some of the things we would encounter … we have to look at ourselves and say ‘okay, how does our current set of equipment and our tactics stack up?'” Col. Townley Hedrick, commandant of the Infantry School at the Army’s Maneuver Center of Excellence at Fort Benning, Georgia, told Military.com in an interview. “What are the aspects of megacities that we have paid the least attention to lately, and every megacity has got sewers and subways and stuff that you can encounter.”
Still, there’s a lot to be done. Troops will need less cumbersome armor or will be forced to fight bare in cramped quarters. Batteries will need to be light and compact, but even then it will be impossible to carry enough power to use many of the modern gadgets soldiers are used to. Many current technologies, like most radios and GPS, are useless with a few feet of rock disrupting signals, so special guidance and comms are essential.
Even with new gadgets and tactics, subterranean fighting will be horrible. Cramped quarters limit maneuverability, favoring a defender that can set up an ambush against an attacker who doesn’t have room to maneuver. Front-line medics will take on increased responsibility as it will be essentially impossible to evacuate patients from complex cave systems within the golden hour.
So, expect a call for modern tunnel rats within the next few years. But, good news for the infantrymen who will inevitably get this job: You’ll be equipped with a lot more than just a pistol and flashlight, and you might even have enough room to walk upright.
In a day and age where the United States Air Force has a grand total of 76 B-52H Stratofortress, 62 B-1B Lancer, and 20 B-2A Spirit bombers in service, it’s fair to say the United States’ bomber force is quite potent. That said, there aren’t as many in service as there once were.
One plane that once supplemented the bomber force quite well was the F-111 Aardvark. This was a fast, all-weather strike plane that was originally designed to serve both the Air Force and Navy, much like today’s Joint Strike Fighter. While the Navy version didn’t pan out, the Aardvark, after some teething problems, emerged as a reliable strike asset by 1972.
The F-111 could deliver payload. According to Christopher Chant’s Encyclopaedia of Modern Aircraft Armament, the Aardvark could haul as many as 36 Mk 82 500-pound dumb bombs. By comparison, the B-52 can haul 51 of those same bombs. So, in terms of load, each Aardvark accounted for 70.5 percent of a legendary BUFF.
This F-111 has Durandal runway-cratering bombs loaded. As you can see, it carries a lot.
As aviation historian Joe Baugher noted, during the F-111A’s deployment to Vietnam as part of Operation Linebacker II, each F-111 was capable of dropping the bomb load of five F-4 Phantoms. Not only could the F-111 deliver one hell of a payload, it could do so very accurately due to advanced radars.
This F-111F is being prepared for the April, 1986, strike on Libya.
Three newer models of the F-111 — the F-111D, F-111E, and F-111F — all entered service in the 1970s. None of these variants saw action in the Vietnam War, but saw plenty of action elsewhere. The F-111F played a key role in the April, 1986, strikes on Libya and both the F-111E and F-111F saw action in Desert Storm.

An electronic warfare version of the F-111, the EF-111A, also played a key role in Desert Storm — one even scored a maneuver kill against an Iraqi Mirage F-1!
Remember when Somali pirates made headlines for seizing an oil tanker? That batch of Somali pirates was pretty smart. Others have managed to be very dumb. How dumb were they? Well, some pirates tried to hijack a pair of U.S. Navy warships.
According to a United States Navy release, on March 18, 2006, the Ticonderoga-class guided missile cruiser USS Cape St. George (CG 71) and the Arleigh Burke-class guided missile destroyer USS Gonzalez (DDG 66) were patrolling off the coast of Somalia as part of Task Force 150 to deter piracy. During their patrol, they were approached by a vessel towing a number of skiffs.
A boarding party from the Gonzalez was sent to investigate, but noticed a number of people were brandishing rocket-propelled grenade launchers.
The pirates on board the skiffs then opened fire on the Cape St. George, inflicting minor damage.
The Cape St. George and the Gonzalez, as well as the boarding party, proceeded to return fire, using what a contemporary CNN.com report described as “small arms.” The main pirate vessel was set afire and sank. Two smaller skiffs were captured, along with 12 pirates and one body. A Somali pirate group would claim that 27 “coast guardsmen” had been sent out.
The Virginian-Pilot reported that the wounded were first taken to the amphibious assault ship USS Nassau (LHA 4) for treatment. The pirates who survived this near-catastrophic failure in their victim-selection process were eventually released and repatriated back to Somalia.
Four years later, the guided-missile frigate USS Nicholas (FFG 47) also came under attack, according to a CBS News report. The BBC reported that five captured pirates were given life sentences for piracy.
According to a report by the Washington Examiner, President Donald Trump today announced that former New Mexico Republican Rep. Heather Wilson is his pick to serve as Secretary of the Air Force.
“Heather Wilson is going to make an outstanding Secretary of the Air Force,” Trump said in a release. “Her distinguished military service, high level of knowledge and success in so many different fields gives me great confidence that she will lead our nation’s Air Force with the greatest competence and integrity.”
Wilson took the post in June 2013 after two failed senate races. According to a release from the school, it was listed among the most veteran-friendly schools throughout her tenure as president of that institution.
2. She was a Rhodes Scholar
According to her official biography at the South Dakota School of Mines and Technology, Heather Wilson’s graduate studies were at Oxford University as a Rhodes Scholar. She earned both a master’s degree and a Ph.D from the institution in 1985.
3. She would be the first Air Force Academy Graduate to serve as SECAF
According to the Air Force Times, Wilson is the first graduate of the United States Air Force Academy to be nominated for this position. Wilson was among the first women to attend the Air Force Academy and received her commission in 1982. She served for seven years mostly as a defense planner to NATO and the U.K. She separated as a captain and became an advisor to the National Security Council under President George H. W. Bush.
4. She is an instrument-rated private pilot
Congresswoman Wilson’s official bio at the home page of the South Dakota School of Mines and Technology reveals she is an instrument-rated private pilot. We don’t know if that means she gets to fly any of the Air Force’s planes, though. We hope it does.
5. She served just over 10 years in Congress
Wilson first won a special election in 1998 to replace a congressman who lost a battle with cancer. According to the Biographical Directory of the United States Congress, she served until 2009, when she stepped down after losing a senate primary the previous year. She served on the Energy and Commerce and Select Intelligence Committees, according to the 2008 Congressional Directory, and also served on the House Armed Services Committee.
“America and our vital national interests continue to be threatened,” Wilson said in a statement after her nomination. “I will do my best, working with our men and women in the military, to strengthen American air and space power to keep the country safe.”
SAN ANTONIO – USAA, the country’s fifth largest property-casualty insurer, will be returning $520 million to its members. This payment is a result of data showing members are driving less due to stay-at-home and shelter-in-place guidance across the country. Every member with an auto insurance policy in effect as of March 31, 2020, will receive a 20% credit on two months of premiums in the coming weeks.
As a member-owned association, USAA historically returns a portion of profits to members. In 2019, we returned $2.4 billion in dividends, distributions and bank rebates and rewards. This brings the total amount returned to members since January 2019 to nearly $3 billion.
“We understand the impact this pandemic is having on our country, and especially our military community and their families, many of whom also are working on the front lines of the crisis. Returning premiums provides timely help for our members,” said USAA President and CEO Wayne Peacock. “USAA has been facilitating the financial security of military members for nearly 100 years, and this is another way we can serve them well.”
Early data trends show USAA members are heeding the calls to suspend nonessential travel, leading to fewer miles driven and fewer accidents.

USAA Bank is offering special payment assistance programs for eligible members including a 90-day credit card payment deferral, a 60-day payment extension on consumer loans, and special mortgage and home equity line of credit payment assistance.
USAA Life Insurance Company is offering special payment arrangements on life and health insurance policies, including a 60-day extension to the 30-day grace period.
USAA Life Insurance Company is waiving and reimbursing deductibles and co-payments for coronavirus-related testing received on or after Feb. 4, 2020, for members who have USAA Medicare Supplement plan.
USAA Investment Management Company is reducing managed portfolio fees 50% (effective April 1 through May 20‚ 2020).
