Both France and the United Kingdom will challenge Beijing by sailing through “territorial waters” in the South China Sea in early June 2018.
French Minister of Armed Forces Florence Parly and British Secretary of State for Defense Gavin Williamson made the announcement while speaking at the Shangri-La Dialogue in Singapore on June 3, 2018. While neither official mentioned China in regards to the exercise, which will involve a French maritime task group and UK ships, the language they used was pointed.
“We have to make it clear that nations need to play by the rules, and there are consequences for not doing so,” Williamson said, adding that the UK will send three ships to the South China Sea in 2018 to enforce rules-based order.
Parly also gave further details of how a challenge will play out.
“At some point a stern voice intrudes into the transponder and tells us to sail away from supposedly ‘territorial waters,'” Parly said. “But our commander then calmly replies that he will sail forth, because these, under international law, are indeed international waters.”
“By exercising our freedom of navigation, we also place ourselves in the position of a persistent objector to the creation of any claim to de facto sovereignty on the islands,” Parly added.

But China has drawn increasing ire for the militarization of its islands, and the US recently disinvited the PLA Navy from an international military exercise because of Beijing’s “continued militarization of disputed features in the South China Sea” which “only serve to raise tensions and destabilize the region.”
US Defense Secretary Jim Mattis reiterated this stance on June 2, 2018, at the Singapore meeting, saying that the placement of weapons on South China Sea islands “is tied directly to military use for the purpose of intimidation and coercion.”
“There will be consequences to China ignoring the international community,” Mattis said.
“I believe there are much larger consequences in the future when nations lose the rapport of their neighbors… eventually these [actions] do not pay off,” he said.
Several hours later, China’s Lieutenant General He Le slammed “irresponsible comments from other countries.”
“Certain countries, under the guise of so-called ‘freedom of navigation’ and ‘freedom of aviation,’ have sent military vessels and aircraft to the waters and airspace near China’s territory, even sailing within 12 nautical miles of Chinese waters,” He said.
“This has jeopardized China’s security and challenged China’s sovereignty,” He said, highlighting that such acts “are the true root of the militarization of the South China Sea.”

The Navy’s new next-generation aircraft carrier will likely deploy to the Middle East or Pacific theater, bringing a new generation of carrier technologies to strategically vital parts of the world, service officials told Scout Warrior.
“If you look at where the priorities and activities are now – that is where it will likely go,” a Navy official told Scout Warrior.
The Navy’s top acquisition official, Sean Stackley, recently told Congress that the new carrier, the USS Gerald R. Ford, will deliver to the Navy in September of this year; following deployment preparations called “post shakedown availability” in 2017 and “shock trials” in 2019, the carrier is slated to deploy in 2021, service officials said. “Shock trials” involve testing the large ship in a series of different maritime conditions such as rough seas and high winds.
The Navy official stressed that no formal decisions have, as of yet, been made regarding deployment and that the USS Ford’s deployment will naturally depend upon what the geopolitical and combat requirements wind up being in the early 2020s.
At the same time, given the Pentagon’s Pacific rebalance, it is not difficult or surprising to forsee the new carrier venturing to the Pacific. The power-projection capabilities of the new carrier could likely be designed as a deterrent to stop China from more aggressive activities in places such as the highly-contested South China Sea. The Navy’s plan for the Pacific does call for the service to operate as much as 60-percent of its fleet in the Asia Pacific region.
Also, the continued volatility in the Middle East, and the Navy’s ongoing involvement in Operation Inherent Resolve against ISIS could very well create conditions wherein the USS Ford would be needed in the Arabian Gulf.
The service specifically engineered Ford-class carriers with a host of next-generation technologies designed to address future threat environments. These include a larger flight deck able to increase the sortie-generation rate by 33-percent, an electromagnetic catapult to replace the current steam system and much greater levels of automation or computer controls throughout the ship, among other things.
The ship is also engineered to accommodate new sensors, software, weapons and combat systems as they emerge, Navy officials have said.
The ship’s larger deck space is, by design, intended to accommodate a potential increase in use of carrier-launched technologies such as unmanned aircraft systems in the future.
The USS Ford is built with four 26-megawatt generators, bringing a total of 104 megawatts to the ship. This helps support the ship’s developing systems such as its Electro-Magnetic Aircraft Launch System, or EMALS, and provides power for future systems such as lasers and rail-guns, many Navy senior leaders have explained.
The USS Ford also needs sufficient electrical power to support its new electro-magnetic catapult, dual-band radar and Advanced Arresting Gear, among other electrical systems.
As technology evolves, laser weapons may eventually replace some of the missile systems on board aircraft carriers, Navy leaders have said. Laser weapons need about 300 kilowatts in order to generate power and fire from a ship.
Should they be employed, laser weapons could offer carriers a high-tech, lower cost offensive and defensive weapon aboard the ship able to potential incinerate incoming enemy missiles in the sky.
The Ford-class ships are engineered with a redesigned island, slightly larger deck space and new weapons elevators in order to achieve an increase in sortie-generation rate. The new platforms are built to launch more aircraft and more seamlessly support a high-op tempo.
The new weapons elevators allow for a much more efficient path to move and re-arm weapons systems for aircraft. The elevators can take weapons directly from their magazines to just below the flight deck, therefore greatly improving the sortie-generation rate by making it easier and faster to re-arm planes, service officials explained.
The next-generation technologies and increased automation on board the Ford-Class carriers are also designed to decrease the man-power needs or crew-size of the ship and, ultimately, save more than $4 billion over the life of the ships.
The Navy plans to build Ford-class carriers for at least 50-years as a way to replace the existing Nimitz-class carriers on a one-for-one basis. This schedule will bring the Ford carriers service-life well into the next century and serve all the way until at least 2110, Navy leaders have said.
Regarding the potential evaluation of alternatives to carriers, some analysts have raised the question of whether emerging technologies and weapons systems able to attack carriers at increasingly longer distances make the platforms more vulnerable and therefore less significant in a potential future combat environment.
Some have even raised the question about whether carrier might become obsolete in the future, a view not shared by most analysts and Navy leaders. The power-projection ability of a carrier and its air-wing provides a decisive advantage for U.S. forces around the world.
For example, a recently release think tank study from the Center for New American Security says the future threat environment will most likely substantially challenge the primacy or superiority of U.S. Navy carriers.
“While the U.S. Navy has long enjoyed freedom of action throughout the world’s oceans, the days of its unchallenged primacy may be coming to a close. In recent years, a number of countries, including China, Russia, and Iran, have accelerated investments in anti-access/area denial (A2/AD) capabilities such as advanced air defense systems, anti-ship cruise and ballistic missiles, submarines, and aircraft carriers. These capabilities are likely to proliferate in the coming years, placing greater constraints on U.S. carrier operations than ever before,” the study writes.
In addition, the study maintains that the “United States will be faced with a choice: operate its carriers at ever-increasing ranges – likely beyond the unrefueled combat radii of their tactical aircraft – or assume high levels of risk in both blood and treasure,” the CNAS study explains.
Navy officials told Scout Warrior that many of the issues and concerns highlighted in this report are things already being carefully considered by the Navy.
With this in mind, some of the weapons and emerging threats cited in the report are also things already receiving significant attention from Navy and Pentagon analysts.
The Chinese military is developing a precision-guided long-range anti-ship cruise missile, the DF-21D, a weapon said by analysts to have ranges up to 900 nautical miles. While there is some speculation as to whether it could succeed in striking moving targets such as aircraft carriers, analysts have said the weapon is in part designed to keep carriers from operating closer to the coastline.
The U.S.-China Economic and Security Review Commission, a Congressional panel of experts, published a detailed report in 2014 on the state of Chinese military modernization. The report cites the DF-21D along with numerous other Chinese technologies and weapons. The DF-21D is a weapon referred to as a “carrier killer.”
The commission points out various Chinese tests of hypersonic missiles as well. Hypersonic missiles, if developed and fielded, would have the ability to travel at five times the speed of sound – and change the threat equation regarding how to defend carriers from shore-based, air or sea attacks.
While China presents a particular threat in the Asia Pacific theater, they are by no means the only potential threat in today’s fast-changing global environment. A wide array of potential future adversaries are increasingly likey to acquire next-generation weapons, sensors and technologies.
“Some countries, China particularly, but also Russia and others, are clearly developing sophisticated weapons designed to defeat our power-projection forces,” said Frank Kendall, the Pentagon acquisition chief said in a written statement to Congress in January of last year. “Even if war with the U.S. is unlikely or unintended, it is quite obvious to me that the foreign investments I see in military modernization have the objective of enabling the countries concerned to deter and defeat a regional intervention by the U.S. military.”
Enemy sensors, aircraft, drones and submarines are all advancing their respective technologies at an alarming rate – creating a scenario wherein carriers as they are currently configured could have more trouble operating closer to enemy coastlines.
At the same time – despite these concerns about current and future threat environments, carriers and power projects – few are questioning the value, utility and importance of Navy aircraft carriers.
Future Carrier Air Wing
The Navy is working on number of next-generation ship defenses such as Naval Integrated Fire Control –Counter Air, a system which uses Aegis radar along with an SM-6 interceptor missile and airborne relay sensor to detect and destroy approaching enemy missiles from distances beyond the horizon. The integrated technology deployed last year.
Stealth fighter jets, carrier-launched drones, V-22 Ospreys, submarine-detecting helicopters, laser weapons and electronic jamming are all deemed indispensable to the Navy’s now unfolding future vision of carrier-based air power, senior service leaders said. Last year, the Navy announced that the Osprey will be taking on the Carrier On-Baord Delivery mission wherein it will carry forces and equipment on and off carriers while at sea.
Citing the strategic deterrence value and forward power-projection capabilities of the Navy’s aircraft carrier platforms, the Commander of Naval Air Forces spelled out the services’ future plans for the carrier air wing at a recent event at the Center for Strategic and International Studies, a Washington D.C think tank.
Vice Adm. Mike Shoemaker, Commander, Naval Air Forces, argued last year in favor of the continued need for Navy aircraft carriers to project power around the globe. His comments come at a time when some are raising questions about the future of carriers in an increasingly high-tech threat environment.
“Even in contested waters our carrier group can operate, given the maneuverability of the carrier strike group and the composition of the carrier air wing,” Shoemaker told the audience at an event in August of last year.
Shoemaker explained how the shape and technological characteristics of the carrier air wing mentioned will be changing substantially in coming years. The Navy’s carrier-launched F-35C stealth fighter will begin to arrive in the next decade and the service will both upgrade existing platforms and introduce new ones.
The Navy plans to have its F-35C operational by 2018 and have larger numbers of them serving on carriers by the mid-2020s.
The service plans to replace its legacy or “classic” F/A-18s with the F-35C and have the new aircraft fly alongside upgraded F/A-18 Super Hornet’s from the carrier deck.
While the F-35C will bring stealth fighter technology and an ability to carry more ordnance to the carrier air wing, its sensor technologies will greatly distinguish it from other platforms, Shoemaker said.
“The most important thing that the F-35C brings is the ability to fuse information, collect the signals and things that are out in the environment and fuse it all together and deliver that picture to the rest of the carrier strike group,” Shoemaker explained.
At the same time, more than three-quarters of the future air wing will be comprised of F/A-18 Super Hornets, he added.
The submarine hunting technologies of the upgraded MH-60R is a critical component of the future air wing, Navy officials have said.
“The R (MH-60R) comes with a very capable anti-submarine warfare package. It has an airborne low frequency sensor, an advanced periscope detection system combined with a data link, and forward looking infrared radar. With its very capable electronic warfare suite, it is the inner defense zone against the submarine for the carrier strike group,” Shoemaker said.
Electronic warfare also figures prominently in the Navy’s plans for air warfare; the service is now finalizing the retirement of the EA-6B Prowler electronic warfare EA-6B Prowler electronic warfare aircraft in favor of the EA-18G aircraft, Shoemaker said.
“We’re totally transitioning now to the EA-18G Growler for electromagnetic spectrum dominance. This will give us the ability to protect our strike group and support our joint forces on the ground,” he said.
Also, the Growler will be receiving an electromagnetic weapon called the Next-Generation Jammer. This will greatly expand the electronic attack capability of the aircraft and, among other things, allow it to jam multiple frequencies at the same time.
The Navy is also moving from its E-2C Hawkeye airborne early warning aircraft to an upgraded E-2D variant with improved radar technology, Shoemaker explained.
“We’ve got two squadrons transitioned — one just about to complete in Norfolk and the first is deployed right now on the Teddy Roosevelt (aircraft carrier). This (the E2-D) brings a new electronically scanned radar which can search and track targets and then command and control missions across the carrier strike group,” Shoemaker said.
Shoemaker also pointed to the Navy’s decision to have the V-22 Osprey tilt-rotor aircraft take over the carrier onboard delivery mission and transport equipment, personnel and logistical items to and from the carrier deck. The V-22 will be replacing the C-2 Greyhound aircraft, a twin-engine cargo aircraft which has been doing the mission for years.

While B-2 bombers regularly rotate throughout the Pacific, having previously been deployed to Andersen Air Force Base on Guam, the most recent deployment marks only the second time these powerful stealth aircraft have been sent to Hawaii to drill alongside the F-22s.

The stealth bombers were deployed to the Pacific to send a message to allies and adversaries alike, specifically that “the B-2 is on watch 24 hours a day, seven days a week ready to protect our country and its allies.”

When the B-2s were first deployed to Hawaii October 2018, the US military stressed that the deployment highlighted the bomber’s completely unmatched “strategic flexibility to project power from anywhere in the world.”

The F-22 Raptor, an elite air-superiority fighter, which the Air Force asserts “cannot be matched by any known or projected fighter aircraft,” is an extremely lethal aircraft capable of performing air-to-air and air-to-ground combat missions.
A top adviser to Iran’s Supreme Leader Ayatollah Ali Khamenei said he had a “very constructive and friendly” meeting with Russian President Vladimir Putin in Moscow.
An Iranian delegation led by Ali Akbar Velayati met Putin in the Russian capital on July 12, 2018, the Kremlin said.
Velayati told Iranian state television from Moscow that Khamenei “values improving ties with Russia as a strategic partner” and that Moscow was “prepared to invest in Iran’s oil sector.”
Putin’s spokesman, Dmitry Peskov, said that Velayati handed Putin letters from Khamenei and Iranian President Hassan Rohani, but refused to elaborate.
Russia’s Interfax news agency reported that the meeting also involved Russian Foreign Minister Sergei Lavrov, while the Iranian delegation included the head of Khamenei’s board of advisers Ali Asghar Fathi Sarbangoli and Iran’s ambassador to Russia, Mehdi Sanai.
Velayati also said Iran and Russia would “continue to cooperate in Syria,” where both countries support President Bashar al-Assad’s forces in the seven-year civil war there.

The meeting came as Iran braces for renewed U.S. economic sanctions after Washington pulled out of the Iran nuclear deal signed in 2015 between Tehran and world powers.
Facing revived sanctions from the United States and the possible knock-on collapse of its business dealings with Europe, Iran is looking to Russia and China for investment and to purchase its oil.
On July 11, 2018, Putin held talks at the Kremlin with Israeli Prime Minister Benjamin Netanyahu, who told the Russian leader that “Iran needs to leave Syria.”
The United States and Israel want Iran to pull out from Syria, but Russia has warned it would be unrealistic to expect Iran to fully withdraw from the country.
The Iranian presence in Syria is expected to be on the agenda of a July 16, 2018 meeting in Helsinki between Putin and U.S. President Donald Trump.
The Northrop Grumman E-8 Joint Surveillance Target Attack Radar System, better known as JSTARS, is a unique United States Air Force aircraft. What the E-3 Sentry does for aerial combat, the JSTARS does for ground warfare, providing all-weather surveillance and critical intelligence to troops in the fight. But the Air Force has now scrapped a planned replacement for the E-8 — what’s up with that?
Last year, the Air Force was seeking to replace the E-8 because the airframes that were equipped with the AN/APY-7 radar — the heart of the system, essentially — were second-hand Boeing 707 airliners. At the 2017 AirSpaceCyber, Lockheed’s proposed JSTARS replacement was part of a demonstration for a new mission planning system known as multi-domain command and control or, simply, MDC2. Unfortunately, as the Air Force’s needs have developed, something as large and centralized as the current JSTARS, and its slated replacement, is seen as archaic.
Now, the plan to replace the E-8s, which are slated to retire in the mid-2020s, has found its way back to square one — well, almost. Northrop Grumman’s new Ground Moving Target Indicator radar. Its modular architecture, like that of the AN/SPY-6 Air and Missile Defense Radar, should allow the company to use the technology on other offerings, ensuring that not all of its research and development go to waste.
The Air Force also is planning to upgrade seven of its E-3 Sentry Airborne Warning and Control System (AWACS) aircraft with new communications gear instead of retiring them. Some MQ-9 Reaper and RQ-4 Global Hawk unmanned aerial vehicles could also receive a new radar as well. At the same time, three E-8s that have become hangar queens will be retired.
The US Army is preparing to more fully unveil its fast-moving strategic shift toward “Multi-Domain Operations” as part of a long-term effort to further operationalize joint-warfare techniques and tactics.
Senior Army strategists tell Warrior Maven this emerging strategic shift, which is expected to fully roll out at the upcoming annual Association of the US Army Symposium, represents a key next step in the strategic evolution beyond the often discussed “Multi-Domain Battle” initiative.
The advent of long-range sensors and precision fires on the part of potential near-peer adversaries has reinforced the need for the US military to operate in real-time across air, sea, and, land domains. Furthermore, the emergence of converging newer domains, such as cyber, space, and the electromagnetic sphere are naturally an indispensable element of this push to operationalize cross domain warfare.
The nuances of this shift toward “operationalizing” cross-domain fires are further explained in an essay by Training and Doctrine Command Commander Gen. Steven Townsend called “Accelerating Multi-Domain Operations: Evolution of an Idea.”
Published by the Modern War Institute at West Point, Townsend’s essay delineates the Army’s transition into a more complex, joint warfighting environment characterized by fast changing high-tech threats, escalating risks of cyber and electronic warfare attacks, and rapid connectivity between air, land, sea, and cyber domains.
“In battles, combatants can win time and space and they allow one side to take ground but they do not win wars. The world we operate in today is not defined by battles, but by persistent competition that cycles through varying rates in and out of armed conflict,” Townsend writes.

Townsend’s essay explores the unambiguous reality that modern warfare is by no means restricted to “kinetic” attacks or linear mechanized formations – but rather a mix of interwoven variables across a wide spectrum of conflict areas.
“Winning in competition is not accomplished by winning battles, but through executing integrated operations and campaigning. Operations are more encompassing, bringing together varied tactical actions,” Townsend writes.
As part of the Army’s pursuit of these strategic aims, the Army and Navy have been operating together in the Pacific over the course of 2018. The services have been collaborating to fire Army artillery from Navy ships, send targeting data to land weapons from Navy sensors and use coastal land rockets to destroy enemy ships at sea, service leaders said.
“The Army is looking at shooting artillery off of Navy ships. Innovation is taking existing things and modifying them to do something new,” Maj. Gen. John Ferrari, Director, Program Analysis and Evaluation, G-8, told Warrior Maven in an interview in early 2018.
Ferrari explained that experimental “teams” are combining air defense units, ground combat units, cyber units, and artillery units and putting them together in operations.
“Part of what we do is integrate with the Navy. The Naval threat for the Pacific is one of the major threats, so the Army is doing multi-domain battle. The Pacific is inherently Joint. There is very little that we do that is not done with other services,” Ferrari said.
Much of the ongoing work involves integrating combat units which have historically operated in a more separated or “single-focused” fashion. Combing field artillery, a brigade headquarters, air defense, Navy assets, and ISR units into a single operation, for instance, represents the kind of experiments now underway.
“Instead of having three battalions of artillery, you will have pieces of these things – then go out and use it,” Ferrari said.
Tactically speaking, firing precision artillery from surface ships could possibly introduce some interesting advantages. The Navy is now exploring weapons such as long-range precision-guided ammunition for its deck-mounted 5-inch guns, ship-fired offensive weapons such as the advanced Long-Range Anti-Ship Missile (LRASM), Maritime Tomahawk and an over-the-horizon weapon for the Littoral Combat Ship and Frigate.
Something like an Army Tactical Missile Systems rocket, Multiple Launch Rocket Systems or GPS-guided Excalibur 155m artillery does bring the possibility to supplement existing ship-fired Navy weapons systems.
One senior US military official explained that bringing Army artillery to surface ships to compliment existing Navy weapons could bring new dimensions to the surface attack options available to commanders. Tomahawk and LRASM, for instance, can fly lower and somewhat parallel to the surface to elude enemy defensive systems — something which could potentially be fortified by land-fired weapons.
Land-fired artillery could also lend combat support to extensive layered defensive weapons on Navy ships such as SeaRAM, Evolved Sea Sparrow Missile and Rolling Airframe Missile, among others. These interceptors, it seems, could be strengthened by the potential use of land-fired weapons on Navy ships.
“Mixing all presents multiple dilemmas for the enemy,” a senior official told Warrior.
Navy commanders have been “all in” on this as well, previously using F-18s to identify targets for land weapons in exercises in recent years such as Noble Eagle in Alaska, senior military officials have described.
As part of the cross-domain effort, the Army and Navy are looking at improving ways to connect their respective networks; senior Pentagon leaders often say that “joint effects” in combat can be challenged by a lack of integration between different services’ “tactical ISR, target acquisition and fire control systems.”
For example the Navy’s integrated sensor network known as Cooperative Engagement Capability connects targeting and ISR nodes across the force. The emphasis now is to connect these kinds of systems with, for instance, Army weapons such as ground-fired Patriot missiles and Theater High Altitude Area Defense, or THAAD, missile defense weapons.
In addition, the Army’s Integrated Battle Command Systems is itself a comparable combat theater sensor network where various radar, command and control and weapons “nodes” are networked to expedite real-time data sharing. Part of the maturation of this system, according to Army and Northrop Grumman developers, is to further extend IBCS to cue Air Force and Navy assets operating in a given theater of operations.
One senior Army weapons developer told Warrior “it’s about target acquisition and ranges. Maybe target acquisition comes from a ship and I do surface fires on land. We need to experiment with sensors.”
In a previously written Army paper titled “Multi-Domain Battle: Evolution of Combined Arms for the 21st Century 2025-2040,” former TRADOC Commander Gen. David Perkins writes:
“It (Multi-Domain Battle) expands the targeting landscape based on the extended ranges and lethality delivered at range by integrated air defenses, cross-domain fire support, and cyber/electronic warfare systems. We must solve the physics of this expanded battlespace and understand the capabilities that each domain can provide in terms of echelon, speed, and reach.”
Perkins and other senior Pentagon strategists have explained Multi-Domain Battle, which is now leading to “Multi-Domain Operations” as a modern extension of the Cold War Air Land Battle Strategy which sought to integrate air and ground attacks to counter a Soviet attack in Europe.
“AirLand Battle started developing the concept of ‘extended battlefield.’ Multi-Domain battle endeavors to integrate capabilities in such a way that to counteract one, the enemy must become more vulnerable to another, creating and exploiting temporary windows of advantage,’ Perkins writes in “Multi-Domain Battle: Joint Combined Arms Concept for the 21st Century.”
Army – Air Force
The Army and the Air Force have been working on a new, collaborative war-gaming operation to assess future combat scenarios and, ultimately, co-author a new inter-service cross-domain combat doctrine.
Operating within this concept, Army and Air Force senior Commanders are launching a new series of tabletop exercises to replicate and explore future warfare scenarios – the kind of conflicts expected to require technologically advanced Army-Air Force integration.
In a Pentagon report, the joint wargaming effort is described as something which will “turn into a doctrine and concept that we can agree on.”
“The F-35 is doing ISR and could possibly deliver a weapon on the same flight. We can then use what they can generate on the ground, fusing sensors and target acquisition with land-based assets that can deliver effects,” a senior defense official told Warrior.

While serving as Miss Rocky Gap, Emma Lutton, of New Windsor, Maryland, had to combine her philanthropic efforts and pageant-winner responsibilities with another entirely separate set of duties as a lieutenant junior grade in the United States Coast Guard.
Lutton won the Miss Rocky Gap title in March, and the last several months of her title reign have overlapped with her final deployment with the Coast Guard in the Caribbean. Now that she’s back in the States, Lutton is looking to expand her role in the Miss America Pageant system as she competes against other local title holders for the role of Miss Maryland this week.
Unlike many others who began their pageantry careers earlier, Lutton said the Miss Rocky Gap competition was only her second ever attempt at winning a crown. She said she was inspired after seeing the work her younger sister was doing as a title holder.
“I had this misconception that pageants were just about looking pretty and being dumb,” Lutton said. “Then I realized how big of a difference I could make with charities and community service.”
Under the recommendation of current Miss Maryland Hannah Brewer, a Hampstead resident, Lutton decided to compete in the Miss Rocky Gap contest — the very same contest that started Brewer on her path to the Miss Maryland title.
Lutton said she was attracted to the Miss America pageants due to their emphasis on scholarships, which she is currently eyeing to help pay for graduate school. Lutton graduated with a degree in electrical engineering from the U.S. Coast Guard Academy in 2015 and is currently interested in studying to become a patent lawyer.
Though her father and older brother both served in the Navy, Lutton said she wasn’t initially interested in the military.
“I thought, ‘You guys are cool, but I’m going to do my own cool thing,'” Lutton said. “My senior year, I realized I really wanted to be an engineer, but I love people and I love making a difference while not just sitting in a cubical.”
After visiting the Coast Guard Academy, Lutton said she knew it was the place for her. She said one of the main draws of the Coast Guard over the other military branches is the high percentage of women in the service and the lack of barriers for females.
“I didn’t want to work really hard and find out that a certain path is closed off to me just because I’m a girl,” she said.
For her platform, Lutton chose to support the Forgotten Soldiers Outreach, providing care packages to service members overseas. She said she’s also passionate about supporting military family members, who don’t always have the support they need.”
“There’s not enough out there for families who are picking up and moving when we go,” Lutton said. “The most popular jobs for military spouses are nursing and teaching, and it’s extraordinarily difficult to get re-certified every time they move.”
Emma’s mother, Patty, said she is appreciative of her daughter’s service in and out of the military.
“When she decided to go into the Coast Guard, we were a little apprehensive to have two out of our three kids in the military,” she said, “but we’re incredibly proud of her.”
Lutton has been competing in the Miss Maryland pageant throughout the week, with preliminary interviews, swimsuit, talent, and evening gown competitions taking place. On June 24th, the field will be narrowed down to the top 10, one of whom will be crowned Miss Maryland by the end of the night.
Lutton said she’s excited just to make it this far, and is thrilled that both the pageantry and her service can complement each other.
“I think the two things really help support each other,” Lutton said. “Being in the Coast Guard helps make me a stronger woman that little girls can look up to, and being in the pageant can help the visibility of the Coast Guard which is a smaller service.”
At least one of the military services says it’s looking for members of the Individual Ready Reserve to come back into the fold — and the call goes beyond just those who served in medical specialties.
As the country faces a potentially monthslong emergency over the novel coronavirus crisis, the military services could turn to a pool of veterans who thought their days in uniform were behind them.
President Donald Trump signed an executive order last month giving the Pentagon the authority to recall some members of the IRR to active duty — a move that likely sent many veterans rushing to check their discharge papers. Veterans can typically be recalled to active duty for eight years after the start of their service contracts, even once they’re out of uniform.
Most of the services say they’re still assessing their needs in the wake of Trump’s new order. But Lt. Col. Mary Ricks, a spokeswoman for Army Human Resources Command, said they’re seeking volunteers who served in at least four fields outside medical jobs.
“The Army is also looking for soldiers who served in the areas of logistics, aviation, as drill sergeants or recruiters,” Ricks said. “Protecting our citizens from coronavirus is a whole-of-nation call, and we need the help of our Individual Ready Reserve and our Retired Soldiers to maximize this critical effort.”
The global pandemic caused by the coronavirus, she added, is an “extraordinary challenge [that] requires equally extraordinary solutions.”
The Navy and Marine Corps are still reviewing whether there’s a need to recall members of the IRR, spokesmen for those services said.
The Air Force expects to target medical personnel for mobilization first, but it could expand to other specialties. That includes command-and-control elements and logistics personnel, said Sean Houlihan, an Air Force Reserve Command spokesman.
While there’s not an immediate plan to tap former airmen who served in those fields, Houlihan said the Air Force has the authority to do so.
“[Air Reserve Component] members must be prepared for mobilization at any time,” he said.
This wouldn’t be the first time the military has turned to voluntary or involuntary recall to carry out a critical mission. The Army notified around 21,000 members of the IRR they were needed during Desert Storm, Ricks said. About 18,000 of them reported for duty.
The Marine Corps got the authority in 2006 to recall up to 2,000 members of the IRR for a one-year period, said Maj. Roger Hollenbeck, a Marine Corps Forces Reserve spokesman. That was in the wake of the 9/11 terror attacks on the U.S., when combat missions in both Afghanistan and Iraq ramped up.
The military services have activated at least a portion of the Reserves to carry out missions tied to the coronavirus pandemic. The Army Reserve has several sustainment, logistics and civil-authority units providing services in Utah, as well as New Orleans and other U.S. cities.
The Navy has nearly 200 reservists serving on hospital ships in New York and California, said Lt. Cmdr. Ben Tisdale, a Navy Reserve Force spokesman. Dozens more Navy reservists are serving on COVID-19 response missions across the joint force, he added.
If the pandemic requires a large-scale military response, officials say there are a host of benefits to being able to tap into the IRR to recall service members.
“It is a pre-trained pool of manpower that is available for recall on short notice to fulfill service requirements,” Hollenbeck said. “This means that most IRR Marines will require only minimal screening and training in order to return to active duty.”
Ricks said former soldiers and retirees possess the skills, training and education to augment the Army’s COVID-19 responses.
That could prove invaluable, she added, “to ultimately win this fight.”
The likelihood of involuntary recalls being used will probably depend on how many veterans who recently left the service volunteer to fill in-demand requirements.
The Army over the last several weeks has seen an influx of volunteers after asking medical professionals in eight specialties to return to service to backfill hospitals after troops were called on to fill emergency field facilities in areas hard hit by coronavirus outbreaks. More than 25,000 retired and former soldiers have offered to return to their former uniformed roles.
Sgt. Justus Branson, a platoon sergeant with Fox Company, 2nd Battalion, 7th Marine Regiment, looked on as his brother in arms, Pfc. Roger Gonzales, was lowered to his final resting place. Gonzales died 68 years earlier at the Chosin Reservoir while serving with Fox Company. Branson was part of a group of over 40 Marines who drove from Marine Corps Air-Ground Combat Training Center Twentynine Palms to attend the funeral of Gonzales.
“The presence of so many Marines indicates the honor that we give for those who lay down their lives for their Country and their fellow citizens,” said Chaplain Daniel Fullerton, the chaplain for Headquarters Battalion, 1st Marine Division. Chaplain Fullerton delivered the invocation during the funeral.
The group of Marines traveled to Rancho Palos Verdes, Calif., to pay their respect to Gonzales, whose remains had been identified and transferred to the Gonzales family, 68 years after he was killed in action during Fox Company’s last stand at the Chosin Reservoir.

“Even if we were in the middle of a huge training operation, we would’ve driven across the country for this, without a doubt,” said Branson.
Family, friends, and service members from across the US paid their respect to Gonzales as he was laid to rest, next to his mother Anastacia, at Green Hills Cemetery. The bond that exists between the Marines and those that have gone before them is a sacred and timeless connection. Pfc. Gonzales shared some of the same bonds and experiences during his time in the Marine Corps that the Marines share and experience now.

During those times, men, ages 18 to 26 were drafted into the U.S. military and required to serve their country for the war ahead — some men didn’t need to be drafted. Such was the case for Pfc. Roger Gonzales, a San Pedro, California native.
Shortly after graduating high school, Gonzales enlisted in the United States Marine Corps Reserves and two years later found himself in North Korea with Fox Company, 2nd Battalion, 7th Marine Regiment, 1st Marine Division.
“The Marines moved us around together, his cousin and I, we were the 7th Marines when they were reforming it. We were in infantry training together, in the same squad, and so we got to be good friends,” said Robert Ezell, then a corporal with Fox Company. “We had good times together — we had a lot of laughs. We took care of each other like Marines do.”
Ezell continued by sharing that when he and Gonzales arrived to Korea, they were placed into the same company, but in different platoons.
At the time, the U.S. X Corps, which consisted mainly of the 1st Marine Division and the Army’s 31st Regimental Combat Team, occupied the Chosin Reservoir.

On Nov. 27, 1950, the Chinese force surprised the U.S. X Corps at the Chosin Reservoir. From November 27 to December 13, 30,000 United Nations troops (later nicknamed “The Chosin Few”) were encircled and attacked by approximately 120,000 Chinese troops. They were nicknamed the Chosin Few because of the inferior number of troops and the location of the battle.
The conflict lasted a brutal 17 days, which took place during some of the harshest weather conditions and roughest terrain of the war. The extreme weather conditions caused the weapons lubricant to freeze, rendering the troops’ weapons useless, and by the end of the fighting it had come to hand-to-hand combat. It would come to be known as one of the most gruesome battles of the Korean War. The war claimed the lives of more than 30,000 U.S. troops.
“After the first firefight, his cousin called me and told me that Roger had been killed on top of the mountain pass, Toktong Pass,” said Ezell.

Gonzales was buried at the base of Fox Hill. After the war, his remains were disinterred and returned to the U.S. but could not be identified at the time. However, through scientific advances and DNA tests from Gonzales’ younger sisters, Alicia Vallejo and Mary Rosa Loy, that changed. On June 4, 2018, the Defense POW/MIA Accounting Agency was able to identify Gonzales’ remains.
After nearly 68 years of uncertainty and unanswered questions, the Gonzales family was finally able to honor their Marine who gave the ultimate sacrifice.
Ezell remembered his friend, “I feel very honored to be able to speak at his burial. It’s just a big honor to me. I don’t know what else to say about him except that he was a great guy.”
For today’s Fox Company Marines, they felt they had to attend the funeral to make sure Gonzales was laid to rest with a proper goodbye from his unit.
“Knowing his story and knowing what he went through- being able to be here for him and represent him,” said Branson. “It’s probably the most meaningful thing I’ve done in the Marine Corps. It’s truly an honor to be here.”
Country music superstar Chris Young has released two platinum albums, been inducted into the Grand Ole Opry, and has nine number 1 hits. He’s on his Raised On Country Tour right now, and he took some time to talk about what it’s like to visit with Navy working dogs, to see so many vets and service members on his tour after his sister’s time in the Marines, and to have a tour sponsor in USAA that can help him get in touch with more military audiences.
Young picked the cities for the tour for the standard reasons, but he’s gotten to enjoy some little perks and experiences at military stops. Like when, two weeks ago, he got to hang out with dog handlers at Naval Base San Diego.
“There are so many markets where we’re going to go that are pretty large military markets as far as bases,” he said, “and, you know, we’re able to do the things like we did in San Diego on the naval base the other day.”
“We knew there were going to be a bunch of partnership opportunities like that [with USAA] and I just have a big love and respect for the military,” he said. “So anytime you get a tour sponsor where you know, everything already lines up on its own, it’s a pretty incredible thing.”
He isn’t new to the military experience, though. Young’s sister was a West Coast Marine who worked on helicopters. And she married another Marine. Seeing his sibling’s sacrifices deepened his respect for the military.
“I remember that I would see, first-hand, about the amount of time that people are going out. She and I have always been really, really, really close and so when you go months at a time, sometimes, without being able to see somebody because their travel versus what you’re doing to travel and anything else I think you understand it in a different way I guess.”
It’s his sister’s and his brother-in-law’s military service that he thinks of when he’s performing “The Dashboard,” a song about two brothers when one is sent to war and leaves his truck behind. For anyone who hasn’t heard it, we won’t give away the ending, but it’s not the ending made typical by “Riding with Private Malone.”
Young didn’t write “The Dashboard,” but he connected with it when he heard it.
“That song, buddy of mine Monty Criswell wrote it, and I just thought it was so different from the way I had heard other songs written even along the same line, topically, just the way he handled that song and made it something really, really special and anytime that I’ve played I always use the chance to reference my sister because obviously, she’s a Marine so I get a chance to nod to her and my brother-in-law when I sing that song and I always make sure to say something about them.”
For Young, who has gotten a kick out of playing for troops since he was at bases like Fort Bliss before his first record contract, it’s nice to get back in front of them. But as his fame has grown and technology has advanced, he’s found better ways of recognizing vets and service members in huge venues.
A partner company makes these “armbands where we’ve been able to ask people prior to the show, we go, ‘Hey have you or has anyone in your family served?’ And then we can actually light up their armbands for a song and kind of call them out say thank you that way … which is pretty cool.”
For Young, that made USAA agreeing to come as tour sponsor perfect. He already loved the military and liked to take time during shows to raise them up, so having a sponsor whose customer base is almost exclusively military families let everything sync up.
“I’m already totally all in on and any chance that I get to say thank you in multiple different ways to military, that’s something that’s been important to me my entire career. [Partnering with USAA] is just going to be awesome. It’s just going to work so I think it’s one of things that just happened.”
Speaking shortly after the encounter, Rear Admiral Kenneth Whitesell, the commander of the USS George HW Bush carrier strike group, described Iran’s behaviour as “unprofessional” and “harassment”.
On Saturday, the spokesman of the Iranian armed forces, Brigadier General Masoud Jazayeri, responded, saying: “News disseminated by the US sources concerning unprofessional behaviour of Iranian vessels is not true”.
“We warn again that the US armed forces should change their behaviour,” Brig Gen Jazayeri was quoted as saying by Iran’s official IRNA news agency.
He blamed the United States for any kind of unrest in the Arabian Gulf.
Following Tuesday’s incident – in which one of the carrier’s helicopters was also threatened by an Iranian vessel, according to the US navy – Captain Pennington said he saw the main security threat in the Gulf as the “instability and a lack of predictability we currently see from Iran”.
He said this lack of predictability had been growing over the last three or four months.
Last year, there were 527 interactions between US and Iranian naval forces, 35 of which included Iranian activity deemed to be unsafe or unprofessional by US Naval Forces Central Command (Navcent).
Navcent has deemed Iran’s behaviour to be unsafe or unprofessional on six occasions so far this year, including on March 4 when a group of Revolutionary Guard vessels came within 550 metres of a US navy surveillance ship, the USNS Invincible. One of the vessels came to a standstill in the path of the ship and the USNS Invincible was forced to change course to avoid collision, Navcent said.
Revolutionary Guard navy commander Admiral Mehdi Hashemi claimed the US ship had acted unprofessionally, IRNA reported on Saturday.
It “exited from international route and changed its way toward [Revolutionary Guard] navy vessels present in the region and got as close as 550 metres to Iranian vessels”, Admiral Hashemi said.
Tuesday’s incident involving the USS George HW Bush took place as the carrier was on its way to the northern Gulf to launch air strikes on ISIL in Iraq and Syria. Navcent said on Friday that strikes on the group had begun. The carrier also launched strikes on ISIL while in the eastern Mediterranean last month.
