Sitting on Miyagi Coast in Okinawa, Japan, is a well-loved establishment called Transit Café where people gather to eat and enjoy the scenery of Okinawa. It was Feb. 19, 2019, a normal weekday afternoon, the sun was shining, the blue ocean waves were crashing and Staff Sgt. Jonathan McClure, a military policeman with Headquarters and Support Battalion, Marine Corps Installations Pacific, Marine Corps Base Camp Butler-Japan, and his wife were enjoying their meal. Meanwhile, Jillian Romag and one of her close friends were also chatting during their lunch break at Romag’s favorite lunch destination on island, the Transit Café.
The McClure family was relaxing and people-watching when a sudden movement caught Mrs. McClure’s attention.
“What’s wrong?” Mrs. McClure asked her husband, looking towards the white bar. “I think she’s choking!”
Staff Sgt. McClure looked up to see Romag’s vomit splattering across the white floor. As she stumbled, grabbing desperately at her throat he rushed over, grabbed her shoulder, and looked into her eyes.

“Are you choking?” he asked.
“I’m going to help you,” McClure said reassuring the woman as he moved to stand behind her. McClure, an experienced policeman aboard Camp Foster, had rehearsed the abdominal thrust, commonly known as the Heimlich maneuver, yearly as part of military policemen’s annual training. After three abdominal thrusts, the chunk of steak that was lodged in her throat blocking her airway came up enough for her to remove it.
In relief and mortification Romag sat down.
McClure bent down, “Are you okay?” he asked. She nodded sheepishly.
After McClure washed his hands and arms, he asked the manager for rags, immediately cleaning up the mess.
On Feb. 22, 2019, McClure was awarded the Navy Achievement Medal for superior performance of his duties while serving as a military policeman and accident investigation section chief Provost Marshal’s office, HS Bn, MCIPAC-MCB.
“This reminded me that there are really still good people out there,” said Jillian Romag, the woman McClure saved. “The Marine Corps takes care of its people and teaches its people how to take care of others.”
McClure’s exceptional professionalism, unrelenting perseverance and loyal devotion to duty reflected great credit upon him and were in keeping with the highest traditions of the Marine Corps and the United States Naval Service.

“I think that any MCIPAC Marine would have reacted the same way,” said Col. Vincent Ciuccoli, commanding officer of HS Bn., MCIPAC, MCB Camp Butler. “In the organization that I am in we have a very diverse group. We have a common thread throughout, every Marine here has a bias for action, and every Marine would do something. It is one thing to say that you attempted to save someone’s life, but to actually save their life and have the bravery and skillset to do it says a lot.”
Marines aboard MCIPAC strengthen and enable force projection in the Asia-Pacific region by building bridges with their allies and partners while protecting and defending the territory of the United States, its people and its interests.
“I firmly believe with 100% of my heart and soul that any Marine who knew what was going on and how to react would have done so the same exact way,” said McClure proudly. “I work with military policemen who react to hard situations on a daily basis. I know without a shadow of a doubt that any of those Marines would do the same thing. The life lesson that this instance reminded me of is that you are forever a student. You have to be willing to learn and continue to hone and refine your skills. If you do have any type of certifications, or if you are recertifying, make sure you take it seriously. If you don’t have the training, go out there and seek it. There are programs through our U.S. Naval Hospital and Red Cross. We need more people who are out there, trained and ready to act when a situation gets hectic or scary.”
“You get a raise, and you get a raise, and you get a raise. You all get a raise!” That’s what Oprah Congress is telling its military and civilian Department of Defense counterparts this month, according to military.com.
The summary for the National Defense Authorization Act for Fiscal Year 2017 throws a bit of shade toward President Obama, stating:
Unlike the President’s request, the NDAA:
Provides the full 2.1% pay raise for our Troops, as required by law
Stops the drawdown and actually increases the end strength of our Armed Forces
Increases ground and aviation training to address shortfalls that have contributed to accidents across the Services
Provides Operation and Maintenance support for a larger force, including increased depot maintenance, facilities sustainment and modernization, and ship maintenance
Replenishes depleted munitions inventories
Begins a turnaround in ship procurement with advanced funding for submarines and amphibious ships.
Effective January 1, 2017, members of the military and Department of Defense employees will see a slightly more than 2 percent pay hike. Additionally, threats to bachelors allowance for housing, (or BAH, were thwarted and the current BAH rates will stay put.
The NDAA provides funding for Israel’s missile defenses, plans to “deter” Russian “aggression in Europe,” prevents women from being required to enroll in the selective service, orders the Pentagon to reform commissaries and healthcare, and requires changes to the Uniform Code of Military Justice.
Lance corporal is the most common rank in the Marine Corps. It’s the upper-most junior-enlisted Marine; the last step before becoming an NCO. It’s at this rank that you truly learn the responsibilities that come with being an NCO — and it’s when you start to shoulder those responsibilities. But Marines can be lance corporals straight out of boot camp. But how can someone with no experience possibly be ready to lead others Marines? This is why we created an unofficial rank — “senior lance corporal.”
Lifers everywhere will tell you that there’s no such thing. They’ll say something along the lines of, “being a senior was a high school thing and it ought to remain there.” But the truth is that there are very valid reasons for the distinctive title.
No matter your reason for stating otherwise, one thing’s for sure: senior lance corporals exist. This is why.
This Lance Corporal still has a lot to learn.

The “junior” lance corporal
The “junior” lance corporal is the guy who picked up rank during boot camp because they were an Eagle Scout or some sh*t. Regardless, they didn’t earn real Marine Corps experience while waiting for that rank. Hell, the only experience they have in the Marine Corps is with marching — which is important, sure, but there’s a lot more to being a Marine than marching.
There are exceptions, of course. You could have spent time in the service prior to deciding that whatever branch you were in was a group of weaklings compared to the Marines. In that case, you do have experience, but this is pretty rare. The majority of “junior” lance corporals haven’t led Marines yet — not really, anyway — nor have they been to any leadership courses.
They spent a lot of time doing things by the book, which isn’t typically how things go in a real unit.

They spent their time learning the basics which, if we’re being honest, are great building blocks, but your unit’s standard operating procedure may render a lot of what you learned basically useless.
Anyone who’s reached NCO before their first term and has led Marines knows that you can’t trust a junior lance corporal to clean their room the right way on their first attempt. How could that lance corporal possibly be the same as the one who went through leadership and/or advanced schools and has a deployment under their belt? Hint: It’s not.
Enter the “senior” lance corporal.

The “senior” lance corporal
When a junior Marine gets to their unit, even if they’re a lance corporal, this is the guy they refer to as “lance corporal.” The junior will quickly come to understand that, while they may hold the same rank, they are not the same. The difference, in fact, is rather large.
A senior lance corporal has been on a deployment. Regardless of whether that deployment was into combat or not, that lance corporal has real leadership experience. They went to a foreign country and they were responsible for leading Marines to success. Then, before you got to the unit, they went to leadership schools. These Marines have a lot more experience than a greenhorn fresh out of boot camp.
So ask yourself, are you treating your Marines a certain way based on experience — or rank?

Realistically, there are plenty of senior lance corporals that don’t give a f*ck anymore. But for every one of those, there are ten who strive to be good Marines and great leaders. To diminish their hard work and reduce them to the same level as some fresh boot does nothing but destroy their spirit.
The fact is, a “senior” lance corporal could be a squad leader — a job that is meant to be held by a sergeant, but is more commonly held by a corporal. You could not take a “junior” lance corporal and say the same. The difference is clear.
MARINE CORPS AIR STATION FUTENMA, OKINAWA, Japan- Okinawa is well known for its beautiful beaches. The last thing anyone wants to visualize while admiring the ocean’s natural wonders is getting caught in the natural conditions of tides and overwhelming currents.
Staff Sgt. Billy C. Dixson, a recovery crew leader with 1st Marine Aircraft Wing, was enjoying his time in Mermaid’s Grotto, a popular diving location, on Oct. 4, when he noticed a woman frantically signaling him for help. The woman herself was not in danger, but her friend, Ms. Miyagi, a member of the local Okinawa community, was losing a battle with a rip current. Ms. Miyagi soon found herself disappearing from the surface.
According to Dixson, he knew the time he spent wondering what to do could be used helping someone in need. With complete disregard for his own safety, Dixson swam toward the location Ms. Miyagi’s friend was pointing toward. He then rushed over as fast as he could. He didn’t see anybody. It wasn’t until he swam to her last location; he dove three meters and spotted Ms. Miyagi struggling to resurface. He swam with the rip current to reach her. When he reached her, he managed to resurface and drag Ms. Miyagi to shore. It was a quick extraction, taking only a few minutes to release Ms. Miyagi from the ocean’s strong grip.
Dixson credits his ability to perform the way he did to his physical fitness and Marine mindset.
“As Marines, this is something that is ingrained into us. We stay vigilant and we’re always looking to assist,” said Dixson. “I’m no different from any other Marine. I’m sure if you put any other Marine in that position, they would have reacted to the best of their abilities just as I did.”
According to Dixson, he did not seek appreciation or notoriety for his heroic actions. He did not let his chain of command know what had happened. In his eyes, his actions were not extraordinary. It wasn’t until Ms. Miyagi, the woman Dixson saved, left a letter of gratitude at the gate of Marine Corps Air Station (MCAS) Futenma, that his chain of command was notified of what had happened. According to Col. Henry Dolberry Jr., commanding officer of MCAS Futenma, the humility shown by Dixson struck a chord with the command – it communicated to them the caliber of Marine Dixson is.
“Being able to take your qualities, your physical and mental attributes, to help others is very rewarding,” said Dolberry. “In an ocean that has claimed many lives over the years; [Dixson] went out there and did that! Good swimmers go out there and never come back. [Dixson] went out there and performed above expectations by saving a life, so I’m very proud.”
Dixson received the Navy and Marine Corps Commendation Medal for his selfless act of bravery on Nov. 13 at Marine Corps Air Station Futenma. The award was presented to him by Dolberry
“We use the term “Japanese local”, but I would like to say they’re more family. Last time I checked we are members of the Ginowan family, right?” said Dolberry amongst a group of Marines. “Just like your brother or sister needing some assistance, you’re going out there to put your life in danger to save theirs.”

2018 marks the 20th anniversary of Steven Spielberg’s Saving Private Ryan, an iconic film that remains one of the most honest depictions of war.
“It was a mentally demoralizing experience for us,” Spielberg told film critic Roger Ebert. Nevertheless, it was important for the director “to show America the dark side of the face of war.”

Spielberg made many deliberate decisions to ensure the authenticity and the truth of war portrayed in this film, and the behind-the-scenes footage is riveting. The D-Day invasion scene took over two weeks to shoot and involved thousands of extras — including Irish Army reservists and real amputees.
Even the camera movements and lenses were all designed to follow the movement of combat and obscure the viewer’s vision, replicating the chaos and confusion of battle. Spielberg shot the film chronologically, which is an unusual choice for filmmakers.
“We shot in continuity, from beginning to end. We were all reliving the story together…but I didn’t realize how devastating that was going to be for the whole cast to actually start off with Omaha Beach and survive that as a film team, and then move into the hedgerows, move into the next town, as we all began to get whittled down by the storytelling.”
It was important for Spielberg to honor those who fought in World War II. “I think it is the key — the turning point of the entire century. World War II allowed my generation to exist.” His own father, Arnold Spielberg, enlisted in the U.S. Army after the attacks against Pearl Harbor.

Service members have crazy schedules, which makes it hard to find time enough to work on your physique. Most of us have only about an hour to spend each time we hit the gym. Typically, the routines we do in that brief period consist of using free weights and a few workout machines.
Many people who step foot in the gym are there to lose weight. They’ll use the various isolation (or single-joint) machines believing that if they use every machine the gym has to offer, they’ll start to lean out. The unfortunately fact of the matter is that not all the machines in the weight room burn a lot of calories when you hop on and start repping.
To burn the most calories in the shortest time, most gym professionals recommend focusing on compound movements — exercises that require more than one muscle group to move a weight, like pull-ups or dumbbell presses.
So, which machines should you avoid if you want to burn fat?
Leg extensions help bulk up your quadriceps. Most of these machines require you to sit down and enjoy yourself as you rep out the sets. This is a very isolated movement — and that’s not the best way to challenge your body and burn fat. Instead of sitting on the machine to work on your legs, consider standing up and doing some non-weighed squats.
Yes, the calf-raise machine will bulk up your calves up — but it won’t burn off those unwanted calories and lean you out. There are plenty of other options when it comes to working out your calves. The video below will show you a few techniques that introduce compound movements to a calf workout.

Russia’s Su-57 stealth fighter jet will be armed with hypersonic missiles, according to Tass, a Russian state-owned media outlet.
“In accordance with Russia’s State Armament Program for 2018-2027, Su-57 jet fighters will be equipped with hypersonic missiles,” a Russian defense industry source told Tass.
“The jet fighters will receive missiles with characteristics similar to that of the Kinzhal missiles, but with inter-body placement and smaller size,” the source added.
Moscow said the new Kh-47M2, or Kinzhal, air-launched hypersonic missile can hit speeds of up to Mach 10 and has a range of 1,200 miles. The Tass report also said “Kinzhal missiles are practically impossible to detect with modern air defense systems.”

Researchers from NASA and the Johns Hopkins University Applied Physics Laboratory in Laurel, Maryland, report that streams of meteoroids striking the Moon infuse the thin lunar atmosphere with a short-lived water vapor.
The findings will help scientists understand the history of lunar water — a potential resource for sustaining long term operations on the Moon and human exploration of deep space. Models had predicted that meteoroid impacts could release water from the Moon as a vapor, but scientists hadn’t yet observed the phenomenon.
Now, the team has found dozens of these events in data collected by NASA’s Lunar Atmosphere and Dust Environment Explorer. LADEE was a robotic mission that orbited the Moon to gather detailed information about the structure and composition of the thin lunar atmosphere, and determine whether dust is lofted into the lunar sky.
“We traced most of these events to known meteoroid streams, but the really surprising part is that we also found evidence of four meteoroid streams that were previously undiscovered,” said Mehdi Benna of NASA’s Goddard Space Flight Center in Greenbelt, Maryland, and the University of Maryland Baltimore County. Benna is the lead author of the study, published in Nature Geosciences.
The newly identified meteoroid streams, observed by LADEE, occurred on Jan. 9, April 2, April 5, and April 9, 2014.
There’s evidence that the Moon has water (H2O) and hydroxyl (OH), a more reactive relative of H2O. But debates continue about the origins of the water, whether it is widely distributed and how much might be present.
“The Moon doesn’t have significant amounts of H2O or OH in its atmosphere most of the time,” said Richard Elphic, the LADEE project scientist at NASA’s Ames Research Center in California’s Silicon Valley. “But when the Moon passed through one of these meteoroid streams, enough vapor was ejected for us to detect it. And then, when the event was over, the H2O or OH went away.”
Lunar scientists often use the term “water” to refer to both H2O and OH. Figuring out how much H2O and how much OH are present is something future Moon missions might address.

At the lunar surface, a dry layer overlays a hydrated layer. Water is liberated by shock waves from meteoroid impacts. The liberated water either escapes to space or is redeposited elsewhere on the Moon. Some water is created by chemical reactions between the solar wind and the surface or delivered to the Moon by the meteoroids themselves. However, in order to sustain the water loss from meteoroid impacts, the hydrated layer requires replenishment from a deeper ancient water reservoir.

LADEE, which was built and managed by NASA’s Ames Research Center in California’s Silicon Valley, detected the vapor using its Neutral Mass Spectrometer, an instrument built by Goddard. The mission orbited the Moon from October 2013 to April 2014 and gathered detailed information about the structure and composition of the lunar atmosphere, or more correctly, the “exosphere” – a faint envelope of gases around the Moon.
To release water, the meteoroids had to penetrate at least 3 inches (8 centimeters) below the surface. Underneath this bone-dry top layer lies a thin transition layer, then a hydrated layer, where water molecules likely stick to bits of soil and rock, called regolith.
From the measurements of water in the exosphere, the researchers calculated that the hydrated layer has a water concentration of about 200 to 500 parts per million, or about 0.02 to 0.05 percent by weight. This concentration is much drier than the driest terrestrial soil, and is consistent with earlier studies. It is so dry that one would need to process more than a metric ton of regolith in order to collect 16 ounces of water.
Because the material on the lunar surface is fluffy, even a meteoroid that’s a fraction of an inch (5 millimeters) across can penetrate far enough to release a puff of vapor. With each impact, a small shock wave fans out and ejects water from the surrounding area.
When a stream of meteoroids rains down on the lunar surface, the liberated water will enter the exosphere and spread through it. About two-thirds of that vapor escapes into space, but about one-third lands back on the surface of the Moon.
These findings could help explain the deposits of ice in cold traps in the dark reaches of craters near the poles. Most of the known water on the Moon is located in cold traps, where temperatures are so low that water vapor and other volatiles that encounter the surface will remain stable for a very long time, perhaps up to several billion years. Meteoroid strikes can transport water both into and out of cold traps.
The team ruled out the possibility that all of the water detected came from the meteoroids themselves.
“We know that some of the water must be coming from the Moon, because the mass of water being released is greater than the water mass within the meteoroids coming in,” said the second author of the paper, Dana Hurley of the Johns Hopkins University Applied Physics Laboratory.
The analysis indicates that meteoroid impacts release water faster than it can be produced from reactions that occur when the solar wind hits the lunar surface.
“The water being lost is likely ancient, either dating back to the formation of the Moon or deposited early in its history,” said Benna.
NASA is leading a sustainable return to the Moon with commercial and international partners to expand human presence in space and bring back new knowledge and opportunities.

The night sky is an inky black and the soldiers on the ground barely give it a passing glance. Their radar scopes are clear; no enemies inbound. The first sign that they receive of the American strike is the bombs falling on key strategic targets. Precision small-diameter bombs fall within inches of substations, radar sites, bunkers and anti-aircraft batteries.
The runway is also cratered by American bombs, but a few fighter planes manage to scramble into the air. Their pilots frantically check their radar for the unseen attackers—nothing. Suddenly, a volley of radar-guided AIM-120C AMRAAMs tears through the formation of fighters and erupts in an airborne spectacle of fire and twisted metal. The light from the fireball reflects the faintest glint of light on the visors of the American pilots as they turn their F-22 Raptors and FB-22 Strike Raptors for home.
Following the success of their F-22 Raptor stealth fighter, Lockheed Martin conducted a study in 2001 to determine the feasibility of developing a bomber platform from it. While the F-22 was designed as an air superiority fighter, it still maintained a degree of ground attack ability which Lockheed Martin hoped to exploit. If they could leverage the design and capabilities of the existing airframe, the cost of developing the new bomber would be significantly reduced.

Lockheed Martin developed a number of bomber concepts based on the F-22. Much of the Raptor’s avionics were retained and structural redesigns were focused on the fuselage and wings. An initial concept aimed to increase payload capacity by lengthening and widening the fuselage. However, this came with a penalty of a 25-30% increase in weight, materials and development costs. Instead, further concepts retained the same fuselage as the F-22 and bore elongated delta shape wings which allowed the concept bomber to carry more fuel and wing-mounted weapons.
With the new wings, the FB-22 Strike Raptor would have been able to carry up to 30-35 250-pound GBU-39 small diameter precision-guided bombs versus the F-22 Raptor’s payload capacity of eight such bombs. Unlike the F-22, the FB-22 would also have been able to carry bombs weighing up to 5,000 pounds. With weapons stored internally, the FB-22 would have had a maximum combat load of 15,000 pounds. With additional weapons mounted on the wings, the FB-22 would have lost some of its stealth capability but carry up to 30,000 pounds of weapons.
Its increased fuel capacity gave the Strike Raptor a range of 1,600 miles, nearly triple the F-22’s range of 600 miles, and could have been extended further with the addition of external fuel tanks. With this increased range, the FB-22 would have replaced the Air Force’s F-15E Strike Eagle and taken over some of the missions of the B-1 Lancer and B-2 Spirit bombers. In October 2002, Air Force Magazine reported that the FB-22 would have a combat effectiveness comparable to a B-2 Spirit armed with 2,000-pound bombs.
In order to power this larger airframe, the F-22’s Pratt Whitney F119-PW-100 engines would have been replaced with the Pratt Whitney F135s which now power the Lockheed Martin F-35 Lightning II. Though early concepts featured no tailplanes, later concepts incorporated twin tailplanes. Additionally, since the Strike Raptor was meant to complement the F-22 with its ground-attack capability, dogfighting capability was not a priority and the thrust vectoring technology of the F-22 was omitted from the FB-22 concept. According to Flight International magazine, the FB-22 would have had a top speed of Mach 1.92.

In February 2003, Secretary of the Air Force James Roche reported to the House Armed Services Committee that he envisioned a strike force of 150 FB-22s, along with 60 B-1s, 21 B-2s, and 381 F-22s. Following this vision, in 2004, Lockheed Martin officially presented the FB-22 Strike Raptor concept to the Air Force. The concept met the Air Force requirement for a potential strategic bomber as an interim solution and would be operational by 2018.
Additionally, since it was developed from the existing F-22, the cost of fully developing the FB-22 was estimated to be 75% less than the cost of developing an entirely new bomber. Air Force Magazine also reported that the FB-22’s stealth capabilities had been increased, adding externally mounted detachable and faceted weapons pods that could carry weapons on the wings without sacrificing stealth.

Unfortunately, following the 2006 Quadrennial Defense Review, the FB-22 Strike Raptor project was cancelled. The DoD wanted a bomber with greater range and the Strike Raptor would be developed no further. However, disappointed aviation fans still have the opportunity to fly the FB-22 and experience the “next-generation stealth bomber that could have been” in the popular hybrid arcade-style flight simulator Ace Combat. The FB-22 is featured as a flyable aircraft in Ace Combat 5, Ace Combat X, Ace Combat Joint Assault, and Ace Combat Infinity.

That’s quite a jump from the kw AN/SEQ-3(XN-1) Laser Weapon System (LaWS), which deployed in 2014 on the amphibious transport dock USS Ponce.
And the kind of power needed to power such a weapon won’t come with a simple flip of a switch.
“The Navy will be looking at ships’ servers to provide three times that much power,” says Donald Klick, director of business development, for DRS Power and Control Technologies. “To be putting out 150 kws, they (the laser systems) will be consuming 450 kws.”
That is more than most currently operational ships are designed to accommodate, at least when they are conducting other tasks. “Few power systems onboard ships can support sustained usage of a high-powered laser without additional energy storage,” noted a recent Naval Postgraduate School paper titled “Power Systems and Energy Storage Modeling for Directed Energy Weapons”.
The paper said, “The new DDG-1000 may have enough electrical energy, but other platforms … may require some type of ‘energy magazine.’ This magazine stores energy for on-demand usage by the laser. It can be made up of batteries, capacitors, or flywheels, and would recharge between laser pulses. The energy magazine should allow for sustained usage against a swarm of targets in an engagement lasting up to twenty minutes.
The ship’s integrated power system, which includes its electric propulsion, helps generate up to 78 megawatts of on-board electrical power, something seen as key to the future when it comes to ship technologies and the application of anticipated future weapons systems such as laser weapons and rail guns. The ship’s electric drive uses two main turbine generations with two auxiliary turbine generators which power up two 35-megawatt advanced induction motors, developers explained.
Ideally, it would charge up as fast as it discharges, allowing for indefinite use (as long as there is ship’s fuel to expend). Low maintenance, high safety, and long lifespan are other desirable characteristics.
DRS Power and Control Technologies is one of the companies which is developing a specialized energy source. “We have enough for well over 100 shots before we go to recharge,” DRS’s Klick said during a break at SNA, pointing out there’s even a mode for continuous recharge. “If you’ve got power this kind of power, you don’t go Winchester.”
The DRS system uses a Li-Ion battery subsystem designed and provided by Lithiumstart housed in three distributed steel, welded cabinets that are 48″ x 66″ x 100″ – although they are modular, Klick says, and can be arranged for a tailored fit. Each cabinet contains 18 drawers with 480 Li-Ion phosphate cells in each drawer.
The redundant power modules can provide 465 k each for a total of 930 kw. It can hold that full-power mark for about three minutes, Klick says – although most “lases” are normally of relatively short duration.
An at-sea demonstration of the magazine is slated for 2018, Klick says, mostly with the 150-kw laser being developed by Northrop Grumman for the Office of Naval Research.
The system still must go through rigorous Navy certification testing, Klick says.
He also sees the energy magazine as a candidate for other U.S. military units. “We’re looking at Air Force Special Forces on a C-130. You have to strike a car, but you’re worried about collateral damage. With that pinpoint accuracy, you don’t have to worry about collateral damage. You can just cause a car to stop running. There’s a lot more capability.”
The Navy has already been working with Northrop Grumman on a three-year deal to develop a ship-board laser weapon engineered to quickly incinerate enemy drones, small boats, aircraft, ships and missiles, service officials told Scout Warrior.
“This system employs multi-spectral target detection and track capabilities as well as an advanced off-axis beam director with improved fiber laser technologies to provide extended target engagement ranges. Improvements of high power fiber lasers used to form the laser beam enable the increased power levels and extended range capabilities. Lessons learned, operating procedures, updated hardware and software derived from previous systems will be incorporated in this demonstration,” Dr. Tom Beutner, director of the Air Warfare and Weapons branch, Office of Naval Research, told Scout Warrior in a written statement at the time of the contract announcement.
A previously established 12-month, $53-million deal between Northrop and the Office of Naval Research will develop a Laser Weapon System Demonstrator through three phases; the phases include an initial design phase, ground-testing phase and then weapons testing at sea aboard a Navy Self Defense test ship, a Northrop statement said.
“The company will design, produce, integrate, and support the shipboard testing of a 150-kilowatt-class solid state (electric) laser weapon system,” the Northrop statement added. “The contract could grow to a total value of $91 million over 34 months if ONR exercises all of its contract options.”
Office of Naval Research officials told Scout Warrior an aim of the developmental program is to engineer a prototype weapons for further analysis.
“The possibilities can become integrated prototypes — and the prototypes become reality when they become acquisition programs,” an ONR official said.
It is not yet clear when this weapon might be operational but the intention seems to be to arm surface ships such as destroyers, cruisers and possibly even carriers or an LCS with inexpensive offensive or defensive laser weapons technology.
“It is way too early to determine if this system will ever become operational. Northrop Grumman has been funded to set-up a demo to “demonstrate” the capabilities to senior leadership, who will then determine whether it is an asset worth further funding and turning into a program of record,” a Navy official told Scout Warrior.
Both Navy and Northrop Grumman officials often talk about the cost advantages of firing laser weapons to incinerate incoming enemy attacks or destroy enemy targets without having to expend an interceptor missile worth hundreds of thousands of dollars.
Navy officials describe this as getting ahead of the cost curve.
“For about the price of a gallon of diesel fuel per shot, we’re offering the Navy a high-precision defensive approach that will protect not only its sailors, but also its wallet,” said Guy Renard, director and program manager, directed energy, Northrop Grumman Aerospace Systems.
As mentioned, the Navy has already deployed one laser system, called the Laser Weapons System, or LaWS, which has been operational for months.
LaWS uses heat energy from lasers to disable or destroy targets fast, slow, stationary and moving targets. The system has successfully incinerated UAVs and other targets in tests shots, and has been operational aboard an amphibious transport dock in the Persian Gulf, the USS Ponce.
The scalable weapon is designed to destroy threats for about $59-cents per shot, an amount that is exponentially lower that the hundreds of thousands or millions needed to fire an interceptor missile such as the Standard Missile-2, Navy officials explained.
While at sea, sailors have been using the LaWS for targeting and training exercises every day and the weapon has even been used to disable and destroy some targets, service officials said.
Navy sailors and engineers have discovered some unanticipated intelligence, reconnaissance and surveillance value from the laser weapons system by using its long-range telescope to scan for targets as well, Navy officials said.
Laser weapons are expected to figure prominently in the Navy’s future plans in several respects. New Navy platforms such as the high-tech destroyer, the DDG 1000 or USS Zumwalt, is engineered with an electric drive propulsion system and extra on-board electrical power called an Integraed Power System. This system is in part designed to power-up ship electrical systems and accommodate emerging future weapons systems such as lasers and rail guns.
“Laser weapons provide deep magazines, low cost per shot, and precision engagement capabilities with variable effects that range from dazzling to structural defeat against asymmetric threats that are facing the US Naval force,” Beutner added.
In addition, laser weapons integrate fully into the Navy’s emerging “distributed lethality” strategy aimed at better arming the surface fleet with a wide array of offensive and defensive weapons.
Syria’s air defenses have again proven ineffective and even dangerous as they killed 15 Russian service members flying aboard an Il-20 spy plane during an air battle over the Mediterranean on Sept. 17, 2018.
Syria has Russian-made air defenses that it’s had ample opportunity to use as Israel regularly attacks the country and the US has twice fired missiles at its military facilities in response to chemical weapons use.
But, according to Justin Bronk, an air combat expert at the Royal United Services Institute, Israel could have planned on using the Russian Il-20 for cover all along.

If the Russian Il-20 was on a regular patrol route of the Mediterranean, Bronk said the Israelis may have tried to plot an attack under a leg of its planned flight path, that they would have observed via local intelligence assets or in information sharing with the Russians themselves.
“One of the Israeli hallmarks when they do these sort of fairly bold strikes within the coverage of the Syrian air defenses is heavy electronic warfare and jamming,” Bronk told Business Insider.
So not only do the Syrians face heavy electronic interference and jamming of their radars, the threat of Israeli bombs rocking their position, and a big, obvious Russian target flying just above the shrouded F-16s, history shows they’re just not that good at air defense.
“It would be very unlikely that the Israelis were trying to engineer a situation where the Syrians shot down a Russian plane,” Bronk said, but perhaps they did intend to use the Il-20 overhead to convince Syria not to shoot.
“The S-200 is not a very sophisictated system,” said Bronk. “It’s not going to distinguish between a fighter and a big plane.”
Syria could have easily communicated with the Russians, but likely relies on voice communications which can easily be overwhelmed in times of crisis.
If it weren’t for the Israeli strike, the 15 Russians likely would have survived to this day. But ultimately, the death of the Russians and downing of the Il-20 comes down to “sloppy fire discipline from Syrian air defenses,” said Bronk.
And for sloppy work from Syrian air defenses, this example hardly represents the first.

The increase in rates of sexual misconduct at the military academies detailed in the Defense Department’s annual report of sexual harassment and violence are “frustrating, disheartening, and unacceptable,” the Pentagon’s director of force resiliency said.
Rates of sexual crimes continue to be high, particularly against women, and rates of alcohol abuse by cadets and midshipmen continues to be a concern, Elise P. Van Winkle said.
Navy Rear Adm. Ann M. Burkhardt, the director of DOD’s Sexual Assault Prevention and Response Office; Nate Galbreath, SAPRO’s deputy director; and Ashlea M. Klahr, DOD’s director of health and resilience, briefed Pentagon reporters on the department’s report to Congress.
The survey covers the U.S. Military Academy in West Point, N.Y,; the U.S. Naval Academy in Annapolis, Md., and the U.S. Air Force Academy in Colorado Springs, Colo.

Van Winkle and Burkhardt stressed that addressing sexual harassment and violence at the academies is a leadership problem. Both said solutions require changing the culture at the academies.
“We know it takes time to promote and sustain a culture free from sexual violence,” Van Winkle said. “Our cadets and midshipmen must model the ethical behavior we demand of our future officers. But it is leadership’s responsibility to ensure they have the moral courage to demonstrate this behavior.”
Burkhardt stressed that cadets and midshipmen must promote “a climate of respect, where sexual assault, sexual harassment and other misconduct are not condoned, tolerated or ignored.”
The report noted that the prevalence of unwanted sexual contact increased from the 2016 report, while the rate of cadets and midshipmen choosing to report has remained unchanged.
“Leadership establishes culture,” Burkhardt said. “Leaders enforce standards, and leaders ensure the safety of those entrusted to their care.” The survey shows that cadets and midshipmen have great confidence in senior leaders, but that they have less confidence in their peer leaders, she said. “This is an area we must improve,” the admiral added. “These are our future leaders. We must instill in them the responsibility to intervene and prevent this type of behavior.”
Past initiatives made short-term progress, but that progress could not be sustained. “We are looking at the entire life cycle of our cadets and midshipmen from acceptance into the academies to entrance into the active force,” Van Winkle said.

Alcohol abuse is clearly a factor in sexual harassment and violence. The survey found that 32 percent of men and 15 percent of women had five or more drinks when drinking. Twenty-five percent of women and 28 percent of men said they had memory loss from their binges, Galbreath said.
The overwhelming majority of cadets and midshipmen understand the special trust placed in them and the responsibility they bear to behave honorably to all. The military must get rid of the bad apples that poison the barrel, Van Winkle said.
“We will not waver in our dedication to eliminate sexual assault from our ranks, nor will we back away from this challenge,” she said. “Our commitment is absolute. While we are disheartened that the strategies we have employed have not achieved the results we had intended, we are not deterred.”
The service academies mirror what is happening in the greater American population. The last time there was a comparable survey for colleges, the service academies were doing better than their civilian counterparts, Van Winkle said.
The distance between Washington, D.C. and the former Confederate capital of Richmond, Va. is a scant 95 miles. They’re practically neighbors. Early in the Civil War, the Union Army attempted to capture the rebel capital but the forces led by Gen. George McClellan only made it as far as the suburbs before being beaten back. Richmond wouldn’t fall to the Union Army until 1865 – but it wasn’t through lack of trying.
Meanwhile, the District of Columbia sat precariously perched between rebel Virginia and border slave state Maryland. It was the heart and nerve center of the Union but aside from the threat of an advancing enemy, it wasn’t as constantly attacked as one might think.
Robert E. Lee and the Army of Northern Virginia did have a plan to threaten the Union capital. Lee’s overall strategy was to take the fight to the Union, rather than fight on Confederate soil. His advances north did threaten Washington, but Lee didn’t attack DC directly. His best chance to hit the Union capital came after his surprising win at the first Battle of Bull Run (or First Manassas, for you Southerners). With the Union forces as stunned by their loss as the Confederates were stunned by their victory, the South was too disorganized to follow up. Once Washington realized the war was going to last much longer than anticipated, the District became one of the most fortified cities on Earth.
To make it more difficult for the Confederates to swing around and even conduct so much as a raid on Washington, Union Generals George G. Meade and Joseph Hooker kept their armies between the Confederates and Washington as Lee’s army advanced north toward Gettysburg in 1863.

As for the city itself, the Potomac acted as a formidable natural barrier but it wasn’t the only barrier. The city had a series of some 68 fortifications, 93 gun positions just waiting for cannon, 20 miles of trenches and 30 miles of military-use roads. It also 87 mounted guns and and 93 mortar positions and untold communications lines. These fortifications ringed the city, even in the Virginia areas. As much as the South would have liked to capture the District, it would have needed and army far beyond its capability. Still, there was one attempt.
In 1864, Confederate Gen. Jubal Early went north through the Shenandoah Valley while Lee’s army was under siege at Petersburg, Va. Early forces relieved Lee’s supply lines at Lynchburg before swinging north through the valley. He captured and ransomed Fredericksburg then moved on where he was met by a small Union defense force at Monocacy. Had it not been for this delaying action, Early might have taken Washington.
But giant cannons are kind of intimidating.
At this time the city was filled with refugees and troops of varying quality. Most of the battle-hardened Union troops were out in the field fighting the Confederates, so Washington’s defenders weren’t all the best of the best the Union could muster. The Confederate advance sent the city into a panic. Union General Lew Wallace didn’t know if Baltimore or Washington was Early’s target, but the citizens of both cities were freaking out, so Wallace knew he had to at least delay Early until reinforcements could arrive. The Marylanders held Early off for a full day at the cost of more than 1,200 lives. But it was enough to delay the advancing Confederates while inflicting some heavy casualties. Early rode on, though, and came across the northernmost fortification of Washington, Fort Stevens.
When he arrived, he had a strength roughly equal to that of the District’s defenders. The defenders were mostly raw recruits and untested reservists, but combined with reinforcements, the city had a fighting chance. Going against the Confederate Army was the blazing heat of the July sun and the fact that they’d been on the march and fighting for nearly a month.The further delay allowed for more reinforcements by the Union defenders.
“Mr. President, maybe you could duck. Or at least take off your hat.”
The attack began in the late afternoon on Jul. 11, 1864. Early’s men began skirmishing with the Union fortification to test its defenses. As President Lincoln watched on, it began in earnest at 5 p.m. when veteran Confederate cavalry stormed the Union picket lines and Union artillery opened up on rebel positions across the lines. Over the coming night, more Union reinforcement would arrive and Early realized time was not on his side. Had he immediately attacked Fort Stevens, he might have taken the capital but waiting only allowed for more reinforcements and for the Union troops chasing him to catch up.
Early used skirmishers to cover his nighttime withdrawal. Fort Stevens and Washington’s fortification had held but President Lincoln was almost hit by a bullet. Early was able to retreat back to the Army of Northern Virginia, where it’s said he told Lee and his own staff officers, “”We didn’t take Washington but we scared Abe Lincoln like Hell.”
