Robert Wilkie, President Donald Trump’s’ nominee to become the next VA Secretary, said June 27, 2018, that he was against “privatization” of VA health care and would work to break the bureaucratic logjams on wait times and benefits appeals.
At his confirmation hearing before the Senate Veterans Affairs Committee, Wilkie also rejected allegations that he supported “racially divisive” issues in his private life and in his past work as a staffer for conservative senators.
Wilkie said he had previously attended events of the Sons of Confederate Veterans involving the display of Confederate flags but said he “stopped doing any of those thing at a time when that issue became divisive.”
He said that former President Barack Obama had sent a wreath to a Southern heritage event, an episode noted in a Washington Post report.
Wilkie also dispute the charge that in the 1990s he marked up draft legislation calling for young women to finish high school before they qualified for welfare.
Wilkie, who was working at the time for then-Senate Majority Leader Trent Lott, R-Mississippi, said Lott and other staffers made changes in the legislation.
When asked by Sen. Mazie Hirono, D-Hawaii, whether he believed women should have to graduate from high school to receive government benefits, Wilkie said, “that would never enter my mind.”
Sen. Sherrod Brown, D-Ohio, told Wilkie he expected his nomination to be confirmed, but added that Wilkie had worked for a “very racially divisive senator,” meaning the late Sen. Jesse Helms, R-North Carolina.
“[And] you were appointed to this job by a very racially divisive president,” Brown said.
In his opening statement, Wilkie said that there were no excuses for failing to address the VA’s problems after Congress gave the department nearly $200 billion in funding and passed the VA Mission Act to overhaul and consolidate the VA Choice Program on private health care options for veterans.
Wilkie said he favored private and community care when the VA could not meet the needs of the veteran, but added that he was opposed to privatization and would keep the Veterans Health Administration fully funded.
If confirmed, Wilkie said his goal would be to make the VA more “agile and adaptive” to meet the needs of a changing veterans population.
“It is clear that the veterans population is changing faster than we realize,” he said. “For the first time in 40 years, half of our veterans are under the age of 65. Of America’s 20 million veterans, 10 percent are now women. The new generation is computer savvy and demands 21st Century service — service that is quick, diverse and close to home.”
Wilkie, 55, of North Carolina, had been undersecretary of Defense for Personnel and Readiness when he was moved over to the VA in March 2018 as acting Secretary after Trump ousted then-VA Secretary Dr. David Shulkin.

A new initiative from BAE Defense Systems wants to create a system for “growing” drones in vats in a next-generation version of 3-D printing.
The process would be very quick, allowing military planners to manufacture new drones only weeks after a design is approved. That would allow custom aircraft to be grown for many major operations.
If the Air Force needed to get bombers past next-generation Russian air defenses, they could print drones specifically designed to trick or destroy the new sensors. If a group of troops was cut off in World War III’s version of the Battle of the Bulge, the Army could resupply them with custom-designed drones carrying fuel, batteries, ammo, and more. Different designs could even be grown for each payload.
The drones would grow their own electronics and airframes, though key parts may need to be manufactured the old fashioned way and plugged into new drone designs. BAE’s video shows a freshly grown aircraft receiving a final part, possibly a power source or sensor payload, on an assembly line after the craft leaves its vat and dries.
The 3-D printer that would be used, dubbed the “Chemputer” and trademarked by BAE, could potentially even recycle some of its waste and use environmentally friendly materials.
Since each aircraft is being custom built for specific missions or niche mission types, they can be highly specialized. One vat could print an aircraft optimized for speed that needs to outrun enemy missiles while the one next to it needs to act as a radio relay and has been optimized for loiter time.
The project is headed by University of Glasgow Regius Professor Lee Cronin. Cronin acknowledges that roadblocks exist to getting the Chemputer up and running, but thinks his team is ready to overcome them.
“This is a very exciting time in the development of chemistry,” Cronin said. “We have been developing routes to digitize synthetic and materials chemistry and at some point in the future hope to assemble complex objects in a machine from the bottom up, or with minimal human assistance. Creating small aircraft would be very challenging but I’m confident that creative thinking and convergent digital technologies will eventually lead to the digital programming of complex chemical and material systems.”

There are many military occupational specialties that could make the argument that they’ve been underutilized in the wars in Iraq and Afghanistan. One could argue, for instance, that there hasn’t been much need for ADA since the initial invasions, since our enemies in both countries are, for all practical intents and purposes, little more than exceptionally lethal cavemen.
They might be hell on wheels for making bombs and guerrilla warfare, but they don’t fly without a little bit of help, usually in the form of the high explosive warhead.
The same argument could be applied to our fighter pilots, for much the same reason. If the enemy has no fighters of their own, then they’re little more than glorified close air support. Sure, they get to stay on nice bases and have shirtless volleyball games, but that’s a poor substitute for life in the danger zone.
However, there is one very particular specialty who, I would argue, has the bluest balls of them all, and that’s the crews of the Army and Marine Corps’s MLRS and HIMARS launchers.
The MLRS, or Multiple Launch Rocket System, is the single most badass artillery piece in the US arsenal, and possibly the world. Its little brother, the High Mobility Artillery Rocket System, or HIMARS, is a very close second. Nicknamed “Steel Rain,” the MLRS and HIMARS represent a quantum leap in ground-to-ground destructive capability, above and beyond anything the world has seen before and since. Sure, cannon artillery might have its place on the battlefield, but that place isn’t wiping out grid squares with a single fire mission.
And yet, for all their awesome destructive power, they’ve seen very limited use over the last decade and a half. This is a phenomenon I’ve witnessed firsthand. My unit, a HIMARS battery in the North Carolina Army National Guard, has deployed multiple times since the start of the Iraq war, and we’ve yet to fire a single rocket in anger. We spent the better part of a year staring at the Sinai desert, but no shooting rockets.
It’s to the point where the 13Ms, the MLRS and HIMARS crewmembers, were nicknamed 13 Miscellaneous. If there was a job that needed bodies, chances are, they’d get sent to do it, because the chances of them doing the jobs they were trained for were less than nil.
Why, you ask? One could argue that the rockets were overkill, or that they were too expensive. Me, I’ve got another theory.
See, there’s this little country in Asia, you might have heard of it. You know, the one run by a fat little kid who keeps saber rattling? Starts with an N, ends with -orth Korea? Yeah, that one.
It’s no secret that the Hermit Kingdom is ratcheting up tensions in a big way. Tensions are as high as they’ve ever been, and if the manure hits the air circulator for real, it’s going to be the single greatest conventional conflict of the new millennium. Leaving aside the issue of whether or not their nukes are worth a damn, we can count on a vast wave of troops rolling over the DMZ and riding like hell for Seoul, the capital of South Korea.
And what stands in their way?
Well, aside from a whole lot of angry South Koreans, the US has a substantial troop presence over there, and with them, a whole lot of artillery. And the biggest and baddest of them are Steel Rain.
Stopping that initial onslaught is going to be a lot like stopping an avalanche with fire-hoses: doable, but you’re gonna need one hell of a hose, and an awful lot of water. And brother, it’s hard to find a bigger fire-hose than the Multiple Launch Rocket System.
Now, I’m not saying I’m in favor of war in the Korean Peninsula. In fact, I’m pretty sure it’s a terrible idea, but I’m also pretty sure we don’t have much of a choice in the matter. If it happens, it happens.
If North Korea steps over the line, however, I’m kinda hoping they do it in a big way, on behalf of all the 13M and 13P out there. Because, you know, it’s been a while, and we have needs that just haven’t been taken care of.
Tokyo delivered a humiliating public protest to Beijing for the intrusion of a vast Chinese “fishing fleet” escorted by more than a dozen coast guard and other law-enforcement vessels in or near waters of the disputed Senkaku islands.
Such protests are common in the ongoing cat and mouse game in the East and South China Seas, but they are usually delivered in private. In this case, Tokyo decided to turn its protest into political theater.
China’s Ambassador to Japan, Cheng Yonghua, was summoned to the foreign ministry, where news and television camera were waiting to film the encounter. Foreign Minister Fumio Kishida kept Cheng waiting for ten minutes then entered, a stern look on his face, gesturing Cheng to sit down.
“Relations with China are becoming noticeably wors[e] because China is trying to change the status quo,” Kishida lectured Cheng, who looked embarrassed by the media presence. He said the Diaoyu, as China calls them, were Chinese territory and the two nations should “strive to reach a solution.”
Japan has become used to Chinese Coast Guard intrusions into its claimed territorial waters. On the average of once every two weeks, two or three Chinese ships slip into Senkaku waters. They stay for a couple hours then leave.
But there had been nothing like what happened August 8 when a flotilla of more than 230 “fishing boats” escorted by up to 28 Chinese Coast Guard and other law enforcement vessels virtually surrounded the Senkaku islands for several days.
It was not immediately clear exactly what message the Chinese were trying to convey, although Tokyo has been very vocal in supporting the Philippines in its legal action against China resulting in the July 11 ruling that confirmed all of Manila’s charges.
Was the latest intrusion a dress rehearsal for war?
The various scenarios for war in the East China Sea, and possibly in the South China Sea, usually fall into two main categories. There is the “accidental” fight scenario. A Chinese destroyer’s radar locks onto a Japanese warship. The Japanese captain fires back in self-defense and the incident spirals out of control.
That is one scenario. Another, possibly more realistic, is the “swarm” scenario: Several hundred “fishing boats” sail from ports in Zhejiang province for the Senkaku, where they overwhelm the Japanese Coast Guard by their sheer numbers.
This time, the fishing boats land some 200 or so commandoes disguised as fishermen or “settlers.” The Senkakus are not garrisoned by Japanese troops, so no shots are fired. The Chinese side says it is not using force, merely taking possession of what it claims to be its sovereign territory.
Tokyo feels obliged to respond, although the Chinese landing force is too large to dislodge by ordinary policing methods, such as those that have been used in the past when a handful of activists – Chinese and Japanese – tried to land on the disputed islands and plant their flags.
That would put Japan in the position of being the first party to fire shots, possibly landing elements of the Western Infantry Regiment, which was created and trained specifically to recapture islands. Meanwhile, Tokyo hurriedly consults with Washington seeking assurance that it will honor its commitments to defend Japan.
On more than one occasion, including in remarks from President Barack Obama himself, the United States has stated that the Senkaku come under the provisions of the joint security treaty as they are administered by Japan.
In the most recent incident, the estimated 230 Chinese fishing vessels escorted by Chinese law enforcement vessels made no effort to land anyone, though the Japanese Coast Guard shadowing the vessels kept a sharp eye out for any sign of it.
China boasts the world’s largest fishing fleet, but it is a matter of debate among security analysts as to extent to which China’s fishing fleet constitutes a paramilitary force, or as they sometimes say, a “maritime militia.” Somehow, a swarm of Chinese Fishing boats always seem to materialize on cue in disputes in the East and South China Sea.
The use of fishing boats, not to mention the nominally civilian coast guard, tends to blur the distinctions between what is civilian and what is military. In any conflict, the Japan and the U.S. would have to deal with ostensibly civilian boats that could flood the battlefield turning it into a confusing melee.
“China’s fishing fleet is being encouraged to fish in disputed waters . . . and are being encouraged to do so for geopolitical as well as commercial reasons,” says Alan Duport, a security analyst at the University of New South Wales.
Swarm tactics have been used often in the South China Sea. Hundreds of boats converged in the Gulf of Tonkin in 2014 in the dispute over the oil-drilling rig that the Chinese erected in Vietnam’s Exclusive Economic Zone (EEZ).
Beijing has dispatched swarms of fishing boats to Laconia Shoals off the coast of Sarawak to fish in Malaysia’s EEZ, with escorts of coast guard vessels to protect them should Kuala Lumpur try to arrest them. Similar confrontations have taken place in Indonesia’s South Chia Sea EEZ.
China has been commissioning new coast guard vessels, either converted navy frigates or purpose-built cutters, at an astonishing rate to the extent that it can now deploy ships in various corners of the contested waters simultaneously.
It may be better that principle actors in the unfolding conflict are civilian vessels. But certainly lurking nearby and ready to respond are the warships of the regular Chinese, Japanese, and America navies.
The Correctional Custody Unit is scheduled to open their doors Feb. 14 at the Brig aboard Camp Hansen, Okinawa, Japan.
The CCU is designed to provide an alternative to administrative separation for cases involving minor misconduct. The goal of this program is to decrease early discharge rates for misconduct in first term junior enlisted Marines.
“This will provide an opportunity for good Marines to recover from a slight misstep, as well as return to the ranks free of stigma with an opportunity for redemption,” said Chief Warrant Officer Brian Sheppard the Brig Commanding Officer, Headquarters and Support Battalion, Marine Corps Installations Pacific-Marine Corps Base Camp Butler, Japan. “Compared to the alternatives such as administrative separation, ‘babysitting,’ restriction, extra duty, and forfeitures, CCU has the capability to really motivate a Marine and produce a far more fit, disciplined, capable, and fired-up Marine back into the ranks.”
Awardees, Marines assigned to the CCU, will spend seven or 30 days under constant surveillance completing hard labor, formal uniform inspections, combat fitness training and values-based relapse prevention training. The curriculum is designed to foster leadership and decision making abilities in order to have a lasting impact that better supports long term restoration.
“Awardee supervision is ongoing 24 hours a day, seven days a week, throughout the 30 and seven day course,” said Gunnery Sgt. Loren Ortiz, the CCU staff noncommissioned officer in charge, HS Bn., MCIPAC-MCB Camp Butler, Japan. “There will always be a senior watch stander, and his assigned watch standers on duty from reception to graduation. Weekly counselings will also be conducted and annotated in their weekly progress summary by our assigned corrections counselor. Commands are also highly encouraged to check on their Marines during command visitations.”
CCU wants Marines to graduate the program re-educated, refocused and “re-greened.”
“I hope commanders take an honest look at this alternative because I see this program has great potential to mitigate first term discharges,” said Sheppard. “Restriction is not motivating. Extra duties are not motivating. Those Marines are negatively labeled, and for the most part see these punishments as career ending; this punishment alone is seldom corrective. Instead give the Marine an opportunity. Remove them from that state, send them to CCU, get them re-motivated and remind these men and women why they put their feet on the yellow foot prints.”
As the US Army pursues accelerated modernization to meet the potential future demands of high-intensity warfighting against top adversaries like Russia and China, the service is searching for a new next-generation combat vehicle to replace the Bradley Infantry Fighting Vehicle produced by BAE Systems.
The Next-Generation Combat Vehicle (NGCV) program is the second highest priority for the recently-established Army Futures Command. This brand new four-star command is dedicated to the research and development of future weapons systems for this new era of great power competition.
“The Russians and the Chinese have used the last 15 years to modernize their forces,” Brig. Gen. Ross Coffman, director of the NGCV cross-functional team, told reporters Oct. 9, 2018, “We need to do the same.”
Replacing the Bradley Fighting Vehicle is the top priority for the Next-Generation Combat Vehicle program
The primary focus right now is replacing the Bradley with an Optionally Manned Fighting Vehicle (OMFV), although the requirements are still in the works, with Army officials noting that “all options are on the table.” The Army’s NGCV cross-functional team is looking for something lethal, survivable, and most importantly upgradeable so that it can continue to meet the Army’s needs for year’s to come, NGCV team leaders explained Tuesday at the 2018 Association of the United States Army conference in Washington, DC.
The Army appears to be pursuing a vehicle that can be reconfigured for different missions, has an outstanding power-to-weight ratio for intensity-based and technological upgrades and modifications, and can wage war in both urban and rural environments to provide a deterrent force in Europe and beyond.
The program is expected to issue an official request for proposals in 2018, and companies will have around six months to prepare their offers. The NGCV program expects to field its new OMFV in 2026. This Futures Command team is also looking at a new Armored Multi-Purpose Vehicle (AMPV), Mobile Protected Firepower (MPF) option, Robotic Command Vehicle (RCV), and replacement for the M1 Abrams tank, but the expected delivery dates for these projects are farther out.
There are three full-scale OMFV concepts put foward by BAE Systems, Raytheon, and Rheinmetall, and General Dynamics on display at AUSA 2018, although there may be more potential designs later on when the official request for proposals is sent out. While the three concepts on the floor offer many similar features, each vehicle brings something unique to the table.

Characterizing it as a conversation starter, BAE Systems is offering the latest version of its proven combat vehicle — the CV90 Mark IV
There are 15 variants of the Combat Vehicle (CV) 90 in service in seven nations, so BAE Systems is coming to the table with the latest iteration of a proven vehicle. “We’re pretty proud of this vehicle,” a spokesman for the company told Business Insider at AUSA. “We brought this as our best way to start a conversation with the Army and help the Army help us figure out what it is that soldiers need.”
The strengths of this vehicle, according to its makers, include its growth potential and the mission-specific modularity and flexibility.
“On the left and right sides of it are boxes, they look like they are bolted on, those are weapons station modules,” the spokesman explained, “On [the left] side, you have a Spike missile module connected to the vehicle, and on the right side, you have a 7.62 coaxial machine gun with 2,000 ready rounds in the box.”
Those modular systems are all on attachment points, meaning that they could be swapped out for other modules, such as a Mark 19 grenade launcher, to suit the mission at hand. “It gives the Army, the unit commander, and the vehicle commander the maximum flexibility they need based on the mission,” he said, calling it “sexy.”
In addition to this flexibility, there is also growth potential in the vehicle weight. The vehicle has a maximum weight of 40 tons. The floor model weighed around 30 tons, allowing for the addition of extra armor and weapons systems should the intended mission require these modifications.

The vehicle’s 35 mm cannon can be easily modified should the Army show an interest in a 50 mm main gun, something Col. Jim Schirmer, the project lead for the NGVC, told reporters on Oct. 9, 2018, that the Army is seriously considering.
The BAE Systems vehicle also features a drive-by-wire system for manned and unmanned missions, advanced data transfer capabilities, enhanced survivability as it sits low to the ground (hard to see, hard to hit), advanced 360 surveillance, smart targeting systems, airburst munitions for counter-drone warfare, and active protection systems that can be modified as the Army presents a clearer picture of what it expects.

Raytheon and Rheinmetall joined forces to create the Lynx KF41 Infantry Fighting Vehicle, presenting it at AUSA 2018 as a ready-right-now OMFV option.
Described as a “not business as usual” project, the Lynx KF 41 Infantry Fighting Vehicle is the byproduct of a partnership between Rheinmetall, which has an extensive knowledge of vehicles, and Raytheon, a company that excels at integrated electronic systems.
The Raytheon team emphasized modularity for mission-specific modifications in a brief discussion with BI on the floor at AUSA 2018. “The whole thing is very innovative. You can take this configuration, remove the top, make it into another configuration, and you can do that overnight,” Kim Ernzen, vice president of Land Warfare Systems at Raytheon, explained.
“With a 10-ton crane, you can lift the roof plate and the turret off the base chassis, and you can re-roll the vehicle,” Philip Tomio, the vice president of strategy and marketing for the Vehicle Systems Division at Rheinmetall, said. “You can turn it into a command post, an ambulance, a repair and recovery vehicle, a joint fires reconnaissance variant. You have a number of options.”
She revealed to BI that during recent trials, crews were able to change the configuration in roughly three hours.
Raytheon and Rheinmetall are promising a “modern fighting vehicle that will keep US soldiers far ahead of battlefield threats for decades to come.”
The survivability of the vehicle can be changed in accordance with the demands of the fighting environment. With roughly 20 tons of configurable payload, the chassis can support additions up to 55 tons for high-intensity combat against an adversary like the Russians. And the main gun can be modified from a 35 mm cannon to a 50 mm gun as needed.
The Lynx IFV supports up to nine dismounts with a three-man crew, as well as as next-generation thermal sights, Coyote unmanned aircraft, active protection systems to counter a variety of asymmetric threats, a fully-integrated situational awareness sensor suite, and an extended-range TOW missile system, among other features.
The spokespeople for this OMFV project repeatedly stressed that the Lynx would be manufactured in the US, supporting the US industrial base and creating jobs. But perhaps more importantly, the vehicle is a finished product, not a concept, that could be ready to go on a moment’s notice.

Produced by the company the makes the M1 Abrams tank, also slated for replacement, General Dynamics’ Griffin III features lethality, modularity, and growth options, among other capabilities.
In terms of lethality, the modular turret features a 50 mm main gun with the option to modify the weapon to a 30 mm cannon if necessary and the ability to fire at an 85 degree angle, a capability requested by the Army for urban combat. The 50 mm gun is significantly more powerful than the Bradley’s current 25 mm cannon.
Supporting a squad with five to eight people and a two-to-three-man crew, the newest evolution of the Griffin I and II is, according to General Dynamics, focused on “adaptability” through the company’s emphasis on a modifiable, open architecture. At the same time, the vehicle features a wide variety of integrated systems with a common operating system, specifically active protection systems, laser warning systems, 360-degree surround view, and a deepstrike package, Mike Peck, the director of enterprise business development at General Dynamics told BI at AUSA 2018.
“All of that is integrated in there. You don’t have to keep adding boxes to the vehicle,” he explained.
The Griffin is said to have a lot of “unique” features designed to trigger additional conversations with the Army going forward.
The Griffin III is meant to satisfy the Army’s vague requirements for the OMFV as they are right now, but it could be changed.
“We wanted to show them what they asked for and then ask, ‘Do you like it, or would you change something?'” Peck explained to BI. “If so, the next iteration — Griffin IV — will have those modifications on it.”

North Korean dictator Kim Jong-un decided August 15 not to fire ballistic missiles at Guam, reserving the right to change his mind if “the Yankees persist in their extremely dangerous reckless actions,” according to North Korean state media.
Kim appears to be attempting to de-escalate tensions to prevent conflict between the US and North Korea. After the UN Security Council approved tougher sanctions against North Korea for its intercontinental ballistic missile tests, the North warned Aug. 9 that it was considering launching a salvo of ballistic missiles into waters around Guam in a show of force demonstrating an ability to surround the island with “enveloping fire.”
That same day, President Donald Trump stressed that North Korean threats will be met with “fire and fury like nothing the world has ever seen.” For a week, the two sides hurled threats and warnings at each other repeatedly, leading some observers to conclude that the two sides were close to nuclear war.
But, Kim blinked.
Kim, according to North Korean state media, told the North Korean strategic rocket force that he “would watch a little more the foolish and stupid conduct of the Yankees,” giving the US time to reassess the situation. “He said that he wants to advise the US to take into full account gains and losses with clear head whether the prevailing situation is more unfavorable for any party.”
“In order to defuse the tensions and prevent the dangerous military conflict on the Korean peninsula, it is necessary for the US to make a proper option first and show it through action,” North Korean state media explained August 15. “The US should stop at once arrogant provocations against the DPRK and unilateral demands and not provoke it any longer,” it added. North Korea often presents the cessation of hostilities against it as the terms for de-escalation.
While lowering his sword, the young North Korean dictator stressed that he may still carry out his plan if the US does not change its approach to his country.
Kim stated “that if the Yankees persist in their extremely dangerous reckless actions on the Korean peninsula and in its vicinity, testing the self-restraint of the DPRK, the latter will make an important decision as it already declared, warning the US that it should think reasonably and judge properly not to suffer shame that it is hit by the DPRK.”
Amid the bluster and threats, a norm for North Korea, it is quite clear Pyongyang is taking a step back from its initial warnings while maintaining the right to change course and follow through on the original plan if deemed necessary.
Kim, having reviewed the plans and decided against immediate action, may be signaling that he is open to a diplomatic resolution, which the Trump administration has been adamantly pursuing in hopes of avoiding a very costly military alternative.
Bush suffered from a form of Parkinson’s disease and had been hospitalized several times in recent years. The former commander-in-chief was treated for pneumonia and was temporarily placed on a ventilator in 2017.
Bush served as president from 1989 to 1993. Before that, he served as vice president under Ronald Reagan from 1981 to 1989.
Bush’s death follows the passing of his wife, former first lady Barbara Bush, who died on April 17. Barbara, 92, suffered from chronic obstructive pulmonary disease (COPD) and congestive heart failure. The two had been married for 73 years.He is survived by his five children, 17 grandchildren, eight great grandchildren, and two siblings.
Bush, a Massachusetts native, joined the US armed forces on his 18th birthday in 1938 and eventually became the youngest naval pilot at the time. He flew a total of 58 combat missions during World War II, including one where he was shot down by Japanese forces.
From the Ivy League to the oil business, and then public service
After graduating from Yale University and venturing into the oil business, Bush jumped into politics and eventually became a congressman, representing the 7th Congressional District in Texas. He made two unsuccessful runs for Senate, but would later serve in various political capacities — including as the US ambassador the United Nations, Republican National Committee chair, and CIA director.
Bush decided to run for president in 1980; however, failed to secure the Republican Party’s nomination during the primaries. Reagan soon chose Bush as his running mate and vice presidential nominee.He ran for president again with Sen. Dan Quayle of Indiana as his running mate, and won, in 1988.
During his time in office, Bush oversaw major foreign-policy decisions that would have lasting effects on the global stage.
As one of his first major decisions, Bush decided to remove Panamanian dictator Manuel Noriega — a former US ally turned international drug lord — from power. Around 23,000 US troops took part part in “Operation Just Cause” and invaded Panama. Noriega eventually surrendered to the US and although the operation was seen as a US victory, it was also viewed as a violation of international law.
As the sitting president during the demise of the Soviet Union, Bush held summits with Soviet President Mikhail Gorbachev and advocated for the reduction of nuclear weapons while cultivating US-Soviet ties. When the Soviet Union finally fell, Bush heralded it as a “victory for democracy and freedom” but held back on implementing a US-centric policy on the confederation of nations that emerged.
On August 2, 1990, Bush faced what was arguably his greatest test. Iraq, led by Saddam Hussein, invaded Kuwait after accusing it of stealing oil and conspiring to influence oil prices. Bush formed a coalition of nations, including the Soviet Union, to denounce Hussein’s actions and liberate Kuwait in “Operation Desert Shield” and eventually “Operation Desert Storm.” Around 425,000 US troops and 118,000 coalition forces were mobilized for weeks of aerial strikes and a 100-hour ground battle.
Despite his achievements beyond the US border, Bush was less successful back home. He fell short in his bid for reelection in 1992, during a time of high unemployment rates and continued deficit spending. Bush pulled in only 168 electoral votes that year, compared to Bill Clinton — then the governor of Arkansas — who collected 370 electoral votes.
Following his presidency, the Bushes relocated to Houston, Texas, where they settled down and became active in the community.
Bush received several accolades after his presidency, including receiving a knighthood at Buckingham Palace, and having the US Navy’s nuclear-powered aircraft carrier, the USS George H.W. Bush (CVN 77), named after him.
In 2017, several women accused Bush of sexual misconduct and telling lewd jokes. Bush’s representatives released a statement at the time, saying that he occasionally “patted women’s rears in what he intended to be a good-natured manner.”
Bush is survived by his sons, former President George W. Bush, former Florida Gov. Jeb Bush, Neil Bush, Marvin Bush, and daughter Dorothy Bush Koch.
“Some see leadership as high drama and the sound of trumpets calling, and sometimes it is that,” Bush said during his inaugural address on January 20, 1989. “But I see history as a book with many pages, and each day we fill a page with acts of hopefulness and meaning.”
Bush continued: “The new breeze blows, a page turns, the story unfolds. And so, today a chapter begins, a small and stately story of unity, diversity, and generosity — shared, and written, together.”

Sen. John McCain (R-Ariz.) just released a glowing endorsement of retired Marine Gen. James Mattis to serve as Defense Secretary.
In a statement released Monday, McCain called the 66-year-old retired four-star general “one of the finest military officers of his generation” who, he hopes, “has an opportunity to serve America again.”
The senator knows Mattis quite well, since he serves as chairman of the Senate Armed Services Committee. While he was in charge of Central Command and leading troops in Iraq, Mattis testified to that committee regularly.
“I am pleased that the President-elect found General Jim Mattis as impressive as I have in the many years I have had the privilege of knowing him. General Mattis is one of the finest military officers of his generation and an extraordinary leader who inspires a rare and special admiration of his troops. He is a forthright strategic thinker. His integrity is unshakable and unquestionable. And he has earned his knowledge and experience the old-fashioned way: in the crucible of our nation’s defense and the service of heroes,” McCain wrote in his statement.
“General Mattis has a clear understanding of the many challenges facing the Department of Defense, the U.S. military, and our national security. I hope he has an opportunity to serve America again.”
Mattis is seen as a top contender for the position at the Pentagon. He met with President-elect Donald Trump on Saturday to discuss whether he might be interested in coming out of retirement to oversee roughly 3 million military and civilian personnel.
Afterward, Trump praised Mattis on Twitter as “a true General’s General” who was “very impressive.”
If he were tapped to be defense secretary, Mattis would need a waiver from Congress to take the position, since it requires a military officer to have been off active duty for at least seven years. Mattis retired in 2013.
Mattis currently splits his time between Stanford and Dartmouth as a distinguished fellow, conducting research and giving lectures on leadership and strategy.

The Air Force has laid out plans to welcome back retired pilots into active-duty staff positions.
The service, through the Voluntary Retired Return to Active Duty Program, or VRRAD, is encouraging pilots who held a job in the 11X career field to apply before Dec. 31, 2018, officials said in a release this week.
In an effort to address the increasing pilot shortage, Air Force Secretary Heather Wilson last July signed off on the program, which aims to fill flight staff positions with those who have prior pilot experience and expertise, thus allowing active-duty pilots to focus on training and missions.
Returning retirees will not be eligible for aviation bonuses, the release said. They will deploy only if they volunteer.
Pilots under the age of 60 who retired within the last five years in the rank of captain, major, or lieutenant colonel can apply for VRRAD, according to the service’s criteria for the program.
While the Air Force select candidates on a first-come, first-served basis, officials said, applicants are required to be medically qualified for active duty with a flying class II physical; must have served in a rated staff position within the past 10 years; or have been qualified in an Air Force aircraft within five years of application.
Officers who retired following, or in lieu of, a Selective Early Retirement Board, and officers who retired for a physical disability are not eligible to apply, the release said.
“We will match VRRAD participants primarily to stateside rated staffs that don’t require requalification in a weapon system, with emphasis on larger organizations like major command staffs,” said VRRAD Rated Liaison Maj. Elizabeth Jarding.
“They’ll fill critical billets that would otherwise remain vacant due to the shortage of active-duty officers available to move out of operational flying assignments,” Jarding, who works at the Air Force Personnel Center, said in the release.
The Air Force is looking to fill 25 positions for an active-duty tour of one year.
“We have a number of positions around the Air Force that require the expertise of someone who has been a military pilot, and [we] would like to be able to keep our pilots who are current in the aircraft in the aircraft and try to fill some of these vital flight slots,” Wilson said in August.
Should those positions remain unfilled through 2018, the Air Force will keep the program open for additional applicants, the release said.
Former airmen can apply for the program, which began Aug. 11, through the Air Force Personnel Center via the myPers website. Those without a myPers account must establish one via http://www.afpc.af.mil/myPers/.
Coast Guard Lt. Cmdr. Edward “Iceberg” Smith was the only American military officer invited on a bold, new expedition in the late 1920s: An 8,000-mile journey over the Arctic in the Graf Zeppelin, one of the premier airships at the time.

Smith was one of the top experts on icebergs at the time, an interest he discovered after his service in World War I. The young Coast Guard officer had been assigned to convoy duties during the war, but was assigned to the international ice patrol soon after.
This scientific zeal drew the attention of Arctic explorers planning in the late 1920s to fly an airship to the North Pole while a submarine simultaneously made the same journey under the ice. The submarine would then bore its way to the surface, and the two crews would meet for handshakes and an exchange of mail before departing.
The trip went through a number of redesigns as the death of its leader, mechanical problems with the submarine, and funding issues all challenged elements of the plan.
But, in 1931, the plans were finalized for the Graf Zeppelin to meet up with a Russian icebreaker near the North Pole and exchange mail before collecting a large amount of scientific data and returning to Berlin — all within a single week. As Smith wrote in his notes following the trip, earlier expeditions along a similar route, conducted on foot, had taken almost a year to go one direction.

The zeppelin took off on July 24, 1931, and proceeded to Berlin and then Leningrad for additional fuel and hydrogen before setting off north for the Pole. They crossed into the Arctic Circle at 7 p.m., July 26.
While the trip was certainly easier than a traditional Arctic expedition, it was still very dangerous. The men on board had limited emergency gear and food if the zeppelin was forced down by bad weather or mechanical failure. But, as long as the ship held up, it was reported as actually being quite pleasant despite how cold it was.
The Arctic ice sheets that proved treacherous for explorers on foot were quite beautiful from the sky by all accounts. And Russians, excited about their men meeting up with the zeppelin in the historic journey, had sent the airborne expedition off with crates of prime caviar.

The zeppelin usually flew between 200 and 500 meters off the surface, and scientists, including Smith, took measurements of the temperature, wind speeds, and other data while photographing areas about which little was previously known.
On July 27, the crew made radio contact with the Soviet icebreaker Malygin and was able to meetup with it a few hours later. The zeppelin was sent down to hover just over the surface of the sea with anchors fashioned from canvas buckets — and the icebreaker had been specially decorated for the occasion.
Despite the festive air, the exchange of mail was conducted quickly because floating ice packs were drifting dangerously close to the zeppelin and leaders were worried the engines could be damaged.
During the night of July 28th, the men dropped packages of mail and potatoes down to a Soviet station on the route before continuing north. This was the zeppelin’s last mail mission during the trip — all that was left was collecting additional scientific observations as it finished its loop back to Berlin.

Smith helped capture the exact geography of the area over which the airship transited, and he published his findings later that year in an article titled “The Aeroarctic Expedition,” in The Geographical Review.
His notes called into doubt the existence of previously observed islands and confirmed that one island was, in fact, just a peninsula of a larger one.
The men of the expedition were greeted as heroes in Berlin, and crowds thronged to hear tales of their dangerous exploits. But, since they had suffered none of the mechanical failures of previous airship attempts, they had nothing to report except for 8,000 miles of beautiful views and dutifully collected scientific data.
The Graf Zeppelin was returned to its normal transatlantic route until the Hindenburg disaster in 1937 nearly ended zeppelin travel. For the next few decades, the only real zeppelin program to speak of was managed by the Goodyear Company as only America had the required helium reserves to conduct lighter-than-air travel safely.
American zeppelins would go on to serve in World War II, but not under the care of Coast Guard officers like Smith. Instead, they belonged to the Navy and were used primarily for anti-submarine duties.
