A video story produced by VA focusing on a veteran boxing training program at Gleason’s Gym – America’s oldest active boxing gym – received an Emmy Award at a ceremony June 22, 2019, in Bethesda, Maryland.
The National Capital Chesapeake Bay Chapter of the National Academy of Television Arts and Sciences recognized the segment produced for VA’s “The American Veteran” video series, and honored the series with its second Emmy since the show was relaunched in 2017 after a three-year hiatus.
The recognition was announced at the 61st annual regional Emmy Awards ceremony and was presented in the Health/Science – Program Feature/Segment category. The segment, titled “The American Veteran: Veteran Boxing Training,” was produced, shot and edited by VA’s digital team, which is part of the Office of Public and Intergovernmental Affairs (OPIA).
The production team included lead producer/photographer/editor Ben Pekkanen, co-producer Timothy Lawson, executive producer Lyndon Johnson, and VA NY Harbor Healthcare System Adaptive Sports Program’s developer, Jonathan Glasberg.
Historic New York boxing gym opens its doors to Veterans
Located on the banks of the East River in the DUMBO (Down Under the Manhattan Bridge Overpass) neighborhood of Brooklyn, Gleason’s Gym is owned and operated by Vietnam veteran Bruce Silverglade. Silverglade, who has owned the gym since 1983, had long been interested in creating a training program for veterans, but wasn’t sure he could do it on his own. “I got a call from the VA hospital in Manhattan, from a fella by the name of Jonathan,” said Silverglade. “He came over to talk to me about a program they had.”
In the following weeks, Silverglade and VA’s New York Harbor Healthcare System’s clinical coordinator for prosthetics, Dr. Jonathan Glasberg, developed the framework for the veterans in the Ring boxing training program offered at Gleason’s Gym.
The video is one part of VA’s ongoing effort to engage and reach out to the veteran community directly. The VA digital portfolio includes: more than 150 Facebook pages, most of which belong to individual VA medical centers; the VAntage Point blog; nearly 100 Twitter feeds; Instagram; a Flickr photo library; and a YouTube channel. The department also distributes the “Borne the Battle” podcast.
“The American Veteran” was produced by VA for more than a decade before going on hiatus in 2014. During its active season, the show garnered numerous Telly, CINE and Aurora awards, as well as multiple Emmy awards and nominations.
According to its website, the National Academy of Television Arts Sciences (NATAS) is dedicated to the advancement of the arts and sciences of television and the promotion of creative leadership for artistic, educational and technical achievements within the television industry. NATAS recognizes excellence in television with the coveted Emmy Award; regional Emmys are given in 19 markets across the United States.
The Marine Corps is accelerating a massive modernization and readiness overhaul of its MV-22 Osprey to upgrade sensors, add weapons, sustain the fleet, and broaden the mission scope — as part of an effort to extend the life of the aircraft to 2060.
“We plan to have the MV-22B Osprey for at least the next 40 years,” Capt. Sarah Burns, Marine Corps Aviation spokeswoman, told Warrior Maven.
While first emerging nearly two decades ago, the Osprey tiltrotor aircraft has seen an unprecedented uptick in deployments, mission scope, and operational tempo.
As a result, Corps developers explain that the aircraft has, to a large extent, had trouble keeping pace with needed modernization and readiness enhancements. This challenge has been greatly exacerbated by a major increase in Combatant Commander requests for Ospreys, particularly since 2007, Corps officials say.
“The quality of maintenance training curricula, maturation, and standardization has not kept pace with readiness requirements. Current maintenance manning levels are unable to support demands for labor The current V-22 sustainment system cannot realize improved and sustained aircraft readiness / availability without significant change,” the Corps writes in its recently published 2018 Marine Aviation Plan. “Depot-level maintenance cannot keep up with demand.”
Given this scenario, the Corps is implementing key provisions of its Common Configuration, Readiness and Modernization Plan which, according to Burns, is “designed to achieve a common configuration and improve readiness to a minimum of 75-percent mission capable rate across the fleet.”
Corps officials said the idea with Osprey modernization and sustainment is to build upon the lift, speed and versatility of the aircraft’s tiltrotor technology and give the platform more performance characteristics in the future. This includes arming the Osprey with rockets, missiles or some kind of new weapons capability to support its escort mission in hostile or high-threat environments.
Other elements of Osprey modernization include improved sensors, mapping and digital connectivity, greater speed and hover ability, better cargo and payload capacity, next-generation avionics and new survivability systems to defend against incoming missiles and small arms fire.
The 2018 Marine Aviation Plan specifies that the CC-RAM program includes more than 75 V-22 aircraft configurations, identified in part by a now completed Mv-22 Operational Independent Readiness Review. CC-RAM calls for improvements to the Osprey’s Multi-Spectral Sensor, computer system, infra-red suppressor technology, generators and landing gear control units, the aviation plan specifies.
As part of this long-term Osprey modernization trajectory, the Marines are now integrating a Command and Control system called Digital Interoperability. This uses data links, radio connectivity and an Iridium Antenna to provide combat-relevant intelligence data and C4ISR information in real-time to Marines — while in-flight on a mission.
In addition, the Osprey is being developed as a tanker aircraft able to perform aerial refueling missions; the idea is to transport fuel and use a probe technology to deliver fuel to key aircraft such as an F/A-18 or F-35C. The V-22 Aerial Refueling System will also be able to refuel other aircraft such as the CH-53E/K, AV-8B Harrier jet and other V-22s, Corps officials said.

“Fielding of the full capable system will be in 2019. This system will be able to refuel all MAGTF (Marine Corps Air Ground Task Force) aerial refuel capable aircraft with approximately 10,000 pounds of fuel per each VARS-equipped V-22,” the 2018 Marine Aviation Plan states.
Due to its tiltrotor configuration, the Osprey can hover in helicopter mode for close-in surveillance and vertical landings for things like delivering forces, equipment and supplies — all while being able to transition into airplane mode and hit fixed-wing aircraft speeds. This gives the aircraft an ability to travel up 450 nautical miles to and from a location on a single tank of fuel, Corps officials said. The Osprey can hit maximum speeds of 280 Knots, and can transport a crew of Marines or a few Marines with an Internally Transportable Vehicle.

Corps developers also emphasize that the V-22 modernization effort will incorporate new technologies emerging from the fast-moving Future Vertical Lift program; this could likely include the integration of newer lightweight composite materials, next-generation sensors, and various kinds of weapons, C4ISR systems and targeting technologies.
Fast-moving iterations of Artificial Intelligence are also likely to figure prominently in future V-22 upgrades. This could include advanced algorithms able to organize and present sensor data, targeting information or navigational details for Marines in-flight.
While the modernization and sustainment overhaul bring the promise of continued relevance and combat effectiveness for the Opsrey, the effort is of course not without challenges. The Corps plan cites concerns about an ability to properly maintain the depot supply chain ability to service the platform in a timely manner, and many over the years have raised the question of just how much a legacy platform can be upgraded before a new model is needed.
Interestingly, as is the case with the Air Force B-52 and Army Chinook, a wide ranging host of upgrades have kept the platforms functional and relevant to a modern threat environment for decades. The Air Force plans to fly its Vietnam era B-52 bomber weill into the 2050s, and the Army’s Chinook is slated to fly for 100 years — from 1960 to 2060 — according to service modernization experts and program managers.
The common thread here is that airframes themselves, while often in need of enhancements and reinforcements, often remain viable if not highly effective for decades. The Osprey therefore, by comparison, is much newer than the B-52 or Chinook, to be sure. This is a key reason why Burns emphasized the “common” aspect of CC-RAM, as the idea is to lay the technical foundation such that the existing platform can quickly embrace new technologies as they emerge. This approach, widely mirrored these days throughout the DoD acquisition community, seeks to architect systems according to a set of common, non-proprietary standards such that it helps establish a new, more efficient paradigm for modernization.
At the same time, there is also broad consensus that there are limits to how much existing platforms can be modernized before a new aircraft is needed; this is a key reason why the Army is now vigorously immersed in its Future Vertical Lift program which, among other things, is currently advancing a new generation of tiltrotor technology. Furthermore, new airframe designs could, in many ways, be better suited to accommodate new weapons, C4ISR technologies, sensors, protection systems, and avionics. The contours and structure of a new airframe itself could also bring new radar signature reducing properties as well as new mission and crew options.
In a concurrent and related development, the Navy is working on its own CVM-22B Osprey variant to emerge in coming years. The project has gained considerable traction ever since the service decided to replace the C-2 for the important Carrier Onboard Delivery mission with the Osprey.

The Navy Osprey is designed to enable 1,150 miles of flight to the ship with extended fuel tanks. Alongside a needed range increase, the new aircraft will also include a new radio for over-the-horizon communications and a built-in public address system, service officials said.
The new Osprey, slated to first be operational by the early 2020s, will perform the full range of missions currently executed by the C-2s. This includes VIP transport, humanitarian relief mission and regular efforts to deliver food, spare parts and equipment for sailors aboard carriers.
The Navy Osprey variant will take on a wider set of missions than those performed by a C-2. Helicopter or tilt-rotor carrier landings do not require the same amount of preparation as that needed for a C-2 landing; there is no need for a catapult and a tilt-rotor naturally has a much wider envelope with which to maneuver.

MHSRS is a scientific meeting focused on the unique medical research needs of the U.S. armed forces and their families. Scientists from across the Department of Defense (DoD) and their partners from across industry and academia share information about current and future research initiatives designed to improve the health, readiness, and survivability of warfighters, on and off the battlefield.
Rear Adm. Bruce Gillingham, director, medical resources, plans and policy, Office of the Chief of Naval Operations, spoke to Navy Medicine researchers about the importance of finding solutions to the challenges sailors, Marines, soldiers, and airmen face today and in battle spaces of the future.
“The next fight is going to be very different from what we’ve faced in past conflicts,” said Gillingham. “We need to look beyond the golden hour to the platinum ten minutes. What are we doing to stop the bleeding? What are we doing to ensure our hospital corpsmen have the training they need? I know you are all working on these and other fundamental issues our warfighters face. There’s a tremendous energy and enthusiasm in this room and it’s good to know people of your caliber are tackling these problems.”
Gillingham also challenged the researchers to look to alignment — with the needs of operational forces and each other. He encouraged everyone to do all they could to take advantage of the opportunity MHSRS provides to meet scientists and partners they can work with.

“Innovation occurs through the collision and exchange of ideas,” he added. “Are we bumping into the people we can work with at this meeting?”
Echoing that sentiment was Capt. Adam Armstrong, commander, Naval Medical Research Center, whom has oversight of eight research labs located around the globe, who also spoke to the scientists gathered at the Navy breakout session.
“What I like about this meeting is that we can start conversations,” Armstrong said. “We can discuss different aspects of research and we can keep talking and exchanging thoughts. We can take advantage of the synergy in this room and bring it back to our labs and our research.”
In addition to comments from Gillingham and Armstrong, a panel of researchers highlighted a few of Navy Medicine’s current science and technology initiatives, including the use of bacteriophages for the treatment of multidrug-resistant infections, medical evacuations and en route care for injured warfighters, and treatments for motion sickness. These topics will also be presented by Navy Medicine researchers during regular breakout sessions throughout the symposium. Other topics that will be presented Navy scientists include:
Telehealth for increasing access to behavioral health care
Human performance and survivability in extreme environments
Precision medicine in critical care for the injured warfighter
Mitigating physiologic episodes in aviation
The health and readiness of military families (a new session topic this year, proposed by one of our Navy Medicine researchers)
Looking to the future and the Navy’s Indo-Pacific area of responsibility, military medical research, and development will play an important role in finding solutions to the unique challenges the Navy and Marine Corps team may face in the maritime operational setting and disaggregated operations at sea and ashore.
Navy Medicine West leads (NMW) Navy Medicine’s Western Pacific health care system and global research and development enterprise. Throughout the region, NMW provides medical care to nearly 700,000 beneficiaries across 10 naval hospitals, two dental battalions, and 51 branch clinics located throughout the West Coast of the U.S., Asia, and the Pacific. Globally, NMW also has oversight of eight research laboratories across the U.S. and overseas that deliver high-value, high-impact research products to support and protect the health and readiness of service members.

Donald Trump played Kim Jong Un a Hollywood-style video hyping the prospect of peace, which cast Kim as its leading man.
The video, which Trump made public later that day at a press conference, made a dramatic pitch for the benefits of peace between the two nations. You can watch the English version above.
The film, credited to “Destiny Pictures” drew on the “in a world” and “one man, one choice” framing of Hollywood action movies.
It labored the comparison further by including credits for Trump and Kim like Hollywood stars. The dramatic voiceover framed Kim as a potential “hero of his people” with the chance to achieve “prosperity like he has never seen.”
It includes a sweeping orchestral score, epic shots of earth from outer space, and horses galloping along the beach, interspersed with imagery of Kim and Trump.
According to President Trump, Kim “loved” the video, which he played in Korean to the North Korean leader and eight aides on an iPad at their private bilateral meeting.
Here is a transcript of the pivotal part of the video, which offers Kim the chance to “remake history.”
“A new world can begin today. One of friendship, respect and goodwill. Be part of that world, where the doors of opportunity are ready to be open: investment form around the world, where you can have medical breakthroughs, an abundance of resources innovative technology and new discoveries.
“What if? Can history be changed? Will the world embrace this change? And when could this moment in history begin?
“It comes down to a choice. On this day, in this time, in this moment the world will be watching, listening, anticipating, hoping.
“Will this leader choose to advance his country, and be part of a new world? Be the hero of his people? Will he shake the hand of peace and enjoy prosperity like he has never seen?
“A great life, or more isolation? Which path will be chosen?
“Featuring President Donald Trump and Chairman Kim Jong Un… in a meeting to remake history. To shine in the sun. One moment, one choice. What if? The future remains to be written.”
Trump was asked a question about the video at the press conference, during which he said he commissioned the video as a way to sell peace to Kim.
“I showed it to him today, actually, during in meeting, towards the end of the meeting and I think he loved it. We didn’t have a big screen like you have the luxury of having, we didn’t need it because we had it on a cassette, an iPad, and they played it and about eight of their representatives were watching it and I thought they were fascinated by it.
“I thought it was well done, I showed it to you because that’s the future, I mean, that could very well be the future. The other alternative is just not a very good alternative, it’s just not good.
“But I showed it because I really want him to do something.”
He later said that the video showed a vision of “the highest level of future development,” and that North Korea could also opt for “a much smaller version of this.”
China’s deployment of the Liaoning, an Admiral Kuznetsov-class carrier, has not seen anything equivalent to the Kuznetsov follies, but it is a note that China’s navy is becoming more capable by the year.
The carrier recently conducted flight deck tests of Chinese PLAN fighters and is cruising through parts of the disputed South China Sea, worrying allies in Japan and Taiwan.
Here are some photos that the Japanese Maritime Self-Defense Force took of Beijing’s latest show of force.
According to the 16th Edition of Combat Fleets of the World, the Luyang-class destroyers carry the HHQ-9 surface-to-air missile, which is comparable to the SA-N-6 Grumble used on the Kirov-class battlecruisers and the Slava-class cruisers. The Jiangkai II-class frigates carry the HHQ-16 missile, a knockoff of the SA-N-7 – the naval version of the SA-11 Gadfly.
The Liaoning can carry roughly two dozen J-15 Flankers — knock-offs of the Su-33. The carrier also will have a variety of choppers as well, most for anti-submarine warfare or for search-and-rescue missions.
Let’s face it. As 2016 has shown, we live in a dangerous world.
Furthermore, there are real problems and challenges at the Pentagon, like $125 billion in “administrative waste” over the last five years.
In less than a month, a new team takes charge, which is to be lead by retired Marine Gen. James “Mad Dog” Mattis, President-elect Donald Trump’s choice to serve as Secretary of Defense.
So, what are some of the challenges that “Mad Dog” and his team will face?
1. Getting the nuclear house in order
Most of America’s strategic delivery systems are older than music superstar, sometime actress, and veteran serenader Taylor Swift.
Of the two that are younger than her, only one isn’t “feeling 22” as the hit song puts it. In fact, in some case, very outdated tech is being used. How outdated? Try 8-inch floppy disks in an era when a micro SD card capable of holding 128 gigabytes costs less than $40.
Don’t get us wrong, most civilian employees at the Department of Defense do a lot of good. But as the active duty military dropped from 1.73 million in Sep. 2005 to just under 1.33 million in Sep. 2016, the civilian workforce increased from 663,866 to 733,992, according to Pentagon reports.
California Republican Rep. Ken Calvert noted in a Washington Examiner op-ed that the ratio of civilian employees to uniformed personnel is at a historical high.
There was $125 billion of “administrative waste” over the last five years. That money could have bought a lot of gear for the troops. This needs to be addressed as soon as possible, with Iran and China, among other countries, getting a little aggressive. The DOD’s business is to fight wars, and a little refocusing on military manpower might be needed.
3. Acquisition Reform
It is taking longer to deliver weapon systems to the troops, and they are getting more expensive.

The Air Force announced the B-21 Raider earlier this year. But it might not be in service until the mid-2020s at the very earliest — and the B-52 isn’t getting any younger. The F-35 has taken almost 15 years to reach an initial operational capability after the winner was chosen in 2001.
By comparison, Joe Baugher notes that the F-111 took about five years from the selection of General Dynamics to the first planes reaching operational squadrons — and that drew controversy back then.
4. Cyber warfare
With some of the hacks that have gone on, it’s amazing that so many people find this a snoozer. Keep in mind, this October, a massive cyberattack cost companies over $110 million — enough to buy a F-35B.
And the Pentagon needs to tighten its defenses — this past June, over 130 bugs were found when DOD offered “bug bounties” to so-called “white hat” hackers. While it’s nice a lot of the bugs were found… did the “white hats” miss any?
5. Old Equipment
Age isn’t just striking the nuclear force. Many of the systems used for conventional warfare are old as well. In a commentary for the Washington Examiner, Representative Ken Calvert (R-CA) noted that many F-15 Eagle fighters are over 30 years old. To put this into context, take a look at how old three music superstars are: Taylor Swift is 27, Ariana Grande is 23, and Ke$ha is 29. It’s past time for recapitalization.
New technology from engineers at the University of Utah is changing the lives of amputees. The robotic arm, which is being called Luke in honor of Luke Skywalker’s artificial hand in The Empire Strikes Back. The robotic arm enables recipients to touch and feel again. The device consists of a prosthetic hand and fingers that are controlled by electrodes implanted in the muscles.
A prototype has been given to Keven Walgamott, an estate agent from Utah who is one of seven test subjects. He lost his hand and part of his left arm in 2002 after an electrical accident. With the arm, Walgamott has been able to complete tasks that were previously very difficult, such as put a pillowcase on a pillow, peel a banana, and even send text messages. Study leader and University of Utah biomedical engineer Professor Gregory Clark told the Independentthat one of the first things Walgamott wanted to do was put on his wedding ring. “That’s hard to do with one hand,” Clark said. “It was very moving.”
Walgamott can even feel sensations like touching his wife’s hand, as well as distinguish between different surfaces. This is not only a major scientific breakthrough, but an emotional moment for Walgamott, who’s been without his left hand for nearly 20 years. “It almost put me to tears,” he said of using Luke for the first time. “It was really amazing. I never thought I would be able to feel in that hand again.”
Now the next step is if this technology can incorporate what this real-life amputee did with her own lightsaber!

Air-to-air dogfights have been lacking in recent years.
In one sense it is a good thing – it means the United States has been able to take control of the air very quickly. But American pilots still need to be able to practice – and not everyone can get to Red Flag or the Navy’s equivalents.
Recently the Air Force has been using Northrop T-38 Talons to help alleviate the problem. The T-38 Talon is a supersonic trainer that served as the basis for the F-5 “Freedom Fighter” and the F-5E/F Tiger. The F-5s were light, day-time fighters that were very maneuverable, and they have served as Navy and Marine Corps aggressors for the long time.
The Air Force has been using T-38s to supplement F-16s at Nellis Air Force Base in Nevada and at Eielson Air Force Base in Alaska.
Aggressor training, developed after the Ault Report showed shortcomings in naval aviation, has helped keep American airmen good, and emerged in the late stages of the Vietnam War. The famous “Top Gun” school, in particular, had a marked effect, sending kill ratios skyrocketing to over 13:1.
The other reason is that some of the private companies can offer planes beyond the T-38 for these missions. A 2016 report from DefenseOne.com noted that one company has a mix of F-21 Kfirs, A-4 Skyhawks, Hawker Hunters, and L-39 Albatross jets. Among the companies getting into the mix is Textron, which makes the Textron AirLand Scorpion.
The final reason. though, maybe the most important.
That is because turning the aggressor training over to contractors could make them even tougher opponents for Air Force and Navy pilots. While many an Air Force pilot has non-flying billets at various points in their career, contractors will be able to just keep flying and dogfighting. This will make the military pilots they face off against sweat more, but it may prove the wisdom behind one old saying: The more you sweat in training, the less you bleed in war.

The flight consisted of four MV-22 Ospreys from Marine Medium Tiltrotor Squadron 363, Reinforced, supported by two KC-130J Hercules from Marine Aerial Refueler Transport Squadron 152, and was conducted to improve upon the Osprey trans-Pacific concept that had been developed and refined over the past three MRF-D iterations.
“Being able to fly our aircraft from Australia to Hawaii is a great example of the flexibility and options that the Ospreys create for a commander,” said US Marine Maj. Kyle Ladwig, operations officer for Marine Medium Tiltrotor Squadron 363, Reinforced.

The MV-22 Osprey is a highly capable aircraft, combining the vertical capability of a helicopter with the speed and the range of a fixed-wing aircraft.

Since 1965, the Navy’s carrier onboard delivery mission has been performed by the Grumman C-2 Greyhound. The C-2s fly mail, passengers and supplies between aircraft carriers and land bases. Despite decades of overhauls and upgrades, the Navy plans to replace the C-2 with the CMV-22B Osprey by 2024. On November 20, 2020, the Osprey reached its first major milestone on its path to taking on the COD role.
While conducting routine maritime operations in the Pacific, USS Carl Vinson received an Osprey aboard its deck. The landing marked the first time that the new COD platform has ever landed on a carrier. The operations continued the next day to include a refueling and rolling takeoff.
The CMV-22B can carry up to 6,000 pounds of cargo and has a range of 1,150 nautical miles. While these performance figures are inferior to the outgoing C-2, the Osprey’s adoption is driven by its ability to support the new F-35C Lightning II Joint Strike Fighter. The Osprey is able to carry the F-35’s Pratt & Whitney F135 engine and deliver it to and from both aircraft carriers and amphibious assault ships. Additionally, the Osprey brings a slew of new capabilities to the COD role.
Modified from the existing MV-22B Block C platform, the CMV-22B includes Navy-specific features including: a secure beyond-line-of-sight HF radio, an internal PA system to address passengers, fuel jettison capability, improved cargo bay and load ramp lighting, and an extended-range capability with fore and aft external conformal fuel tanks in the wings and sponsons.
The Fleet Logisitics Multi-Mission Squadron VRM-30 “Titans”, based out of NAS North Island, California, took possession of its first Osprey this summer. The squadron is scheduled to field the Osprey on its first operational detachment aboard the Carl Vinson in 2021. The Navy plans to establish a second COD Osprey squadron, VRM-40, on the east coast and equip them with aircraft in FY2022. A training squadron, VRM-50, is also planned to be stood up in California adjacent to VRM-30.
While cyber-attacks do not kill humans outright in the way the Japanese attack on Pearl Harbor did, they degrade the faith of Americans in their political systems and infrastructure in a way that could devastate the country and that furthers the foreign-policy goals of the US’s adversaries.
“When Americans have lost trust in their electoral system, or their financial system, or the security of their grid, then we’re gonna be in big trouble,” Eric Rosenbach, a former US Army intelligence officer who served as Secretary of Defense Ash Carter’s chief of staff, said July 13 at the Defense One Tech Summit.
‘A failure of deterrence’
The US has long relied on the concept of deterrence, or discouraging nation-states from taking action against the US because of the perceived consequences, for protection.
“Deterrence is based on perception,” Rosenbach said. “When people think they can do something to you and get away with it, they’re much more likely to do it.”
While the US conducts cyber-operations, especially offensives, as secretly as possible, mounting evidence suggests that the US has not fought back against hacks by adversarial countries as strongly as possible.
After receiving intelligence reports that Russia had been trying to hack into US election systems to benefit Donald Trump, President Barack Obama told Russian President Vladimir Putin to stop and brought up the possibility of US retaliation.
A former senior Obama administration official told The Washington Post earlier this year that the US’s muted response to the 2016 hacking was “the hardest thing about my entire time in government to defend.”
“I feel like we sort of choked,” the official said.
The Post also found that Obama administration’s belief that Hillary Clinton would win the election prompted it to respond less forcefully than it might have.
While the attacks on vital US voting systems and nuclear power plants highlight recent failures of deterrence, Russia has been sponsoring cyber-crimes against the US for years.
“The Russians, and a lot of other bad guys, think that they can get away with putting malware in our grid, manipulating our elections, and doing a lot of other bad things and get away with it,” Rosenbach said. “Because they have.”
In physical war, the US deters adversaries like Russia with nuclear arms. In cyberspace, no equivalent measure exists. With the complicated nature of attributing cyber-crimes to their culprits, experts disagree on how to best deter Russia, but Rosenbach stressed that the US needed to take “bold” action.
While Rosenbach doesn’t find it likely that Russia would seek to take down the US’s grid in isolation, he pointed out that the nuclear-plant intrusions gave Russia incredible leverage over the US in a way that could flip the deterrence equation, with the US possibly fearing that its actions might anger Russia.
Russia’s malware attacks have been so successful, Rosenbach says, that the next time the US moves against Russia’s interests, fear of future attacks could “cause the US to change course.” The US losing its ability to conduct an independent foreign policy would be a grave defeat for the world’s foremost superpower.
The Navy announced Aug. 4 that its much-maligned blue digital camouflage uniform will be removed from service and replaced with the Naval Working Uniform Type III, a digital woodland camouflage pattern commonly worn by SEALs and other Navy expeditionary forces.
Despite years of development and millions of dollars spent on replacing the old Navy dungarees, sailors hated the so-called “blueberry” uniforms, joking that the pattern was only good at hiding sailors who’d fallen overboard and that the material felt heavier and less comfortable than other working uniforms.
“As the CNO and I travel to see sailors deployed around the world, one of the issues they consistently want to talk about are uniforms,” said Navy Sec. Ray Mabus in a press release. “They want uniforms that are comfortable, lightweight, breathable … and they want fewer of them.”
Mabus said that the sea service will begin moving to the woodland digital NWU Type III and away from the blue digital NWU Type I for all sailors ashore starting Oct. 1.
The Navy said the blue NWU Type I will still be authorized for wear for three years, but the service will soon stop issuing it to new sailors. Instead, enlisted sailors will be given funds to buy the NWU Type III, which is based on the AOR 2 pattern developed for SEAL Team 6.
“Over the next three years, sailors may wear either the NWU Type I or III, but effective Oct. 1, 2019, all Sailors will be expected to wear the NWU Type III as their primary Working Uniform when ashore or in port,” the Navy said.
Officers will have to buy the new uniforms with their own funds.

Some NWU Type I items, including the black parka, will be authorized for wear with the NWU Type III. For now sailors will be required to wear black boots with the Type III uniform, while expeditionary forces and those forward-deployed may wear desert tan boots at the commander’s discretion.
“This change is the first step in a multi-phased process that will streamline and consolidate the Navy’s uniform requirements, and ultimately improve uniformity across the force,” the Navy said. “The Navy has listened to Sailors’ feedback and is incorporating their desires to have a working uniform that is better fitting, more breathable and lighter weight.”
