Michael Fumarola didn’t see the rush of ocean as he sped toward the beach and toppled from his surfboard. He face-planted in the wet, goopy sand and gulped the salty water.
Red-faced and gasping for a quick breath, the blind veteran with multiple sclerosis from the Cincinnati VA Medical Center sucked in some San Diego air and couldn’t help but smile.
“That was great!” he yelled.
His instructor, Felipe Rueff, slapped his hands on both sides of his face.
“Atta boy! Do it again?”
Fumarola is one of more than 130 veterans from across the nation in San Diego, California, Sept. 15 to 20, 2019, for VA’s National Veterans Summer Sports Clinic. The annual event, presented with the Wounded Warrior Project, brings amputee, paralyzed, blind, and other veterans to learn adaptive surfing, kayaking, sailing, hand cycling and more.

Empower and develop
“This is one of the highlights of VA’s commitment to veterans,” said Dave Tostenrude, acting director of the Summer Sports Clinic. “This is one of those events that reaches a broader range of vets.
“What we’re looking for are vets looking to make changes in their lives, and we don’t care where they come from or what their issues are, we’re going to work with them, we’re going to empower them and develop a plan to be active at home.”
Dana Cummings, a Marine Corps veteran who only learned to surf after he lost a leg in a car accident, brought his company, AmpSurf, to the clinic to give the veterans one-on-one training.
“Listen,” he told the veterans before they hit the water, “Don’t worry. You’re going to be fine. I tried this before I lost a leg and failed miserably, now I do it all the time. It’s going to be a lot of fun and you’re going to have a great time.”
Cummings went over the basics of surfing, then vets, instructors and volunteers hit the surf.
“Hell, yeah, let’s do it!” said Brandon Starkey, a veteran who lost his leg in a car crash 15 days after coming home from Iraq. “If someone says they can’t do this, I call them a liar, because the only limits we have are the ones we put on ourselves.”
Fumarola was wheeled down to the surf in a special wheelchair with wide wheels, made to run over the wet sand.
“You think you’ll be able to do it?” someone asked.
“I don’t know. I guess we’ll find out,” he laughed. “I’ve never done it. But you gotta do it to find out. Someone doesn’t want to try it, that’s just B.S.”

First time for everything
A few feet down the beach, Bobby “Hutch” Hutchinson, who lost a leg in Desert Storm, was still able to get up on one knee as he rode the surf to the beach.
“Hey, I’m surfing, or trying to, anyway,” he said. “I got up on one knee, tried to get up and kind of wiped out, but I’m having a blast. There’s a first time for everything and here I am. I told some friends I was doing this and they said I’d better videotape it because they want to make fun of me.”
But for Hutchinson, from the St. Louis VA, it was about more than just a day at the beach.
“It’s about getting out of the house and having something to look forward to,” he said. “It gives you hope, you know? It gives you something to try, something different. It’s always good to try something new and color outside the box.”
It was also emotional for the instructors.
“I’ve been surfing for 47 years and teaching for 11,” Rueff said. “You see these guys drain the water, riding it all the way into the beach, it’s great. There is a healing power to the water. You can’t tell because I’m all wet, but I get really emotional.”
Fumarola said it was an experience he’ll never forget.
“I enjoyed the hell out of it. I learned I can do it. There ain’t nothing I can’t do. Life is great. Love it! Live it!”

As the coronavirus spreads in the US, “tens of thousands” of National Guard troops could be called up to assist efforts to combat the disease, the National Guard chief said Thursday.
There are more than 2,000 National Guard members on state active duty in 27 states, but the number is expected to increase. As of last Friday, only 400 Guard members were active in just six states.
“We anticipate that number going up relatively quickly, in fact doubling by this weekend,” Air Force Gen. Joseph L. Lengyel, chief of the National Guard Bureau, said at a Pentagon press briefing.
“It’s hard to tell what the exact requirement will be, but I’m expecting tens of thousands to be used inside the states as this grows,” he told reporters, adding that “this could blossom in the next couple of weeks as governors and states determine their needs.”
The National Guard has a long history of responding to disasters, including public-health emergencies such as disease outbreaks.
“We are involved in a multitude of mission sets,” Lengyel said. “The National Guard is providing medical testing, assessments, facilities, ground transportation, logistics, command and control, planners, liaison officers, and we will continue to adapt as this unfolds.”
As of Tuesday in New York, which has over 3,000 coronavirus cases, there were 900 New York National Guard troops on duty assisting at drive-thru test stations, cleaning public spaces, and distributing food, the Guard said in a statement.
“Going forward, we expect the role of the National Guard will continue to grow and evolve to meet the country’s needs during this historic pandemic,” Lengyel told reporters.
The Guard is having to implement certain force protection measures, however, as six Guard members have already tested positive for the coronavirus.
“My No. 1 priority is taking care of our National Guard soldiers, airmen and their families,” the chief said in a recent statement. “The readiness of our force will be critical to the success of this nation’s COVID-19 response efforts.”
The mother of the late Al-Qaeda leader, Osama bin Laden, has said in her first interview with Western media that her infamous son was “brainwashed” into a life of extremism.
Alia Ghanem said in the interview published by The Guardian newspaper on Aug 3 that “the people at university changed him. He became a different man,” referring to the time when bin Laden was in his early 20s and an economics student in Jeddah, Saudi Arabia.
She appeared to blame Abdullah Azzam, a Muslim Brotherhood member who became bin Laden’s spiritual adviser at the university.
Ghanem, speaking from the family home in Jeddah, said prior to that time, the future terror leader had been a shy and academically capable student.
“He was a very good child until he met some people who pretty much brainwashed him in his early 20s,” Ghanem said.
“You can call it a cult. They got money for their cause,” she said. “I would always tell him to stay away from them, and he would never admit to me what he was doing, because he loved me so much.”
The United States invaded Afghanistan in late 2001 because the Taliban-led government had protected Al-Qaeda and bin Laden, who organized the September 11, 2001, terror attacks in the United States that killed nearly 3,000 people.
The Taliban was driven from power, and bin Laden, hiding in the northern Pakistani city of Abbotabad, was killed in a U.S. raid in 2011.
British counterterrorism police are now leading the investigation into the suspected poisoning of a former Russian spy, showing that UK authorities are treating the case with increasing seriousness.
A spokesman for the London Metropolitan Police confirmed the news to Business Insider, citing the “unusual circumstances” of the incident.
“The Counter Terrorism Policing network will lead the investigation as it has the specialist expertise to do so,” Scotland Yard said. “It has not been declared a terrorist incident and at this stage we are keeping an open mind as to what happened.”
Sergei Skripal, 66, and his daughter Yulia, 33, were found collapsed on a bench at a shopping center in Salisbury, south England, on March 4, 2018. Both remain in a critical condition at a nearby hospital. An update on the substance they were both exposed to is expected on March 6, 2018.
Mark Rowley, assistant commissioner of London’s Metropolitan Police, said, “the focus at this time is to establish what has caused these people to become critically ill.”
Alexander Litvinenko was a former KGB spy who was poisoned in London in 2006. He accused Russian President Vladimir Putin of ordering his murder on his deathbed.
Meanwhile, Kremlin spokesman Dmitry Peskov called the incident “a tragic situation,” but denied knowing any information about the case, Reuters reported. He added that Russia would be ready to cooperate with the investigation if asked.
When asked to respond to media speculation in the UK that Russia had poisoned Skripal, Peskov said, “it didn’t take them long.”

On April 26, Kristin Beck hopes to realize a dream of Quixotic proportions. The decorated former Navy SEAL and trans-woman aims to unseat entrenched Democratic incumbent Steny Hoyer in the primary for Maryland’s 5th Congressional District in a long-shot bid for a seat in the House.
But on April 21, five days before the vote, she was working to balance press interviews and campaign efforts with the more prosaic tasks of keeping up the farm she lives on with her wife in southern Maryland — including planning for the delivery of four tons of fertilizer the next day.
Beck, 50, began to live openly as a woman around 2013 after retiring from the Navy in 2011 as a senior chief petty officer. Then called Christopher, Beck earned a Bronze Star with valor device and a Purple Heart over the course of 13 deployments and spent time as a member of Naval Special Warfare Development Group, better known as SEAL Team Six.
Since the publication of a ghostwritten memoir in 2013 and a CNN mini-documentary that followed, Beck has achieved public acclaim as a transgender SEAL, even spending time living out of an RV as she traveled between speaking engagements. This run for Congress, however, is not a bid for more publicity, she said, but an effort to speak for others.
“I’m looking at the political machine and I see it leaving me behind,” she said. “If you’re a little bit different, not that Crackerjack box American, we get left out. I fought to defend every person. I fought for justice for all Americans.”
Rather than being daunted by the prospect of challenging Hoyer, the House minority whip who has held his seat since 1981, Beck said she felt compelled to run because of Hoyer’s very insider status.
On her campaign web site, which Beck runs with the aid of campaign manager Mike Phillips, a Marine veteran, she outlines her stance on no fewer than 71 issues ranging from ending the marriage tax penalty to reforming the Affordable Care Act, of which she is highly critical.
Beck said her campaign is most persuasive with those in her district under the age of 30 and her most effective outreach efforts are on social media, adding that her official Facebook page gets upward of 70,000 hits per week.
And while none of her platforms deals directly with the military, Beck has perspectives on many aspects of defense policy and has been closely watching efforts to open ground combat jobs to female troops. In her thinking on this issue, the tension between her former self as a no-nonsense Navy SEAL and her present efforts to promote openness and opportunity are most visible.
Beck said she absolutely stands by earlier statements that she would like to play a role in training the first female sailors to attempt the newly opened Basic Underwater Demolition/SEAL (BUD/S) courses. But she would do so, she said, only if Defense Department brass maintained their commitment to keeping the same tough physical standards, regardless of political pressure or how well women fare in the course.
“When I was in the SEAL teams, there were women I had working for me, doing UAV and intelligence work. They weren’t SEALS, but they were direct support to SEALs, doing hardcore work,” Beck said, adding that she believed there were women who were capable of completing SEAL training and thriving in the field.
But, she said, she fears that high attrition rates for women in BUD/S — which she sees as inevitable — will cause lawmakers to put pressure on the military to relax standards or gender-norm them and push more women through.
“We know that women can’t do pull-ups as well as men. If you’re going to have them gender-norm out pull-ups, what are you going to have them do?” Beck said. “The capability and the readiness of the military is so dependent on our physical abilities and how we apply our physical abilities. If you’re going up a ladder on a ship going 20 knots on eight-foot seas, pull-ups are an indication of how well you can do that.”
Of the roughly 1,000 men who attempt BUD/S each year, about 400 make it through, Beck said.
Assuming a much smaller number of female applicants who want to be SEALs and are physically qualified, Beck estimates between two and eight women will make it each year.
But for those who do make it through, Beck said the cultural challenge of entering an all-male career field might not be as daunting as some believe.
“The professionalism and the mission outweighs so many other things,” she said. “I don’t care if you can bench-press 500 pounds, I need you to bench-press 200 pounds, but do it 40 times … that’s professionalism.”
Beck, who served in the Pentagon before retiring, said she still receives invitations to speak with military brass, most recently briefing the chief of naval operations’ strategic studies group earlier this year.
On transgender troops, she advocates better education and a case-specific approach that considers the needs of the service member and the requirements of the military. She advocates, for example, that troops who opt to start living as a different gender be sent to a new duty station for a fresh start, limiting unnecessary confusion. Those who opt to undergo the lengthy process of medical transition, she suggested, might be temporarily assigned to work in a military hospital, where they could remain on duty and keep easy access to therapy and procedures.
“The biggest advice I gave them is, ‘This is going to happen and you can have a knee-jerk reaction or you can be ready for it,’ ” she said.
Beck’s battles with post-traumatic stress disorder have been documented, and she said the greatest need for other veterans with PTSD is a network of local centers that provide a safe community and companionship, outside of an impersonal institution. Veterans, she said, could meet, see movies together, share a drink, or even do physical labor on a farm like hers.
“It will be a mentoring program, a downtown store front, with a coffee pot, a place for vets to go,” she said. “A totally non-traditional program. By vets, for vets.”
For Beck herself, she sees stability, even if her congressional bid fails. She’s working on a feature film and another book now, she said, though she declined to further describe those projects.
And after decades of deployments and upheaval, she has found some permanence.
“I live here on the farm,” she said. “Win or lose, I’m here on the farm anyway.”
Space is no longer the battlefield of the future — it’s already a contested “warfighting domain,” within which the US, Russia, and China are all jockeying for advantage.
Russia recently tested another Earth-launched anti-satellite missile, US Space Command reported on Wednesday, underscoring what US officials say is Moscow’s continued militarization of space — one factor that spurred the US to create a dedicated Space Force in 2019.
“Russia has made space a warfighting domain by testing space-based and ground-based weapons intended to target and destroy satellites,” said US Army Gen. James Dickinson, US Space Command commander, in a release. “This fact is inconsistent with Moscow’s public claims that Russia seeks to prevent conflict in space.”
While Moscow has publicly declared that it opposes the weaponization of space, this week’s launch marked Russia’s third anti-satellite test this year, using a so-called direct-ascent anti-satellite missile (DA-ASAT).
“Russia publicly claims it is working to prevent the transformation of outer space into a battlefield, yet at the same time Moscow continues to weaponize space by developing and fielding on-orbit and ground-based capabilities that seek to exploit U.S. reliance on space-based systems,” Dickinson said. “Russia’s persistent testing of these systems demonstrates threats to U.S. and allied space systems are rapidly advancing.”
As recently as April, Russia has previously tested direct-ascent anti-satellite missiles. This type of weapon launches from Earth to destroy low-Earth-orbit satellites with a kinetic warhead — meaning that the weapon’s destructive capacity depends on its velocity at impact rather than an explosive charge.
The danger of testing such a weapon on an orbital target, US military officials say, is that once a target satellite is destroyed, even in testing, it can create an orbiting debris field that could potentially damage other satellites — or, even worse, such a debris field could pose a mortal danger to manned spacecraft.
Russia is also developing “co-orbital,” space-based kinetic weapon systems, which can be launched from satellites already in orbit. Russia has reportedly tested this type of anti-satellite weapon in both 2017 and 2020.
According to a Space Force statement, on July 15 a Russian satellite released an object that moved “in proximity” to another Russian satellite. Based on the object’s trajectory, Space Force officials said it was likely a weapon rather than an inspection satellite, as Moscow claimed. That test was “another example that the threats to U.S. and Allied space systems are real, serious and increasing,” the Space Force said in a release at the time.
“This is further evidence of Russia’s continuing efforts to develop and test space-based systems, and consistent with the Kremlin’s published military doctrine to employ weapons that hold U.S. and allied space assets at risk,” said Gen. John Raymond, then commander of US Space Command and current US Space Force chief of space operations, in the release.
Russia is also testing an anti-satellite laser weapon, the US military says. And according to some scientific journal reports, Russia may be resurrecting some Soviet-era anti-satellite missile programs, particularly one missile known as Kontakt, which was meant to be fired from a MiG-31D fighter.
Whereas the Soviet-era Kontakt system comprised a kinetic weapon intended to literally smash into US satellites to destroy them, the contemporary Russian program will likely carry a payload of micro “interceptor” satellites that can effectively ambush enemy satellites (a concept not unlike that of atmospheric “drone swarms”).
Created in 2019, the US Space Force is the US military’s first new branch in more than 70 years. The Space Force falls under the purview of the Department of the Air Force — a relationship roughly analogous to that of the Marine Corps’ falling under the Department of the Navy.
“I would simply say we are building the United States Space Force to protect the free and benevolent use of that ultimate frontier, the ultimate high ground — space,” Secretary of the Air Force Barbara Barrett said during a Nov. 16 speech.
Protecting America’s satellites is a vital national security interest, upon which much of our modern world depends. Thus, with America’s contemporary adversaries, such as China and Russia, developing their own novel military capacities in space, US military leaders say it’s important to field a military branch solely devoted to waging war in this increasingly contested combat domain.
Underscoring Beijing’s increased interest in its space program, China successfully launched an unmanned probe bound for Mars in June. And on Thursday, a Chinese probe returned to Earth after recovering rock samples from the surface of the moon.
“The establishment of U.S. Space Command as the nation’s unified combatant command for space and U.S. Space Force as the primary branch of the U.S. Armed Forces that presents space combat and combat support capabilities to U.S. Space Command could not have been timelier,” said Dickinson, the commander of US Space Command, in Wednesday’s release. “We stand ready and committed to deter aggression and defend our Nation and our allies from hostile acts in space.”
The Army is preparing for the first official flights of two high-tech, next-generation aircraft now being designed with a wide range of abilities to include flying faster, flying farther without needing to refuel, operating in high-hot conditions and having an ability to both reach high speeds and hover like a helicopter.
The new aircraft are part of an Army-led effort, called Joint Multi-Role Technology Demonstrator, aimed at paving the way toward ultimately engineering a new fleet of aircraft for all the services to take flight by 2030.
Construction of two different high-tech, future-oriented demonstrator helicopters is already underway in anticipation of ground testing later this year and initial flight testing next year, Dan Bailey, JMR TD program director, told Scout Warrior in an interview several months ago.
“Things are moving along very well. We are on schedule with exactly what our industry partners have planned,” he said.
While some of the eventual requirements for the new aircraft have yet to be defined, there are some notional characteristics currently being sought after by the program. They include an ability to travel at airplane-like speeds greater than 230 knots, achieve a combat radius of 434 kilometers, use a stronger engine and operate in what’s called “high-hot” conditions of 6,000-feet and 95-degrees Fahrenheit.
“We had set 230 as the speed requirement because we wanted to push the technology. We wanted people to bring new ideas and new configurations to the table,” Bailey said in an interview with Scout Warrior several months ago.
A faster, more manueverable helicopter that can fly farther on one tank of fuel would enable forces in combat to more effectively engage in longer combat operations such as destroying enemy targets or transporting small groups of mobile, lethal ground fighters. The new helicopter will also be designed to use next-generation sensors to find enemies on the move and employ next-generation weapons to attack them, Army officials describe.
The JMR TD technology effort will inform a planned program of record called Future Vertical Lift, or FVL, which will design, build and test a series of next-generation aircraft for the Army, Navy, Air Force and Marine Corps.
“FVL is a high priority. We have identified capability gaps. We need technologies and designs that are different than what the current fleet has. It will carry more equipment, perform in high-hot conditions, be more maneuverable within the area of operations and execute missions at longer ranges,” Rich Kretzschmar, project manager for the FVL effort, told Scout Warrior in an interview several months ago.
.The first flights of the demonstrator aircraft, slated for 2017, will include developmental helicopter/aircraft from two industry teams – Bell Helicopter and a Sikorsky-Boeing team.
TWO HELICOPTER DESIGNS
The Bell offering, called the V-280 Valor, seeks to advance tilt-rotor technology, wherein a winged-aircraft with two rotor blades over each wing seeks to achieve airplane speeds and retain an ability to hover and maneuver like a helicopter.
Bell’s V-280 has finished what’s called a system-level design review where Army and Bell developers refine and prepare the design of the air vehicle.
“They have an air vehicle concept demonstrator that they call the third-generation tilt-rotor. Their fuselage was completed and it is being delivered to Bell for the build-up of the aircraft,” Bailey said.
Along with Boeing, Bell makes the V-22 Osprey tilt-rotor aircraft which is currently praised by military members for its excellent operational performance in recent years. The Osprey has two rotating rotor blades which align vertically when the aircraft is in helicopter mode and then move to a horizontal position when the aircraft enters airplane mode and reaches speeds greater than 280 knots.
The V-280 Valor also has two propellers which rotate from horizontal airplane mode to a vertical position, which allows for helicopter mode. Bell officials have said their new aircraft will be able to reach speeds of 280 knots. Bell and Army officials explain that their V-280 Valor substantially advances tilt-rotor technology.
“What Bell has done is taking its historical V-22 aircraft, and all the demonstrators before that, and applies them to this next-generation tilt-rotor. It is a straight wing versus a V-22 which is not straight. This reduces complexity,” Bailey explained. “They are also building additional flapping into the rotor system and individual controls that should allow for increased low-speed maneuverability.”
The Sikorsky-Boeing demonstrator, called the SB1 Defiant, uses a coaxial rotor system configuration. This is a design structure, referred to as a compound configuration, which relies upon two counter-rotating rotor blades on top of the aircraft and a thrusting mechanism in the rear.
“To make a rotorcraft go fast you have to off-load the rotor lift onto something else or else you run into problems when you try to reduce the speed of that rotor. Typically, you do that with a wing but Sikorsky-Boeing came up with a lift-offset design,” Bailey added.
The pusher-prop on the back of the aircraft is a small propeller behind the counter-rotating rotor heads. It is what can give the aircraft airplane-like speeds. It operates with what’s called positive and negative pitch, allowing the aircraft to lean up or down and move both forwards and backwards, Boeing officials have said.
The JMR TD program and the follow-on FVL effort will also integrate a wide range of next-generation sensors, weapons and avionics, Army officials explained.
Some of these technologies will include a “fly-by-wire” technology allowing for a measure of autonomy or automation so that the helicopter can fly along a particular course by itself in the event that a pilot is injured or incapacitated. This is the kind of technology which could, in the future, allow for unmanned helicopter operations.
Along these lines, the Army is looking for technical solutions or mission equipment which increases a pilot’s cognitive decision-making capability by effectively managing the flow of information from an array of sensors into the cockpit, Army program managers have explained in previous statements on the Army’s website – Army.mil
Army JMR TD development documents describe autonomous capability in terms of the need to develop a Human Machine Interface, HMI, wherein advanced cockpit software and computing technologies are able to autonomously perform a greater range of functions such as on-board navigation, sensing and threat detection, thus lessening the burden placed upon pilots and crew, Army experts have explained.
In particular, cognitive decision-aiding technologies explored for 4th-generation JMR cockpit will develop algorithms able to track, prioritize organize and deliver incoming on- and off-board sensory information by optimizing visual, 3-D audio and tactile informational cues, prior statements on Army.mil have said.
The idea is to manage the volume of information flowing into the aircraft and explore how to best deliver this information without creating sensory overload. Some of this information may be displayed in the cockpit and some of it may be built into a helmet display, Army officials said.
Manned-Unmanned teaming, also discussed by Army developers, constitutes a significant portion of this capability; the state of the art with this capability allows helicopter pilots to not only view video feeds from nearby UAS from the cockpit of the aircraft, but it also gives them an ability to control the UAS flight path and sensor payloads as well. Future iterations of this technology may seek to implement successively greater levels of autonomy, potentially involving scenarios wherein an unmanned helicopter is able to perform these functions working in tandem with nearby UAS.
Integration is key to the Army’s Mission Systems strategy, as the overall approach is aimed at fielding an integrated suite of sensors and countermeasure technologies designed to work in tandem to identify and in some cases deter a wide range of potential incoming threats, from small arms fire to RPGs, shoulder-fired missiles and other types of attacks, Army statements have said.
One such example of these technologies is called Common Infrared Countermeasure, or CIRCM, a light-weight, high-tech laser-jammer engineered to divert incoming missiles by throwing them off course. CIRCM is a lighter-weight, improved version of the Advanced Threat Infrared Countermeasures, known as ATIRCM, system currently deployed on aircraft.
CIRCM, which will be fielded by 2018, represents the state of the art in countermeasure technology, officials said. Future iterations of this kind of capability envisioned for 2030 may or may not be similar to CIRCM, Army developers have said. Future survivability solutions will be designed to push the envelope toward the next-generation of technology, servcie information explains.
The mission equipment for the new aircraft will be tailored to the new emerging designs, service developers said.
Additional countermeasure solutions proposed by industry could include various types of laser technology and Directed Energy applications as well as missile-launch and ground-fire detection systems, Army officials said.
The new helicopter program is also working with its industry partners to develop a new technology which might improve upon the state-of-the-art Modernized Target Acquisition Designation Sight/Pilot Night Vision Sensor, or MTADS, systems currently deployed on helicopters; MTADS sensing and targeting technology provide helicopters thermal imaging infrared cameras as well stabilized electro-optical sensors, laser rangefinders and laser target designators, according to Army statements.
The current, upgraded MTADS currently deployed on aircraft throughout the Army were engineered to accommodate the size, weight and power dimensions of today’s aircraft, dimensions which will likely change with the arrival of a new Air Vehicle built for the new JMR demonstrator aircraft.
JMR Weapons Systems Integration is a critical part of this effort. The JMR aircraft will be engineered to integrate weapons and sensor systems to autonomously detect, designate and track targets, perform targeting operations during high-speed maneuvers, conduct off-axis engagements, track multiple targets simultaneously and optimize fire-control performance such that ballistic weapons can accommodate environmental effects such as wind and temperature, Army documents on the aircraft have stated.
Air-to-Air “tracking” capability is another solution sought by the Army, comprised of advanced software and sensors able to inform pilots of obstacles such as a UAS or nearby aircraft; this technology will likely include Identify Friend or Foe, or IFF, transponders which cue pilots regarding nearby aircraft, Army officials have said.
Technical solutions able to provide another important obstacle avoidance “sensing” capability called Controlled Flight Into Terrain, or CFIT, are also being explored; in this instance, sensors, advanced mapping technology and digital flight controls would be engineered to protect an aircraft from nearby terrain such as trees, mountains, telephone wires and other low-visibility items by providing pilots with sufficient warning of an upcoming obstacle and, in some instances, offering them course-correcting flight options.
Using sensors and other technologies to help pilots navigate through “brown-outs” or other conditions involving what’s called a “Degraded Visual Environment” is a key area of emphasis as well, according to Army officials.
The Army is looking at a range of solutions such as radar, electro-optical equipment, lasers, sensors, software, avionics and communications equipment to see what the right architecture is and how we would integrate all these things together.
PROGRESS THUS FAR
In addition to conducting the first official Army-industry flight of the two demonstrators, the program is working on a Material Development Decision, designed to pave the way for the FVL acquisition program. This effort conducts a thorough examination of all the available technologies and their performance through what is called an “analysis of alternatives.”
A key advantage of a joint FVL program is that it will engender further inter-operability between the services and, for example, allow an Army helicopter to easily be serviced with maintenance at a Marine Corps Forward Operating Base, Bailey explained.
Bell and Sikorsky-Boeing teams are both done with their subsystem critical design review and the components are in fabrication and safety flight testing, Bailey explained.
“Bell has a completed fuselage that is undergoing the nuances of getting landing gear attached to it and holes for wiring. They are complete with their wing build and they are just starting to make it to the engine itself,” Bailey said.
Bell engineers have been mounting the wing to the fuselage.
“It really is starting to look like major components to the aircraft. By May it will likely look like a complete aircraft but it will not have all the subsystems,” he added.
The Sikorsky-Boeing – fuselage is complete as well, Bailey said.
“The transmission, main rotor and hubs have been forged and cast – they are in the process of preparing for final assembly,” he explained.
Both companies we have completed the final design and risk review, which is the government review of their process to say the Army understands the final design and the risks going forward.
“The demonstrators help to inform the feasibility both from the technical and affordability aspects of a future program of record,” Bailey said.
The U.S. Air Force is searching for a new company to rebuild wings on the A-10 ground-attack plane after ending an arrangement with Boeing Co., officials said.
The service plans to launch a new competition for the re-winging work and award a contract sometime after Congress appropriates full-year funding for fiscal 2018, which began Oct. 1, they said. (The government is currently running on a short-term funding measure known as a continuing resolution, which lasts through Feb. 8.)
During a speech in Washington, D.C., Gen. Mike Holmes, the head of Air Combat Command, touched on the contract with Boeing and the planned future deal.
“The previous contract that we had was with Boeing, and it kind of came to the end of its life for cost and for other reasons,” he said. “It was a contract that was no longer cost-effective for Boeing to produce wings under, and there were options there that we weren’t sure where we were going to go, and so now we’re working through the process of getting another contract.”
When contacted by Military.com for additional details, Ann Stefanek, a spokeswoman for the Air Force at the Pentagon, confirmed the planned contract will be “a new and open competition.”
Boeing has been upgrading A-10 wings for the Air Force since June 2007, according to Cassaundra Bantly, a spokeswoman for the Chicago-based company. The contract calls for replacing up to 242 sets of wings, and the company has so far received orders to replace 173, she said.
“Boeing stands ready with a demonstrated understanding of the technical data package, tooling, supply chain, and manufacturing techniques to offer the lowest risk option and quickest timeline for additional wings for the A-10 Warthog,” Bantly said in an email.
She added, “The ordering period on the current contract has expired, so the U.S. Air Force is working on an acquisition strategy for more wings. Boeing would welcome a follow-on effort for additional A-10 wings.
“We’re currently in the process of delivering the remaining wings on our contract,” Bantly said.
During a briefing at the Brookings Institution, Holmes said the Air Force requested funding in the fiscal 2018 budget to continue rebuilding wings on the A-10 Thunderbolt II, also known as the Warthog. The aircraft, popular among ground troops though a budget target for previous leaders, recently returned to Afghanistan to conduct close air support missions.
Stefanek recently told Military.com the Air Force plans to use $103 million authorized in the National Defense Authorization Act, which sets policy goals and spending limits for the fiscal year, to award a contract for the A-10 work, establish a new wing production line and produce four additional wings.
That work “is all that money funds,” she told Military.com last week.
Once the Air Force receives the funding, the competition can be announced. Whichever defense contractor wins the contract will pay for the startup to include four sets of new wings.
However, because the wings will be considered a “new start” program, the work can’t begin under a continuing resolution — the program is dependent on the fiscal 2018 and succeeding 2019 appropriations.
“In the [FY]19 program that we’re working, we also buy more wings,” Holmes said.
With a new contract, like “all new contracts” the first set of wings will be expensive as engineers work through the design phase, Holmes said, referring to working through the production line kinks that come at the start of programs.
How many more A-10s will get new wings still remains in limbo.
Air Force officials have said the service can commit to maintaining wings for six of its nine A-10 combat squadrons through roughly 2030.
“As far as exactly how many of the 280 or so A-10s that we have that we’ll maintain forever, I’m not sure, that’ll depend on a Department of Defense decision and our work with Congress,” Holmes said.
On the exact squadron number, he clarified, “It’s not a decision that we have to make right away. It’ll depend on what we have, what we need and what’s useful on the battlefield year-to-year as we go through it.”
Of the 281 A-10s currently in the inventory, 173 have already been outfitted or are in the process of being outfitted with new wings (though one of the newly re-winged planes was destroyed in a crash), Stefanek said. That leaves 109 aircraft remaining in the inventory still slated to receive the upgrades, she said.
The service has struggled with its message on how it plans to keep the fleet flying since the aircraft’s retirement was delayed until at least 2022.
Facing financial pressure, the Air Force — driven by spending caps known as sequestration — made multiple attempts in recent years to retire the Warthog to save an estimated $4 billion over five years and to free up maintainers for the F-35 Joint Strike Fighter, the stealthy fifth-generation fighter jet designed to replace the A-10 and legacy fighters.
Holmes added that as more F-35 amass themselves across U.S. bases, “I won’t be able to just add those on top of the [fighter] squadrons that I have.”
The service is looking to grow its fighter fleet to stay competitive against near-peer threats such as Russia and China. To do so, it believes it needs to increase its number of fighter squadrons from 55 to 60.
But that means it needs a variety of aircraft to sustain the fight, not just a regurgitation of old planes. Whether this means the Air Force is still weighing retiring its F-15C/D fleet sometime in the mid-2020s is unclear. Holmes did not speak to specific aircraft fleets when addressing fighter requirements.
“We’ll have to make some decisions” of what kind of aircraft to move or divest, he said. Preferred basing for F-35 bases is old F-16 Fighting Falcon bases, he said. The Air Force has been moving Vipers around various bases or into new training units since the F-35 has come online.

“It’s like a warm-up routine you do for a work out,” La Reau said. He then ticked off a list of do-nots: eat within two hours before bed, stare at bright lights, or start playing “Fortnite.”
During this time, La Reau suggests activities that will calm your nerves, maybe reading, meditation, listening to music, or dimming the lights.
Definitely: turn off your electronics.
TV watchers, e-tablet readers, “Fortnight” gamers — “They’re getting crushed with light,” La Reau, whose O2X team includes a half-dozen sleep scientists. “And that’s just going to disrupt their circadian rhythm, it’s going to trick your body into thinking it’s day and your body should be up.”
La Reau recommends writing a daily list to help you mentally prepare for the next day.

Sleep when you can.
One military sleep manual advises special operators to use the lulls in combat to nap. “Uninterrupted sleep for as little as 10 minutes may partially recover alertness,” the Naval Health Research Center report said.
A nap can boost your energy but don’t zonk out too close to your bedtime, La Reau said.
“Naps are really helpful, and any sleep is better than no sleep at all,” La Reau said. “When the baby takes a nap, that could be a good time for you to take a nap.”
Just think of it as a lull in combat.

Get a high-quality mattress, black-out shades, and a white-noise machine.
“The bedroom should be a sanctuary for sleeping and relaxation and recovery, it’s not to be used as an accessory or a work station,” La Reau said.

“Sleeping on a high-quality mattress is the best investment you’ll ever make,” he said.

“I think there’s opportunities to have those open and honest conversations,” La Reau said. “Be like, ‘You know, I’ve got a huge meeting tomorrow, I’m on a long period of travel, I’ve got a lot going on,’ or someone’s just completely exhausted.”
“‘Let me take care of all issues that come up with the kids tonight.'”

For an average service member, it takes an obligation of 20 years to retire from the military. For their furry four-legged counterparts, it takes over 30 years to accomplish the same goal in dog years of course. Marine Corps working dogs date back to Nov. 1, 1943, during World War II when 1st Marine War Dog Platoon out of Camp Lejeune, North Carolina attacked the beach of Bougainville, Solomon Islands.
Today, working dogs lead regular Marine Corps careers by deploying, taking official photos and even attaining rank. A Marine Special Operations Command working dog, however, has much more rigorous training, increased mission capability and known as a Multi-Purpose Canine (MPC).
“A dog handler is around for about five years,” said U.S. Marine Corps Staff Sgt. John Koman, multi-purpose canine handler, Marine Special Operations Command, “around the same time as them leaving we try to retire their dog.”

Roy is one such multi-purpose canine with MARSOC, and Koman just so happens to be his handler. On March 29, 2019, the command held a formal retirement ceremony to honor Roy’s five years of faithful service as a specialized force multiplier within the special operations world. After spending 16 weeks developing skills in explosives detection, tracking, controlled aggression, Roy’s amphibious capabilities, such as water insertion and extraction techniques, prepared him to serve in combat. For this accomplishment, Roy received the Military Working Dog Service Award, an award presented to working dogs and MPCs that deploy into combat.
As a Marine receives a ceremony after 20 years, MARSOC conducts the same for MPCs. Once the MPC retires, it is put up for adoption and given priority to the owner. According to results from recent data from the Department Of Defense Military Working Dog Adoption Program, more than 90 percent of military working dogs and MPC’s adopted by their handlers.
“The handler and dog have been through so much together,” said an unnamed MPC master trainer with MARSOC. “It’s a no brainer for the dog to go to the handlers.”
Before Roy was ready to transition into civilian life, the unit was required to ensure that there are no signs of aggression towards humans and animals. After this assessment, Koman was able to proceed in filing the necessary paperwork for adoption.
“When I first saw him I knew he was the dog I wanted,” added Koman, “it’s just surreal that he’s officially mine today!”
When asked about his and Roy’s plans for the future, Koman stated that he plans to give Roy the most relaxing life possible.

Russia, China, and other nations that have launched cyber attacks against the United States do not fear retribution and see no reason to change their behavior, the nominee to head the U.S. Cyber Command said.
Army Lieutenant General Paul Nakasone told the Senate Armed Services Committee on March 1, 2018, that cyber threats against the country have grown significantly, and the United States must impose costs on online “adversaries” to make them stop.
“They don’t fear us,” said Nakasone, 54. “It is not good.”
“I think that our adversaries have not seen our response in sufficient detail to change the behavior,” he said. “They don’t think much will happen.”
His comments echoed statements by the current cyber commander, Admiral Mike Rogers, in testimony before the same committee on Feb. 27, 2018.
“I believe that [Russian] President [Vladimir] Putin has clearly come to the conclusion that there’s little price to pay and that therefore, ‘I can continue this activity’,” Rogers said.
“Clearly, what we have done hasn’t been enough” to deter Russia, he said. “They have not paid a price that is sufficient to change their behavior.”
U.S. intelligence agencies have concluded that Russia interfered in the 2016 presidential campaign by hacking internal Democratic party e-mails and waging an online disinformation campaign on social-media sites, such as Facebook and Twitter.
Intelligence chiefs recently warned that Russia is using the same tactics to try to influence the midterm congressional elections in November 2018.
China, Iran, and other nations have also been accused of staging cyber attacks on U.S. facilities and government targets, although they have not been accused like Russia of attempting to interfere in the U.S. political system.
Several senators asked Nakasone what the United States should do to combat nations that infiltrate government networks, steal data from contractors, or try to influence American elections.
“We seem to be the, you know, cyber punching bag of the world,” said Senator Dan Sullivan. “Should we start cranking up the costs of the cyberattacks on our nation?”
Nakasone, who currently leads U.S. Army Cyber Command and is expected to win confirmation in the Senate, was cautious when asked what to do.
He said he would provide a series of options to U.S. President Donald Trump and U.S. Defense Secretary Jim Mattis, including alternatives that would involve actions other than retaliatory cyber attacks.
It used to be difficult for Marine Veteran Kenneth Schmitt to load his wheelchair into his car and drive to the nearest VA facility. He no longer drives, and now receives VA medical care through the VA home based primary care program.
Angela Gard, assistant nurse manager of community-based care at the Milwaukee VA Medical Center, said home based primary care allows Veterans to stay in familiar and comfortable surroundings, remain functional and maintain quality of life.

“We try to keep people in their houses longer instead of going to a nursing home,” she said. “They’ve lived there forever. It’s not very often that they want to move.”
Schmitt, who lives in rural Wisconsin, receives his primary care at home through the Union Grove VA Clinic. The clinic, located about 40 miles south of Milwaukee, serves about 3,500 Veterans a year as they face the challenges of disability, aging and chronic disease.
“It works really well for Mr. Schmitt, who lives out in the country,” said Farrah Mosley, a registered nurse based at the Union Grove clinic.
Mosley does home based primary care from the Union Grove VA clinic.
“For example, Mr. Schmitt is a diabetic,” Mosley said. “So, the dietician comes in and completes a nutrition assessment and collaborates with the Veteran to develop a plan of care with goals and outcomes. He has done really well with it and he has really brought his numbers down.”
Schmitt said he appreciates the care and the convenience offered by the program now that he doesn’t drive.
“I have been without a license for almost two years now,” Schmitt said. “Before that I had a power wheelchair that I loaded in my car, but it was so stressful. Even if someone was trying to help, it would just wear me down. By the time I would get back home, I was done for. Takes away a lot of stress.”
