The video, shot by Cpl. Clarence L. Wimberly, is part of the Marine Corps’ “Gunner Fact or Fiction” series designed to dispel common myths and misconceptions about the service’s weapon systems, the release states.
It could be argued that the history of aviation spans thousands of years, but in the last generation alone, mankind has developed technology that has allowed humanity to not only take flight, but to accomplish powerful feats of aerodynamic speed, distance, and heights. We’ve also built advanced weapons — both manned and unmanned — that have changed the scope of warfare forever.
This is a list of the top 10 fighters to transform the aerial battlespace for better… or for worse:

10. Su-27 Flanker
The Sukhoi Su-27 Flanker introduced a true modern fighter for the Soviet Union. It was developed in response to the F-15 Eagle during the Cold War and would become one of the most impressive fighter jets of the 20th century. The combination of AA-11 Archer missiles and Helmet Mounted Sight system introduced a true close-in threat to western fighters. The Su-27 might even have an edge over the F-15 in a dogfight — if the Eagle’s superior avionics let it get that close, but I’ll let you guys debate that in the comments.
Built for air superiority, the Su-27 has the flexibility for interceptor and ground attack missions and it remains in service as a multi-role fighter to this day.
The F-86 Sabre was the first swept-wing airplane in the U.S. fighter inventory. It scored countless air-to-air kills against Soviet-built aircraft during the Korean War, namely the MiG-15 Fagot. In 1948, an F-86A set a world speed record of 570 mph; model upgrades would go on to beat that record when an F-86D flew 698 mph in 1952 and then hit 715 mph in 1953.
While the United States would discontinue production of the F-86 in 1956, it still boasts the legacy of defeating its enemy with a victory ratio of 10-to-1 over the Korean Peninsula, where nearly 800 MiG-15s were destroyed at the cost of fewer than eighty Sabres.

8. Fokker Dr 1
The Fokker Dr 1 is infamous for its missions at the hands of German World War 1 ace Baron Manfred von Richtofen — otherwise known as the Red Baron. In fact, it is the very plane he was killed in after his 80th and final victory. The triplane was built to outmaneuver Great Britain’s Sopwith Triplane — and it did. While relatively slow with a maximum speed of 115 mph at sea level, it could, according to the Red Baron himself, “maneuver like a devil.”
More impressive, perhaps, were its thick cantilever wings, which needed no struts or bracing wires, unlike most other planes during the war. While later variants of the Fokker would surpass the Red Baron’s driedecker (translation: triplane), the Fokker Dr 1 earned its reputation paving the way for aerial dogfights.
The F-4 Phantom made this list not only because it was one of the most versatile fighters ever built, but also because of its bad a** Wild Weasel role during the Vietnam War. The Phantom was specifically designed to go looking for trouble, flying low and slow to light up enemy SAMs (surface-to-air missile sites).
Early models of the F-4 didn’t even have an internal gun — it was built for beyond visual range weapons. Carrying everything from the AIM-9 Sidewinder to nuclear weapons, the Phantom ushered in modern air combat as a true multi-role fighter.
With the Bf-109, the P-51 Mustang, and P-38 Lightning in the skies, it can be hard to choose a favorite plane from World War II, but we’re giving the glory to the Supermarine Spitfire. The British icon was built with an advanced all-metal airframe, making it fast and maneuverable. It was also full of firepower, and its role in the Battle of Britain against the German Luftwaffe gave the Allies a crucial victory when they needed it the most.
During the D-Day invasion, the Spitfire Mark IX carried 20mm cannons and .50 calibre machine guns, carrying out critical ground-attack missions — and even injuring General Erwin Rommel, the Desert Fox, himself.

5. F-117 Nighthawk
While stealth technology had been explored since World War II, the F-117 Nighthawk gets credit for bringing true stealth capabilities to combat. Shrouded in secrecy during its development, the F-117 was designed to attack high-value targets without being detected by enemy radar. In 1981, it became the world’s first operational stealth aircraft.
In 1999, the U.S. lost its edge when an F-117 was shot down in Yugoslavia. The details about the event are still classified, but it’s known that the aircraft landed relatively intact, potentially allowing Russia and China to enter the stealth technology game.
The F-117 saw combat during multiple operations over two decades and it paved the way for the 5th generation stealth fighters we fly today.

4. F/A-18 Hornet
The F/A-18 Hornet was the first tactical aircraft designed to carry out both air-to-air and air-to-ground missions, making it a versatile fighter for both Naval aircraft carrier duty and Marine Corps combat operations. The Hornet could switch roles easily, a feat it performed successfully during the Persian Gulf War when it shot down two Iraqi MiG-21s in fighter mode and then took out a ground target in attack mode during a mission.
The Hornet is not only the nation’s first official strike-fighter, it’s proven to be one of the most reliable as well, operating as a fighter escort, fleet air defense, and providing both close and deep air support.

3. MQ-1 Predator
The MQ-1 Predator brought true combat drones to reality and marked the beginning of the end of man-powered aerial combat. Yeah I said it. Come at me, flyboys. With its first Hellfire kill in November, 2002, the Predator changed warfighting forever.
The Predator was operated remotely by a pilot and one or two sensor operators. It was a multi-mission, medium-altitude, long-endurance asset that primarily operated as an ISR platform, but its armament capabilities offered it the ability to strike targets as needed.
The U.S. Air Force officially retired the Predator on March 9, 2018, to give way to its super-sized follow-up, the MQ-9 Reaper, which saw the Hellfire missiles of the MQ-1 and raised it some JDAMs and the GBU-12.

2. F-15 Eagle
The F-15 Eagle boasts an undefeated record in air-to-air combat, with models still in use today despite the design being from the 1970s. Its longevity can be attributed to its unprecedented acceleration, groundbreaking maneuverability, and impressive weapons capabilities. It’s high thrust-to-weight ratio and low wing-loading allow the Eagle to turn tightly without losing airspeed while its top speed above Mach 2.5 made it the first U.S. fighter capable of vertical acceleration.
It’s avionics package and armament specs — notably including the AIM 120-D AMRAAM radar-guided missile — combined with flight performance defined air superiority and it has yet to meet an enemy capable of bringing it down.
The F-22 Raptor is the most powerful air dominance fighter in the world — no, in the universe. Considered the first 5th generation fighter in the U.S. inventory, the Raptor boasts unprecedented attack capabilities, integrated avionics, and battlespace awareness, as well as stealth technologies that allow it to protect not only itself but other assets.
In air-to-air configuration, the Raptor carries six AIM 120 AMRAAMs and two AIM-9 Sidewinders, while in air-to-ground mode it can carry two GBU-32 JDAMs (while bringing along two AMRAAMs and two Sidewinders just for kicks).
The F-22’s powerful engine and sleek aerodynamic design allow it to cruise at supersonic speeds without using afterburner and its flight controls and maneuverability are unmatched by any other aircraft. Ever.

Yes, the movie has uniform errors and some technical mistakes. But, for a film about space aliens and government conspiracies, “Independence Day” actually represents the modern American military pretty accurately.
1. (1:00) America’s next great enemy begins its attack by waltzing past former U.S. military positions unopposed.
Seriously, the moon used to be America’s playground, then we abandoned it. If we had just left a residual force on the moon, we could’ve caught the alien menace and rooted it out before it got a foothold. Thanks, Obama.
2. (7:15) America’s problems start with the enemy attacking satellites.
Whether it’s China shooting a satellite with a missile or the aliens crashing into satellites, America suddenly faces some serious competition in orbit.
3. (9:25) U.S. communications equipment is quietly sabotaged.
China steals data, the aliens quietly broadcast data to control a countdown. It’s different sides of the same coin.
4. (12:20) Washington splits into Hawks and Doves before anyone has any idea what’s going on. Marine general rolls his eyes.
One civilian: Let’s just ignore it.
Another civilian: Lets kill it with missiles!

Chairman of the Joint Chiefs: And what happens if the aliens do become hostile?
President: Then god help us.
Chairman: Oh, well. It’ll just be IEDs all over again, then. A huge threat that we just hope will go away until a few thousand people or more are dead.
7. (24:30) Marine assumes everyone around him is running because they’re cowards. Doesn’t even entertain the thought that they may know something he doesn’t.

This is despite the fact that the enemy has already destroyed three cities and the Marines are about to fight an enemy that neither they nor any other human has ever faced.
10. (1:09:00) The Air Force and CIA were collecting intelligence on aliens for decades but didn’t share information with any decision makers when aliens showed up.
11. (1:44:00) All the other world militaries have consolidated their forces into mobile, international strike groups that can hide from alien incursions. America has kept their troops segregated from foreign forces and consolidated on fixed military installations.
12. (1:44:15) Other militaries of the world let America take the lead. Because, ‘Murica and apple pie.
O.K., this scene is obviously super ‘Murica. But it seems like at least one or two of the other countries would have doubted the American plan or been reluctant to follow the U.S. into a questionable scheme. And they certainly would have been working on their own plans that may be better than, “We’ll use a human computer to infect an alien computer because we don’t know how computer code works.”
13. (1:51:04) Combat pilot won’t start the world-saving mission until he gets his cigars, fulfilling his superstitions.
14. (2:12:30) Americans celebrate their victory without reservation, ignoring the fact that it came at the cost of dozens of American pilots’ lives. They also conveniently forget that there could be smaller alien ships still flying around the world. Those fighters you just parked would probably be useful in presence patrols to protect the very limited number of survivors.

With Christmas getting ever closer, we’re working our way through the armed services, figuring out what to get them for Christmas. We’ve covered the Navy and the Army so far. Now, we take a look at the United States Air Force. Yeah, if you believe the rumors, they already have it all – “five star hotels and per diem out the ass” as Dos Gringos once put it. Even still, they definitely deserve something under the tree.
8. More C-17s and C-5s
Let’s face it, there are never enough transport aircraft around — especially ones that can carry a lot of cargo. The United States initially produced the C-5 Galaxy transport aircraft during Vietnam, and then restarted production in the 1980s. It’s time to order another batch — and a few more C-17 Globemaster III while we’re at it.
7. Faster procurement of KC-46 tankers
The KC-135s are old — no, make that ancient. The plane first flew during the Eisenhower Administration. Worse, the first effort to field a replacement in 2002 got derailed, thanks to Senator John McCain. An Air Force fact sheet notes there are 407 KC-135s in service. A one-for-one replacement with KC-46s sounds like a good start.
6. New ground-launched cruise missiles
Russia has been cheating on the INF Treaty — the thing is pretty much a dead letter. So, it’s time to get the Air Force back into the ground-launched cruise missile business. Heck, maybe they can re-construct the old Gryphon launchers and equip ’em with new Tomahawks until the new cruise missiles come online.
5. More strategic bombers
Presently, the Air Force only has 76 B-52s, 62 B-1Bs, and 20 B-2s in service. Now, these are capable planes, but they can be spread very thin very easily. Since Russia is cheating on arms control treaties, America ought to make a lot of strategic bombers. A combination of restarting the B-1B production line to build 240 more, upping the B-21 buy to 295 (the same combined total of B-52G and B-52H production), and building a new version of the FB-111 would fit the bill nicely.
4. New versions of JSTARS and RIVET on a younger airframe
The RC-135 and E-8 JSTARS have both done well, but the 707 airframe is older than dirt. Fitting these systems on a new airframe would do wonders for reducing maintenance expenses.
3. More F-22 Raptors
With the growing proliferation of the Su-27/30/33/35 family and fifth-generation fighters developing in Russia and China, the 2009 decision to halt F-22 production at 187 airframes looks more and more like a mistake. To make matters worse, according to an assessment by the Heritage Foundation, a number of F-22s are unavailable due to re-fits.
2. More active fighter squadrons
During Operation Desert Storm, the Air Force had 70 active-duty fighter squadrons. Today, the combined total of active, Air National Guard, and Air Force Reserve fighter squadrons is 55, of which 32 are active-duty. So, more squadrons should be high on the list.
1. More pilots
The Air Force’s pilot shortage gets worse and worse as months go by. The fact is, the Air Force needs pilots. So, here’s hoping the Air Force gets plenty of them for Christmas.

“That was the greatest and finest moment of my life,” one of the world’s most brutal tyrants reportedly said after touring the newly Nazi-occupied French capital.
The day after Germany signed an armistice with France, Hitler and his cronies toured the Dôme des Invalides which holds Napoleon’s tomb, the Paris opera house, Champs-Elysees, Arc de Triomphe, Sacre Coeur, and the Eiffel Tower on June 23, 1940.
In all, Hitler spent three hours in the “City of Light,” but spent four years occupying northern France until Allied Forces liberated Paris, 71 years ago on Tuesday.
“The Germans were driven from many strategic parts of the city by the combined onslaught of the French military and the fury of citizens fighting for their liberties,” the Associated Press reports.
During Hitler’s brief tour, he instructed friend and architect Albert Speer to take note of the city’s design to recreate similar yet superior German buildings.
“Wasn’t Paris beautiful?” Hitler reportedly asked Speer.
“But Berlin must be far more beautiful. When we are finished in Berlin, Paris will only be a shadow.”
While sightseeing, Hitler also ordered the destruction of two French World War I monuments that reminded him of Germany’s bitter defeat.
For decades, the U.S. military and its private-sector partners have been working toward a technology straight out of science fiction: robotic suits.
And it’s no surprise. Exoskeletons could add to soldiers’ natural strength, letting troops lift seemingly impossible loads and dart across the battlefield at incredible speed.
Currently, the military is exploring creating an Iron Man-like specialized suit through the Tactical Assault Light Operator Suit (TALOS) program. The suit would provide soldiers with enhanced mobility and protection, and it would most likely run on top of an exoskeleton base.
Today’s exoskeletons vary in utility, but they can allow soldiers to carry 17 times more weight than normal and march with significantly less strain on the body. With an XOS 2 suit, for example, a solider can carry 400 pounds but feel the weight of only 23.5.
Although robotic exoskeleton suits have been in development for over 50 years, things really started picking up speed in the 1990s, leading to more and more interest from the U.S military. Now, it’s a clear priority.
As former Air Force Chief of Staff General John Jumper said: “We must give the individual soldier the same capabilities of stealth and standoff that fighter planes have. We must look at the soldier as the system.”
Early 1960s: The Man Amplifier
Throughout the early 1960s, Neil Mizen developed the early stages of the Man Amplifier at Cornell University’s Aeronautical Lab. The suit was intended to have powered gears at the joints to provide additional support and strength.
Although it was hoped that the Amplifier would have military and scientific uses, Mizen could not master the system’s powered gear system, and the suit was never completed. Even so, his research went on to inspire future exoskeleton projects.
1965: The Hardiman Suit
One of the first powered iterations of exoskeletons was General Electric’s 1965 Hardiman Suit, which was co-developed with the U.S. military. The suit built upon the research done for the Man Amplifier.
The Hardiman was intended to lift 1,500 pounds; however, the suit never managed to act as a fully unified machine, and controlling it proved impossible.
Instead, research was focused on one arm of the suit. The arm managed to lift 750 pounds, but it weighed three quarters of a ton alone. The suit was deemed impractical, and the project was eventually abandoned.
1997: The Hybrid Assistive Limb (HAL)
In 1997, the Japanese research firm Cyberdyne started the earliest prototype of the Hybrid Assistive Limb (HAL). The South Korean and U.S. militaries offered to fund the program, but the company wanted to avoid military applications for its technology.
The first prototypes of HAL were created at Tsukuba University with the aim of assisting the disabled and elderly with their daily tasks. The original HAL systems were attached to computers, and the batteries alone weighed 49 pounds.
The HAL 5
In 2013, the fifth-generation HAL prototype, HAL 5, received a global safety certificate for worldwide medical use. It was the first powered exoskeleton to receive this certification.
The HAL 5 is a full-body exoskeleton that weighs a total of 22 pounds. The system functions by sensing bio-signals on the surface of the skin, causing the exoskeleton to mirror the user’s movement. The suit can function for about an hour and a half on a full charge. The suit was used by relief workers during efforts to clean up the partial meltdown of Japan’s Fukushima nuclear power plant, because the suit could allow workers to wear more protective gear and work longer shifts without tiring as quickly.
The Berkeley Lower Extremity Exoskeleton (BLEEX)
The Berkeley Lower Extremity Exoskeleton (BLEEX) entered development in 2000 with a $50 million grant from DARPA. The prototype allowed wearers to carry upward of 200 pounds while feeling no additional weight. The exoskeleton was even capable of traversing rough terrain for extended periods of time.
The BLEEX has been designed so that the legs can be easily removed from the back if the device loses power — thus transforming it back into a standard backpack.
Springtail Exoskeleton Flying Vehicle
In 2001, Trek Aerospace ran its first test of the now-defunct Springtail Exoskeleton Flying Vehicle. The Springtail was considered for military development and even allowed for vertical flight. But ultimately, the project was deemed impractical and never took off.
The Springtail was unique in that it would allow soldiers to fly and hover, effectively taking the role of a personal vertical takeoff and landing (VTOL) vehicle. The Springtail had a maximum speed of 113 miles per hour and could fly for 184 miles and carry a payload of 358 pounds.
Also in 2001, U.S. Army Rangers veteran Monty K. Reed set up North Seattle Robotics Group. The group opened the They Shall Walk non-profit, dedicated to developing LIFESUIT exoskeletons for the disabled.
Reed had a parachute accident while in the military in 1986 that left him with permanent back injuries. During his recovery, Reed became fascinated with the exoskeletons in Robert Heinlein’s novel “Starship Troopers.” The LIFESUIT is in a late stage of development, and it has entered widespread medical trials.
In 2000, Sarcos, an engineering and robotics firm in Utah, began designing the XOS Exoskeleton after receiving a grant from DARPA. DARPA accepted Sarcos’ exoskeleton design in 2006, and production of prototypes began that year.
The XOS had to stay connected to a power source to maintain movement. But the suit performed remarkably within this limitation: The XOS allowed users to lift significantly more weight than they could previously. Its actual-to-perceived-weight ratio was 6:1, meaning that a 180-pound load would feel like only 30 pounds.
A lighter, more efficient XOS
In 2007, the defense giant Raytheon purchased Sarcos. In 2010, Raytheon-Sarcos released the XOS 2. The XOS 2 featured a host of improvements over the XOS.
The XOS 2 suit allows users to lift heavy objects at an actual-to-perceived-weight ratio of 17:1. The suit also required 50% less energy than the XOS, while also weighing 10% less than its predecessor.
The XOS 2 is also touted as being more precise, faster, and more portable than the XOS. The military is considering using the XOS 2 in its TALOS project.
The Human Universal Load Carrier
The Human Universal Load Carrier (HULC) began development in 2000 with Berkeley Bionics, which later changed its name to Ekso Bionics. The HULC was a third-generation exoskeleton system, and it incorporated features from two previous Ekso Bionics prototypes.
The HULC was proved to augment the strength of its wearers, allowing them to lift 200 pounds without impediment. The HULC also lowered the wearer’s metabolic cost, meaning soldiers could march with a load while having a decreased oxygen consumption and heart rate.
The HULC’s Military Applications
In 2009, Ekso Bionics licensed the HULC to Lockheed Martin for research into possible military applications. Lockheed continued its development of the HULC along the same lines as Ekso Bionics, but it increased the functionality of the suit to match the military’s needs.
HULC is multi-terrain operational, supports front and back payloads, and has enough power to last for an eight-hour march before having to be recharged. HULC allows a user to perform deep squats or crawl while wearing it, and it supports upper-body lifting as well. HULC is one of the exoskeletons currently being examined by the military for possible use in its TALOS Iron Man suit.
The X1 Mina — NASA’s Exoskeleton
NASA announced that it was creating an exoskeleton as part of a partnership with the Florida Institute for Human and Machine Cognition. The X1 Mina Exoskeleton will have dual functionality. In space and low-gravity environments, the joints of the suit will be stiffer, providing the astronauts with exercise to combat muscle atrophy.
NASA also envisions that the X1 can be used by paraplegics and others with disabilities to provide support while walking. In this case, the X1’s joints can be loosened, providing support to the wearer without being physically taxing.
The Warrior Web Program — DARPA’s Exoskeleton Of The Future
DARPA began its Warrior Web program, aimed at creating a soft and lightweight under-suit that protects wearers’ joints and helps increase the amount of weight a soldier can easily carry while using less than 100 watts of power. One of the most promising designs has come from the firm Boston Dynamics.
The Warrior Web program has produced small exoskeleton-like clothing designs that are meant to be worn under normal uniforms. The overall goal of the program is to increase the endurance of soldiers by lessening the strain on their muscles.
Over the past 50 years, exoskeletons have gone from an unproven and even slightly fanciful technology to systems with medical and aerospace applications. They are becoming lighter, more energy-efficient, and more flexible — meaning that it is probably just a matter of time before the U.S. develops a practical military version.
There has been a lot of web chatter over the last few months about whether the F-35 Lightning II is an ace maker or a total grape. Most of the discussion has centered around a 1v1 test hop that pitted an F-35 against an F-16, and the outcome of that event varies by URL.
One thing is true: In spite of the fact the post-9/11 wars haven’t featured anything in the way of air-to-air engagements (Google “Aces of the Taliban” and see what you get), dogfights aren’t necessarily dead. If the F-35 ever goes up against an enemy with a real air force, eventually it will be forced into the visual arena. And regardless of how much stealth and other high-tech gee-wizzery the program hangs on the airframe, the airplane will always be subject to the laws of physics. (Okay, that’s two true things.)
In spite of the variety of opinions, several common themes have emerged that suggest the best way to fight the F-35 in the event stealth and BVR weapons don’t do the trick.
1. You’re going to be pulling Gs, so make sure your helmet fits
The F-35 is designed with a super-Gucci helmet (that costs $500,000) that’s supposed to do all kinds of cool stuff that basically makes a heads-up display old news. But it won’t work right if it doesn’t fit. Reports indicate that the F-35 pilot in the 1v1 with the F-16 was wearing a helmet that was so big that his head spun freely inside of it, which probably didn’t help with the accuracy of the symbology or, for that matter, just keeping sight.
Also remember the F-35 helmet works with cameras throughout the airframe to give the pilot the ability to see through the fuselage (like Space Ghost), although if you’re looking at your opponent through the bottom of your jet you’re probably getting your ass handed to you.
2. Drive your opponent ‘one-circle’ and get him slow
Web wisdom indicates that the F-35 is a ‘bleeder,’ which means it dissipates airspeed in a hurry when in a hard turn, so it would be a bad idea to try a two-circle power fight against an airplane that doesn’t have that problem — like a well-managed F-16. After the merge the F-35 pilot should mirror the direction the opponent turns and work hard to keep the ranges close. The ultimate goal is to get the opponent beat down so the fight turns into one where the guy who can maintain the highest alpha wins — because that guy on paper is the F-35.
Word on the streets is the F-35 has great pitch authority at low airspeed, and this makes sense when you consider the shape of the airplane and how much the horizontal stabs deflect at full throw.
3. Use your sensor and missile superiority to get the first shot
If you complete the previous steps well, you will be the first guy to get nose on. Don’t pass up a valid shot.
4. Be careful when you try to bug out
The F-35’s energy addition rate is average, and it’s top end speed is below average, so bugging out can’t be an afterthought. Remember: you only have one engine, and old fighter pilots have a saying about stealth technology — it doesn’t work against bullets.
The U.S. military personnel system is badly outdated and must be reformed dramatically to allow the armed services to recruit and retain men and women with the skills needed to deal with today’s vastly different threats and technology, a high-profile panel of defense experts said March 20.
A new report developed by 25 former military and civilian defense officials — including top enlisted leaders, former generals and lawmakers on defense committees — for the Bipartisan Policy Council emphasized giving the armed services much greater flexibility to manage their personnel than they’re allowed to do now.
The existing personnel system “is outdated. The last time it was changed was in 1947, coming out of World War II,” said former Defense Secretary Leon Panetta, one of the four co-chairmen of the study.
“We’re at a time that if we don’t reform our personnel system, we will begin to undermine our defense,” Panetta warned.
To increase flexibility, the report recommended:
1. Letting people stay longer
The experts recommend replacing the traditional “up-or-out” structure and its rigid timelines for promotion with a “perform to stay” model for advancement.
2. Entering as a staff officer or NCO
Instead of coming in as a buck private or 2nd lieutenant, the report suggests allowing lateral entry at advanced rank for individuals with critical skills, such as those with cyber and information technology expertise.
3. Going back and forth
The experts suggest letting service members more easily move between active and reserve status and allowing temporary breaks in military service for education or family reasons.
4. Reform military compensation
The authors suggest replacing the current military pay table — which provides increases for longevity and increased rank — to “ensure compensation is commensurate with increased responsibility and performance.”
5. Kick malingerers out
The experts say the services need to institute annual involuntary separate boards to “remove low performers in over-manned specialties.”
6. Reform TRICARE
The authors suggest increasing TRICARE enrollment fees for military retirees to cover 20 percent of coverage cost, and waiting until 2038 to grandfather all current service members.
They also suggest offering a new TRICARE option for dependents that would leverage a private employer’s contributions and reduced TRICARE cost.
7. Healthcare reform
The military experts recommend establishing pilot programs to test use of commercial health insurance benefits for reservists and their family members, military retirees and family members.
The report also suggests increasing access to higher quality of Defense Department-provided child care.
8. Help the spouses
The study authors also want to improve ways to help military spouses get and keep jobs, including giving service members more say in duty station changes.
9. Boost the force
And to reduce the stress on families from the high operational tempo, the report recommends adding military personnel.
The report also calls for greater efforts to expand the military’s outreach to a broader segment of Americans, including:
10. More ROTC
Expand Reserve Officer Training Corps program to all levels of higher education, including post-graduate and community college.
11. Women in the draft
Require women, as well as men, to register with the Selective Service and make all registrants take the military entrance examination.
To enable the services to increase end strength and provide the training and tools service members need, the report’s authors emphasized the need to repeal the 2011 Budget Control Act, with its arbitrary limits on defense spending, and return to a regular budget process that would enable defense leaders to plan ahead for the forces and equipment they need.
The committee that conducted the study and drafted the report included five retired flag or general officers, a retired Marine Corps master sergeant, former high-ranking officials from the Defense Department and other federal agencies, former members of Congress who served on the Armed Services Committees and the chief executive of Blue Star Families, a support organization.
The report is titled “Building a FAST Force,” with the initials standing for Flexible, able to Adapt and to Sustain the force and to be Technology oriented.

The right to keep and bear arms is a longstanding, often glorified right protected by the US Constitution.
Americans own nearly half of all the civilian-owned guns in the world, and on a per capita basis, the US has far more guns than any other nation.
Certainly, many countries are awash with guns. Among the nations with the most firearms are Serbia, Yemen, Switzerland, and Saudi Arabia.
There are only three countries, however, that have a constitutional right to keep and bear arms: Mexico, Guatemala, and the United States — here’s why.
Just south of the US border, the Mexican government has a strict hold over civilian gun ownership. Although Mexicans have a right to buy a gun, bureaucratic hurdles, long delays, and narrow restrictions make it extremely difficult to do so.
Article 10 of the 1857 Mexican Constitution guaranteed that “every man has the right to keep and to carry arms for his security and legitimate defense.” But 60 years later in 1917, lawmakers amended it following Mexico’s bloody revolution.
During the rewriting of the constitution, the government placed more severe restrictions on the right to buy guns. The law precluded citizens from buying firearms “reserved for use by the military” and forbid them from carrying “arms within inhabited places without complying with police regulations.”
Today, Mexicans still have a right to buy guns, but they must contend with a vague federal law that determines “the cases, conditions, requirements, and places in which the carrying of arms will be authorized.”
In 2012, The New York Times reported that only members of the police or military can buy the largest weapons in Mexico, such as semiautomatic rifles.
“Handgun permits for home protection allow only for the purchase of calibers no greater than .38,” the Times wrote. One man who wanted to buy a pistol had to pay $803.05 for a Smith Wesson revolver.
Perhaps the biggest hurdle of all is that there is only one shop in the entire country where Mexicans can go to buy guns, and it’s located on a heavily guarded army base in Mexico City.
Like Mexico, Guatemala permits gun ownership, but with severe restrictions. The right to bear arms is recognized and regulated by article 38 of the current constitution, which was established in 1985.
“The right to own weapons for personal use, not prohibited by the law, in the place of in habitation, is recognized,” the document says. “There will not be an obligation to hand them over, except in cases ordered by a competent judge.”
Although Guatemalans are not allowed to own fully automatic weapons, they are allowed to buy semi-automatic weapons, handguns, rifles, and shotguns if they obtain a permit. Still, that can be difficult.
For example, individuals who want to purchase a gun for private security purposes need approval from the government. They are also limited in how much ammunition they can own, and they must re-apply and re-qualify for their firearm licenses every one to three years, according to GunPolicy.org.
Despite the restrictions, guns are widely available in Guatemala. In fact, it has one of the highest gun ownership rates per capita in Latin America, according to Insight Crime. The same organization also noted that 75% of homicides in Guatemala involve a gun.
Although Mexico and Guatemala both have a constitutional right to bear arms, the US is in a league of its own simply because it is the only country without restrictions on gun ownership in its constitution.
The second amendment states: “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
Those words were adopted in 1791 and have since inspired other countries around the world to provide their citizens with the right to own guns. Only 15 constitutions (in nine countries) “ever included an explicit right to bear arms,” according to The New York Times.
They are Bolivia, Costa Rica, Colombia, Honduras, Nicaragua, Liberia, Guatemala, Mexico, and the US. All of those countries, excluding Mexico, the US, and Guatemala, have since rescinded the constitutional right to bear arms.
