Over 200 vehicles provided to the Afghan government by the United States have fallen into the hands of the Taliban in Badakhshan province. That shocking claim comes from a former Afghan intelligence chief who claims that the vehicles include High-Mobility Multipurpose Wheeled Vehicles.
“We lost 200 Humvees and Rangers in two or three months as the result of incompetence. Imagine what has happened to the people in those two or three months,” Rahmatullah Nabi told TOLO News. Faisal Bigzad, the governor of Badakhshan province, has urged that NATO assist the Afghan government by destroying the stolen vehicles.
The story might sound familiar for another reason. Humvees and other vehicles provided to the Iraqi government were captured by ISIS when the terrorist group seized control of portions of Iraq. American air strikes have since destroyed some of that equipment. However, ISIS and the Taliban aren’t the first American enemies to get their dirty mitts on American military gear.

Way back in the War of 1812, several American vessels, including the frigates USS Essex, USS Chesapeake, and USS President were among those captured by the British in the fighting. The U.S. Navy, of course, captured or sank a number of British ships as well.
At the end of the Age of Sail, the Civil War saw some American ships captured. Most famous was the USS Merrimac, which was repurposed into the ironclad CSS Virginia. But the USS United States, one of the original six frigates ordered in 1797, was also captured by the Confederacy and briefly used until it was scuttled.
In World War II, Japan captured the four-stack destroyer USS Stewart (DD 224). The Stewart had fought in the Dutch East Indies campaign in January and February 1942 before being damaged. As Japanese forces neared, Allied personnel used demolition charges to try to scuttle her.
Despite the scuttling attempt and a hit from a Japanese bomber, the Stewart’s wreck was captured and the Japanese fixed her up and put her into service as Patrol Boat 102. The ship would be notable for assisting the sub chaser CD 22 in sinking the USS Harder (SS 257). After Japan surrendered, the old USS Stewart was recovered, although the name had already been assigned to an Edsall-class destroyer escort, DE 238. The ship was eventually sunk as a target.
Germany, though, takes the prize for its acquisition of American gear. Perhaps its most notable coup was the way the Luftwaffe was able to either capture or cobble together as many as 40 B-17 Flying Fortresses.
The captured planes were often used by Kampfgeschwader 200, sometimes for inserting agents or for reconnaissance. But some were used to infiltrate Allied bomber formations.
Even after World War II, American gear fell into enemy hands far too often. In 1975, a lot of American equipment fell into Communist hands when South Vietnam fell, including F-5E Tiger IIs, C-130 Hercules and C-123 Provider transports, and A-37 Dragonfly attack planes.
In 2005, Hugo Chavez threatened to give China and Cuba F-16 Falcons that the United States had sold to Venezuela in the 1980s. The Soviet Union acquired an F-14 Tomcat from an Iranian defector. In 2006, Marines in Iraq killed a sniper team of two insurgence who were trying to carry out a sniper attack, and recovered a M40A1 sniper rifle that had been lost in a 2004 ambush.
American gear falling into enemy hands is not new — there has been a long history of that happening in the past. Infuriatingly, it will happen in the future, despite the best efforts of American military personnel.
American women risk their lives for their country every day. In fact, women have served alongside men in combat long before they were legally “allowed.” That being said, women didn’t have the option of joining the military in fields outside of nursing until after the Vietnam War. With such a history, it’s important to tell the stories of the women who served and lost their lives while defending our country.
Honoring our fallen warriors is a longstanding, sacred traditional in our military. It’s part of our DNA to recognize the sacrifice of those that die in combat.

Hailing from her hometown of Tuba City, Ariz., Piestewa was from a military family. She was the daughter of a Vietnam veteran and the granddaughter of a World War II veteran. Her own interest in the military began in high school, where she participated in a junior ROTC program. Piestewa enlisted in the Army and was attached to the 507th Maintenance Company in Fort Bliss, Texas and deployed to Iraq after the 2003 U.S.-led invasion.
Piestewa was driving the lead vehicle in a convoy when one of their vehicles broke down. They stopped to make a repair, then continued north to catch up to the rest of the convoy. Along the way, they made a wrong turn and were ambushed by Iraqi troops.
The missing numbered 15 total.
A few days later, Pfc. Jessica Lynch was rescued from an Iraqi hospital. Nine members of the 507th were killed in action, including Piestewa. A rocket-propelled grenade hit the Humvee she was driving.
Piestewa left behind a son, a daughter, and a mother and father, Terry and Percy Piestewa, who toured the country attending memorial services held in her honor.
She was posthumously promoted to Pfc. Lori Ann Piestewa and Arizona’s offensively-named “Squaw Peak” was renamed Piestewa Peak. It was “given the name of hero,” as her tribe described it.
Lori Piestewa will live forever in our memory and in the memory of her fellow soldiers as the Hopi woman warrior that gave her life for her country: White Bear Girl.
With more than 900 missions under his belt, Johannes “Macky” Steinhoff was one of the most famous German fighter pilots during WWII and was reportedly known as the “Handsomest Man in the Luftwaffe.”
Operating everywhere from the western to the eastern fronts, Steinhoff squared off with some of the world’s best pilots at the time and racked up 176 victories. But he was also shot down a dozen times.
The German ace nearly rode his damaged plane all the way down to the ground every time because he didn’t trust that the parachutes would properly deploy if he jumped out.
Although he was very efficient during the war, Steinhoff was known for spearheading the fighter pilots’ revolt of January 1945 by voicing concerns to the corrupt leadership in the Third Reich’s high command who in return accused their pilots of cowardice and treason.
For this role in the rebellion, Steinhoff was threatened by his commanders with court-martial and banishment to Italy.
Towards the end of the war, Steinhoff took flight on a mission in his Messerschmitt Me-262 jet but was shot down soon after by Allied forces — officially ending his involvement in war.
The German ace fighter was so badly burned in his last crash he would receive 70 operations to help restore his facial structures.
In February 1994, the German general passed away from heart failure at the age of 80.
The U.S. Military Academy has unveiled its football uniforms for the 2016 Army-Navy game, and they’re awesome tributes to the All American paratroopers and glider troops of World War II.
The dark gray jerseys are adorned with patches, unit crests, and mottoes of regiments that fought within the 82nd “All American” Airborne Division during the invasions of Normandy, Italy, and Holland.

The U.S. Army began experimenting with Airborne operations in 1940 by forming a test platoon. Over the course of World War II, paratroopers and glider soldiers were asked to test and develop airborne tactics and equipment in combat, jumping behind enemy lines or onto the flanks of friendly units to disrupt attacks or quickly reinforce vulnerable elements.
The 82nd Airborne Division fought primarily against the Germans during the war, though they faced some Italian units during fighting in that country.
The 82nd Division is the only full airborne division left in the U.S. military. Most airborne forces have been deactivated since the peak of fighting in World War II. Other previously airborne units — most notably the 101st Airborne Division of “Band of Brothers” fame — have transitioned to other missions.
On May 18, 1291, Acre, the last Crusader stronghold in the Middle East, fell to the Muslim Mamluks, ending Crusader control of the Holy Land.
European Christian Crusaders had been reeling from Sala-a-din’s conquest of Jerusalem in 1187. The Third Crusade recaptured Acre (in modern-day Israel) for the next 100 years. But in that time, one by one, Crusader cities would fall to the Mamluk Sultanate.
The Muslim Mamluks came to power in the region in 1250, marking a shift in the balance of power in the region. The Muslims were then able to compete with the heavy cavalry of the Crusader knights – and they did.
Crusader cities in Caesarea, Haifa, Galilee, and Antioch sparked more Crusades from Europe, but they were largely ineffective. Latakia fell in 1278, Tripoli in 1289. Acre was surrounded.
The Crusaders hoped for either an army from Italy or an unlikely alliance with the Mongols. Neither materialized and the Mamluks laid siege to Acre on April 5, 1291. By May 18, Al-Ashraf Khalil’s 222,000-strong army entered the city and killed its Crusader defenders, ending the last Crusader control of the region.
The Siege of Acre, also known as the Fall of Acre, marked the end of further crusades to the Levant. With the fall of Acre, the Crusaders lost their last major stronghold of the Kingdom of Jerusalem, and by 1302 with the loss of Ruad, they were no longer control any part of the Holy Land.

As an overseas hub for U.S. military bases, Okinawa, Japan is known among troops for its beautiful coastline, hot and humid weather, and a unique fusion food simply referred to as TRC.
“Tacos had already been introduced to Okinawa by the Americans, but it was more like a snack – not very filling for Americans. And it was something you couldn’t find at a restaurant,” Parlor Senri restaurant’s Sayuri Shimabukuro Shimabukuro told Stripes Okinawa. “Matsuzo decided to substitute the taco shell with rice, which is relatively faster to cook and also filling. Parlor Senri’s customers were 100 percent Americans, and in order for the wait staff to explain the dish, he named it taco rice.”
TRC, or “Taco, Rice, and Cheese,” — a Mexican-Japanese fusion dish that exists only because of the U.S. military presence on the island — is most simply put, a giant taco salad with rice instead of the taco shell. First introduced on the island in 1984, it’s now a staple among U.S. service-members stationed there.
The dish is so popular among troops that most shops that serve it are literally walking distance from the base gates. There’s even a Facebook page dedicated to it.
There’s considerable debate among shop owners as to who came up with TRC first. According to Stripes Okinawa, multiple shops in Kin (the town outside Camp Hansen) claim it was their idea. But while we’re trying to figure out who cooked it first, you can always make it yourself at home.
In November 2015, a laptop-sized container of Iridium-192 disappeared from a storage facility near the Iraqi city of Basra. Iridium-192 is a highly radioactive and dangerous material used to detect flaws in metal and to treat some cancers. It’s also one of the main potential sources of radioactive material that could be used in a “dirty bomb.”
Its potential for misuse and the the location of the theft worries Iraqi officials that the material could be in the hands of ISIS (Daesh) militants. The fears sparked a nationwide hunt for the material.
A U.S. oil company, the Houston-based Weatherford, is the alleged owner of the storage facility where the material was lost, but the company denied it. The material itself is owned by a Turkish company, whom Weatherford says had control of the bunker.
“We do not own, operate or control sources or the bunker where the sources are stored,” Weatherford told Reuters. “SGS is the owner and operator of the bunker and sources and solely responsible for addressing this matter.”
The iridium isotope loses its potency relatively easily, when compared to other potential sources of radioactive material, and ir-192 cases seem to go missing much more frequently than one might expect, especially in the United States.
Iridium-192 emits high energy gamma radiation and exposure to the isotope can cause burns, radiation sickness, and death. It also exponentially increases risks of developing cancer.
Ryan Mauro, an adjunct professor at Clarion Project, a think tank that tracks terrorism, downplayed the danger to Iraqi and Kurdish forces.
“Shaping headlines is essential to ISIS’ jihad … beheadings, explosions and most brutal acts have become stale,” Mauro told Fox News. “A dirty bomb attack would be major news, regardless of how many immediate casualties occur.”
In a report released earlier this summer, the Department of Defense Inspector General has determined that the Army’s finances are a world-class mess. Reportedly, the service made $2.8 trillion in adjustments to make their books balance just in one quarter of 2015 in spite of the fact that the entire defense budget for that fiscal year was $585 billion.
According to Reuters, the Army’s books are so jumbled that they may be impossible to audit – and the Army is facing a September 30, 2017 deadline to be ready for one. The harsh IG report concluded the Army “materially misstated” its financial statements for 2015.
Making the task of squaring the Army’s books harder is the fact that over 16,000 documents have vanished from the Army’s computer system. The Defense Finance and Accounting Services (DFAS), the Pentagon’s primary agency responsible for accounting services, routinely changed numbers without justification at the end of the year, something employees of that agency referred to as the “grand plug.”
“Where is the money going? Nobody knows,” DOD critic and retired analyst Franklin Spinney told Reuters.
The Army has taken issue with the IG report, claiming that the total discrepancies total just under $62.5 billion. An Army spokesman said, “Though there is a high number of adjustments, we believe the financial statement information is more accurate than implied in this report,” that and that the Army “remains committed to asserting audit readiness” and that steps are being taken to root out the problems.
The cacao seed was used as currency in pre-colonial times to trade for goods and services. It’s a little hard to imagine that the deceptively simple bean that comes out of the Theobroma Cacao tree could have a value greater than gold. Yet, when you consider the indigenous creation myth across various Mesoamerican cultures, you can see why it was held in high esteem.
Food of the Gods
Behind the fruit there are reasons that made it especially valuable at the time. In mythology “his arrival” is attributed to Quetzalcóatl. The story goes that he brought it to earth to show men a food that was not disdained by the gods.

For the European settlers engaging in trade, nothing could be more advantageous: trade goods for chocolate and sell it across the Atlantic to the aristocracy at a high price. To the traders from Spain, England, Italy and the American colonies, cacao was in high demand, and since it was also a currency, money literally grew on trees.
The word cacao means “food of the gods.” At 50,000 years old, it is one of the oldest words in the world. Its origins stem from South America and travel into Central America up to Mexico. It was consumed as a drink by the Aztec nobility and was a universal currency across North, Central and South America. Theoretically, if you could travel in the Americas, the cacao would have been the Dollar of the ancient world.
Growing cacao today is a challenge, but was even more so in pre-colonial times. Cacao plantations are small operations of up to five acres to prevent the spread of disease and pests. However, the plant is very sensitive and growers are mentally prepared to lose their whole crop yield – because it happens often. Hazards like too much wind or too much water can kill trees younger than two years old.
Many varieties of cacao exist, and they can be grouped into three general divisions: forastero, criollo, and trinitario. Forastero varieties are most commonly used in commercial production, whereas criollo varieties are very susceptible to disease and are not widely grown. Trinitario is a hybrid of the forastero and criollo varieties and produces a flavourful bean that is used in high-quality dark chocolate.

For the first five years of their lives, the flowers and budding cacao seeds are trimmed. This is done to ensure the most nutrients and energy are used to grow and strengthen the tree. It is at this five-year mark when the seed pods can be harvested. When harvesting the cacao pods workers cut them off instead of ripping them off. The pods will grow again during the next season in the same location, so harvesters are careful to cause as little damage to the branches as possible.
The tree is also susceptible to pests such as the broad mite, flower-eating caterpillars, helopeltis and the yellow peach moth. Growers must trim excess branches and leaves to make sure it is as healthy as possible and energy isn’t diverted from essential areas. All of this, frankly, is a pain in the a** even with today’s technology, so one can appreciate how valuable the seeds were before modern agricultural practices.
Another benefit of the cacao seed as currency was that since it was biodegradable, it prevented hyperinflation by disintegrating after one year or so. However, the seeds are bulky and can get destroyed by accident when transported over long distances.

Dennis Wolfe, Retired U.S. Army sergeant major, received U.S. Special Operations Command’s 2018 Bull Simons Award April 18, 2018, in Tampa, Florida. His remarkable five decade career in and out of uniform pioneering explosive ordnance and disposal tactics for special operations was the basis for the award. His expertise established a world class program to counter weapons of mass destruction becoming the standard for the United States government and our international partners.
The lifetime achievement award recognizes recipients who embody the true spirit, values, and skills of a special operations warrior. Col. Arthur “Bull” Simons, whom the award is named after, was the epitome of these attributes.
Wolfe was born in Port Trevorton, Pennsylvania and raised in humble surroundings where there was not much of a chance to make a decent living and travel.
“It was 1962 following graduation from high school and there was very little opportunity where I grew up and was raised and I always had this dream of seeing the world and knew there was a lot out there and probably the way to do it was to join the service,” Wolfe said. “I, of course, had no idea what I was getting into.”
During basic training an unfortunate injury would turn out to be a fortunate career opportunity for him.
“My basic training was in Fort Gordon, Georgia and I wanted to go airborne, but I injured my knee so they put me in a garrison unit. The guys in the garrison unit convinced me I should go to explosive ordnance disposal school, which I did,” said Wolfe. “In the EOD field I was on presidential support, VIP support, supporting the secret service.”
After serving more than a decade, he became a mentor in the EOD career field and was teaching future conventional Army EOD specialists. Then his career took an unexpected turn.
“One of my assignments in the EOD field was as an instructor at Redstone Arsenal and that is where I got a call to come to Fort Bragg for an assessment and selection process for a unit that was starting up,” said Wolfe.
The assessment and selection was for a unit whose mission would be hostage rescue and counter-terrorism. During the assessment and selection process he was noticed right away by future USSOCOM Command Sgt. Maj. Mel Wick.
“The assessment and selection process that Dennis went through was one of the toughest mental and physical selection processes in the world,” said Wick. “There were several reasons Dennis was chosen. We did some psychological testing. We did a lot of interviews with people he had worked with and he had a very important skill that was missing in the group we were assembling. It didn’t take him long at all to earn the respect of the other more experienced Soldiers that he was in the training course with.”
Another famous special operator from that era, former USSOCOM Commander Gen. Peter Schoomaker, and 2016 Bull Simons Award recipient recognized that Wolfe was a unique asset. “Dennis was a little different than most the rest of us because he came with a specialty [EOD] that wasn’t familiar to us which in the long run was fortuitous,” said Schoomaker.
It would not be long before Wolfe would take part in some of the country’s most dangerous missions, among them the invasion of Grenada, and the failed Iranian hostage rescue attempt known as Operation Eagle Claw.
“We got word that the embassy in Iran had been taken over by terrorists. They said that probably was going to be a mission that this unit was going to be involved in,” Wolfe said. “That mission eventually became Eagle Claw where we planned to rescue 52 hostages.”
“When we were preparing for Eagle Claw Dennis was able to provide a lot of assistance there for the planning and preparation for that,” Wick said. “He was heavily involved in figuring out the breaching charges for the walls. He was also going to be key to looking for and disarming booby traps.”
The failed Iranian hostage rescue during Operation Eagle Claw had an impact on many special operators and Wolfe was no exception.
“I think the experiences of Eagle Claw had a deep impact on everyone that was there. I think that was definitely shown throughout the rest of his career with the lessons he learned there,” Wick said. “His ability to analyze things, to anticipate things, to always look forward, and to always be considering the broader picture rather than the small technical piece that he was focused on.”
Wolfe was noted for his calm demeanor in any stressful situation. The years of training dealing with weapons of mass destruction gave him the ability to keep his teams focused.
“In a crisis situation he was also a very steady anchor that people could hang on to, to calm themselves down by looking at Dennis,” Wick said. “I mean if Dennis can be calm in this situation, well the rest had to be.”
Wolfe became much more than an EOD specialist for the special mission unit and learned to master the essential special operator skills.

“Of course when you learn when someone has this extraordinary specialty you figure that would limit what they do. The truth is Dennis ended up being an extraordinary operator as well,” Schoomaker said. “He went through what all of us went through and became extraordinary operator in the special mission unit. He ended up being a team leader and eventually being the sergeant major of the selection and training detachment.”
Being an operator means you have to take on many personas and Wolfe was very skilled at going from noticed to unnoticed.
“Dennis was able to fit into whatever conditions he was faced with. He could be out in the mud and two hours later he’s cleaned up in a suit in front of an ambassador or a senator giving a briefing. One hour after that he is with a bunch of scientists going through the very technical details of disarming a nuclear weapon,” Wick said. “I’ve seen him sit on the corner in dirty ragged clothes with a bottle of wine while he is observing a target. He could adapt very rapidly in his speech. He could sound like a redneck or he could sound like a scientist and he could switch from one to the other very easily.”
Retiring from the Army, Wolfe became a civil servant and carried on the special operations EOD mission that eventually would have a global impact.
“Even after he retired we retained him in a civilian capacity where he could put his full time effort into developing a full scale program as the field evolved,” said Schoomaker.
In his civilian capacity, Wolfe would go on and write the tactics, techniques, and procedures that would greatly enhance the security of the United States.
“When Dennis Wolfe and I met the Soviet Union recently collapsed and there was a big concern about the loss of control of weapons of mass destruction,” said James McDonnell, Assistant Secretary for the Department of Homeland Security’s Countering Weapons of Mass Destruction Office. “Dennis was the guy that brought EOD into special operations. So he had the vision to understand how the terrorist threat was evolving and that vision was absolutely critical because all the planning had to be done in advance. All techniques, tactics and procedures had to be done in advance and they really didn’t exist.”
Wolfe was a master at dealing with people who weren’t in special operations and incorporating their expertise into a special operations mission.
“So for example, scientists had all kinds of tools they thought were great, but you couldn’t necessarily jump out of an airplane with. You couldn’t dive with them,” McDonnel said. “So what Dennis was able to do was bring that into this national laboratory complex and say ‘if you take this tool and modify in this particular way then we can use it.'”
Echoing Secretary McDonnell’s sentiment, U.S. Army Brig. Gen. James Bonner, who today is the commander of the 20th Chemical, Biological, Radiological, Nuclear and Explosives Command, and was as an officer who served with Wolfe, thinks he has had lasting, legacy impact on the entire EOD community.
“When we talk about weapons of mass destruction we are talking about chemical, biological, nuclear, it can be radiological, it can have an explosive element to it and when you look at an explosive ordnance disposal technician it takes about one year to go through EOD school, just to be able to work basic EOD problems. Then if you are fortunate to be assigned to the special mission unit, the training plan Dennis incorporated with the national lab takes another year of training before you are ready for a role in the special mission unit. That is the level of expertise and capability that Dennis was able to build.”
“Dennis was able to bring highly technical skills into the special operations community that it didn’t have before and build that capability literally over decades into a national asset that is globally unique,” said McDonnell.
Reflecting on his fifty years of government and in special operations, Wolfe’s humility is readily apparent.
“I never turned anything down. I never planned anything specifically. The unit said they needed me because of my skills. I couldn’t refuse. I’ll go. I never thought I had all those skills people were looking for. Sometimes they had more faith in me than I had in myself. I felt as a Soldier I couldn’t turn anything down,” Wolfe said. “During my time SOF has gone from reactive to proactive. I think we are still there today. At least I hope we are.”
“He had the courage to do some really amazing things and has made contributions that are just unmeasurable to the security of the United States,” Wick said.
Zukunft reiterated that point time and again during an Aug. 24 speech to members of the Alaska policy nonprofit Commonwealth North in Anchorage.
He recalled a conversation he had with then-National Security Advisor Susan Rice when Rice asked him what President Barack Obama should highlight shortly before the president’s extended trip to Alaska in late August 2015.
“I said (to Rice) we are an Arctic nation. We have not made the right investments and we do not have the strategic assets to be an Arctic nation and that translates to icebreakers and that’s almost exactly what President Obama said when he came up here,” Zukunft said.
“Fast forward — it’s Jan. 20, 2017, and I’m sitting next to President Trump and as they’re parading by he says, ‘So, you got everything you need?’ I said, ‘I don’t. The last administration, they made a statement but they didn’t show me the money. I need icebreakers.’ (Trump said) ‘How many?’ ‘Six.’ ‘You got it.’
“You never miss an opportunity,” Zukunft quipped.
It’s well documented in Alaska that the US has “one-and-a-half” operable icebreakers. That is, the heavy icebreaker Polar Star and the medium icebreaker Healy, which are in the Coast Guard’s fleet. A sister ship to the Polar Star, the Polar Sea remains inactive after an engine failure in 2010.
Zukunft noted Russia’s current fleet of 41 icebreakers to emphasize how far behind he feels the US is in preparing for increased military and commercial activity in the Arctic as sea ice continues to retreat — a message Alaska’s congressional delegation stresses as well.
“We are the only military service that’s truly focused on what’s happening in the Arctic and what happens in the Arctic does not happen in isolation,” Zukunft said.
He added that Russia is on track to deliver two more cruise missile-equipped icebreakers in 2020.
“I’m not real comfortable with them right on our back step coming through the Bering Strait and operating in this domain when we have nothing to counter it with,” he said.
The Coast Guard’s 2017 budget included a $150 million request to fund a new medium icebreaker, which Zukunft characterized as a “down payment” on the vessel expected to cost about $780 million, according to an Aug. 15 Congressional Research Service report on the progress of adding to the country’s icebreaking fleet.
For years it was estimated that new heavy icebreakers would cost in the neighborhood of $1 billion each, but those estimates have been revised down as the benefits of lessons learned through construction of the initial vessel and ordering multiple icebreakers from the same shipyard are further examined.
The CRS report now estimates the first heavy icebreaker will cost about $980 million to build, but by the fourth that price tag would go down to about $690 million for an average per-vessel cost of about $790 million. That is on par with the cost for a single new medium icebreaker.
Zukunft said the Coast Guard is working with five shipyards on an accelerated timeline to get the first icebreaker by 2023, but how it will be fully funded is still unclear.
“We have great bipartisan support but who is going to write the check?” he said, adding that aside from Russia and China, the United States’ economy is larger than that of the other 18 nations with icebreakers combined.
The Obama administration first proposed a high-level funding plan for new icebreakers in 2013 that has not been advanced outside of small appropriations.
“Our GDP (gross domestic product) is at least five times that of Russia and we’re telling ourselves we can’t afford it,” Zukunft continued. “Now this is just an issue of political will and not having the strategic forbearance to say this is an investment that we must have.”
He also advocated for the US finally signing onto the United Nations Law of the Sea treaty, which lays out the broad ground rules for what nations control off their coasts and how they interact in international waters.
Not signing onto the Law of the Sea, which was opened in 1982, leaves the US little say as other nations further study and potentially exploit the Arctic waters that are opening, he said.
“We are in the same club as Yemen; we are in the Star Wars bar of misfits of countries that have not ratified the Law of the Sea convention,” Zukunft said.
John Hetlinger left the Navy pilot ranks for aerospace engineering. He succeeded in that field, working for NASA on the Hubble Space Telescope for NASA before retiring in his late 60s.

The Air Force is working closely with industry partners to strengthen cybersecurity for larger service platforms such as an F-22 or F-35 fighters.
“We have to understand that today’s weapons systems are not operating in isolation. They are operating as part of a netted enterprise. Each weapons system will interface with a broader DOD network,” Allan Ballenger, vice president of the Air Force division at Engility Corp, told Scout Warrior.
Engility was recently awarded a $31 million task order deal from the Air Force Life Cycle Management Center, at Hanscom AFB, Mass.
The F-22, often referred to by Air Force developers as an “aerial quarterback,” relies upon data link technology connecting to other aircraft and ground stations as more of the F-22’s technologies and avionics–such as radar warning receivers, mission data files, navigation and target mapping systems–are computer based.
The emerging F-35’s “sensor fusion” is entirely contingent upon modernized computer algorithms able to help gather, organize and present combat-relevant information to a pilot by synthesizing otherwise disparate data such as targeting, mapping and sensor data onto a single screen.
“The real focus is on the cyber vulnerability assessments across many Air Force platforms, such as command-and-control and battle management systems,” Ballenger said.
Engility’s focus is closely aligned with cybersecurity priorities recently articulated by senior Air Force leaders.
Air Force Chief Information Security Officer, Peter Kim, recently told Scout Warrior that the service was vigorously invovled in expanding cyber security beyond IT to inlcude larger platforms.
Gen. Ellen Pawlikowski, Commander of Air Force Material Command, has articulated seven lines of attack that are essential to better securing networks, data and command-and-control systems. One of the key intiatives informing this effort is an attempt to “bake-in” cyber security provisions into the earliest phases of weapons development.
Part of the focus, Ballenger explained, is to examine trends and current security controls with a mind to the kinds of attacks likely to emerge in the future against IT systems, platforms and networked weapons.
While increased interoperability among networks, weapons and platforms vastly expedites combat efficacy in a wide range of scenarios, Ballenger emphasized that greater connectivity can also increase vulnerability to malicious penetration and server attacks, among other problems.
“We are looking much earlier in the life cycle of these systems with a concern not just about their security but how they interface with other elements of the network. We want to embed cybersecurity earlier in the process,” Ballenger added.
Seeking to emulate threat vectors and anticipate potential methods of attack — such as how a web-based application could be exploited or the extent to which a trap door may interact with other elements – is an important ingredient in establishing the most effective security protocols.
Also, much of this begins and ends with network IP protocol–codes which can both further enable interoperability between networks and systems while also possibly exposing networks to additional vulnerabilities
“When you have an IP address that is assigned to you, you need to have the appropriate controls in place to reduce that vulnerability,” Ballenger added.
The need for better information security extends from larger systems down to an individual soldier or airmen on a particular combat mission. Tactical Air Controllers are an instance cited where ground targeting technology is used to identify and secure targets for nearby air assets. This kind of air-ground synergy is itself reliant upon computer networking technologies, he explained.”You do not want someone to manipulate data going from airmen on the ground to a shooter in the air,” Ballenger said.
F-22 and Air Superiority
As a fifth-generation stealth fighter, the F-22 is specifically engineered for air supremacy and air dominance missions, meaning its radar-evading technology is designed to elude and destroy enemy air defenses. The aircraft is also configured to function as the world’s premier air-to-air fighter able to “dogfight” and readily destroy enemy aircraft.
“Air superiority, using stealth characteristics is our primary role. The air dominance mission is what we will always do first. Once we are comfortable operating in that battlespace, our airmen are going to find ways to contribute,” Col. Larry Broadwell, the Commander of the 1st Operations Group at Joint Base Langley-Eustis, Virginia, told Scout Warrior in a special pilot interview last year.
The F-22’s command and control sensors and avionics help other coalition aircraft identify and destroy targets. While some of the aircraft’s technologies are not “publically discussable,” Broadwell did say that the F-22’s active and passive sensors allow it to function as an “aerial quarterback” allowing the mission to unfold.
Drawing upon information from a ground-based command and control center or nearby surveillance plane – such as a Joint Surveillance and Target Attack Radar System – the F-22 can receive information or target coordinates from nearby drones, Broadwell explained.
At the moment, targeting information from drones is relayed from the ground station back up to an F-22. However, computer algorithms and technology is fast evolving such that aircraft like an F-22s will soon be able to quickly view drone video feeds in the cockpit without needing a ground station — and eventually be able to control nearby drones from the air. These developments were highlighted in a special Scout Warrior interview with Air Force Chief Scientist Greg Zacharias last year.
Zacharias explained that fifth generation fighters such as the F-35 and F-22 are quickly approaching an ability to command-and-control nearby drones from the air. This would allow unmanned systems to deliver payload, test enemy air defenses and potentially extend the reach of ISR misisons.

“Because of its sensors, the F-22 is uniquely able to improve the battlefield awareness – not just for airborne F-22s but the other platforms that are airborne as well,” he said. The Raptor has an F-22-specific data link to share information with other F-22s and also has the ability to use a known data link called LINK 16 which enables it to communicate with other aircraft in the coalition, Broadwell explained in an interview last year.
Newer F-22s have a technology called Synthetic Aperture Radar, or SAR, which uses electromagnetic signals or “pings” to deliver a picture or rendering of the terrain below, allow for better target identification.
The SAR technology sends a ping to the ground and then analyzes the return signal to calculate the contours, distance and characteristics of the ground below.
“The addition of SAR mapping has certainly enhanced our air-to-ground capability. Previously, we would have to take off with pre-determined target coordinates. Now, we have an ability to more dynamically use the SAR to pinpoint a target while airborne,” Broadwell added.
“The F-35 is needed because it is to global precision attack what the F-22 is to air superiority,” he added. “These two aircrafts were built to work together in concert. It is unfortunate that we have so few F-22s. We are going to ask the F-35 to contribute to the air superiority mission,” he said.
The F-22 is known for a range of technologies including an ability called “super cruise” which enables the fighter to reach speeds of Mach 1.5 without needing to turn on its after burners.
“The F-22 engines produce more thrust than any current fighter engine. The combination of sleek aerodynamic design and increased thrust allows the F-22 to cruise at supersonic airspeeds. Super Cruise greatly expands the F-22’s operating envelope in both speed and range over current fighters, which must use fuel-consuming afterburner to operate at supersonic speeds,” Broadwell explained.
The fighter jet fires a 20mm cannon and has the ability to carry and fire all the air-to-air and air-to-ground weapons including precision-guided ground bombs, such Joint Direct Attack Munitions called the GBU 32 and GBU 39, Broadwell explained. In the air-to-air configuration the Raptor carries six AIM-120 AMRAAMs and two AIM-9 Sidewinders, he added.
“The F-22 possesses a sophisticated sensor suite allowing the pilot to track, identify, shoot and kill air-to-air threats before being detected. Significant advances in cockpit design and sensor fusion improve the pilot’s situational awareness,” he said.
It also uses what’s called a radar-warning receiver – a technology which uses an updateable data base called “mission data files” to recognize a wide-range of enemy fighters, Broadwell said.
Made by Lockheed Martin and Boeing, the F-22 uses two Pratt Whitney F119-PW-100 turbofan engines with afterburners and two-dimensional thrust vectoring nozzles, an Air Force statement said. It is 16-feet tall, 62-feet long and weighs 43,340 pounds. Its maximum take-off weight is 83,500.
The aircraft was first introduced in December of 2005, and each plane costs $143 million, Air Force statements say.
“Its greatest asset is the ability to target attack and kill an enemy without the enemy ever being aware they are there,” Broadwell added.
The Air Force’s stealthy F-22 Raptor fighter jet delivered some of the first strikes in the U.S.-led attacks on the Islamic State in Iraq and Syria, when aerial bombing began in 2014, service officials told Scout Warrior.
After delivering some of the first strikes in the U.S. Coalition-led military action against ISIS, the F-22 began to shift its focus from an air-dominance mission to one more focused on supporting attacks on the ground.
“An F-22 squadron led the first strike in OIR (Operation Inherent Resolve). The aircraft made historic contributions in the air-to-ground regime,”
Even though ISIS does not have sophisticated air defenses or fighter jets of their own to challenge the F-22, there are still impactful ways in which the F-22 continues to greatly help the ongoing attacks, Broadwell said.
“There are no issues with the air superiority mission. That is the first thing they focus on. After that, they can transition to what they have been doing over the last several months and that has been figuring out innovative ways to contribute in the air-to-ground regime to support the coalition,” Broadwell said.
