General Atomics-Aeronautical Systems has received a $39.6 million contract to provide MQ-9 Reapers to a Marine advisory unit in Afghanistan for air overwatch and reconnaissance, according to Pentagon announcements.
The Reapers, the first Group 5 unmanned aerial systems to be assigned exclusively to a Marine unit, may arrive in theater very soon, documents show. Group 5 is the largest class of UAS and includes platforms such as the RQ-4 Global Hawk and MQ-4C Triton.
According to the contract announcement, General Atomics contractors, not Marines, will operate the systems in Afghanistan. The award was first reported June 27, 2018, by The Drive.
While Task Force Southwest, a small contingent of several hundred Marines on the ground in Helmand Province, Afghanistan is primarily charged with providing advice and assistance to Afghan National Security Forces in their fight with local Taliban elements, a significant portion of the unit’s work involves coordinating strikes on enemy targets using UAS.
When Military.com visited the unit in December 2017 and toured its operations center, Marines coordinated three deadly strikes in a single morning, using small ScanEagle drones to identify targets and Air ForceF-16 Fighting Falcons to drop ordnance to take them out.
“This is what we do on a daily basis, is provide overwatch,” Capt. Brian Hubert, battle captain for Task Force Southwest, told Military.com at the time. “And then also, there’s a little bit of advising, because we will call them and say, ‘Hey, think about doing this, or we see you doing this, that looks good, you should go here.’ We’re trying to get them to the point where eventually, with their Afghan Air Force, they can do all themselves.”
Having Reapers, which can fly at top speeds of 300 miles per hour and can carry more than 3,700 pounds of ordnance, including Hellfire missiles, GBU-12 Paveway II bombs and GBU-38 Joint Direct Attack Munitions, would allow the Marine task force to operate more independently rather than depending on other units for deadly force from the air.
“Task Force Southwest currently uses Group 5 [Unmanned Aerial Systems] extensively when they are provided from available assets in theater,” Brig. Gen. Benjamin Watson, commander of the task force, told Military.com in January 2018. “An organic Group 5 UAS capability will give us more capacity to assist our Afghan partners as they conduct continuous offensive operations against the enemy in Helmand province.”

As an additional benefit, having the Reapers available may help the Marines prepare to receive and operate their own Group 5 drone, the MUX, which is now in the requirements phase.
That system, which will be designed to take off vertically from a ship and provide surveillance and network capabilities from the air, is planned to reach initial operational capability around 2027.
The contract award notice for the Reapers does not specify when the systems will arrive in Afghanistan. Earlier solicitations called for the capability by March 2018. But all work on the contract is set to be completed by November 2018, the announcement states.

When you think of the F-86 Sabre, your thoughts jump immediately to dogfights above the Yalu River against MiG-15s flown by Soviet, Chinese Communist, and North Korean pilots. But this dominant air-to-air fighter wasn’t the only version of the Sabre.
According to aviation historian Joe Baugher, the goal was to create an all-weather interceptor that had a single pilot, as opposed to a two-man crew. The plane was first called the F-95 since it didn’t have many parts in common with the F-86A but, in 1950, the Air Force changed the designation to F-86D. The six M3 .50-caliber machine guns onboard the F-86A were replaced with a pack of 24 2.75-inch “Mighty Mouse” rockets. A pilot had the choice of firing 6, 12, or all 24 rockets at an enemy bomber in a single salvo.
The F-86D proved to be much faster than the other two interceptors in Air Force service in the 1950s, the F-89 Scorpion and the F-94 Starfire. Over 2,500 F-86Ds were produced, and nearly a thousand of them were modified into the F-86L standard, which added a datalink and the “6-3” wing used by the F-86F air superiority fighter. A simpler version designed for export, the F-86K, on which the rocket pack and some of the radars were replaced with four 20mm cannon, was also produced and served with Germany, France, the Netherlands, Norway, Italy, Venezuela, Honduras, and Turkey.

The F-86D hung around until 1961, while the improved F-86L wasn’t retired until 1965. F-86Ks flew with international air forces until 1980, when Honduras retired its planes.

U.S. prosecutors have filed a lawsuit to seize the gasoline aboard four tankers that Iran is currently shipping to Venezuela, the latest attempt to increase pressure on the two sanctioned anti-American allies.
The civil-forfeiture complaint filed in the District of Columbia federal court late on July 1 claims the sale was arranged by an Iranian businessman with ties to Iran’s Islamic Revolutionary Guards Corps, a U.S.-designated foreign terrorist organization.
Since September 2018, the IRGC’s elite Quds Force has moved oil through a sanctioned shipping network involving dozens of ship managers, vessels, and facilitators, according to the lawsuit.
“The profits from these activities support the IRGC’s full range of nefarious activities, including the proliferation of weapons of mass destruction and their means of delivery, support for terrorism, and a variety of human rights abuses, at home and abroad,” the prosecutors alleged.
Iran’s mission to the United Nations said that any attempt by the United States to prevent Iranian lawful trading with any country of its choosing would be an act of “piracy.”
The four tankers named in the complaint — the Bella, Bering, Pandi, and Luna — are carrying 1.1 million barrels of gasoline, the U.S. prosecutors said.
The Justice Department said on July 2 that U.S. District Judge James Boasberg issued a warrant to seize all the gasoline on the vessels, “based on a probable cause showing of forfeitability.”
The United States has been pressing for Venezuelan President Nicolas Maduro’s ouster with a campaign of diplomatic and punitive measures, including sanctions on its energy sector.
The South American country is suffering from a gasoline shortage amid a ravaging economic crisis.
Tensions have been on the rise between Tehran and Washington since 2018, when the United States withdrew from a landmark 2015 nuclear deal between Iran and world powers and reimposed crippling sanctions that have battered the Iranian economy.
The SSK .950 JDJ is an absolute beast. Made by SSK Industries, each bullet is over four inches long, weighs over half a pound and costs about $40. How do you make a 51-foot-long, 35-foot-wide fighter jet, with an engine that generates 43,000 pounds of thrust, vanish?
You don’t. There’s no black magic that exists to make something that big disappear.
The F-35A Lightning II isn’t invisible, but it does have a “cloak,” which makes it very difficult to detect, track, or target by radar with surface to air missiles or enemy aircraft.
The real term used to describe the cloak is “low observable” technology, and it takes skilled airmen to maintain.
“You can’t hit a target if you can’t get to it. And you can’t get to a target if you get shot down,” said Master Sgt. Francis Annett, 388th Maintenance Squadron Fabrication Flight NCOIC. “Because of the LO technology, the F-35A can fly missions most other aircraft cannot. We make sure our airmen understand how important their job is. We teach the ‘why’ as much as the ‘how.'”

Several things combine to provide the F-35A’s stealth — the lines and contours of the aircraft’s exterior design, the composite panels and parts that make up the body, and the radar absorbent materiel that coats the entire jet.
All of these contribute to deflecting or absorbing enemy radar and, combined with pilots’ tactics, help the F-35A survive in enemy air space.

During flight, the exterior paint or coating of any aircraft can get worn down from friction caused by weather, dust, bugs, and the normal movement of flight surfaces.
The F-35A also has several panels that are frequently removed or opened on the flight line for routine maintenance, and there are more than 5,000 fasteners that keep body panels in place. All of these, when worn, can potentially limit the jets stealth capabilities.

The fabrication flight team inspects and evaluates the jets’ coatings, seams and panels after each flight, looking for anything that could lead to an increased radar signature, recording any damage and prioritizing repairs across the wing’s fleet.
At work in their shop, the LO technicians work in a team, hunched intently over a long table full of composite panels and rubber seals. They wear masks and gloves, and look more like sculptors or painters than fabricators.
The old, heavy equipment used for cutting, pounding, bending and joining sheet metal for F-16 skins, lines the walls behind them, mostly unused. The machines a reminder of the difference between fourth- and fifth-generation technology.

“I like that its detail oriented,” said Staff Sgt. Brandon Ladson, a low observable journeyman. “All the work that you put in really shows. Any mistake you make, every good thing you do, it all shows in the final product.”
The active-duty 388th FW and Air Force Reserve 419th FW are the Air Force’s only combat-capable F-35 units, working side-by-side, maintaining the jets in a Total Force partnership that utilizes the strengths of both components.

Truman, they think of the president who signed off on the first and only wartime use of nuclear weapons. But before Truman became the 33rd President of the United States during World War II, he was a senator from Missouri. One of the projects in which Truman was instrumental as a senator was establishing Lake City Army Ammunition Plant (LCAAP).
LCAAP is the single largest producer of small-arms munitions within the Department of Defense. Initially operated by Remington Arms, the government-owned, contractor-operated facility is currently run by Northrop Grumman Innovation Systems, formerly Orbital ATK. Basically, they provide all branches of the U.S. military with every round of small-caliber ammunition they need. This goes beyond supply and demand — it’s a living legacy.

uring an exclusive private tour of LCAAP, Whitney Watson, manager of media relations and communications with Northrop Grumman, divulged that the media hadn’t been granted access to the facility in years. However, being invited to visit Lake City and actually getting through the doors are two different things — the security process was unlike any I’d previously experienced. Once inside, though, it was like stepping back in time.
In 1940, the government purchased nearly 4,000 acres of privately owned property in Independence, Missouri. Then-senator Truman helped secure both the land and the funding for establishing LCAAP. Ground broke in December 1940, and the first round — a .30 caliber — came off the line on Sept. 12, 1941. In October 1941, the first shipment left by rail. LCAAP was up and fully functioning within nine months in an era before modern capabilities and technology while enduring a Midwestern winter and in the midst of war. During World War II, LCAAP employed 21,000 full-time workers and produced 50 million rounds per year.
Lake City lives up to its name, functioning as a self-sufficient city. The property contains 22 miles of road, 11 miles of railroad (not currently in use), military housing, a 24-hour police force, a hospital, nine medical locations, a cafeteria, a non-federal post office, a fire station (complete with a bunkhouse), a gym facility, a road maintenance crew, a water production plant, three wastewater treatment facilities, and indoor and outdoor shooting ranges.

From the buildings to the machines, all of the original equipment remains functional and, to some extent, is still utilized. It was surreal to see the newer robotic equipment mixed in with the legacy equipment on the production floor. The legacy machines are the original machines installed upon the opening of LCAAP. As of today, they continue producing rounds as quickly and efficiently as their modern counterparts — this is 1930s technology functioning without fail in 2019! It speaks volumes for LCAAP and the pride with which they have maintained their facility and equipment.
The employees at LCAAP are often generational, and they share a deep understanding of the importance of their product, where it goes, and what it’s used for. The prevailing objective is that not a single round can fail — lives literally depend upon it. To ensure this, LCAAP has a prodigious process for case traceability. Each round has a specific stamp on the head, which allows it to be individually traced to the day, time, and machine that produced it. This way, if there is ever an issue during their extensive testing protocol, they can quickly ascertain why. Lake City produces 4 million rounds per day, so being able to trace each one is not only essential, it’s astonishing.
Another example of the pride and teamwork at LCAAP is the motto “One Team, One Mission,” which is visible at various places around the facility. The saying was originated by Watson.

“In the years immediately following the terrorist attacks of 9/11, with widespread military operations throughout the Middle East, Lake City employees could turn on the news every night and see the products they produce in action. In 2019, that isn’t the case. Even though we still have troops fighting all over the world, it’s not on the scale it was a decade earlier,” Watson said.
“We were looking for a way to remind Lake City employees that, first, we are all on the same team — regardless of what your job here is, every one of us is an important part of the team and we need to perform like it,” he continued. “And second, that our mission hasn’t changed: to produce the quality ammunition that the men and women who defend our country deserve.”
The phrase has been incorporated throughout the plant on signs, shirts, hats, and other items, and, according to Watson, it’s working.
LCAAP has a history of employing women, as well as generations of family members, that goes back to its World War II roots.

“Our employee engagement has risen dramatically over the past few years,” he said. “Fewer employees are leaving for other opportunities (even in this historically low unemployment), and we are performing amazingly. I never served in the Armed Forces, but I am very proud to be a part of a team whose sole mission is to support the warfighter.”
LCAAP’s commitment to those who serve the country doesn’t stop when they turn in the uniform; the company also supports and values veterans. They partner with the Foundation for Exceptional Warriors to host an annual turkey hunt for veterans. The vets get to hunt the LCAAP property — 4,000 private acres of prime hunting land. While at the facility, the guests of honor are treated as such. They enjoy a hotel stay, catered food, dinners out, and a paid shopping spree for gear.
LCAAP is also involved in the Kansas City, Missouri, chapter of the Association of the United States Army. This spring, 100 LCAAP team members will participate in and financially support a project to build a home for a disabled veteran who is raising her young grandchildren. Watson said that a significant percentage of the workers at LCAAP are veterans and that hiring former service members is a top priority.

When asked what Lake City Ammunition means to him, Watson responded: “My father fought in the Pacific during World War II. Even though we have some of the most modern manufacturing equipment in the industry, we also still use some legacy equipment that has been in operation since the early 1940s. It means a lot to me knowing that some of that equipment may have been used to produce the rounds he fired, either in training or in combat. The ammunition that may have helped save his life or the life of one of his buddies. Who knows? I do know that the ammo we make today definitely helps save lives. And that means more than I could express.”
Lake City Army Ammunition Plant is much more than a facility manufacturing small-caliber munitions — it’s a small community and an important asset to the U.S. military. With a 1.6 billion round per year production capacity, Lake City is vigilantly prepared to ramp up production at a moment’s notice. But most importantly, Lake City is a family — a family that extends to every individual who touches one of their rounds.
The Taliban has reportedly made a major concession to the US during their peace talks in Afghanistan, according to the Wall Street Journal.
As US diplomatic officials and leaders of the insurgent group discuss the end of the 17-year war in Afghanistan, one source familiar with the talks told the Journal that the Taliban has agreed to oppose “any attempts by militant groups to use Afghanistan to stage terrorist attacks abroad.”
The concessions, if finalized, would seem to support an eventual US withdrawal on the grounds that Afghanistan, even under the Taliban, would not become a safe haven for terrorists to train and launch attacks outside the country. The Taliban continues to use brutal tactics against civilians and coalition forces, including suicide bombings and improvised explosive devices to gain control of more of the country against the faltering government.
US negotiators, now in their fourth day of talks in Doha, Qatar, have sought assurance that the Taliban would not support militant groups like al-Qaeda and ISIS.

Sources familiar with the talks have told the Journal that that was previously a promise the Taliban was not willing to make due to the group’s relationship with al-Qaeda.
The group formerly led by Osama bin Laden formed in Pakistan but was able to establish roots in Afghanistan in the 90s. After the terror attacks on 9/11, Taliban leader Mullah Mohammad Omar refused to acknowledge Bin Laden’s role in the attacks or cooperate with US authorities, according to the Journal.
Although he would later acknowledge al-Qaeda’s responsibility, Taliban militants, who are still carrying out attacks on Afghan forces and coalition partners, hold Bin Laden in high regard. Because of this, leaders of the insurgency have previously refused to take steps to oppose al-Qaeda, sources told the Journal.
Their stance appears to have softened, as Taliban leadership has now reportedly agreed to oppose militant groups in Afghanistan; sources also told the Journal the leaders are no longer demanding an immediate and complete withdrawal of US forces, which American officials have argued might lead to civil war.

In the overnight hours of July 5th, $34 billion of tariffs on Chinese goods went into effect in the United States. China immediately retaliated with the opening shots of what it called the “biggest trade war in economic history.”
Not to be outdone, the United States is looking at expanding its 25-percent duty on China’s exports by another $16 billion in just a few short weeks — the Trump Administration has, historically, not waited to implement policy or take initiatives. On anything. Ever.

In the hours before the U.S. tariffs were set to go into effect on things like washing machines, solar panels, steel, and aluminum, President Trump spoke of the possibility of even more duties on upwards of 0 billion’s worth Chinese imports. It’s the latest in a long history of tough talk on trade.
Even his most vocal critics will agree that it’s one thing he’s never changed his stance on.
The President’s stated goal in trade restrictions with both allies and ideological rivals is to close the widening trade deficit between what the U.S. imports and what it exports. With China, that trade deficit topped out at 5 million. As of May 2018, the trade deficit was .1 billion, at 5 billion for the year.
A large trade deficit doesn’t necessarily mean the economy is weak or struggling. And tariffs aren’t always the best way of closing that gap. Even the right-leaning Heritage Foundation says there is no correlation between trade deficits and weak economy.
But while the President argues that a trade deficit hinders economic growth and hurts job creation in the United States, his argument runs counter to the widely-held economic belief that the trade deficit tends to grow during periods of strong U.S. economic growth because increased demand brings more imported goods. Consumer goods is exactly where the bulk of the U.S. trade deficit with China is growing.
Another goal for the President and those around him is to stop the numerous unfair and often illegal things China practices in the global marketplace. They have long been known to artificially devalue their currency in order to undermine other countries in the global market, demand trade secrets from corporations in exchange for access to the Chinese market, and to outright steal intellectual property and technology from other countries and firms, to name just a few.
The Trump Administration already placed tariffs on products from certain other countries, like Canada, Mexico, and the European Union. In retaliation, they have implemented tariffs of their own, placing duties on politically-charged goods that target members of Congress — cheese, targeting House Speaker Paul Ryan of Wisconsin, and bourbon, targeting Senate Majority Leader Mitch McConnell of Kentucky, for example.
Retaliatory tariffs are designed to hit an official’s constituency, making trouble for their potential re-election campaign (though Ryan has opted not to run again). These countries have also targeted the Trump voters themselves, placing fees on red-state products like, soybeans and pork.
Russia has also slapped U.S. steel imports with a tariff of its own.
There’s no single definition of when retaliatory tariffs become a “trade war,” but exchanges in escalating economic pressures, like the recent exchange between the U.S. and China, is a surefire place to start. What Americans need to be prepared for is the passing of costs to the consumer. A rise in the price of steel due to tariffs is going to be passed on to the consumer of cars, for example.
The price of a washing machine has already risen 16 percent in the last few months, while the trade deficit saw the largest three-month reduction in the past ten years. The rising Chinese market is estimated to shrink by as much as one percent in the coming days while the U.S. will look at shrinking just .2 percent. U.S.-bound orders in China have shrunk while shares of Chinese businesses are already down 12 percent over the past few months.
But U.S. allies in Europe have declined to join China in a coalition against the Trump Tariffs.
While economists say no one would criticize the idea of trying to force China to play by the rules, the same economists would tell you they’re uncertain that tariffs are the way to go about it.
The nation, writ large, has a moral responsibility to ensure the needs of veterans are met, the chairman of the Joint Chiefs of Staff said at a ceremony where the Newman’s Own Foundation distributed funds to charities serving service members, their families and veterans.
Marine Corps Gen. Joe Dunford praised Newman’s Own for its dedication to service members, veterans and their families. The group distributed $200,000 to five organizations during the Oct. 5, 2018 ceremony in the Pentagon’s Hall of Heroes.
Actor and World War II veteran Paul Newman founded Newman’s Own in 1982 with the goal of donating all of the company’s after tax profits to charities. In the years since, Newman’s Own has donated more than $530 million to thousands of charities. In 1999, the company partnered with the Fisher House Foundation and Military Times publications to aim donations at innovative groups that improve the quality of life for service members, veterans and their families. Since it started, Newman’s Own has recognized 179 programs with awards totaling $1,925,000.

“The reason the United States military has been able to do the things it does … throughout my career is because of the quality of young men and women we’ve been able to recruit over time,” the general said at the ceremony.
When Dunford entered the military, the all-volunteer force, which began in 1973, was in its infancy. There were many critics who believed the force would fail. The all-volunteer military has become the superb force of today.

The American people do appreciate the military and the sacrifices military families make, Dunford said. “But I am concerned about keeping this up,” he said. “It goes back to something George Washington said … ‘The manner in which we treat our veterans will determine the willingness of future generations to serve.'”
He said the recipients of the Newman Own Awards this year cover the full spectrum of services Americans want their vets to have. “We would want them to have housing. We would want them to have a job. We would want them to have health care, and a piece of that is we would want them to be connected to men and women with which they served so they don’t feel isolated when they leave active duty,” he said.

What these groups — and many more like them across the nation — do “really does send a loud and clear message that we really do respect, we value, we appreciate the service of those in uniform,” he said.
In 2018, the Warrior Reunion Foundation of Cockeysville, Maryland, received a ,000 grant from Newman’s Own. The group looks to help combat vets reconnect with their comrades they served in combat with. It lets veterans sit down with each other knowing that they experienced the same conditions, same uncertainties and sometimes the same traumas.
The Vets on Track Foundation of Garrisonville, Virginia, received a grant of ,500. The foundation furnishes homes for vets and their families who were previously living in shelters or the streets.
Code Platoon of Chicago received ,500 to educate vets and spouses to become software developers.
The West Virginia Health Right of Charleston received ,500 to provide free dental care for West Virginia vets without dental coverage.
And finally, Healing Warriors Program of Boulder, Colorado received ,500 to help provide non-narcotic therapies for the treatment of pain and symptoms of post-traumatic stress for vets.
The United States military has relied on drone aircraft for years, but to date, few other automated platforms have made their way into America’s warfighting apparatus — that is, until recently anyway. After achieving a number of successes with their new 132-foot submarine-hunting robot warship the Sea Hunter, the Navy is ready to pony up some serious cash for a full-sized drone warship, and the concept could turn the idea of Naval warfare on its head.
Earlier this month, the Navy called on the shipbuilding industry to offer up its best takes on their Large Unmanned Surface Vehicle (LUSV) ship concept, and they mean business. According to Navy officials, they want to have ten of these drone warships sailing within the next five years. The premise behind the concept is a simple one: by developing drone ships that can do what the Navy refers to as “3-D” work (the stuff that’s Dull, Dirty, or Dangerous) they’ll be freeing up manned vessels for more complex tasks.
The Navy expects these ships to be between 200 and 300 feet long with about 2,000 tons of water displacement, making them around half to two-thirds the size of an Arleigh Burke-class guided-missile destroyer, potentially landing in the light frigate classification. To that end, the Navy has already requested $400 million in the 2020 budget for construction of the first two vessels for the purposes of research and development.

In order to manage a variety of tasks, the Navy wants its robot warship to be modular, making it easier to add or remove mission-specific equipment for different sets of circumstances.
“The LUSV will be a high-endurance, reconfigurable ship able to accommodate various payloads for unmanned missions to augment the Navy’s manned surface force,” The Navy wrote in their solicitation.
“With a large payload capacity, the LUSV will be designed to conduct a variety of warfare operations independently or in conjunction with manned surface combatants.”
The Navy also requires that the vessel be capable of operating with a crew on board for certain missions. That capability, in conjunction with a modular design, would allow the Navy to use LUSV’s in more complex missions that require direct human supervision simply by installing the necessary components and providing the vessel with a crew.
The solicitation included no requests for weapons systems, but that doesn’t mean the LUSV would be worthless in a fight. The modular design would allow the Navy to equip the vessel with different weapons systems for different operations, or leave them off entirely during missions that don’t require any offensive or defensive capabilities.
Swapping drone ships in for monotonous work could free up the Navy’s fleet of manned vessels for more important tasks.

By equipping these ships with modular vertical launch systems, for instance, a fleet of LUSVs could enhance the Navy’s existing fleet of destroyers and cruisers in a number of combat operations, and eventually, they could even be equipped with the ship-based Aegis Ballistic Missile Defense System, allowing them to bolster or even replace destroyers currently tasked with steaming around in defensive patterns amid concerns about North Korean or Chinese ballistic missile attack.
Like the Sea Hunter, the LUSV represents little more than the Navy dipping its toe in the proverbial drone waters, but if successful, it could revolutionize how the Navy approaches warfare. Manning a ship remains one of the largest expenses associated with maintaining a combatant fleet. Capable drone ships could allow the Navy to bolster its numbers with minimal cost, tasking automated vessels with the monotonous or dangerous work and leaving the manned ships to the more complex tasks.
Mattis referenced Henry Kissinger in his statement, quoting the former secretary of state as saying: we are “faced with two problems: first, how to reduce regional chaos; second, how to create a coherent world order based on agreed-upon principles that are necessary for the operation of the entire system.”
Mattis noted that Kissinger’s generation learned they must prevent “hostile states” from achieving dominance.
“And they understood that while there is no way to guarantee peace, the surest way to prevent war is to be prepared to win one,” said Mattis.
In order to achieve that goal, Mattis said President Donald Trump has requested a $639.1 billion “topline” for the fiscal year 2018 budget, $64.6 billion of which will go towards Overseas Contingency Operations.
The budget request is $52 billion over the cap placed by the National Defense Budget Control Act, passed and signed into law by President Barack Obama in 2011.
The Fiscal Year 2018 budget has five priorities: “restoring and improving warfighter readiness, increasing capacity and lethality, reforming how the Department does business, keeping faith with Service members and their families, and supporting Overseas Contingency Operations.”
Readiness has been a major priority for the armed forces. Military leaders have warned that each of their respective services are suffering from readiness shortfalls, mostly due to a lack of funding. The Army is low on manpower, the Navy is struggling to maintain ships and aircraft, the Marine Corps is undermanned, under-trained and poorly equipped, and the Air Force is small and aging, the vice Joint Chiefs of Staff warned the committee in February.
Mattis noted that sustained warfare abroad has contributed to the readiness problem. Combined with a lack of funding, the forces have been stretched to their limits.
“I am keenly aware members of this committee understand the responsibility each of us has to ensuring our military is ready to fight today and in the future,” said Mattis’s statement. “I need your help to inform your fellow members of Congress about the reality facing our military — and the need for Congress as a whole to pass a budget on time.”

Iran is expected to launch a major military exercise in the Persian Gulf intended to show it can close the Strait of Hormuz, according to CNN, citing two US officials.
“We are aware of the increase in Iranian naval operations within the Arabian Gulf, Strait of Hormuz, and Gulf of Oman,” Capt. William Urban, a spokesman for Centcom, said in a press statement. “We are monitoring it closely and will continue to work with our partners to ensure freedom of navigation and free flow of commerce in international waterways.”
“We also continue to advocate for all maritime forces to conform to international maritime customs, standards, and laws,” Urban added.
The Strait of Hormuz is a sea passage into the Persian Gulf between Iran and Oman, through which about 30% of the world’s oil supply passes.

President Donald Trump has lately been in a war of words with the leaders of Iran.
In June 2018, Trump threatened sanctions on countries that purchase oil from Iran, to which Tehran responded by threatening to shut down the Strait of Hormuz.
CNN reported that US officials viewed the expected Iranian military exercise as alarming for three reasons: It comes as rhetoric between the two nations heats up, it will be a larger exercise than previous ones, and Tehran usually holds such exercises later in the year.
The US thinks the Iranian military exercise will include about 100 naval vessels, most of which are small boats, as well as air and ground forces, CNN reported.
Iran has repeatedly used small fast-attack craft to harass US Navy warships over the past several years.
Nevertheless, these Iranian threats are most likely a bluff.
“In the event Iran choose to militarily close the Strait of Hormuz, the US and our Arabian Gulf allies would be able to open it in a matter of days,” retired Adm. James Stavridis previously told CNBC.
And Iran most likely knows this, prompting the question of whether Iran has other intentions.
James Jeffrey, a former US ambassador to Turkey who now serves as an expert at the Washington Institute, previously told Business Insider that Tehran was bluffing about closing the Strait of Hormuz to rattle markets and raise the price of oil.
“They’re doing this to spook consumers,” Jeffrey said.
