China has carried out a military exercise in which “incoming missiles” were shot down over the Bohai Bay. The test came two days after Kim Jong Un’s regime carried out that country’s sixth nuclear test.
According to a report by the South China Morning Post, the “incoming missiles” were described as “low-flying,” and were shot down by a land-based unit of the People’s Liberation Army Air Force. While the test came shortly after a North Korean test, Kim’s regime was not the only government China was sending a message to.
The South China Morning Post noted that Li Jie, a naval analyst in Beijing, explained that while China was condemning the North Korean actions, it was also sending a warning to the United States. President Donald Trump has tweeted threats of action in the event of a North Korean attack.
“At the moment, the US is showing some restraint, but Trump is not a predictable president, and he could make a surprise move,” Li explained.
The paper noted that the Bohai Bay is a prime location for the Chinese to test new naval vessels, due to its proximity to Beijing. The body of water, part of the Yellow Sea to the east of the Korean Peninsula, is one that China is warning America to keep out of.
“This drill, which came soon after the military parade [at a training base in Inner Mongolia], shows that Chinese weapons are ready for use in war,” Zhou Chenming of the Knowfar Institute for Strategic and Defence Studies said, adding that China would likely launch more drills as tensions increased between North Korean missile and nuclear tests on the one hand and joint South Korean/American exercises on the other.
Defense Secretary Mark Esper is pledging to improve the way troops are treated while in coronavirus quarantine after a soldier in Texas reportedly called the situation “the most dysfunctional Army operation I’ve ever seen.”
A soldier, referred to by the pseudonym Henry Chinaski by The Daily Beast, told the outlet he has been stuck in a 15-by-15 foot room with three other troops at Fort Bliss since Sunday. The service members just returned from Afghanistan and have been ordered to remain quarantined for two weeks in case they caught the novel coronavirus, or COVID-19, while deployed or returning to the States.
The group gets two meals a day and a couple bottles of water, The Daily Beast reported Tuesday. The soldier, who has served for 17 years, texted reporters with the outlet about their experience. He said they’ve gotten no information about what they’re supposed to be doing while they wait.
“Prisoners receive better care and conditions than that which we are experiencing at Fort Bliss,” the soldier told The Daily Beast. “The Army was not prepared, nor equipped to deal with this quarantine instruction and it has been implemented very poorly.”
The situation now has Esper’s attention, a Pentagon spokesman told reporters Wednesday.
“His response is, ‘We can do better, and we need to do better,'” Jonathan Hoffman said. “I know that the commander at Fort Bliss is aware; he has been in contact. My understanding is that he met with all the soldiers who are quarantined and talked through some of their concerns.”
The soldier at Fort Bliss told The Daily Beast his exercise has been limited to push-ups, sit-ups and lunges in the room. On Tuesday, the service members got 20 minutes of yard time, according to the report.
The military is now looking at allowing troops stuck in holding patterns before they’re considered to be virus-free more time outside, Hoffman said, and visits to base exchanges, where they can purchase toiletries and other items.
“[We’re] also looking at other bases that are doing quarantines,” Hoffman said. “We’re checking to see how they’re holding up and doing this, as well. We can do better.”
As of Wednesday morning, 49 U.S. troops had tested positive for COVID-19. Another 14 Defense Department civilians, 19 dependents and seven contractors also have the virus.
Hoffman said every base commander is looking at how the military should handle quarantine situations as a result of The Daily Beast’s story.
“This is something that’s unusual for all these bases to be handling, and they’re doing the best they can,” he said. “… [But] we owe it to them, and we’re going to look into it and try to do better.”

Russia’s seizure of three Ukrainian ships in the Sea of Azov in contradiction to signed treaties and the Law of the Sea show that Russia cannot be counted on to keep its word, Defense Secretary James N. Mattis said at the Pentagon Nov. 28, 2018.
The secretary spoke to reporters while awaiting the arrival of Lithuanian Defense Minister Raimundas Karoblis for a meeting.
Over the weekend, Russia barred the Kerch Strait at the mouth of the Sea of Azov off the Crimean Peninsula. Russian sailors opened fire and wounded at least three Ukrainian sailors in the seizure of two armored naval vessels and a tugboat.
Mattis noted that NATO Secretary General Jens Stoltenberg has condemned the action on behalf of the 29 NATO allies and called for “calm and restraint.” The NATO official also called for Russia to release the ships and sailors immediately.
“It was obviously a flagrant violation of international law, it was I think a cavalier use force that injured Ukrainian sailors,” Mattis told reporters. “It was contempt, really, for the traditional ways of settling these kinds of concerns if they had any. When you think there is a treaty between the two countries that prohibits exactly what happened, it just shows that Russia cannot be counted on now to keep its word.”

During a Nov. 26, 2018 news conference at NATO headquarters in Brussels, Stoltenberg said the alliance members “expressed their full support for Ukraine’s territorial integrity and sovereignty.”
“We call on Russia to ensure unhindered access to Ukrainian ports and allow freedom of navigation for Ukraine in the Sea of Azov and the Kerch Strait,” he added. The secretary general’s statement came after an extraordinary meeting of the NATO-Ukraine Commission.
The incident is the latest escalation in the war between Russia and Ukraine that started when Russia illegally annexed Crimea in 2014. NATO’s position since the annexation has been consistent: The United States and all NATO allies condemned Russia’s aggressive actions in Crimea and Eastern Ukraine.
Stoltenberg said Russia must end its support to militant groups in eastern Ukraine and withdraw all its forces from Ukrainian territory.
The escalation is the latest in Russia’s ongoing militarization of Crimea, the Black Sea and the Sea of Azov. “The Russian move poses further threats to Ukraine’s independence and undermines the stability of the broader region,” Stoltenberg said.
NATO provides support to Ukraine and its people. The United States and the other NATO allies sanctioned Russia for its moves.
The US Army is considering various systems to better shield tanks and armored vehicles from RPGs, antitank missiles, and other enemy fire.
But the latest version of the RPG, a staple in the arsenals of Russia and other forces, may already be a step ahead of the active-protection systems the US may soon adopt.
The Pentagon has purchased active-protection systems to test out on Abrams tanks and Bradley and Stryker armored vehicles, and may even mount them on lighter vehicles, like the successor to the Humvee, according to a report from Scout Warrior.
“The Army is looking at a range of domestically produced and allied international solutions from companies participating in the Army’s Modular Active Protection Systems (MAPS) program,” an Army official told Scout Warrior.
The Army intends to outfit Abrams tanks with the Israeli-made Trophy APS and Bradley vehicles with the Iron Fist system, which is also Israeli-made. It plans to put the US-made Iron Curtain system on Stryker vehicles. (The Army leased several of the Trophy systems last spring, working with the Marine Corps to test them.)
“The one that is farthest along in terms of installing it is … Trophy on Abrams,” Lt. Gen. John Murray, the Army’s deputy chief of staff, said in a statement. “We’re getting some pretty … good results. It adds to the protection level of the tank.”
The US’s look to APS comes as other countries adopt the technology.
Israeli’s Merkava comes standard with the Trophy, as does Russia’s new T-14 Armata. Both Israel’s and Russia’s tanks, as well as the UK’s Challenger 2, are considered by US officials to be close to or at parity with the US’s mainstay, the Abrams tank. (Though some officials don’t consider the Armata fielded.)
As militaries have adopted active-protection systems and other means to up-armor tanks, arms makers have looked for new antitank weaponry to counter them. Whenever US vehicles equipped with APS join similarly outfitted vehicles in the field, they will face a new challenge from an old foe, the RPG.
The most recent variant, the RPG-30, unveiled in 2008, has a 105 mm tandem high explosive antitank round, and features a second, smaller-caliber projectile meant to bait the active-protection systems that have become common on armored vehicles in recent years.
A tandem HEAT round carries two explosive charges. One neutralizes a vehicle’s reactive armor (which uses explosions to counter incoming projectiles), and the other is designed to penetrate the armor of the vehicle itself.
“The novelty of the Russian rocket launcher is that two rockets are fired at the target at the same time. One is a so-called ‘agent provocateur’ 42 mm in caliber, followed a bit later by a primary 105-mm tandem warhead rocket,” Vladimir Porkhachyov, the director general of arms manufacturer NPO Bazalt, told Russian state news agency Tass of the RPG-30 in September 2015.
The RPG-30 reportedly cleared testing and went into active service with the Russian military sometime between 2012 and 2013. At that point, according to a 2015 report by Russian state-owned outlet Sputnik, the Pentagon put it on its list of “asymmetrical threats to the US armed forces.”
The effectiveness of the RPG-30 against active-protection systems, and whether those systems need be upgraded to adapt to the RPG-30 and similar munitions, remains to be seen. But the RPG — though limited by the size of its warhead — has long been potent on the battlefield, even against modern tanks.
The previous model, the RPG-29, was introduced in 1991 and is still in service with the Russian armed forces. It fires a 105 mm tandem HEAT round and can also fire a thermobaric fuel-air round against bunkers and buildings.
Russian RPG-29s were used by Hezbollah in the mid-2000s, deployed against Israeli tanks and personnel during the 2006 Lebanon War.
According to a Haaretz reportfrom the time, Hezbollah antitank teams using RPG-29s managed on some occasions to get through the armor of Israel’s advanced Merkava tanks.
In other cases, Hezbollah fighters used the RPG-29 to fire on buildings containing Israeli troops, penetrating the walls.
“The majority of Israel Defense Forces ground troops casualties, both infantry and armored, were the result of special antitank units of Hezbollah,” which used other antitank missiles as well, according to the Haaretz report, published in the final days of the conflict and citing intelligence sources.
Those RPG-29s were reportedly supplied to Hezbollah by the Syrian military, which got them from Russia. Moscow disputed those origins, however, with some suggesting they were exported from former Communist bloc countries after the fall of the Soviet Union.
In August 2006, a RPG-29 was used successfully against a British Challenger 2 tank in southern Iraq.
During operations in Al Amarah, an RPG-29 rocket defeated the reactive armor installed on the Challenger, penetrating the driver’s cabin and blowing off half of one soldier’s foot and wounding several other troops.
UK military officials were accused of a cover-up in 2007, after it emerged that they hadn’t reported the August 2006 incident.
Two years later, during fighting in Baghdad’s Sadr City — a Shiite neighborhood in the Iraqi capital — a US M1 Abrams tank was damaged by an RPG-29. (The US has long avoided reactive armor systems but accepted them in recent years as a cheap, easy way to up-armor vulnerable parts of the Abrams, particularly against RPGs.)
During fighting in Iraq, RPG-29s penetrated the armor on the Abrams tanks twice and the Challenger once, according to The National Interest. Other Abrams tanks in Iraq were knocked out by antitank missiles, like the Russian-made AT-14 Kornet.
The threat goes beyond tanks. Seven of eight US Army helicopters shot down in Afghanistan between 2001 and 2009 were brought down by RPGs.
RPGs remain in service around the world, filling the arsenals of both state and non-state actors, according to the Small Arms Survey. The weapon and parts for it have popped in arms bazaars in Libya in recent years.
The RPG-7, the RPG-29’s predecessor, would be or would likely be used by forces in Eastern Europe, the Middle East and North Africa, sub-Saharan Africa, as well as Central, South, and East Asia.
Regular and irregular forces in Latin America also have RPGs, and the weapons have made their way into the hands of criminal groups in the region. The Jalisco New Generation cartel reportedly used one to down a Mexican military helicopter in early 2015.
Intelligence, Surveillance, and Reconnaissance is the number one most requested capability by combat commanders and for more than a year enlisted airmen have been helping the Air Force meet this demand by piloting the RQ-4 Global Hawk.
Air Force Chief of Staff Gen. Dave Goldfein has continually expressed the importance of the ISR force and finding innovative methods to relieve the pressure of getting commanders on the ground more data.
“Looking at new ways to operate within our [remotely piloted aircraft] enterprise is critical given that ISR missions continue to be the number one most requested capability by our combatant commanders. We expect that will only continue to expand,” said Goldfein. “We know our enlisted airmen are ready to take on this important mission as we determine the right operational balance of officer and enlisted in this ISR enterprise for the future.”

In light of this, the Air Force selected 12 active-duty airmen last year to become RQ-4 pilots as part of the first Enlisted Pilot Initial Class, the first enlisted airmen to fly aircraft since 1942.
“I wasn’t expecting to be selected,” said Tech. Sgt. Courtney, an RQ-4 Global Hawk pilot who was part of the initial class. “It was a huge honor and I was extremely excited and nervous. I’m glad I applied, a lot of great opportunities have come from it and I’ve learned a lot more about the RPA (remotely piloted aircraft) enterprise by being able to move to the pilot side.”
Courtney has been part of the ISR career field throughout her career. Over the years she’s filled several roles, including one as an imagery analyst and sensor operator for the MQ-1 Predator and the RQ-4, where she sat next to the pilot operating the aircraft’s camera during missions.

She always wanted to be a pilot and was going through the process of applying for Officer Training School to come back and fly RPAs when this program was offered as an exclusive volunteer possibility by the Air Force.
Courtney says even though it’s unique paradigm shift to have officer and enlisted pilots training and flying side-by-side, the dynamic of operating and conducting a mission is no different than on any other airframe.
“It’s important because everybody’s opinion matters when you’re flying an aircraft or executing a mission,” said Courtney. “We’re trained and we’re expected to fill an expectation and a skill level of that crew position. So regardless of what the rank is, our job is to get the mission done and if the senior airman sensor operator has a better idea and it works and I agree with it, then that’s what we’ll go with. Rank doesn’t play a part when we’re executing the mission.” For RQ-4 pilots, there are a lot of missions.
In 2017, the Air Force was tasked with nearly 25,000 ISR missions, collecting 340,000 hours of full motion video and producing 2.55 million intelligence products — which averages almost five products per minute that close intelligence gaps and support target analysis and development.
The Enlisted Pilot Initial Class training was created to provide more pilots to the RQ-4 program and ensure the Air Force is able to keep up with the high demand for its ISR products.
But, training new pilots takes time as the RPA training program spans almost a full year. Airmen begin Initial Flight Training at Pueblo Memorial Airport in Pueblo, Colorado, where they learn to fly and complete a solo flight in a DA-20 Katana aircraft. After IFT, students progress through the RPA Instrument Qualification Course and RPA Fundamentals Course at Joint Base San Antonio-Randolph, Texas, and then Global Hawk Basic Qualification Training at Beale Air Force Base, California.

At the conclusion of this training airmen are rated, instrument-qualified pilots who are Federal Aviation Administration certified to fly the RQ-4 in national and international airspace and mission-qualified to execute the high altitude ISR mission.
“We pin their wings on them,” said Keith Pannabecker, a civilian simulator instructor at the 558th Flying Training Squadron at Joint Base San Antonio-Randolph. “The creation of the career field was the best thing the Air Force could have done because it created an avenue for folks to volunteer. Beforehand, we were robbing Peter to pay Paul from the manned and unmanned airframes.”
Pannabecker, who is a retired Air Force colonel who helped with the inception of the RPA enterprise, thinks the Air Force is on track with a smart solution to a real problem, which is a shortage of pilots around the whole Air Force.

“We no longer pull pilots from the manned aircraft,” said Pannabecker. “Now, we’ve got our fresh group of motivated young people that are saying, please pick me to come be RPA pilots, which wasn’t always the case with asking for volunteers from the manned aircraft pilots. So, what we have now is a win-win.”
Since the graduation of the initial enlisted pilots in 2017, the Air Force added 30 more airmen into the training pipeline this year and plans to grow to 100 pilots by 2020. By then the Air Force expects nearly 70 percent of Global Hawk missions will be commanded by the “Flying Sergeants.”
“So, enlisted pilots are a very small force right now and we’ve relied on each other for information and we are each others’ shoulders to lean on,” said Courtney. “It’s going to take some time for enlisted pilots to integrate into the squadron and find the perfect flow, but we are very integrated into the mission.”

Courtney said during February 2018 all RQ-4 missions in the 12th Reconnaissance Squadron at Beale were flown by enlisted pilots.
“I’m hopeful in the future for the enlisted pilots and an equal playing field, so we won’t be seen as enlisted or officer, but we’ll be seen simply as pilots,” said Courtney.
Courtney believes the only thing that matters is providing intelligence that’s vital to the men and women on the ground fighting every day.
“It’s something that I value and I appreciate. Being able to be the commander of those missions means a lot to me and I take it seriously,” said Courtney. “I have so much respect for the other men and women that fly alongside of me. I’m thankful I’m able to provide that protection and the extra level of intelligence that they need to get their mission done.”

“How do you get posted at a location such as Area 51 or the Pentagon while in the military?”
I feel bad because no one actually answered this question. You see, in the military, there are a finite number of jobs at each location. Depending on the branch or the assignment, the average PCS (Permanent Change of Station) rate is about 4 years (shorter for a remote tour or a deployment). So someone will be assigned to work at the Pentagon and then after 4 years they’ll be due for a transfer, leaving their position open.
Let’s say you’re graduating from boot camp in August (congratulations, you did it, you little hero!) and Airman Snuffy is gonna PCS in August, leaving his Pentagon position open. You now have the option to go work at the Pentagon!
Your command will rate you based on your performance and recommend you for your list of assignment preferences. If you’re lucky, you’ll get your number one choice (the Pentagon I guess?) and if you’re not, well, bring mittens to Minot.

It’s possible that U.S. Air Force vet Tara Batesole is the only one to have seen a Predator film in this group, but U.S. Marine Graham Pulliam had some thoughts as well: “Not run around shirtless with a machine gun?”

The Air Force is looking at possible plans to retire the F-15C/D Eagle as early as the mid-2020s, officials told lawmakers Wednesday.
While the decision would mean divesting an entire aircraft class, officials said the F-15 capability would be replaced by the F-16 Fighting Falcon, a potential cost-saving measure that would allow pilots to train on fewer platforms.
Air National Guard Director Lt. Gen. L. Scott Rice said the Air Force as a total force is in “deep discussions” and will further assess the F-15 inventory next year.
“The F-15C [has] served our nation well, as have its pilots for decades. And it was our air superiority fighter; now F-22 has taken that role,” said Maj. Gen. Scott D. West, director of current operations and deputy chief of staff for operations for the service at the Pentagon.
Air Force officials were testifying before the House Armed Services Subcommittee on Readiness on Capitol Hill.
“We do have capacity in the F-16C community to recapitalize that radar to serve the same function as the F-15 has done and thereby reduce the different systems that we have to sustain and operate, so that makes it more efficient,” West said about the effort to minimize the number of systems pilots operate.
Taking questions from reporters after the hearing, Rice elaborated, “It’s a bigger picture. There’s a balance between capability and capacity — capacity being, do we have … 1,900 to 2,000 fighters in our inventory? But at the same time, we also look at capability. Does it have all the right radar on it [at] the right time? Certainly, an F-15 right now is a very capable platform … [but] as we move into maintaining our capacity and keeping our capability, we have to address those needs.”
Rice said “planning choices” for the F-15C within the 2019 budget started last fall.
The F-15 is all-weather, tactical fighter; the now-retired F-15A made its maiden flight in 1972. The single-seat F-15C and two-seat F-15D models entered the Air Force inventory beginning in 1979, and have been in almost every theater across the globe, according to the service.
American F-15s are stationed at overseas bases such as RAF Lakenheath, England, and Kadena Air Base, Japan. A deployment of F-15s moved across Europe last summer as a deterrent for Russia during Operation Atlantic Resolve, and F-15E Strike Eagles have been used throughout the air war against the Islamic State.
Rice said planned F-15 upgrades will be fulfilled. However, the Air Force may want to look at the next block of upgrades to save on future sustainment and operational costs, he said.
Rep. Martha McSally, a former Air Force pilot and advocate for the A-10 Thunderbolt, questioned the choice to scrap the F-15 — a capable fighter, “the best in air-to-air” as a fourth-generation aircraft.
“The F-16 kind of fills in those gaps, [but] comparing the capabilities side-by-side we have to be careful through that analysis,” the Arizona Republican said. “But I realize the funding challenges that you have as you go through this decision process — but it doesn’t bring the same capability.”
Rice said he believes the Air Force is getting beyond comparing aircraft platforms “especially in the digital age” when looking at the platforms as systems and “how they integrate is as important and, in the future, will be even more important than the platform itself,” he said.
The Air Force wants more manpower, more maintenance, more pilots to ramp up readiness and sustain the force for a high-end fight with a near-peer adversary.
West, Rice and Lt. Gen. Maryanne Miller, chief of the Air Force Reserve, testified they need pilots to sustain each part the force: at least 800 for the Guard; 300 for the Reserve; and nearly 1,500 — including 700 fighter pilots — for the active-duty component.
When asked if retiring the F-15 is a good idea amid a push to ramp up pilot — especially fighter pilot — production in the next few years, Rice said, “That’s true that is a challenge, because it’s not just capability-capacity, it’s all sorts of things. The readiness, the training, the people, the equipment. They all have to be at the right balance.
“So as we look at potentially doing a ‘what if’ drill [with the F-15 retirement] … over a certain period of time, ‘How much will that hurt? How much do we have to fill in the gap? Where do we go to gain that capability back at the right time, in the right place?’ ” he said.
It will be about “fitting into a system of systems,” Rice said.
A top U.S. military official has said that U.S. intelligence agencies believe Russia may be conducting low-yield nuclear testing that may be violation of a major international treaty.
Lieutenant General Robert Ashley said in a speech on May 29, 2019, that Russia could be doing tests that go “beyond what is believed necessary, beyond zero yield.”
The problem, he said, was that Russia “has not been willing to affirm” they are adhering to the 1996 Comprehensive Nuclear Test Ban Treaty.
Asked specifically whether U.S. intelligence agencies had concluded Russia was conducting such tests in violation of the treaty, Ashley, who is director of the Defense Intelligence Agency, said, “They’ve not affirmed the language of zero yield.”
U.S. Accuses Russia Of Conducting Low-Level Nuclear Tests
“We believe they have the capability to do it, the way that they’re set up,” Ashley said during an appearance at the Hudson Institute, a Washington, D.C., think tank.
The Defense Intelligence Agency is the Defense Department’s main in-house intelligence organization.
There was no immediate comment by the Kremlin or the Russian Defense Ministry about the conclusions, which were first reported on May 29, 2019, by The Wall Street Journal.
But Vladimir Shamanov, chairman of the defense committee in Russia’s lower house of parliament, called Ashley’s statement “irresponsible.”
“It would be impossible to make a more irresponsible statement,” Interfax quoted Shamanov as saying.
“These kinds of statements reveal that the professionalism of the military is systemically falling in America,” said Shamanov, a retired colonel general and a former commander of Russia’s Airborne Troops. “These words from a U.S. intelligence chief indicate that he is only an accidental person in this profession and he is in the wrong job.”
The U.S. assertion comes with several major arms-control treaties under strain, largely due to the toxic state of relations between Washington and Moscow.
Earlier this year, President Donald Trump’s administration announced it was pulling out of the 1987 Intermediate-Range Nuclear Forces Treaty, an agreement that eliminated an entire class of missiles.
Another treaty, New START, is due to expire in 2021 unless the United States and Russia agree to extend it for five years.
The head of Australia’s intelligence agency has warned that foreign interference is happening on an “unprecedented scale,” and that there are more foreign agents than ever before.
Duncan Lewis, director-general of the Australian Security Intelligence Organization (ASIO), said in a Senate estimates hearing on May 24, 2018, that espionage and interference activities have reached new and dangerous heights.
“The grim reality is that there are more foreign intelligence officers today than during the Cold War, and they have more ways of attacking us — that is, there’s more vectors, and the cyber vector is a very good example,” Lewis said. “Espionage, interference, sabotage and malicious insider activities can inflict catastrophic harm on our country’s interests.”
Lewis described attempts to access classified information on Australia’s alliances, diplomacy, military, mineral resources, and technological innovations. But the former Department of Defense head appeared particularly concerned about more subtle campaigns targeting “strategically important” commercial, political, economic, defence, security, foreign policy, and diaspora issues.
“Foreign actors covertly attempt to influence and shape the views of members of the Australian public, the Australian media and officials in the Australian government, as well as members of the diaspora communities here in Australia,” Lewis said. “Clandestine interference is designed to advance the objectives of the foreign actor to the detriment of Australia and to our national interests.”
Lewis added this is “not a theoretical proposition.”
“In some instances the harm from espionage and foreign interference is immediately in evidence, and in other instances … the harm doesn’t materialise for years and potentially for decades.”
Despite not naming any countries, Lewis’ comments echo those of John Garnaut, a former adviser on China to Australia’s Prime Minister Malcolm Turnbull, who spoke to the US House Armed Services Committee in March 2018.
Garnaut, speaking explicitly about Chinese foreign interference, made a clear distinction between the way both China and Russia attempt to interfere with other sovereign nations.
“Unlike Russia, which seems to be as much for a good time rather than a long time, the Chinese are strategic, patient, and they set down foundations of organizations and very consistent narratives over a long period of time,” Garnaut said.
Garnaut was speaking to the US Senators about Australia’s proposal to target and broaden the definition of foreign interference, after a wave of claims regarding China’s local influence campaigns. Prime Minister Malcolm Turnbull even cited “disturbing reports about Chinese influence.”
The government’s actions have angered Beijing, and relations between the two countries have become severely strained.
The MP said he received the information from US authorities. Nine News’ Chris Uhlmann reported on May 25, 2018, that the information came from an unclassified briefing from the US Attorney’s office and that some officials were “delighted” with the MP’s speech.
Asked about the implications of the public disclosure, Lewis said there has been no fallout from Australian allies.

Sun Tzu advised in The Art of War, “When the enemy occupies high ground, do not confront him.”
This is why, since the advent of flight, all battlefield commanders have sought to control the airspace above the battlefield – the “ground” above the high ground.
Control of the airspace grants its occupant a clearer view of an enemy’s movements, better communications with friendly forces and the freedom to move quickly and unpredictably to attack downhill well behind the enemy’s front lines.
Forces on land, at sea and in the air all reap the advantages of the establishment of air superiority – the keystone to victories from World War II to Operation Iraqi Freedom. Just as important, occupying that high ground denies those same advantages to the enemy.
Research into lasers may offer advancement in propulsion technology to get us into deep space and beyond for a fraction of the cost. The geniuses at the Air Force Research Laboratory are developing multiple ways to utilize laser power to enhance weapons, mining in space and electrolyze water.
In peacetime, maintaining air superiority provides a deterrent to those potential adversaries who heed the warning of Sun Tzu.
That is why the Air Force and its researchers are constantly looking far beyond the horizon of the current battlefield to develop new technologies enabling access to the highest ground possible – space.
Even before the Soviet Union successfully launched the first satellite, Sputnik, into orbit in October 1957, the United States was developing its own top-secret satellites to provide intelligence, surveillance and reconnaissance (ISR) of potential adversaries – Project Corona.
While Sputnik was little more than a beeping aluminum ball orbiting the Earth, it was an undeniable Soviet flag planted on the global high ground. The U.S. government knew that ceding that high ground greatly increased the chances of defeat should the Cold War with the Soviet Union turn hot.
Vice-President Lyndon Johnson, who oversaw the fledgling National Aeronautics and Space Administration (NASA), firmly acknowledged the national security benefits of advancing the peaceful exploration of space in 1963.
“I, for one, don’t want to go to bed by the light of a Communist moon,” said Johnson.
To this day the U.S. Air Force has remained at the forefront of pushing farther into space, from launching communications and Global Positioning System (GPS) satellites to providing astronaut Airmen who first ventured into Earth orbit during Project Mercury, walked on the Moon during Project Apollo to Col. Jack D. Fischer currently aboard the International Space Station.
It is a legacy that surrounds and drives Dr. Wellesley Pereira, a senior research physical scientist with the Air Force Research Lab’s (AFRL) Space Vehicles Directorate at Kirtland Air Force Base, New Mexico.
The very site at which Pereira conducts his research is named for an Airman who led the charge to put an American on the Moon.
The Phillips Research Site is named for Air Force Gen. Samuel Phillips, who served as Director of NASA’s Apollo manned lunar landing program from 1964 to 1969. That program culminated in the first humans, Neil Armstrong and then Air Force Lt. Col. Edwin “Buzz” Aldrin, landing on the moon in 1969 as Air Force Lt. Col. Michael Collins piloted the Apollo 11 Command Module overhead. It was the kind of aggressive manned exploration of space that Pereira would not only like to see continue, but accelerate.
“The Air Force and its Airmen are seen as trendsetters, as in the case with GPS, benefiting all humanity, or with technologically-inspired precision airdrops from 30,000 feet of lifesaving supplies during humanitarian crises,” said Pereira. “In doing this the Air Force establishes itself as a global power in which it does not cede higher ground to anyone… It pays dividends to be at the leading edge of that technology as opposed to playing catch up all the time. The Air Force can really send a very positive message by being that trendsetter in space.”
Pereira is currently researching infrared physics and hyper-spectral imaging as a means to provide ISR data over a wide range of light not visible to the human eye.
“We simulate cloud scenes viewed from spacecraft,” said Pereira. ” (Examining) all the aspects that affect an image from space like the artifacts caused by movement in the space platform; trying to process signals, trying to process information. We try to simulate these things in our lab just to understand spacecraft processes and how we can deal with this in post-processing.”
Pereira’s current position at AFRL as a research scientist coupled with a background in astronomy, physics and space research gives him the opportunity to think deeply about space and human space flight.
“As a research scientist, I’ve been involved in building payloads for the Air Force on satellites,” said Pereira. “This has led me to think about satellites in general; launch, orbits, moving in and out of orbits, the mechanics of orbits and the optimization of orbits.”
Those contemplations have led Pereira to envision an Air Force of the future that will propel its assets and Airmen to increasingly higher ground in space in a cost-effective way that combines technology old and new – sails and lasers.
“Up until now, we’ve been using chemical propulsion to get into space. Chemical propulsion is limited in what it can do for us in the future. We cannot go very far. We have to take resources from the Earth into space, which is a big issue considering we only can carry so much mass, we only have so much power, and so on. It is limited by chemical bond, but it is also limited by size, weight, power,” said Pereira.
The concept of solar sails has existed for quite a while. A solar sail uses photons, or energy from the sun to propel a spacecraft. Photons have energy and momentum. That energy transfers to a sail upon impact, pushing the sail and spacecraft to which it is attached, farther into space, according to Pereira.
“The Japanese have already proven that we can fly stuff with a solar sail. In 2010, they sent up an experiment called IKAROS, Interplanetary Kite-raft Accelerated by Radiation Of the Sun. This was a very successful project,” said Pereira.
“In the same vein as solar sails, futurists have also thought about laser sails. I think this is an area where the Air Force can develop an ability for us to propel spacecraft farther using lasers, either in the form of laser arrays on Earth or taking a laser array and putting it on the moon, to propel spacecraft without the cost of lifting spacecraft and chemical propellant from the Earth’s surface.”
In the near future, Pereira sees this method as a cost-effective way the Air Force can lift satellites into higher Earth orbit.
“You have spacecraft go into orbits that are just about 300 to 600 kilometers above the Earth. We call those Low Earth Orbits or LEO. Likewise, you have orbits that could be about 36,000 to 40,000 kilometers above the Earth. We call them Geostationary Earth Orbits or GEO orbits. Many communications satellites, as well as, a few other satellites are in Geostationary orbit…the way of the future, would be to use laser based arrays, instead of chemical propulsion, to fire at a satellite’s sail to push it to a higher orbit,” said Pereira.
“Our goal is to try and minimize taking resources from earth to space. We can literally just launch a rocket using a catapult that could boost to about 100 meters per second and, once we get it to a certain altitude, we can have an array of lasers focus on the sail on the rocket, propel it out farther, whether it’s intended for a LEO orbit or whether it’s intended for a GEO orbit. As long as you can build material that can endure the laser energy without tearing, I think this is a far cheaper way to go and it could save the Air Force a lot of money.”
According to Pereira, developing this technology would naturally lead to the ability to propel spacecraft carrying Airmen farther into the solar system where they could establish self-sustaining outposts on ever higher ground.
“NASA’s Orion Multi-Purpose Crew Vehicle, the MPCV, is essentially a spacecraft designed to take astronauts farther than any human has ever gone before. One test flight concept is to visit an asteroid called 1999 AO10, in around 2025,” said Pereira. “This asteroid does not have a lot of gravity and not a lot of surface area, so rather than walking on the asteroid, the idea is for the spacecraft to connect itself to the asteroid, and for the astronauts to do spacewalks to mine materials, so that they can bring them back to Earth for analysis.”
Past and current Air Force research during manned space flight has led to increased understanding of human physiological response to microgravity and exposure to radiation, development of life support systems, nutritious food packaging, sophisticated positioning, navigation and timing software and systems that could one day enable Airmen to routinely fly to and mine asteroids and planetary moons for needed resources.
Pereira also sees Air Force cooperation with commercial companies developing space flight technologies as a benefit to both, from developing suborbital space planes, manned capsules and space waypoints, or “hotels”, to projects as ambitious as Breakthrough Starshot, a proposed mission to send a microchip all the way to Proxima B, an exo-planet orbiting the star Proxima Centauri, and transmit data back to Earth.
“They want to do this at about 20 percent of the speed of light, meaning it will take five times as long as it would take light to travel between the Earth and Proxima Centauri, approximately four light years away. So it could take only about 20 years for this chip to get to Proxima Centauri. Then if it beams images back at the speed of light, it would take another four years for that data to come back. In about 24 years, we would get data from Proxima Centauri, our nearest star,” said Pereira.
Pereira believes that the Air Force participating in such ventures into the space domain could lead to technologies that could send Airmen to the moons of outer planets in our solar system within a person’s lifetime, benefiting the human race and keeping the Air Force firmly atop the high ground.
“First and foremost, Airmen, as many times in the past, can serve in the capacity of professional astronauts: providing services in scouting and setting up breakthrough scientific missions, establishing colonies for repair and mining in order to reduce or avoid having to take materials from Earth to space…enabling safe pathways, providing in-flight maintenance, refueling crews, more effectively than machines might be able to do.”
“There are so many wonderful things about space that are so fascinating that we can explore and learn so much more if we just keep that aspect of space exploration going. We can achieve this by having our Airmen lead the way to an era of exploration enabled by human space flight.”
