Alright, we’ll grant you that fitness personalities don’t need to train up for simple tests. And the Army’s current PT test is a very simple challenge. A quick test of upper body strength and endurance, a quick test of abdominal endurance, and a quick two-miler. All pretty commonly used muscles, all movements with little need for special training.
But still, Natacha Océane did a pretty great job while taking the APFT. Sure, she flubs her number 5 sit-up during the test, but she also doesn’t count it, and she uses a poop emoji on the counter. And she does 82 others (Airborne!), which is enough to max the sit-ups. And her two-mile time is enough for 100 points as well. Her 42 push-ups only get her 94 points on the female scale, but that’s still a very respectable 294 total.
That’s enough for a fitness badge, and enough to raise your platoon’s average score if you’re serving anywhere outside of special operations (and a few places in spec ops). In fact, those 42 push-ups would be enough to get her into Airborne school as a male.
Which is good, because the Army is switching to a gender-neutral physical training test. And her push-up and run scores drop precipitously once you switch to the men’s scoring table. Still, she outperformed most of the POGs that I served with, even setting aside gendered standards.
But before recruiters start lining up to bring her in, if you listen to the audio at the start of the video, she’s a British citizen who lives in Britain. And, also, the Army probably doesn’t offer enough money to put her off of YouTubing. This video has over 2 million views in less than five months, meaning she probably makes a hunk of change already.
But, worst of all, she’s already taken the Marine Corps test as well, and she scored a 300 on it.

North Korean leader Kim Jong Un has warned that his country could seek a “new path” in relations with the United States “if the U.S. does not keep its promise made in front of the whole world…and insists on sanctions and pressures on our republic.”
In a New Year’s statement broadcast on Jan. 1, 2019, Kim praised his June 2018 summit with U.S. President Donald Trump in Singapore, where the leaders had “fruitful talks” and “exchanged constructive ideas.”
He also said he was ready to meet again with Trump “at any time in the future.” Kim also called on the United States to extend its halt on military exercises with South Korea.
He added that the United States “continues to break its promises and misjudges our patience by unilaterally demanding certain things and pushing ahead with sanctions and pressure.”
At the June 2018 summit, Kim and Trump agreed to a vague pledge to denuclearize the Korean Peninsula, but little progress has been made on the issue in recent months.
The F-15 Eagle has put up one of the best records of any air-superiority fighter – ever. It has scored over 100 air-to-air kills with no losses. Yet while the development of the Su-27/30/33/35 and J-11/15/16 families of the Flanker from Russia and China have closed the gap significantly, the Eagle remains very lethal – and keeps getting better.
Part of it is the inclusion of new sensor capabilities, like the Legion pod, that enable the F-15 to do thing the Su-27 can do. Another part has been upgrades to the existing systems, like the AN-APG-63 radar, which has been replaced by a new version with an active electronically-scanned antenna version known as the APG-63(V)3.
According to MilitaryFactory.com, the Air Force did give the entire F-15 fleet an upgrade known as the Eagle Passive/Active Warning and Survivability System, or EPAWSS, which gave the F-15C/D an improved chaff and flare dispenser, a digital radar-warning receiver, and a towed decoy. This gives the F-15 a better chance against enemy surface-to-air or air-to-air missiles.
But the F-15 from the get-go had a lot of advantages. It could carry up to eight air-to-air missiles (today, the load is usually four AIM-120 AMRAAM and four AIM-9X Sidewinders), and it had a 20mm M61 Gatling gun with 940 rounds of ammo. It has a top speed of 1,875 miles per hour, and an unrefueled range of 2,402 miles. Boeing has been pitching an Eagle 2040C that would add even more missiles to the F-15’s already formidable armament.
Over 1,500 F-15s of all types have been built, and the production line is still open, producing variants of the F-15E Strike Eagle for orders by Qatar and Saudi Arabia. You can see a video about why the F-15 is aging so well below.
Russia says that a new NATO plan to enhance its combat readiness in Europe would weaken security on the continent, and is warning that Moscow would take that into account in its own military planning.
Deputy Foreign Minister Aleksandr Grushko criticized the initiative known as Four Thirties in comments on June 13, 2018. He said that Russia would take all necessary military measures to guarantee its own security.
The initiative “creates a threat to European security,” Grushko told journalists.
Four Thirties, the U.S.-proposed initiative that was supported by NATO defense ministers on June 7, 2018, is meant to protect allies against what NATO says are increased threats from Russia and to bolster combat-readiness by easing the transport of troops across Europe in the event of a crisis.
The plan, whose full details were not revealed, provides for the deployment of 30 troop battalions, 30 squadrons of aircraft, and 30 warships within 30 days. The plan is set to become operational in 2020.
Thousands of NATO troops are already stationed on standby in the Baltic states and Poland as a deterrent, and NATO chief Jens Stoltenberg stressed on June 7, 2018, that the goals of Four Thirties are increased coordination and better mobility.
“This is not about setting up or deploying new forces. It is about boosting the readiness of existing forces across each and every ally,” Stoltenberg said.
“This is about establishing a culture of readiness and we need that because we have a more unpredictable security environment. We have to be prepared for the unforeseen,” he said.
Grushko said that Russia’s “views on the preparations made by the alliance on the eastern flank are well-known. We are acting based on the assumption that it substantially worsens military security in Europe.”
Asked whether Russia will factor Four Thirties into its own military planning, Grushko told journalists, “Without a doubt, we will take it into account.”
“If the need arises, we will take all military-technical measures that will guarantee our security and defense capability,” said Grushko, who is a former ambassador to NATO.
Separately, Russian Foreign Minister Sergei Lavrov on June 13 called on NATO to ensure that no state or group would strengthen their security at the expense of the security of others — the so-called “indivisible security” concept.
“We will continue to call on our NATO counterparts to respect all the agreements…which declare drawing new dividing lines to be unacceptable and emphasize the need to ensure indivisible security so that no one has to strengthen their security by damaging the security of others,” Lavrov said in Moscow after talks with Greek Foreign Minister Nikos Kotzias.
GE just completed its initial test runs of the first full-scale XA100 three-stream adaptive combat engine–an entirely new fighter power plant that promises to give the United States a distinct advantage in the skies of the 21st century. Fighters have always had to maintain a tightrope walk between unleashing the power of their engines and saving enough fuel to be effective in a fight. With GE’s XA100, that’ll get a whole lot easier.
The first full-scale XA100 is one of two technology demonstrators contracted to GE through the U.S. Air Force’s Life Cycle Management Center’s Adaptive Engine Transition Program (AETP), with elements of development handled through both the Adaptive Versatile Engine Technology (ADVENT) and the Adaptive Engine Technology Development (AETD) programs.
This first demonstrator was intended to not just offer an incredible amount of power, but a huge improvement in engine efficiency that can grant greater fuel range and longer loiter times than ever before.
“The goal for the Air Force was to develop the next-generation fighter engine architecture and technologies to provide a generational step-change in combat propulsion capability,” David Tweedie, GE Edison Works’ General Manager of Advanced Combat Engines, told Sandboxx News.
“GE has worked hard to achieve the challenging objectives the Air Force has set out, and we believe we are delivering on what they’ve asked us to do.”
And deliver they did. GE tested their XA100 at their high altitude test cell in Evendale, Ohio over the span of more than three months, starting at the tail end of 2020, and according to their reports, the engine actually exceeded their performance targets. Chief among their goals was successfully demonstrating the engine’s ability to operate in both a high-thrust mode that delivers unparalleled power in combat and a low-burn mode that allows for covering greater distances or remaining airborne for extended periods of time.
“We hit all of our primary test objectives,” Tweedie told Aviation Week. “The engine behaved right along with our pre-test predictions and was very consistent with the program goals. We were able to demonstrate the two different modes of the engine and the ability to seamlessly transition between those two modes.”
The aim of GE’s XA100 engine was to increase thrust by 10% and fuel efficiency by 25%, but in testing, the engine did even better than that.
“Not only are we meeting that, we’re actually exceeding that pretty much everywhere in the flight envelope—and in a few places—up to 20% [more thrust],” Tweedie said. “We are very happy with where we are from thrust in terms of over-delivering versus the program requirement.”
“When you translate that to what it means to the platform, it’s 30% more range or 50% more loiter time depending on how you want to utilize that fuel burn improvement. It’s a significant increase in acceleration and combat capability with the increased thrust,” he added.
American combat aircraft are already renowned for their powerful and efficient engines. China and Russia both have new fifth-generation (stealth) fighters in service, but both nations continue to struggle with fielding engines that are adequate to meet the performance needs of top-tier fighters in the 21st century. However, China claims to be nearing development on their WS-15 engines that were specifically designed to bring their Chengdu J-20 stealth fighter on par with America’s F-22, threatening to erode that advantage.
GE’s new XA100 can produce a whopping 45,000 pounds of thrust, edging out the Pratt and Whitney’s F-135-PW-100 that currently powers America’s single-engine F-35 Joint Strike Fighter and making it a viable option for the conventional-runway iteration of the jet, the F-35A. This news comes amid ongoing concerns about F-35 engine availability and maintenance issues that could threaten as many as 20% of F-35s if a resolution isn’t found soon. While GE’s XA100 would not enter service in time to address these shortfalls, the new engine shines a light on the concept’s promising future, as well as other potential applications for this engine that span three fighter generations.
“The ADVENT, AETD, and AETP programs were set up to mature the technologies from both a design and manufacturing perspective and to burn down program risk to enable multiple low-risk Engineering and Manufacturing Development (EMD) programs that could be applied to legacy, current production, and future fighter aircraft platforms,” Tweedie explained to Sandboxx News.
That part about “legacy, current production, and future fighter aircraft programs” is particularly important as the United States Air Force continues to hash out how best to approach the problem of airpower in this new era of near-peer competition. The F-35, once intended to serve as the backbone of the U.S. Air Force for decades to come, now faces renewed criticism over operational costs that threaten the program’s supremacy on the Air Force’s budgetary priority list.
Meanwhile, older fighters like the F-15 have returned to prominence through significant upgrades, with the F-15EX Eagle II making its way into service. And like the Air Force, the U.S. Navy is also doubling down on their legacy fourth-generation platforms, taking deliveries on the first new Block III Super Hornets last summer.
Not to keep too much focus on the past and present, however, the Air Force and Navy are also continuing their hushed development on the NGAD fighter program that promises to yield America’s next air superiority platform, which some believe will be the first of a sixth-generation of fighters. All told, that means the United States will likely be operating three different generations of fighters simultaneously within the coming twenty years. While fifth and sixth-generation platforms will offer the greatest survivability in highly contested airspace, fourth-generation jets would also benefit from an increase in power and efficiency, making the world’s most capable 4th-gen birds even more capable.
Importantly, however, that additional capability won’t come with extra stuff for the pilot to keep track of. In recent years, the Pentagon has devoted huge swaths of funding to limiting the cognitive load on fighter pilots during combat operations, streamlining their interface with the aircraft’s controls, and fusing data to offer pertinent information in the pilot’s line of sight. In keeping with this concept, GE’s XA100 handles the transition between modes without any need for pilot input.
“The mode transition is seamless to the pilot, and they won’t even know when it happens,” Tweedie told Sandboxx News.
“They will control engine power using the throttle the way they always have, and the engine schedule will determine the appropriate operational mode.”
But the XA100 isn’t just a big deal because of its fuel efficiency and power. While this new engine’s ability to seamlessly transition between tearing through the sky like a top fuel dragster and minding the fuel gauge like a Toyota Prius might catch the attention of aviation enthusiasts, it might be the engine’s thermal management and use of advanced component technologies that really make the XA100 a leap forward in fighter engines.
According to Tweedie, the XA100’s “three-stream architecture” enables a doubling of thermal management capacity, or in other words, a real reduction in the heat created by the engine’s operation. That heat reduction is essential as modern aircraft shift away from traditional metal airframes and fuselages and toward more advanced composite materials. Heat is currently a limiting factor in power production, but that will no longer be the case with this new generation of powerplant.
“We see a significant increase in capability there [with] up to two times mission systems growth enabled by the [improved] thermal management,” Tweedie said.
Advanced component technologies including additive and Ceramic Matrix Composites leveraged in the XA100’s design also play an important role in what makes this new engine stand head and shoulders above previous power plants. Not only does this reduce the overall weight of the engine, it also increases its durability over previous designs.
The result combination of power, fuel efficiency, heat management, and resilient but lightweight construction make the XA100 the physical embodiment of a fighter engine wish-list. While any of these improvements in capability would be welcome in most fighter designs, the collection of them in a single system could well make for a power plant that is even greater than the sum of its parts.
And with nations all over the world hurriedly developing new fifth and sixth-generation fighters, the United States will need every advantage it can muster to retain the competitive edge.
The wizards who brought you the F-16 Fighting Falcon and the M1 Abrams Main Battle Tank have been serving the U.S. military’s needs for more than a century. In that time, General Dynamics, the multi-billion dollar defense contractor responsible for many amazing technological advances, has made history many times over, from developing the Navy’s first submarines to the Air Force’s first ICBM.
They may have even develop the flying saucer UFO.
In the late 1950s, the Air Force was looking to replace the B-52 Bomber with a nuclear-capable hypersonic upgrade. For this mission, the air service wanted the experimental XB-70 Valkyrie. The Valkyrie could fly at speeds of Mach 3 while dropping nuclear bombs on the unsuspecting or unprepared Soviet Union.
But how can the Air Force protect its bombers while they’re flying at three times the speed of sound in an unfriendly territory? The answer was to give it a defensive missile system, code named Pye Wacket, after a local Massachusetts urban legend involving a witch’s familiar who protected her master.

The Valkyrie didn’t actually need defensive missiles. The Soviets didn’t have anything that could actually threaten the XB-70, but the airframe was considered a long-term solution and the Air Force wanted to ensure it had defenses should the need materialize. The missiles wouldn’t just need to hit interceptor aircraft, it would need to be capable of hitting SAM batteries and surface-to-air missiles themselves.
It also needed to be able to fly at seven times the speed of sound. So, General Dynamics engineers developed a wedge missile, in the shape of a lens – a kind of flying saucer – that could be fired from the aircraft in any direction and was capable of deft maneuvering.

The Air Force tested the new weapon between 1957 and 1961. The weapon was based on a saucer propulsion design from NASA’s Alan Kahlet, who wanted to use it for manned spacecraft. For the missile, designers wanted to include a small nuclear warhead, one that would neutralize the target but also be able to prevent an enemy nuclear warhead from exploding, a process called “dudding.”
Unfortunately for the future of the Pye Wacket missile, the Air Force ultimately decided that the best way to hit the Soviets with a barrage of nuclear devices was a series of rockets that used extremely unstable fuel and could be fired by any fool who knew the key combination was “000000000.”
New satellite photography from the South China Sea confirms a nightmare for the U.S. and champions of free navigation everywhere — Beijing has reinforced surface-to-air missiles sites in the Spratly Islands.
For years now, China has been building artificial islands in the South China Sea and militarizing them with radar outposts and missiles.

China has not yet deployed the actual launchers, but Satellite imagery shows the new surface-to-air missile sites are buildings with retractable roofs, meaning Beijing can hide launchers, and that they’ll be protected from small arms fire.
“This will provide them with more capability to defend the island itself and the installations on them,” said Glaser.
Nations in the region have taken notice. Philippine Foreign Secretary Perfecto Yasay told reporters that foreign ministers of the 10-member Association of South East Asian Nations (ASEAN) unanimously expressed concern over China’s land grab in a resource-rich shipping lane that sees $5 trillion in commerce annually.
The move is “very unsettlingly, that China has installed weapons systems in these facilities that they have established, and they have expressed strong concern about this,” Yasay said, according to the South China Morning Post.
But Chinese media and officials disputed the consensus at ASEAN that their militarization had raised alarm, and according to Glaser, without a clear policy position from the Trump administration, nobody will stand up to China.
“Most countries do not want to be confrontational towards China … they don’t want an adversarial relationship,” said Glaser, citing the economic benefits countries like Laos and Cambodia get from cooperating with Beijing, the world’s third largest economy and a growing regional power.
Instead, U.S. allies in the Pacific are taking a “wait and see” approach to dealing with the South China Sea as Beijing continues to cement its dominance in the region and establish “facts in the water” that even the U.S.’s most advanced ships and planes would struggle to overcome.
According to Glaser, China has everything it needs to declare an air defense and identification zone — essentially dictate who gets to fly and sail in the South China Sea — except for the Scarborough Shoal.
“I think from a military perspective, now because they have radars in the Paracels and the Spartlys,” China has radar coverage “so they can see what’s going on in the South China Sea with the exception of the northeastern quarter,” said Glaser. “The reason many have posited that the Chinese would dredge” the Scarborough Shoal “is because they need radar coverage there.”
The Scarborough Shoal remains untouched by Chinese dredging vessels, but developing it would put them a mere 160 miles from a major U.S. Navy base at the Subic Bay in the Phillippines.
Installing similar air defenses there, or even radar sites, could effectively lock out the U.S. or anyone else pursuing free navigation in open seas and skies.
While U.S. President Donald Trump has repeatedly floated the idea of being tougher on China, a lack of clear policy has allowed Beijing to continue on its path of militarizing the region where six nations claim territory.
“For the most part, we are improving our relationships. All but one,” Vice Adm. Joseph Aucoin, the commander of U.S. 7th Fleet, said at a military conference on Tuesday.
Sticks and stones may break your bones, but they’re also great building materials. And the Department of Defense is eyeing a return to stick-based construction in some places where it currently uses concrete and similar materials. Fire and blast tests have already gone well, and the Army is working with universities to test its performance against ballistic weapons.
It’s all thanks to a new material that all the cool architects are talking about: cross-laminated timber. The footnotes version on this stuff is that it’s timber assembled in layers, and each layer is placed at 90 degrees from the previous one.
So, think of a Jenga tower, but with lots of glue so the blocks don’t slide apart. Believe it or not, this actually creates a super-strong structure, so strong that architects are certain they can make skyscrapers with the stuff, though buildings of about five stories are the norm right now and the tallest completed so far is 14 stories.
Believe it or not, this is a passing fire test. Cross-laminated timber passed the test for fire resistance, but organizers were a little disappointed that it never self-extinguished. It was hoped that as the wood charred, which greatly reduces its flammability, the flame would run out of fuel.
But the Pentagon isn’t eyeing the material for tall office structures, or at least not exclusively for that. They allowed the Forest Products Laboratory, part of the U.S. Department of Agriculture, to test CLT structures against blasts. Yeah, they want to know how the buildings will do against bombs.
The FPL has already tested the material when set on fire, when exposed to extreme moisture, and when shaken as it would in an earthquake. The wood did great in the earlier tests, but the military didn’t want to adopt new materials that would get destroyed the first time a big, bad wolf tried to blow it up.
That blast looks stronger than the Big Bad Wolf, but somehow, the stick-buildings are still standing.

The wood performed well during the tests, flexing and twisting in some cases but—in most of the tests—surviving the blasts. The panels did rupture during the final test, a test designed to overwhelm the timbers and push them well beyond their design limits. But even then, the buildings were safe to enter and walk through.
Now, Georgia Tech in Atlanta is working on a ballistics test with the Army at Aberdeen Proving Grounds in Maryland. The tests are slated to include additional blast testing as well. So, yeah, the Army wants to figure out whether it makes tactical and strategic sense to have wood buildings and structures, even in some places where it might currently use concrete.
All-in-all, CLT is a promising material for the military, and it’s achieved a lot of acceptance in the civilian world. It’s much better for the environment than concrete, which releases CO2 both in production and construction, and steel, which is energy intensive to mine, smelt, forge, and ship.
Timber, in contrast, actually removes carbon from the atmosphere as it’s created and grown, and it’s very lightweight, so it doesn’t cost as much fuel to move the material.
Currently, though, the material is quite expensive to purchase as there are only a few manufacturers making it. Prices are expected to come down over the next couple of decades. An ambitious plan for a 7-story building is slated for completion in 2041, partially because building right now would require that the builders buy up all available CLT, making the project cost as much as double what normal construction would.

Sarraille, the architect behind VETTED, led the development of what is now hailed as the most comprehensive veteran transition platform.
Current CEO, Robert White, notes three parts of successful transition: Career Development + Education + Placement.
Military funded programs, like TGPS, provide part of the career services component while placement firms, like Bradley Morris Inc. and others, do talent sourcing, but as White notes, “without the education piece, you’re going to plateau.”
Disparity in support
Many veterans are familiar with career service resources, but the common tools that they use don’t often work for career placement. Military transition counselors aren’t the same advocates as recruiters and many of the education programs used while serving lack the alumni and brand recognition of civilian programs.
For example, 50% of the 2017-2018 VETTED fellows have MBAs from programs you know in uniform — but unfortunately, the military MBA programs aren’t as recognizable as top MBA programs in the civilian world. Although equally educated, veterans don’t often get the respect they deserve in the civilian market.
Alignment and consistency from military support to civilian support is where VETTED stands out.

VETTED works in five stages: Transition preparation, distance education, residence education, career placement, and followthrough.
Potential fellows complete a detailed application process, and, if accepted, progress along a five-month distance education program.
Each distance program is partnered with a regionally accredited, top MBA program.
The first fellows complete coursework with the Executive Education/MBA departments at University of Texas Texas AM University, receiving the same course content and training as their civilian counterparts. And as the VETTED program rolls out nationwide, fellows will be able to target programs based on geographic locations that they want to transition into.
Residency and placement
Following distance education, fellows meet for a two-month, in-person residency.
This February, 40 fellows will attend intensive training at UT McCombs Texas AM Mays Business Schools. They undergo orientation training in management consulting or entrepreneurship.
After residency, VETTED has partnered with Bradley Morris, Veterati, American Corporate Partners, and other experts to extend support to graduates.
Fellows partner with both VETTED and industry mentors to find ideal employers and craft a network for employment. No other transition support or training provider has this “cradle-to-grave” structure.
VETTED’s leadership is committed to diversity inclusion in fellows and leadership.
White notes that VETTED is researching with the University of Washington Women’s Center on how to better target women for the program. The current fellows program is 12.5% women and VETTED wants to increase that percentage to better match the transitioning veteran population.
VETTED’s partnership with the University of Washington goes beyond just targeted recruitment and outreach. UW’s Foster School of Business has recently been announced as the third school implementing VETTED’s Veteran Accelerated Management Program.
With others schools currently in negotiation, VETTED is on it’s way to becoming the premier transition platform to catapult military leaders into management consulting, operations, and entrepreneurship.
But growth has its limits.

When America joined the Great War, the British Fleet was holding most of the German Navy in the North Sea, meaning that American warships and troop ships rarely faced severe opposition. But one ship did fall prey to an unknown assailant: The USS San Diego, sank off the U.S. East Coast due to a massive explosion from an unknown source.

But the ship is now a fish sanctuary, and researchers looking at the wreck and at historical documents think they’ve figured out what happened all those years ago.
On July 19, 1918, the armored cruiser was sailing from Portsmouth Naval Yard to New York with a full load of coal in preparation to strike out across the Atlantic. But, as it was coming up the coast, an explosion well beneath the waterline suddenly tore through the ship, hitting so hard that it warped the hull and prevented the closure of a watertight door.

His working theory was that they had been hit by a German torpedo, and he wanted to both kill the bastard who had shot his ship and save the vessel. Unfortunately, he could do neither. The ship sank in 30 minutes into water 110 feet deep, and the crew never spotted the vessel that attacked them.
Six sailors died in the incident. They were Engineman Second Class Thomas E. Davis, Engineman 2nd Class James F. Rochet, Machinist’s Mate 2nd Class Frazier O. Thomas, Seaman 2nd Class Paul J. Harris, Machinist’s Mate 2nd Class Andrew Munson, and Fireman 1st Class Clyde C. Blaine.
It was a naval mystery for years, but there was a theory competing against the torpedo one: The ship might have struck a mine placed there by a submarine that was long gone when the San Diego arrived.

Researchers created a 3-D map of the wreck, and found damage that was most similar to the larger explosive load of a torpedo, but could have been caused by a large mine. And so they turned to naval records handed over by Germany after World War I.
In those records, they found reports from the U-156, a German submarine that did operate on the East Coast that month. But it wasn’t concentrating on finding ships to torpedo. She was carrying mines.
The mine explosion took place well below the waterline and against relatively thin plating. The mine detonated against a half inch of steel. If it had contacted at the armored band, it would’ve done paltry damage against the ship’s 5-inch thick armor belt.
Because of the limited ships the Central Powers could put to sea in the later years of World War I, the Navy concentrated on protecting and conducting logistics operations rather than chasing elusive fleet action. The Navy delivered more than 2 million soldiers to Europe without losing any soldiers to U-boats.
In World War II, it would be forced to conduct fleet actions while also delivering troops and supplies across the Pacific, Europe, and Africa.
The months following the tragic events of Sept. 11, 2001, would forever shape the way the military does business.
In an effort to provide some sense of comfort to the families of those who perished that September day, the US Army Human Resources Command established the Joint Personal Effects Depot at present day Joint Base Myer-Henderson Hall, in Arlington, Virginia.
Its close proximity to the Pentagon made Arlington the perfect area to account for and process personal items of fallen warriors, return them to the families, and help provide closure.
But as America’s resolve strengthened, the young men and women of this country took up arms to defend the freedoms of its citizens against an unconventional new enemy in a war against terror thousands of miles away.
With the possibility of a rising number of casualties stemming from this new war, America’s military was faced with a new challenge — how to care for its fallen?
As the war on terror intensified, the need for an expanded personal effects facility soon became evident and the JPED was relocated from Arlington to Aberdeen Proving Ground in Maryland.
Working out of old and sometimes dilapidated World War II era warehouses, workers at the JPED ran an assembly line operation without heat in the winter or air conditioning in the summer until 2005, when the decision was made to consolidate the Joint Personal Effects Depot, along with the services’ mortuary, to Dover Air Force Base in Delaware.
“I was assigned to the depot in Aberdeen as a mortuary affairs specialist with the Army Reserve and I can say it was less than ideal conditions to work in,” said Nelson Delgado, JPED operations management specialist and retired Army Reserve master sergeant.
“Back then, everything was moved from station to station,” he said. “It was cramped and there was too much room for mistakes. One day, General Schoomaker (retired Gen. Peter Schoomaker, 35th Chief of Staff of the US Army) showed up and asked us what we needed.
“That’s how we got to Dover.”
In March 2011, construction of the current 58,000 square-foot state-of-the art facility was finally completed by the Philadelphia District Corps of Engineers at a cost of $17.5 million. A few months later in May, the first personal effects processed there.
Staffed by a mix of active and Reserve component Soldiers, Airmen, and Marines, as well as a handful of Department of the Army Civilians and contractors, the JPED, along with the Air Force Mortuary Affairs Operations facility provides dignity, honor, and respect for the families left behind.
When Soldiers make the ultimate sacrifice in theater, their personal effects are inventoried, packed, and rushed to the JPED, usually within five days.
“If it comes through the front door, it has to be accounted for by us and sent to the family,” said Delgado. “We don’t throw anything away.”
“Sometimes, what might seem insignificant to you and me may, in fact, be very important to the families. We’ve actually had instances where families have called back asking for something like a gum wrapper that was given to the service member by a child,” he said.
As items arrive at the depot, they are carefully x-rayed and screened for unexploded ordnance in a blast-proof corridor before they are ever brought into the main facility.
From there, items are brought into an individual cage where they are inventoried and packed for shipment to the service member’s primary next of kin.
“All the preparations are done, from start to finish, in one single room,” Delgado said.
“We ensure there are two Soldiers present in the cage at all times in addition to a summary court martial officer. This gives us a system of checks and balances and also reduces the risk of cross contamination of items,” he added.
Each cage is equipped with photographic equipment, washers and dryers, and cleaning materials. As items are inventoried, they are carefully inspected and then individually photographed. Soldiers go through great pains to ensure each item is soil-free and presentable for the family members.
“We want to make sure everything that the individual service member had with them in theater is returned to the family,” Delgado said. “What we don’t want to do is make a difficult situation worse.”
“If an item is soiled or bloodstained, we will stay here as long as it takes to get it clean so it can be returned. Besides memories, this is all the families have of their loved ones,” he said.
After items are cleaned and inventoried, they are carefully packaged into individual plastic foot-lockers.
Each item is pressed and folded. They are placed neatly in the containers, and wrapped tightly with several layers of packaging paper and bubble wrap. Smaller items, such as rings, watches or identification tags, are placed into small decorative pouches, inscribed with the service member’s individual branch of service.
Items such as Bibles, flags, or family photos are placed at the top of the first box, so that they are the first things the families see upon opening it.
“We emphasize box one, because that is usually the box the families will open first. But that doesn’t mean we neglect box two, or box six, or even box 10,” Delgado said. “We treat each box the same way because we really want the families to know we care about their loved one.”
“That’s why we take our time and make sure items are neat and presentable, not just stuff thrown in a box.”
After the items are finally packaged and sent to the transit room, Soldiers scour the cage one last time and sweep the floor before exiting. Great attention to detail is given to make sure everything is accounted for and nothing is overlooked.
Soldiers at the JPED are meticulously screened for duty fitness by HRC’s Casualty and Mortuary Affairs Operations Division before they are ever assigned there.
Assignments at the JPED can be emotionally taxing on the Soldiers working there.
Soldiers regularly attend resiliency training to help them cope with the tasks they are asked to perform. The JPED chaplain is as much there for them as he or she is for the grieving families attending dignified transfers.
“This is a job that not a lot of people want, or can do, but at the same time, this can be the most rewarding job you will ever do,” Delgado said.
“Taking care of the personal effects is the last part of the process. This is what helps bring some sense of closure to the families. The families don’t see what goes on here, but we get to know the service members and their loved ones by working here. We develop a closeness and connection with them,” he added.
For Delgado and others working at the JPED, that connection sometimes hits close to home.
“Sometimes you see kids as young as 19 years of age coming through here,” he said. “I have a 19-year-old kid at home. Sometimes it hits a little too close to home. I don’t know anyone working here that hasn’t cried at one time or another.
“I spent 23 of my 25-year Army Reserve career as mortuary affairs and I was blessed to get assigned to the JPED. This is our way of giving back to the families of the fallen. It’s an honor to do this.”
The U.S. military is famous for several things. The food in the DFACs, early morning PT and extreme grooming standards, just to name a few. One of the most underrated things about the military though is the sense of humor amongst troops in the field.
One gun crew from the 1st Armored Division certainly lived up to that legacy of laughs this week after a picture was posted on the division’s website showing that soldiers had named their M109A6 Paladin self-propelled howitzer “Coronavirus.”

Yes, the virus currently circling its way around the globe and through the media has made its way into the psyche of a few soldiers.
But these 13Bs are hardly the first to christen their weapons with names. Earlier this year, an M1 Abrams belonging to the 3rd Infantry Division, was spotted sporting the name “Baby Yoda.” Other colorful names include “Change of Regime,” “Bull Dog II”, and “New Testament.”
The traditional isn’t limited to U.S. soldiers either.
In fact, soldiers have been naming their weapons since at least medieval times, when knights gave names to their trebuchets. And today, visitors to historic battlefields like Gettysburg can still make out the names etched on the back of a few artillery pieces.
As for the coronavirus, of COVID 19 as it is officially called, at press time, there are currently 11,500 cases in the U.S., according to a report from the Washington Post.
The U.S. military is on the frontlines of the country’s pandemic response. In addition to the thousands of National Guardsmen currently activated, President Donald Trump recently tasked the U.S. Navy to deploy both of its hospital ships to treat COVID 19 patients, reports Reuters.
The Navy operates two hospital ships, the U.S.N.S. Comfort and the U.S.N.S. Mercy. Although the ships belong to the Navy, the deck crew is usually manned by civilian members of Military Sealift Command, while the health care staff is comprised of military personnel.
The two ships, which were converted to floating hospitals from oil tankers in the 1970s, are the military’s only such vessels, with one covering the Atlantic and the other the Pacific.
