A 200-strong force of U.S. special operators, led by the U.S. Army’s elite Delta Force, recently arrived in Iraq. Until now, the bulk of U.S. efforts against the terror organization have been through aerial operations, bombing and air support for Kurdish and Iraqi forces on the ground. The United States now has this significant ground combat force in the country, the first combat troops on Iraqi soil since the end of Operation Iraqi Freedom in 2011.
Taking a page from General Stanley McChrystal’s special operations playbook from the Iraq War circa 2004-2006, today’s operators established internal intelligence networks to tackle the ISIS networks working against Iraqi and American forces. This strategy led to the death of al-Qaeda in Iraq’s (what would become ISIS) most notorious leader, Abu Musab al-Zarqawi in 2006. Now, the strategy has led to the capture of a “significant” ISIS operative in Iraq and is currently questioning him for intelligence information.
This isn’t the first time an ISIS (or Daesh, as the group loathes to be called) fighter has been captured but it is the first time a “significant” member of the terror group has been captured. It is also the first time the “network vs. network” strategy yielded such a result – just weeks after it was was raised. The high value detainee has not been identified. The “key operative” has been moved to Irbil, in the Kurdish Autonomous Region of Iraq, where, eventually he will be handed over to Iraqi authorities.
The ground force is known as a “specialized expeditionary targeting force” at the Pentagon, and their missions will include intelligence gathering through raids on ISIS strongholds, grabbing papers, hard drives, and capturing operatives. The presence of the U.S. special operators also gives the United States the ability to conduct hostage rescue raids. These raids will continue and will look like the May 2015 raid that killed Abu Sayyaf, the ISIS oil minister, along with mobile phones, laptops, and other intel.
The exact timing of the latest raid was not disclosed.
U.S. Army Delta Force soldier Master Sgt. Joshua Wheeler was killed by enemy gunfire during a raid to rescue 70 hostages from an ISIS compound in Iraq in 2015. His death was the first American combat fatality since the U.S. returned to Iraq for Operation Inherent Resolve.
U.S. President Donald Trump and his Iraqi counterpart Barham Salih have agreed on the need for U.S. military to maintain its presence in the Middle Eastern country, the White House says following a meeting of the two in Switzerland.
“The two leaders agreed on the importance of continuing the United States-Iraq economic and security partnership, including the fight against [the Islamic State terror group],” the White House said on January 22.
“President Trump reaffirmed the United States’ unwavering commitment to a sovereign, stable, and prosperous Iraq.”
The two presidents met on the sidelines of the World Economic Forum in Davos — their first meeting since the United States killed a top Iranian commander, Major General Qasem Soleimani, in Baghdad, angering many Iraqi politicians and leading to a call by the country’s parliament to expel U.S. troops.
Before the meeting, Salih said that Washington and Baghdad “have had an enduring relationship, and the United States has been a partner to Iraq and in the war” against Islamic State.
He later told Trump that “this mission needs to be accomplished, and I believe you and I share the same mission for a stable, sovereign Iraq that is at peace with itself and at peace with its neighbors.”
Since the U.S.-led invasion that ousted Saddam Hussein in 2003, Iraq has attempted to balance relations with Washington and Tehran, which maintains strong influence with Shi’ite militias, although recent street protests have expressed anger about foreign influence in the country.
Separately, U.S. Major General Alexus Grynkewich, the No. 2 commander for the international anti-IS coalition in Iraq and Syria, said the extremist group has been weakened but that a resurgence is possible should the United States leaves Iraq.
He told a Pentagon news conference that the extremists “certainly still remain a threat. They have the potential to resurge if we take pressure off of them for too long,” although he said he did not see a threat of an immediate comeback.
“But the more time we take pressure off of them, the more of that threat will continue to grow,” he said.

Some of the lore around “Old Blood n’ Guts” Patton is common knowledge: He carried distinctive ivory-handled revolvers, he believed in reincarnation, and he infamously slapped two of his soldiers who were suffering from “battle fatigue.” But here are a few things you might not have known about “Old Blood n’ Guts.”
1. He was a terrible student at West Point
The man who would become one of America’s greatest fighting generals struggled during his first year at the U.S. Military Academy. He had to repeat his plebe year because he failed mathematics. He worked with a tutor for the rest of his time there, graduating 46th in a class of 103.
2. He predicted the Japanese sneak attack on Pearl Harbor
Patton served in Hawaii before World War II as the G-2 (intelligence) on the General Staff. He watched the rise of Japanese militancy in the Pacific, especially their aggression against the Chinese. In 1935, he wrote a paper called “Surprise” that predicted the Japanese attack on the U.S. islands with what one biographer called “chilling accuracy.”
3. He was an Olympic athlete
The first-ever modern pentathlon was held at the 1912 Olympics in Stockholm. The event is comprised of fencing, shooting, swimming, riding, and cross-country running. Patton placed fifth in the competition and was the only non-Swede to place.
4. He designed the sword his cavalry troops would use
After the Olympics, he studied fencing in France at the French Cavalry School near Saumur. Based on his training there, he not only redesigned the saber fighting style for the U.S. Army, he also designed a new sword to fit the doctrine. His new sword was built for thrusting over slashing attacks and was designated the Model 1913 Cavalry Saber.
5. He awarded a chaplain a Bronze Star for composing a prayer
During the Battle of the Bulge, Patton’s Third Army was tasked to relieve the 101st Airborne, who were surrounded in Bastogne. He asked chaplain James Hugh O’Neill to compose a prayer for good weather that would help the Third Army get to Bastogne and to air cover while en route. Here’s the prayer:
“Almighty and most merciful Father, we humbly beseech Thee, of Thy great goodness, to restrain these immoderate rains with which we have had to contend. Grant us fair weather for Battle. Graciously hearken to us as soldiers who call upon Thee that, armed with Thy power, we may advance from victory to victory and crush the oppression and wickedness of our enemies, and establish Thy justice among men and nations. Amen.”
When the weather did clear, Patton pinned the Bronze Star on O’Neill personally.
6. He was sickened by the sight of a concentration camp
The Ohrdruf concentration camp was one in the string of Buchenwald camps. It was also the first such camp liberated by U.S. troops, on April 4, 1945. Eight days later, Eisenhower toured the camp with Patton and General Omar Bradley. Ike wrote in his diary:
The visual evidence and the verbal testimony of starvation, cruelty and bestiality were so overpowering as to leave me a bit sick. In one room, where they were piled up twenty or thirty naked men, killed by starvation, George Patton would not even enter. He said that he would get sick if he did so.
Patton described it as “one of the most appalling sights that I have ever seen.”
7. He was the first general to integrate his riflemen
The general’s main source of inspiration for his men came from his ability to address them in speech. He demanded a lot from his soldiers, no matter what color they were. Addressing on tank battalion he said the following:
“Men, you are the first Negro tankers ever to fight in the American Army. I would never have asked for you if you weren’t good. I have nothing but the best in my army. I don’t care what color you are, so long as you go up there and kill those Kraut sonsabitches! Everyone has their eyes on you and is expecting great things from you. Most of all, your race is looking forward to you. Don’t let them down and, damn you, don’t let me down!”
8. He was No. 3 when Eisenhower ranked his generals
To Ike, Bradley was a planner of the success in Europe, Patton simply executed that plan.
9. The Germans admired him more than the British
The nicest thing most generals from Britain had to say about Patton was that he was good for operations requiring lighting thrusts but at a loss in any operation requiring skill and judgment.
Conversely, the German High Command (as well as the Free French) thought Patton one of the ablest generals of the American Army. German Generals Erwin Rommel, Albert Kesselring, and Alfred Jodl are all known to have remarked to other on Patton’s brilliance on the battlefield.
Like most first-in-class warships, the USS Gerald R. Ford has had problems during its construction and testing, especially because of the array of new technology it carries.
But the $13 billion aircraft carrier has attracted special attention, and now Secretary of the Navy Richard V. Spencer is putting his job on the line to guarantee one big problem will be resolved.
The Ford’s new Electromagnetic Aircraft Launch System has been a particular focus for President Donald Trump. He expressed dismay with the system in May 2017 and has mentioned it several times since, bringing it up at random on several occasions.
Other officials, including the Senate Armed Services Committee chairman, Sen. James Inhofe, have objected to protracted issues with the carrier’s Advanced Weapons Elevators, which use magnets rather than cables to lift munitions to the flight deck.

None of the carrier’s 11 elevators were installed when it was delivered in May 2017 — 32 months late. But the Navy accepted and commissioned the carrier, and after a year of testing at sea, in July 2018 it entered its post-shakedown period.
The start of the post-shakedown period was delayed by another defect, and it was extended from eight months to a year to take care of normal work and work that had been put off, like the installation of the elevators and upgrades to the Advanced Arresting Gear, which has also faced technical problems.
The Navy has said the elevators will be installed and tested by the end of the post-shakedown period in 2019. Six will be certified for use at that time, but five won’t be completed until after July 2019.
Spencer said Jan. 8, 2019, that during a discussion at the Army-Navy football game in December 2018 he gave Trump a high-stakes promise.
“I asked him to stick his hand out — he stuck his hand out. I said, ‘Let’s do this like corporate America.’ I shook his hand and said the elevators will be ready to go when she pulls out or you can fire me,” Spencer said at an event at the Center for a New American Security, according to USNI News.
“We’re going to get it done. I know I’m going to get it done,” he added. “I haven’t been fired yet by anyone — being fired by the president really isn’t on the top of my list.”

Spencer also said Trump asked him about EMALS. He told the president that the Navy had “got the bugs out” and that the system and its capabilities were “all to our advantage.”
Inhofe is also raising the stakes.
“The fleet needed and expected this ship to be delivered in 2015,” he told Bloomberg on Jan. 7, 2019. “Until all of the advanced weapons elevators work, we only have 10 operational aircraft carriers, despite a requirement for 12.”
Inhofe has told the Navy he wants monthly status reports on the carrier until its elevators are working.
The Ford is the first of its class, and the next Ford-class carrier, the USS John F. Kennedy, is under construction by Huntington Ingalls at Newport News, Virginia, where it reached the halfway point in 2018.
The Navy told legislators early January 2019 that it would go ahead with a plan to buy the next Ford-class carriers, CVN 80 and CVN 81, on a single contract, known as a “block buy.”

The Navy has said it will spend about billion on the first three Ford-class carriers, and it has touted the block buy as a way to save as much as billion over single contracts for the third and fourth ships. The program as a whole is expected to cost billion.
“This smart move will save taxpayer dollars and help ensure the shipyards can maintain a skilled workforce to get the job done,” Democratic Sen. Tim Kaine of Virginia said after the Navy informed lawmakers of the decision.
Inhofe, however, remains wary.
He told Bloomberg that he looked forward to “the greater predictability and stability” provided by the block buy but called the purchase “a significant commitment” requiring “sustained investments for more than a decade” to get the billion in savings estimated by the Navy.

Expelled from their main stronghold in northern Iraq, Islamic State militants are now trapped in a military vise that will squeeze them on both sides of the Syria-Iraq border, US Defense Secretary Jim Mattis said.
Mattis arrived in the Iraqi capital on an unannounced visit August 22 just hours after President Donald Trump outlined a fresh approach to the stalemated war in Afghanistan. Trump also has vowed to take a more aggressive, effective approach against IS in Iraq and Syria, but he has yet to unveil a strategy for that conflict that differs greatly from his predecessor’s.
In Baghdad, Mattis was meeting with senior Iraqi government leaders and with US commanders. He also planned to meet in Irbil with Massoud Barzani, leader of the semi-autonomous Kurdish region that has helped fight IS. Mattis told reporters before departing from neighboring Jordan that the so-called Middle Euphrates River Valley — roughly from the western Iraqi city of al-Qaim to the eastern Syrian city of Der el-Zour — will be liberated in time, as IS gets hit from both ends of the valley that bisects Iraq and Syria.
“You see, ISIS is now caught in-between converging forces,” he said, using an alternative acronym for the militant group that burst into western and northern Iraq in 2014 from Syria and held sway for more than two years. “So ISIS’s days are certainly numbered, but it’s not over yet and it’s not going to be over any time soon.”
Mattis referred to this area as “ISIS’s last stand.”
Unlike the war in Afghanistan, Iraq offers a more positive narrative for the White House, at least for now. Having enabled Iraqi government forces to reclaim the Islamic State’s prized possession of Mosul in July, the US military effort is showing tangible progress and the Pentagon can credibly assert that momentum is on Iraq’s side.
The ranking US Air Force officer in Iraq, Brig. Gen. Andrew A. Croft, said that over the past couple of months IS has lost much of its ability to command and control its forces.
“It’s less coordinated than it was before,” he said. “It appears more fractured — flimsy is the word I would use.”
Brett McGurk, the administration’s special envoy to the counter-IS coalition, credits the Trump administration for having accelerated gains against the militants. He said August 21 that about one-third of all territory regained in Iraq and Syria since 2014 has been retaken in the last six or seven months.
“I think that’s quite significant and partially due to the fact we’re moving faster, more effectively,” as a result of Trump’s delegation of battlefield authorities to commanders in the field, McGurk said. He said this “has really made a difference on the ground. I have seen that with my own eyes.”
It seems likely that in coming months Trump may be in position to declare a victory of sorts in Iraq as IS fighters are marginalized and they lose their claim to be running a “caliphate” inside Iraq’s borders. Syria, on the other hand, is a murkier problem, even as IS loses ground there against US-supported local fighters and Russian-backed Syrian government forces.
The US role in Iraq parallels Afghanistan in some ways, starting with the basic tenet of enabling local government forces to fight rather than having US troops do the fighting for them. That is unlikely to change in either country. Also, although the Taliban is the main opposition force in Afghanistan, an Islamic State affiliate has emerged there, too. In both countries, US airpower is playing an important role in support of local forces, and in both countries the Pentagon is trying to facilitate the development of potent local air forces.
In Iraq, the political outlook is clouded by the same sectarian and ethnic division between Sunni, Shiite, and Kurdish factions that have repeatedly undercut, and in some cases reversed, security gains following the toppling of Saddam Hussein’s regime in 2003.
An immediate worry is a Kurdish independence referendum to be held September 25, which, if successful, could upset a delicate political balance in Iraq and inflame tensions with Turkey, whose own Kurdish population has fought an insurgency against the central government for decades. McGurk reiterated US opposition to holding the Iraqi Kurdish referendum.
“We believe these issues should be resolved through dialogue under the constitutional framework, and that a referendum at this time would be really potentially catastrophic to the counter-ISIS campaign,” McGurk told reporters in a joint appearance with Mattis before they flew to Iraq.
With the Iraqi military’s campaign to retake the northern city of Tal Afar now under way, Mattis has refused to predict victory. He says generals and senior officials should “just go silent” when troops are entering battle.
“I’d prefer just to let the reality come home. There’s nothing to be gained by forecasting something that’s fundamentally unpredictable,” he told reporters traveling with him over the weekend.

Why would one of the Marine Corps’ biggest heroes be uninvited from the Marine Corps Ball in Afghanistan? That question has been circulating online over the last few days – and the reason might make you go high and to the right.
Sergeant Dakota Meyer received the Medal of Honor for his actions on Sept. 8, 2009, during the Battle of Ganjgal, in which five Americans and eight Afghan security personnel were killed in action. Meyer made five runs into enemy fire to evacuate wounded personnel and recover the bodies of American KIAs.
For this year’s Marine Corps Ball held to celebrate the 241st birthday of the Marine Corps, Meyer had been invited to attend in Afghanistan, where he had served with Embedded Training Team 2-8. According to a report by tribunist.com, the celebration was to be held at the American embassy in Kabul due to security concerns. Such concerns are valid, as last week a murder-suicide bombing at Bagram Air Base left four Americans dead and wounded 17 others.
According to tribunist.com, Meyer’s invite was reportedly rescinded at the direction of Amb. P. Michael McKinley over Meyer’s “political views.” On his Facebook page, Meyer has been vocally critical of the Obama Administration on a number of issues, including a push for additional gun control laws.
Meyer’s wife, Bristol Palin, is also the daughter of former Alaska governor and 2008 Republican vice-presidential nominee Sarah Palin.
“It’s disheartening that he’s using the Marine Corps Ball as a chance to be petty and political. It’s disheartening that he’s using the Marine Corps Ball as a chance be petty and political. This should be beyond politics and a time for him to support the men and women who defend he and his staff at the embassy,” Meyer told the Tribunist.

The results have since been announced, and they decided that the new missile should be called Burevestnik, a type of bird. It narrowly beat Palmyra, a site of clashes in Syria between Russia and the Islamic State terrorist group, and Surprise.
It also reflects a broader tendency for Russian diplomatic channels to joke about international relations.
After Russia was accused of being behind the poisoning of a Russian former spy on British soil, the action that prompted the US to expel the Russian diplomats, Russia’s embassy in the UK tweeted that Agatha Christie’s fictional detective Hercule Poirot should be sent to figure out the truth.
Following in the wake of the US Navy, a British warship recently challenged China’s claims to the disputed South China Sea, provoking a confrontation with the Chinese military and triggering outrage in Beijing, Reuters reported Sept. 5, 2018.
The warship HMS Albion, an amphibious assault ship carrying a contingent of UK Royal Marines and one of three Royal Navy surface ships deployed to Asian waters in 2018, was confronted by the Chinese navy — a frigate and two Chinese helicopters — when it sailed close to Chinese-occupied territories in the Paracel Islands in late August 2018, Reuters reported.
The Chinese navy instructed the British vessel to leave the area, and the situation did not escalate further, the report said.
“HMS Albion exercised her rights for freedom of navigation in full compliance with international law and norms,” a spokesman for the Royal Navy told Reuters.
Beijing on Sept. 6, 2018, strongly criticized London’s actions, calling the recent incident a provocation.
“The relevant actions by the British ship violated Chinese law and relevant international law and infringed on China’s sovereignty,” China’s Ministry of Foreign Affairs said in a statement to Reuters. “China strongly opposes this and has lodged stern representations with the British side to express strong dissatisfaction.”
“China strongly urges the British side to immediately stop such provocative actions, to avoid harming the broader picture of bilateral relations and regional peace and stability,” the ministry added, according to Reuters. “China will continue to take all necessary measures to defend its sovereignty and security.”

The US military regularly conducts “freedom of navigation” operations in the South China Sea, often sending both warships and bombers past contested territories in the area. And Washington has been pressing allies and international partners to push back on Chinese efforts to dominate the strategic waterway.
London appears to be answering Washington’s call, and Beijing may be particularly upset because it could encourage others to do the same.
In August 2018, the US Navy and the Japanese Maritime Self-Defense Force conducted joint military exercises in the South China Sea, putting on a show of force with aircraft carriers and other weapons systems in China’s backyard.
Gavin Williamson, the British defense secretary, said on June 3, 2018, — one day after US Secretary of Defense Jim Mattis accused China of “intimidation and coercion” in the South China Sea — that the deployment of the Albion and other vessels to the region sent the “strongest of signals” on the importance of freedom of navigation.
“We believe that countries should play by the rules,” Williamson said in a clear reference to China.
Increased pressure by the US and Britain has not curbed China’s ambitions in the waterway, through which trillions of dollars’ worth of trade pass annually.
Over the past year, China has significantly increased its military presence in the region by deploying jamming technology, anti-ship cruise missiles, and surface-to-air missiles at its outposts in the South China Sea. Chinese bombers have also become much more active in the area.
China’s Ministry of National Defense said on Sept. 6, 2018, that it would continue to dispatch ships and planes to confront countries outside the region that “continue to send warships to the South China Sea to stir up trouble.”

Look, not everyone can be a hardcore, red-blooded meat eater. Someone has to man the phones at the big bases and that’s just the job for you. You’re a vital part of the American war machine, and you should be proud of yourself.
But there are some things you’re doing that open you up to a bit of ridicule. Sure, not everyone is going to be a combat arms bubba, embracing the suck and praying they’ll get stomped on by the Army just one more time today. But some of us POGs are taking our personal comfort a little too far and failing to to properly embrace the Army lifestyle.

1. You’re more likely to bring your “luggage” than a duffel bag and rucksack
There are some semi-famous photos of this phenomenon that show support soldiers laughing in frustration as they try to roll wheeled bags across the crushed gravel and thick mud of Kandahar and other major bases.
This is a uniquely POG problem, as any infantryman — and most support soldiers worth their salt — know that they’re going to be on unforgiving terrain and that they’ll need their hands free to use their weapon while carrying weight at some point. Both of those factors make rolling bags a ridiculous choice.
2. You actually enjoy collecting command coins
Seriously, what is it about these cheap pieces of unit “swag” that makes them so coveted. I mean, sure, back when those coins could get you free drinks, it made some sense. But now? It’s the military version of crappy tourist trinkets.
Anyone who wants to remember the unit instead of their squad mates was clearly doing the whole “deployment” thing wrong. And challenge coins don’t help you remember your squad; selfies while drunk in the barracks or photos of the whole platoon making stupid faces while pointing their weapons in the air do.
3. You don’t understand why everyone makes such a big deal about MREs (just go to TGI Fridays if you’re tired of them!)
More than once I’ve heard POGs say that MREs aren’t that bad and you can always go to the DFAC or Green Beans or, according to one POG on Kandahar Air Field, down to TGI Friday’s when you’re tired of MREs. And I’m going to need those people to check their POG privilege.
Look, not every base can get an American restaurant. Not every base has a DFAC. A few bases couldn’t even get regular mermite deliveries. Those soldiers, unfortunately, were restricted to MREs and their big brother, UGRs (Unitized Group Rations), both of which have limited, repetitive menus and are not great for one meal, let alone meals for a year.
So please, send care packages.
4. You think of jet engines as those things that interrupt your sleep
I know, it’s super annoying when you’re settling into a warm bed on one of the airfields and, just as you drift off, an ear-splitting roar announces that a jet is taking off, filling your belly with adrenaline and guaranteeing that you’ll be awake another hour.
But please remember that those jets are headed to help troops in contact who won’t be getting any sleep until their enemies retreat or are rooted out. A fast, low flyover by a loud jet sometimes gets the job done, and a JDAM strike usually does.
So let the jets fly and invest in a white noise machine. The multiple 120-volt outlets in your room aren’t just for show.
5. You’ve broken in more office chairs than combat boots
Pretty obvious. POGs spend hours per day in office chairs, protecting their boots from any serious work, while infantryman are more likely to be laying out equipment in the motor pool, marching, or conducting field problems, all of which get their boots covered in grease and mud while wearing out the soles and seams.
6. You still handle your rifle like it’s a dead fish or a live snake
While most troops work with their weapons a few times a year and combat arms soldiers are likely to carry it at least a few times a month on some kind of an exercise, true super POGs MIGHT see their M4 or M16 once a year. And many of them are too lazy to even name it. (I miss you, Rachel.)
Because of this, they still treat their weapon as some sort of foreign object, holding it at arms length like it’s a smelly fish that could get them dirty or a live snake that could bite them. Seriously, go cuddle up to the thing and get used to it. It’ll only kill the things you point it at, and only if you learn to actually use it.
7. You’re offended by the word “POG”
Yes, it’s rude for the mean old infantry to call you names, but come on. All military service is important, and it’s perfectly honorable to be a POG (seriously, I wrote a column all about that), but the infantry is usually calling you a POG to tease you or to pat themselves on the back.
And why shouldn’t they? Yes, all service counts, but the burdens of service aren’t shared evenly. While the combat arms guys are likely to sleep in the dirt many nights and are almost assured that they’ll have to engage in combat at some point, the troops who network satellites will rarely experience a day without air conditioning.
Is it too much to let the grunts lob a cheap insult every once in a while?
The Navy is now launching the most technologically advanced attack submarine it has ever developed by christening the USS South Dakota – a Block III Virginia-Class attack submarine engineered with a number of never-before-seen undersea technical innovations.
While service officials say many of the details of this new “acoustic superiority” Navy research and development effort are, naturally, not available for pubic discussion, the USS South Dakota has been a “technology demonstrator to prove out advanced technologies,” Naval Sea Systems Command Spokeswoman Colleen O’Rourke told Scout Warrior.
Many of these innovations, which have been underway and tested as prototypes for many years, are now operational as the USS South Dakota enters service; service technology developers have, in a general way, said the advances in undersea technologies built, integrated, tested and now operational on the South Dakota include quieting technologies for the engine room to make the submarine harder to detect, a new large vertical array and additional “quieting” coating materials for the hull, Navy officials explained.
The USS South Dakota was christened by the Navy Oct. 14 at a General Dynamics Electric Boat facility in Groton, Ct.
“As the 7th ship of Block III, the PCU South Dakota (SSN 790) will be the most advanced VIRGINIA class submarine on patrol,” O’Rourke said.
In recent years, the service has been making progress developing new acoustics, sensors and quieting technologies to ensure the U.S. retains its technological edge in the undersea domain – as countries like China and Russia continue rapid military modernization and construction of new submarines.
The impetus for the Navy’s “acoustic superiority,” is specifically grounded in the emerging reality that the U.S. undersea margin of technological superiority is rapidly diminishing in light of Russian and Chinse advances.
Described as a technology insertion, the improvements will eventually be integrated on board both Virginia-Class submarines and the now-in -development next-generation nuclear-armed boats called the Columbia-Class.
Some of these concepts, described as a fourth generation of undersea technology, are based upon a “domain” perspective as opposed to a platform approach – looking at and assessing advancements in the electro-magnetic and acoustic underwater technologies, Navy developers explained.
“Lessons learned from South Dakota will be incorporated into Block V and later Virginia Class submarines, increasing our undersea domain advantage and ensuring our dominance through the mid-century and beyond,” O’Rourke added.
The idea with “acoustic superiority,” is to engineer a circumstance wherein U.S. submarines can operate undetected in or near enemy waters or coastline, conduct reconnaissance or attack missions and sense any movement or enemy activities at farther ranges than adversaries can.
Acoustic sensor technology works by using underwater submarine sensors to detect sound “pings” in order to determine the contours, speed and range of an enemy ship, submarine or approaching weapon. Much like radar analyzes the return electromagnetic signal bounced off an object, acoustics works by using “sound” in a similar fashion. Most of the undersea acoustic technology is “passive,” meaning it is engineered to receive pings and “listen” without sending out a signal which might reveal their undersea presence or location to an enemy, Navy technology developers explained.
Some of these concepts, described as a fourth generation of undersea technology, are based upon a “domain” perspective as opposed to a platform approach – looking at and assessing advancements in the electro-magnetic and acoustic underwater technologies, Navy developers explained.
The new “acoustic superiority” effort is immersed in performing tactical assessments as well as due diligence from an academic standpoint to make sure the service looks at all the threat vectors – whether that be hydrodynamics, acoustics, lasers, among others.
The emerging technologies, however, are heavily focused upon sensitive, passive acoustic sensors able to detect movement and objects of potential adversary boats and ships at much further ranges and with a higher-degree of fidelity. While high-frequency, fast two-way communication is currently difficult to sustain from the undersea domain, submarines are able to use a Very Low Frequency radio to communicate while at various depths beneath the surface, Navy leaders told Warrior.

Building upon developments with the South Dakota, the Navy, DARPA and industry are continuing to explore a new-generation of undersea technologies including quieter, stronger, longer-range communications, sonar detection and undersea drone autonomy.
The Defense Advanced Research Project Agency and BAE-Systems have begun a high-tech project to engineer undersea drones that can use active sonar to find enemy submarines and network back to a host submarine in real-time.
The project, called Mobile Offboard Clandestine Communications and Approach (MOCCA) program, brings the prospect of a major breakthrough in undersea communications technology – allowing submarines to detect enemies from a much safer standoff distance. These days, in the dangerous and complication realm of undersea warfare, most undersea drones typically gather intelligence before returning to download data at the mother ship; this emerging technology would enable near real-time undersea connectivity between drones and larger submarines.
Instead of using passive sonar technology which listens for acoustic “pings” picked up from undersea enemy movement, MOCCA plans to use active sonar technology able to proactively send active acoustic pings forward and analyze the return signal to discern the counters, speed, shape and distance of an enemy submarine – all while enabling the host submarine retain its stealth properties.
Using satellite integrated telemetry, some underwater drones can transmit information back to boats in near real time; this provides a substantial tactical advantage because smaller drones are less detectable to enemy sonar and therefore able to access areas that are more difficult for larger submarines to penetrate. Such a technology allows for closer-in reconnaissance missions when it comes to operating in enemy territory, close to the shoreline, or overcoming the anti-access/area-denial challenges posed by potential adversaries.
Such scenarios, envisioned for the not-too-distant future, provide the conceptual foundation of the Navy’s emerging drone strategy. The idea is to capitalize upon the fast increasing speed of computer processing and rapid improvements in the development of autonomy-increasing algorithms; this will allow unmanned systems to quickly operate with an improved level of autonomy, function together as part of an integrated network, and more quickly perform a wider range of functions without needing every individual task controlled by humans.
Groups of underwater drones will soon simultaneously use sonar and different sensors to identify and destroy enemy submarines and surface ships, search for mines, collect oceanographic data and conduct reconnaissance missions – all while a single human performs command and control functions aboard a Navy ship or submarine, senior service officials explained.
The approach is designed as a mission multiplier to increase efficiency and perform a wider range of functions much more quickly. Armed with a small fleet of underwater drones, a submarine or destroyer will be able to perform higher-priority missions while allowing unmanned systems to quickly gather and transmit combat-relevant tactical and strategic information.
Study: US Undersea Technological Dominance in Jeopardy
Senior Navy officials have explained that the innovations contained in the USS South Dakota do, at least in part, help address an issue raised by a report several years ago by the Center for Strategic and Budgetary Assessments.
The report, titled “The Emerging Era in Undersea Warfare,” says the technological margin of difference separating the U.S from potential rivals is expected to get much smaller. This is requiring the U.S. to re-think the role of manned submarines and prioritize innovation in the realm of undersea warfare, the study says.

“America’s superiority in undersea warfare results from decades of research and development, operations, and training. It is, however, far from assured. U.S. submarines are the world’s quietest, but new detection techniques are emerging that don’t rely on the noise a submarine makes, and may make traditional manned submarine operations far more risky in the future. America’s competitors are likely pursuing these technologies even while expanding their own undersea forces,” writes the report’s author Bryan Clark.
In the report, Clark details some increasingly available technologies expected to change the equation regarding U.S. undersea technological supremacy. They include increased use of lower frequency active sonar and non-acoustic methods of detecting submarine wakes at short ranges. In particular, Clark cites a technique of bouncing laser light or light-emitting-diodes off of a submarine hull to detect its presence.
“The physics behind most of these alternative techniques has been known for decades, but was not exploited because computer processors were too slow to run the detailed models needed to see small changes in the environment caused by a quiet submarine. Today, ‘big data” processing enables advanced navies to run sophisticated oceanographic models in real time to exploit these detection techniques,” Clark writes.
Although the CSBA study was published several years ago now, the issues it raises have been of great relevance to developers of undersea technology working to sustain US dominance in an increasingly contested domain. In addition, Navy developers have specifically said that many newer innovations have been engineered to address the concerns mentioned in the study.
Chinese Submarine Threat
When asked about the pace of Chinese undersea military construction and modernization, Navy officials say that the Navy is focused on sustaining the research and development, or RD, sufficient to ensure the U.S. retains its technological superiority.
Maintaining an advanced submarine fleet, and strategic nuclear deterrence in particular, is all the more pressing and significant now that China has operational nuclear-armed JL-2 missiles able to hit part of the United States, Navy developers say.
Several Congressional reports in recent years have pointed out that Chinese modernization plans call for a sharp increase in attack submarines and nuclear-armed submarines or SSBNs. Chinese SSBNs are now able to patrol with nuclear-armed JL-2 missiles able to strike targets more than 4,500 nautical miles.
The Chinese are currently working on a new, modernized SSBN platform as well as a long-range missile, the JL-3, Congressional information says.
“I’m not into morbid body counts, but that matters,” he said, speaking at the National Defense Industrial Association’s Special Operations/Low Intensity Conflict conference outside Washington, DC.
“So when folks ask, do you need more aggressive [measures], do you need better [rules of engagement], I would tell you that we’re being pretty darn prolific,” he added.
The increase between December and now may be attributable to stepped-up campaigns in Mosul, Iraq, and Raqqa, Syria, but body counts are generally considered a dubious metric for a number of reasons.
In the case of ISIS, it’s difficult to first assess just how many fighters the terrorist group has.
According to Military.com, the Syrian Observatory for Human Rights said in 2014 that ISIS had 100,000 militants in Iraq and Syria, while the Pentagon said in summer 2016 that there were just 15,000 to 20,000 fighters left in those two countries.
Complicating matters is the UK Defense Minister Michael Fallon’s estimate of the number of ISIS slain. “More than 25,000 Daesh fighters have now been killed,” Fallon said in December.
Differing assessments of ISIS’ manpower are likely to make it more difficult for the Trump administration and its allies to develop an effective strategy to counter the terrorist group.
Body-count assessments also have a bad reputation as a relic of the Vietnam War, when rosy estimates, often made by officers angling for promotions, earned scorn.
During the conflicts in Afghanistan and Iraq, the US government reversed its policy on body counts more than once.
A body-count figure released by the Obama administration in mid-2015 was undercut several times.
“These are the types of numbers that novices apply,” a US military adviser told The Daily Beast at the time.
Chuck Hagel — who served as US defense secretary prior to Ash Carter — has also recently dismissed the policy of keeping body counts.
“My policy has always been, don’t release that kind of thing,” he told CNN’s Wolf Blitzer in December. “Body counts, I mean, come on, did we learn anything from Vietnam?”
“References to enemy killed are estimates, not precise figures,” Christopher Sherwood, a spokesman for the Defense Department, told CNN. “While the number of enemy killed is one measure of military success, the coalition does not use this as a measure of effectiveness in the campaign to defeat ISIS.”
