“Thousands of our post-9/11 veterans carry the invisible burden of post-traumatic stress, and there is an overwhelming need to expand the available treatment options,” DeSantis said in a statement. “The VA should use every tool at their disposal to support and treat our veterans, including the specialized care offered by service dogs.”
The Puppies Assisting Wounded Servicemembers (PAWS) Act is a five-year, $10 million program to give post-9/11 veterans with a service dog and veterinary health insurance. The veteran must have been treated for PTSD and have completed an established evidence-based treatment. They must remain significantly symptomatic, rating a 3 or 4 on the PTSD scale.
Service dogs are known to be effective in treating veterans with anxiety disorders, physical pain, and other limitations. The animals are proven to give new life and independence to recovering veterans.
An Army retiree says she was just 21 years old when exposure to a chemical used to strip paint from aircraft parts caused her to become infertile.
Hers is just one of the stories compiled in an alarming report by the Service Women’s Action Network (SWAN), an advocacy group for service women and women veterans, that details military women’s access to reproductive health care.
Based on a survey of nearly 800 active-duty, reserve, retired, and veteran women, SWAN found that over 30% of women who currently serve or who have served in the armed forces reported infertility. According to the Centers for Disease Control, only 12% of civilian women experience difficulty getting or staying pregnant. It’s this disparity that activists found most alarming.
“This data clearly cries out for more research to pinpoint the high levels of infertility,” the report says.
Jessica Maxwell, a spokeswoman for the Department of Defense, said the military does collect data about infertility. A September 2013 issue of a monthly medical report showed that over 16,800 service women were diagnosed with infertility during a 13-year surveillance period.
That amounts to fewer than 1% of active-duty women who served during that time, a striking disparity with the findings of the SWAN report, which collected self-reported data. The military’s numbers, now over five years old, represented women who “were hospitalized during the surveillance period” and whose hospitalization record showed a particular code for infertility, according to the report reviewed by Business Insider.

In an emailed statement to Business Insider, Maxwell said that military service members who can not conceive within “acceptable clinical guidelines are given full access maternal fetal medicine and advanced fertility services.”
The military’s report also states that its health care system “does not provide non-coital reproductive therapies … except for service members who lost their natural reproductive abilities due to illnesses or injuries related to active service.”
Many of the women who responded to its survey told SWAN that their infertility is service-connected. One respondent, a retired Army officer who was formerly enlisted, said that her military occupation exposed her to methyl ethyl ketone (MEK), an organic solvent used to strip paint and clean parts. A report compiled by the World Health Organization lists reproductive harm as a possible long-term side effect of MEK exposure.
Another respondent said she was exposed to harmful toxins as a fuel handler; the Centers for Disease Control lists jet fuel as a potential cause of reproductive harm. A third woman said she was exposed to air pollution caused by burn pits; while conclusive data have not yet been compiled, some studies have linked poor air quality to decreased fertility.
Despite the science linking these hazards to infertility, many women say that military and veteran health care systems are not providing access to treatment. SWAN reports that only five military facilities provide a full range of treatment, and many survey respondents say they had to pay out-of-pocket, sometimes up to ,000, for care.
Despite the military’s insistence that it provides treatment when infertility is related to active service, TRICARE, the military’s health care provider, does not cover in vitro fertilization.

Employees’ brain waves are reportedly being monitored in factories, state-owned enterprises, and the military across China.
The technology works by placing wireless sensors in employees’ caps or hats which, combined with artificial intelligence algorithms, spot incidents of workplace rage, anxiety, or sadness.
Employers use this “emotional surveillance technology” by then tweaking workflows, including employee placement and breaks, to increase productivity and profits.
At State Grid Zhejiang Electric Power in the southeast city of Hangzhou, company profits jumped by $315 million since the technology was introduced in 2014, an official told the South China Morning Post.
Cheng Jingzhou, the official who oversees the company’s program, said “there is no doubt about its effect,” and brain data helps the 40,000-strong firm work to higher standards.
According to the SCMP, more than a dozen businesses and China’s military have used a different programme developed by the government-funded brain surveillance project Neuro Cap, based out of Ningbo University.
“They thought we could read their mind. This caused some discomfort and resistance in the beginning,” Jin Jia, a professor of brain science at Ningbo University told the Post.
“After a while they got used to the device… They wore it all day at work.”
Jin also said that employees’ brainwaves can be enough for managers to send them home.
“When the system issues a warning, the manager asks the worker to take a day off or move to a less critical post. Some jobs require high concentration. There is no room for a mistake.”
Another type of sensor, built by technology company Deayea, is reportedly used in the caps of train drivers on the high-speed rail line between Beijing and Shanghai. The sensor can even trigger an alarm if a driver falls asleep.
For the first time, the graduating class of the Air Force Academy will have a contingent of cadets who have committed to serve in the newest branch of the military — U.S. Space Force.
“We’re going to commission  Air Force Academy cadets directly into the Space Force” from the graduating class of about 1,000, Gen. Jay Raymond, who serves as the first chief of space operations, said Thursday.
“They will take the oath of office and they will be commissioned into the Space Force, so we are really excited to get those cadets onto the team,” Raymond said.
Saturday’s graduation ceremony has been drastically scaled back because of the novel coronavirus pandemic.
Vice President Mike Pence is set to address the graduating class in person at the academy’s Falcon Stadium in Colorado Springs, Colorado, but no family members, spectators or visitors will be allowed to attend. The ceremony has been shortened to 30 minutes, according to academy officials.
Space Force, which was formally created only four months ago, is facing enormous personnel challenges ahead with decisions to be made during the pandemic.
However, “this is a historic opportunity” and “we get to start from scratch,” Raymond said Thursday in a Facebook town hall with Chief Master Sgt. Roger Towberman, his senior enlisted adviser.
“There is no checklist on how to set up an independent service,” Raymond said, adding he wants to make sure “we don’t have a huge bureaucracy” that would stifle innovation.
Raymond and Towberman said they are sticking with the timetable of a 30-day window, to start May 1, for current Air Force personnel to decide whether they want to switch to Space Force.
“I understand it’s a life-changing decision” and some may need more time, Towberman said. “If you just aren’t sure, I want you to understand we’ve got a service we’ve got to plan for.”
Those from other services can also apply to join the Space Force.
“If you’re interested, we’d love to have you,” Raymond said.
But Towberman cautioned that service members from other branches should check first with their leadership before volunteering.
In the rush to set up the new force, Raymond and Towberman said some of the fundamentals expected by the traditions of service and the culture of the U.S. military have yet to be decided for the Space Force.
Raymond said it’s yet to be decided what a Space Force honor guard would look like, and Towberman said no decisions have been made on what the rank insignia will look like for enlisted personnel, or even what the ranks will be called.
President Donald Trump took to Twitter Dec. 8, 2018, to announce his nomination of General Mark Milley, 60, as the new chairmen of the Joint Chiefs of Staff, the nation’s top military position.
“I am pleased to announce my nomination of four-star General Mark Milley, Chief of Staff of the United States Army — as the Chairman of the Joint Chiefs of Staff, replacing General Joe Dunford, who will be retiring,” wrote Trump.
Milley has served as chief of staff of the Army since August 2015.
He reportedly graduated from Princeton before serving as a Green Beret. He would go on to hold leadership roles in the wars in Iraq and Afghanistan.
The selection of Milley breaks the unofficial tradition of rotating chairmen by which service they’re a part of. Milley is replacing Dunford, a Marine, who took the reigns from an Army chairman.

The announcement comes surprisingly earlier, considering Dunford’s official tenure doesn’t end until October 2019. Trump went on to tweet, “Date of transition to be determined.”
Trump was expected to make the announcement at Dec. 8, 2018’s Army-Navy game, reportedly telling White House pool reporters on Dec. 7, 2018, “I have another one for tomorrow that I’m going to be announcing at the Army-Navy game, I can give you a little hint: It will have to do with the Joint Chiefs of Staff and succession.”

Back in the 1980s, when it still existed, the Soviet Union maintained a number of “friendly” relationships with a variety of African and Asian nations, mostly for the purposes of selling military hardware to counter the West.
One such nation was Libya, which opted to arm and equip its military with a variety of Soviet products, including MiG and Sukhoi fighters for its air force.
At the time, the USSR was also in the process of shopping around its Mil Mi-25 Hind-D, the export variant of the Mi-24 Hind helicopter. The Hind was a fairly unique vehicle at the time, as it was built from the ground up as a heavily-armed attack gunship with the ability to accommodate a maximum of eight fully-armed soldiers in an extremely cramped bay directly behind the cockpit. The Hind could therefore deliver special forces teams to the battlefield and remain in the area of operations for air support, or function solely as a very well-armed gunship, akin to the role the two-seater AH-1 Cobra played for American ground forces during the Vietnam conflict.
In contrast, the U.S. primarily used helicopters like the UH-1 Huey to deliver (and extract) troops from the battlefield, and they were moderately armed at best (in comparison to the Hind) with door-mounted machine guns serving as defensive weaponry more so than in the offensive role.
Now, around the time of the Hind’s introduction into service in the late 70s, the Central Intelligence Agency, along with British intelligence services, sought to learn more about this big Soviet helicopter. Interest heightened when word broke that Ethiopia pressed an export Hind into combat successfully. The Hind then quickly made an appearance in Afghanistan during the Soviet Union’s controversial involvement there, operating to great effect against mujaheddin fighters towards the beginning of the conflict.
Western intelligence needed to get a better look at the Hind and its heavily-armored airframe, especially for the purposes of determining whether or not an American equivalent needed to be designed, built, and fielded as a counter to the Hind’s capabilities.
An opportunity for such a look finally presented itself in the form of the discovery of a Libyan Mi-25 left behind in Chadian territory in 1987.
Historically, Libya and Chad weren’t exactly on the best of terms. Their strained relationship was mostly the result of repeated attempts from Libyan-backed rebel groups to usurp the Chadian government. Constant Libyan attempts to occupy sovereign territory belonging to the Republic of Chad didn’t do much to help their situation either.
When Chadian troops were finally able to fully expel Libyan forces from their borders in 1987, the retreating Libyans abandoned a considerable amount military hardware that would have otherwise bogged down and hindered their egress. Among the treasure trove of armored vehicles, guns, and light artillery stranded in the desert was a Hind-D in relatively good condition, parked on an old airfield ramp at Ouadi Doum.
The CIA, after confirming that such a helicopter did indeed exist at that particular location, quickly set its sights on recovering the helicopter, or at least as much of it as possible, before the Libyans knew about their missing gunship.
All this would have to be done through a covert operation. After negotiating with (and eventually gaining permission from) the Chadian government through diplomatic channels, the CIA enlisted the Department of Defense’s help, and both began planning the extraction of the abandoned helicopter to American-controlled facilities, where it would be taken apart and analyzed in details.
There’s a saying in the military that goes along the lines of: “Gear adrift is a gift”. Christmas was about to come very early for a bunch of CIA analysts and military technical experts.
Mount Hope III was the name bestowed upon the operation. The very first order of business was wrangling up a group of pilots skilled (and crazy) enough to perform the mission to perfection.
The preparation phase, creatively code-named Mount Hope II, began in April of 1987 in New Mexico. The dry, desert conditions would add a layer of realism to the training. CH-47 Chinooks from the 160th’s Echo Company were modified to bear the weight of the Hind-D, judged to be somewhere in the ballpark range of 17,000 to 18,000 pounds.
Chinooks are already able to sling-load different pieces of military equipment, including the Humvee utility vehicle. But there’s a huge difference between a four-wheeled Humvee and an oversized Mil-25. Load-bearing hooks needed to be reinforced, the engines and transmissions needed to be checked and tuned, and the relatively ideal placement of the carcass of the Hind underneath the Chinook needed to be determined.
Practice commenced in dark, low-light conditions. Six large blivets of water weighing roughly the same as the Hind were strapped to the underside of a Chinook. The Night Stalkers flying the Chinook were then supposed to fly to a “Forward Support Base” (or FSB for short) after stopping twice to refuel.
The first dry run went off without a hitch, so the next test was to strap an actual airframe similar to that of the Hind in terms of size and weight and perform the test run once again under the same conditions. The Night Stalkers once again proved themselves and their aircraft and in good time, Mount Hope II was completed, meeting or exceeding the expectations of the CIA and Department of Defense’s overseeing officers.
They were now ready for the real thing.
On May 21, the order to execute Mount Hope III was handed down from the Oval Office, and the Night Stalkers immediately geared up, loading two Chinooks aboard a C-5 Galaxy heavy airlift jet, departing for Germany first, and later on to the Ndjamena airfield in southern Chad.
The Army was to temporarily deploy an ADVON (advanced echelon) scouting and reconnaissance team to the location for around two weeks to keep an eye out for enemy forces, who weren’t all that far away from the airfield.
The French government added their support to the mission by sending over a contingent of soldiers to cover the operation on the ground and a set of Mirage F.1 fighter jets to provide top cover for all aircraft involved. A C-130 Hercules tactical airlifter would land at one of the Forward Arming and Refueling Points (FARPs) to provide fuel for the Chinooks on their way back to the FSB during the mission.
After arriving at Ndjamena on June 10, Night Stalker pilots and crew unloaded their Chinooks from the gargantuan Galaxy.
On June 11th, they proceeded with the mission as they had previously planned. The mission would see the Night Stalkers fly over 500 nautical miles under the cover of darkness, and would then pick up the abandoned Hind right at daybreak. An advance team (Chalk 1) flew to Ouadi Doum to ensure that the site was relatively secured for the incoming Chalk 2 Chinook and to prep the Hind for removal.
As I mentioned earlier, a large element of Libyan military forces were still highly active in the area, even after most had been expelled from Chad’s borders during the previous year’s conflict.
The slightest hint of military action nearby would have likely sparked a firefight and a subsequent international incident if it was discovered that the United States was actively trying to remove Libyan military hardware from the desert, even though the Hind was abandoned in Chadian sovereign territory.
The ADVON team had reported back with a detailed threat analysis, highlighting the fact that the Libyans were definitely still in the region.
Chalk 1, having been inserted at Ouadi Doum, cleared the location and quickly rigged the Hind for extraction while the Chalk 2 Chinook hovered close above, allowing for the team to sling-load the airframe to the waiting helicopter. Chalk 2 then left the area to return to Ndjamena. After covering Chalk 2’s extraction, Chalk 1 loaded up and got the hell out of Dodge.
The Libyans were totally clueless of what was happening just miles away from their positions.
Chalk 2 stopped twice to refuel, at one point on a French Foreign Legion airfield, rendezvousing with the Air Force C-130s at each location.
However, not long after stopping at FARP 2, the mission hit a slight snag in the form of an unanticipated 3000 ft sand storm. The Chinook bearing the weight of the Hind was now only 45 minutes out of home base.
Hauling ass, Chalk 2 reached Ndjamena just ahead of the storm, flying through near-zero visibility and setting down with little time to spare. Waiting a little over 20 minutes in their helicopters for the storm to move onward, the Night Stalkers finally loaded their aircraft and their newly-acquired prize into the Galaxy they arrived in, and within 36 hours were back on American soil.
After 67 hours in-country, the mission was completed; an unmitigated success. Mount Hope III was also the very first major operation where the Night Stalkers used their CH-47s.
As corporate America recruits veterans who have led men and women under fire, Google has skimmed the cream of the crop to manage its global security.
Veteran Chris Rackow heads the team that protects the company’s 80,000 employees, its offices and property, in more than 150 cities across almost 60 countries. Google tapped Rackow’s experience just over a year ago, recognizing the value the former warrior would bring to the search powerhouse. He had spent years in two of the most elite military and paramilitary organizations in the world: the U.S. Navy SEALs and the FBI Hostage Rescue Team.
Rackow’s leadership illustrates how corporate America has caught on to the resource created by veterans of U.S. foreign interventions. An ability to manage complex, risky, and dynamic problems, especially in the rapidly changing technology industry, carries a premium.
Google brought Rackow on board in September 2016 as vice president of global security. He is one of many veterans at Google, which does not disclose the number it hires, but says they’re employed in every job category, including software engineering, sales, finance, and security.
“One of the highest values of veterans is leadership just because it is such a core element within the military, from junior-enlisted all the way up to senior officers,” Rackow said. “Everybody’s expected to exert some type of leadership, and that is baked into recruits from day one all the way through.”
“It’s a quality that I have seen to be slackening across the business world,” Rackow said. “That’s, I think, where veterans really can play a huge part – coming in and providing positive, respectful, and dignified leadership for organizations, especially multinationals.”
Rackow’s military career started in 1988 when he joined the SEALs, a Navy special forces unit known for its punishing selection program and high-stakes covert missions. He was a SEAL for nearly 23 years. He also spent 13 years in the FBI, for five years as a member of the Hostage Rescue Team, a counter-terrorism unit operating at home and abroad, and, like the SEALs, famed for its harsh induction and commando-style operations.
Now he works in an industry where the weapons of battle are code and silicon chips.
“I know I’m not the smartest guy in the room,” Rackow said. “In fact, I’m probably at the very low end of the totem pole based on the amazing skills we have here at Google.”
And for veterans, the corporate world has some significant differences from the armed services.
“The government and the military really are quite homogeneous. It really is not as truly diverse as a company is, and especially a global company,” he said.
“You really are presented with 360 degrees of various belief systems and ideas and concepts. That’s probably just the unique challenge for veterans, is to understand … the larger landscape that they need to be able to understand and learn how to operate within.”
Still, his service gave him deep expertise in areas where the skills needed for military operations overlap with those required in a global technology firm — teamwork, for example.
“A team is really a group that understands that we are sacrificing a small part of our individuality, but we’re coming together for a common good, a common goal,” Rackow said. “Whether you call it a common goal or you call it a mission, it’s all the same thing.”
“True leadership really means there’s no one model, and oftentimes within a team, let’s say of 10 people, you might have to exercise 10 different leadership styles … without it looking as if you’re catering to individual needs,” he said.
Along with his background in warfare, Rackow brought into the tech industry a solid civilian education – thanks to realizing during his time with the FBI that he was getting intellectually out-gunned.
“I was coming to the conclusion that I was going after people that were way smarter than I was, and I needed to go back to school,” he said.
He spent two years getting two degrees simultaneously: an MBA from the Kelley School of Business at Indiana University and a master’s in global management from Arizona State’s Thunderbird School of Global Management, the latter teaching him “how to be successful across different cultures and belief systems.”
Rackow, married with a teenage daughter, has bounced around the world for decades, mostly in the Middle East and the western Pacific. Now, working at Google and living in Half Moon Bay, he’s not so far from where he spent his formative years. Born in Los Angeles, he lived in Lake Tahoe from kindergarten through fourth grade.
When he was in fifth grade his family moved to San Diego. “I grew up pretty much a California water kid. I was always out in the water, surfing, sailing, diving. Surfing stuck with me – I go out when it’s appropriate for my age,” he said. “I’m not charging anything big anymore. But I love to go out and stand-up paddleboard, or go out and surf.”
He considers his hiring by Google “a stroke of luck” that started with a call from one of the company’s recruiters.
“It was of great interest to see if I could actually come and work and provide value here, and especially after doing the research on what Google believes and what they think they can do for the planet in general, I looked at it as another service-based environment,” he said.
Google supports veterans through grants to an education group and scholarships. It also hosts a veterans’ network among employees and resume-writing workshops pairing Google employees with veterans entering the civilian workforce, Rackow noted.
Though a commando for most of his career, he had prefaced his service with a bachelor’s degree in engineering from the U.S. Naval Academy.
“I’m an engineer at heart,” he said. “But as my counselor in college told me, I probably should never practice engineering.”

Receding ice in the Arctic and Antarctic has drawn the attention of the world’s ocean-going powers, and the U.S. military, led by the Coast Guard, has been pushing for more resources to catch up to other countries operating in those regions.
The Coast Guard’s icebreaker fleet is the backbone of its operations around the North and South Poles, but that fleet is comparatively small. Of the three it has, only two are operational: the heavy icebreaker Polar Star and medium icebreaker Healy, which mainly does scientific work.
The Polar Star is charged with keeping navigation lanes open in the Arctic and Antarctic, but it was built in the mid-1970s and is already beyond its 30-year service life.
Crew members have had to shop online for replacement parts for the ship’s aging computers, and it sails with a year’s supply of food in case it gets stuck, according to CBS News. Considerable repair work is needed to keep the ship afloat. Coast Guard Commandant Adm. Paul Zukunft has said the Polar Star “is literally on life support.”
The Coast Guard is grappling these difficulties amid what has been called an “icebreaker gap” with Russia. (Though some have said Russian naval expansion, not icebreakers, is the real concern.)
As of May, Russia — which has the world’s largest Arctic coastline — had more than 40 icebreakers, including four operational nuclear-powered heavy polar icebreakers and 16 medium polar icebreakers.
The Coast Guard’s Pacific Area chief, Vice Adm. Fred Midgette, whose command ranges from the U.S. West Coast to Asia and from the Arctic to the Antarctic, told CBS News this week that Russia is still outspending the U.S.
“If you look at what Russia is doing, there’s almost a mini arms buildup going on in the Arctic,” he said.
Not all of Russia’s more than 40 icebreakers are of the same type, but Moscow is not the only country with an advantage over the U.S.
Finland has seven medium polar icebreakers, though four are designated for Baltic use. China has three, but all of them are light polar icebreakers. Canada has two operational medium polar icebreakers and two under construction, while Sweden has seven, though three are medium icebreakers designed for Baltic use.
‘The Coast Guard must be funded as a military service’
Zukunft and the Coast Guard are pushing for more icebreakers. The Homeland Security Department has said the Coast Guard may need up to six new icebreakers — three heavy ones and three medium ones — to meet mission demands at high latitudes.
This fall, the Coast Guard and Navy released a joint draft request for proposal for the construction of a heavy icebreaker, with an option to build two more. The acquisition cost of a new polar icebreaker has been put at $1 billion, though the Coast Guard and Navy believe it could cost less than that.
But Zukunft told Defense Aerospace Report last week that there was still doubt about the service’s funding going forward, saying that the Coast Guard needed to be on the same footing as the other service branches and that it “cannot continue to operate on the margins” of the defense budget.
The Coast Guard draws the vast majority of its funding from non-defense discretionary spending, Zukunft said, and the potential for a reduction in that pool of money in order to expand defense discretionary spending threatens to further hinder Coast Guard finances after five years of funding below floors set in the Budget Control Act.
“Our funding mechanism has got to change,” he said. “The Coast Guard must be funded as a military service.”
Zukunft said he was proposing was a 5% annualized increase in the service’s operating expenditures, which “gets us out of the basement” and provides “parity with the four armed services.”
The commandant also suggested a floor of $2 billion for the Coast Guard’s acquisition budget.
“That would allow me to put icebreakers on budget within the United States Coast Guard,” he said. “That 5% and $2 billion floor allows me to grow my workforce by 5,000 active-duty and 1,100 reserves, and at the same time I don’t have to cut my equally valued civilian workforce. It’s not a big ask.”
‘Is it to create chaos in the Arctic?’
As ice around the North and South Poles recedes, icebreakers are gaining importance beyond maintaining sea lanes and assisting other ships.
Their ability to navigate in harsh conditions makes them useful for projecting power. And a number of countries already outstripped the U.S. when it comes to the icebreakers that can be deployed.
Coast Guard Rear Adm. Michael McAllister, commander of the Coast Guard’s 17th district — which encompasses Alaska and the Arctic — has said the U.S. is on good terms with its neighbors in the area, including Russia and China, with whom the U.S. cooperates on waterway management, search and rescue, and law-enforcement matters.
But Washington has eyed Russian plans for its icebreakers warily.
“In 2020 — and we’re monitoring this very closely — Russia plans to launch two icebreaking corvettes,” Zukunft told Defense Aerospace Report.
“So these are designed warships that can break ice and that can carry cruise missiles. To what end is opaque,” he added. “Is it to create chaos in the Arctic? Is it to make this an area that the United States would be denied access? We have to assume the answer to that question … is yes.”
Zukunft said he was encouraged by the both President Donald Trump’s National Security Strategy as well as the 2018 National Defense Authorization Act, the latter of which includes a provision for the construction of at least one heavy icebreaker, which he said could be in the water by 2023.
But the Coast Guard commandant said there needed to be flexibility in how that icebreaker, and any that follow it into service, would be outfitted and deployed over its 30- to 40-year service life.
“We do need to look at potential militarization in the Arctic, so we need to reserve space, weight, power, if we have to put what I would call modules on an icebreaker to include an offensive weapon capability,” Zukunft said. “We’ve had great interactions with the Navy as part of this integrated program office to look at all potential requirements for an icebreaker well into the 21st century to include something more than just point-defense weapons systems.”
Three years after the first prototype for the Black Hawk aircrew trainer was set up and implemented as a training aid at Fort Bliss, Texas, that technology has been enhanced.
A team from System Simulation, Software and Integration Directorate, U.S. Army Research, Development and Engineering Command Aviation & Missile, also known as AMRDEC, has developed the Collective Aircrew Proficiency Environment. Crew chiefs and gunners can train in a realistic setting where they see and hear the same things simultaneously.
Because there was no funding, Joseph P. Creekmore Jr., S3I aviation trainer branch chief and BAT Project director, said BAT team members used borrowed or discarded materials to work on the CAPE during breaks between scheduled projects.
It paid off.
“Design began over a year ago at a somewhat frustratingly slow pace for the BAT Team but, week by week and part by part, the CAPE device took shape and became the device we have today,” Creekmore said.

The singular focus of the Army’s modernization strategy is making sure the warfighter and their units are ready to fight, win, and come home safely. As the head of the BAT Project, Creekmore said he believes the Army needs the CAPE to contribute to and ensure readiness in aircrews.
“Because we are a nation that has been continuously at war since 9/11, all the BAT Projects’ Army aviators have experienced combat overseas,” Creekmore said. “They all went into combat as part of a trained team.
“They all survived combat because they fought as a team. All the BAT Project’s former and retired Army aviators know to their very core that, to fight and win America’s wars, the Army must train as it fights and that includes training as a full aircrew,” Creekmore explained. “So, from Day 1, the BAT Project dreamed and planned for an opportunity to demonstrate an excellent whole-crew trainer that would contribute to the readiness of all U.S. Army Air Warriors.”
CAPE and BAT are linked using an ethernet connection. Creekmore said the nine locations with fielded BAT devices only need a tethered CAPE to provide Army aviation units with a way to train a complete UH-60 aircrew.
Manuel Medina, S3I assimilated integration technician, said he was blown away when he was first introduced to this technology. “Back when I was in, we didn’t even have anything like this… If we had the flight hours and the maintenance money to train, we would.”
According to Jarrod Wright, S3I lead integrator who built the BAT, many aircraft incidents are a result of some type of aircrew miscommunication.

“What we’re trying to do here is … teach that crew coordination to allow pilots and crew chiefs to train like they would in combat with two devices tethered to each other,” said Wright, who spent more than eight years as a crew chief.
“In combat, no UH-60 breaks ground without its full complement of two rated aviators, a non-rated crew chief/door gunner and a second door gunner,” Creekmore explained. He said this type of equipment and training is necessary to maintain the high performance level and proficiency that exists in our Warfighters.
“This environment allows you, not only to train, but to evaluate potential crew chiefs and door gunners,” Wright posited. “You’re not throwing someone in there and saying, ‘I hope he gets it’.”
Medina, also a former gunner and crew chief, said this technology can benefit the Army in many ways. Not only can maintenance costs, flight hours, fuel, and training dollars be reduced, but the BAT and CAPE systems focus on considerations like spatial orientation or disorientation, response to changes in gravity, and susceptibility to airsickness. These devices mimic conditions crews see in flight and can identify adverse reactions while minimizing inherent risks.
The BAT Project team has high hopes for the CAPE.
“It is my hope that … the Army invests in further development of the CAPE and then fields it as BAT mission equipment so we can get this critical training capability in the hands of UH-60 aircrews throughout the Army,” Creekmore said.
Wright said the potential exists to use this technology to train complete crews in rescue hoisting and cargo sling load — any scenario they might encounter in any type of combat or rescue situation. He even sees the possibility for the BAT and CAPE to be used as preparation for hurricane relief or similar missions.

With the tax season upon us, service members and their families can access free tax-filing software and consultations to help them navigate the task of submitting their annual taxes.
Military members and their families can visit the Military OneSource website or call 1-800-342-9647 for the no-cost “MilTax” software, explained Erika Slaton, a program analyst with Military OneSource.
The Defense Department recognizes military members and their families have unique filing situations with deployments, relocations and various deductions and credits, she said.
The MilTax software, previously known as “Military OneSource Tax Services,” was created with the military situation in mind, Slaton said.
Expert Tax Consultants Ready to Help
Tax consultants are available via phone through Military OneSource, Slaton said. In-person tax filing assistance can be accessed at military installations at a Volunteer Income Tax Assistance location.
The tax consultants can inform eligible users about the unique tax benefits available to service members and their families, Slaton said.
Tax laws change each year, Slaton pointed out, adding MilTax consultants are experts on the nuances of the law and can help users get the tax credits they earned and deserve.
“That’s why it’s such a great program because it is a program that is specifically designed for those unique military tax situations,” she said.
Confidential, Secure Resources
MilTax is confidential and secure, Slaton said. The online filing program allows users to submit a federal return and up to three state tax returns, she said.
Those eligible for MilTax include members of the Air Force, Army, Navy, Marines and National Guard. Coast Guardsmen serving under Title 10 authority are entitled to the services as well. Retired and honorably discharged members are authorized for up to 180 days past their separation. Spouses, dependent children and survivors are able to use the free services as well.
Calculations are backed by a 100-percent accuracy guarantee, Slaton said.
The deadline to file taxes this year is Tuesday, April 18. The traditional tax deadline day is April 15, but it falls on a Saturday this year, and the following Monday, April 17, is Emancipation Day, in the District of Columbia — a legal holiday — according to the IRS.

Slaton wants the military community to know about the range of services and resources available at no cost through the Defense Department-funded Military OneSource, including related to health, family relationships, education, employment, financial issues, deployments and transitions.
Military members and their families, she said, can “call, click and connect today” to access these services.
“We encourage service members and their families to learn more about Military OneSource, MilTax and all of the services that are available because it is a benefit that they deserve,” she said.

Major James Capers Jr. is a living legend.
If you do not know who “The Major” is, it is highly recommended that you read here to learn more about this great American and highly decorated war hero. Capers was born in Bishopville, South Carolina in the Jim Crow south. During the Vietnam War, just three generations removed from slavery, he became the first African American to receive a battlefield commission as part of Marine Force Recon. Capers’s team, which called themselves “Team Broadminded” conducted more than 50 classified missions in 1966 alone.
During his 22-years of service, Major Capers has been awarded the Silver Star; two Bronze Stars; and Combat V; four Purple Hearts; Vietnam Cross of Gallantry; a Joint Service Commendation Medal; Combat Action Ribbon; three Good Conduct Ribbons; Battle Stars; Navy Commendation Medal; Navy Achievement Medal; CG Certificate of Merit; and multiple letters of Merit, Appreciation, and Commendation. There is a new push for him to be awarded the Medal of Honor, but it remains to be seen whether or not it will ever happen during the Major’s lifetime; he turned 83 years old on August 25.
On Friday, August 28, Capers’s hometown of Bishopville, South Carolina held a ceremony in honor of his service and dedication to this great country.
After several high profile guests bestowed deserved recognition and honors upon Capers, he began his speech with a tribute to his dear wife, Dottie Capers, and son, Gary Capers. They have sadly both passed away, several years ago, but clearly still have a special place in his heart and mind. Capers began his speech by saying: “I’m a little bit overwhelmed because my precious Dottie is not here, and my wonderful baby [Gary] is not here. They are in heaven and God has promised me that I will see them again.”
The event included a parade through Bishopville accompanied by USMC veteran Danny Garcia from Honor Walk 2020 and a color guard comprised of Marine Raiders.
The Mayor of Bishopville presented “Capers Boulevard and intersection,” a bronze wall sculpture with his likeness. Additionally, Major Capers was recognized by Congressman Ralph Norman and other elected officials. He was also given South Carolina’s “Order of the Palmetto.” This is the state’s highest civilian honor. It is awarded to citizens for extraordinary lifetime service and achievements of national or statewide significance. The award was presented by Senator Gerald Malloy.
In addition to a large crowd of civilians, Marines from several generations were also present to honor Major Capers and witness the public outpouring of gratitude and respect for his service.
Since retiring from the Marine Corps, Capers has continued to mentor countless young Marines who look to him for natural and spiritual guidance as they navigate life. Major Capers’s legacy is not only long-lasting because he was a warrior and leader, but also because he was a devoted husband to his late-wife Dottie and a loving father to his late-son Gary. As he neared the conclusion of his speech, Major Capers stated, “All of these accolades today mean a lot to me, and it means a lot to Dottie because she’s up there watching.”
A humble and soft-spoken man, Capers said, “I don’t deserve all of this.” To which the captivated crowd strongly disagreed. The reality is that no one deserves this honor and respect more than he does. He is a true patriot, great American, and hero to the highest degree.
