In a move geared to reduce the bureaucratic overhead for soldiers who’re supposed to get straight to the business of fighting wars, Sec. of the Army Eric Fanning and Chief of Staff Gen. Mark Milley announced a plan to cut down on PowerPoints and other mandatory briefings suffered by soldiers throughout the world.
Federal News Radio originally reported the top Army leaders’ comments during the 2016 Association of the U.S. Army annual meeting in Washington, D.C.
“We essentially made a decision that if it’s Army-directed — which, unfortunately, a lot of it is — then we’re going to leave it up to the commanders to figure out how to get their soldiers trained,” Fanning said, “rather than have them walk through the mandatory PowerPoints we create at headquarters and send out to you in the field.”
So local commanders would get the option of skipping certain training classes to focus on preparing for war. This wouldn’t necessarily result in less training for soldiers, but it would result in more targeted training. An infantry squad would be more easily found in the field than a classroom.
And anyone in the Army could testify that units spend too much time in briefing halls, theaters, and chapels doing PowerPoints. Yes, there are so many troops who need so many classes that it is routine for chapels to be used for briefings and PowerPoint presentations.
Milley shared how bad the list of required classes had grown.
“At the end of the day, the last document I saw was 12 pages of single-spaced, nine-point type listing all of the activities a company commander and a first sergeant have to do, mandated by us. It’s nuts. It’s insane,” he said.
Unfortunately for company commanders, Milley and Fanning seem to have been specifically discussing requirements from the Department of the Army and made no mention of requirements from other levels of command.
VA Office of Connected Care to share solutions to enable veterans to receive the care they need
SAN ANTONIO – USAA and the U.S. Department of Veterans Affairs (VA) will host a free, Facebook Live event at 12 p.m. ET on Tuesday, Feb. 23 to discuss how VA telehealth technologies and initiatives are helping bring care to Veterans lacking necessary resources to connect with medical professionals. The use of telehealth services has risen significantly throughout the COVID-19 pandemic, but for many Veterans in rural areas, or with limited broadband connectivity, accessing these services can be challenging.
“Veterans should have access to high quality VA health care regardless of where they choose to live,” said Dr. Leonie Heyworth, VA’s National Synchronous Lead for Telehealth Services, and a participant in the virtual event. “We look forward to highlighting initiatives that have been created to increase access to care for Veterans everywhere.”
The use of VA telehealth has increased by 1,180% since the start of the COVID-19 pandemic. As of Jan. 6, the VA provided more than 20,000 Digital Divide Consults enabling more than 12,000 Veterans to receive internet access or a video-enabled device for their care needs.
“Bridging the Digital Divide” will be hosted on USAA’s Facebook page for Veterans, their families and caretakers, and feature leaders from VA’s Office of Connected Care and Office of Rural Health. The discussion will highlight VA technologies that enable Veterans to receive care when they need it and regardless of where they live. The discussion also will cover what the VA is doing to address broadband connectivity issues and provide specific instructions on where Veterans and their families can go for assistance.
“USAA and the VA have worked together for years and believe it’s very important to make Veterans and their families aware of available resources and technology to receive the care they need in these challenging times,” said Mike Kelly, assistant vice president of Military Affairs at USAA and moderator for the virtual event.

Navy comes into the contest at the Glenn Warner Soccer Facility with a 8-4-3 record and a 4-1 mark in Patriot League play, while Army will enter at 6-3-5, 2-2-1 in league action.

The Air Force Academy women’s soccer team returns home to play the first of its final two home matches of the 2018 season when it plays host to Boise State, Friday, Oct. 12. They’re looking to turn their luck around this Friday.

After a short weekend on the road, the Air Force volleyball team returns to the Academy this weekend for a pair of Mountain West contests. The newest game in the “Doom” franchise, named just “Doom” despite coming after “Doom 3,” was released May 13 to great fanfare, and it’s a solid throwback to the shoot-em-up, arcade feel of the original “Doom” games.
Fans of “Doom 3” may be disappointed that Bethesda moved the series away from the survival horror genre, but players of the earliest games in the franchise will love just how overpowered the Doom Marine feels in most situations, shooting his way through dozens of enemies.
The game opens with the Doom Marine chained naked to a table during a demonic ritual. His first move is to smash a hellspawn to death against said table before breaking out.
The combat that follows is loosely wrapped around a story, but it’s hard to follow in-game because you’re far too busy ripping apart demons to pay attention to any sort of plot.
The broad strokes version is that a brilliant scientist found a way to send energy across the solar system and, instead of beaming geothermal energy collected from volcanic vents on other planets, electromagnetic energy harnessed in planetary fields, or solar energy absorbed from the sun, the scientist decided to open portals to Hell from Mars and use Hell’s energy because … reasons.
This plan goes predictably wrong.
One of the scientists at the station, influenced by all of the Hell energy, has decided that a literal Hell-on-Mars might not be such a bad idea and unleashes destruction on the Mars facility. (Guess whose job it is to fix it.)
While the story is a bit weak and there are a few head-scratching moments, they’re all an excuse to mow down demons, which is what we all came here to do. And there are no human survivors to worry about.
This leaves the Doom Marine free to attack the hordes with no qualms about collateral damage, so the player can fire everything from the plasma rifle to the super shotgun to the beloved BFG with abandon and without remorse. For players unfamiliar with the BFG, it’s name is an acronym for “Big F-cking Gun,” and it delivers.
These high-powered weapons can be upgraded and modified. This is necessary since classic monsters like the Hell Knights, the Revenant, and others are back to ruin the rest of the Doom Marine’s life.
To help players take down the soldiers of Hell, the game also offers “Rune Challenges” that allow for character upgrades that last between battles. These upgrades make it much easier to survive and smash through enemies and can be combined with temporary power-ups that grant special abilities.
Players who combine rune upgrades and power-ups can become devastating weapons of war, capable of single-handedly bringing down entire legions.
Rampaging across the maps is pretty fun, but can get repetitive. Players who want a real challenge can select “Nightmare” difficulty. This makes the game significantly tougher but doesn’t fix the “been there, done that” feeling of fighting a room full of demons after fighting a room full of demons after fighting a room full of demons.
To break up the campaign, “Doom” also offers a multiplayer mode with a few new twists on standard fare. The most significant addition to all game types is the ability to play as one of your favorite demons after grabbing a pentagram power-up – players start out with the rocket-wielding Revenant unlocked. There’s also a new version of King of the Hill called “Warpath” with a capture point that rotates around the map on a set circuit, and a new game type called Freeze Tag where, unsurprisingly, instead of dying you freeze in a block of ice until your teammates thaw you out.
Players who want something new with great graphics and plenty of opportunities to massacre bad guys should definitely pick up the newest “Doom.” Gamers who are looking for something new from first-person shooters might think about sitting this one out.
China’s newest maritime patrol aircraft has made a debut by deploying to Hainan Island, a sign that Beijing wants to improve its anti-submarine warfare capabilities in the disputed South China Sea, a major maritime flashpoint.
According to a report by DefenseNews.com, the People’s Liberation Army Navy Air Force has deployed a new version of the Y-8 maritime patrol plane. This version, the Y-8Q, appears to have a magnetic anomaly detector (MAD) on the tail, giving it a profile similar to the P-3 Orion. Both planes are four-engine turbo-prop aircraft.
The aircraft was seen by commercial satellites at Lingshui, a base the Chinese have on Hainan Island. Scramble.nl notes that the 9th Air Division is deployed at Lingshui, and also has the KJ-500H, an airborne early warning variant. MilitaryFactory.com notes that the baseline Y-8 is a version of the Antonov An-12 transport.
China has been strongly asserting claims to the South China Sea. In 2001, a PLANAF J-8B Finback based out of Hainan Island collided with a United States Navy EP-3E Aries II electronic surveillance aircraft. The Chinese pilot, Lieutenant Wang Wei, was killed, while the American EP-3E landed at Hainan Island and the crew was held for almost two weeks.
The Mars Helicopter, a small, autonomous rotorcraft, will travel with the agency’s Mars 2020 rover mission, currently scheduled to launch in July 2020, to demonstrate the viability and potential of heavier-than-air vehicles on the Red Planet.
“NASA has a proud history of firsts,” said NASA Administrator Jim Bridenstine. “The idea of a helicopter flying the skies of another planet is thrilling. The Mars Helicopter holds much promise for our future science, discovery, and exploration missions to Mars.”
U.S. Rep. John Culberson of Texas echoed Bridenstine’s appreciation of the impact of American firsts on the future of exploration and discovery.
“It’s fitting that the United States of America is the first nation in history to fly the first heavier-than-air craft on another world,” Culberson said. “This exciting and visionary achievement will inspire young people all over the United States to become scientists and engineers, paving the way for even greater discoveries in the future.”
Started in August 2013, as a technology development project at NASA’s Jet Propulsion Laboratory (JPL), the Mars Helicopter had to prove that big things could come in small packages. The result of the team’s four years of design, testing and redesign weighs in at little under four pounds (1.8 kilograms). Its fuselage is about the size of a softball, and its twin, counter-rotating blades will bite into the thin Martian atmosphere at almost 3,000 rpm – about 10 times the rate of a helicopter on Earth.
“Exploring the Red Planet with NASA’s Mars Helicopter exemplifies a successful marriage of science and technology innovation and is a unique opportunity to advance Mars exploration for the future,” said Thomas Zurbuchen, Associate Administrator for NASA’s Science Mission Directorate at the agency headquarters in Washington. “After the Wright Brothers proved 117 years ago that powered, sustained, and controlled flight was possible here on Earth, another group of American pioneers may prove the same can be done on another world.”
The Air Force plans to arm its fleet of drones and fighter jets with high-tech laser weapons able to incinerate enemy targets from the sky, service officials said.
Aircraft-launched laser weapons could eventually be engineered for a wide range of potential uses, including air-to-air combat, close air support, counter-UAS(drone), counter-boat, ground attack and even missile defense, officials said.
Lasers use intense heat and light energy to precisely incinerate targets without causing a large explosion – and they operate at very high speeds, giving them a near instantaneous ability to destroy fast-moving targets and defend against incoming enemy attacks, Air Force Chief Scientist Dr. Greg Zacharias told Scout Warrior in an interview.
“The promise of directed energy is that electricity is cheap. Plus, you get the speed of light working for you so incoming missiles are easier to shoot at,” Zacharias said.
Air Force Research Laboratory officials have said they plan to have a program of record for air-fired laser weapons in place by 2023.
Ground testing of a laser weapon called the High Energy Laser, or HEL, was slated to take place last year at White Sands Missile Range, N.M., service officials said. The High Energy Laser test is being conducted by the Air Force Directed Energy Directorate, Kirtland AFB, New Mexico.
The first airborne tests are expected to take place by 2021, Air Force officials have said.
The developmental efforts are focused on increasing the power, precision and guidance of existing laser weapon applications with the hope of moving from 10-kilowatts up to 100 kilowatts, Air Force leaders said.
Air Force weapons developers are also working on the guidance mechanisms to enable laser weapons to stay on-track on a particular target, Zacharias added.
Zacharias explained that much of the needed development involves engineering the size weight and power trades on an aircraft needed to accommodate an on-board laser weapon. Developing a mobile power-source small enough to integrate onto a fast-moving fighter jet remains a challenge for laser technology, he added.
“The other part is all the component technology. You are going to give up fuel or some armaments. It is not just getting enough power on board it is getting the aiming technology. Its dealing with turbulent air flow on a high-speed platform,” Zacharias said.
Air Force leaders have said that the service plans to begin firing laser weapons from larger platforms such as C-17s and C-130s until the technological miniaturization efforts can configure the weapon to fire from fighter jets such as an F-15, F-16 or F-35.
Air Combat Command has commissioned the Self-Protect High Energy Laser Demonstrator Advanced Technology Demonstration which will be focused on developing and integrating a more compact, medium-power laser weapon system onto a fighter-compatible pod for self-defense against ground-to-air and air-to-air weapons, a service statement said.
Air Force Special Operations Command has commissioned both Air Force Research Laboratory and the Naval Support Facility Dahlgren to examine placing a laser on an AC-130U gunship to provide an offensive capability.
A key advantage of using laser weapons would include an ability to melt or incinerate an incoming missile or enemy target without necessarily causing an explosion.
Another advantage is an ability to use a much more extended magazine for weapons. Instead of flying with six or seven missiles on or in an aircraft, a directed energy weapons system could fire thousands of shots using a single gallon of jet fuel, Air Force experts explained.
Drones Fire Lasers
Air Force drones will also one day fire high-tech laser weapons to destroy high-value targets, conduct precision strikes and incinerate enemy locations from the sky, senior service officials told Scout Warrior.
When it comes to drones, there does not yet appear to be a timetable for when fired lasers would be operational weapons – however weapons technology of this kind is moving quickly.
Zacharias also said future laser weapons could substantially complement existing ordnance or drone-fired weapons such as a Hellfire missile.
Laser weapons allow for an alternative method of destroying targets, rapid succession of fire, reduced expenditure of dollars and, quite possibly, increased precision, service officials have explained.
For instance, a key advantage of using laser weapons would include an ability to melt or incinerate an incoming missile or enemy target without necessarily causing an explosion. This would be of particular relevance, for example, in air attack such as the current campaign against ISIS over Iraq and Syria.
ISIS fighters are known to deliberately blend in among civilians, therefore making it difficult to pinpoint enemy targets without endangering innocent civilians. Precision attacks without an explosion, therefore, would provide a useful additional tactical option.
Zacharias said laser-armed drones could likely provide an impactful part of an on-the-move arsenal of weapons.
“You might want to put lasers on board so you have a distributed package when you have a bunch of different platforms carrying different parts – of weapons, sensors and even fuel in one very expensive fighter package. It is like having distributed satellite. You could have distributed fighter packages as well,” Zacharias said.
Firing laser weapons would certainly provide a different option than a 100-pound, explosive, tank and building-killing Hellfire missile.
Although firing lasers from drones is expected to be more complicated than arming fighter jets or aircraft with lasers, the existing development of laser weapon technology is quite likely to inform drone-laser development as well.
As technology progresses, particularly in the realm of autonomous systems, many wonder if a drone will soon have the ability to find, acquire, track and destroy and enemy target using sensors, targeting and weapons delivery systems – without needing any human intervention.
While that technology is fast-developing, if not already here, the Pentagon operates under and established autonomous weapons systems doctrine requiring a “man-in-the-loop” when it comes to decisions about the use of lethal force, Zacarias explained.
“There will always be some connection with human operators at one echelon or another. It may be intermittent, but they will always be part of a team. A lot of that builds on years and years of working automation systems, flight management computers, aircraft and so forth,” he said.
Although some missile systems, such as the Tomahawk and SM-6 missiles, have sensor and seeker technologies enabling them to autonomously, or semi-autonomously guide themselves toward targets – they require some kind of human supervision. In addition, these scenarios are very different that the use of a large airborne platform or mobile ground robot to independently destroy targets.
Imagine your cell phone battery – on an immense scale. That will be what helps power the next generation of Japanese submarines.
According to a report by TheDrive.com, Japan has chosen to use lithium-ion batteries for the follow-on to its Soryu-class submarines. The Soryu-class vessels are considered to be among the best diesel-electric boats in the world, with six 21-inch torpedo tubes and the ability to hold up to 30 torpedoes or UGM-84 Harpoon anti-ship missiles, according to the “16th Edition of Combat Fleets of the World.”
For all the considerable capabilities of the Soryu-class vessels, they — like all diesel-electric submarines — have long faced a problem: While they are very silent when running off batteries, eventually the batteries run out – just like anyone with a portable electronic device has found out to their chagrin at one time or another.
To avoid being stuck somewhere bad, they use diesel engines to recharge the batteries. But the submarine either must surface (and become visible and vulnerable), or use what is called a “snorkel” at periscope depth. The snorkel is not much better – diesel engines are noisy, and making noise is a good way for a submarine to be located and killed.
The Soryu-class submarines use the Stirling diesel engine – a form of air-independent propulsion. The problem is that this is a bulky system and takes up space. They also have to take the oxygen down in the form of liquid oxygen.
TheDrive.com notes that the use of lithium batteries and diesel engines in a conventional layout (replacing the traditional lead-acid batteries) would provide many of the same endurance advantages as the air-independent propulsion, but in a much more compact package.
This means the submarine can go longer between charges – which won’t take as long, either. There will be tactical advantages, too, like allowing the sub to go faster underwater.
One disadvantage of using the lithium-ion batteries has to be kept in mind. Just ask the owners of certain Samsung products. A compilation of the more… spectacular failures is in this video below.
Still, when one considers the space savings that will come from using giant cell phone batteries in a conventional plant, adding fire-suppression technology might not be too hard. That challenge will be a small price to pay when compared to what the new batteries will give.

Dennis Blair, a former director of national intelligence, on Jan. 30, defined what he called North Korea’s “kryptonite,” saying it could collapse Kim Jong Un’s government without firing a shot.
While President Donald Trump’s inner circle reportedly weighs the use of military force against North Korea, Blair, a former U.S. Navy Admiral, has suggested another method of attack that wields information, not weapons.
“The kryptonite that can weaken North Korea is information from beyond its borders,” Blair said in a written testimony to the Senate Armed Services Committee.
North Koreans have no idea how bad things are in their country, Blair said, because they’re subject to an “unrelenting barrage of government propaganda.”
North Korean citizens caught with South Korean media can be sentenced to death or sent to horrific prison camps, as control of the media and intolerance for different narratives are pillars of North Korea’s government.
But Blair said the U.S. could leverage a recent trend in North Korea: cellphones.
About one in five North Koreans own a cellphone, many of which can connect to Chinese cell towers across the Yalu River along the countries’ border, he said.
“Texts to these cellphones can provide subversive truth,” Blair said. “Cell towers can be extended; CDs and thumb drives can be smuggled in; radio and TV stations can be beamed there.”
Blair added: “The objective is to separate the Kim family from its primary support — the secret police, the army, and the propaganda ministry.”
Though outside media does get into North Korea and reaches the country’s elites, the U.S. could expand efforts to flood it with outside news. The U.S. used a similar tactic during the Cold War in setting up Radio Free Europe and Radio Liberty to combat the Soviet Union and its state-controlled media.
“Kim Jong Un understands that as soon as society is open and North Korean people realize what they’re missing, Kim’s regime is unsustainable, and it’s going to be overthrown,” Sun said.
Sun said that in the past when South Korea flew balloons that dropped pamphlets and DVDs over North Korea, Kim’s government responded militarily, sensing its frailty relative to those of prosperous liberal democracies.
Blair pointed to other totalitarian states where popular uprisings have become informed and sought to take down a media-controlling dictator, concluding his testimony by saying that “once that process starts, it is hard to stop.”
In another historic change for the military, Defense Secretary Ashton Carter on Thursday lifted the ban on transgender persons serving openly in the ranks, calling the move “the right thing to do” both practically and as a matter of principle.
Starting immediately, “Otherwise qualified service members can no longer be involuntarily separated, discharged, or denied re-enlistment or continuation of service just for being transgender,” he said at a Pentagon news conference. “Our military, and the nation it defends, will be stronger” as a result, he said.
The secretary said he was acting to ensure that the military of the future had access to the widest talent pool. “We don’t want barriers unrelated to a person’s qualification to serve preventing us from recruiting or retaining the soldier, sailor, airman, or Marine who can best accomplish the mission,” he said.
Another reason for lifting the ban was to end discrimination against those who are transgender and currently serving, Carter said.
He cited Rand Corp. statistics estimating that about 2,500 people out of approximately 1.3 million active-duty service members and about 1,500 out of about 825,000 reserve service members are transgender. The upper range estimates put the number of transgender persons on active duty at 7,000 and at 4,000 in the reserves, he said.
Most importantly, allowing transgender persons to serve openly was a matter of fairness and living up to the American principles of equal treatment and opportunity under the law, Carter said.
“Americans who want to serve and can meet our standards should be afforded the opportunity to compete to do so,” he said.
Carter quoted Army Chief of Staff Gen. Mark Milley, who said, “The United States Army is open to all Americans who meet the standard, regardless of who they are. Embedded within our Constitution is that very principle, that all Americans are free and equal.”
The lifting of the transgender ban was the latest in a series of rapid and wide-reaching social and cultural changes in the military going back to the 2011 action to end the “Don’t Ask, Don’t Tell” policy against gays serving openly in the military and continuing through Carter’s move last January to lift restrictions on women serving in combat.
Critics have scorned the changes as “social engineering” that would impact readiness and the ability to fight, and the transitions have been adopted reluctantly by many in the upper ranks.
Significantly, Carter was standing alone at the podium when he made the transgender announcement. In matters of major policy statements, the defense secretary is usually joined by the chairman of the Joint Chiefs of Staff, but Gen. Joseph Dunford was absent.
Dunford was also absent when Carter announced that he was opening combat military occupational specialties to women. As commandant, Dunford had urged closing some combat positions in the Marine Corps to women.
When asked about Dunford’s absence, Carter did not respond directly.
“This is my decision,” he said.
Carter said the decision was supported by the “senior leadership,” but did not say whether Dunford was included in the senior leadership.
Criticism of Carter’s action from Capitol Hill was immediate. Rep. Mac Thornberry, a Texas Republican and chairman of the House Armed Services Committee, called the announcement as “the latest example of the Pentagon and the President prioritizing politics over policy.”
“Our military readiness — and hence, our national security — is dependent on our troops being medically ready and deployable,” Thornberry said. “The administration seems unwilling or unable to assure the Congress and the American people that transgender individuals will meet these individual readiness requirements at a time when our armed forces are deployed around the world.”
However, Carter had the authority to change the policy on his own, and it appeared that Congress could do little to block him. Thornberry was vague on whether Congress might seek to act. His statement said that “Congress would examine legislative options to address any readiness issues that might be associated with the new policy.”
OutServe-Servicemembers Legal Defense Network, or SLDN, a group supporting the lesbian, gay, bisexual, and transgender military community, praised the lifting of the ban. “Transgender service members have been awaiting this announcement for months and years. It has been long overdue,” said Matt Thorn, executing director of the group.
Thorn said Carter “has given a breath of relief and overdue respect to transgender service members who have been and are currently serving our country with undeniable professionalism, the utmost respect and illustrious courage, with the caveat to do so silently. Today, we mark history, once again, by ending the need to serve in silence.”
Carter had made his position on the transgender ban clear last July, when he called the ban “outdated” and ordered a study on lifting it.
“I directed the working group to start with the presumption that transgender persons can serve openly without adverse impact on military effectiveness and readiness, unless and except where objective, practical impediments are identified,” he said.
The study looked at other militaries that already allow transgender service members to serve openly. Currently, about 18 militaries allow transgender service, including those of Britain, Israel, Australia, Brazil and Chile.
Based on the analysis of other militaries, Rand concluded that there would be “minimal readiness impacts from allowing transgender service members to serve openly,” Carter said. Rand also estimated that health care costs would represent “an exceedingly small proportion” of the department’s overall health care expenditures, he said.
The Pentagon signaled it plans to pay for costs associated with transgender health care.
“Medically necessary” gender reassignment surgery and medications will also be covered beginning in about 90 days, Carter said.
“Our doctors will give them medically necessary procedures as determined by the medical professions,” he said. “In no later than 90 days, the DoD will issue a commanders’ guidebook for leading transgender troops, as well as medical guidance to military doctors for transgender-related care.”
The success of changing the policy on transgender service will be determined by how the changes are put in place, said Carter, who set out a year-long course of gradual implementation.
Within three months, the department will issue a commanders’ guidebook on how to deal with currently-serving transgender service members, along with guidance to doctors for providing transition-related care if required to currently-serving transgender service members, Carter said. Also within that time period, service members will be able to initiate the process for officially changing their gender in personnel management systems, he said.
Following the guidance period, the focus will turn to training the entire force on the new rules — “from commanders, to medical personnel, to the operating force and recruiters,” Carter said.
By the one-year mark, all service branches will begin allowing transgender individuals to join the armed forces, assuming they meet accession standards. Also, an otherwise-qualified individual’s gender identity will not be considered a bar to admission to a military service academy, or participation in the Reserve Officers’ Training Corps or any other accession program if the individual meets the new criteria.
Immediately, however, transgender soldiers, sailors, Marines and airmen will no longer have to live with the possibility of being booted from the service or denied re-enlistment solely because they are transgender, Carter said. “Service members currently on duty will be able to serve openly,” he said.
On the subject of “gender re-assignment” surgery, Carter said the Pentagon will not pay for recruits to have it. “Our initial accession policy will require an individual to have completed any medical treatment that their doctor has determined is necessary in connection with their gender transition and to have been stable in their identified gender for 18 months, as certified by their doctor, before they can enter the military,” said.
The decision on whether to allow those already in the ranks to have gender re-assignment surgery paid for by DoD would be up to the individual’s military doctor, Carter said. “The medical standards don’t change,” Carter said, and all service members will be entitled to “all the medical care that doctors deem necessary.”

The flying component of the Wing, the 3rd Operations Group, is a direct descendant of one of the 15 original combat groups created by the U.S. Army Air Service before World War II. The 3rd Wing is also known for giving birth to exercise Cope Thunder, which later evolved in today’s Red Flag-Alaska.

The 3rd Wing’s lineage originated July 1, 1919, as an Army Surveillance Group out of Kelly Field (Texas) flying British-designed, American-made DeHavilland DH.4 aircraft to patrol the U.S.-Mexico border during the Mexican Revolution. After WWI the unit became the 3rd Attack Group, focusing on aerial experimentation and pioneering dive bombing, skip-bombing, and parafrag attacks that were later employed by U.S. Army Air Corps/Forces bomber squadrons during World War II.

Following the infamous attacks on Pearl Harbor, the 3rd Attack Group started combat operations against Japan. In 1942, after changing name to 3rd Bombardment Group, the unit received new bombers and helped developing low-altitude strafing tactics, becoming famous for their combat proficiency.
In 1950 the group, after assuming the Wing designation, was tasked to provide the Korean War’s first bombing mission. Notably, a B-26 gunner from the 3rd Wing scored the first aerial victory of the war, shooting down a North Korean YAK-3.

After being re-designated as the 3rd Tactical Fighter Wing in 1964, the unit moved to England Air Force Base, Louisiana, and started training in preparation for the Vietnam War. The 3rd Wing flew its B-57 Canberras and F-100 Super Sabres from different air bases all over South-East Asia, totaling more than 200’000 combat sorties.
During the war, the Air Force selected the 3rd TFW to evaluate the new F-5 Tiger in real operations, flying over 2,600 combat missions from October 1966 to March 1967 and resulting in several modifications that helped to improve the aircraft capabilities.

At the end of the Vietnam War, the 3rd TWF, equipped with F-4E Phantoms, relocated to Clark Air Base in the Philippines where it received also F-5E Tigers as aggressor aircrafts and started hosting exercise Cope Thunder since 1976. The exercise was initiated by Brigadier General Richard G. Head and was intended to give aircrews from across Asia their first taste of combat in a realistic simulated combat environment, improving U.S. and international forces joint combat readiness. Analysis at the time indicated most combat losses occurred during an aircrew’s first 8 to 10 missions, hence the goal of Cope Thunder was to provide each aircrew with these first missions, increasing their chances of survival in real combat environments. The exercise quickly grew into PACAF’s (PACific Air Forces) “premier simulated combat airpower employment exercise.”
Cope Thunder was moved to Eielson AFB, Alaska, in 1992, after a volcanic eruption heavily damaged Clark AFB. Eielson Air Force Base was considered the most logical choice because of the presence of three major military flight training ranges in nearby. The move helped the exercise’s evolution until, in 2006 Cope Thunder changed name to become Red Flag-Alaska, one of the most important exercises hosted by the U.S. Air Force and held four times a year.

The 3rd TFW, now designated 3rd Wing, instead relocated to the nearby Elmendorf AFB and acquired two squadrons of F-15 Eagles, one squadron of F-15E Strike Eagles, one squadron of C-130s and a squadron of E-3 AWACS.
In 2007 the Wing replaced its F-15s with F-22s, becoming the second USAF air base, and the first of PACAF command, to host operational F-22 Raptor squadrons. F-22s regularly launch from Quick Reaction Alert cells at Joint Base Elmendorf-Richardson to intercept Russian bombers flying close to Alaskan airspace.
Since the move to Alaska, the wing has successfully participated in all major U.S. operations from Desert Storm to the most recent Inherent Resolve.
Interestingly, one of the Aggressor F-16 was painted in a livery unveiled in 2017 and dubbed “BDU Splinter”, mimicking colors seen in both the Cold War era “European One” and the Vietnam era Southeast Asia camouflage schemes.
