The US Air Force has presented several plans for replacing the beloved A-10 Warthog close air support attack plane over the years, but their latest plan takes the cake as the most absurd.
As it stands, the Air Force wants to purchase or develop not one, but two new airframes to eventually phase out the A-10.
First, they’d pick out a plane, likely an existing one, called the OA-X, (Observation, Attack, Experimental), which would likely be an existing plane with a low operating cost. Propeller-driven planes like the Beechcraft AT-6, already in use as a training plane for the Air Force, or Embraer A-29 Super Tucano, which the US recently gave to Afghanistan for counter-insurgency missions, are possible options.
The OA-X would fly with A-10s in low-threat air spaces to support the tank-buster, however this option appears to make little sense.
A sub-sonic, propeller-driven plane can perform essential close air support duties in much the same way a World War II era platform could, but it’s a sitting duck for the kind of man-portable, shoulder-launched air defense systemsbecoming increasingly prominent in today’s battle spaces.
Next, the Air Force would look to field an A-X2 to finally replace the Warthog. The idea behind this jet would be to preserve the A-10’s CAS capabilities while increasing survivability in medium-threat level environments.
So while an update on the 40-year-old A-10 seems to make sense, the funding for it doesn’t.
The Air Force expects a “bow-wave” of costs in the mid-2020s, when modernization costs are looming and can’t be put off any further. This includes procuring F-35s, developing the B-21, procuring KC-46 tankers, and even possibly embarking on the quest to build a sixth-generation air dominance platform.
Air Force Secretary Deborah Lee James seemed puzzled by the proposed plan to replace the A-10, saying in an interview with Defense News, “everything has a price tag … If something goes in, something else has to fall out.”
Air Combat Command chief Gen. Herbert “Hawk” Carlisle, noted to Defense News his doubts that the proposed replacements would be a good use of limited public funds.
“If you look at the things within the combat Air Force portfolio that I’m responsible for in modernization and taking care of those systems, I don’t know where the money would come from,” Carlisle said. “And if we got extra money, in my opinion, there’s other things that I would do first to increase our combat capability before we go to that platform.”
Also, Carlisle doubted the need for a plane to operate in low-threat or “permissive” airspaces, as they are fast disappearing.
“Given the evolving threat environment, I sometimes wonder what permissive in the future is going to look like and if there’s going to be any such thing, with the proliferation of potential adversaries out there,” he said.
“The idea of a low-end CAS platform, I’m working my way through whether that’s a viable plan or not given what I think the threat is going to continue to evolve to, to include terrorists and their ability to get their hands on, potentially, weapons from a variety of sources.”
Furthermore, the Air Force’s proposal seems to run contrary to other proposals to replace the A-10 in the past. For a while, Air Force officials said that the F-35 would take over for the A-10, and though the F-35 just reached operational capability, it was not mentioned as part of the newest proposal.
Air Force General Mark Welsh told the Senate Armed Services Committee that other legacy fighters, the F-16 and F-15 could fly the A-10’s missions in Iraq and Syria until the F-35 was available, but that idea was also mysteriously absent from the Air Force’s two-new-plane proposal.
Struggling to expand its ranks, the Army will triple the amount of bonuses it’s paying this year to more than $380 million, including new incentives to woo reluctant soldiers to re-enlist, officials told The Associated Press.
Some soldiers could get $90,000 up front by committing to another four or more years, as the Army seeks to reverse some of the downsizing that occurred under the Obama administration after years of growth spurred by the Iraq and Afghanistan wars.
The enlistment campaign was driven by Congress’ decision late last year to beef up the size of the Army, echoing the spirit if not quite the extent of President Donald Trump’s campaign promises to significantly increase military staffing and firepower.
Last fall, Trump unveiled a plan that would enlarge the Army to 540,000 soldiers. Army leaders back the general idea, but say more men and women must be accompanied by funding for the equipment, training, and support for them.
Under the current plan, the active duty Army will grow by 16,000 soldiers, taking it to 476,000 in total by October. The National Guard and the Army Reserve will see a smaller expansion.
To meet the mandate, the Army must find 6,000 new soldiers, convince 9,000 current soldiers to stay on, and add 1,000 officers.
“We’ve got a ways to go,” Gen. Robert Abrams, head of U.S. Army Forces Command, said in an interview at his office in Fort Bragg, N.C. “I’m not going to kid you. It’s been difficult because a lot of these kids had plans and their families had plans.”
In just the last two weeks, the Army has paid out more than $26 million in bonuses.
The biggest hurdle, according to senior Army leaders, is convincing thousands of enlistees who are only months away from leaving the service to sign up for several more years. Many have been planning their exits and have turned down multiple entreaties to stay.
“The top line message is that the Army is hiring,” said Maj. Gen. Jason Evans, who recently became the service’s head of Human Resources Command.
Evans said the Army was expanding “responsibly with a focus on quality,” insisting there will be no relaxation of standards.
It is a clear reference to last decade, when the Army eased recruitment rules to meet combat demands in Iraq and Afghanistan. At their peak, more than 160,000 U.S. troops were in Iraq and about 100,000 were in Afghanistan. To achieve those force levels, the Army gave more people waivers to enlist, including those with criminal or drug use records.
The Army vows it won’t do that again, focusing instead on getting soldiers to re-enlist. Money is the key.
The Army’s $550 billion base budget, approved by Congress last month, will provide money for the financial incentives. The latest round of increased bonuses, which became effective less than two weeks ago, are good for at least the next month.
Cyber posts, cryptologists, or other intelligence or high tech jobs with certain language skills are particularly rewarded. They can get between $50,000 and $90,000 by agreeing to serve another three to five years. Army special forces can also qualify for top level incentives. But more routine jobs — such as some lower level infantry posts — may get nothing, or just a couple of thousand dollars.
The new bonuses have triggered a spike in re-enlistments, said Mst. Sgt. Mark Thompson, who works with Army retention policies, saying there have been more than 2,200 since May 24.
The Army is about three-quarters of the way to its goal for re-enlistments. But meeting the ultimate target is difficult because the remaining pool of soldiers is comprised of people who “have said no for a long time,” Thompson said.
Normally, he said, about a third of eligible soldiers re-enlist each year. This year, the goal requires nearly three-quarters signing on for more years.
In some cases, the personal touch can help.
Across Fort Bragg from Abrams’ office, deep in the woods, soldiers from an 82nd Airborne Division unit are conducting a live fire exercise. While evaluating the troops, Col. Greg Beaudoin, commander of 3rd Brigade, also is doing his part to meet the re-enlistment objective.
“I don’t think he knows what he wants to do yet in life,” Beaudoin said of a soldier on his staff that he urged to re-enlist. “So I told him, ‘Here is an opportunity. Just extend for a year until you figure it out. The army is offering you an opportunity. Take your time to figure out what you want to do.'”
Beaudoin said he thinks up to a fifth of his soldiers may stay on, crediting the bonuses for making the choice more attractive.
AFP is reporting that an American F-16 was hit by small arms fire over Paktia Province in eastern Afghanistan over the weekend. The damage to the jet was severe enough that the pilot decided to jettison all external stores (drop tanks and bombs) before returning to Bagram Air Base north of Kabul.
Although a number of rotary wing aircraft have been shot down or damaged by ground fire while operating over Afghanistan, tactical jets have been basically untouched by the enemy since the first airstrikes started in October of 2001. The Taliban don’t have much in the way of an integrated air defense system (a la Desert Storm-era Iraq), and jets can usually remain out of the reach of shoulder-fired surface-to-air missiles (like Stingers) and small arms fire by flying above 10,000 feet while delivering GBUs or JDAMs.
So, in order to have been hit by bullets, the F-16 pilot had to have been flying pretty low. Pilots generally fly low for two reasons: A “show of force” pass or a strafing run. Non-precision (“dumb”) bombing can cause a pilot to bottom out at low altitude, but it’s unlikely the Falcon was carrying other than smart weapons, even for a close air support mission.
The Taliban claimed to have downed the F-16 and pictures have emerged of them posing with wreckage, but the U.S. military responded with the following statement: “On October 13, a US F-16 encountered small arms fire in the Paktia Province in Afghanistan. The surface to air fire impacted one of the aircraft’s stabilizers and caused damage to one of the munitions.”
Ask any kindergartener what Santa looks like, and they’ll probably tell you he has a red suit, a big, round belly and a long, white beard. The classic Christmas song “Must Be Santa,” written in 1960 by Mitch Miller, describes him in even greater detail, with a cap on his head and a cherry nose. That’s how most of us picture Santa Claus, and it’s no wonder – the American image of Santa has remained virtually unchanged for over 100 years.
Glance back through time, and a different picture of Santa appears.
In the 1800s and the centuries preceding it, Santa looked a lot more like a traditional saint. That is how the tradition of Santa started, after all. As the story goes, a poor man had three daughters. With nothing to offer as a dowry, his daughters had no hope of getting married. A kind bishop named Nicholas took pity on the family, dropping bags of gold down the chimney to provide a dowry for each daughter. For this good deed along with many others, Nicholas was dubbed the saint of children. (He was also the saint of sailors, but that’s another story.)
While I’m quite thankful that I don’t have to rely on an old man to throw gold into my fireplace to secure my future, St. Nicholas was the official inspiration behind modern-day Santa. As the popularity of St. Nicholas waned, his name evolved. First, he became Father Christmas in England, then the Christkind in Austria and Germany, then Kris Kringle. Finally, Dutch settlers invented the name “Sinterklaas,” aka Santa. Despite the new name, however, 1800s Santa maintained his saintly image. So what changed?
Political satire and the Civil War reinvented Santa.
Enter political cartoonist Thomas Nast. Known by many as the father of the American political cartoon, Nast began as a gifted artist from humble beginnings. At the age of 15, he began working as a staff artist for Frank Leslie’s Illustrated News, and a few years later for the New York Illustrated News. Finally, he moved on to create cartoons for Harper’s Weekly. At this point, it was 1862 and the Civil War had begun.
In Nast’s cartoons, he didn’t hesitate to make his political opinions known. He made his Union loyalties quite clear, and on January 3rd, 1863, Santa Claus helped send his message home. In a particularly festive piece of propaganda, Nast depicted Santa Claus decked out in stars and stripes handing out gifts to Union soldiers. If you look closely, you can see Union Santa clutching a puppet resembling the Confederate president, Jefferson Davis, with a rope around its neck. In a Christmas Eve version, Nast drew a jolly Santa Claus climbing down the chimney to deliver presents, while a woman in the next frame prays for her husband’s safe return.
With these two simple illustrations, Nast cemented Santa as a sentimental Union symbol and reinvented St. Nick’s wardrobe in one go. While Nast refrained from making too many additional Santa-themed political statements, his jovial Father Christmas became an annual tradition. Although he skipped 1864, he published a new Santa illustration every holiday season for the rest of his years on staff at Harper’s. From then on, the tall, stately St. Nicholas was replaced with the stout, jolly old elf that we know and love today.
After about ten to twelve years, it’s usually time for a military working dog (MWD) to retire.
Unlike us, they don’t get out and start celebrating life immediately. Hundreds of them are sent to Lackland Air Force Base near San Antonio, Texas every year. Before November 2000, most of the dogs were euthanized or just left in the battlefield troops just left (because despite the rank and funeral honors, they’re listed as equipment).
Thankfully, “Robby’s Law” opens up adoption to their former handlers, law enforcement, and civilian families.
When a dog is retired out, it is usually because of injury or sickness and the best person to care for the puppy is the handler. More than 90% of these good dogs get adopted by their handler. Makes sense — calling a military working dog your “battle buddy” seems less awkward when the context is with a Labrador Retriever.
Next on the order of precedent in MWD adoption is law enforcement. Their services would be invaluable within police forces because they are trained to do exactly when the police would need them to do. However, the dogs are contractually agreed to belong to the department. They are the only ones allowed to allow the dogs to perform patrol, security, or substance detection work and the DoD has strict restrictions otherwise.
Sadly, even the police force won’t take the rest of the military working dogs because of their age or injury. This is where civilians come in. Bare in mind, adoption isn’t a quick process and applicants are carefully screened. It may take about a year on the waiting list to get your first interview.
They are not some goofy pug you can just adopt and take home. These dogs have usually deployed and show the same symptoms of Post Traumatic Stress. These dogs were trained to sniff out roadside bombs and to fight the Taliban and now have trouble socializing with other dogs and aren’t as playful as they were before.
The MWD selection process demands that the most energetic and playful puppies are needed for combat. After years of fighting, these old dogs show signs of nervous exhaustion and distress. If that pulls at your heart strings because it hits close to home, it is scientifically proven that dogs (including these MWDs) can aid and benefit those with Post Traumatic Stress.
If you don’t mind the wait, have an appropriate living space for a large dog, and are willing to aid these four legged veterans, there are organizations that can help. Save-A-Vet and Mission K9 Rescue are great places to start.
Air Force scientists are working to arm the B-52 with defensive laser weapons able to incinerate attacking air-to-air or air-to-ground missile attack.
Offensive and defensive laser weapons for Air Force fighter jets and large cargo aircraft have been in development for several years now. However, the Air Force Research Lab has recently embarked upon a special five-year effort, called the SHIELD program, aimed at creating sufficient on-board power, optics and high-energy lasers able to defend large platforms such as a B-52 bomber, C-130 aircraft or fighter jet.
“You can take out the target if you put the laser on the attacking weapon for a long enough period of time,” Air Force Chief Scientist Greg Zacharias told Scout Warrior in an exclusive interview.
Possibly using an externally-mounted POD with sufficient transportable electrical power, the AFRL is already working on experimental demonstrator weapons able to bolt-on to an aircraft, Zacharias added.
Given that an external POD would add shapes to the fuselage which would make an aircraft likely to be vulnerable to enemy air defense radar systems, the bolt-on defensive laser would not be expected to work on a stealthy platform, he explained.
However, a heavily armed B-52, as a large 1960s-era target, would perhaps best benefit from an ability to defend itself from the air; such a technology would indeed be relevant and potentially useful to the Air Force, as the service is now immersed in a series of high-tech upgrades for the B-52 so that it can continue to serve for decades to come.
Defending a B-52 could becoming increasing important in years to come if some kind of reconfigured B-52 is used as the Pentagon’s emerging Arsenal Plane or “flying bomb truck.”
Lasers use intense heat and light energy to incinerate targets without causing a large explosion, and they operate at very high speeds, giving them a near instantaneous ability to destroy fast-moving targets and defend against incoming enemy attacks, senior Air Force leaders explained.
Defensive laser weapons could also be used to jam an attacking missile as well, developers explained.
“You may not want to destroy the incoming missile but rather throw the laser off course – spoof it,” Zacharias said.
Also, synchronizing laser weapons with optics technology from a telescope could increase the precision needed to track and destroy fast moving enemy attacks, he said.
Another method of increasing laser fire power is to bind fiber optic cables together to, for example, turn a 1 Kilowatt laser into a 10-Kilowatt weapon.
“Much of the issue with fiber optic lasers is stability and an effort to make lasers larger,” he explained.
Targeting for the laser could also seek to connect phased array radars and lasers on the same wavelength to further synchronize the weapon.
Laser Weapons for Fighter Jets
Aircraft-launched laser weapons from fighter jets could eventually be engineered for a wide range of potential uses, including air-to-air combat, close air support, counter-UAS(drone), counter-boat, ground attack and even missile defense, officials said.
Low cost is another key advantage of laser weapons, as they can prevent the need for high-cost missiles in many combat scenarios.
Air Force Research Laboratory officials have said they plan to have a program of record for air-fired laser weapons in place by 2023.
Ground testing of a laser weapon called the High Energy Laser, or HEL, has taken place in the last few years at White Sands Missile Range, N.M. The High Energy Laser test is being conducted by the Air Force Directed Energy Directorate, Kirtland AFB, New Mexico.
The first airborne tests are slated to take place by 2021, service officials said.
Air Force leaders have said that the service plans to begin firing laser weapons from larger platforms such as C-17s and C-130s until the technological miniaturization efforts can configure the weapon to fire from fighter jets such as an F-15, F-16 or F-35.
Air Combat Command has commissioned the Self-Protect High Energy Laser Demonstrator Advanced Technology Demonstration which will be focused on developing and integrating a more compact, medium-power laser weapon system onto a fighter-compatible pod for self-defense against ground-to-air and air-to-air weapons, a service statement said.
Air Force Special Operations Command is working with both the Air Force Research Laboratory and the Naval Support Facility Dahlgren to examine placing a laser on an AC-130U gunship to provide an offensive capability.
Another advantage of lasers is an ability to use a much more extended magazine for weapons. Instead of flying with six or seven missiles on or in an aircraft, a directed energy weapon system could fire thousands of shots using a single gallon of jet fuel, Air Force experts said.
Overall, officials throughout the Department of Defense are optimistic about beam weapons and, more generally, directed-energy technologies.
Laser weapons could be used for ballistic missile defense as well. Vice Adm. James Syring, Director of the Missile Defense Agency, said during the 2017 fiscal year budget discussion that “Laser technology maturation is critical for us.”
And the U.S. Navy also has several developmental programs underway to arm their destroyers and cruisers will possess these systems to help ships fend off drones and missiles.
As technology progresses, particularly in the realm of autonomous systems, many wonder if a laser-drone weapon will soon have the ability to find, acquire, track and destroy and enemy target using sensors, targeting and weapons delivery systems – without needing any human intervention.
While that technology is fast-developing, if not already here, the Pentagon operates under and established autonomous weapons systems doctrine requiring a “man-in-the-loop” when it comes to decisions about the use of lethal force, Zacharias explained.
“There will always be some connection with human operators at one echelon or another. It may be intermittent, but they will always be part of a team. A lot of that builds on years and years of working automation systems, flight management computers, aircraft and so forth,” he said.
Although some missile systems, such as the Tomahawk and SM-6 missiles, have sensor and seeker technologies enabling them to autonomously, or semi-autonomously guide themselves toward targets – they require some kind of human supervision. In addition, these scenarios are very different that the use of a large airborne platform or mobile ground robot to independently destroy targets.

With reportsswirling that retired Marine Gen. James Mattis is a leading contender to be selected as Secretary of Defense for President-elect Donald Trump, some people think it would be unprecedented for a former general to serve as Pentagon chief.
But General of the Army George C. Marshall might have something to say about that.
Marshall is perhaps best known for the “Marshall Plan” he put together as Secretary of State under President Harry S Truman to help rebuild Europe after World War II. Marshall had served two years in that post before leaving to become president of the American Red Cross.
But when the Korean War started in June 1950 and became a near-disaster, Truman fired then-Secretary of Defense Louis A. Johnson over the military’s lack of readiness. He then nominated Marshall to take over.
Marshall was technically prohibited from serving as Secretary of Defense. As a General of the Army, he was by law on active duty, and per 10 USC 113, nobody who was a commissioned officer can serve as Secretary of Defense without having been retired for seven years.
Congress, though, waived that provision to allow Marshall to serve.
Marshall spent a year in the Pentagon, not only working to get the military into fighting shape for the Korean War, but also rebuilding bridges that his predecessor had burned with the Joint Chiefs of Staff (particularly the Navy), and also with the State Department.
Within two months of Marshall becoming SecDef, the United States and allied forces had nearly reached the Yalu River in Korea. When the Chinese Communists intervened and pushed the allied forces back, Marshall would play a crucial role in President Truman’s decision to relieve General of the Army Douglas MacArthur as overall commander in Korea, despite his initial reluctance to see that happen.
Within a year, Marshall resigned as Secretary of Defense and was succeeded by his deputy, Roger A. Lovett. He would die eight years after leaving the Pentagon.
Famous for has program to save a war ravaged Europe, Marshall’s service as Secretary of Defense is a nearly-forgotten footnote in his long career.
Afghanistan set new records for opium production in 2016 despite an $8.5 billion USD counternarcotics campaign investment by U.S agencies, the Special Inspector General for Afghanistan Reconstruction’s (SIGAR) stated in its latest quarterly report to Congress.
The report said that opium production increased 43 percent in 2016, while poppy eradication hit a 10-year low and was “nearly imperceptible.”
It said that the United Nations Office of Drugs and Crime (UNODC) conduct an annual survey with financial contributions from the United States and other donors.
UNODC estimated that the potential gross value of opiates was $1.56 billion USD — or the equivalent of about 7.4 percent of Afghanistan’s Gross Domestic Product (GDP) — in 2015.
“The latest 2016 UNODC country survey estimates opium cultivation increased 10 percent, to 201,000 hectares, from the previous year,” the report said adding that “the southern region, which includes Helmand, Kandahar, Uruzgan, Zabul, and Daykundi provinces, accounted for 59 percent of total cultivation. Helmand remained the country’s largest poppy-cultivating province, followed by Badghis and Kandahar.”
“Deteriorating security conditions, a lack of political will, and the Afghan Ministry of Counter Narcotics’ ineffective management all contributed to the paltry eradication results in 2016,” the report said.
Poppy “cultivation remained near historically high levels compared with the past several decades.”
Meanwhile, Afghanistan’s “narcotics industry — coupled with rampant corruption and fraud — is a major source of illicit revenue,” the report said.
The “opium trade provides about 60 percent of the Taliban’s funding.”
“Since the collapse of the Taliban government, the opium trade has grown significantly and enabled the funding of insurgency operations. Taliban commanders collect extortion fees for running heroin refineries, growing poppy, and other smuggling schemes,” according to the report.
“Powerful drug networks, mainly run by close-knit families and tribes, bankroll the insurgency and launder money. There have been media reports and allegations of corrupt government officials participating in the drug trade,” it said.
The Taliban is an Islamic extremist group that ruled Afghanistan until the U.S military intervention following the Sept. 11, 2001, al Qaeda attack in New York and Washington, D.C. that killed more than 3,000 people. The Taliban allowed al Qaeda to use Afghanistan as its training base for attacks against the U.S. and other western nations.
“Traffickers provide weapons, funding, and material support to the insurgency in exchange for protection, while insurgent leaders traffic drugs to finance their operations,” the report said.
Afghanistan “remains the world’s largest opium producer and exporter — producing an estimated 80 percent of the world’s heroin.”
John Sopko, head of SIGAR, recommended that President Donald Trump establish “a U.S counternarcotics strategy, now years overdue, to reduce the illicit commerce that provides the Taliban with the bulk of their revenue.”
The Su-27 Flanker and the MiG-29 Fulcrum were both designed and built by Russia to fight World War III side-by-side. With the fall of the Berlin Wall, that conflict didn’t happen. However, the two Russian fighters would square off over Eastern Africa.
Since Eritrea won its independence from Ethiopia in 1993, a border dispute had been simmering between the two countries, mostly over the territory surrounding the town of Badme. Things heated up in 1998, when Eritrean forces stormed in and took the town.
According to a report by ACIG.org, the Eritreans had been building up their military for just such an occasion. Among their purchases were ten refurbished MiG-29s from Russia. The intention was to use the planes to secure air superiority on the battlefield.
When the war started, Ethiopia began to search for a counter to the Eritrean Fulcrums. Their F-5 Freedom Fighters and MiG-21 Fishbeds were clearly outclassed. Their choice to change that situation would be the Su-27 Flanker. Eight surplus airframes were purchased from Russia in December of 1998. By the end of the following February, they would be in action.
On Feb. 25, 1999, in a pair of engagements, Ethiopian Su-27s would shoot down two MiG-29s. The next day, Eritrean MiG-29s shot down a pair of Ethiopian MiG-21s. Ethiopia would claim that a “Capt. Asther Tolossa” would shoot down a MiG-29, but the existence of Capt. Tolossa is disputed.
In March, Ethiopian Flankers claimed two more Eritrean Fulcrums.
The last encounters in that war between Fulcrum and Flanker would take place in May 2000. On May 16, Ethiopia claimed that one of their Flankers shot down an Eritrean Fulcrum. Two days later, another Eritrean Fulcrum was shot out of the sky by a Flanker. The war ended in June 2000 with Ethiopia re-claiming the seized territory, and holding on to it despite an international court ruling favoring Eritrea.
When all was said and done, ACIG noted that the Ethiopian Flankers had shot down at least five, and as many as seven, Eritrean MiG-29s, as well as one Learjet. The Eritrean MiG-29s had shot down three MiG-21 Fishbeds and a MiG-23 Flogger.
In that war, the Flanker had bested the Fulcrum, and cemented its place as one of Russia’s hottest exports. Ironically, Eritrea was among the countries to buy Flankers, operating two of those planes according to World Air Forces 2017.
Defense Secretary James Mattis put out his first all-hands message to everyone in the Department of Defense on Friday, and it tells you everything you need to know about how he intends to lead.
Mattis, a retired Marine general revered by his troops, probably made a good first impression among the roughly three million men and women who make up the active duty, reserve, and civilian force. That’s due to the notable language he used in his first sentence (emphasis added):
“It’s good to be back and I’m grateful to serve alongside you as Secretary of Defense.”
As many who served under him can attest, Mattis has always been a humble warrior who led Marines from the front — not from an air conditioned bunker. And the language that he used — serve alongside you, as opposed to lead, or manage you — shows that Mattis will likely bring his beloved leadership style of the Marines with him into the civilian post.
“He’s a leader by example,” retired Sgt. Maj. of the Marine Corps Carlton Kent told Business Insider in December. “He’s not the type that’s ‘do as I say, not as I do.’ He’s out there doing it.”
Mattis kept his message short and sweet, praising the people who make up the DoD, calling America a “beacon of hope,” and pledging that he would do his best as Defense Secretary.

It’s good to be back and I’m grateful to serve alongside you as Secretary of Defense.
Together with the Intelligence Community we are the sentinels and guardians of our nation. We need only look to you, the uniformed and civilian members of the Department and your families, to see the fundamental unity of our country. You represent an America committed to the common good; an America that is never complacent about defending its freedoms; and an America that remains a steady beacon of hope for all mankind.
Every action we take will be designed to ensure our military is ready to fight today and in the future. Recognizing that no nation is secure without friends, we will work with the State Department to strengthen our alliances. Further, we are devoted to gaining full value from every taxpayer dollar spent on defense, thereby earning the trust of Congress and the American people.
I am confident you will do your part. I pledge to you I’ll do my best as your Secretary.
Pentagon budgets are shrinking (or growing at a smaller rate than they had during the previous few decades). And while there’s not a lot of money to procure new weapons systems, the threats to the nation aren’t going away. The U.S. military still has a job to do. There are no bucks, but the American public still expects Buck Rogers.
Here are six improvements — “tweaks,” if you will — to existing platforms that would improve military readiness without breaking the increasingly small bank:
1. An internal gun for the F-35B/C variants of the Lightning II
The Air Force’s F-35A has a gun — the GAU-22, a 25mm Gatling Gun, with 182 rounds. The GAU-22 is based off the AV-8B’s GAU-12, and it gives the F-35A an offensive edge. But the F-35B and F-35C don’t have an internal gun (only a gun pod with 220 rounds).
The same situation existed with the F-4 Phantom – probably America’s first real joint strike fighter, which saw action during the Vietnam War with the Air Force, Navy, and Marines. As Navy ace (and convicted congressional felon) Randy Cunningham noted in his memoir, Fox Two, the lack of a gun cost him kills.
2. The Penguin anti-ship missile for the MH-60R Seahawk
This chopper is an advanced version of the SH-60B. Equipped with a choice of lightweight torpedo (either Mk 46, Mk 50, or Mk 54), and Hellfire missiles, it serves as additional eyes and ears for surface combatants. But the Hellfire has only a 20-pound warhead and a range of about five nautical miles.
The SH-60B, though, had the Penguin anti-ship missile. This weapon had a 265-pound warhead and a range of 15 nautical miles. In other words, it can handle bigger targets – and would be very useful additions to the MH-60R’s arsenal.
3. More bomb capacity for the B-1B Lancer
While the B-1B already has the largest bombload of any American combat plane, it could have even more. Presently, it has a bomb bay that can hold 84 Mk 82 500-pound bombs. The venerable B-52 can only carry 51 such bombs. In other words, the B-1 can deliver about 60 percent more hurt to the bad guys.
But it could be even more. The B-1B, when designed, had the capability to carry up to 14 cruise missiles or 44 more Mk 82s on external pylons. Restoring those external pylons would give the B-1 50 percent more firepower.
4. Harpoon launchers for the Flight IIA and III Arleigh Burke-class destroyers
While the Flight IIA and Flight III Arleigh Burke-class destroyers are very capable vessels in anti-air warfare and anti-sub warfare. But the earlier Flight I and Flight II versions of this destroyer have something the later ships don’t: A pair of Mk 141 launchers for Harpoon anti-ship missiles. Boeing’s latest version of the Harpoon has a range of 130 nautical miles and a 300-pound warhead. The Mk 141 launchers don’t take up a lot of space, and it never hurts to have more anti-ship firepower as China and Russia are adding modern ships to their naval arsenals.
5. Laser-guided bombs for the B-2 Spirit
What more could you want on America’s most advanced bomber in service? The B-2 Spirit has stealth technology and the ability to deliver precision-guided weapons including the AGM-158 Joint Air-to-Surface Standoff Missile, as well as nuclear weapons – excuse me, “special stores.” It’s also expensive – a flyaway cost of just over $700 million per plane caused the production run to stop at 21 airframes.
That said, they have a couple of gaps in their capabilities. All of the B-2’s weapons are either dumb bombs or GPS-guided. So, perhaps the best upgrade they could get would be to give the B-2 the ability to drop laser-guided bombs like the GBU-24 and to use Harpoon anti-ship missiles and the Standoff Land-Attack Missile, giving them more options to target ships like the Chinese Type 52C destroyer.
6. Bushmaster cannon for the M1126/M1127 Stryker
The Stryker’s proven itself in combat operations during Operations Enduring Freedom and Iraqi Freedom. The M1126 and M1127 have a remote weapons station that can use an M2 heavy machine gun or a Mk 19 automatic grenade launcher.
But now, it could be asked to help fight Russian aggression against NATO allies. Here it has a problem. The Stryker is outgunned by the BMP-3 or BTR-90, Russia’s most modern infantry fighting vehicles. The former has a 100mm gun and a 30mm coaxial cannon. The latter has a 30mm cannon and an AT-5 Spandrel anti-tank missile.
So, to give the Stryker a better chance in a fight against the Russians, the best option would be to give it the same chain gun that the M2 and M3 Bradley Fighting Vehicles carry: the 25mm Bushmaster cannon.
These six weapons systems serve with our troops – and have done so with excellence. But some small improvements to each of them would give our troops even better odds on battlefields around the world.
If you wanted to visit the carrier the Doolittle Raiders flew from, the USS Hornet (CV 8), you need to go to the bottom of the Pacific Ocean. Specifically, the place to look is near the Santa Cruz Islands, where a major naval battle was fought 74 years ago. It is notable for being the last time the United States lost a fleet carrier.
So, what made Santa Cruz such a big deal? Partly it was because the Japanese were desperately trying to take Henderson Field, and felt they had a chance to do so. They had pushed the United States Navy to the limit after the battles of Savo Island and the Eastern Solomons. A submarine had also put USS Wasp (CV 7) on the bottom with a devastating salvo of torpedoes that also sank a destroyer and damaged USS North Carolina (BB 55).
Admiral Chester Nimitz had sent Vice Admiral William F. Halsey, who had just recovered from dermatitis that caused him to miss the Battle of Midway. Halsey decided to hit the Japanese Fleet first. The orders: “Attack – Repeat Attack!”
American planes damaged the carriers Shokaku and Zuiho, as well as the heavy cruiser Chikuma. The destroyer USS Porter (DD 356) took a hit from a torpedo fired by the Japanese submarine I-21 (although some sources claim the damage was from a freak incident involving a torpedo from a crashed TBF Avenger). USS Enterprise took two bomb hits, but was still in the fight, and would later retire from the scene after surviving two more attacks.
USS Hornet was hit by three bombs, two suicide planes, and two torpedoes in the first attack. Despite that damage, she was mostly repaired by eleven in the morning. However, that afternoon, a second strike put another torpedo into the 20,000-ton carrier. Halsey ordered the Hornet scuttled.
USS Mustin (DD 413) and USS Anderson (DD 411) put three torpedoes and over 400 five-inch shells into the Hornet before they had to retreat in the face of a substantial Japanese surface force. USS Hornet would not go down until the Japanese destroyers Akigumo and Makigumo put four Long Lance torpedoes into her hull.
All in all, Hornet took ten torpedoes, two suicide planes, and three bombs before she went down. Her sister ship, USS Yorktown (CV 5) had taken three bombs and four torpedoes before she went down at Midway, having also survived two bomb hits at the Battle of the Coral Sea that had not been completely repaired.
The lessons of the losses of USS Yorktown and USS Hornet would pay their own dividends. The United States would only lose one light carrier, USS Princeton (CVL 23), and six escort carriers for the rest of the war. Carriers like USS Franklin (CV 13) and USS Bunker Hill (CV 17) would survive severe damage in 1945, while USS Enterprise (CVN 65) and USS Forrestal (CV 59) would survive frightful fires during the Vietnam War.
