U.S. Secretary of State Mike Pompeo says he expects to meet with Russian Foreign Minister Sergei Lavrov in New York amid concerns expressed by Washington over Moscow’s plans to supply Syria with the S-300 surface-to-air missile system.
Pompeo made the remarks on Sept. 24, 2018, just hours after Russia announced that it was supplying the S-300 missile system to improve Syria’s defenses and help prevent a repeat of the downing of a Russian warplane by Syrian forces in September 2018.
Anticipating a meeting on the sidelines of the UN General Assembly, which opens on Sept. 25, 2018, Pompeo said “I’m sure Sergei and I will have our time together.”
“We are trying to find every place we can where there is common ground, where we can work with the Russians,” Pompeo said, adding that Washington will hold Moscow “accountable” for many areas where Russia is working against the United States.
U.S. national-security adviser John Bolton said on Sept. 24, 2018, that Russia’s decision to deploy the advanced antiaircraft missiles to Syria was a “major mistake” and a “significant escalation” in Syria’s seven-year war.
Bolton also said U.S. troops will not leave Syria until Iranian forces leave.
Russian Defense Minister Sergei Shoigu said on Sept. 24, 2018, that Moscow will deliver the S-300 within two weeks and will provide Syrian government forces with updated automated systems for its air-defense network.

This will improve Syrian air-defense operations and “most important, the identification of all Russian aircraft by Syrian air-defense systems will be guaranteed,” Shoigu said.
Syrian government forces shot a Russian Il-20 reconnaissance plane down off the northwestern province of Latakia on Sept. 17, 2018, killing all 15 servicemen aboard.
Shoigu’s ministry angrily blamed Israel, accusing the country’s military of using the Russian plane as a cover to dodge Syrian air-defense systems.
President Vladimir Putin took a softer approach, saying that the shoot-down appeared to be the result of a “chain of tragic accidental circumstances.”
But Putin announced that Russia would take visible measures to protect Russian military personnel in Syria.
In a statement on Sept. 24, 2018, the Kremlin said that Putin told Syrian President Bashar al-Assad of the decision during a telephone conversation initiated by Assad.
Putin “informed [Assad] about the decision to take a number of additional measures with the aim of providing for the security of Russian forces in Syria and strengthening the country’s air defense, including the delivery of a modern S-300 air-defense missile complex to Syria,” the statement said.

Russia has given Assad crucial support throughout the war in Syria, which began with a government crackdown on protesters in March 2011.
Moscow helped protect Assad from possible defeat and turn the tide of the war in his favor by launching a campaign of air strikes in 2015 and stepping up its military presence on the ground.
Much of Syria’s air-defense network has been provided by Russia but consists of weapons that are older and less effective than the S-300.
Russia suspended the supply of an S-300 system at an earlier stage in the war, amid Israeli concerns that it could be used against it.
Shoigu said that “the situation has changed, and it’s not our fault,” adding that the supply of an S-300 would “calm down some hotheads” whose actions “pose a threat to our troops.”
Putin’s spokesman, Dmitry Peskov, said that Russia’s decision to deliver an S-300 was not targeted against anyone and was aimed solely to protect Russian troops in Syria.
The reconnaissance plane’s downing “was indeed preceded by a chain of tragic accidents,” Peskov said, but this chain was set in motion “largely by the deliberate actions of Israeli pilots.”
Deputy Foreign Minister Mikhail Bogdanov said that supplying S-300s to Syria is Russia’s “right” and voiced confidence that this would not hurt Russian ties with Israel.
Vice President Mike Pence swore in Air Force Gen. John W. “Jay” Raymond as the highest-ranking military leader of the newly created U.S. Space Force in a ceremony that recognized the arrival of the nation’s newest military branch.
Raymond was formally designated the first chief of space operations in a formal ceremony sponsored by the White House and held at the Eisenhower Executive Office Building. It came less than a month after the Space Force, by law, became the sixth independent branch of the U.S. military, marking the first time since 1947 that a new military branch had been created.
“The first decision the president made after establishing the Space Force was deciding who should be its first leader,” Pence said. “I was around when the President made that decision and I can tell you, he never hesitated. He knew right away there was no one more qualified or more prepared from a lifetime of service than General Jay Raymond to serve as the first leader of the Space Force.”

The Space Force was established Dec. 20 when President Donald J. Trump signed the National Defense Authorization Act. He also appointed Raymond to lead the Space Force. Although directed by its own military leadership, the Space Force is nested within the Department of the Air Force.
Raymond noted the historic nature of the moment. “Not only is this historical; it’s critical,” he said. “That is not lost on me or the outstanding Americans who serve with me.”
The Space Force’s overarching responsibility is training, equipping and organizing a cadre of space professionals who protect U.S. and allied interests in space while also providing space capabilities to the joint force. The Space Force’s mandate includes developing military space professionals, acquiring military space systems, refining military doctrine for space power, and organizing space forces for use by combatant commands.
A major reason for creating the Space Force is the importance of space for both national security and everyday life. It is the backbone that allows for instant communication worldwide, precision navigation and global commerce. The U.S. Space Force will ensure the country’s continued leadership in space, Raymond said. Equally important, he added, is avoiding conflict in space.
“We want to deter that conflict from happening,” he said. “The best way I know how to do that is through a position of strength.”
Among those attending the ceremony were Defense Secretary Dr. Mark T. Esper, Deputy Defense Secretary of Defense David L. Norquist, Air Force Secretary Barbara Barrett, Air Force Chief of Staff Gen. David L. Goldfein and Air Force Gen. John E. Hyten, vice chairman of the Joint Chiefs of Staff, as well as Adm. Charles Ray, vice commandant of the Coast Guard; Navy Adm. Michael Gilday, chief of naval operations; and Air Force Gen. Joseph L. Lengyel, chief of the National Guard Bureau.

“We are moving forward with alacrity and in accordance with presidential direction, the law, and DOD guidance,” Barrett said about the establishment of the new U.S. Space Force. “Directing this effort is the incomparably qualified leader, General ‘Jay’ Raymond. As a career space officer, he’s the perfect person to guide this lean, agile, vital Space Force.”
Raymond was the natural choice for the job. He is the commander of the U.S. Space Command; the nation’s unified command for space.
Before his new role, Raymond was the commander of Air Force Space Command, which carried the nation’s primary military focus on space, managing a constellation of satellites, developing policy and programs and training frontline space operators. Air Force Space Command was redesignated as the U.S. Space Force under the recently passed NDAA.
More broadly, the Space Force is responsible for maintaining the United States’ space superiority, even as space becomes more crowded and contested. The NDAA, which created the Space Force, also directs that the Space Force “shall provide the freedom of operation in, from, and to space, while providing prompt and sustained space operations.”

The US Marine Corps reportedly used a fake news story of the death of Edward Snowden, the NSA cybersecurity whistleblower, to direct a phishing email attack on its own computers in 2013, a former Marine Corps captain said in a BuzzFeed News report.
In the report, Robert Johnston, who would later work for the private cyber-security company that investigated the Democratic National Committee’s explosive malware attack in 2016, directed the Marine Corps’ Red Team, a term described as a “devil’s advocate” that challenges cyber-security defenses.
Shortly after news of Snowden’s massive intelligence leak broke in 2013, in which Snowden leaked a trove of classified intelligence files from the National Security Agency, Johnston’s team reportedly sent out phishing emails to 5,000 service members.
Phishing emails ordinarily impersonate trustworthy sources to entice the recipient to divulge information or click on a dubious link.
The email contained an eye-catching subject line of “SEAL team six conducts an operation that kills Edward Snowden,” Johnston said in the report. The elite SEAL Team Six is best known for the killing Al-Qaeda leader, Osama bin Laden.
“We actually had to shut down the operation,” Johnston said. “The phishing attack was too successful. The click rate was through the roof.”
The subject of Snowden’s leaks have evoked polarizing feelings, particularly for service-members and veterans. Critics have assailed the former CIA employee for betraying the US, with some officials suggesting he may have even been in league with Russia; while others have labeled Snowden as a hero for bringing a light on controversial government surveillance methods.
Growing up in the segregated south, Lt. Gen. Aundre Piggee recalled his first experience with racism many African-American children faced at the time. So he looked to the iconic Martin Luther King Jr. for inspiration.
While he would go on to encounter other acts of discrimination, this one hurt the most, he said.
The parents of Aundre Piggee pin second lieutenant rank onto their son in 1981 after his graduation from the University of Arkansas at Pine Bluff.
He grew up in Stamps, a small town in southern Arkansas with a population of about 1,200.
While his father was principal of the local school, which had previously been an all-black school, his mother worked at the Lone Star Army Ammunition Plant in nearby Texarkana — and a young Piggee became the first African-American child to integrate into his little league baseball team.
“Things went well the whole season,” Piggee said Jan. 17, 2019, after he spoke at a ceremony here in honor of Dr. Martin Luther King Jr. “We integrated well and we had no issues.”
When the baseball season ended, the team held a celebration at a local Boy Scout hut. Piggee begged his parents to go since he wanted to party with his friends.
But when they walked up to the front door, he was denied entry. Some parents of the other players even worked as teachers under his father, but they still would not allow him in.
“They didn’t let me come to the party because I was black,” he remembered.

While racism had likely been around him before, he said it was the first time he personally noticed it. The incident also made him think deeply about his own character.
“It was a humbling experience,” he said. “But what it taught me was that I didn’t ever want to treat anybody else the way I had been treated.”
A young Piggee was held to a higher standard by his parents. The general’s biography says whenever he got into trouble during school, he would get lectured and punished by his father twice — in the principal’s office and at home.
“It was a lesson that served him well in life,” his bio reads.
On April 3, 1968, King traveled to Memphis, Tennessee, to deliver a speech in support of black workers being paid significantly lower wages than white workers.
His flight to Memphis was initially delayed due to a bomb threat, but he made it to the city in time for his speech. The next day, while outside his motel, King was assassinated.
On Jan. 15, 2019, the civil rights leader would have turned 90 years old.
King’s leadership values were passed down to Piggee by his parents who strove to live by the message he left behind.
“My parents gave us examples of King’s life and what right looked like,” he said. “And I still remember those to this day.”

A life of service
In almost 40 years of service, Piggee has held the title of commander five times. He now oversees policies and procedures used by all Army logisticians and manages an billion portfolio.
October 2018, he was inducted into the Arkansas Black Hall of Fame for his dedication.
Fellow Stamps native Maya Angelou, a poet laureate, was among the first inductees in 1993.
Piggee’s childhood home was a block from a general store, which was owned by Angelou’s grandmother. “I used to walk there almost every day,” he recalled. “For a nickel, I could get two cookies and some candy.”
Angelou worked for Martin Luther King as a civil rights activist and later wrote a poem for the dedication of his monument on the National Mall.

Leading by Martin Luther King’s example
Also inspired by King, the general often shares with soldiers his three leadership traits — competence, commitment and high character.
In his speech, the general noted that King had a strong vision to change the country.
“Competence is what we need of our soldiers,” he said. “If I can challenge soldiers to improve every day, to be more competent, to be readier to do the mission our nation asks of us, I have had a good day.”
King, he added, was also committed to his cause.
“That should be a model for our professional soldiers,” Piggee said. “Putting on this uniform is a noble cause, but doing the missions the Army asks of you is not always easy.”
The most important trait, he said, is high character — a tough lesson he once learned as a child.
“Dr. King’s dream was to judge people by the content of their character, not the color of their skin,” he said.

A video of North Korean leader Kim Jong Un crying about his country’s terrible economy while surveying its coast is said to be making the rounds among the country’s leadership — and it could be a sign he’s ready to cave in to President Donald Trump in negotiations.
The defector reportedly said the video surfaced in April 2018, and high-ranking members of North Korea’s ruling party viewed it, possibly in an official message from Kim to the party.
In April 2018, North Korea had already offered the US a meeting with Kim and was in the midst of a diplomatic charm offensive in which it offered up the prospect of denuclearization to China, South Korea, and the US.
The defector speculated that the video was meant to prepare the country for possible changes after the summit with Trump.
Really strange video
In North Korea, Kim is essentially worshipped as a god-like figure with an impossible mythology surrounding his bloodline. Kim is meant to be all powerful, so footage showing him crying at his own inability to improve his country’s economics would be a shock.
Kim’s core policy as a leader had been to pursue both economic and nuclear development, but around the turn of 2018, he declared his country’s nuclear-weapon program completed.
Experts assess with near unanimity that Kim doesn’t really want to give up his country’s nuclear weapons, as he went to the trouble of writing the possession of nuclear weapons into North Korea’s constitution.
Instead, a new report from the CIA says Kim simply wants US businesses, perhaps a burger joint, to open within the country as a gesture of goodwill and an economic carrot, CNBC reports.
Big if true
Trump has made North Korea a top priority during his presidency and has spearheaded the toughest sanctions ever on Pyongyang. In particular, Trump has been credited with getting China, North Korea’s biggest ally and trading partner, to participate in the sanctions.
No matter how familiar you are with the military culture, no matter how prepared you think you are to embrace it, when you say “I do” to someone who wears combat boots to work every day, there are things you will learn that may never have occurred to you. Some of us pick up on those things quickly, and some of us are still (after decades of this life) figuring things out on a daily basis. I wish I had known to give up on planning as soon as possible. The sooner you give in to having no set plan, the easier everything becomes.
Honestly, I wish I understood what a valuable resource military spouses can be – instead of being afraid.
I wish I had taken all those classes specifically for spouses a lot sooner.
I wish I had known it was okay to ask questions sooner. And who would have the answers! (Hint: It is not usually the service member)
I wish I had known to accept that my husband doesn’t and never will have a set schedule, so I can’t really plan much ahead of time.
I wish I knew how unbreakable military spouse bonds could be.
I wish I had immersed myself in our community sooner. I thought being a National Guard spouse meant being a loner in the military realm, but have come to find that there is a great deal of support and camaraderie.
I wish I had realized that rank shouldn’t be a factor in friendships. We are all in the same boat and anyone who ever tells you they can’t be your friend due to rank isn’t a person you want to associate with anyway.

We may hit some walls hat are slow to come, then we barrel down. Others are abrupt, we feel our stomachs drop out at the low parts but we also get to throw our hands up in the air! We enjoy the thrill with the other riders then embrace each other when it’s over and say, “that was a wild ride, I would do it again with you guys any time.”
“I made a horrible mistake,” Bergdahl, 31, said on Oct. 30 in his most extensive comments to date in the North Carolina military court proceedings where he pleaded guilty earlier this month to desertion charges. “Saying I’m sorry is not enough.”
Bergdahl suffered a blow earlier in the day when the presiding military judge said President Donald Trump had not damaged his chances of getting a fair sentence [when he repeatedly called Bergdahl] a “traitor” who should be executed while campaigning last year.
Judge Jeffery Nance, an Army colonel, said Trump’s “condemning and damning” statements will not influence him in determining Bergdahl’s sentence.
“I am completely unaffected by any comments President Trump has made,” he said, noting that he plans to retire next year and is not seeking any promotion that potentially could be blocked by the White House.
The judge said he would consider the president’s comments as a mitigating factor, however, raising the possibility of a lighter punishment for Bergdahl.
Bergdahl faces a maximum sentence of life in prison after pleading guilty on Oct. 16 to desertion and misbehavior before the enemy.
The Idaho native was captured by the Taliban after walking off his combat outpost in Paktika Province in June 2009 and spent the next five years in captivity before he was released in a controversial prisoner exchange with the militant group.
Enlisted airmen have been part of the Air Force Academy in both instructor and mentor positions. But now they have a chance to be considered full time accredited faculty teachers.
The Air Force Academy was established in April 1954 after several years of consideration. Long before the Air Force was its own branch of the military, senior leadership argued they needed a school that would be directly focused on the war in the air – they needed a place to train future airmen.
In 1948, a year after the formal establishment of the Air Force, the Stearns-Eisenhower Board was formed to study existing military academies. They concluded that the Air Force absolutely needed its own school and that at least 40 percent of all future officers should be service academy graduates.
It took seven years for leadership to reach a consensus on site location and to receive funding. In 1955, construction began on the Academy in Colorado Springs. That same year, the first class of 306 officers were sworn-in at a temporary site – Lowry Air Force Base in nearby Denver, Colorado. Lt. Gen. Hubert R. Harmon was recalled from retirement by President Eisenhower to become the Academy’s first superintendent.
Women were allowed to enter the Academy beginning in 1975, and the first women cadets graduated in 1980. That flagship-class included the Academy’s first woman, who would later be superintendent, Lt. Gen. Michelle Johnson. To date, the Air Force Academy has graduated more than 50,000 officers.
Since its inception, the Air Force Academy has provided a corps of officers dedicated to upholding the standards of their profession and of the Air Force. In turn, the Academy offers cadets the right kind of access to a diverse and varied faculty. Now that faculty is even more diverse than ever.
After its first year, the Air Force Academy says that having noncommissioned officers serve as faculty shows real promise, but there needs to be further evaluation to decide if it’s worth keeping. The Academy is the first service academy that features enlisted service members as official faculty.
A report issued this summer, written by Chief Master Sgt. Sean Milligan and Senior Master Sgts. Ecaterina Garcia and Gloria Kuzmicki was released a year after the test pilot began. The Air Force reports that it will need several more years to explore the sustainability of the program, but initial findings are very promising – both for cadets and for the current faculty on staff.
The four enlisted Academic instructors, including the Chief mentioned above MSgt. Milligan, Senior MSgt. Garcia and Kuznicki, along with Senior MSgt. William Baez. Milligan manages the enlisted instructors and teaches part-time in the management department. Garcia teaches military strategy studies, Kuzmicki teaches leadership and behavior science, and Baez teaches intro statistics.
In a statement to Air Force Times, Milligan said that the program proves that the Air Force can select and hire appropriately qualified enlisted instructors to help increase faculty diversity. He went on to say that it seems like having an enlisted faculty component helps to have a positive effect on the cadets. The diversified faculty might also help cadets have a more collaborative learning environment, leading to greater career growth – not to mention significant experience with enlisted airmen.
The Air Force Academy created three enlisted teaching positions for the senior noncommissioned officers, all of whom hold advanced degrees.
After being hired, each instructor receives their department assignment and teaches classes relevant to their subjects of expertise. This initiative’s main goal is to provide enlisted airmen who have advanced degrees with a chance to put their education to work while continuing to serve the Air Force.
The report concludes that cadets will ultimately be better served with a more diverse staff. It still remains to be seen how the program will continue to unfold, but it seems clear the Air Force is committed to providing the right proving ground for America’s next generation of Air Force officers.
U.S. Army doctor Col. William Gorgas paved the way for the construction of the Panama Canal by destroying the mosquitoes that spread disease and doomed an earlier French effort.
When the Panama Canal Commission began construction in 1904, they began with the remains of a failed French canal. The French effort ended in bankruptcy in part because too many workers were hospitalized or died due to infections of malaria and yellow fever. Some estimates put it as high as one-third of all workers.
When the U.S. bought out the French company and began work, Gorgas was named the chief medical officer of the project. He immediately set his sights on controlling malaria. Gorgas had previously controlled yellow fever and malaria in Havana, Cuba by applying the research of U.S. Army Maj. Walter Reed and British Army Dr. Ronald Ross.
Gorgas drew up a $1 million plan with engineers and other doctors to reduce or eliminate the mosquitoes along the route of construction. Unfortunately, many other decision makers, including President Theodore Roosevelt, supported the “bad air” theory that said the diseases came from the soil and vapors in the air.
Roosevelt was eventually persuaded by his personal physician to back Gorgas’ plan.
Workers cut all grass to less than 12 inches high, drained open water where possible or sprayed a film of oil on it where it wasn’t. Custom poisons were spread across areas where larvae grew. Workers cleaned homes regularly and placed screens over windows and doors.
Progress was slow, but success did come. The campaign launched in the summer of 1905. In Aug. 1906, new yellow fever cases were at less than half of their historical norm. After Nov. 1906, no more canal workers would die of yellow fever. Malaria never went away completely, but in Jan. 1910 the death rate fell to 1 percent of the historical norm.
Gorgas went on to fight disease in South African gold mines before becoming the Army’s 22nd Surgeon General.
Quoting a source familiar with the North Korean military, the newspaper’s China-based correspondent reported North Korea may be placing finishing touches on the missile, and could test the weapon soon.
The fuselage of the Pukuguksong-3 is slimmer than the Pukguksong-1, and up to two of the missiles can be deployed to a newly built submarine, the source said.
North Korea successfully tested the Pukuguksong-1 in August 2016. In February 2017, the regime tested the Pukguksong-2, an upgraded SLBM.
North Korea launched what it claimed to be an intercontinental ballistic missile, the Hwasong-15, and released images of the launch on Nov. 29.
Images of Kim included the leader by the gigantic rocket.
Michael Duistman, an analyst with the Center for Nonproliferation Studies said the size of the Hwasong-15 signifies a new stage in North Korea’s nuclear development.
“Only a few countries can produce missiles of this size, and North Korea just joined the club,” the analyst said, according to the BBC.
The size of the missile’s nose cone indicates it could carry a “super-large heavy” nuclear warhead, according to the report.

3. Attend a VA recruitment event.
Visit the VA Careers event webpage for days and times of recruiting events we’ll be attending all around the country. You’re invited to register for an event and ask recruiters questions about a future career with VA.
4. Participate in a virtual career fair.
