Israel is reestablishing a storied commando unit disbanded in 1974 after the Yom Kippur War to help the country battle today’s terrorist enemies.
According to a report in ShephardMedia.com, the unit is already in operation, and has returned to help bolster units capable of specialized counter-terrorism missions. In this case, the operations may be centering on the Gaza Strip, currently controlled by the terrorist group Hamas.
“The IDF has a need for a special unit capable of operating in Palestinian areas,” Capt. Ben Eichenthal, the unit’s deputy commander, told ShephardMedia.com.
IsraelHayom.com reports that the unit will specialize in military operations in urban terrain and also in “subterranean operations.” Israel has been trying to locate tunnels dug in order to facilitate smuggling into the Gaza Strip. On June 1, two such tunnels were discovered under schools run by the United Nations Refugee Welfare Agency.
While Haruv will have operators trained as snipers, anti-tank units and engineers will not be assigned to this unit, which will be roughly the size of an infantry battalion. The unit has been assigned to the Kfir Brigade – which holds five other counter-terrorist units, the Nachshon, Shimshon, Duchifat, Lavi and Netzah Yehuda battalions.
The original “Haruv” unit fought in the Six-Day War, the War of Attrition, and the Yom Kippur War. Its best-known operation was in ending an airline hijacking in August, 1973. According to Isayeret.com, the unit also specialized in carrying out border security missions on Israel’s border with Jordan.
The earlier Haruv unit carried out a number of its operations in the Gaza Strip. During its eight years in operation, it also carried out ambushes and pursuit missions in the Jordan Valley. In the wake of the Yom Kippur war, the Israeli Defense Forces disbanded special operations units at the regional command level.

According to a report by the Washington Examiner, President Donald Trump today announced that former New Mexico Republican Rep. Heather Wilson is his pick to serve as Secretary of the Air Force.
“Heather Wilson is going to make an outstanding Secretary of the Air Force,” Trump said in a release. “Her distinguished military service, high level of knowledge and success in so many different fields gives me great confidence that she will lead our nation’s Air Force with the greatest competence and integrity.”
Wilson took the post in June 2013 after two failed senate races. According to a release from the school, it was listed among the most veteran-friendly schools throughout her tenure as president of that institution.
2. She was a Rhodes Scholar
According to her official biography at the South Dakota School of Mines and Technology, Heather Wilson’s graduate studies were at Oxford University as a Rhodes Scholar. She earned both a master’s degree and a Ph.D from the institution in 1985.
3. She would be the first Air Force Academy Graduate to serve as SECAF
According to the Air Force Times, Wilson is the first graduate of the United States Air Force Academy to be nominated for this position. Wilson was among the first women to attend the Air Force Academy and received her commission in 1982. She served for seven years mostly as a defense planner to NATO and the U.K. She separated as a captain and became an advisor to the National Security Council under President George H. W. Bush.
4. She is an instrument-rated private pilot
Congresswoman Wilson’s official bio at the home page of the South Dakota School of Mines and Technology reveals she is an instrument-rated private pilot. We don’t know if that means she gets to fly any of the Air Force’s planes, though. We hope it does.
5. She served just over 10 years in Congress
Wilson first won a special election in 1998 to replace a congressman who lost a battle with cancer. According to the Biographical Directory of the United States Congress, she served until 2009, when she stepped down after losing a senate primary the previous year. She served on the Energy and Commerce and Select Intelligence Committees, according to the 2008 Congressional Directory, and also served on the House Armed Services Committee.
“America and our vital national interests continue to be threatened,” Wilson said in a statement after her nomination. “I will do my best, working with our men and women in the military, to strengthen American air and space power to keep the country safe.”
Infantry soldiers often carry an array of supplies and gear that together can weigh anywhere from 60 to 120 pounds, said Capt. Erika Hanson, the assistant product manager for the Squad Multipurpose Equipment Transport.
But the SMET vehicle, which the Army expects to field in just under three years, “is designed to take the load off the soldier,” Hanson said. “Our directed requirement is to carry 1,000 pounds of the soldier load.”
That 1,000 pounds is not just for one soldier, of course, but for an entire Infantry squad — typically about nine soldiers.
Late May 2018, during a “Close Combat Lethality Tech Day” in the courtyard of the Pentagon, Hanson had with her on display the contenders for the Army’s SMET program: four small vehicles, each designed to follow along behind a squad of infantry soldiers and carry most or all their gear for them, so they can move to where they need to be without being exhausted upon arrival.
“I’m not an infantry soldier,” Hanson said. “But I’ve carried a rucksack — and I can tell you I can move a lot faster without out a rucksack on my back. Not having to carry this load will make the soldier more mobile and more lethal in a deployed environment.”
The four contender vehicles on display at the Pentagon were the MRZR-X system from Polaris Industries Inc., Applied Research Associates Inc. and Neya Systems LLC; the Multi-Utility Tactical Transport from General Dynamics Land Systems; the Hunter Wolf from HDT Global; and the RS2-H1 system from Howe and Howe Technologies. Each was loaded down with gear representative of what they would be expected to carry when one of them is actually fielded to the Army.

“Nine ruck sacks, six boxes of MREs and four water cans,” Hanson said. “This is about the equivalent of what a long-range mission for a light Infantry unit would need to carry.”
Hanson said that for actual testing and evaluation purposes, the simulated combat load also includes fuel cans and ammo cans as well, though these items weren’t included in the display at the Pentagon.
These small vehicles, Hanson said, are expected to follow along with a squad of soldiers as they walk to wherever it is they have been directed to go. The requirement for the vehicles is that they be able to travel up to 60 miles over the course of 72 hours, she said.
Three of the vehicles are “pivot steered,” Hanson said, to make it easier for them to maneuver in off-road environments, so that they can follow soldiers even when there isn’t a trail.
One of the contenders for SMET has a steering wheel, with both a driver’s seat and a passenger seat. So if a soldier wanted to drive that vehicle, he could, Hanson said. Still, the Army requirement is that the SMET be able to operate unmanned, and all four vehicles provide that unmanned capability.
All four contenders include a small, simplistic kind of remote control that a soldier can hand-carry to control the vehicle. One of those remotes was just a light-weight hand grip with a tiny thumb-controlled joystick on top. A soldier on patrol could carry the light-weight controller at his side.
More advanced control options are also available for the SMET as well, Hanson said.
“All can be operated with an operator control unit,” she said. “It’s a tele-operation where you have a screen and you can operate the system non-line-of-site via the cameras on the system.”
When soldiers on patrol want the SMET to follow along with them, they can use the very simple controller that puts a low cognitive load on the Soldier. When they want the SMET to operate in locations where they won’t be able to see it, they can use the more advanced controller with the video screen.
Hanson said the Army envisions soldiers might one day use the SMET to do things besides carry a Soldier’s bags.
“It’s for use in operations where some of the payloads are like re-trans and recon payloads in the future,” she said. “In that situation, it would be better for a soldier at a distance to be able to tele-operate the SMET into position.”

The “re-trans” mission, she said, would involve putting radio gear onto the SMET and then using a remote control to put the vehicle out at the farthest edge of where radio communications are able to reach. By doing so, she said, the SMET could then be part of extending that communications range farther onto the battlefield.
One of the vehicles even has an option for a soldier to clip one end of a rope to his belt and the other end to the vehicle — and then the vehicle will just follow him wherever he walks. That’s the tethered “follow-me” option, Hanson said.
In addition to carrying gear for soldiers, the SMET is also expected to provide electric power to soldiers on patrol. She said while the vehicle is moving, for instance, it is required to provide 1 kilowatt of power, and when it’s standing still, it must provide 3 kW.
That power, she said, could be piped into the Army’s “Universal Battery Charger,” which can charge a variety of batteries currently used in soldier products. Vendors of the SMET have each been provided with a UBC so they can figure out how best to incorporate the device into their SMET submissions.
Hanson said the Army hopes that the SMET could include, in some cases, up to five UBCs on board to ensure that no soldier in an Infantry squad is ever without mobile power.
In November 2017, the Army held a “fly-off” at Fort Benning, Georgia, where 10 contenders for the SMET competed with each other. Only the developers of the vehicles were involved in the fly-off.
“From those, we down-selected to these four, based on their performance,” Hanson said.
To make its choice for the down-select, she said the Army looked at things like mobility and durability of the systems.
Now, the Army will do a technology demonstration to down-select to just one vehicle, from the remaining four. To do that, Hanson said, the Army will first provide copies of the competing SMET vehicles to two Army Infantry units, one at Fort Drum, New York, and one at Fort Campbell, Kentucky. Additionally, Marines at Camp Lejeune, North Carolina, will also get a set of the vehicles.
“Over the course of the tech demo, we’ll be getting feedback from the soldiers and the Marines on what systems best fill the need for the infantryman,” she said.
The technology demonstration, she said, will last just one year. And when it’s complete, feedback from soldiers and Marines will be used to down-select to just one system that will then become an Army program of record.
“I think the best part of the program is the innovative approach the team is taking to field them to soldiers before they select the program of record,” Hanson said. “That way, it’s the soldier feedback that drives the requirement, not the other way around.”
Hanson said she expects the program of record to begin in the first quarter of fiscal year 2020, after which the Army will go into low-rate initial production on the SMET. By the second or third quarter of FY 2021, she said, the first Army unit can expect to have the new vehicle fielded to them.
Hanson said the Army has set a base price of $100,000 for the SMET.

Republican Iowa Senator Joni Ernst, a retired member of the Iowa National Guard and veteran of Operation Iraqi Freedom, has proposed that service members deployed for COVID-19 response get hazardous duty pay.
Ernst plans to introduce legislation this week that would provide a tax-free stipend for all active-duty, Reserve and National Guard members fighting the pandemic. If enacted, it would provide a monthly bonus as well as back pay to the initial date of deployment for thousands of service members.
The senator, who served in Kuwait and Iraq from 2003 to 2004, said those on the front lines potentially exposing themselves to illness deserve the support.
“Whether it’s delivering personal protective equipment, food, or medical supplies, our National Guardsmen and women have answered the call to help during COVID-19,” Ernst said in a statement released Tuesday. “As a former Iowa Army National Guardsmen, I could not be more proud of their tireless and selfless efforts.”
According to the Pentagon, more than 62,800 service members, including 46,800 National Guard members, are supporting COVID-19 response. The troops are treating patients, conducting coronavirus testing, distributing food and personal protective equipment and helping at hotels housing homeless persons who have tested positive for the virus.
As of Tuesday, 889 members of the National Guard Bureau had tested positive for COVID-19. A Guardsman, Capt. Douglas Linn Hickok, was the first service member to die of the virus, although he had not been mobilized for COVID-19 response.
Nearly 5,000 additional U.S. service members have contracted COVID-19, 100 have been hospitalized and two have died: Hickok and Aviation Ordnanceman Chief Petty Officer Charles Robert Thacker, who was assigned to the aircraft carrier Theodore Roosevelt and died April 13.
Nationwide, cases of COVID-19 reached nearly 2 million on Tuesday, with 70,646 American deaths.
For most members of the U.S. military, hazardous duty incentive pay totals 0 a month.
Military advocates, including the National Guard Association of the United States and the Enlisted Association of the National Guard of the United States threw their support behind Ernst’s legislation Tuesday.
“By definition, hazardous duty incentive pay is a monetary incentive for volunteers who perform hazardous duty based upon the inherent dangers of that duty and the risks of physical injury. EANGUS agrees with Sen. Joni Ernst that the duty our National Guard members are performing embodies that risk, and should receive hazardous duty incentive pay for COVID-19 response duty,” said retired Sgt. Maj. Frank Yoakum, EANGUS executive director.
Ernst’s proposed legislation follows a similar request last month from the American Federation of Government Employees, which is seeking hazardous duty pay for Department of Veterans Affairs workers caring for patients at VA facilities.
“I … implore Congress to pass legislation to provide hazardous duty pay to all front-line federal employees not already covered by existing laws like our nurses in federal prisons, and health care workers at the VA who provide direct patient care to our nation’s veterans,” AFGE National President Everett Kelley said in a statement.
The Navy’s 2018 budget request is out – and it looks like more new ships and aircraft are going to be on hold for at least a year. However, if this proposal holds up, the recent trend of short-changing training and maintenance will be reversed.
According to a report by BreakingDefense.com, the Navy will get eight ships: A Ford-class aircraft carrier (CVN 80, the new USS Enterprise), two Arleigh Burke-class guided-missile destroyers, a littoral combat ship (or frigate), two Virginia-class submarines, a salvage tug, and an oiler.
Aircraft procurement will include two dozen F-35B/C Lightning II multi-role fighters and 14 F/A-18E/F Hornets. Despite reducing the F-35C buy by two aircraft, the Navy still expects to be on pace to achieve initial operating capability with the carrier-based variant of the Joint Strike Fighter in 2019.
The big focus on the fiscal 2018 budget, though, is restoring readiness. The Navy is getting a $1.9 billion increase in a category known as “Other Procurement, Navy.” This fund is used to purchase new electronic gear, and more importantly, spare parts for the Navy’s ships and aircraft.
The biggest winner in the budget is the operations and maintenance account, which is getting a $9.1 billion boost to a total of $54.5 billion. This represents roughly a 20 percent increase, with no category getting less than 87 percent of the stated requirements. Most notable is that Navy and Marine Corps flight hours have been funded to “the maximum executable level” – breaking a cycle of shortchanging training.

“We tried to hold the line in our procurement accounts,” Rear Adm. Brian Luther, the Navy’s top budget officer, told BreakingDefense.com. He pointed out, though, that under Secretary of Defense James Mattis, “the direction was clear: fill the holes first.”
Now, Olson will be showing off those moves and more on tour.
“This show is going to solidify the F-35 in its rightful place, just [as] the absolute, cutting-edge stealth fighter jet [that’s] here and it’s ready and so capable,” said Olson, an instructor pilot and commander of the F-35A Heritage Flight Team.
Military.com recently spoke with Olson, with the 56th Fighter Wing at Luke Air Force Base, Arizona, about the upcoming 2019 demonstration season, in which he will be the solo F-35 performer at 17 shows across the U.S. and Canada.
“It’s just a total, absolute rage fest within 15 minutes,” Olson said.

The F-35 Lightning II has been part of the Heritage Flight for three seasons and is gearing up for its fourth starting March 2019, officials said. The Heritage Flight Foundation is a contractor with Air Combat Command and performs across the U.S. and overseas, flying old warbirds such as the P-51 Mustang.
But this is the first time the F-35 will have a breakout role in the 30-minute, full-narration air show, with its own 13-minute demo featuring state-of-the-art aerobatics.
“We’re going out there to showcase the jet, [and] we’re doing it fully aerobatic … fully showcasing the maneuvering envelope of the F-35,” Olson said.
That means a minimum of 16 maneuvers, including rolls, loops, high-degree bank turns, and inverting to be fully upside down, among other actions. There will also be two new passes with the older warbirds, including a “fun bottom-up pass where the [audience] can see the bottom of the aircraft as it arcs over the crowd,” he said.
Olson said the show pulls from the strengths and maneuvers of multiple airframes that came before the F-35. For example, the F/A-18 Super Hornet is “very impressive at a slow-speed capability, being able to do things like a square loop” and the F-16 Viper demo “is very fast and agile,” he said. Audiences will be able to see the F-35 do both.

The F-35 “will be able to power out of other maneuvers” more swiftly because of its F135 engine, which propels it with more than 40,000 pounds of thrust, Olson said.
He will perform a pedal turn similar to the F-22, in which the F-35 banks and climbs high, eventually simulating a somersault-like move. But Olson will not use thrust vectoring or manipulate the direction of the engine’s to control altitude or velocity.
“This is really just a testament to the design and the flight control logic that’s built into the jet. And all these maneuvers are repeatable under all conditions … no matter what kind of temperature, or elevation, all these maneuvers are safe,” Olson said.
“For the first three seasons, we wanted the public to see the F-35, but it wasn’t fully ready,” Olson said, meaning that not every jet used for demonstrations was configured to the latest Block 3F software. “The F-35 program involved concurrent production and test. … There was a little extra amount of testing still left to do … and software and hardware modifications.”
That restricted pilots to a maximum of 7 G-forces, but now Olson can pull a full 9Gs if he wishes.

And he has: During the RIAT show in July 2018, Olson climbed to a full 9G configuration because that specific jet was fully capable. But he said he still wasn’t performing the high-banking maneuvers he now can for the upcoming season.
Olson and a small team at Luke have been working on the first-of-its-kind show since December 2018. They traveled to manufacturer Lockheed Martin Corp.’s F-35 simulator facilities in Fort Worth, Texas, to develop the show alongside Billie Flynn, Lockheed’s experimental test pilot.
The demo moves also simulate how the F-35 will perform in combat, Olson said.
“Through our narration, we attempt to succeed in connecting the maneuver at the air show to its real world, tactical application,” he said, adding that he flies the F-35 like he’s in a combat configuration but he won’t be carrying an ordnance load.
Still, “you are seeing the jet and how it would perform in actual combat,” he said.
As additional jets came to Luke for pilot training, it gave the demo team breathing room to practice because they weren’t taking planes away from the primary training mission, Olson said.

“As far as flying operations go at Luke, [we now have enough] jets to support a demo team,” said Olson, who was previously an F-15E Strike Eagle pilot.
The show routine has been flown more than 40 times. Each time, he and other pilots, maintainers, avionics specialists and others involved in the show watch the tape from the cockpit and another recorded from the ground to see what can be perfected.
“We grade ourselves down to the foot, and down to the knot of airspeed,” Olson said. “When you travel at 1,000 feet per second, that’s a tight tolerance. But that’s the precision in which we designed this thing.”
He added, “No one has seen the F-35s perform this way and I … think it really sets the bar for what a demo [show] can be.”
Olson says he doesn’t see additional F-35 jets being added to the demo, though maneuvers may be tweaked or added in future seasons.
“That work is never finished,” he said. “Connecting the U.S. military, the U.S. Air Force with the American public is the goal. And the F-35 demonstration is the conduit for which we forge that connection.”

Russian officials aren’t really known for their sensitivity, at least, not lately. But getting free press for a new children’s bed designed after a missile that investigators say killed almost 300 civilians on their way from Amsterdam to Kuala Lumpur seems downright tacky.
A Russian bed company is throwing some fuel on international outrage over the Buk air defense missile system that Western investigators believe downed Malaysian Airlines flight MH17 over Ukraine in 2014. All 298 people aboard the aircraft died. Russia has denied its missiles blew up the plane.
The St. Petersburg-based company CARoBUS, the maker of the beds, told the BBC World Service they saw “nothing unusual” about the design.
The company makes other unique beds, such as sports cars, trains, ships, aircraft, and others.
The Russian government has strenuously denied it had any role in shooting down the civilian airliner, but Dutch authorities are adamant Moscow’s missile system was to blame.
In a statement released October 1st, Dutch Foreign Minister Bert Koenders said “given the convincing nature of the evidence, Russia should respect the results that have been presented, rather than impugning the investigation and sowing doubt.”
Russian people – commenters on the original Fontakastory – thought the design was in poor taste. One commenter called the bed a “Freudian slip.”
QUANTICO, Va. — A Marine infantry squad with its own “Star Wars” drone. A combat unit in the field making its own spare parts with a 3-D printer. A truck that tells its operators when it needs maintenance.
These are a few of the innovative concepts a panel of senior Marine Corps leaders on Sept. 27 said were being developed or considered to help the Corps operate and, if necessary, fight in a future that could include a “great power war.”
The officers also discussed broader ideas such as the Marines finding ways to help the Navy achieve sea control in a heavily contested littoral environment and developing the capabilities to fight information warfare to match the newly threatening Russians.

The officials’ report to industry came on the opening day of the Modern Day Marine exposition at the historic “home of the Marine Corps.”
The focus of the report and the expo is innovation and a drive to move the Corps quickly into the future to respond to the rapid increase and global proliferation of advanced technology and an increasingly complex security environment.
Those themes will be highlighted by the unveiling of a new operating concept by Marine Corps Commandant Gen. Robert Neller.
The panel listed a number of efforts already underway, including a rapid capabilities office designed to reduce the prolonged acquisition process. That is tied into an innovation center that has a website eliciting revolutionary ideas from Marines at all levels. They also mentioned a 10-year experimental effort called Sea Dragon and a drive to change basic organization in the Marine Corps Force 2025 initiative.
“What we see is how technology is changing so rapidly. That excites us, but also scares us a bit,” said Lt. Gen. Robert Walsh, the deputy commandant for combat development and integration.
To avoid falling behind potential adversaries, Walsh said, the Corps is changing, but “we have to go faster. The commandant is pushing us to go faster.”
Deputy Commandant for Programs, Plans and Operations Lt. Gen. Ronald Bailey noted the Russian capabilities in information warfare and warned “we have to be able to operate in that environment to be successful.”
Highlighting the need for greater use of robotic system, Bailey envisioned “every infantry squad having an R2D2,” a reference to the Star Wars drone.
Director of Combat Development and Integration Brig. Gen. Roger Turner said he is moving into phase two of the Force 2025 study that is developing the kind of Marine Corps needed for future conflicts with peer competitors or against “non-state actors” that could use asymmetric guerrilla tactics or high technology weapons.
“It is sobering to think we could be engaged in great powers war. … That is a major driver in Force 2025, that we’re not prepared to fight great power war,” Turner said.
In the emerging combat environment, Turner said, naval force will “really have to fight for sea control,” and his office is looking for ways that the Marine Air Ground Task Force deployed with an amphibious force can contribute to sea control to enable power projection in a contested environment.
Assistant Deputy Commandant for Installations and Logistics Brig. Gen. Terry Williams described efforts under way to achieve “hybrid logistics” that would reduce the burden of pushing supplies and support into isolated combat units by improving their ability to provide their own water, recharge batteries and use less fuel.
He said use of 3-D printing could allow deployed units to produce their own spare parts and “sense and response” maintenance would allow vehicle maintenance to be conducted only when needed and would avoid unnecessary work.
Marine Corps Systems Command chief Brig. Gen. Joseph Shrader described a number of ways to reduce the weight of combat forces, including shifting to “active protection” systems for tactical vehicles, instead of the “passive protection” of armor plating, and changing the combat gear carried by ground units. Active protection would use small munitions to intercept anti-armor missiles.
He said other efforts were ongoing that might provide different combat equipment for the different jobs performed by Marine infantry units, such as riflemen, machinegunners or mortar crews.

Their particular F-15E was gearing up to deploy to the annual Checkered Flag exercise hosted by Tyndall AFB. The U.S. Army continues to test a lightweight tracked vehicle known as Ripsaw that’s now being pitched to the consumer market as a “luxury super tank.”
A handful of the Ripsaw Extreme Vehicle 2, or EV2, products made by Howe and Howe Technologies Inc., based in Waterboro, Maine, are undergoing evaluations at Picatinny Arsenal in New Jersey to assess how they could be used in future combat operations. Indeed, on Tuesday, Maj. Gen. Cedric T. Wins, head of the U.S. Army Research, Development and Engineering Command, rode in one of the vehicles with a driver as part of a demonstration.
The company describes the 750-horsepower, optionally manned vehicle — which is capable of reaching speeds of almost 100 miles per hour and costs roughly $250,000 — as a “handcrafted, limited-run, high-end, luxury super tank developed for the public and extreme off road recreation.”
For one, it’s too light. At 9,000 pounds, the EV2 is closer in size to the Humvee than a tank. For example, the Army’s M1A2 Abrams main battle tank tips the scales at more than 70 tons. Indeed, the Ripsaw isn’t even in the same weight class as an M1126 Stryker Combat Vehicle or M2/M3 Bradley Infantry Fighting Vehicle.
Also, it doesn’t carry the same firepower. The EV2 is designed to accommodate the Common Remotely Operated Weapon Station, which can mount any number of weapons — including the M2 .50-caliber machine gun, Mk19 40mm automatic grenade machine gun, M240B 7.62 mm machine gun and M249 Squad Automatic Weapon. By comparison, the M1A2 tank’s main armament is the 120mm L/44 M256A1 smoothbore tank gun.
Finally, it doesn’t have any armor to speak of, just an aluminum frame with gull-wing doors. So it’s really more of a tracked DeLorean than a tank (see picture below).
Even so, the manufacturer says the Ripsaw is the “fastest dual tracked vehicle ever developed.”
And that may be why, several years after the vehicle was featured in “Popular Science” magazine in 2009, the Army remains interested in seeing how it might incorporate the EV2 into its combat formations. The service has tested the technology for at least a year — a soldier in 2016 operated a Ripsaw from a M113 Armored Personnel Carrier trailing a kilometer away, according to a press release at the time.

The European Court of Human Rights (ECHR) has ruled that Russia violated opposition politician Aleksei Navalny’s rights over numerous arrests and jailings, calling them “unlawful and arbitrary” and “politically motivated.”
The human rights court in Strasbourg, France, on Nov. 15, 2018, delivered its ruling, rejecting an appeal filed by Russia over a previous judgment favoring Navalny.
The court upheld its previous decision that found Navalny’s seven arrests and two instances of pretrial detentions by Russian authorities between 2012-14 violated his rights, “lacked a legitimate aim,” and “had not been necessary in a democratic society.”
He immediately hailed the decision, writing on Twitter, “Won. Fully. The government is crushed…Hooray!”
He also told reporters that the ruling was an example of “genuine justice” and was “very important not just for me but for other people all over Russia who are arrested every day.”
As part of the ruling, the court ordered Russia to pay Navalny about 64,000 euros in compensation, costs, and expenses and said its decision was final and binding.
Moscow did not immediately comment on the court’s ruling.
Navalny, one of President Vladimir Putin’s most prominent critics, attended the hearing, along with his brother Oleg, and posted a photograph of the two of them at the ECHR on Instragram.
Russia’s Constitutional Court has previously ruled that officials can ignore judgments by the ECHR if they are found to contravene the Russian Constitution.
Russia has lost a number of high-profile cases in Strasbourg and been ordered to pay out hefty compensation in scores of politically embarrassing cases.
Navalny was originally prevented from boarding a flight out of Moscow on Nov. 13, 2018, to attend the hearing.
The Federal Bailiffs Service (FSSP) said he was barred from leaving due to what it said was debt he owed Kirovles, a state timber company at the center of a politically charged criminal case in which he has now been convicted twice.
The FSSP later said the fine was paid and that restrictions on Navalny’s travel abroad had been lifted.
He said he would sue the FSSP over what he called “illegal activities” and demand compensation for the 29,542 rubles (6) in financial losses he said he and his lawyer sustained due to the FSSP’s decision to bar him from leaving.
The ECHR ruling was on an appeal filed by Russia over a court decision in February 2017 that ruled in favor of Navalny, but Russia filed an appeal to challenge the decision.
Navalny, 42, has organized large street protests on several occasions since 2011 and has published a series of reports alleging corruption in Putin’s circle.
He has repeatedly been jailed for periods ranging from 10 days to a few weeks, usually for alleged infractions of laws governing public demonstrations.
Navalny had spent nearly 200 days in jail since 2011, including 140 days since the start of his attempt to challenge Putin in the March 2018 presidential election, his spokeswoman has said.
Electoral authorities barred Navalny from the ballot, citing convictions in two financial-crimes cases he and his supporters contend were Kremlin-orchestrated efforts to punish him for his opposition activity and for the reports alleging corruption.
Navalny was convicted in 2013 of stealing money from Kirovles and was sentenced to five years in prison. But the sentence was later suspended, sparing him from serving time in prison.
In 2016, the ECHR ruled that the Kirovles trial was unfair and that the two men had been convicted of actions “indistinguishable from regular commercial activity.”
The Russian Supreme Court then threw out the 2013 convictions and ordered a new trial.
In February 2017, the lower court again convicted the two men and handed down the same suspended prison sentence.
An F-35B carried out a remarkable test where its sensors spotted an airborne target, sent the data to an Aegis Ballistic Missile Defense site, and had the land-based outpost fire a missile to defeat the target — thereby destroying an airborne adversary without firing a single shot of its own.
This development simultaneously vindicates two of the US military’s most important developments: The F-35 and the Naval Integrated Fire Control Counterair Network (NIFC-CA).
Essentially, the NIFC-CA revolutionizes naval targeting systems by combining data from a huge variety of sensors to generate targeting data that could be used to defeat incoming threats.
So now with this development, an F-35 can pass targeting data to the world’s most advanced missile defense system, an Aegis site, that would fire its own missile, likely a SM-6, to take out threats in the air, on land, or at sea.
This means that an F-35 can stealthily enter heavily contested enemy air space, detect threats, and have them destroyed by a missile fired from a remote site, like an Aegis land site or destroyer, without firing a shot and risking giving up its position.
The SM-6, the munition of choice for Aegis destroyers, is a 22-foot long supersonic missile that can seek out, maneuver, and destroy airborne targets like enemy jets or incoming cruise or ballistic missiles.
The SM-6’s massive size prohibits it from being equipped to fighter jets, but now, thanks to the integration of the F-35 with the NIFC-CA, it doesn’t have to.
The SM-6, as effective and versatile as it is, can shoot further than the Aegis sites can see. The F-35, as an ultra connective and stealthy jet, acts as an elevated, highly mobile sensor that extends the effective range of the missile.
This joint capability helps assuage fears over the F-35’s limited capacity to carry ordnance. The jet’s stealth design means that all weapons have to be stored internally, and this strongly limits the plane’s overall ordnance capacity.
This limiting factor has drawn criticism from pundits more fond of traditional jet fighting approaches. However, it seems the F-35’s connectivity has rendered this point a non-issue.
Overall, the F-35 and NIFC-CA integration changes the game when it comes to the supposed anti-access/area denial bubbles created by Russia and China’s advanced air defenses and missiles.
“One of the key defining attributes of a 5th Generation fighter is the force multiplier effect it brings to joint operations through its foremost sensor fusion and external communications capabilities,” said Orlando Carvalho, executive vice president of Lockheed Martin Aeronautics, said in a statement.
“NIFC-CA is a game changer for the US Navy that extends the engagement range we can detect, analyze and intercept targets,” said Dale Bennett, another Lockheed Martin vice president in the statement.
“The F-35 and Aegis Weapon System demonstration brings us another step closer to realizing the true potential and power of the worldwide network of these complex systems to protect and support warfighters, the home front and US allies.”
