Boeing’s High Energy Laser Mobile Demonstrator (HEL MD) fires a beam of concentrated light that can disable anything from drones in flight to incoming mortar shells.
Lasers are already in use on military trucks and Navy ships, but Boeing premiered a new version that can fit inside a suitcase earlier last week in New Mexico, Wired reports.
HEL MD works by shooting a 10 kilowatt beam of focused light at light speed towards airborne targets.
The beam will then quickly heat the surface of the target until it bursts into flames. Boeing claims the laser works with “pinpoint precision within seconds of [target] acquisition, then acquires the next target and keeps firing.”
Potentially these lasers could serve to defend against hypersonic missiles, which fly too fast for conventional missile defense.
Wired reports that the laser is accurate within a few inches, and it can disable or destroy the flying foe depending on what the situation calls for. So an incoming mortar can be detonated from a safe distance.
The laser also has the benefit of being totally electronic, so no dangerous projectiles will be fired, and as long as the electricity flows, the machine can fire indefinitely. For that reason, the HEL MD system is a rare instance of a high tech defense product having a low operational cost.
Boeing hopes to have the system available for purchase within a year or two, according to Wired, who also report that Boeing will add sound effects to the silent machine.
On June 8, 2017, an American pilot scored one of the first American air-to-air kill since the 1999 Kosovo War, shooting down an armed drone being used by the Syrian government. Details of what plane scored the kill and how it was executed were not immediately released.
Previously, a U.S. aircraft reportedly shot down an Iranian surveillance drone in 2009 over Iraq.
The statement also reported that in an incident earlier that day, two “armed technical vehicles” were destroyed after entering a “de-confliction zone” and approaching coalition troops.
“Coalition forces have been located at At Tanf for more than a year. The garrison is a temporary coalition location to train vetted forces to defeat ISIS and will not be vacated until ISIS is defeated,” the allied statement added.
This was not the first incident near the base. A statement released the day before the strike by the Combined Joint Task Force Operation Inherent Resolve headquarters reported that pro-Assad forces in Syria had sent troops toward the temporary coalition base at At Tanf that included a tank, artillery, and 60 personnel. After repeated warnings via an emergency communication line were ignored, coalition forces carried out strikes that destroyed two artillery pieces and an anti-aircraft gun, while damaging a tank.
“As long as pro-regime forces are oriented toward Coalition and partnered forces the potential for conflict is escalated,” the statement by the Combined Joint Task Force Operation Inherent Resolve said.
Despite the incidents, the release from the headquarters did not seek a fight with the Assad regime or those backing it. However, the statement declared said Syrian army probes “continue to concern us and the Coalition will take appropriate measures to protect our forces.”
The Defense Advanced Research Projects Agency (DARPA) is leading the project called Airborne Launch Assist Space Access, or ALASA. Bradford Tousley, director of DARPA’s Tactical Technology Office, said earlier this month the agency plans to execute the program’s first flight demonstration by the end of the year and then 12 orbital tests in 2016.
Engineers have designed a launch vehicle that can be carried under an F-15. The F-15 would carry the launch vehicle to a high enough altitude before the launch vehicle would separate from the aircraft. The vehicle would then use its own rocket boosters to leave the Earth’s atmosphere before delivering the satellite into orbit.
DARPA officials hope the program can deliver satellites under 100 pounds within 24 hours notice and for a price tag under $1 million.
The Boeing Company, which builds the F-15, is the prime contractor for ALASA.
The U.S. Defense Department has approved the Air Force’s new KC-46A Pegasus refueling tanker for initial production despite recent technical challenges that resulted in program delays.
The service late last week announced that Frank Kendall, the Pentagon’s chief weapons buyer, approved the Boeing Co.-made aircraft based on the 767 airliner for low-rate initial production, known in acquisition parlance as Milestone C.
“I commend the team for diligently working through some difficult technical challenges,” Air Force Secretary Deborah Lee James, said in a statement.
Earlier in the week, she suggested Kendall’s decision might not come until later in the month and that failure by Congress to approve a budget for the fiscal year beginning Oct. 1 would hurt the acquisition effort.
Under a continuing resolution, “KC-46 production would be capped at 12 aircraft,” not the 15 as proposed in the fiscal 2017 budget, and the result would be to “delay operational fielding of this platform,” James said.
Parts of the plane that required reworking included the boom used to refuel Air Force planes (hoses extend from the body and wings to refuel Navy and Marine Corps aircraft, as well as those from allies); the fuel system (which was overhauled after workers loaded a mislabeled chemical into it); and wiring and software.
Boeing has reportedly spent more than $1.2 billion on the repairs, including installing hydraulic pressure relief valves to alleviate “higher than expected axial loads in the boom” discovered in tests to refuel the C-17 Globemaster III, according to the Air Force statement.
Air Force Chief of Staff Gen. David L. Goldfein said he was confident “the KC-46 is ready to take the next step.”
Meanwhile, Darlene Costello, an acquisition executive with the service, said, “I appreciate Boeing’s continued focus as they work to finish development prior to first aircraft delivery.”
Boeing plans to deliver the first 18 KC-46As to the service by January 2018, a date that was previously scheduled for August 2017.
The Air Force within the next month will award the Chicago-based aerospace giant two contracts with a combined value of $2.8 billion for 19 aircraft.
The service plans to spend $48 billion to develop and build 179 of the planes to replace its aging fleet of KC-135s, according to Pentagon budget documents. Boeing forecasts an $80 billion global market for the new tankers, the website Trading Alpha has reported.
The Air Force has selected as preferred bases for the aircraft Altus Air Force Base in Oklahoma, McConnell Air Force Base in Kansas, and Pease Air National Guard Base in New Hampshire.
Legendary U.S. Marine Corps Gen. James “Mad Dog” Mattis once said, “The most important six inches on the battlefield is between your ears.”
Service members who have deployed during today’s complex conflicts likely have a special appreciation for Mattis’ assertion that the mind matters most.
In an era where the military is heavily involved in both combat operations and nation-building, troops are often expected to simultaneously sustain focus, make nuanced, split-second decisions about the use of force, and reach back into their memories to draw on their training during high-stress situations.
These efforts require a high frontal cortex functional capacity. The frontal cortex helps us with both emotional regulation (being able to think and not just react) and upper level cognition (focus). These brain functions comprise our working memory capacity, and interestingly, we can improve that capacity with the use of some well-studied, relatively simple exercises.
Unfortunately, although the military emphasizes the importance of physical training and does a wonderful job creating developmental stress opportunities, it doesn’t do a great job training service members to rest, or do the restorative practices needed to maximize the mind’s growth opportunities.
Restorative practices move our bodies to a rested state between action and sleep. These practices matter because they increase our physical and mental performance, which are important both in and out of the military. The same things that make you a better warrior can also make you a better parent, partner, employee, and friend.
Why does mental fitness training matter?
For active duty servicemembers and veterans alike, mental fitness training should include stressors alongside very intentional mental recovery time. When both are combined, physical and mental performance increase, clarity of thought improves, and you’re able to slow your reaction times in the right contexts.
The good news is you don’t have to wait for the military to provide this training – you can train yourself.
But before we get to the training part, let’s take a quick look at what happens in your body during and after you encounter stressors.
Think about the last time you experienced stress. Maybe it was being stuck behind a slow driver in traffic or gearing up for a mandatory run with a wicked hangover. Maybe it was being in a firefight or being lost somewhere. Here’s a snapshot of what happens in your body in those scenarios: Your brain is operating in an active state, indicated by what researchers call Beta waves. This is a high-functioning mental space. As the stress is registered by your brain, a chain reaction fires. Your body releases cortisol (a stress hormone), adrenaline, and a host of other chemicals to help you cope. It also releases a hormone called DHEA into your bloodstream.
DHEA’s entire role is to help your brain grow from the stressor you just survived. The hormone increases synaptic firing and neural connectivity (you’ll think faster) and increases working memory capacity (emotional regulation and focus). DHEA is what makes stressful experiences worth your time, but there’s a catch: although the hormone is released when your body or brain are stressed, it only does its work during recovery time – when your body and brain consciously downshift.
One of the best, validated ways to move your brain to this state is through mindfulness-based stress reduction, or – as it is more commonly known – meditation.
Meditation takes your brain from Beta state (alert, on guard) to Theta space (at rest, but aware). When you sleep, your brain produces Delta waves (deep, dreamless sleep).
Mediation is one of the fastest ways to give your mind and body the space they need to turn stress into strength. Even if you only dedicate 15 minutes each day to it, you’re likely to see dramatic changes in your ability to focus and regulate emotions within a week or two of practice.
Every hurdle you jump over and every stress or trigger you encounter becomes more useful if you carve out recovery time. Meditation is performance enhancement – it trains us for mental fitness.

You don’t have to run to an island somewhere to start experiencing more calm – it’s something you can easily make part of your day.
Learn mindfulness meditation (takes about 10 minutes). It’s simple to teach, simple to learn, but not simple to practice – it may take some getting used to. I like iRest.us (it’s been validated specifically in military community). It’s simple and a great place to start.

The Army just invoked Army Regulation 600-9 on one of its crew-served weapon systems. As a result, the M3 Multi-Role Anti-Armor Anti-Personnel Weapon System, also known as Carl Gustav, will be lighter and a little shorter.
According to a presentation at the 2017 Armament Systems Forum hosted by the National Defense Industrial Association, the new M3E1 will be like the current generation of Carl. According to militaryfactory.com, the M3 recoilless rifle fires anti-armor, illumination, smoke, anti-building, and anti-personnel rounds. But the Army figured Carl could do better.
So, after the Army said to the M3, “Lose some of that weight, Carl!” here’s what happened after a lot of RD work, some of it from Sweden, according to an October 2016 US Army release.
The M3E1 comes in about 28 percent lighter. It is also 2.5-inches shorter. But Carl Gustav isn’t quite being the proverbial Carl this time — the M3 went and added something else from its visit to the fat farm: a new fire-control system.
The new system combines a laser-range finder with an optic for close-range shooting. The original versions of the M3, first introduced in 1991, used a 9mm spotting round that is a ballistic match with the 84mm round for the purposes of range-finding. As you might imagine, this wasn’t exactly the most practical method in a battlefield.
Now, why is this so important? After all, Army infantry units already have the FGM-148 Javelin for anti-tank purposes, and it is a very deadly anti-tank missile. Furthermore, the M134 shoulder-fired rocket is similar.
Well, the Army added the M3 for units headed to Afghanistan a few years back, and made it a permanent part of the platoon’s arsenal last year, according to Military.com. The M3 actually offered the best of both worlds. It was cheaper than the Javelin, but it also was re-usable, as opposed to the M134.
Not bad, considering the first Carl Gustavs were built in 1948. It just goes to show that a good system can be updated and provide decades of service.

Yes, the movie has uniform errors and some technical mistakes. But, for a film about space aliens and government conspiracies, “Independence Day” actually represents the modern American military pretty accurately.
1. (1:00) America’s next great enemy begins its attack by waltzing past former U.S. military positions unopposed.
Seriously, the moon used to be America’s playground, then we abandoned it. If we had just left a residual force on the moon, we could’ve caught the alien menace and rooted it out before it got a foothold. Thanks, Obama.
2. (7:15) America’s problems start with the enemy attacking satellites.
Whether it’s China shooting a satellite with a missile or the aliens crashing into satellites, America suddenly faces some serious competition in orbit.
3. (9:25) U.S. communications equipment is quietly sabotaged.
China steals data, the aliens quietly broadcast data to control a countdown. It’s different sides of the same coin.
4. (12:20) Washington splits into Hawks and Doves before anyone has any idea what’s going on. Marine general rolls his eyes.

O.K., this scene is obviously super ‘Murica. But it seems like at least one or two of the other countries would have doubted the American plan or been reluctant to follow the U.S. into a questionable scheme. And they certainly would have been working on their own plans that may be better than, “We’ll use a human computer to infect an alien computer because we don’t know how computer code works.”
13. (1:51:04) Combat pilot won’t start the world-saving mission until he gets his cigars, fulfilling his superstitions.
14. (2:12:30) Americans celebrate their victory without reservation, ignoring the fact that it came at the cost of dozens of American pilots’ lives. They also conveniently forget that there could be smaller alien ships still flying around the world. Those fighters you just parked would probably be useful in presence patrols to protect the very limited number of survivors.

The U.S. Navy and numerous NATO partners are developing a new, high-tech ship defense weapon designed to identify, track and destroy incoming enemy anti-ship cruise missiles and other threats, service officials explained.
The Evolved Sea Sparrow Missile Block II, or ESSM, is a new version of an existing Sea Sparrow weapons system currently protecting aircraft carriers, destroyers, cruisers, amphibious assault ships and other vessels against anti-ship missiles and other surface and airborne short-range threats to ships, Navy officials said.
The ESSM Block 2 is engineered with what’s called an active guidance system, meaning the missile itself can achieve improved flight or guidance to its target by both receiving and actively sending electromagnetic signals, said Raytheon officials.
The ESSM uses radar technology to locate and then intercept a fast-approaching target while in flight; the use of what’s called an “illuminator” is a big part of this capability, Raytheon officials said.
The current ESSM missiles use what’s called a semi-active guidance system, meaning the missile itself can receive electromagnetic signals bounced off the target by an illuminator; the ESSM Block 2’s “active” guidance includes illuminator technology built onto the missile itself such that it can both receive and send important electromagnetic signals, Navy and Raytheon officials explained.
Block 2 relieves the missile from the requirement of having to use a lot of illuminator guidance from the ship as a short range self-defense, senior Navy officials have said.
A shipboard illuminator is an RF signal that bounces off a target, Raytheon weapons developers have explained. The antenna in the nose in the guidance section [of the missile] sees the reflected energy and then corrects to intercept that reflective energy, the Raytheon official added.
The emerging missile has an “active” front end, meaning it can send an electromagnetic signal forward to track a maneuvering target, at times without needing a ship-based illuminator for guidance.
“The ESSM Block 2 will employ both a semi-active and active guidance system. Like ESSM Block 1, the Block 2 missile, in semi-active mode, will rely upon shipboard illuminators,” Navy spokesman Dale Eng, Naval Sea Systems Command, told Scout Warrior in a written statement.
Also, the missile is able to intercept threats that are close to the surface by sea-skimming or diving in onto a target from a higher altitude, Navy officials explained. The so-called kinematic or guidance improvements of the Block 2 missile give it an improved ability to counter maneuvering threats, Navy and Raytheon officials said.
ESSM Block 2 is being jointly acquired by the U.S. and a number of allied countries such as Australia, Canada, Denmark, The Netherlands, Norway and Turkey. All these countries signed an ESSM Block 2 Memorandum of Understanding, or MOU, designed to solidify the developmental path for the missile system through it next phase. The weapon is slated to be fully operational on ships by 2020.
“The ESSM Block 2 will be fired out of more than 5 different launching systems across the NATO Seasparrow Consortium navies. This includes both vertical and trainable launching systems,” Eng added.
U.S. Navy weapons developers are working closely with NATO allies to ensure the weapon is properly operational across the alliance of countries planning to deploy the weapon, Eng explained.
“The ESSM Block 2 is currently in the Engineering and Manufacturing Development (EMD) phase. The ESSM Block 2 will be integrated with the various combat systems across the navies of the NATO Seasparrow Consortium nations,” Eng said.
The ESSM Block 2 weapon is part of what Navy officials describe as a layered defense system, referring to an integrated series of weapons, sensors and interceptors designed to detect and destroy a wide-range of incoming threats from varying distances.
For instance, may ships have Aegis Radar and SM-3 missiles for long-range ballistic missile defense. Moving to threats a litter closer, such as those inside the earth’s atmosphere such as anti-ship cruise missiles, enemy aircraft, drones and surface ships, the Navy has the SM-6, ESSM, Rolling Airframe Missile and SeaRAM for slightly closer threats. When it comes to defending the ship from the closest-in threats, many ships have the Close-In-Weapons System, or CIWS, which fires a 20-mm rapid-fire Phalanx gun toward fast approaching surface and airborne threats.
In 1945, Allied military and newsreel cameramen documented the liberation of Nazi concentration camps as the British, American, and Russian forces pushed ever further into Germany. This footage was compiled and edited by the British government to make the film German Concentration Camps Factual Survey (with Alfred Hitchcock as a supervising director). More than 100 reels of footage were shot to make this documentary, the intended audience was to be German people living inside the former Nazi state to show them what the regime had done in their name.
Earlier this year, HBO launched a new documentary, Night Will Fall, which draws on footage shot by those same military cameramen while using testimony from Holocaust survivors from infamous places like Bergen-Belsen, Auschwitz, Dachau and others. Narrated by Helena Bonham-Carter, the documentary includes interviews from the film’s director, Billy Wilder, and even Hitchcock himself. But the film was never completed.
German Concentration Camps Factual Survey itself was set to include interviews with the camps’ survivors, the soldiers who liberated the camps, and historians looking back to put the events into context. The rough cut of the documentary was put away into the depths of the British Imperial War Museum and was unearthed in an effort to restore this and other films like it. In fact, the sixth and final reel of the film was missing and so Night Will Fall will finally bring this heart-wrenching documentary to a conclusion after 70 years.
The unfinished film was screened on PBS’ Frontline and at the 1984 Berlin Film Festival, and uses the most shocking and riveting concentration camp footage ever seen, fully restored. This restored footage was screened in 2014 at the Berlin International Film Festival. Some of the holocaust survivors in the HBO documentary can recognize themselves in the footage shot by military cameramen. The scenes shot by the cameramen are so striking, they were used against Nazi regime officials in trials at Nuremberg.
In the end, the film was not shown because the British needed the German people to rebuild their economy on their own, as the economies of all of Europe had been derailed by the war. The British government decided showing this film would only demoralize the Germans further.
Night Will Fall aired worldwide in January 2015, but can be seen on HBOGo and HBO Now.
Being so far from home is a challenge for deployed service members in lots of ways. Voting is one of those challenges. Naturally, voting is an essential part of American citizenship, and it’s important for the military to make their voices heard when it comes to choosing the next commander-in-chief, and being a few thousand miles from their voting districts is no excuse for not doing so.
No matter where in the world service members are stationed, under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) military members have the right to register and vote using an absentee ballot. Most states require service members to be registered to vote before requesting an absentee ballot, but both can be done in conjunction by filling out a Federal Post Card Application (FPCA).
When filling out the FPCA form, all changes in legal residency need to be updated. Service members should be careful and not confuse their record home address when they entered the military from their state of legal residence. State of legal residence should be the state listed in service members Leave and Earnings Statement or identified by the state which withholds their taxes.
To request a ballot, service members should go to the Federal Voting Assistance Program (FVAP) website and select their state of legal residence. Once prompted, voters can register to vote, request a ballot, update their information, and check the status of a voted ballot.
As an emergency back-up service, members can fill out the Federal Write-In Absentee Ballot (FWAB) to ensure that they meet election deadlines.
It is vital to make sure that service members are aware of the federal election deadlines for their state. Ensure that mail is sent early enough to account for delivery times. The Military Postal Service Agency (MPSA) provides estimated delivery times by location.
All services have voting assistance programs dedicated to ensuring that each service members vote matters. Check with your unit Service Voting Action Officer for more information or issues related to the UOCAVA act.
Go to the FVAP website to verify the requirements, deadlines, and information unique to each state. FVAP is a program vested in ensuring that service members have access to the tools and information they need to vote anywhere.
While most people may be familiar with Russia’s T-14, that tank is not the only Armata the Russians have in the works. The term Armata actually refers to a “unified tracked platform,” according to an Aug. 2016 report from Army-Recognition.com.
And that family also includes a heavy infantry fighting vehicle known as the T-15. While GlobalSecurity.org reports that the T-15 has the same 30mm gun used on the BMP-2, along with four turret-mounted AT-14 anti-tank missiles, Army-Recognition.com’s report indicates that a gun first fielded in the 1950s could get a new lease on life with the T-15.
And that has some analysts worried.
Senior Fellow for National Defense at the Family Research Council, retired Army Lt. Col. Bob Maginnis, argues notes that the T-15 as presently equipped is “a clear threat against the Bradley Fighting Vehicle, which is under gunned with a 25mm M242 chain gun with TOW missiles.”
What has Maginnis alarmed is that the T-15 is slated to be fitted with the S-60 cannon, which started its life as an anti-aircraft gun that got wide use in the Vietnam War and a host of other conflicts. It was also deployed on naval vessels, and is still in service on some of the Grisha-class corvettes in the Russian Navy.
Army-Recognition.com noted that the old gun would be put into the AU-220M turret currently under development. In addition to the old gun, the turret also has four AT-9 “Spiral-2” missiles.
When asked about the implications of the AU-220M turret, Maginnis said, “the Bradley will be outgunned. Further our Strykers face a similar problem even though they may include the Javelin.”
“We are relying on pretty old technology vis-a-vis the Bradley and the Abrams even given the upgrades,” Maginnis added, blaming a “modernization holiday thanks to sequestration.”
As to what could be done to counter the T-15 and other modern Russian vehicles, Maginnis said it’s about new weaponry and modern defensive systems.
“The U.S. Army desperately needs to up-gun its arsenal for direct and indirect fire systems,” he said. “We need to relook at our reactive armor given the increased Russian anti-armor penetration systems.”
But it’s not just about tanks and armored vehicles, he said.
“We also need to relook at our air-to-ground capabilities against armored vehicles,” Maginnis said. “The A-10’s 30mm gun is good, but the Russians have paid close attention to that capability and have effective anti-aircraft counters.”
Russia’s support of the Syrian regime included the deployment of S-400 surface-to-air missiles, according to a December 2015 report by the BBC. This past February, Sputnik News reported that T-90 main battle tanks provided to Syria by Russia made their combat debut.
“We are sadly falling behind due to neglect. Hopefully Mr. Trump’s Pentagon leaders will read the weapons effects intelligence coming out of the Ukraine and Syria and come to the sobering realization that America has a lot of catching up to do,” Maginnis concluded.
National veterans nonprofit The Mission Continues is launching a new program that positions veterans to be catalysts for long-term change and positive impact in communities facing daunting challenges. The inaugural Mass Deployment program will send hundreds of veterans and volunteers to participate in a week-long service engagement that will jump-start a long-lasting transformation in a city or community identified with a particularly high level of need.
For the first-ever event of its kind – dubbed Operation Motown Muster – The Mission Continues will bring more than 75 military veterans to Detroit to partner with more than 200 local veterans and community volunteers. Following Operation Motown Muster, The Mission Continues will maintain a sustained veteran volunteer presence in Detroit over the next several years to continuously support local nonprofits invested in revitalizing local neighborhoods.
“With the skills, leadership and experience they cultivated in the military, veterans are uniquely positioned to help accelerate Detroit’s comeback,” said Spencer Kympton, U.S. Army veteran and president of The Mission Continues. “We’re looking forward to an impactful week of service that will make a difference for the people who continue to call Detroit home and that will inspire others to take action and make a long-term positive impact in the community.”
Home to nearly 700,000 residents — many of whom are already hard at work shaping the future of their city — Detroit was a prime location for The Mission Continues’ inaugural Mass Deployment. During Operation Motown Muster, The Mission Continues veterans and local volunteers will add much-needed capacity to local organizations that are carrying on Detroit’s revitalization efforts. Projects planned for Operation Motown Muster include:
Refurbishing facilities at Central High School and Priest Elementary School to foster a safe and inviting environment for students to learn and the community to congregate.
Beautifying parks and future green spaces in the Osborn neighborhood, creating much-needed safe play spaces in a community that is home to one of Detroit’s highest concentrations of young people.
Converting vacant lots and portions of the Chene Ferry Market into clean, vibrant spaces for community events and an urban farm to help restore the once-thriving working-class neighborhood.
The Mission Continues has operations across the country that engage veteran volunteers every day to have a deep impact on critical challenges facing underserved communities. Veterans participate in operations by serving with The Mission Continues either as a member of a Service Platoon, undertaking regular service missions that leverage veterans’ skills and leadership to make a positive impact, or as an individual The Mission Continues Fellow, embedding as a skilled volunteer with one of the operation’s nonprofit partners for a period of six months.
