With reportsswirling that retired Marine Gen. James Mattis is a leading contender to be selected as Secretary of Defense for President-elect Donald Trump, some people think it would be unprecedented for a former general to serve as Pentagon chief.
But General of the Army George C. Marshall might have something to say about that.
Marshall is perhaps best known for the “Marshall Plan” he put together as Secretary of State under President Harry S Truman to help rebuild Europe after World War II. Marshall had served two years in that post before leaving to become president of the American Red Cross.
But when the Korean War started in June 1950 and became a near-disaster, Truman fired then-Secretary of Defense Louis A. Johnson over the military’s lack of readiness. He then nominated Marshall to take over.
Marshall was technically prohibited from serving as Secretary of Defense. As a General of the Army, he was by law on active duty, and per 10 USC 113, nobody who was a commissioned officer can serve as Secretary of Defense without having been retired for seven years.
Congress, though, waived that provision to allow Marshall to serve.
Marshall spent a year in the Pentagon, not only working to get the military into fighting shape for the Korean War, but also rebuilding bridges that his predecessor had burned with the Joint Chiefs of Staff (particularly the Navy), and also with the State Department.
Within two months of Marshall becoming SecDef, the United States and allied forces had nearly reached the Yalu River in Korea. When the Chinese Communists intervened and pushed the allied forces back, Marshall would play a crucial role in President Truman’s decision to relieve General of the Army Douglas MacArthur as overall commander in Korea, despite his initial reluctance to see that happen.
Within a year, Marshall resigned as Secretary of Defense and was succeeded by his deputy, Roger A. Lovett. He would die eight years after leaving the Pentagon.
Famous for has program to save a war ravaged Europe, Marshall’s service as Secretary of Defense is a nearly-forgotten footnote in his long career.
The littoral combat ship was intended to carry out a wide variety of missions for the United States Navy in the 21st century. From mine-countermeasures to coastal anti-submarine warfare to combating small and fast enemy surface craft, these vessels are intended to fight and win. But how well would they fare against perhaps the epitome of the small fast surface craft in World War II?
The PT boat was built in very large numbers by the United States during World War II. While its most famous exploits were in the Philippines in late 1941 and early 1942, particularly the evacuation of General Douglas MacArthur, these boats saw action in all theaters of the war. There were two primary versions of the PT boat: The Higgins and the Elco.
These boats had slight variations in a number of sub-classes, but their main armament was four 21-inch torpedoes. In addition to the powerful torpedoes, the PT boats also packed two twin .50-caliber mounts. Other guns, ranging from additional .50-caliber machine guns to a variety of automatic cannons ranging from 20mm Oerlikons to the 37mm guns used on the P-39 Airacobra, to 40mm Bofors also found their way onto PT boats – and the acquisitions may not have been entirely… official.

Now, the littoral combat ships also come in two varieties: The Freedom-class monohull design and the Independence-class trimaran design. Their standard armament consists of a 57mm main gun, a number of .50-caliber machine guns, a launcher for the RIM-116 Rolling Airframe Missile, and two MH-60 helicopters. Modules can add other weapons, including 30mm Bushmaster II chain guns, surface-launched AGM-114 Hellfire missiles, and even the Harpoon or Kongsberg Naval Strike Missile as heavier anti-ship missiles.

Looking at just the paper, you’d think that the littoral combat ship has an easy time blowing away a PT boat. In a one on one fight, you’re correct. But the whole point of the PT boat wasn’t to just have one PT boat – it was to have a couple dozen attacking at once. The classic example of this was the Battle of Surigao Strait, part of the Battle of Leyte Gulf, in October 1944. According to Volume XII of Samuel Eliot Morison’s History of United States Naval Operations in World War II, “Leyte,” the Japanese force heading up Surigao Strait was facing 45 PT boats.

Never mind the fact that those PT boats were backed by six older battleships, four heavy cruisers, two light cruisers, and 28 destroyers, the sheer number of PT boats had an effect against a force of two Japanese battleships, one heavy cruiser, and two light cruisers. Incidentally, only one Japanese destroyer survived that battle.

The same situation would apply in a PT boat versus littoral combat ship fight. The littoral combat ship’s MH-60 helicopters would use AGM-114 Hellfires to pick off some of the PT boats, but eventually the numbers would tell. What could make things worse for the littoral combat ship is if those PT boats were modified to fire modern 21-inch torpedoes. Such a hack is not out of the question: North Korea was able to graft a modern anti-ship torpedo onto a very low-end minisub and sink a South Korean corvette.
“It was 2006, I was working in hotel management,” Gina Elise says. “There were all these stories about the Veterans Administration struggling to treat returning veterans from Iraq and Afghanistan. I wanted to do something to support them and to support the hospitals who treated them.”
Gina Elise is the founder of Pin-Ups for Vets, a non-profit whose mission is based on producing WWII-style pinup calendars to support hospitalized veterans and deployed troops. After four years, she quit her job at the hotel to work with veterans full time. She has produced nine annual calendars since, but her efforts don’t stop at just calendars. Elise and her unit of celebrities and women veterans are currently on a 50-state VA and military hospital tour. To date, the pinups visited 6,000 veterans at their bedside.
“Attitude is a huge part of recovery,” says Shannon Stacy, a former Marine Corps Flight Surgeon and the 2015 calendar’s Miss April. “I think its great that an organization like this can come in really make a difference in patients lives, on top of what the doctors and nurses do.” Stacy can appreciate how attitude affects recovery, as she is also currently an Emergency Medicine Physician.
“On the surface, we’re shooting a fun, artistic calendar,” Elise says. “Under that, we’re supporting a cause that should be important to all Americans: supporting our veterans.” Most importantly, Pin-Ups for Vets buys medical equipment for VA and military hospitals and sends morale-boosting care packages to deployed American troops around the world. So far, Pin-Ups for Vets donated more than $50,000 of state-of-the-art rehabilitation equipment to VA military hospitals nationwide.
“My grandfather was a World War II veteran,” Elise recalls. “They used to paint this art on the nose of planes to boost morale for the guys going into battle to remind them of what they were fighting for.”
“When you think about the fact these soldiers painted these women on the sides of aircraft, and it gave them the confidence to go fight,” says Jovane Henry, a former Marine Corps Photojournalist and 2015’s Miss July. “What’s more empowering than that? I think it’s great. It’s a continuation of service for me. Serving was one of the greatest experiences of my life and I’m happy to be able to continue that service through Pin-Ups for Vets.”
The spirit of Pin-Ups For Vets also promotes volunteerism at Veterans Hospitals, supports homeless Veterans in shelters, and boosts morale for military wives and female Veterans with makeovers and clothing.
The recent launch party for the 2015 calendar, the first to feature 12 veterans, was held at the American Legion in Hollywood (Post 43) and featured a burlesque show headlined by an all-veteran pinup revue. It was the first of its kind. Jennifer Campbell, who worked a .50 cal in a US Army transportation unit participated in the show, but saw it as a family event.
“It gave us a chance to jump into a different period of time,” Campbell recalls. “My great aunt was a WWII poster pin-up girl. It was fun seeing the transition from then to now.”
The burlesque troop, “The Dollface Dames,” performed a variety of numbers. It was a vintage burlesque show, true to its 1940’s heritage, complete with dancing, feather boas, hula-hoops, singing, even a shadow silhouette erotic dance.
“There’s no hard, fast rule that says I can’t be a hard-charging Marine and a lipstick-wearing pinup,” Henry states. “So I choose to be both.”
Canadian officials will explore upgrading the country’s aircraft to the Super Hornet as an interim option before final decisions are made for an open competition — a process that could still include procuring the F-35 for its aging fleet.
Just not yet.
The Liberal Party of Canada, headed by Prime Minister Justin Trudeau, on Tuesday announced an urgent need for “a new squadron of interim aircraft” and turned to Boeing to recapitalize the country’s CF-18s.
Defense Minister Harjit Sajjan said during a press conference in Ottawa that the overuse of Canada’s McDonnell Douglas-made CF-18 fleet “would carry risk this government is not willing to take” to sustain current supplemental operations in NATO and the North American Aerospace Defense Command, or NORAD.
Competition to purchase an entirely new fighter jet will come at a later date, Sajjan said.
“The government will launch, in its current mandate, a wide-open and transparent competition to replace the CF-18 fleet,” he said.
Even though Canada has been in discussions for years to purchase approximately 60 F-35 jets, lawmakers have grown weary of setbacks in the stealth jet program.
In September, the Air Force ordered a temporary stand-down of 13 out of 104 F-35s in its fleet “due to the discovery of peeling and crumbling insulation in avionics cooling lines inside the fuel tanks,” according to a statement at the time. Two additional aircraft, belonging to Norway and stationed atLuke Air Force Base, Arizona, also were affected.
The 13 F-35s, plus the two belonging to Norway, are back up and running, according to a story from Defense News on Friday.
In a statement Tuesday, Lockheed Martin said that although it is “disappointed with this decision, we remain confident the F-35 is the best solution to meet Canada’s operational requirements at the most affordable price, and the F-35 has proven in all competitions to be lower in cost than 4th generation competitors.”
“The F-35 is combat ready and available today to meet Canada’s needs for the next 40 years,” the statement said.
In World War I, pilots on either side of the line enjoyed sudden lurches ahead in technology advances followed by steady declines into obsolescence. This created a seesaw effect in the air where Allied pilots would be able to blast their way through German lines for a few months, but then had to run scared if the enemy got the jump on them.
So the Allied pilots found a way to fake their deaths in the air with a risky but effective maneuver.

By the time that America was getting pilots to the front in 1917, all of the early combatants from the war had years of hard-won experience in aerial fighting. U.S. pilots would have to catch up. Worse, U.S. pilots were joining the fight while German planes were more capable than Allied ones, especially America’s Nieuport 28s purchased from France.
France had declined to put the Nieuport 28 into service because of a number of shortcomings. Its engine burned castor oil, and the exhaust would spray across the pilots, coating their goggles in a blinding film and making many of them sick. It could also turn tight but had some limitations. Worst of all, pilots couldn’t dive and then suddenly pull up, a common method of evading fire in combat, without risking the weak wings suddenly snapping off.
Yes, in standard combat flying, the plane could be torn apart by its own flight. So new American pilots adopted a strategy of playing dead in the air.
The technique wasn’t too complicated. In normal flying, a pilot who stalled his plane and then entered a spin was typically doomed to slam into the ground. And so, enemy pilots would often break off an attack on a spinning plane, allowing it to finish crashing on its own.
But a British test pilot, Frederick A. Lindemann, figured out how to reliably recover from a spin and stall. He did so twice in either 1916 or 1917. So, pilots who learned how to recover from a stall and spin would, when overwhelmed in combat, slow down and pull up, forcing a stall in the air.
Then as they started to drop, they would push the stick hard to one side, causing one wing to have full lift and the other to have minimal lift, so it would fall in a severe spin. German pilots, thinking they had won, would break off the attack. Then the Allied pilot would attempt to recover.

But spins were considered dangerous for a reason. Recovery required leveling that lift on the wings and then using the rudder to stop spin before pulling up on the stick to stop the fall. So, for the first few moments of recovery, the pilot had to ignore that they were pointed at the ground. If they tried to pull up while they were still spinning, they really would crash. In fact, on some aircraft, it was essential to steepen the dive in order to recover.
And this whole process took time, so a pilot who fell too far before beginning recovery would hit the ground while still trying to recover from their intentional spin.
Most future American aces learned these maneuvers from British pilots in fairly controlled conditions, but some of them were limited in their flight time by their duties on the ground. Capt. Eddie Rickenbacker, in charge of maintaining and improving America’s major aerodrome at Issoudon, France, taught himself the maneuver on his own during stolen plane time, surviving his first attempt and then repeating it on subsequent days until he could do it perfectly.
Rickenbacker would go on the be America’s top scoring ace in World War I despite being partially blind in one eye and officially too old for training when he went to flight school.
Results from NASA’s landmark Twins Study, which took place from 2015-2016, were published April 11, 2019, in Science. The integrated paper — encompassing work from 10 research teams — reveals some interesting, surprising and reassuring data about how one human body adapted to — and recovered from — the extreme environment of space.
The Twins Study provides the first integrated biomolecular view into how the human body responds to the spaceflight environment, and serves as a genomic stepping stone to better understand how to maintain crew health during human expeditions to the Moon and Mars.
Retired NASA astronauts Scott Kelly and his identical twin brother Mark, participated in the investigation, conducted by NASA’s Human Research Program. Mark provided a baseline for observation on Earth, and Scott provided a comparable test case during the 340 days he spent in space aboard the International Space Station for Expeditions 43, 44, 45 and 46. Scott Kelly became the first American astronaut to spend nearly a year in space.
“The Twins Study has been an important step toward understanding epigenetics and gene expression in human spaceflight,” said J.D. Polk, chief Health and Medical Officer at NASA Headquarters. “Thanks to the twin brothers and a cadre of investigators who worked tirelessly together, the valuable data gathered from the Twins Study has helped inform the need for personalized medicine and its role in keeping astronauts healthy during deep space exploration, as NASA goes forward to the Moon and journeys onward to Mars.”
Key results from the NASA Twins Study include findings related to gene expression changes, immune system response, and telomere dynamics. Other changes noted in the integrated paper include broken chromosomes rearranging themselves in chromosomal inversions, and a change in cognitive function. Many of the findings are consistent with data collected in previous studies, and other research in progress.
The telomeres in Scott’s white blood cells, which are biomarkers of aging at the end of chromosomes, were unexpectedly longer in space then shorter after his return to Earth with average telomere length returning to normal six months later. In contrast, his brother’s telomeres remained stable throughout the entire period. Because telomeres are important for cellular genomic stability, additional studies on telomere dynamics are planned for future one-year missions to see whether results are repeatable for long-duration missions.
A second key finding is that Scott’s immune system responded appropriately in space. For example, the flu vaccine administered in space worked exactly as it does on Earth. A fully functioning immune system during long-duration space missions is critical to protecting astronaut health from opportunistic microbes in the spacecraft environment.
A third significant finding is the variability in gene expression, which reflects how a body reacts to its environment and will help inform how gene expression is related to health risks associated with spaceflight. While in space, researchers observed changes in the expression of Scott’s genes, with the majority returning to normal after six months on Earth. However, a small percentage of genes related to the immune system and DNA repair did not return to baseline after his return to Earth. Further, the results identified key genes to target for use in monitoring the health of future astronauts and potentially developing personalized countermeasures.
“A number of physiological and cellular changes take place during spaceflight,” said Jennifer Fogarty, chief scientist of the Human Research Program at NASA’s Johnson Space Center in Houston. “We have only scratched the surface of knowledge about the body in space. The Twins Study gave us the first integrated molecular view into genetic changes, and demonstrated how a human body adapts and remains robust and resilient even after spending nearly a year aboard the International Space Station. The data captured from integrated investigations like the NASA Twins Study will be explored for years to come.”

Part of the record-setting one-year mission, the NASA Twins Study incorporated 10 investigations to advance NASA’s mission and benefit all of humanity. Scott participated in a number of biomedical studies, including research into how the human body adjusts to known hazards, such as weightlessness and space radiation. Meanwhile, Mark participated in parallel studies on Earth to help scientists compare the effects of space on a body down to the cellular level. The findings represent 27 months of data collection.
The Twins Study helped establish a framework of collaborative research that serves as a model for future biomedical research. Principal investigators at NASA and at research universities across the nation initiated an unprecedented sharing of data and discovery. Supported by 84 researchers at 12 locations across eight states, the data from this complex study was channeled into one inclusive study, providing the most comprehensive and integrated molecular view to date of how a human responds to the spaceflight environment. While significant, it is difficult to draw conclusions for all humans or future astronauts from a single test subject in the spaceflight environment.
“To our knowledge, this team of teams has conducted a study unprecedented in its scope across levels of human biology: from molecular analyses of human cells and the microbiome to human physiology to cognition,” said Craig Kundrot, director, Space Life and Physical Sciences Research and Application Division at NASA Headquarters. “This paper is the first report of this highly integrated study that began five years ago when the investigators first gathered. We look forward to the publication of additional analyses and follow-up studies with future crew members as we continue to improve our ability to live and work in space and venture forward to the Moon and on to Mars.”
The unique aspects of the Twins Study created the opportunity for innovative genomics research, propelling NASA into an area of space travel research involving a field of study known as “omics,” which integrates multiple biological disciplines. Long-term effects of research, such as the ongoing telomeres investigation, will continue to be studied.
NASA has a rigorous training process to prepare astronauts for their missions, including a thoroughly planned lifestyle and work regime while in space, and an excellent rehabilitation and reconditioning program when they return to Earth. Thanks to these measures and the astronauts who tenaciously accomplish them, the human body remains robust and resilient even after spending a year in space.
One of the most effective hand-to-hand combat techniques taught today — and one that has become closely identified with the Jewish state that embraced it — Krav Maga was a product of the Nazi-era streets of pre-World War II Czechoslovakia.
The martial art’s inventor, Imi Lichtenfeld was quite the athlete. Born in Budapest in 1910, he spent his early years training to be a boxer, wrestler, and gymnast with his father. The elder Lichtenfeld was also a policeman who taught self-defense. Under his father’s tutelage, Imi won championships in all his athletic disciplines. But fighting in a ring required both people to follow certain rules. Street fights don’t have rules, Imi Lichtenfeld thought, and he wanted to be prepared for that.
At the end of the 1930s, anti-Semitic riots struck Bratislava, Czechoslovakia, where Imi and his family were then living. Like many large cities in the region, the rise of National Socialism, or Nazism, created an anti-Jewish fervor that took young men to the streets to assault innocent and often unsuspecting Jews.
When the streets of his neighborhood became increasingly violent, Lichtenfeld decided to teach a group of his Jewish neighbors some self-defense moves. It came in the form of a technique that would help them protect themselves while attacking their opponent – a method that showed no mercy for those trying to kill the Chosen People.
Young Imi taught his friends what would later be called “Krav Maga.”
Translated as “contact-combat” in Hebrew, Krav Maga is designed to prepare the user for real-world situations. The martial art efficiently attacks an opponent’s most vulnerable areas to neutralize him as quickly as possible, uses everything in arm’s reach as a weapon, and teaches the user to be aware of every potential threat in the area. It developed into one of the most effective hand-to-hand techniques ever devised.
Krav Maga’s widespread use began in the Israel Defence Force, who still train in the martial art. These days, Krav Maga is a go-to fighting style widely used by various military and law enforcement agencies. In 1930s Europe, it was a godsend. Lichtenfeld’s technique taught Bratislava’s Jews how to simultaneously attack and defend themselves while delivering maximum pain and punishment on their attackers.
Imi Lichtenfeld escaped Europe in 1940 after the Nazis marched into Czechoslovakia. He arrived in the British Mandate of Palestine in 1942 (after considerable struggles along the way) and was quickly inducted into the Free Czech Legion of the British Army in North Africa. He served admirably and the Haganah and Palmach – Jewish paramilitary organizations that were forerunners of what we call today the Israel Defence Forces – noticed his combat skill right away.
After Israel won its independence, Lichtenfeld gave his now-perfected martial art of Krav Maga to the IDF and became the Israeli Army’s chief hand-to-hand combat instructor. He even modified it for law enforcement and civilians.
Lichtenfeld taught Krav Maga until 1987 when he retired from the IDF. He died in 1998, after essentially teaching the world’s Jewish population how to defend themselves when no one would do it for them.
You’ve probably suspected it from WATM’s coverage of the “Kuznetsov Follies,” but let’s just go out and say it: Russia’s navy is a basket case. A floating disaster of aging, decrepit ships and not that many of them – which is a far cry from what the Soviet Navy was in the Cold War.
To get a sense of how far the Russian Navy has fallen, in 1991, the Soviet Union had seven carriers — two Moskva-class helicopter carriers, four Kiev-class vessels, and one Kuznetsov-class ship, with two more (another Kuznetsov and a nuclear-powered design) under construction.
Today, there’s just the Kuznetsov, with her then-under-construction sister now serving with China, and a highly-remodeled Kiev serving with India.
How did this happen? A big part was the fact that after the fall of the Soviet Union, the ship-building industry collapsed, and the projects that fueled it. Not only that, many of the Soviet Navy’s naval engines were built in what was then the Ukrainian Soviet Socialist Republic.
Now, the Ukraine is an independent country, and the two countries aren’t exactly on friendly terms. Russia is reportedly looking to import naval engines from China. Even if that happens, new ships are a long way off.
Rumors persist that plans to modernize two of the four Kirov-class nuclear-powered battle cruisers were scrapped, and the Admiral Ushakov, formerly the Kirov, has been idle for nearly two decades after an accident. Russia has been developing and building smaller vessels, including the Gorshkov and Grigorovoch classes of frigate and the Karakurt and Derzky classes of corvette. These ships are heavily armed and superior to the American littoral combat ships.

The French military doesn’t get a lot of love these days; their crushing defeat and capitulation in 1940 still colors the way the world sees the armed forces of France. It’s a completely undeserved reputation, however. The French are much better at fighting wars than you might think.
One part of this is the French Foreign Legion and its cadre of criminals, strongmen, war junkies, and other badasses who decided to get a clean slate by joining the Legion. In World War II, the Legion was just a capable as it is today — and they capitulated to no one. In 1942, they were joined by a group of Jewish soldiers who decided they had enough of the anti-Semitism in Europe.
At a small oasis in Libya, guarding an old Turkish fort, the Free French Foreign Legion begin to reinforce their position. The fort, called Bir Hakeim, was a sort of last stand for the Allies. If Field Marshal Erwin Rommel could punch his army through the French position, he could take the vital port city of Tobruk. Near the end of the Legionnaires’ lines was a place called Bir-el Hamat.
This is where the Jewish fighters of WWII would make their presence felt.
They were a small group of 400 minelayers sent by the British and led by Maj. Félix Liebmann to reinforce the French position. They had no heavy weapons and were generally poorly armed and equipped. Rommel’s men targeted the Jewish position as the weakest point and sent a truce flag over to demand the Jewish surrender. When they refused, the Nazis hit the Jewish defenders with everything they had.
Unable to radio the French a few miles up the road, the Jewish fighters held their position using molotov cocktails on the tanks that didn’t get destroyed in the minefield. For eight days — low on water, ammunition, and supplies — the Jewish troops withstood relentless, constant bombardment and fought the Afrika Korps to a standstill.
On the last day, the French and Jewish forces got the word to retreat. They held off the Nazis long enough for the British 8th Army to retreat — and they did, in the middle of the night. Three-fourths of the unit were killed or wounded at Bir-el Hamat and they marched 60 some miles all the way to Gasr el-Abid.
When they arrived, they folded up their flag, a gold Star of David on a blue and white striped background — a precursor to the modern-day state of Israel’s flag. Observing the men folding their colors, French Foreign Legion commander General Marie-Pierre Koenig demanded why they stopped flying their flag. Under the British, Maj. Liebmann explained, they were not allowed to fly their own colors.
Koenig had the flag attached to his jeep, next to the Free French flag, at equal stature.
The British 8th Army was able to to defeat the Afrika Korps at el-Alamein the very next month, in a pivotal battle that kept the Axis from advancing into Egypt and capturing the Suez Canal. By 1944, the Jewish Brigade (as they came to be called) was formed to take the fight to the Nazis in Italy.
The Air Force recently approved incentive pay for Airmen assigned to Turkey, just months after a military coup prompted defense officials to suspend accompanied deployments there. The Pentagon had ordered Air Force dependents out of the country in March.
According to the Air Force Times, unaccompanied tours to Turkey will be reduced from 15 months to 12 months. Airmen will be given the option to extend their tours from 12 to 24 months with an incentive pay of $300 per month.
Air Force Personnel Command says that Airmen must apply for Turkey Assignment Incentive Pay either prior to leaving their current duty station, within 30 days of arriving in Turkey, or “during their date eligible for return overseas forecast and initial vulnerable to move list windows.”
Airmen who have been in Turkey over 30 days may elect to extend their date eligible for return overseas, or DEROS, for 24 months past their current DEROS. Airmen who elect to accept Turkey Assignment Incentive Pay under these conditions will begin to collect the incentive pay on the first month of the 24 month extension, the service said.
All other Airmen who are eligible for Turkey Assignment Incentive Pay, and accept it, will serve 24 months in Turkey and will begin receiving the incentive pay upon arrival in country.
The Air Force Times reports that civilians previously assigned in Turkey will automatically have their tours reduced from 24 months to 12 months, unless an extension is approved by the U.S. Air Forces in Europe commander.
Turkey, a NATO ally, has seen civil unrest progress in recent years, with terror attacks and a failed coup in July. The country is host to a key airbase at Incirlik, which is critical to the coalition fight against Islamic State terrorists in Syria and Iraq.
The Air Force Times reports that Airmen who find that this recent change in tour requirements presents a hardship for them may request a “home-base or follow-on assignment” and that the Air Force will consider cancellation requests on a case-by-case basis.
The changes to Turkey assignments do not impact personnel assigned to the U.S. Embassy or Security Cooperation Organizations in Turkey.
The Biden administration told lawmakers Wednesday the US will soon start to evacuate thousands of Afghans who have assisted American troops for nearly two decades to other countries in an attempt to keep them safe while they apply for entry to the United States, The New York Times reported.
As the drawdown in Afghanistan enters its final stages, many veterans and some legislators have warned of a looming humanitarian crisis for the locals who have helped American forces during the past 20 years of war.
“When that last soldier goes wheels up out of Afghanistan, it is a death sentence for our local allies, the Taliban have made that clear in their words and in their actions as they hunt these people down right now as we speak,” Rep. Michael Waltz, a Florida Republican and former Green Beret, said last week.
More than 18,000 interpreters, security guards, fixers, embassy clerks, and engineers have applied for the Special Immigrant Visa, which takes more than two years on average to obtain. The Times reports that those applicants have 53,000 family members. A senior administration official told the Times family members would also be evacuated to another country to await visa processing.
Calls for the Biden administration to swiftly evacuate Afghan contractors have grown in recent months, with advocates fearing the Taliban could go “house to house” after Western forces leave, targeting interpreters and their families. The Taliban, meanwhile, said earlier this month that Afghans who helped foreign forces have nothing to fear as long as they “show remorse for their past actions” and don’t engage in future “treason against Islam and the country.”
Interpreters don’t trust that promise. The Taliban has tortured and killed dozens of Afghan translators during the past two decades, the news agency AFP reported.
“The Taliban will not pardon us. They will kill us and they will behead us,” Omid Mahmoodi, an interpreter who worked with US forces between 2018 and 2020, told AFP.
It’s not clear yet where Afghans will wait, or whether third countries have agreed to the plan. In a June 12, 2021, letter to President Joe Biden, Guam’s governor Lourdes Aflague Leon Guerrero asked that the island be a landing point for those in need, like it was in 1975 when the US evacuated approximately 130,000 Vietnamese refugees.
According to a document from the Truman Center obtained by Coffee or Die Magazine, the cost of flying Afghan allies to Guam would be relatively low. The Truman Center’s Matthew Zeller estimates the average price would be $9,981.65 per person, for a total cost of about $699 million for 70,000 evacuees.
“It sounds like a lot of money until you realize it’s an additional 8.3 hours of the DOD budget. But it’s a hell of a down payment in keeping Americans alive in future wars. Because this is how we’re going to show people that we keep our word,” Zeller said.
The US Navy is deploying a hospital ship to assist health care providers in New York who could be strained with resources amid the ongoing coronavirus pandemic.
New York Gov. Andrew Cuomo and the Navy announced that efforts to deploy the USNS Comfort to the state were underway. Cuomo said his discussions with President Donald Trump on the coronavirus were productive, and the plan was approved. The governor activated the state’s National Guard on March 10, as the number of cases in the state jumped to over 2,300 as of Wednesday morning.
“This will be an extraordinary step,” Cuomo said on Wednesday morning. “It’s literally a floating hospital, which will add capacity.”
Defense Secretary Mark Esper previously confirmed he ordered the Navy to “lean forward” in deploying two of its hospital ships, the Comfort and the USNS Mercy, during a press conference on Tuesday. The Comfort, based in the East Coast at Norfolk, Virginia, is currently undergoing maintenance; while the Mercy is at port in San Diego, California.
Navy officials stressed that preparations for the Comfort, which have been “expedited,” will take weeks before it is ready to assist. The Mercy is expected to be ready to assist “before the end of this month,” Esper said.
The ships are staffed by 71 civilians and up to 1,200 sailors, according to the Navy. Both ships include 12 fully-equipped operating rooms, a 1,000-bed hospital, medical laboratory, and a pharmacy. The ships also have helicopter decks for transport.
The two ships will specifically focus on trauma cases if deployed. The plan is to alleviate the burden on traditional hospitals dealing with a high number of patients with the coronavirus.
“Our capabilities are focused on trauma,” Esper said at the Pentagon. “Whether it’s our field hospitals, whether it’s our hospital ships … they don’t have necessarily the segregated space as you need to deal with infectious diseases.”
“One of the ways by which you can use either field hospitals, hospital ships, or things in between, is to take the pressure off of civilian hospitals when it comes to trauma cases, and open up civilian hospital rooms for infectious diseases,” he added.
The extended timeline for the Comfort’s deployment was not only incumbent on its scheduled maintenance or the amount of medical equipment on board. The number of qualified medical staff aboard the ship was a primary concern for the Navy, according to Esper.
“The big challenge isn’t necessarily the availability of these inventories — it’s the medical professionals,” Esper said. “All those doctors and nurses either come from our medical treatment facilities or they come from the Reserves.”
“We’ve got to be very conscious of and careful of as we call up these units and use them to support the states, that we aren’t robbing Peter to pay Paul, so to speak,” Esper added.
Most of the medical staff for the Comfort is based at Portsmouth Naval Medical Center in Virginia. The ship has made several deployments since 1987, including to Puerto Rico for relief efforts after Hurricane Maria in 2017.
The US Marine Corps plans to arm its forces with a new anti-ship missile that will allow US troops to sink enemy ships from shore-based launchers 100 miles away, a capability the Marines have been chasing with China’s growing navy in mind.
The Corps has decided to spend roughly $48 million on Raytheon’s Naval Strike Missile, a long-range precision strike missile the Navy ordered last year for its littoral combat ships and future frigates, Raytheon announced this week.
The service has made fielding this capability a priority.
“There’s a ground component to the maritime fight. You have to help the ships control sea space. And you can do that from the land,” Commandant of the Marine Corps Gen. Robert Neller told USNI News earlier this year. “We’ve got to be able to attack surface platforms at range.”
Breaking Defense reported in January 2019 that the Marines were considering Lockheed Martin’s Long-Range Anti-Ship Missile, the Naval Strike Missile, and Boeing’s Harpoon as options for the kind of capability the Corps desires as the US military readies itself to defeat a powerful rival like Russia or China.

The Naval Strike Missile, which was manufactured by Norway’s Kongsberg Defence Systems in partnership with Raytheon, carries a 275-pound warhead, has a range of over 100 nautical miles, and can be fired from ships and mobile shore-based launchers.
The Army experimented with a land-based launch of the Naval Strike Missile during last year’s Rim of the Pacific exercise, when the weapon was fired from a truck at a decommissioned ship off Hawaii.
The Marines have yet to select a suitable mobile launch platform, which could be Lockheed’s M142 High Mobility Artillery Rocket System or one of two large, heavy trucks from Oshkosh, Breaking Defense previously reported. The Corps told Military.com two years ago they wanted a launcher that could be easily moved by a V-22 Osprey.
The Corps still has some important experimentation and decision-making to do before the Naval Strike Missile can be effectively fielded from shore-based batteries.
