Florida Panthers owner Vincent Viola, a former Army infantry officer and West Point graduate (class of 1977) was announced as President-elect Donald Trump’s choice to serve as Secretary of the Army.

According to a report by the Washington Examiner, Viola, who served with the 101st Airborne Division (Air Assault), is the executive chairman of Virtu Financial. Viola also chaired the New York Mercantile Stock Exchange at the time of the Sept. 11, 2001, attacks on the World Trade Center and Pentagon.
After 9/11, he founded the West Point Combating Terrorism Center.
“Whether it is his distinguished military service or highly impressive track record in the world of business, Vinnie has proved throughout his life that he knows how to be a leader and deliver major results in the face of any challenge,” the Trump transition office said in a statement. “The American people, whether civilian or military, should have great confidence that Vinnie Viola has what it takes to keep America safe and oversee issues of concern to our troops in the Army.”
In a statement, Viola said he looked forward to serving.
“I will work tirelessly to provide our president with the land force he will need to accomplish any mission in support of his National Defense Strategy,” Viola said. “A primary focus of my leadership will be ensuring that America’s soldiers have the ways and means to fight and win across the full spectrum of conflict.”
Retired Army Col. James Hickey, commander of the brigade that captured deposed Iraqi dictator Saddam Hussein, had been reported to be a front-runner for the position, along with Van Hipp, the long-time chairman of American Defense International, Inc.
A completed, comprehensive Navy analysis says producing more Virginia-Class attack submarines on a much faster timetable is “achievable” and necessary to ensure future undersea dominance for the U.S. — in an increasingly contested strategic global environment.
The current or previous status quo had been for the Navy to drop from building two Virginia-Class boats per year to one in the early 2020s when construction of the new Columbia-Class nuclear armed submarines begins.
The completed study, however, maintains that the Navy and industry can produce two Virginia-Class boats and one Columbia-Class submarine per year, increasing the current plan by one Virginia-Class boat per year.
Navy leaders have consistently talked about an expected submarine shortfall in the mid 2020s and that more attack submarines were needed to strengthen the fleet and keep stay in front of near-peer rivals, such as Russia and China.
The study found that sustainment of the two-per-year Virginia-Class submarine production rate during the procurement years of the Columbia-Class SSBNs is achievable and that it provides significant benefit to the Navy and the SSN (Attack Submarines) force structure, Navy officials told Scout Warrior.
Maintaining a two-per-year Virginia Class build-rate will help the Navy reach its goal of 66 SSNs, as identified in the December 2016 Force Structure Assessment, Navy officials added.
Increasing production will, to a large extent, rely upon the submarine-building industry’s capacity to move up to three submarines per year.
The Virginia-Class Submarines are built by a cooperative arrangement between the Navy and Electric Boat, a subsidiary of General Dynamics and Newport News Shipbuilding, a division of Huntington Ingalls Industries.
Each industry partner constructs portions or “modules” of the submarines which are then melded together to make a complete vessel, industry and Navy officials explained.
Virginia-Class Attack Submarine Technology
Virginia-Class subs are fast-attack submarines armed with Tomahawk missiles, torpedoes, and other weapons able to perform a range of missions; these include anti-submarine warfare, strike warfare, covert mine warfare, ISR, anti-surface/ship warfare and naval special warfare, something described as having the ability to carry and insert Special Operations Forces.
Future Virginia-Class submarines provide improved littoral capabilities, sensors, special operations force employment, and strike warfare capabilities, making it an ideal platform for the 21st Century security environment, Navy developers said.
Compared to prior Navy attack subs like the Los Angeles-Class, the Virginia-Class submarines are engineered to bring vastly improved littoral warfare, surveillance and open ocean capabilities, service officials said.
For instance, the ships can be driven primarily through software code and electronics, thus freeing up time and energy for an operator who does not need to manually control each small maneuver.
The Virginia-Class submarine are engineered with this “Fly-by-Wire” capability which allows the ship to quietly linger in shallow waters without having to surface or have each small move controlled by a human operator. With this technology, a human operator will order depth and speed, allowing software to direct the movement of the planes and rudder to maintain course and depth.
Also, unlike their predecessor-subs, Virginia-Class subs are engineered with what’s called a “Lock Out Trunk” – a compartment in the sub which allows special operations forces to submerge beneath the water and deploy without requiring the ship to surface.
Unlike their “SSBN” Columbia-Class counterparts to be armed with nuclear weapons, the Virginia-Class “SSN” ships are purely for conventional attack, Navy officials said.
Development of Virginia-Class submarines are broken up into procurement “Blocks.” Blocks I and II have already been delivered.
The Block III subs, now under construction, are being built with new so-called Virginia Payload Tubes designed to lower costs and increase capability.
Instead of building what most existing Virginia-Class submarines have — 12 individual 21-inch in diameter vertical launch tubes able to fire Tomahawk missiles – the Block III submarines are being built with two larger 87-inch in diameter tubes able to house six Tomahawk missiles each.
Although the new tubes were conceived and designed as part of what the Navy calls its “Design for Affordability” strategy to lower costs, the move also brings strategic advantages to the platform, service officials say. Specifically, this means that the submarines are constructed such that they will be able to accommodate new technologies as they emerge – this could mean engineering in an ability to fire upgraded Tomahawk missiles or other weapons which may emerge in the future.
The Block III Virginia-Class submarines also have what’s called a Large Aperture Bow conformal array sonar system – designed to send out an acoustic ping, analyze the return signal, and provide the location and possible contours of enemy ships, submarines and other threats.
Virginia-Class Block V – Virginia Payload Modules
For Block V construction, the Navy is planning to insert a new 84-foot long section designed to house additional missile capability. “Virginia Payload Modules.”
The Virginia Payload Modules, to come in future years, will increase the Tomahawk missile firepower of the submarines from 12 missiles up to 40.
The VPM submarines will have an additional (approximately 84 feet) section with four additional Virginia Payload Tubes (VPTs), each capable of carrying seven Tomahawk cruise missiles, for a ship total of 40 Tomahawks.
The idea is to have additional Tomahawk or other missile capability increased by 2026, when the “SSGN” Ohio-Class Guided Missile Submarines start retiring in larger numbers.
Early prototyping work on the Virginia Payload Modules is already underway and several senior Navy leaders, over the years, have indicated a desire to accelerate production and delivery of this technology – which will massively increase fire-power on the submarines.
While designed primarily to hold Tomahawks, the VPM missile tubes are engineered such that they could accommodate a new payload, new missile or even a large unmanned underwater vehicle, Navy officials said.
The reason for the Virginia Payload Modules is clear; beginning in the 2020s, the Navy will start retiring four large Ohio-class guided-missile submarines able to fire up to 154 Tomahawk missiles each. This will result in the Navy losing a massive amount of undersea fire power capability, Navy officials explained.
From 2002 to 2008 the U.S. Navy modified four of its oldest nuclear-armed Ohio-class submarines by turning them into ships armed with only conventional missiles — the USS Ohio, USS Michigan, USS Florida and USS Georgia. They are called SSGNs, with the “G” designation for “guided missile.”
While he’s more famous for being “The Man In Black,” Johnny Cash served in the U.S. Air Force during the Cold War and was the first man outside of the Soviet Union to learn of Premier Joseph Stalin’s death.
The Man In Black passed the message up the chain and returned to work. Cash’s job already required that he have limited off-post privileges and contact with locals. Still, he couldn’t discuss what happened with even his close friends.
The rest of the world would soon learn of Stalin’s death and the ascent of Georgy Malenkov.
Cash, meanwhile, would leave the service honorably just over a year later and return to Texas where he had trained. He married his first wife the same year and signed with Sun Records in 1955.
He played the Grand Ole Opry stage for the first time the same year.
Over the following 48 years, Cash wrote thousands of songs and released dozens of albums before his death in September 2003 at the age of 71.
US Army weapon officials just opened a competition for a new 7.62mm Interim Service Combat Rifle to arm infantry units with a weapon potent enough to penetrate enemy body armor.
“The Army has identified a potential gap in the capability of ground forces and infantry to penetrate body armor using existing ammunition. To address this operational need, the Army is looking for an Interim Combat Service Rifle that is capable of defeating emerging threats,” according to an August 4 solicitation posted on FedBizOpps.gov.
The service plans to initially award up to eight contracts, procuring seven types of weapons from each gun-maker for test and evaluation purposes. Once the review is concluded, the service “may award a single follow-on Federal Acquisition Regulation based contract for the production of up to 50,000 weapons,” the solicitation states.
“The Government has a requirement to acquire a commercial 7.62mm ICSR to field with the M80A1 Enhanced Performance Round to engage and defeat protected and unprotected threats,” the solicitation states. “The ultimate objective of the program is to acquire and field a 7.62mm ICSR that will increase soldier lethality.”
The opening of the competition comes just over two months after Army’s Chief of Staff Gen. Mark Milley revealed to Congress that the M4 Carbine’s M855A1 Enhanced Performance Round cannot penetrate modern enemy body armor plates similar to the US military-issue rifle plates such as the Enhanced Small Arms Protective Insert, or ESAPI.
This past spring, Vice Chief of Staff Gen. Daniel Allyn released a directed requirement for a new 7.62mm rifle designed for combat units, prompting Army weapons officials to write a formal requirement.
The presence of a 7.62mm rifle in Army infantry squads is nothing new. Since 2009, the Army’s squad designated marksman rifle has been the Enhanced Battle Rifle, or EBR, 14 — a modernized M14 equipped with a Sage International adjustable aluminum stock with pistol grip, a Leupold 3.5×10 power scope and Harris bipod legs.
The Army adopted the EBR concept, first used in 2004 by Navy SEALs, in response to the growing need of infantry squads operating in Afghanistan to engage enemy fighters at longer ranges.
The EBR is heavy, just under 15 pounds unloaded, compared with the standard M14’s unloaded weight of 9 pounds.
The Army’s Interim Combat Service Rifle should have either 16-inch or 20-inch barrels, a collapsible buttstock, an extended forward rail, and weigh less than 12 pounds unloaded and without an optic, according to a May 31 Army request for information.
Multiple proposals may be submitted by the same organization; however, each proposal must consist of the weapons, proposal, and System Safety Assessment Report. All proposals are due by 3pm EST Wednesday Sept. 6, 2017, the solicitation states.
In addition to the weapons, gun-makers will also be evaluated on production capability and proposed price, according to the solicitation.
All weapons should include items such as a suppressor, cleaning, specialized tools, and enough magazines to support the basic load of 210 rounds.
The competition will consist of live-fire testing and evaluate the following:
Dispersion (300m – function, 600m – simulation)
Compatible with family of weapon sights – individual and laser
Weapon length (folder or collapsed)/ weight (empty/bare) / velocity (300m and 600m calculated)
Semi-automatic and fully automatic function testing (bursts and full auto)
Noise (at shooter’s ear) / flash suppression
Ambidextrous controls (in darkness or adverse conditions) / rail interface
20-30 round magazine to support a 210 round combat load
“Areas to be evaluated could include, but not be limited to: Controllability and Recoil, Trigger, Ease/Speed of Magazine Changes, Sighting System Interface (e.g., ability to acquire and maintain sight picture), and Usability of Controls (e.g., safety),” the solicitation states.
“Additionally, a small, limited user evaluation may be conducted with qualified soldiers,” it states.
Milley told lawmakers in late May that the Army does not believe that every soldier needs a 7.62mm rifle. These weapons would be reserved for the Army’s most rapid-deployable infantry units.
“We would probably want to field them with a better-grade weapon that can penetrate this body armor,” Milley said.
In the distant future, teams of soldiers equipped with high-powered exoskeletons disembark a series of autonomous personnel carriers outside the enemy’s position. Overhead, a small fleet of drones scans the engagement area, giving each soldier a real-time view of the battlefield through their heads-up display.
As each team moves into position, they hear a series of explosions on the other side of the enemy base. From over 2,000 meters away, the Army’s high-energy precision fires systems have just disabled the enemy’s anti-access and area-denial capabilities.
At the same time, teams of soldiers use their exoskeleton suits to leap over the perimeter wall to engage the enemy and secure the compound.
This is one scenario of a future operating environment. In reality, it is nearly impossible to predict how the Army will operate and fight in a distant future, said Matt Santaspirt, an Army Futures Command intelligence representative.
To guide the Army in the right direction, the U.S. Army Training and Doctrine Command’s Mad Scientist team functions like a scout on the battlefield, always looking ahead and evaluating ideas to help build the force, he said.
Nested within both Army Futures and Training and Doctrine Commands, the MadSci initiative was created to address opportunities and challenges in the Army’s near-, mid-, and far-term future, said Allison Winer, the team’s deputy director of engagement.

The goal is to maximize the Army’s limited resources and help soldiers fight and win in a futuristic operational environment, she added.
“The Army only knows what it knows; and [the Army] always talks to itself,” Santaspirt said. “We want to break out of that echo chamber.”
“We are harnessing the intellect of the nation to describe the art of the possible,” he added. “We know that you can’t predict the future, but we’re trying to say, ‘Here is a range of possibilities.’ [The goal] is to be less wrong than our adversary.”
To accomplish this goal, the MadSci team compiles information from a wide range of sources, in support of Army senior leaders’ priorities, Santaspirt said.
These sources include traditional mediums: academia, industry, think tanks, labs, reports, and white papers; to the more nontraditional platforms: crowdsourcing, social media, science fiction, and cinema, to name a few.
Beyond the collection of materials, the MadSci team often organizes themed conferences, bringing communities together to address key Army topics. For example, the team recently conducted the Mad Scientist Disruption and the Future Operational Environment Conference in Austin, Texas.
During the conference, presenters addressed robotics, artificial intelligence and autonomy, the future of space, planetary habitability, and the legal and ethical dilemmas surrounding how these disruptive technologies will impact the future of warfare, specifically in the land and space domains, according to MadSci officials.
“We had somebody come in and talk about robotics and how we can use them in an austere environment,” Santaspirt said, adding there were specific examples of robotics used in Fukushima, Japan.
“The approach is to bring together experts … so we can refine those key ideas, and disrupt [the Army’s] assumptions,” he said.

A week after the event, the team posted some key takeaways from the conference on the Mad Scientist Blog. The MadSci blog and other social media platforms are often used as a crowdsourcing tool to help poll an audience or generate conversation about key Army topics, Winer said.
Some of the conference findings included: a need to set left and right boundaries for artificial intelligence and autonomy, increased crowding of assets in space will cause operational challenges, and fake news coupled with hyper-connectivity is changing the nature of information warfare.
Additionally, the MadSci team organizes science fiction writing competitions to help determine possible futures for crucial Army programs, Winer said. For years, science fiction has depicted worlds that are both logically possible, but functionally different than current society.
“Science fiction is used as a kind of forecasting to see what possible futures might look like,” she said. “Aside from being just plain-on cool, it gives the Army a way to use storytelling, historical analysis, and outsourcing to write about the realm of the possible. And it is an effective tool for a lot of businesses and other leaders in industry to try.”
Through their research and continual online engagements, the MadSci team creates a range of possibilities, then later presents their findings to Army senior leaders and key decision makers, Santaspirt said.
“It is a different way of thinking,” Santaspirt said. “If [the Army] can get that out there and start meeting the right people, make certain decisions or investments, or get people thinking in a different way … you might see what we’ve discovered — as it comes to light down the road.”
The Germans in WWII were at the forefront of industrialized warfare. They produced the first jet-powered bomber, developed the first tilt-rotor plane, and discovered fission. In most cases, Allied scientists and planners struggled to, through long hours of research and experimentation, close the technological gaps exposed by German advances. When possible though, they just stole everything they could find and called it a day.
1. Airborne Operations
The first airborne operations in combat were all executed by Germans during invasions of European countries. Normandy, Denmark, France, and the Netherlands all fell quickly while small units of German paratroopers seized key infrastructure or destroyed enemy defenses ahead of the main army. In the Battle of Crete, British intelligence operatives were able to determine the exact locations that German paratroopers would land and inflicted heavy losses. Adolf Hitler banned future large-scale airborne operations, but Britain and America were impressed by the ability of the airborne to complete their mission despite the losses. The Allies drastically stepped up their training and organizing of airborne units. The paratroopers they trained contributed decisively to the successful invasions of Sicily and Normandy.
Synchropter is a specific class of helicopter, one that uses intermeshing blades that turn in opposite directions. An unmanned version is being evaluated for medical evacuation missions by the Marine Corps. The HH-43 was a Navy, Marine Corps, and Air Force synchropter used from the 1950s-1970s as a rescue and firefighting helicopter. Designs for both helicopters borrow heavily from a Fleittner Fl 282 recovered during Operation Lusty. Allied aviators didn’t just benefit from recovering the helicopter though. They also got the designer, Anton Flettner through Operation Paperclip.
3. Jet-powered aircraft
The Messerschmitt Me 262 was the first jet airplane used in combat and it was very effective against Allied bomber formations. Both the U.S. and the Soviet Union seized Me 262s as they captured German territory and reverse engineered the German planes. While neither country would finish building jet aircraft during the war, when American F-86 Sabres later faced off against Soviet MiG-15s in MiG Alley over Korea, it was a fight between Me 262 descendants. Similarly, the U.S. captured the Arado Ar 234 jet-powered bomber. Technology from the Arado would go on to be found in the U.S. Army Air Force’s B-45s and B-47s.
4. Cruise missiles
In June 1944, V-1 flying bombs started raining down on London. The V-1, “the buzz bomb”, was inaccurate but took a psychological toll on the British. The U.S. wanted its own version in preparation for the invasion of mainland Japan, and so recovered pieces of crashed and detonated V-1s. By September, it had successfully tested the JB-2 Loon, a virtual copy of the V-1. The JB-2 was never fired in combat since nuclear weapons were dropped first and Japan surrendered. Technology from the V-1 would later appear in the MGM-1 Matador, though the Matador would use a turbojet instead of the pulse jet that gave the V-1 its signature buzzing sound.
Rocket science was one of the key areas of interest during Operation Paperclip. Famously, the scientists who pioneered the U.S. and Soviet space programs were taken from Germany in the final months and years immediately after the war. At first, both the U.S. and Soviets constructed their own V-2 bombs before kicking off the space race in earnest. The stolen V-2s and their creators paved the way for U.S. rocket programs from the Redstone rockets to the Saturn and Apollo missions. The Saturn rocket, used in the Apollo program, is the only rocket that has carried a man outside of low earth orbit.
A missile malfunction aboard German navy frigate FGS Sachsen on June 21, 2018 scorched the ship’s deck and injured two sailors.
The Sachsen, an air-defense frigate, was sailing with sub-hunting frigate Lubeck in a test and practice area near the Arctic Circle in Norwegian waters, according to the German navy.
The Sachsen attempted to fire a Standard Missile 2, or SM-2, from the vertical launch system located in front of the ship’s bridge. The missile did not make it out of the launcher, however, and its rocket burned down while still on board the ship, damaging the deck and injuring two crew members.
“We were standing in front of a glistening and glowing hot wall of fire,” the ship’s captain, Thomas Hacken, said in a German navy release.
Sachsen class frigates are outfitted with 32 Mark 41 vertical launch tubes built into the forward section of the ship. Each SM-2 is about 15 feet long and weighs over 1,500 pounds.
It was not immediately clear why the missile malfunctioned; it had been checked and appeared in “perfect condition,” the German navy said. Another of the same type of missile had been successfully launched beforehand.
While the ship’s deck and bridge were damaged, the effects were likely limited by the design of the Mark 41 launcher, which is armored, according to Popular Mechanics.
The two ships sailed into the Norwegian port of Harstad on June 22, 2018, before returning to their homeport in the German city of Wilhelmshaven on the North Sea.

“We have to practice realistically, so that we are ready for action in case of emergency, also for the national and alliance defense,” Vice Adm. Andreas Krause, navy inspector, said in the release. Despite the risks, Krause said, “our crews are highly motivated and ready to do their best.”
Germany’s military has hit a number of setbacks in recent years, like equipment shortages and failures. Dwindling military expertise and a lack of strategic direction for the armed forces have contributed to these problems.
The navy has been no exception. The first Baden-Württemberg frigate, a program thought up in 2005, was delivered in 2016, but the navy has refused to commission it, largely because the centerpiece computer system didn’t pass necessary tests.
At the end of 2017, it was reported that all six of the German navy’s submarines were out of action— four because they were being serviced in shipyards with the other two waiting for berths.

On Wednesday, the US for the first time sanctioned North Korean leader Kim Jong Un for “notorious abuses of human rights,” a decision that prompted the hermit kingdom to call the sanctions a “declaration of war.”
The sanctions affect 10 other individuals besides the North Korean leader, five government ministries and departments, and property within US jurisdiction, according to the US Treasury Department statement.
“Under Kim Jong Un, North Korea continues to inflict intolerable cruelty and hardship on millions of its own people, including extrajudicial killings, forced labor, and torture,” Adam J. Szubin, Acting Under Secretary for Terrorism and Financial Intelligence said in a statement.
“Considering the sanctions name Kim Jong Un, the reaction from Pyongyang will be epic,” Michael Madden an expert on North Korean leadership told Reuters. “There will be numerous official and state media denunciations, which will target the U.S. and Seoul, and the wording will be vituperative and blistering.”
Here are some of the offenses outlined in the US Treasury Department statement:
The Ministry of State Security engages in torture and inhumane treatment of detainees during interrogation and in detention centers. This inhumane treatment includes beatings, forced starvation, sexual assault, forced abortions, and infanticide.
According to the State Department report, the ministry is the lead agency investigating political crimes and administering the country’s network of political prison camps, which hold an estimated 80,000 to 120,000 people, including children and other family members of the accused. In addition, the Ministry of State Security’s Prisons Bureau is responsible for the management and control of political prisoners and their confinement facilities throughout North Korea.
The Ministry of People’s Security operates a network of police stations and interrogation detention centers, including labor camps, throughout North Korea. During interrogations, suspects are systematically degraded, intimidated, and tortured.
The Ministry of People’s Security’s Correctional Bureau supervises labor camps (kyohwaso) and other detention facilities, where human rights abuses occur such as those involving torture, execution, rape, starvation, forced labor, and lack of medical care. The State Department report cites defectors who have regularly reported that the ministry uses torture and other forms of abuse to extract confessions, including techniques involving sexual violence, hanging individuals from the ceiling for extended periods of time, prolonged periods of exposure, and severe beatings.
UN Secretary-General Ban Ki-moon and US Secretary of State John Kerry called on China to urge North Korea to cooperate on human rights standards.
“China’s engagement is critical,” Kerry said during a news conference while visiting Kiev. Kerry also added that the US is “ready and prepared” to return to discussions of North Korea abandoning its nuclear weapons program.
Earlier this summer, Chinese and Indian border forces fought a shootout in Ladakh, in the Galwan River Valley, along India’s disputed border with China. On Jun. 15, 2020, India’s armed forces managed to push Chinese advances back across the disputed border, but not before both sides took heavy losses for such a skirmish.
The Indian military says it lost 20 soldiers in the fighting, while China won’t admit how many it lost (U.S. intelligence estimates as many as 34). Among those was 23-year-old Gurtej Singh from Punjab.
He had only been in the military for less than two years, according to India’s Femina Magazine – but joining was his lifelong goal. In December 2018, he was able to join the 3 Punjab Ghatak Platoon, Sikh Regiment. And it was 3 Punjab Ghatak Platoon that was called up to aid the Indian Bihar Regiment when it came under heavy fire from the Communist Chinese troops.
Gurtej SIngh was coming to the rescue of his fellow soldiers. And he was about to do some incredible damage.
Once on the scene, Singh was armed only with his issued kirpan knife. Four Chinese soldiers were on him almost instantly, Indian officials told Femina. Two of them tried to pin him down as he swung his knife at the other two. The scuffle soon veered toward a steep cliff face. Singh lost his balance and slipped, throwing all four enemies off the cliff – and falling himself.
He was able to stop his freefall with the help of rocks on the cliff face. Injured in the head and neck, he returned to the scene, rewrapped his turban, and started wrecking the Chinese soldiers with his knife. In a move that would make American Chosin Reservoir veterans proud, Singh stabbed seven more Chinese soldiers one-by-one.
Until he was stabbed from behind, leaving him mortally wounded. Singh would die there, but not before turning around and taking out his own killer first.

Singh’s remains were returned to his family in Punjab and he was laid to rest in the Sikh tradition with full military honors.
Xi Jinping, who was not reached for comment, probably hopes there was only one Gurtej Singh.
Russia is disturbing the peace, and NATO countries must combat its hybrid strategy, the alliance’s supreme allied commander for Europe said on Sept. 29, 2018.
Army Gen. Curtis M. Scaparrotti, who also commands U.S. European Command, spoke to reporters covering the NATO Military Committee meeting, alongside Marine Corps Gen. Joe Dunford, the chairman of the Joint Chiefs of Staff.
Scaparrotti said Russia already is a competitor that operates in domains “particularly below the level of war,” the general said, but in an aggressive way, noting that the Russians use cyber activity, social media, disinformation campaigns, and troop exercises to threaten and bully other countries. Russia’s illegal annexation of Crimea in 2014 and its actions Eastern Ukraine show their determination to continue to intimidate neighboring countries.
Undermining Western values, governments
“[They are] operating in many countries of Europe in that way, with basically the common theme of undermining Western values and the credibility of Western governments, in my view,” Scaparrotti said.
Short of conflict, Russia sends money to organizations in Europe at both ends of the ideological spectrum, the general said. “Really, their view is — I call it a destabilization campaign. That’s their strategy,” he added. “If they can destabilize these governments, if they can create enough questions, then that is to their benefit.”
The Russians’ doctrine looks to achieve their ends without conflict, Scaparrotti said. “They have the idea that ‘I don’t have to put a soldier there or fire a shot, but if I can undermine the government, then I’ve achieved my ends,'” he explained. “That is particularly true of the countries that are in the Eastern part of the alliance that are on their border.”

The Soviet Union subjugated those countries after World War II, and Russia sees those countries as areas where it should still have privileged influence, he said. “They want to keep those governments in the position that they could influence them, and this is a tactic for doing that.”
The environment surrounding it has changed, he noted. “They were ahead of us in terms of changing their posture with respect to NATO,” he said, and the Russians have maintained a purposeful military modernization program that they have maintained even as their economy strains.
“It took us some time in NATO to recognize that [Russia] is not our friend, not our partner right now, and we have to pay attention to what’s happening in our environment and how they are acting,” he said. “Of course 2014 was a real wake-up. Russia violated international law and norms, which I will tell you they continue to do in other ways.”
Scaparrotti said he has no doubt that Russia would repeat its actions in Crimea and Ukraine “if they saw the opportunity and they thought the benefits exceeded the costs.”
This strategy is called a hybrid war, he said, and NATO is coming to grips with the concept. “One of the things about hybrid war is defining it. What is it?” he added. “It’s a lot of things, and most of it is not in the military realm.”
Planners need to determine what the military can do as part of a counter-strategy and what other agencies, branches efforts can contribute, he said. “And then [you must decide] how should you work with them, because we can’t just work on this on our own,” he said. “This really does talk about the whole-of-government approach and bringing others into it and deciding what needs to be done.”
In each NATO nation that approach has got to be different, Scaparrotti said, because the nations themselves have different strengths, weaknesses, and vulnerabilities. They also must factor in what Russia’s interest or activity is.
“We are working in this realm with military capacity as well,” the general said. “We have special operations forces, and this is their business. They understand it. To the extent that they can identify hybrid activity, they can help our nations build their ability to identify and counter it.”

NATO can, for example, reinforce each nation’s capacity for understanding disinformation and how to counter it, he said, noting that these issues are among the Military Committee meeting’s topics..
The bottom line is that Russian leaders need to understand that a conflict with NATO is not what they want, Scaparrotti said. “We are 29 nations. We’re strong. I am confident of our ability to secure the sovereignty of our nations in NATO,” he said.
Readiness critical to deterrence
NATO readiness is crucial to the deterrent success of the alliance, and Scaparrotti now has the tools to work on this aspect. Readiness in NATO means the commander gets a specific capability, and that capability is available on a timeline that’s useful given the environment, he explained.
“Then, of course, [readiness] is a mindset, which is perhaps the most important thing that has changed,” he said. “It is changing now.”
The NATO summit held in Brussels in July 2018 gave Scaparrotti the authority and directive to deal with alliance readiness.
“We are back to establishing force where I, as the commander, now have the authority to require readiness of units on a specific timeline and the ability to check them to ensure they can actually do it,” he said. “This all comes together with our ability to move at speed to meet the environment to do what we need to do.”
A reserve aeromedical evacuation crew from the 433rd Aeromedical Evacuation Squadron with the 433rd Airlift Wing, Joint Base San Antonio-Lackland, Texas, was flying to support patient transport missions out of Andrews Air Force Base, Maryland when they came together to save the life of a man suspected of having a heart attack Sept. 19, 2018.
About 45 minutes into the commercial flight from Dallas to Maryland a 74-year-old man sitting next to Staff Sgt. April Hinojos, 433rd AES aeromedical evacuation technician, complained to his wife that he felt faint.
Hinojos heard this and asked the man some questions to gauge how he was feeling. She said the man’s eyelids started to flutter, and he stopped responding. Hinojos immediately got assistance moving him to the floor and evaluating his condition.
“He didn’t have a pulse, so we immediately started (chest) compressions,” said Hinojos.
The man’s wife started yelling for a doctor.
“I had just started the movie and through my headphones I hear someone screaming for help,” said Maj. Carolyn Stateczny, flight nurse.
She said she thought, “Screaming for a doctor means something is going on.”
The pilot came over the intercom, and asked if any medical personnel were on the plane.
The rest of the aeromedical evacuation crew, which was scattered throughout the plane, started working their way to Hinojos and the man.
The flight attendants assisted Stateczny by collecting the plane’s medical supplies for the medical crew. Stateczny then got the automated external defibrillator from the flight attendants and prepared it for use. Capt. Justin Stein, flight nurse, attempted to start the man on intravenous fluids, but was unable, because his blood vessels were constricted due to the suspected heart attack.
Tech. Sgts. Robert Kirk and Edgar Ramirez, both aeromedical evacuation technicians, worked on the man’s airway and provided oxygen. 1st Lt. Laura Maldonado, a flight nurse, assisted the rest of the crew by working with the flight attendants and providing supplies as needed.
At this point, the crew was unsure if the man was going to recover.
“I’ve been a nurse for sixteen years; in my expertise, I thought he was dead,” Stateczny said. “He was completely grayish, his lips were blue, and his eyes had rolled to the back of his head. He was not responding at all. He had no pulse.”
The man’s wife was very distraught throughout the ordeal, so the crew requested that she be moved to the rear of the plane, so they could gather the man’s medical information from her.
Stateczny requested that the plane land so the man could get required medical attention.
After getting the automated external defibrillator pads on the man, Stateczny said he moaned, developed a pulse and started to show signs of recovery. They continued with oxygen and kept trying to start an IV.
“He slowly started arousing,” said Statezcny. “It took some time, and he could tell us his name. He started getting some color, and then asked ‘What’s going on?'” The man thought he had just passed out.
The plane diverted to Little Rock, Arkansas, where emergency medical services were waiting to take over patient care.
The aeromedical evacuation squadron members serve in a variety of careers such as nurses, medical technicians, administrative specialists and more. The 433rd AES is ready to fill the need when events like natural disasters, war or routine medical transportation by air is required. AES crews typically consist of five people, two nurses and three medical technicians. The crew carries with them the necessary equipment to turn any cargo aircraft in the Air Force into a flying ambulance almost instantly.
With Russia’s announcement of a new permanent naval base in Tartus, Syria – long a port used by Russian (and prior to 1991, Soviet) forces, Moscow’s expansion into that war torn country continues even as the Assad regime is wracked by civil war.
But Russia has had a long history in the Med.
Tartus Naval Base has been used by the Russians since 1971. In those 45 years, it served as a forward operating location for the Fifth Eskadra (5th Operational Squadron). This unit was intended to counter the presence of the U.S. Sixth Fleet in the Med. The base had not been able to permanently support major vessels like the Kuznetov-class carrier; the Kirov-class battlecruisers; the Slava-class cruisers; or even modern destroyers and frigates in Russian service. The new construction at the base is intended to make it a permanent base for carriers and larger vessels as opposed to just a place to park.
The Fifth Eskadra was formed in 1967 after the Egypt-Israel Six Day War. The Soviets had been unable to find a way to inflict damage on the Sixth Fleet in the event of a war with the United States. This was not a solid strategic position from its perspective, and Russian naval legend Sergei Gorshkov pestered his superiors until the unit was formed.
The unit usually consisted of as many as 80 vessels, including two guided-missile cruisers and a number of smaller escorts like the Mod Kashin-class destroyer or Krivak-class frigate, ten diesel-electric submarines, and a host of auxiliary vessels. The Sixth Fleet usually had half that total, but much of its strength would be concentrated in a carrier battle group which could make life exciting (not to mention short) for the Soviet vessels.
After the collapse of the Soviet Union, the Russians disbanded the Fifth Eskadra at the end of 1992 — a little over 25 years after the squadron was formed. Two decades later, in 2013, the Russians re-formed the squadron as the Syrian civil war heated up.
Now with about 10 vessels, it is a shadow of the force that faced off with the Sixth Fleet. Still, it is a sign that Russia is reasserting itself in the region.

In honor of National Military Appreciation Month in May, I decided to re-watch William Wyler’s 1946 film The Best Years of Our Lives, which follows three WWII servicemen facing the challenges of transitioning to civilian life. The film won seven Academy Awards, including best picture, and proves that a well-told, honest and authentic story is still the most powerful way to instill empathy and provide some understanding of even the most complex emotions and human experiences.
While our military is still a quintessential part of American culture, today’s Hollywood rarely gets it right, often resorting to stereotypes and common tropes to portray veterans as either dysfunctional misfits or larger-than-life heroes. Perhaps this misconception is an expected result when less than 1 percent of our population is currently in uniform. Those who come home to work in the entertainment industry, are more likely to be offered jobs making coffee and copying scripts, than to encounter an employer who authentically appreciates and values the leadership, skills and responsibilities of military service.
While there is a handful of successful vets in this business, most notably Ron Meyer, vice chairman of NBCU, in my 30 years in entertainment, I never met an executive who served in the military and who has responsibility for making important creative decisions. This, even though we have been at war for 16 years and millions of veterans have returned home. While some studios and networks have helpful veteran hiring programs, and nonprofits such as Veterans in Film and Television are there to support veterans who work in this industry, there are few clear paths for vets to move into the creative and executive ranks of the business.
On the contrary, the cast and crew of The Best Years of Our Lives had veterans in nearly every major creative position. Wyler, the director, served in the Army National Guard; actor Fredric March served in the Army; the author of the book on which the film was based, MacKinlay Kantor, was a war correspondent who flew on bombing missions over Europe; Robert Sherwood, the screenwriter, fought with the Royal Highlanders of Canada; and Daniel Mandell, the film’s Academy Award winning editor, served in the Marines. Gregg Toland, the film’s acclaimed cinematographer, was a lieutenant in the Navy’s camera department; he also co-directed with John Ford a documentary about the attack on Pearl Harbor. And, of course, Harold Russell, who won the best supporting actor Oscar, was a WWII veteran and double hand amputee.
War and homecoming are undoubtedly part of the American experience, yet according to a study conducted by the Institute for Veterans and Military Families at Syracuse University, 84 percent of post-9/11 veterans believe that the American public has no understanding of the difficulties facing this current generation of veterans and military families. While we cannot expect the average person to comprehend what it is like to serve in the military, we can expect the media to do more to find and empower the storytellers who have served. Making sure veterans have more opportunities to play meaningful roles in entertainment and media is the best way for us all to begin to have some understanding of our military community and the challenges they face. This will allow us to discover the kind of extraordinary talent this next great generation has to offer. Not only is this good for our veterans, it is good for business; The Best Years of Our Lives was a huge financial success. In a time of perpetual conflict, in which so few are asked to do so much for so many, getting veterans right is also good for our country.
