Home Bru is a North Carolina based band comprised of husband-and-wife Matt Brunoehler (guitar/banjo/vocals) and Chelsea Brunoehler (bass/vocalist), and whenever possible, drummer/vocalist Zac Bowers and pianist Wryan Webb.
Matt and Chelsea started singing together in the U.S. Naval Academy Glee Club in 2003, and they have started bands everywhere they’ve been stationed ever since (even when they were separated!). In February 2016, they started Home Bru in North Carolina, and the band has been featured at various local events since. They primarily concentrate on covers of favorite Rock, Country, Pop, and Blues tunes, but they’ve recently been adding originals to their repertoire.
“Music tells our story,” says Chelsea. “Forming a band in each city we’ve lived has introduced us to our closest friends—our military family. We are fortunate to share music as a couple. It keeps us connected, even when separated by military obligations.”

The transferability option under the Post-9/11 GI Bill allows service members to transfer all or some unused benefits to their spouse or dependent children. The request to transfer unused GI Bill benefits to eligible dependents must be completed while serving as an active member of the Armed Forces. The Department of Defense determines whether or not you can transfer benefits to your family. Once the DoD approves benefits for transfer, the new beneficiaries apply for them at Veterans Affairs.
The option to transfer is open to any member of the armed forces active duty or Selected Reserve, officer or enlisted who is eligible for the Post-9/11 GI Bill and meets the following criteria:
Has at least six years of service in the armed forces (active duty and/or Selected Reserve) on the date of approval and agrees to serve four additional years in the armed forces from the date of election.

Has at least 10 years of service in the armed forces (active duty and/or Selected Reserve) on the date of approval, is precluded by either standard policy (by service branch or DoD) or statute from committing to four additional years and agrees to serve for the maximum amount of time allowed by such policy or statute.
Transfer requests are submitted and approved while the member is in the armed forces.
Effective July 12, 2019, eligibility to transfer benefits will be limited to service members with at least 6 years but not more than 16 years of active duty or selected reserve service. So service members with more than 16 years of service should transfer benefits before July 12, 2019.
Last year the news was full of headlines about veterans and their service dogs being turned away from public places such as restaurants, airports, and, in the case of an Ohio substitute teacher, work. It’s a complicated problem; businesses don’t want to turn people away, but without knowing the difference between a service dog and a pet, their hands are tied when other customers complain.
Why would someone complain about a service dog? Unfortunately, there’s been a good deal of abuse of national service dog laws lately. Anyone can buy a red or yellow vest online, claim their pet is a support animal, and take it places pets aren’t typically allowed. If the animal isn’t well behaved, it gives actual service dogs a bad rep. Also, keep in mind some people are allergic to dogs or afraid of them, and some people just don’t like dogs.
For these folks, seeing a dog in a restaurant or sitting next to them (or their children) in an airport can provoke a strong reaction that leads to confrontation. It’s frustrating and embarrassing for the veteran, confusing for business owners, and upsetting for the community.
Veterans who have a service dog say their companion has allowed them to return to “normal” life. Service dogs can help veterans cope with depression, anxiety, and PTSD by recognizing signs of panic attacks, awakening handlers from nightmares, and signaling them to engage in coping mechanisms that break cycles of anger and paranoia. Service dogs can even be taught to block strangers from approaching their handlers with a passive maneuver. Of course, service dogs can also help disabled veterans who have mobility issues.
This is one problem that is potentially easy to solve. Veterans need their service dogs, and businesses and the community at large want to support veterans in whatever way they can. Service dogs are unobtrusive in public; they do not approach people who aren’t their handlers and, trained correctly, they will quietly do their jobs without causing any disruption in public settings.
Most people are surprised to learn there are national laws regarding where service dogs can and can’t go, but no national standard for what qualifies as a service dog. Ending the confusion about what is a service dog and what is a pet is as simple as creating one national standard.
A variety of “service dog” bills have been presented in the House and Senate, but The American Humane and the National Association of Veteran-Serving Organizations (NAVSO) are the first to create a national credentialing standard for service dogs. This measure would allow veterans to keep their service dogs with them in public places without fear of confrontation. This week they are asking everyone to support this standard by signing a Change.org petition that will go to the House and Senate Committees for Veterans’ Affairs.

Just five months ago, about half of the Soldiers participating in organized physical fitness training here were seen wearing the grey Improved Physical Fitness Uniform.
On the morning of Sept. 14, inside the Gaffney Field House and outside track, there were only a couple of Soldiers still in the IPFU. Dozens of others were seen sporting the new, black Army Physical Fitness Uniform.
By Oct. 1, that number wearing the IPFU will reach zero Army-wide, as the wear-out date expires with “mandatory possession” kicking in for the APFU, per All Army Activities message 209/2014, which was released Sept. 3, 2014.
Soldiers seem happy with their new APFUs, according to a small opinion sampling conducted here.
That doesn’t mean there aren’t some sentimental feelings about the IPFU, however.
Spc. Lafavien Dixon, from Company C, 742nd Military Intelligence Battalion here, said he plans to wear the IPFU for organized PT right up to the wear-out date, out of a “sense of nostalgia.”
Any time a uniform changes, Soldiers will look back with a sense of fondness and happy memories, but not necessarily regret, he said.
The black with gold lettering design in particular, is something Dixon said he likes on the new uniform, as well as the two small ID card or key pockets in the shorts. The built-in spandex in the shorts is another improvement, he added.
Sgt. Christopher Davis Garland, from Co. C., 742nd MI Bn., said he likes the overall look and feel of the new uniform and is supportive of the switch, but will miss the “cottony feel” of the grey reflective shirt.
Rather than discard the IPFU, he said he plans to wear parts of it when doing yard work.
Garland, a self-described “PT freak,” said he will also wear parts of the IPFU when participating in off-duty Spartan races, which include a number of obstacles that must be negotiated. He said he didn’t want to tear up his APFU doing that.
Specialist Douglas Banbury, from Co. C., 742nd MI Bn., said he purchased his APFU a year ago “to weigh the differences between them.”
Like other Soldiers, he said he’s pleased with the look and feel of the APFU, particularly the material, which he said enables the uniform to dry out faster when wet.
The other difference, he said, is that in his personal view the APFU feels a bit less comfortable in cold weather than the IPFU, but more comfortable in hot and humid conditions.
The only malfunction with his own APFU thus far, he said, is one of the key/card pockets detached. He reasoned that since he got the uniform early on when they first became available, he thinks it was a problem in the initial assembly production run. But the other pocket is OK, he added, so he can still carry his key/ID card.
Spc. Jarvis Smith, who was PTing after-hours with the other three co-workers from 742nd MI Bn., said the APFU shorts are longer than the IPFU, and this is a positive when it comes to modesty.
Like the others, he said he approves of the switch and plans to continue to wear parts of the IPFU around the house and yard to get as much mileage out of them as he can before they eventually fall apart.
Another Soldier interviewed said she plans to give her old IPFU to her wife — who is not a Soldier — to wear.
A main goal of the PT uniform switch “was to use high-performance fabrics in the APFU without increasing the cost from the IPFU,” according to the ALARACT, which noted 32 improvements, including the “identification/key pockets, a redesigned stretchable lining in the trunks and heat mitigation and female sizing.”
All of the changes were incorporated based on Soldier input and extensive technical and user testing in various climates, the ALARACT added.
Eugene Bullard was born in Georgia in 1895. He emigrated to France, became both an infantry hero and the first black fighter pilot in World War I, and a spy in World War II.
Growing up in Georgia, Bullard saw his father nearly killed by a lynch mob and decided at the age of 8 to move to France. It took him nearly ten years of working through Georgia, England, and Western Europe as a horse jockey, prize fighter, and criminal before he finally moved to Paris.
Less than a year later, Germany declared war on France, dragging it into what would quickly become World War I. At the time only men over the age of 19 could enlist in France, so Bullard waited until his birthday on Oct. 9, 1914 to join the French Foreign Legion.
As a soldier, Bullard was exposed to some of the fiercest fighting the war had to offer from Nov. 1914 to Feb. 1916. He was twice part of units that had taken so many casualties that they had to be reorganized and combined with others.
In Feb. 1916, Bullard was with France’s 170th Infantry at the Battle of Verdun where over 300,000 men were killed with another 400,000 missing, captured, or wounded in 10 months of fighting. Bullard would see only the beginning of the battle. From Feb. 21 to Mar. 5, 1916, he fought on the front where he later said, “the whole front seemed to be moving like a saw backwards and forwards,” and “men and beasts hung from the branches of trees where they had been blown to pieces.”
On Mar. 2, an artillery shell killed four of Bullard’s comrades and knocked out all but four of his teeth. Bullard remained in the fight, but was wounded again on Mar. 5 while acting as a volunteer courier between French officers. Another shell caught him, cutting open his thigh and throwing him across the ground. The next day, he was carried off the battlefield by an ambulance.
For his heroism at Verdun, Bullard was awarded the French Croix de Guerre and Médaille Militaire. Because of his wounds, he was declared unfit for service in the infantry.
While most men would have stopped there to accept the adulation of France, Bullard volunteered for the French Air Force and began training Oct. 5, 1916 as an aerial gunner. After he learned about the Lafayette Escadrille, a French Air Force unit mostly filled with American pilots, he switched to pilot training.
Between World War I and II, Bullard married and divorced a French woman and started both a successful night club and a successful athletic club.
In the late 1930s, the French government asked Bullard to assist in counterintelligence work to catch German spies in Paris. Using his social position, his clubs and his language skills, Bullard was able to collect information to resist German efforts. When the city fell in 1940, he initially fell back to Orleans but was badly wounded there while resisting the German advance.
Over the last several years, a spotlight has been placed on employment challenges for transitioning service members, veterans, and Guard/Reserve members. Arizona is taking strides to combat these challenges for the 600,000-plus veterans in the state. In fact, Gov. Doug Ducey proclaimed 2018 as the “Arizona Veteran Career Year.” Much of the state’s effort can be attributed to groundwork laid by the collaborative team efforts of the Arizona Corporate Council on Veteran Careers (ACCVC), the Arizona Coalition for Military Families, and the Arizona Department of Veterans’ Services.
Hal Pittman, director of external communications for Arizona Public Service (APS) and the co-founder of the ACCVC, said the efforts have focused on developing a road map for reducing underemployment, career development and corporate investment in military service members. In 2016, the ACCVC collaborated with Arizona Public Service (APS) and USAA to develop a baseline for addressing these issues, along with providing a pipeline between the community, government agencies and corporations.
Nick Caporrimo, an Army National Guardsman involved with the ACCVC, says these programs and services are imperative for service members and veterans. Caporrimo began his military career in 2010 while he was searching for employment with companies that understand the needs of service members and their families. In 2011, he accepted an internship with APS, which led to a full-time career. Caporrimo got involved in the VETRN program at APS, an employee program geared toward supporting veteran needs within the company. He said APS supports military and veteran employees and understands specific needs. The company provides differential pay to reservists, job security while away at required training and military-related duties, and recognizes the value of hard and soft skills that service members and veterans offer.
Caporrimo said the ACCVC encourages employers to establish a company culture that values military experience and skills such as leadership, teamwork, loyalty, discipline, professionalism and determination. The council is taking this message to human resources professionals at major companies in Arizona through symposiums and trainings geared toward coordinating communication between the companies and the military. The council encourages employers to establish internships and apprenticeships for active duty military personnel prior to discharge. The council has relationships with more than 20 companies.
In 2017 the ACCVC, APS and the Department of Veterans’ Services hired an epidemiologist to develop and conduct a survey that was distributed state-wide to 5,000 participants to further investigate barriers to employment, as well as underemployment, retention and career advancement for service members and veterans. The ACCVC is analyzing this data to develop a statistically supported baseline to further their efforts to combat and reduce employment challenges.
One of the programs Caporrimo is excited about is the SkillBridge Program, which was piloted at Luke Air Force Base with more than 400 transitioning military service members each year. Companies involved in this program coordinate with transitioning military service members and their commanders to provide an internship or apprenticeship for the last 180 days of their service to allow the service member to gain access to skills related to the corporate career. Those in the program continue to receive their military pay, which provides stability during the transition as they learn new skills related to their civilian career.
Caporrimo described the critical role the ACCVC and collaborators continue to play in examining private sector employment challenges faced by service members, developing a road map and baseline for best practices to combat these issues, building programs to bridge the gap between the military and private sector, establishing corporate investment in service members, and increasing the availability of careers rather than jobs for service members and veterans.
“The active efforts of the ACCVC has led to vast improvements in many areas related to career retainment and hiring for veterans and service-members in the state of Arizona,” Caporrimo said.

A man said to be a military veteran seeking mental health care was shot by a security officer at a Veterans Affairs clinic in southern Oregon on Jan. 25 after an admissions area altercation in which authorities said the man became combative.
The man was flown to a hospital after the shooting in the southwestern community of White City with injuries that did not appear to be life-threatening, the Jackson County sheriff’s office said in a statement.
Shawn Quall, an Army veteran of the first Gulf War who is from Bend, Oregon, said he heard the man shouting before the situation escalated.
“I was walking down the main hallway when I overheard a veteran yelling at intake people that he was here for the fifth time trying to get healthcare, and was upset at what he thought was a runaround,” Quall told The Associated Press in a telephone interview.
Quall kept walking down the hall, but when the yelling got louder, he started running back and heard someone yell, “He’s got a knife!”
“Then boom, a loud shot. I saw the guy holding his stomach and then fall to the ground,” Quall said. An officer told onlookers to leave, saying there was nothing to see.
Sgt. Julie Denney of the sheriff’s office said she could not confirm that a knife was involved.
“The details of the events leading to the shooting are still under investigation,” she said in a text message.
VA police responded “after reports of a combative patient in the admissions area. An altercation ensued between the man and VA Police officers, resulting in the discharge of a firearm,” the sheriff’s office statement said. The man and the officers involved were not identified.
Veterans at the clinic receiving treatment for post-traumatic stress disorder and other issues expressed shock about the shooting.
Outpatient Joel Setzer, a U.S. Army veteran who also served in Operation Desert Storm in the Gulf, said, “this is the type of incident that should have never happened out there.”
The VA Southern Oregon Rehabilitation Center Clinics says on its website that it “offers a variety of health services to meet the needs of our nation’s Veterans.”
Quall said it’s not unusual to hear veterans arguing with the center’s staff.
“Often you hear guys yelling,” he said. “It’s dealing with the federal government, and it is frustrating at times.”
A spokeswoman for the clinic did not return telephone messages seeking comment.
An Iranian drone has flown close enough to a US aircraft carrier to put the lives of American pilots of F-18 fighter jets at risk, the US Navy said on August 14.
In the second such close encounter in a week, an Iranian QOM-1 drone late on August 13 flew within 300 meters of the USS Nimitz in an “unsafe and unprofessional” manner without its lights on, said US Naval Forces Central Command spokesman Lieutenant Ian McConnaughey.
Controllers for the drone did not respond to radio requests for communications, he said, adding that the drone was unarmed but that it was a model that can carry missiles.
McConnaughey said flying the drone without lights “created a dangerous situation with the potential for collision” and was not in keeping with international maritime customs and laws.
US officials have complained of 14 such unsafe close encounters this year, almost always involving Iran’s Islamic Revolutionary Guards Corps, which Washington recently targeted with sanctions.
Last week, officials said an Iranian drone nearly collided with a US fighter jet that was landing on the aircraft carrier.
Iran’s Islamic Revolutionary Guards Corps issued a statement on August 15 saying their drones are guided “accurately and professionally,” dismissing the US Navy’s concerns as “unfounded.”
In 2009, the Department of Defense acquisition chief John J. Young, Jr. issued a mandate requiring the military departments to find new ways to reduce their use of hexavalent chromium (also known as hex-chrome or Cr6+). Hex chrome, which became infamous in the eyes of the public after the release of the film, Erin Brockovich, is a carcinogen that is harmful to humans and the environment. DoD maintenance facilities go to painstaking lengths to reduce the level of exposure sustained by their maintenance technicians due to hex chrome.
Hex chrome offers important corrosion prevention and control qualities in organic pre-treatments and primers used to coat a variety of military aircraft. For example, most coatings and primers used on legacy fighter and cargo aircraft such as the Navy’s F/A-18 and F-14, the Air Force’s C-130, C-5, and F-16 contain hex chrome, and the Army’s H-60 Black Hawk helicopter.
Chromate-based corrosion inhibitors are widely recognized as the best inhibitors available to the DoD. Their high level of performance means that they are still used prolifically as a coating for all types of military aircraft.

The Delicate Balance of Finding Alternatives to Hex Chrome
Complicating the issue of finding alternatives to hex chrome is the drastic cost of corrosion faced by the U.S. military. According to a study released by the DoD Corrosion Policy and Oversight Office, the DoD spent nearly $20 billion on corrective corrosion actions in fiscal year 2016. That expenditure amounts to nearly 20 percent of the entire DoD maintenance budget.
Moreover, corrosion experienced by Navy and Marine Corps aircraft costs approximately $3.43 billion annually and accounts for almost 28 percent of all maintenance costs. Corrosion-related maintenance prevents active aircraft from being ready for mission tasking for approximately 57 days each year.
The high cost of corrosion within the DoD persists despite its prolific use of carcinogenic, but best-in-class, chromate primers.
Navy experts who attack the problem of chromates walk a delicate line between finding an environmentally benign inhibitor and refusing to sacrifice so much performance that the DoD maintenance budget swells even further. Since 2009, the search by DoD and industry for a non-chromate primer has persisted alongside the expectation of finding an alternative that performs just as well as current chromate-based primers. Among DoD officials and engineers, this expectation has become known as the “as good as” requirement.
In response to Young’s 2009 mandate, experts at the Materials Engineering Division of the Naval Air Warfare Command – Aircraft Division (NAWCAD) in Patuxent River, MD, re-energized their internal primer research and development efforts in an effort to push the performance of non-chromated primers closer to that of chromated primers, since the products qualified at the time were the best available, but still not good enough for many naval aviation applications

To address this shortcoming, NAWCAD materials engineer Craig Matzdorf and chemical engineer William Nickerson, now with the Office of Naval Research, have invented their own solution to the problem. Their patented Active Aluminum-Rich (“Al-Rich”) technology is a powerful anti-corrosion chemical composition created for use in coating systems. The Al-Rich primer is a metalized, sacrificial, chromate-free, high-performance, anti-corrosion primer for use in all situations where a chromated primer is currently used.
“Al-Rich is superior to existing coatings based on the novel aluminum pigment that actively overcomes corrosion by electrochemical means,” said Matzdorf. “Current coatings rely on chemical inhibitors like chromate, which are less effective at fighting galvanic corrosion. We anticipate that the Al-Rich primer will reduce galvanic and other types of corrosion and its effect on the Navy’s cost and availability.”
Key Technology Components in Al-Rich Primer
Although metal-rich primers have existed for quite some time, there were some underlying problems. First, the most traditional metal-rich coatings, such as zinc-rich coatings, are far too heavy for aviation applications and are not effective on aluminum. Second, other metal-rich coatings did not have the longevity of performance in harsh operating environments. “The Al-Rich primer employs two unique approaches to alleviate these key issues and to provide corrosion protection at the level of chromate primers,” according to Matzdorf.
The first key component of the technology is the use of a specialty aluminum alloy as the pigment inside the primer. The alloy composition of this pigment is specifically chosen for its high efficiency. In turn, this high efficiency, in combination with the low density of aluminum, allows the coating to be applied at normal aviation thicknesses, thus eliminating weight concerns.
The technology’s second key component is a proprietary surface treatment applied to the pigment. By subjecting the primer’s pigment to a surface treatment, both the pigment’s overall level of performance and the primer’s overall length of performance are increased. A surface-treated particle boosts the performance of this metal-rich primer to meet the “as good as” requirement.
According to Matzdorf, these two key technology components combine to create a truly novel approach to non-chromated and high-performance primers. One area of Al-Rich primer’s performance excellence is its ability to reduce fastener-induced corrosion. Each time a titanium or stainless steel fastener is punched into the aluminum body of an aircraft, a potent corrosion cell is created. These corrosion cells cause prolific and expensive corrosion damage. For reasons that are likely to stem from its ability to protect aluminum electrochemically, the Al-Rich primer excels at preventing fastener-induced corrosion as well as filiform corrosion. In many scenarios, the Al-Rich primer outperforms its chromated counterparts at preventing these rampant corrosion problems.
Applications and Future Testing
Thus far, the Al-Rich primer has been applied to an Army H-60 helicopter, a NASA C-130 cargo plane, two Coast Guard H-60 tail sections, and various pieces of Navy support equipment. Engineers at NAWCAD have extensive lab data on this product and are now looking to test it extensively on a variety of DoD applications. However, to do so, the Navy needs to procure large batch sizes of the new primer. Because the Navy is not in the business of manufacturing commercial quantities of chemicals, it has begun licensing this Al-Rich primer technology to equipped and capable businesses.
Through funding sponsored by the Office of Naval Research over the next few years, the Navy plans to apply the new Al-Rich primer to larger and larger portions of its assets. Successful field demonstrations will allow the Navy to comply with the DoD mandate regarding hex chrome. According to officials at NAWCAD and the DoD Corrosion Policy and Oversight Office, Al-Rich primers represent an exciting new entry into the non-chromated anti-corrosion primer market.
While scouring the waters of the eastern Pacific Ocean over the past several months, the crew of the US Coast Guard cutter James seized 19,000 pounds of cocaine.
The James’s haul was about half of the 38,00o pounds of cocaine its crew offloaded on Nov. 15, 2018, in Ft. Lauderdale, Florida. Those drugs were seized in 19 interdictions at sea carried about by six US Coast Guard ships — nine of which were conducted by the James.
The total haul had an estimated wholesale value of about $500 million.
“Operating in the dark of night, often under challenging conditions, these outstanding Coast Guard men and women … driving our boats, flying our armed helicopter swiftly interdicted drug smugglers operating in a variety of vessels used to move these tons of narcotics, from the simple outboard panga to commercial fishing vessels to low-profile high-speed vessels and even semi-submersibles designed to evade detection,” Capt. Jeffrey Randall, the commander of the James, said Nov. 15, 2018.

The drugs were unloaded just a few weeks after the end of fiscal year 2018 on Sept. 30, 2018. During that fiscal year, the Coast Guard intercepted just over 458,000 pounds of cocaine — the second highest total ever. Fiscal year 2017 set the record with 493,000 pounds seized, topping the previous record of 443,000 pounds set in fiscal year 2016.
The increase in seizures comes amid growing cocaine production in Colombia, the world’s largest producer of the drug and the main supplier to the US market. Production of coca, the base ingredient in cocaine, has steadily risen since hitting a low in 2012.
Colombia is the only South American country that borders both the Pacific and Atlantic oceans, but most of the cocaine it sends to the US takes a westerly route.
“In 2017, at least 84 percent of the documented cocaine departing South America transited the Eastern Pacific,” the US Drug Enforcement Administration said in its most recent National Drug Threat Assessment.
“Shipments around the Galapagos Islands increased to 17 percent of overall flow in 2017, up from four percent in 2016 and one percent in 2015,” the DEA report found. “In 2017, 16 percent of cocaine moved through the Caribbean, nine percent traveling through the Western Caribbean and seven percent through the Eastern Caribbean.”
The Coast Guard’s activity in the eastern Pacific, where it works with other US agencies and international partners, is meant to stanch the drug flow at its largest and most vulnerable point: at sea.
“The Coast Guard’s interdiction efforts really employ what I call a push-out-the-border strategy. We’re pushing our land border 1,500 miles deep into the ocean here a little bit, and that’s where we find the success taking large loads of cocaine down at sea,” Adm. “When we take down drugs at sea it reduces the violence. It maximizes the impact. When these loads land in Mexico, in Guatemala, Honduras, Panama, they get distributed into very small loads, very hard to detect, and there’s associated violence, corruption, instability,” Shultz added. “It’s just very hard to govern in that space when there’s that much associated disarray here that surrounds these drugs, so we’re really proud of the ability to push that border out.”

Coast Guard officials have said after having success against self-propelled semi-submersibles, which are like subs but typically can’t fully submerge, the service has seen an uptick in the use of low-profile vessels, which look similar to speedboats but sit lower in the water, often with their decks right at water level.
“The low-profile vessel, it’s evolutionary,” Schultz told Business Insider in a 2018 interview. “The adversary will constantly adapt their tactics to try to thwart our successes,” he said, adding that the increase “reflects the adaptability” of traffickers.
Asked on Nov. 15, 2018, about smuggling trends the Coast Guard has observed above and below the water, Schultz said again pointed to increased use of low-profile vessels.
“We’re seeing these low-profile vessels now, which is a similar construct [to semi-submersibles] but with outboard engines,” Schultz told reporters. “They paint them seafoam green, blue. They’re hard to detect … from the air.”
Schultz and Randall both touted the Coast Guard’s work with its US and foreign partners.
Claire Grady, third in command at the Homeland Security Department, put the service’s high-seas interdictions squarely within the government’s broader efforts to go after drugs and the smugglers bringing them north.
“We must take actions abroad in addition to our actions at home. This merging of the home game and the away game represents the layered defense that we employ to keep the drugs off our streets and dismantle the criminal organizations that wreak violence and instability,” Grady said aboard the James on Nov. 15, 2018.
“The Coast Guard is critical to this effort, and the seized narcotics that you see behind me represents a major victory.”

The United States has joined the European Union in condemning plans by Russia-backed separatists in eastern Ukraine to hold “elections,” calling them “phony procedures” that undermine peace efforts in the region.
“Given the continued control of these territories by the Russian Federation, genuine elections are inconceivable, and grossly contravene Russia’s commitments under the Minsk agreements,” she added, referring to September 2014 and February 2015 pacts aimed at resolving the conflict.
She said that by “engineering phony procedures,” Moscow was exhibiting “its disregard for international norms and is undermining efforts to achieve peace in eastern Ukraine.”
On Sept. 8, 2018, EU foreign-policy chief Federica Mogherini also criticized the plan and called on Moscow to use its influence to stop the planned Nov. 11, 2018 vote from taking place.
Ukraine’s Foreign Ministry also decried the announcement by the separatist officials in the Donbas region.

“If fake ‘early elections’ are conducted, their outcome will be legally void, they will not create any legal consequences, and will not be recognized by Ukraine or the global community,” the ministry said in a statement on Sept. 7, 2018.
The separatists have vowed to hold elections to choose the region’s parliament and a new leader.
Donetsk separatist leader Aleksandr Zakharchenko was assassinated by a bomb blast in a city cafe on Aug. 31, 2018. Denis Pushilin, the chairman of the “people’s council” was selected as the acting head until the Nov. 11, 2018 vote to select a new leader.
More than 10,300 people have been killed in fighting in eastern Ukraine since April 2014 in the conflict, which erupted as Russia fomented separatism after Moscow-friendly President Viktor Yanukovych was pushed from power by huge pro-European protests in Kyiv.
Russia’s actions in eastern Ukraine and its seizure and annexation of Ukraine’s Crimea Peninsula led the United States and EU to impose sanctions against Moscow and has heightened tensions between Russia and the West.

An effort to withdraw the 1,000 remaining US troops in northern Syria is underway, after new intelligence shows US forces in the crosshairs of a Turkish offensive against the Kurdish-backed Syrian Defense Forces (SDF) and a possible planned counter-attack.
Speaking on CBS News’ “Face the Nation” on Oct. 13, 2019, US Defense Secretary Mark Esper said President Donald Trump directed the national security team to begin a “deliberate withdrawal” of US forces from northern Syria.
“In the last 24 hours we learned that [Turkish forces] likely intend to expand their attack further south than originally planned and to the west,” Esper said.
“We also have learned in the last 24 hours […] the Kurdish forces, the SDF, are looking to cut a deal if you will with the Syrians and the Russians to counter-attack against the Turks in the north. And so we find ourselves is we have American forces likely caught between two opposing advancing armies and it’s a very untenable situation.”
Esper specified that the withdrawal, which he said will done “as safely and quickly as possible,” is of troops from northern Syria, which is where he says most of US forces in the country already are.
US forces had been repositioning in northern Syria over the course of the week prior, as Trump announced that several dozen troops would shift away from the Kurdish forces – a move criticized as opening the door for Turkey to attack the Kurds, who have been US allies in the fight againt ISIS.
Trump has denied that the US is enabling the Turkish offensive, calling it a “bad idea.” However, the move to reposition troops stemmed from a call between Trump and Turkey’s President Recep Tayyip Erdogan.
Since then, Turkish forces have entered Kurdish territory in Syria and overtaken a key border town. Artillery fire nearly hit a small group of US forces stationed in a Kurdish-controlled town on Oct. 11, 2019, too. ISIS members imprisoned in Syria have indicated a plan for jailbreaks amid the conflict, and a video emerged Oct. 19, 2019, that appears to show some ISIS members escaping in the aftermath of a Turkish attack.

US Air Force F-22s and F-35s will soon launch and control recoverable attack drones from the cockpit of the plane to expand air-combat operations, test enemy air defenses, conduct long-range ISR, and even deliver weapons.
This fast-approaching technology, which calls upon advanced levels of autonomous navigation, is closer to reality due of DARPA’s Gremlins program which plans to break new ground by launching — and recovering — four drones from an in-flight C-130 in 2019.
Air recoverable drones, slated to become operational over just the next few years, will bring a new phase of mission options enabling longer ranges, improved sensor payloads, advanced weapons, and active command and control from the air.
“The team looked at how fifth generation aircraft systems like the F-35 and F-22 respond to threats, and how they could incorporate Gremlins in higher risk areas,” a DARPA statement said.
For years, it has been possible to launch expendable drones from the air, without needing a ground control station, provided they do not return to an aircraft. Gremlins, by contrast, is a technical effort to engineer specially configured aerial drones able to both launch and return to a host aircraft.
The program is now moving into a phase three, according to DARPA statements, which cite a new demonstration and development deal with Dynetics to execute the upcoming launch and recovery C-130 flight.

“DARPA is progressing toward its plan to demonstrate airborne launch and recovery of multiple unmanned aerial systems, targeted for late 2019. Now in its third and final phase, the goal for the Gremlins program is to develop a full-scale technology demonstration featuring the air recovery of multiple low-cost, reusable UASs, or “Gremlins,” a DARPA announcement said in early 2018
This technology, which hinges upon higher levels of autonomous navigation, brings a wide swath of improved mission possibilities. These include much longer attack and mission reach, because drones can begin missions while in the air much closer to an objective, without having to travel longer distances from a ground location or forward operating base. Furthermore, perhaps of even greater significance, air-launched returnable drones can be equipped with more advanced sensor payloads able to conduct ISR or even attack missions.
A flight test at Yuma Proving Ground in early 2018 provided an opportunity to conduct safe separation and captive flight tests of the hard dock and recovery system.
“Early flight tests have given us confidence we can meet our objective to recover four gremlins in 30 minutes,” Scott Wierzbanowski, program manager in DARPA’s Tactical Technology Office, said in a written statement in early 2018.
Gremlins also can incorporate several types of sensors up to 150 pounds, DARPA statements said.
Maturing a full-scale operational capability for this technology has force engineers to confront a range of technical challenges, Dynetics engineers told Warrior Maven. Safely docking a returning drone aboard a moving C-130 requires an as-of-yet unprecedented level of technical sophistication.
“The key technological advance is achieving increased safety through software redundancies to be able to operate a vehicle of this size in close proximity to a C-130 and tether it to stabilize the vehicle,” Tim Keeter, Deputy Program Manager and Chief Engineer, Gremlins, Dynetics, told Warrior Maven in a 2018 interview.
Once stabilized, the drone can then be stowed safety in the cargo bay of the C-130, Keeter added.
“This certainly involves precision navigation and we need the structure of the airframe to bear the burden,” he said.
In preparation for the upcoming drone air-recovery demonstration, Dynetics conducted a safe separation flight test from a mock air vehicle.
“We are ready to fabricate,” Keeter said.
