One thing is glaringly obvious about the Coast Guard’s medium endurance cutters: they are old. Real old. According to the Sixteenth Edition of the Naval Institute Guide to Combat Fleets of the World, 15 of the Coast Guard’s 28 medium endurance cutters are over 45 years old, and only three of them were commissioned after music superstar Taylor Swift was born. You could say they are due to be replaced.
Fortunately, the Coast Guard has been working on a replacement. They call it the Heritage-class Offshore Patrol Cutter, and according to a handout WATM obtained at the 2018 SeaAirSpace expo in National Harbor, Maryland, it will be replacing all 28 of the medium-endurance cutters currently in service.

These cutters, the first of which will be named USCGC Argus, will pack a 57mm gun (like the National Security Cutter and Littoral Combat Ship), as well as be able to operate a helicopter. Globalsecurity.org notes that the cutters will displace 3,200 tons and will have a top speed of at least 22 knots.
The Coast Guard currently operates 14 Reliance-class cutters, from a class of 17 built in the 1960s. Three of the vessels were decommissioned and transferred to allied navies. These vessels displace about 879 tons and have a top speed of 18 knots. Their primary armament is a 25mm Bushmaster chain gun, like that used on the M2 Bradley.

The other major medium endurance cutter is the Famous-class cutter. This cutter comes in at 1,200 tons, and has a 76mm OTO Melara gun as its primary armament. It has a top speed of just under 20 knots, and is also capable of carrying two quad Mk 141 launchers for Harpoon anti-ship missiles and a Mk 15 Phalanx Close-In Weapon System (CIWS).
Finally, there is the Alex Haley, an Edenton-class salvage tug acquired by the Coast Guard after the United States Navy retired the three-ship class. Two sisters were transferred to South Korea. It does remain to be seen how 25 Offshore Patrol Cutters can replace 28 older hulls, though.
In 2008, Navy SEAL Will Chesney was introduced to the SEAL canine program, a team of four-footed recruits tasked with saving soldiers’ lives. What Chesney did not realize at that moment was that his canine partner, Cairo, would become instrumental in saving his life both on and off the battlefield.
Through the course of the next couple years, Chesney and Cairo forged an impenetrable bond.
“A military working dog must be a fighter first and foremost,” Chesney told We Are The Mighty. “We have a saying, ‘Dogs have a switch on or off mode,’ [so when you] put their vest on, they know they’re working, turn it off, they’re playful. You could turn it off, [and] Cairo was a family dog. He got attacked by my girlfriend’s mom’s bulldog and got his arm sliced up. And he didn’t do anything, [but] as soon as you put on his vest, he knew it was time to go to work and was always happy to go to work.”
During a mission in 2009 that involved heavy firefight with insurgents, Cairo was shot.
“I remember seeing him drop and I thought he was dead,” Chesney said. “I was devastated, but we had to continue the mission. I got to him, I was able to go and check on him fairly quickly. A lot of dogs don’t make it when they get shot, unfortunately. I got to him and carried him, as I was getting Cairo’s medical kit out, a medic came over. We got to him immediately considering the circumstances and a teammate saved his life.”
Cairo was not expected to redeploy, but on May 2, 2011, Chesney and Cairo were part of the team of two dozen Navy SEALs who touched down in Pakistan and descended upon Osama bin Laden’s compound in what would come to be known as Operation Neptune Spear.
“For us, it was business as usual,” Chesney explained. “We conducted a little more training than normal, we’re always conducting training, being prepared for anything. We knew that the stakes were higher and there was definitely a lot more energy, because of who we were going after. A lot of good people put in a lot of hard work, they were pretty confident. Cairo always fed off everybody’s energy. Your emotions run up and down the leash. If you’re mad, the energy is going to run down that leash. For Cairo, it was just another day at work.”
After the successful mission in eliminating bin Laden, only one hero’s name was released — Cairo, Belgian Malinois. Upon the team’s arrival home, President Obama awarded each team member, except Cairo, a silver star. In the wake of the Al Baghdadi raid, it’s something the president has brought up. Currently service dogs are not entitled to military awards, and that is why Cairo never received the Silver Star. It’s also why Cairo doesn’t have a trident pin like his two legged teammates.
Post-mission, life went on for Chesney and he deployed again, but this time without Cairo. A grenade blast in 2013 left him with a brain injury, PTSD and the inability to participate in missions.
Suffering from crippling migraines, chronic pain, and depression, Chesney pursued modern medicines to ease the pain, but only found moderate relief.
“I was in a very bad place,” Chesney admitted. “A lot of guys try a lot of modalities and they get tired of reaching out and go into a very bad place. One of my best friends ended up dragging me to a brain health clinic. It took him reaching out to me.”
While medicine eased the pain, the one place Chesney found true comfort was alongside Cairo, who he visited as often as possible. When Cairo was officially retired, Chesney was there, ready to sign the adoption paperwork to make it official.
“I never thought I would write a book, but there were some articles I had seen that weren’t factual,” Chesney shared. “[Operation Neptune Spear] was the biggest mission in history and Cairo was a really good dog. I thought, ‘Why not write a book about my dog?’ I wanted to get the true story of Cairo out there.”
Chesney penned No Ordinary Dog, the factual story and timeline of Cairo and his work, their relationship, and Chesney’s own personal struggles with mental health.
“If you step back and think about it, the night Cairo got shot, he saved guys’ lives,” said Chesney. “And then I got out and he saved my life. And now I’m using his stories to save more lives. If Cairo can help someone in some way, that could be great and by using the platform to talk about some of the issues I went through, [I’m] hopeful it would inspire others to reach out.”
In his book, Chesney writes,
“I share this story not because I seek the spotlight — indeed, I have always withdrawn from its glare — but to honor my fellow soldiers, including a multipurpose canine military dog named Cairo, who was in many ways just as human as the rest of us. We fought together, lived together, bled together. Cairo was right by my side when we flew through Pakistani airspace that night in 2011. He was an integral part of the most famous mission in SEAL history. After nearly a decade of pursuit, he helped us get the ultimate bad guy, and he was no more or less vital than anyone else on the mission.
But the story doesn’t end there, and it doesn’t end on a high note. It never does with dogs, right? Someone once said that buying a dog is like buying a small tragedy. You know on the very first day how it all will turn out. But that’s not the point, is it? It’s the journey that counts, what you give the dog and what you get in return; Cairo gave me more than I ever imagined, probably more than I deserved.”
Adds Chesney, “There is something uniquely American about a man and his dog. This is not a SEAL book, and it’s not a dog book. It’s a story about friendship.”
For three weeks in May 2020, the world speculated about the fate of Kim Jong-Un, North Korea’s Supreme Leader. Many believed he was dead, some say of either complications during surgery or of a heart attack.
None of the rumors were true, however, and why Kim left the public eye is still up for popular debate among North Korea watchers. What everyone in the know can agree on, is, that North Korea without a Kim at the helm would certainly stumble and fall. Here’s why:
They’ve been selling the Kim family for too long
According to North Korea’s propaganda machine, Kim Il-Sung (Kim Jong-Un’s grandfather and founder of North Korea), pretty much single-handedly fought the Japanese and repelled them from the Korean Peninsula during World War II. Then he rebuilt North Korea after the disastrous Korean War, which North Korea definitely did not start. North Koreans see Kim Il-Sung as so divine, they can’t believe he poops. Even with his embalmed body lying in state eternally in Pyongyang, they angled it so no one can see the massive goiter on his neck.
That hardly compares to Kim Jong-Il, whose birth on holy Mount Paektu was heralded with a double rainbow and a new star appearing in the sky.
After spending their whole lives believing the demi-god Kims come down from an Asgard-like place and protect North Korea from evil America, would anyone believe that just any ol’ bureaucrat like Choe Ryong-hae can do that? Do you even know who Choe Ryong-hae is?
It’s basically a monarchy
Kings get their power from God, who gives them a divine right to lead the country. Kims also get their power from gods, which also happen to be them. The Soviet Union, who considered its brand of communism the original communism, from which all communism should be replicated. Kim Il-Sung didn’t care for all that and decided to hand-pick his successor; his son Kim Jong-Il, creating the first communist regime that also has a ruling family.
The Kims have ruled the country for three generations, which makes their rule a dynasty. Unlike Stalin in the USSR, Kim Il-Sung extended his personality cult to his family, clearing the path for this brand of communism that seems antithetical to the idea of communism.
Let’s see Choe Ryong-hae do that.
Even when things are bad, Kim makes everything better
When Kim Jong-Il came to power in 1994 after the death of his father, Kim Il-Sung, the elder Kim had been in power since 1948. Things had been pretty good for the DPRK while Kim Il-Sung was in power. Any shortcomings in the North Korean economy were filled in by subsidies from the Soviet Union. For a time, North Korea was the superior Korea.
When the USSR fell, all that fell apart with it. With Soviet aid gone, the country experienced a wide range of supply shortages, including food. A massive famine broke out and much of the population died. Still, support for the Kims never wavered. Under Kim Jong-Il, never as beloved as his father, the country secured nuclear weapons and guaranteed independence from the Yankee scum and their southern Korean puppets. To this day Kim Jong-Il is depicted in front of waves crashing on shore in North Korean art, a symbol of steadfastness in uncertain times. Choe Ryong-hae would have been useless in such a situation.
Everything the world does only backs up their claims
Imagine being told the world was full of American bad guys who want to pound North Korea again like they did in the 1950s. You remember your grandfather’s stories of the fighting. It sounds horrible. Then perhaps one summer your family gets to go visit Kaesong, near the demilitarized zone and actually tour the DMZ. You see first hand the giant American and South Korean soldiers just staring across the border, waiting for their moment.
If ever you doubt the Kims are truly divine or are the great leaders they claim to be, you simply have to go visit the International Friendship Museum to see all of the gifts the world has brought them for their patronage. There, you can also see all the historic world leaders that came to pay homage to the Kims, including other communist leaders and even American presidents!
There are always more Kims
The dynasty doesn’t stop at Kim Jong-Un. Kim Jong-Il has another son ready for the throne. Kim Jong-Un has a living brother, who has children of his own. Even one of Kim Il-Sung’s brothers is still alive, though he will soon turn 100 years old.
But no one is more visible right now than Kim Yo-Jong, the regime’s spokesperson, who both visited the South in 2018 and has met President Donald Trump. Her voice will be the loudest for the foreseeable future.
That is, unless she gets out of line. Two Kims have already met their fate for that.
The US Air Force confirmed in early August that it would buy two Boeing 747-8 Intercontinental airliners and convert them to serve as future Air Force One planes for US presidents.
The decision to buy planes that were already built rather than custom-made aircraft stemmed from President Donald Trump’s push to cut costs.
Trump publicly criticized the Boeing-led program’s cost in December.
Earlier this year, Trump said he would be able to cut a billion dollars from the $4.2 billion Presidential Airlift Recapitalization program, though the White House later said those savings would only amount to “millions.”
Now the exclusion of a key feature to keep expenses down may attract objections from Congress.
“Strangely to me, the Air Force has just announced that the next version of Air Force One will not have in-flight refueling capability. What do you make of that?” Arkansas Republican Sen. Tom Cotton asked Marine Corps Gen. Joseph Dunford on Tuesday, during a hearing to confirm Dunford’s reappointment to chairman of the Joint Chiefs of Staff.
“I think that was a decision that was not made by the Air Force, but made by the White House,” Dunford said, “and I think it had to do with the fiscal constraints on the program.”
Cotton, calling the decision strange, suggested lawmakers and military leaders might reverse it. “I think we might need to revisit that decision here on Capitol Hill,” he said, according to Air Force Times.
The Air Force said in August that it wouldn’t mandate the new planes have in-flight refueling systems, and officials have said adding that capability would add unneeded costs.
But while the 747-8 models can fly almost 1,800 nautical miles more than the jets they will replace without refueling, according to Defense One — and even though presidents have never used in-flight refueling on the current planes — Dunford said the need to make ground stops for refueling, even in the case of emergency, “will certainly be a limiting factor, and we’ll have to plan accordingly.”
The Air Force plans to start modifying the 747s in 2019 and have them enter service in 2024. By that time, the two Boeing 747-200-based VC-25A aircraft that serve as Air Force One when the president is aboard will be 34 years old.
The Boeing 747-8 platform was selected as the next presidential aircraft in January 2015. The two aircraft acquired for the program were built by Boeing for a Russian airline that went bankrupt before it could take delivery. The company then held on to the planes until a new buyer could be found. The Air Force has not disclosed how much it paid for them.
Air Force One acts as a mobile national command center, and expected modifications include a specialized communications system, electrical upgrades, a medical facility, and a self-defense system. What requirements will be put on the planes and how much they will cost have been the subject of wrangling between the Pentagon and contractors for months.
The Air Force is looking to cut costs by striking better deals on the materials going into the planes. A number of the plane’s interior furnishings will be commercially available products.
“From this point forward, any additional cost savings will arise from capitalizing on acquisition process opportunities,” Air Force spokeswoman Ann Stefanek told Defense One this month.
Boeing has already gotten $170 million in development funding to study the future Air Force One’s technical requirements. Earlier this month, the Air Force awarded the company another contract worth a little less than $600 million to begin the preliminary design of the future Air Force Ones.
“Those [cost-saving] opportunities identified will be reviewed to ensure mission capabilities are not degraded,” the Air Force said at the time, according to Defense News. “The entire preliminary design effort will keep a focus on affordability.”
The latest reports on the war in Afghanistan seem to contradict the government assurances that victory is within reach, painting a picture of a bloody conflict with no end in sight.
In November 2018, 242 Afghan security force members were killed in brutal engagements with Taliban insurgents, The New York Times reported Nov. 15, 2018. Militants almost wiped out an elite company of Afghan special forces in an area considered the country’s “safest district,” and officials told Voice of America Nov. 15, 2018, that more than 40 government troops were recently killed in Taliban attacks near the border.
Over the past three years, more than 28,000 Afghan soldiers and police have been killed, Afghan President Ashraf Ghani revealed in a rare admission.
“Since 2015, still much regrettable, but the entire loss of American forces in Afghanistan is 58 Americans. In the same period, 28,529 of our security forces have lost their lives,” the president said, according to the Times. For Afghanistan, this figure works out to roughly 25 police officers and soldiers dying each day.

“Are the losses horrific? Yes,” he added, saying that this does not mean the Taliban are winning.
But there are real questions about whether the scale of these losses is sustainable.
US Secretary of Defense Jim Mattis highlighted just how devastating the war has been for the Afghan security forces in an October 2018 speech. “The Afghan lads are doing the fighting, just look at the casualties,” he explained. “Over 1,000 dead and wounded in August and September.”
The Afghan government controls or influences only 55.5 percent of the country, the Special Inspector General for Afghan Reconstruction (SIGAR) introduced in its most recent quarterly report to Congress, noting that this is the lowest level of control in three years. In November 2015, the government controlled or influenced 72 percent of the country.
Hamid Karzai, former Afghan president, told the Associated Press that the blame for these losses rests on the shoulders of the US.
“The United States either changed course or simply neglected the views of the Afghan people,” Karzai told the AP. His views reflect what has been reported as a growing aversion for the NATO mission.
Signs that the situation in Afghanistan is deteriorating come as the US and its coalition partners ramp up their air campaign against Taliban forces. Coalition bombing in Afghanistan is at a 5-year high, according to the latest airpower report from US Air Forces Central Command, and the year isn’t out.
US Gen. Austin “Scott” Miller, the top US commander in Afghanistan who narrowly escaped an assassination that left two senior Afghan officials dead and a US general wounded, recently told NBC that the war in Afghanistan “is not going to be won militarily. He added that the “the Taliban also realizes they cannot win militarily,” a view that may not be shared by Taliban commanders.

Vietnam outlawed Dreamworks’ new animation “Abominable” on Oct. 14, 2019, because it showed a map acknowledging China’s claim to a disputed part of the South China Sea.
Multiple countries — including China, Vietnam, Malaysia, and the Philippines — have overlapping claims to the sea. Beijing claims a large portion of it as its own, and calls the U-shaped region demarcating it as the “nine-dash line.”
Dispute over waters near Vietnam flared in October 2019 after Vietnam claimed a Chinese ship rammed and sank a fishing vessel.

“We will revoke [the film’s license],” Ta Quang Dong, Vietnam’s deputy minister of culture, sports and tourism, told the country’s Thanh Nien newspaper on Sunday, Reuters reported.
The decision was directly a response to the map scene, Reuters added, citing an employee at Vietnam’s National Cinema Center.
The movie, directed by “Monsters, Inc.” writer Jill Culton, follows a young Chinese girl who wakes up to find a Yeti on her roof, and and is led on to a journey to the Himalaya mountains to find his family.
The Vietnamese-language edition of the movie — titled “Everest: The Little Yeti” — premiered in the country on Oct. 4, 2019, Reuters reported. It appeared to play for nine days before the culture ministry banned the movie.
Sen. Tom Cottons of Arkansas criticized the ban on Oct. 15, 2019, saying in a tweet that Dreamworks’ display of the nine-dash line was an example of “kowtowing to the Chinese Communist Party by American liberal elites.”
Country sovereignty is a sensitive topic in China too: Multiple Western designer brands have also landed in hot water in China for identifying the semi-autonomous cities of Hong Kong and Macau as countries, rather than Chinese regions.

The Office of Strategic Services was a joint intelligence and operations agency founded by the Americans during World War 2. It served as a precursor to the CIA and was ran by a man who went by Wild Bill Donovan. The OSS did fascinating work and was invaluable to the war effort. They honed and created some of the modern intelligence tactics and techniques we still use today. They also took part in designing a variety of different technologies, including several OSS weapons. Some were effective and efficient… Others were a little crazy. Here are 5 of the weirdest OSS weapons for your consumption.
The Sedgley OSS combined a gun with a glove for one heckuva knockout punch. This might be my favorite OSS weapon. The Sedgley OSS .38 is a single shot pistol attached to a heavy leather glove. It was loaded with a single 38 caliber round that would fire when the plunger was depressed. The plunger was oriented to depress when the user punched a bad guy.
To be fair, the OSS .38 was not just an OSS Weapon. It was issued by the Navy to allow Sailors to have a quick attack weapon if they encounter the Japanese when clearing brush in the dense islands of the Pacific.
That’s actually where the gun saw success. Well, not exactly success, but more success than most OSS weapons. It was indeed issued, but there doesn’t seem to be any recorded uses of the Sedgley OSS .38.
Sometimes a cigar is just a cigar… but sometimes a pen is a gun. One of the more famous OSS Weapons is the Stinger pen gun. This covert gun looked like a pen and could be carried quite discreetly. The Stinger pen gun was designed to be disposable. It fired a single .22 Short round, and users discarded it after it was fired.
The operator could hide the Stinger Pen Gun in a shirt pocket, approach their target, put a single round of .22 Short into his face, drop the gun and take the cannoli. It’s super small and very simplistic. Unlike most OSS Weapons, these stingers went into full production with over 50,000 produced and distributed.
Pen guns were not uncommon at the time and were also quite cheap. In America, they have since become NFA weapons that required a tax stamp, lots of paperwork, and a 200 dollar fee. You can find de-milled Stinger Pen Guns every now and then, however, if you want your own example of the most common OSS Weapon of World War II.
The Welrod Mk 2 is not a weapon developed by the OSS. It was developed by the Brits, but American OSS agents did put it to good use. I think that qualifies it for our list of OSS weapons. The Welrod Mk 2 is a single shot, bolt action pistol. That’s already weird enough. However, it gets even weirder when you acknowledge the integrally suppressed design.
The Welrod Mk2 came together to be a superbly quiet weapon. An automatic pistol makes all kinds of noise, including the noise of the slide reciprocating, and the Welrod eliminated that. The Welrod came in both .32 ACP and 9mm. Though as you’d imagine, a single-shot pistol isn’t great for gunfights.
It is great for assassination missions, however. Well, kind of great. It’s an option if you have to get close to your target to eliminate him, or could work well for removing sentries and silencing guard dogs. The Welrod reduced the sound of a gunshot down to a very impressive 73dB, or less than half of that of a standard 9mm round. That’s not movie quiet, but it’s about as close as a centerfire gets.
SAC 46 is a heckuva name for a pistol, but like most things in the military, it has another name, and apparently, that name is the Flying Dragon. OSS weapons often exemplify their mission and how spies work. In this case, that means the weapon was quiet–very quiet. It’s a dart gun that propels a dart down a very long 32-inch barrel via a CO2 cartridge, making it similar in some ways to the BB guns you can buy at Walmart.
The poison dart would strike the enemy in silence, deliver a lethal dose of poison, and allow the operator to disappear into the shadows. The design was nutty but it was rather efficient. It propelled a dart roughly a hundred feet with a good degree of accuracy. The weapon was also designed to be assembled quickly and easily–something spies always appreciate.
Users had to load the cartridge and dart into the gun, and then attach the two 16 inch sections of barrel. If need be, they could use a single portion of the barrel at the expense of range and accuracy. Assembly may have been easy, but reloading was a strenuous effort that required taking the weapon completely apart. It doesn’t seem the SAC-46 made it past the prototype stage.
The William Tell
Remember the story of Wiliam Tell? The archer who shot an apple off his son’s head? It’s a bit of folklore that’s fascinating and has roots that date all the way back to the British bowmen. One of our OSS Weapons was named in his honor, and honestly, for a good reason. While technically a bow, it wasn’t just any bow; The William Tell was a very modern, incredibly quiet crossbow… of sorts.
You might also say the William Tell was a sort of slingshot that used a rubber harness instead of a traditional pair of upright arms and rubber line. This odd combination of a crossbow and slingshot resulted in a very compact and silent weapon. The William Tell was reportedly the quietest weapon in the OSS armory. Not only is the William Tell audibly sneaky, but it also lacked a flash associated with a firearm.
The design was compact, with a folding stock, and was designed for close-range, silent eliminations of enemy fighters. However, testing proved the design had significant shortcomings. Most notably, the weapon wasn’t entirely effective at taking down threats silently, despite its quiet operation. Sure, you can get the arrow in them silently, but it might not stop the guy who caught the bolt from screaming about it.
OSS Weapons – Poke, Prod, and Punch
The early world of international spies was a fascinating one. OSS weapons clearly showed no lack of imagination, even though they might show a lack of overall usefulness. Wild Bill Donovan and his boys and girls were hell on the Nazis regardless of the crazy weaponry they wielded. Have I missed any? If so, let me know below!

Remember that LS3 Mule robot the Marines tested but then decided against deploying because it was just too noisy for use on the frontlines? That was sort of crazy, right? But Army researchers are doing a large amount of work to make quiet, robotic muscles to reinforce soldiers, exoskeletons, and robots of the future.

It might sound sort of odd that the servos on a robot could be too noisy for the place where mortars and machine guns are fired. But Marines and soldiers try to stay quiet and stealthy until the fight starts. Then they start firing, and it’s fine to be super noisy. But a new problem pops up, then: you don’t want any systems to run out of power in the middle of a firefight. And firefights are some of the worst times to change out batteries. You need to be efficient.
But those two problems with the Legged Squad Support System, as the robot program was officially known, could be fixed with one—albeit major—breakthrough. Humans can move without any sound of motors and can go for days or even weeks when necessary with little new energy input. All it takes is muscles instead of motors.
And muscles can use chemical fuels much more efficiently than most motors and other machines. A gallon of gasoline contains 31,000 calories, enough to propel a fit human 912 miles on the bicycle or 260 miles running.
Muscles are very efficient both in terms of energy consumed and weight. That makes them very attractive to engineers, especially ones that need to make stealthy machines.
And scientists are working on that. So, yeah, welcome to the future.
So, the first group is seeking to reverse engineer biological muscles, and that second group is basically studying ways of making plastic muscles.
BTW, if that first group sounds like a bunch of flunkies, “How do they not know how muscles work? I eat carbohydrates and proteins, and I get bigger muscles. Not complicated,” then realize that none of us know how muscles really work on a micro level, the level needed to really engineer a muscle. One of the researchers put it well. Dean Culver said:
These widely accepted muscle contraction models are akin to a black-box understanding of a car engine. More gas, more power. It weighs this much and takes up this much space. Combustion is involved. But, you can’t design a car engine with that kind of surface-level information. You need to understand how the pistons work, and how finely injection needs to be tuned. That’s a component-level understanding of the engine. We dive into the component-level mechanics of the built-up protein system and show the design and control value of living functionality as well as a clearer understanding of design parameters that would be key to synthetically reproducing such living functionality.
Both the projects would result in chemically powered muscles. One group would just create the muscle “fibers” out of plastic instead of proteins. Either way, future warriors could use the extra muscles from the scientists.
But the science is still in the nascent stages, so the real muscle suits probably won’t be available until you need them more for getting around the retirement home than the battlefield.
Until then, you can always get a sweet Halloween muscle suit instead.
The collision of guided-missile destroyer USS John S. McCain with a tanker near Singapore was the fourth accident involving ships from the US Navy’s 7th fleet in less than a year.
Two of the incidents — collisions involving the USS McCain and the USS Fitzgerald earlier this summer — have left a total of 17 sailors dead or missing, more than the 11 service members killed in Afghanistan so far this year.
But the number of accidents involving warships in the western Pacific — during “the most basic of operations” — has stirred concern that outside factors are affecting the ships and their crews.
“There’s something more than just human error going on because there would have been a lot of humans to be checks and balances” when transiting the Strait of Malacca, the narrow, heavily trafficked waterway the McCain was approaching, Jeff Stutzman, a former Navy information warfare specialist, told McClatchy.
“I don’t have proof, but you have to wonder if there were electronic issues,” said Stutzman, who is now chief intelligence officer for cyber-intelligence service Wapack Labs.
Adm. John Richardson, the chief of naval operations, tweeted on August 21 that there were “no indications right now” of “cyber intrusion or sabotage.” But, he added, the “review will consider all possibilities.”

The admiral said the McCain’s collision with the tanker was the second “extremely serious incident” since the Fitzgerald’s collision with a Philippine cargo ship off the coast of Japan in mid-June. The nature of the incidents and the narrow window in which they occurred “gives great cause for concern that there is something out there that we’re not getting at.”
Experts have downplayed the likelihood of such attacks on US warships, noting that infiltrating Navy guidance systems would be very hard to do and instead citing human negligence or error as likely causes. Others have dismissed the likelihood of state-directed attacks on ships at sea, noting that such efforts would be a misuse of resources, strategically unwise, and generally harmful to maritime conduct.
But recent high-profile cyberattacks around the world have brought new attention to the security of maritime navigation, which is highly reliant on computer networks.
The US Navy uses encrypted navigation systems that would be difficult to hack or deceive, and there’s no sign satellite communications were at fault in the McCain’s collision. But there is technology out there to misdirect GPS navigation — typically through a process known as “spoofing” that leaves the system thinking it is somewhere it’s not.
The software and electronic gear needed to spoof a GPS system has become easier to get in recent years, particularly for private or nonstate actors.
In 2013, a team of graduate students led by Todd Humphreys, a professor at the University of Texas at Austin and satellite-navigation expert, were able to spoof the GPS on an $80 million yacht, directing it hundreds of yards off course without the system detecting the change.
In late June, GPS signals for about 20 ships in the eastern Black Sea were manipulated, with navigation equipment on the ships, though seeming to be functioning correctly, saying the ships were located 20 miles inland. An attack on thousands of computers later that month also disrupted shipping around the world.
Global commercial shipping is more vulnerable to such attacks and cargo ships are more exposed — the number of them plying the high seas has quadrupled over the past 25 years. And causing a collision by hacking or hijacking a commercial vessel’s GPS is seen as increasingly possible.
Most commercial and passenger ships use the Automatic Identification System, or AIS, to locate other ships and avoid collisions. But the AIS has weaknesses, and hackers could in theory send out a signal claiming to be a phantom ship, affecting navigation decisions by other ships in the area.
Dana Goward, former chief of Marine Transportation Systems for the US Coast Guard, said hackers could go after the unsecured navigation system on a commercial or private ship while simultaneously jamming a Navy ship’s guidance systems. Or they could misdirect the commercial ship’s guidance system, sending the ship off-course.
In the aftermath of the McCain and Fitzgerald collisions, the demands facing the US Navy, and the Pacific fleet in particular, have gotten renewed focus. Greater operational demands on fewer ships have cut into time for rest as well as time dedicated to training (and the nature of that training has changed as well).
In light of such demands, experience suggests that in high-traffic areas mistakes by humans manning the ships remained a likely culprit, said Goward, a former Coast Guard captain. “It’s a difficult environment to be in and human error is always present,” he told USA Today.
You’ve seen the colorful patches that adorn the shoulders of the uniforms worn by high-profile officers. Whether they’re on Colin Powell, H. R. McMaster, or some other Army or Marine general, these patches stand out. They represent the units these officers served with — but who designed them?
Believe it or not, nobody in the military did. Well, no active-duty member of the military, to be precise. Instead, the designing of unit patches has been the work of 32 civilians out of Fort Belvoir, near Alexandria, Virginia, at The Institute of Heraldry, U.S. Army. This agency, often called TIOH, has been around since 1960, but military units have been using distinctive patches, flags, and symbols since 1775.

After World War I saw an explosion in unit patches, the Army got serious about creating an official program to sort it all out. The Quartermaster General began handling the design of unit patches in 1924. Then came World War II. Not only did every division get a patch, it seemed every regiment, fighter squadron, and bomber squadron wanted one, too (remember, the Air Force didn’t break away from the Army until 1947). In 1957, Congress tacked on more responsibility, putting the Army in charge of designing the seals and flags for every federal agency.
Finally, in 1960, TIOH was formed, and placed under the Adjutant General’s Office. Several decades and reorganizations later, the institute now operates under the Office of the Administrative Assistant to the Secretary of the Army.
The shoulder patch for the 101st Airborne Division — The Screaming Eagles — reflects that division’s name and heritage.
Through it all, as new units have formed and old ones have faded away, TIOH has helped keep the history alive through their intricate, symbolic design work.

Fashioned after the popular American Ninja Warrior TV competitions, Alpha Warrior tested the competitors’ strength, coordination and endurance through more than 20 obstacles.
The two-day event featured Air Force finals on Nov. 16, 2018, and the inter-service finals the next day. Air Force Installation and Mission Support Center and the Air Force Services Activity hosted the event.

“These young soldiers, sailors, and airmen are going to push through this course and they’re going to get to a point somewhere where they think they can’t make it, and they’re going to get through it and their teammates are going to get them through it. In the end, someone will be the winner, but they’re all going to win together,” he said.
It wasn’t too surprising the previous day’s Air Force Final Battle first place male and female athletes, Palicia from Yokota Air Base, Japan, and Williams from Royal Air Force Lakenheath, United Kingdom, came out on top again in the individual category. Palicia finished with the overall fastest time at 16:57.9. Williams finished at 24:03.2.
“The competition was really tough but I’m really pumped that the Air Force is able to do this,” Palicia said. “It feels incredible to be part of the first inter-service battle.”
He said the team walkthroughs and understanding proper technique really helped them complete the obstacles.
Navy Lt. Cmdr. Ryan Bareng, who is no stranger to fitness programs, said the atmosphere motivated him.
“I wasn’t only getting motivated by my teammates but actually had Air Force and Army guys rooting me on,” he said. “It’s been one team-one fight mentality this whole time and it’s been inspiring to be alongside our sister services.”

The finals provided an opportunity for friendly competition while building camaraderie and esprit de corps among the competitors, said Army Sgt. Cameron Edwards.
“The event was challenging,” Edwards said. “It was the first event that I’ve been around Navy and Air Force together. It was a very unique time together. We competed not only against — but with — each other through the end.”
The program expanded from an Air Force-only event in 2017 to include Army and Navy competitors in its second season.
“This event has been a year in the making,” said Col. Donna Turner, AFSVA commander. “Airmen had to compete at the installation-level and regionals where the top two male and females were selected to compete in the Air Force Final Battle. The top six male and females moved on to our first inter-service battle.
“We have a phenomenal partnership with Alpha Warrior, to be able to bring this type of training and tactical fitness to our armed forces,” she said.
“This is the new way to train. This is functional fitness put into a complex environment where airmen have to think, as well as be fit and strong. We call it the revolution in fitness and this is the way of the future,” Spacy said.
