Nazi subs prowled the Gulf of Mexico during World War II.
Herbert G. Claudius was in command of the patrol ship USS PC-566 in 1942. His mission and that of his crew was to monitor the Louisiana coast and its territorial waters for signs of any Nazi u-boat activity. On July 30, 1942, they got their chance, sinking a submarine that was preying on American shipping. For this, he was awarded the Legion of Merit with a Combat V device. The medal was issued in 2014, 72 years after the action.
At the time, Claudius was relieved of command for the same action.

In all, Hitler sent around 22 or more u-boats into the Gulf of Mexico at the outset of World War II, and they were successful. The submarines prowling the coasts of Texas and Florida picked off an estimated 50 ships during the war. They were wreaking absolute havoc on American shipping, and the United States Navy was only able to sink one of them. That’s the u-boat taken down by Claudius’ USS PC-566 and her crew.
On July 30, 1942, the passenger liner SS Robert E. Lee was torpedoed and sank by U-166 45 miles south of the Mississippi River Delta. Upon entering the area, Claudius and his crew spotted U-166’s periscope and dropped depth charges into the water until an oil slick bubbled up to the surface – proof positive they hit their target, possibly destroying the boat.
When Claudius reported the action to the Navy, the Navy was skeptical because the crew of PC-566 had not yet received anti-submarine training and admonished the crew of the patrol boat for poorly executing the attack. Their skipper was relieved of his command and sent to anti-submarine school instead of receiving the Legion of Merit he so richly deserved. After reviewing the evidence presented to the Navy by Ballard and by oil companies who also found the wreck, the Navy reversed course, just 72 years too late.
In a 2014 ceremony, Claudius’ son, also named Herbert G. Claudius, received his father’s Legion of Merit from then-Secretary of the Navy Ray Mabus and Chief of Naval Operations Adm. Jonathan Greenert at the Pentagon. The elder Claudius, who died in 1981 after 33 years of Naval service, “would have felt vindicated.”
All 176 people on board were killed when a Ukraine International Airlines plane crashed in Iran early on Wednesday morning.
Authorities in Iran and Ukraine, as well as at the airline, have offered statements and press conferences, but a number of key unanswered questions are still swirling.
Investigations have kicked off amid rampant speculation that current political tensions between the US and Iran could have contributed to the plane crash.
Information about who was on the passenger jet — Flight PS 752 — and what happened before the crash remain lacking.
Here are the unanswered questions.
What happened on the flight?
A complete timeline of the flight is yet to emerge.
We know that the plane took off at 6:12 a.m. local time on Wednesday and lost contact about two minutes later.
But we don’t know exactly what time it crashed — just that it was only in the air for a few minutes, based on flight-tracking software, and that the debris was found about six miles from the airport from where it took off.
Authorities also said the plane burst into flames shortly after takeoff, but whether the plane was already on fire before it crashed to the ground is not yet clear.
A video shared by the partially state-run Iranian Students’ News Agency appears to show the plane on fire in the air before hitting the ground and filling the sky with flames, but the video’s content and connection to this crash has not yet been verified.
Who was killed?
Ukraine’s foreign minister said that the victims mostly came from Iran and Canada.
Sky News identified the three UK citizens on board, while the airline identified the pilots as Volodymyr Gaponenko, Alexei Naumkin, and Sergey Khomenko. All had a minimum of 7,600 hours on Boeing 737 planes. Vice also identified some Canadian victims.
Ukraine International Airlines said it will post the passenger list on its website “after final confirmation of their presence on board of the aircraft.”
Was the plane shot down?
Some aviation experts have argued that the plane was likely shot down; others have said it was too early to speculate about the cause.
But the idea that the plane was deliberately downed, including shot down by a missile, is speculation at the moment, and its account is contradicted by authorities.
Ukraine’s president, Volodymyr Zelensky, warned against “speculation or unchecked theories regarding the catastrophe” until official investigations were done. He said, “Our priority is to establish the truth and those responsible for this terrible catastrophe.”
Iranian authorities said in the hours after the crash that it had been caused by technical problems, dismissing the idea that it could have been a terrorist or military attack.

Qassem Biniaz, an official at the Iranian Ministry of Roads and Urban Development, told state news agency IRNA that an engine caught fire and the pilot was unable to regain control, The New York Times reported.
Meanwhile, Ukrainian Prime Minister Oleksiy Honcharuk refused to rule out the idea that the plane could be downed by a missile, but cautioned against speculation before the investigation.
CFM, the French-American maker of the jet engine, said that any speculation on causes was premature, according to Reuters.
“We have no further information at this time. Any speculation regarding the cause is premature,” the company said.
Ukraine’s embassy in Tehran initially dismissed the idea of terrorism or a rocket attack soon after the crash, blaming an engine failure instead. But that statement was later replaced by one that says the cause is unknown and is being investigated.
According to Reuters, the embassy said the earlier statement was based on preliminary information but was not official, and that Iranian authorities had asked the embassy to remove it.
It also said that the plane was one of the best in its fleet and had an experienced crew. The airline had never had a fatal flight before.
The airline’s vice president of operations, Ihor Sosnovsky, said the airline doubted the crew had made mistakes: “Given the crew’s experience, error probability is minimal.”
The plane model, the Boeing 737-800 NG, has been in the air since the 1990s, and is considered the most popular aircraft in use today. It has been involved in some crashes in the past, though no recent crashes have been attributed the plane’s design.
The crash may ramp up pressure for Boeing as it deals with the fallout of two fatal crashes by two 737 Max planes in 2018 and 2019, both of which were believed to be caused by a flawed flight-control system.
But the 737 model involved in Wednesday’s crash does not use the same software believed to have played in a role in those doomed flights.
Boeing said in a Wednesday statement: “This is a tragic event and our heartfelt thoughts are with the crew, passengers, and their families. We are in contact with our airline customer and stand by them in this difficult time. We are ready to assist in any way needed.”
How will the investigations work?
Under international rules, Iran must investigate the crash, though typically a number of different investigations take place into plane crashes.
Ukraine International Airlines said it would take “all measures” to determine the cause of the crash, and that Ukraine, Iran, and Boeing representatives would also be involved.
But Boeing, a major American company with close ties to the US government, may face problems in getting involved with the investigation because of US sanctions on Iran and newly heightened tensions between the two countries.
It is not clear what the role the independent US National Transportation Safety Board, which investigates plane crashes, will play. It said it is “monitoring the developments” and is working with US agencies to “determine the best course of action.”
Investigators have not yet released a timeline for when they expect to release any preliminary conclusions. Final reports usually take months to complete.

Eric Eisenberg, of CinemaBlend, said the movie has “surprises” that audiences won’t see coming.
Steve Weintraub at Collider said the movie made him “So ready for Avengers: Endgame.”
Meanwhile, Anna Klausen of Newsweek, Bustle and The Daily Beastsaid, moviegoers, should “watch closely” for “lots of fun Easter eggs” and links to the “history and other films in the MCU.”
At this point, critics who have seen the movie aren’t able to reveal any spoilers for the film, so what we’re seeing now is general impressions of the film. Elsewhere in the universe, a smattering of trolls who have not seen the film yet are trying to destroy the Rotten Tomatoes Score of Captain Marvel before the movie is released. Several publications have already likened this sexist campaign to what happened around the time The Last Jedi was released. Needless to say, if someone hasn’t seen the movie, and they’re trashing it, we don’t have to spend much time thinking about their opinion.
For the rest of us, it sounds like Captain Marvel might not be a perfect movie, but then again, none of these superhero movies really ever are. And for those of us who have daughters — or just like to see heroes who aren’t dudes — Brie Larson as Carol Danvers can’t come soon enough.
U.S. President Donald Trump has said his administration was considering a request for a permanent U.S. military presence in Poland.
Trump made the comments in Washington on Sept. 18, 2018, before a meeting at the White House with Polish President Andrzej Duda.
“Poland is willing to make a very major contribution to the United States to come in and have a presence in Poland, and certainly it’s something we’ll discuss,” Trump said, adding that “we’re looking at it very seriously.”
Poland has requested the deployment several times and has offered up to billion in funding for a base. U.S. forces currently serve in Poland as part of NATO’s back-to-back rotation program.

Several key organizations recently came together to advance exoskeleton technology for the soldier during an intensive three-day Operations and Maneuver and Technology Interchange meeting.
The User Technical Touch Point Exoskeleton event was a three-day living classroom, hands-on experience. It offered an interactive forum for operational and technology immersion on both infantry maneuvers and technology demonstrations. Groups of several Military Operational Specialties, or MOS’s, were represented, laying down their kits and equipment and walking observers through a day “in the field, on the job.”
Operational vignettes and subject interviews offered context on the physiological and cognitive demanding infantry tasks, before, during, and after operations. Vendors, requirement developers, and engineers discussed “what they are and what they aren’t” in the current exoskeleton marketplace, debunking the Hollywood “iron man” effect and focusing on real-time products: the Dephy Exo Boot and Lockheed Martin’s ONYX.

Soldiers were encouraged by the endurance improvement, mobility, and lethality benefits of donning the systems. Those who wore the systems commented on how it felt to wear an exoskeleton and the relationship between a new user and the system. Their candid feedback regarding form, fit and function will help developers prioritize and make modifications to the systems in preparation for a Fall 2019 VIP demonstration.
Observers commented on the flexibility of use as the systems were adjusted with minimal effort from one user to the next over three days. User comments, such as those made by field artillery soldiers, emphasized the potential value of having an exoskeleton or exoskeleton-like system to provide enhanced endurance during operations, which means a positive impact on lethality and combat effectiveness.
“The importance of this User Touch Point event was two-fold: it gave those involved in developing this technology the ability to better understand the physical aspects of the tasks and duties of the soldiers and gain an understanding of the soldier’s perspective in how this capability can be of value,” said James Mingo, a senior military analyst at TRADOC. “They understand it.”
“It provided hand-on experience to the movement and maneuver soldiers of some of the top seven combat MOS’s,” said Raul Esteras-Palos, Robotics Requirements Division, Capabilities Development and Integration Directorate, or CDID, Maneuver Center of Excellence, or MCoE. “This event is an effective way to gain valuable feedback necessary for the advancement of the Army’s exoskeleton program.”

Soldiers believe that endurance translates into improved lethality while preserving the body from the effects of what is already strenuous work. Comments included discussion on injuries (lower back, neck, shoulder and leg) directly related to both training and combat conditions, impacts that are well documented in the medical community.
The RDECOM Soldier Center is preparing soldier touch point events with 82nd and 101st Airborne, followed by meetings with requirement developers, stake holders and senior leadership. The data from these User Touch Point events will be made available to the Lethality Cross-Functional Teams.
“Major General Piatt, CG 10th MTN DIV’s support has allowed us to tap into the expert knowledge of some of the most experienced Army professionals of our Nation,” said David Audet, branch chief, Mission Equipment and Systems Branch at the RDECOM Soldier Center. “This was a unique opportunity for developers and engineers. We are indebted to the troops for their selfless service and owe them the opportunity to listen to their concerns and take action.”
Teams from the U.S. Army Research, Development and Engineering Command’s Soldier Center, Program Executive Office Soldier, the Maneuver, Aviation, and Soldier Division at ARCIC/TRADOC, requirement developers from the Maneuver Center of Excellence and Maneuver Support Center of Excellence, Army Research Labs, exoskeleton developers from Dephy Inc. (Massachusetts) and Lockheed Martin Missiles and Fire Control (Florida), and other support contractors attended the event.
Chuck Yeager broke the speed of sound in 1947, and the Air Force has never looked back.
The Air Force partnered with NASA to develop and test the X-15, a hypersonic, rocket-powered aircraft in the late 1950s and most of the 1960s.
A great deal of human capital and money was invested in making the leap from supersonic to hypersonic — the potential to travel at five times the speed of sound or more than 3,000 mph.
But a series of near misses and research “gotchas” stalled much of the advancement in hypersonic capabilities, according to Dr. Russ Cummings, Air Force Academy professor of aeronautics, and newly-appointed director of the Department of Defense High Performance Computing Modernization Program’s Hypersonic Vehicle Simulation Institute.
Now DOD leaders are seeking to combat the weaponization of hypersonic capabilities by peer adversaries.
At a Washington lecture series on hypersonics in December 2018, Michael Griffin, the undersecretary of defense for research and engineering, said, “In the last year, China has tested more hypersonic weapons than we have in a decade. We’ve got to fix that.”

Griffin has pinpointed hypersonic capabilities as his “highest technical priority” since taking office with the goal of creating a decisive American advantage.
The HVSI stood up in 2018. The DOD program will issue million in grants over the next three to five years to universities for research to fill computational modeling gaps in the field of hypersonic simulation.
“Outdated modeling leads to conservative engineering approaches,” Cummings said. “For example, having inaccurate estimates for designing to mitigate the high heating on hypersonic vehicles impacts the weight and volume of the design, which can take away from the size of the payload.”
The grants will be used to fund applied science research in ten categories to help engineer accurate computer codes for hypersonic vehicles while jump-starting interest and scholarship in the field.
Ten-to-15 percent of the research will take place at the U.S. Air Force Academy in the aeronautics department. Many test facilities were closed in the 1970s, but the Academy has two on-site high speed wind tunnels, including a Mach 6 Ludwieg Tube. Starting summer 2019, cadets will join industry and university partners in a variety of hypersonic-related summer research programs.
“We’re excited to see HVSI become the latest center added to (U.S. Air Force Academy’s) research portfolio,” said Col. Donald Rhymer, the Academy’s dean of research. “Dr. Cummings brings the necessary expertise and leadership to direct the institute, as well as the pulse of the hypersonics community. I’m confident his work will ultimately benefit both the cadets and the Air Force.”

Yay, submarines! A phallic object filled with phallic objects!
When your reputation as the greatest warrior in Spain precedes you, the sight of your lifeless corpse armored and atop a warhorse at full gallop can be enough to send the enemy running away in terror. Take the case of Rodrigo Díaz de Vivar, for instance.
Díaz de Vivar was born into the Spanish nobility in 1043 and raised in the court of King Ferdinand the Great. He eventually became the standard-bearer of Castile for Ferdinand’s son, Sancho II. He led military campaigns against the younger king’s brothers as well as the Moorish (Muslim) kingdoms in Andalusia was renowned for his military skill and strategy. He never lost a battle and was never beaten in combat.
Rodrigo became legendary in Europe, known by his nickname throughout the Christian and Muslim lands of the Middle Ages. While fighting King Sancho’s brothers, he earned the moniker that would echo through history when the Muslims began referring to him as just El Cid – The Lord.
The battle lines of this time weren’t as easy as Christian vs. Muslim or brother vs. brother. City-states fought one another with Christian and Moorish allies as well as allied city-states. The Iberian “Reconquista” – the series of wars that pushed Muslims out of Spain – was in full swing and the peninsula was full of different tribes, ethnicities, religions, and races, all with different alliances.
El Cid’s future father-in-law slapped around El Cid’s patron – so he took the man’s head and then his daughter.
When King Sancho was assassinated, his brother Alphonso, whom Rodrigo expertly crushed in battle on more than one occasion, came to power in Castile. El Cid suspected Alphonso was responsible and dragged the new king from his bed to the city cathedral. He forced Alphonso to swear he had nothing to do with Sancho’s death. The new king professed his innocence, but never forgot the humiliation.
Regardless of El Cid’s acceptance of Alphonso’s reply, the embarrassing incident didn’t sit well with the new king. Eventually, El Cid found himself exiled and working for the Muslim rulers of Zaragoza. In 10 years serving the Emir of Zaragoza, El Cid built a good life for himself, including owning his own lands. But he was soon called up to serve Spain again.
In 1086, the Almoravids, Muslims from Morocco, invaded Spain and advanced quickly throughout the peninsula. Alphonso was thoroughly beaten while trying to repel the invaders (he wasn’t very good at the whole “war” thing) and begged El Cid to return to meet the Almoravids. El Cid did return, but not for Alphonso – it was time for him to win some glory for himself.
El Cid and his troops struck back, taking the Muslim city of Valencia in 1091 and devastating the Almoravid army. They tried to recapture the city just three years later, but El Cid again sent them packing. Though it took another 400 years of fighting to expel the Muslim invaders from the Iberian Peninsula, they would never advance past Valencia while El Cid was still alive.
The logistics of moving supplies, equipment, and civilian first responders into a disaster area while the storm rages require long, sleepless nights, Herculean effort, and no room for error. And the evacuation of victims before, during, and after the storm passes is dangerous at times.

The Navy announced updates to uniform policy, grooming standards, uniform item availability and mandatory possession dates for new uniform items in NAVADMIN 075/19, released March 25, 2019.
A command/unit logo shoulder patch is now an option for wear on the left shoulder pocket of the Navy Working Uniform (NWU) Type II and III in place of the Don’t Tread On Me shoulder patch.
Black leather and non-leather gloves can be worn with the black NWU parka fleece liner.
NWU Type III O-6 rank insignia will be available for purchase and optional wear in silver thread starting June 1, 2019, for easier visual recognition and distinction from the E-4 insignia.
Effective June 1, 2019, all enlisted sailors with 12 years of cumulative service in active or drilling reserve time in the Navy or Marine Corps may wear gold rating badges and gold service stripes on dress uniforms in lieu of red rating badges and stripes.

Women have the option to wear smooth or synthetic leather flat shoes (flats) in service and service dress uniforms.
Nursing T-shirts may be worn with service uniforms, NWU Type I, II and III and flight suits.
The message provides clarification on the definition and manner of wear for ponytail hairstyles.
Effective immediately, sailors who are assigned to Joint/Unified Commands are authorized to wear the command’s identification badge only during the period of assignment.
Navy Exchange (NEXCOM) uniform stores will provide a free replacement collar if needed to improve the fit of the officer and chief petty officer (CPO) service dress white coat (choker) effective March 1, 2019.
The NAVADMIN announces the completion of the testing and evaluation of the improved female officer and CPO slacks and skirts.
It also provides the schedule for when the NEXCOM Customer Contact Center and Uniform Centers will have slacks and skirts, the Improved Safety Boot (I-Boot 4) and the optional physical training uniform available for purchase.
The dates for when sailors must possess new uniforms and uniform components are listed in the NAVADMIN.

The two were taken into custody after an investigation by the Navy Criminal Investigative Service’s Carolinas Field Office out of Camp Lejeune. The two were later indicted on charges of conspiring to commit wire fraud, wire fraud, aggravated identity theft, and aiding and abetting.
The Charlotte News and Observer reported that Martin and Tykoski used the social network MeetMe.com to lure the Marines in. Over a two-year period between 2013 and 2015, they hooked several Marines by convincing them they would be moving into to an off-base apartment.
On Jan. 30, Martin pleaded guilty to conspiracy to commit wire fraud and aggravated identity theft, and on March 27 Tykoski pleaded guilty to conspiracy to commit wire fraud. Martin was sentenced to 57 months in prison and five years of supervised release while Tykoski was given five years of probation.
Both were also ordered to make restitution. Martin was ordered to pay $117,306.42m while Tykoski was ordered to pay $42,289.05.
“The U.S. Department of Justice and the U.S. Attorney’s Office in this district treat cases such as this one with high priority,” U.S. Attorney John Stuart Bruce said in the release. “There will continue to be vigorous prosecution of those who commit fraud and cybercrimes targeting members of the armed services and veterans.”
H. Andrew Goodridge, the NCIS Special Agent in Charge of the Carolinas Field Office, added, “This case reminds all of us to remain vigilant about what information we provide to strangers, it also demonstrates that NCIS is committed to pursuing those who exploit US service members.”
