Hundreds of chief petty officers, senior chiefs, and master chiefs are getting orders to deploy with the fleet in what the Fleet Master Chief for Manpower, Personnel, Training, and Education calls “more directive steps to improve fleet manning and warfighting readiness.”
The announcement comes as Secretary of Defense James Mattis has pushed for increasing military readiness, to the point of delaying ship and aircraft procurement in order to reverse shortfalls in training and maintenance budgets.
“We operate in a dynamic environment and Sailors are our key advantage,” the NAVADMIN signed by Vice Adm. Robert P. Burke says. “Assigning Chiefs to our ships, submarines, squadrons, and other key operational and Fleet production units is vital to maintaining that advantage.”
“Assignments for all enlisted supervisors, including those selected for advancement to Chief, will be reviewed and managed to maximize Fleet manning readiness. When detailing Chiefs, sea shore flow and sea shore rotation concerns will continue to be considered, but will be secondary to Fleet manning requirements,” the release went on to say.
However, this is not to say that the Navy is going to be pushing its chiefs out to sea all the time in response to the shortage.
“Engaged leadership will consider human factors, the needs of the community and the needs of losing and gaining commands — all weighed against each other — to ensure we make smart decisions that don’t break our people or our readiness,” Fleet Master Chief Russell Smith wrote in a Navy Times op-ed that explained why the Navy was shifting to a policy that had previously been limited to the submarine force.
Smith said there’s a shortage of enlisted leadership deployed aboard ships that have the experience, problem-solving abilities, technical expertise and ability to make things happen that chief petty officers bring to the Navy.
The Navy is trying to encourage chiefs and junior sailors to voluntarily extend sea duty. For chiefs, the NAVADMIN noted that they would have better chances at obtaining “geographic stability, the opportunity to negotiate for choice orders, and Sea Duty Incentive Pay” through what it called “proactive action to manage career progression.”
The Navy Times reported that junior sailors who volunteered for extra sea duty for one or two more years could receive exemptions from up-or-out limits, that generally apply to sailors.
NATIONAL HARBOR, Md. — The Air Force’s top civilian leader didn’t mince words Sept. 20 when she doubted Moscow’s ability to make good on potential military cooperation with the United States in targeting Islamic State forces in Syria, saying Russia likely can’t be counted on to stick to the deal.
“This would be a ‘transactional’ situation, it’s not a situation where there’s a great deal of trust,” Air Force Sec. Deborah Lee James said during a briefing with reporters at the 2016 Air Force Association Air, Space and Cyber Conference here.
U.S. Secretary of State John Kerry announced a deal with Russian foreign minister Sergey Lavrov in mid-September, saying that coalition and Russian aircraft would work together to target terrorist forces in Syria after a week-long cease-fire. It is unclear whether the deal will stick after reports that an aid convoy was targeted during the lull in fighting, with both sides pointing fingers at the other for breaking the terms of the short truce.
Wading into diplomatic waters, James also warned that allying with Russia could anger U.S. partners in the ongoing operations against ISIS in Syria, hinting that countries like Turkey and Baltic state partners would balk at cooperating on strikes if Russians are in the room.
“Coalition cohesion will be important,” James said. “We have more than 60 countries participating in this — we wouldn’t want to lose coalition members.”
But James offered her starkest critique of the Russian military on an issue that has increasingly plagued American military efforts overseas in the court of public opinion. Top U.S. military officials are worried that if Russia and the U.S. are jointly running air strikes, America will share the blame for bombs that go astray.
“We are extremely precise with our weaponry, Russia is not,” James said. “So we would want to have some form of accountability for the dropping of these weapons to ensure that if there are civilian casualties, clearly it’s not us.”
Military officials have been increasingly pressed on how the U.S. and its allies would work alongside Russian forces in Syria on everything from coordinating air strikes to sharing intelligence on enemy positions. Most military leaders, particularly in the Air Force, have taken a wait and see attitude, wondering whether the diplomatic rapprochement will ever result in a military alliance.
“Once the decisions are made on how this cooperation will occur … and we see that the cease-fire holds for the time that the secretary of state has laid out, then we’re going to step very carefully to make sure that what is said in terms of the intent actually results in actions,” said Air Force Chief of Staff Gen. David Goldfein.
The Army is preparing to receive delivery of its first of six newly-upgraded MIA2 SEP v3 Abrams Main Battle Tank pilot tank vehicles — specifically engineered to keep pace with fast changing technology and counter major armored warfare threats for decades to come.
The Army is now building the next versions of the Abrams tank – an effort which advances on-board power, electronics, computing, sensors, weapons and protection to address the prospect of massive, mechanized, force-on-force great power land war in coming decades, officials with the Army’s Program Executive Office Ground Combat Systems told Scout Warrior.
The first MIA2 SEP v3 tank, built by General Dynamics Land Systems, is slated to arrive as soon as this month – as part of a delivery of initial prototype vehicles, developers said.
“The Army’s ultimate intent is to upgrade the entire fleet of M1A2 vehicles — at this time, over 1,500 tanks,” Ashley Givens, spokeswoman for PEO GCS, told Scout Warrior.
The first v3 pilot vehicles will feature technological advancements in communications, reliability, sustainment and fuel efficiency and upgraded armor.
This current mobility and power upgrade, among other things, adds an auxiliary power unit for fuel efficiency and on-board electrical systems, improved armor materials, upgraded engines and transmission and a 28-volt upgraded drive system.
“The Abrams has been around since early 80s, and the original designers were forward thinking to build in the provisions for continual upgrade. Over the years, there have been significant improvements in sensor capabilities, power generation, mobility, lethality, survivability, armor and situational awareness,” Donald Kotchman, Vice President, Tracked Combat Vehicles, General Dynamics Land Systems, told Scout Warrior in an interview.
In addition to receiving a common high-resolution display for gunner and commander stations, some of the current electronics, called Line Replaceable Units, will be replaced with new Line Replaceable Modules including the commander’s display unit, driver’s control panel, gunner’s control panel, turret control unit and a common high-resolution display, developers from General Dynamics Land Systems say.
Facilitating continued upgrades, innovations and modernization efforts for the Abrams in years to come is the principle rationale upon which the Line Replacement Modules is based. It encompasses the much-discussed “open architecture” approach wherein computing standards, electronics, hardware and software systems can efficiency be integrated with new technologies as they emerge.
Kotchman added that moving to Line Replaceable Modules vastly improves computing capacity, power distribution and fire-control technology for the Abrams.
“The principle difference between the Line Replaceable Unit and Module is modularity. Currently to initiate a repair or an upgrade of a LRU, you must remove the entire unit from the tank, take it to a test bench and make the changes. Under the Line Replaceable Module concept, internal diagnostics isolates and determines failure at the card level. The card has been constructed such that you can remove it and replace it without damaging it,” Kotchman said. “Similarly, when new capability is introduced or increased computing power is required, changes can be made at the card level rather than redesigning the entire unit.”
This M1A2 SEP v3 effort also initiates the integration of upgraded ammunition data links and electronic warfare devices such as the Counter Remote Controlled Improvised Explosive Device – Electronic Warfare – CREW. An increased AMPs alternator is also part of this upgrade, along with Ethernet cables designed to better network vehicle sensors together.
The Abrams is also expected to get an advanced force-tracking system which uses GPS technology to rapidly update digital moving map displays with icons showing friendly and enemy force positions.
The system, called Joint Battle Command Platform, uses an extremely fast Blue Force Tracker 2 Satcom network able to reduce latency and massively shorten refresh time. Having rapid force-position updates in a fast-moving combat circumstance, quite naturally, could bring decisive advantages in both mechanized and counterinsurgency warfare.
The GDLS development deal also advances a commensurate effort to design and construct and even more advanced M1A2 SEP v4 Abrams tank variant for the 2020s and beyond. The v4 is designed to be more lethal, better protected, equipped with new sensors and armed with upgraded, more effective weapons, service officials said.
“The current M1A2 SEPv3 production will transition to the v4 configuration in 2023. The v4 upgrade is currently scheduled to begin production in 2023 with fielding in 2025,” Givens said.
The Army-GDLS deal is also the first contract is for SEPv4 upgrades, which include the Commander’s Primary Sight, an improved Gunner’s Primary Sight and enhancements to sensors, lethality and survivability.
“General Dynamics Land Systems will deliver seven prototype M1A2 SEPv4 tanks to the Army. The contract has an initial value of $311 million,” a company statement said.
Advanced networking technology with next-generation sights, sensors, targeting systems and digital networking technology — are all key elements of an ongoing upgrade to position the platform to successfully engage in combat against rapidly emerging threats, such as the prospect of confronting a Russian T-14 Armata or Chinese 3rd generation Type 99 tank.
The SEP v4 variant, slated to being testing in 2021, will include new laser rangefinder technology, color cameras, integrated on-board networks, new slip-rings, advanced meteorological sensors, ammunition data links, laser warning receivers and a far more lethal, multi-purpose 120mm tank round, Army developers told Scout Warrior.
While Army officials explain that many of the details of the next-gen systems for the future tanks are not available for security reasons, Army developers did explain that the lethality upgrade, referred to as an Engineering Change Proposal, or ECP, is centered around the integration of a higher-tech 3rd generation FLIR – Forward Looking Infrared imaging sensor.
The advanced FLIR uses higher resolution and digital imaging along with an increased ability to detect enemy signatures at farther ranges through various obscurants such as rain, dust or fog, Army official said.
Improved FLIR technologies help tank crews better recognize light and heat signatures emerging from targets such as enemy sensors, electronic signals or enemy vehicles. This enhancement provides an additional asset to a tank commander’s independent thermal viewer.
Rear view sensors and laser detection systems are part of these v4 upgrades as well. Also, newly configured meteorological sensors will better enable Abrams tanks to anticipate and adapt to changing weather or combat conditions more quickly, Army officials said.
“Meteorological sensors are being integrated into the fire control system. It provides information into fire control algorithms that help increase the accuracy and precision of your weapon system,” Givens added.
The emerging M1A2 SEP v4 will also be configured with a new slip-ring leading to the turret and on-board ethernet switch to reduce the number of needed “boxes” by networking sensors to one another in a single vehicle.
Advanced Multi-Purpose Round
The M1A2 SEP v4 will carry Advanced Multi-Purpose 120mm ammunition round able to combine a variety of different rounds into a single tank round.
The AMP round will replace four tank rounds now in use. The first two are the M830, High Explosive Anti-Tank, or HEAT, round and the M830A1, Multi-Purpose Anti -Tank, or MPAT, round.
The latter round was introduced in 1993 to engage and defeat enemy helicopters, specifically the Russian Hind helicopter, Army developers explained. The MPAT round has a two-position fuse, ground and air, that must be manually set, an Army statement said.
The M1028 Canister round is the third tank round being replaced. The Canister round was first introduced in 2005 by the Army to engage and defeat dismounted Infantry, specifically to defeat close-in human-wave assaults. Canister rounds disperse a wide-range of scattering small projectiles to increase anti-personnel lethality and, for example, destroy groups of individual enemy fighters.
The M908, Obstacle Reduction round, is the fourth that the AMP round will replace; it was designed to assist in destroying large obstacles positioned on roads by the enemy to block advancing mounted forces, Army statements report.
AMP also provides two additional capabilities: defeat of enemy dismounts, especially enemy anti-tank guided missile, or ATMG, teams at a distance, and breaching walls in support of dismounted Infantry operations
A new ammunition data link will help tank crews determine which round is best suited for a particular given attack.
Overall, these lethality and mobility upgrades represent the best effort by the Army to maximize effectiveness and lethality of its current Abrams tank platform. The idea is to leverage the best possible modernization upgrades able to integrate into the existing vehicle. Early conceptual discussion and planning is already underway to build models for a new future tank platform to emerge by the 2030s – stay with Scout Warrior for an upcoming report on this effort.
Active Protection Systems
As part of this broad effort to accelerate Abrams technological advancement into future decades, the Army is fast-tracking an emerging technology for Abrams tanks designed to give combat vehicles an opportunity to identify, track and destroy approaching enemy rocket-propelled grenades in a matter of milliseconds, service officials said.
“We are always looking for ways to enhance the protection provided on our combat vehicles and we recognize Active Protection Systems as one of our highest priorities towards this end,” Givens said.
Active Protection Systems, or APS, is a technology which uses sensors and radar, computer processing, fire control technology and interceptors to find, target and knock down or intercept incoming enemy fire such as RPGs and Anti-Tank Guided Missiles, or ATGMs.
Systems of this kind have been in development for many years, however the rapid technological progress of enemy tank rounds, missiles and RPGs is leading the Army to more rapidly test and develop APS for its fleet of Abrams tanks.
The Army is looking at a range of domestically produced and allied international solutions from companies participating in the Army’s Modular Active Protection Systems (MAPS) program, an Army official told Scout Warrior.
US Air Force F-22 stealth fighters intercepted two sets of two Russian Tupolev Tu-95 bombers, one of which was accompanied by two Su-35 fighter escorts, off the coast of Alaska on May 20, 2019, according to North American Aerospace Defense Command.
The Russian Defense Ministry announced May 21, 2019, that Russian Tu-95MS bombers, which are capable of carrying nuclear missiles, conducted an observation flight May 20, 2019, near the western coast of Alaska, adding that at certain points during the 12-hour flight the bombers and their escort fighters were shadowed by US F-22s, Russia’s state-run TASS News Agency reported.
It is unclear why the Russians sent so many bombers near US air defenses, and NORAD was unable to say whether the Russian bombers were armed. It is also unclear why such bombers were used at all, as observation is not the traditional role of the large, four-engine, propeller-powered bombers, which are essentially heavy cruise-missile platforms.
NORAD sent out four F-22s, two for each intercept, to intercept the Russian aircraft after they entered the Alaskan Air Defense Identification Zone. An E-3 Sentry provided surveillance during the intercepts. The Russian bombers remained in international airspace, NORAD said in a statement.
“NORAD’s top priority is defending Canada and the United States,” Gen. Terrence O’Shaughnessy, the commander of NORAD, said. “Our ability to deter and defeat threats to our citizens, vital infrastructure, and national institutions starts with successfully detecting, tracking, and positively identifying aircraft of interest approaching US and Canadian airspace.”
The bomber flights May 20, 2019, came roughly two months after Russia accused the US of unnecessarily stirring up tensions between the countries by flying B-52H Stratofortress bombers near Russia for training with regional partners.
“Such actions by the United States do not lead to a strengthening of an atmosphere of security and stability in the region,” a Kremlin spokesman told reporters at the time.”On the contrary, they create additional tensions.”
The US military, however, stressed that the training missions, which included simulated bombing runs, were necessary to “deter adversaries and assure our allies and partners.”

Ukrainian lawmakers are to decide whether to introduce martial law after Russian forces fired on Ukrainian ships and seized 23 sailors in the Black Sea off the coast of the Russian-controlled Crimean Peninsula.
The Verkhova Rada is to vote on Nov. 26, 2018, on a presidential decree that would impose martial law until Jan. 25, 2019, the first time Kyiv has taken such a step since Russia seized Crimea and backed separatists in a war in eastern Ukraine in 2014.
Before submitting the decree, President Petro Poroshenko demanded that Russia immediately release the ships and sailors, who he said had been “brutally detained in violation of international law.”
He also urged Moscow to “ensure deescalation of the situation in the Sea of Azov as a first step” and to ease tension more broadly.
European Council President Donald Tusk condemned the “Russian use of force” and tweeted that “Russian authorities must return Ukrainian sailors, vessels refrain from further provocations,” adding: “Europe will stay united in support of Ukraine.”

Russian President Vladimir Putin’s spokesman, Dmitry Peskov, said that the Ukrainian sailors would be held responsible under Russian law for violating the border, but did not specify what that meant.
Poroshenko earlier said he supported the imposition of martial law, which could give the government the power to restrict public demonstrations, regulate the media, and postpone a presidential election slated to be held in late March 2019, among other things.
Yuriy Byryukov, an adviser to Poroshenko, said on Facebook that his administration does not plan to postpone the election or restrict the freedom of speech.
Meanwhile, Russian Foreign Minister Sergei Lavrov accused Kyiv of violating international norms with “dangerous methods that created threats and risks for the normal movement of ships in the area.”
An emergency meeting of the UN Security Council was called for later in the day, and NATO ambassadors were meeting their Ukrainian counterpart in Brussels to discuss the situation.
In a sharp escalation of tension between the two countries, Russian forces on Nov. 25, 2018, fired on two warships, wounding six crew members, before seizing the vessels along with a Ukrainian Navy tugboat.
Kyiv said it had not been in contact with 23 sailors who it said were taken captive.
The three Ukrainian vessels were being held at the Crimean port of Kerch, the Reuters news agency quoted an eyewitness as saying on Nov. 26, 2018. The witness said people in naval-style uniforms could be seen around the ships.
The announcement of the hostilities on Nov. 25, 2018, came on a day of heightened tension after Russia blocked the three Ukrainian Navy ships from passing from the Black Sea into the Sea of Azov via the Kerch Strait.
The UN Security Council is to hold an emergency session on Nov. 26, 2018, to discuss the matter.
The AFP news agency quoted diplomatic sources as saying the meeting was requested by both Ukraine and Russia.
Russian Foreign Ministry spokeswoman Maria Zakharova accused Ukrainian authorities of using “gangster tactics” — first a provocation, then pressure, and finally accusations of aggression.
Russia’s Federal Security Service (FSB), which oversees the country’s border-guard service, said its forces fired at the Ukrainian Navy ships to get them to stop after they had illegally entered Russian territorial waters.
“In order to stop the Ukrainian military ships, weapons were used,” the FSB said. It also confirmed that three Ukrainian Navy ships were “boarded and searched.”
But the Ukrainian Navy said its vessels — including two small artillery boats — were attacked by Russian coast-guard ships as they were leaving the Kerch Strait and moving back into the Black Sea.
The Ukrainian Foreign Ministry said Russia’s “aggressive actions” violated international law and should be met with “an international and diplomatic legal response.”

Earlier on Nov. 25, 2018, Kyiv said a Russian coast-guard vessel rammed the Ukrainian Navy tugboat in the same area as three Ukrainian ships approached the Kerch Strait in an attempt to reach the Ukrainian port city of Mariupol on the Sea of Azov.
Ukrainian Interior Minister Arsen Avakov posted a video of the ramming on his Facebook page.
Mariupol is the closest government-controlled port to the parts of Ukraine’s Donetsk and Luhansk regions that are controlled by Russia-backed separatists.
It has been targeted by the anti-Kyiv forces at times during the war that has killed more than 10,300 people since it erupted shortly after Russia seized Crimea.
In a reference to Russia, the Ukrainian Navy said the collision occurred because “the invaders’ dispatcher service refuses to ensure the right to freedom of navigation, guaranteed by international agreements.”
“The ships of the Ukrainian Navy continue to perform tasks in compliance with all norms of international law,” the Ukrainian Navy said in a statement. “All illegal actions are recorded by the crews of the ships and the command of Ukraine’s Navy and will be handed over to the respective international bodies.”

After that incident, Russian authorities closed passage by civilian ships through the Kerch Strait on grounds of heightened security concerns.
Russian news agencies quote a local port authority as saying that the strait was reopened for shipping early on Nov. 26, 2018.
In Brussels, the European Union late on Nov. 25, 2018, called upon Russia “to restore freedom of passage”‘ in the Kerch Strait.
NATO spokeswoman Oana Lungescu said NATO was “closely monitoring developments” in the Sea of Azov and the Kerch Strait and was “in contact with the Ukrainian authorities, adding: “We call for restraint and deescalation.”
Ukrainian President Petro Poroshenko says he supports a move to introduce martial law.
“NATO fully supports Ukraine’s sovereignty and its territorial integrity, including its navigational rights in its territorial waters,” Lungescu said. “We call on Russia to ensure unhindered access to Ukrainian ports in the Azov Sea, in accordance with international law.”
The spokeswoman stressed that at a summit in July 2018, NATO “made clear that Russia’s ongoing militarization of Crimea, the Black Sea, and the Azov Sea pose further threats to Ukraine’s independence and undermines the stability of the broader region.”
Russia claimed it did nothing wrong. The FSB accused the Ukrainian Navy ships of illegally entering its territorial waters and deliberately provoking a conflict.
The Sea of Azov, the Kerch Strait, and the Black Sea waters off Crimea have been areas of heightened tension since March 2014,when Russia seized Crimea from Ukraine and began supporting pro-Russia separatists in the Donetsk and Luhansk regions.
A 2003 treaty between Russia and Ukraine designates the Kerch Strait and Sea of Azov as shared territorial waters.
But Moscow has been asserting greater control since its takeover of Crimea — particularly since May 2018, when it opened a bridge linking the peninsula to Russian territory on the eastern side of the Kerch Strait.
Both sides have recently increased their military presence in the region, with Kyiv accusing Moscow of harassing ships heading toward Ukrainian ports in the Sea of Azov, such as Mariupol and Berdyansk.
The Ukrainian Navy said it was a Russian border-guard ship, the Don, that “rammed into our tugboat.” It said the collision caused damage to the tugboat’s engine, outer hull, and guardrail.
Russia’s ships “carried out openly aggressive actions against Ukrainian naval ships,” the statement said, adding that the Ukrainian ships were continuing on their way “despite Russia’s counteraction.”
But the Kyiv-based UNIAN news agency reported later that the two small-sized armored artillery boats and the tugboat did not manage to enter the Sea of Azov.
Ukrainian Navy spokesman Oleh Chalyk told Ukraine’s Kanal 5 TV that the tugboat “established contact with a coast-guard outpost” operated by the FSB Border Service and “communicated its intention to sail through the Kerch Strait.”
“The information was received [by Russian authorities] but no response was given,” Chalylk said.
But the FSB said the Ukrainian ships “illegally entered a temporarily closed area of Russian territorial waters” without authorization. In a statement, it did not mention the ramming of the Ukrainian tugboat.
A few hours before Russian forces fired on Ukrainian Navy ships, the FSB said two other Ukrainian ships — two armored Gyurza-class gunboats — had left Ukraine’s Sea of Azov port at Berdyansk and were sailing south toward the Kerch Strait at top speed.
Russian officials said after the reported shooting incident in the Black Sea that those Ukrainian ships in the Sea of Azov turned back to Berdyansk before reaching the Kerch Strait.
The FSB also warned Kyiv against “reckless decisions,” saying that Russia was taking “all necessary measures to curb this provocation,” Interfax reported.

Family first, mission always.
Marine Gunnery Sgt. Charles Vanscoyk and his wife, Staff Sgt. Alexandra Vanscoyk, are both aviation supply specialists who recently returned to the fleet after completing tours on recruiting duty. The transition has been met with unexpected challenges that magnify the logistics needed for couples seeking successful careers and a growing family.
The Vanscoyks met in 2013 shortly after Alexandra left college and enlisted in the Marine Corps. She says the two quickly became friends, deciding to date after being stationed at Camp Pendleton, California, together.
“For three years our lives crossed paths on and off and eventually timing lined up where we were both single and we decide to try dating each other,” she explained in an email.
Alexandra said it came natural to date someone who understood the military lifestyle.
“It was always difficult finding civilians who wanted to date a ‘female Marine.’ I’m not really sure why. My best guess is our job title is intimidating to most civilians and we usually have an alpha personality which can also come off as intimidating. It also made conversations easier. We use so many acronyms and random jargon that most people will never understand, no matter how many times you tell them. So, for me, dating a Marine was what seemed realistic,” she said.
Missouri-native Charles Vanscoyk followed his twin brother into the Marines in 2004 after a short stint at college proved school wasn’t for him. Charles says a conversation with the recruiter made him realize the military was what he had been looking for.
“Growing up I was an athlete and liked to be challenged and stay competitive. Plus coming from a small town in the middle of nowhere the idea of travel and adventure sounded cool,” he said.
Both Marines were attached to Recruiting Station Houston, completing the independent duty assignment then relocating to Marine Corps Air Station Yuma in Arizona. They both admit it’s been an adjustment to not only be back in the fleet, but doing so with the added stress of the current COVID-19 pandemic.
Under normal circumstances, childcare is a trending issue for households with working parents. Alexandra says a good command definitely makes it easier for them.
“Since we are both active duty it’s very difficult to come up with a solid routine while the daycares are closed. We’ve got two kids at home — one school aged who needs to complete online class work and an infant who needs constant attention. Thankfully our command has been very helpful but I know other dual couples who have not been as fortunate,” she said.
Prior to the pandemic, she adds, some of the challenges “were deciding who would stay home if the kids got sick, who would take time off work for appointments, worrying about when you or your spouse has 24–hour duty,” though she is quick to point out their family has benefitted from “very understanding units and leadership.” And the exposure to solid leadership over the years has guided her throughout her career.
“The commanding officer at my first unit had a moto: “family first, mission always.” At the time I didn’t have a family but it stuck with me. At my second unit I had two different COs and both were huge family men. Seeing them, 15 years plus into their career and still having a strong family made me realize it is possible to have the best of both,” she said.
Alexandra adds that her advice for younger service members is to find a good balance for work-home life, especially if you’re in a dual military relationship. Charles echoes that sentiment.
“The best advice I could give is put your family first. Still be a good Marine and proficient at your job, but understand this machine that is the Marine Corps will not fall apart if you are not there. Be there for you kids and family. Don’t miss those moments you will never get back with your family,” he said.
The Vanscoyks have their sights set on serving in the Marines for the long haul, with Alexandra weighing the idea of either pursuing warrant officer school or becoming a career recruiter. Charles says he has checked the box on many of his goals making career progression the natural focus.
“As a Marine you always strive for the next rank, so MSgt is my goal. And continue to try and motivate and inspire these next generation of Marines that will carry on the legacy,” he said.
The Navy’s Littoral Combat Ship will be armed and operational with deck-launched HELLFIRE missiles by 2020, a key step in a sweeping strategic move to expand the attack envelope across the entire fleet of surface ships, senior service officials said.
Current HELLFIRE LCS testing and development, described as an integral part of the ship’s Surface-to-Surface Missile Module, has resulted in 20 successful hits out of 24 total attempted missile shots, Capt. Ted Zobel, Program Manager, PEO LCS, said recently at the Surface Navy Association symposium.
Testing and integration, which embarked upon LCS 5 in August of 2017, is slated to continue this year as a lead into to formal production; The complete procurement of SSMMs will complete in 2023, Zobel said.
Integrating the HELLFIRE onto the LCS is a significant strategic and tactical step for the Navy as it accelerates its combat posture transition toward the prospect of near-peer warfare.
This kind of confrontation, naturally could span a wide envelope of mission requirements for the LCS, calling upon littoral, coastal patrol, surveillance and countermine mission technologies as well as anti-submarine operations and a fortified ability to wage “blue” or open water maritime warfare with longer-range strike weapons.
While not quite the scope of the now-in-development over-the-horizon missile currently being fast-tracked for the emerging Frigate and, quite possibly, the LCS – a HELLFIRE offers a much wider offensive attack range to include enemy aircraft, helicopters, drones, small boats and even some surface ships.
Furthermore, the HELLFIRE, drawing upon Army-Navy collaboration, is engineered with different variants to widen potential attack methods. These range from blast-frag warheads to high-explosive rounds or even missiles with an augmented metal sleeve for extra fragmentation.
While the LCS does not have Vertical Launch Systems, Navy officials tell Warrior Maven that the HELLFIRE fires from canisters beneath the surface of the ship.
Often fired from helicopters, drones and even ground-based Army Multi-Mission Launchers, the Longbow HELLFIRE can use Fire-and-Forget millimeter wave radar with inertial guidance; millimeter wave seeker technology enables adverse weather targeting. Many HELLFIREs also use semi-active laser homing targeting.
It is accurate to call it a short-to-medium-range weapon which can reach relevant combat distances beyond the most close-in threats – while stopping short of being an over-the-horizon weapon.
Its targeting options open up various airborne interoperability options, meaning an MH-60R ship-based helicopter – or even a drone – could function as a laser designator for the weapon should it seek to target enemy ships on-the-move.
The Navy has made particular efforts, in fact, to integrate HELLFIRE technology, sensors and fire control with other assets woven into the LCS. Not only could an MH-60R offer a laser spot for the ship launched weapon, but the helicopter can of course fire the HELLFIRE itself.
A ship launched variant, however, would need to further integrate with ship-based layered defense technologies to optimize its attack options against enemy aircraft and ships, particularly in a maritime combat environment potentially more difficult for helicopters to operate in.
LCS-launched HELLFIREs are engineered to operate as part of a broader ship-wide technical system connecting things like variable-depth sonar, deck guns, vertical take-off drones such as the Fire Scout and small boat mission capabilities such
as 11-meter Rigid Inflatable Boats, or RIBs.
As part of this, the LCS is equipped with a 57mm gun, .50-cal Machine Guns and a defensive interceptor missile called SeaRAM.
Arming the LCS to a much greater extent is also likely to bear upon the longstanding discussion regarding the ship’s survivability. While many advocates for the LCS champion its 40-knot speed and technical attributes such as its integrated mission packages, adding more substantial weapons clearly impacts the debate by massively increasing the ship’s survivability and combat capability.
The anti-submarine mission package includes an MH-60 Sea Hawk helicopter, light weight towed torpedo decoy system, Multi-Function Towed Array and several kinds of submarine-hunting sonar. The LCS utilizes waterjet propulsion and a combined diesel and gas turbine engine.
Some of the features and technologies now being developed for the Navy’s new Frigate could be back-fitted onto the existing LCS fleet as well; these include an over-the-horizon offensive missile as well as a survivability-enhancing technique called “space armor,” which better allows the ship to function if it is hit by enemy firepower.
A strengthened LCS, as well as the new Frigate of course, offer a key component of the Navy’s widely discussed “distributed lethality” strategy, which aims to better arm the fleet with offensive firepower and position the force to be able to defeat technologically-advanced near-peer adversaries.
This includes an emphasis upon open or “blue” water combat and a shift from some of the key mission areas engaged in during
the last decade of ground wars such as Visit Board Search and Seizure, counter-piracy and counter-terrorism.
Many LCS are already in service, and the platform is cherished by the Navy for its 40-knot speed, maneuverability and technological versatility.
Israeli Col. Giora Epstein, one of the world’s greatest fighter aces of the jet era, was leading a flight of four planes during the Yom Kippur War when his team spotted two Egyptian MiG-21s. Epstein pursued the pair and quickly shot down the trail plane.
But that’s when the Israelis got a surprise. The pair of MiG-21s were bait. While the four Israeli planes were pursuing the surviving MiG they could see, approximately 20 more MiG-21s suddenly hit them with an ambush.
What followed was one of the most lopsided victories in modern aerial combat. The four Israeli Neshers fought the approximately 21 MiGs, calling out to each other to help them avoid Egyptian MiGs or to chase down vulnerable enemies.
During the fight, Epstein’s partner shot down a MiG but got missile exhaust into his own engine, causing a stall. Epstein walked him through a restart and sent him home. Another Israeli pilot chased a MiG out of the battle area, and the third headed home due to a lack of fuel.
Epstein found himself alone with 11 enemy MiGs. What followed was minutes of insane aerial combat as Epstein’s main target pulled off a maneuver thought impossible in a MiG-21: a split S at approximately 3,000 feet. It’s a move that should have caused him to crash into the ground.
But the MiG succeeded, barely. It got so close to the ground that it created a cloud of dust against the desert ground, but then escaped the cloud and flew back toward the sky. Epstein managed to get a burst of machine gun fire out before the MiG could escape, destroying the Egyptian jet. Epstein was left in the fight with 10 MiG-21s out for vengeance for their lost comrades.
The MiGs flew in pairs against Epstein, firing bursts of machine gun fire and missiles at the Israeli ace. Epstein outmaneuvered them, killing two with 30mm cannon fire and forcing the rest to bug out.

Representative Martha McSally, R-Az., an Air Force veteran, launched into the Secretary of Defense and the Chairman of the Joint Chiefs of Staff at a recent House Armed Services Committee hearing in the Capitol after they testified that manning levels were too low and budget cuts were too high. According to a story posted at Air Force Times, McSally called their logic the “newest excuse” for prematurely retiring the venerable A-10 “Warthog” attack aircraft, and she questioned if it wouldn’t be wiser to cut non-essential personnel like “the hundreds of people playing tuba and clarinet.”
“If we really had a manning crisis, from my perspective, we would really tell people to put down the tuba and pick up a wrench or a gun,” McSally said during the hearing. “But we’re not at that place, and I’m just concerned over these conflicting statements.”
“We’ve mothballed the equivalent of four A-10 squadrons since 2012, we have only nine remaining, and there are actually less airplanes in them than we used to have,” McSally said.
“It’s not just a platform issue, it’s a training issue,” Gen. Joseph Dunford, CJCS, replied. “As the advocate for close-air support and joint capabilities, I absolutely believe we need a transition plan, and there needs to be a replacement for the A-10 before it goes away.”
“We need a fifth-generation fighter, but when it comes to close-air support, the F-35 having shortfalls in loiter time, lethality, weapons load, the ability to take a direct hit, to fly close combat … and … needs evaluation,” she said.
McSally knows a thing or two about the topic of military aviation. She graduated from the Air Force Academy and then spent 22 years serving as an attack pilot, including commanding an A-10 squadron. In 2001 she famously sued DoD over the policy of making female service members wear veils while stationed in Saudi Arabia. She retired at the rank of lieutenant colonel and spent a year as a college professor in Germany before running for Congress. She lost a close race for Arizona’s 8th Congressional District in 2012, and then won a close race two years later.
And, for the record, the Air Force says it currently has about 540 enlisted airmen and 20 officers assigned to band billets.
In another positive sign for the beloved A-10, Air Force maintainers at Davis-Monthan Air Force Base in Arizona have outfitted the Warthog with an upgrade for combat search and rescue missions, or CSAR.
Dubbed the lightweight airborne recovery system, the upgrade helps A-10 pilots “communicate more effectively with individuals on the ground such as downed pilots, pararescuemen, and joint terminal attack controllers,” according to an Air Force statement.
CSAR missions jump off with little warning and often involve going deep into enemy territory, so becoming certified to perform CSAR missions takes tons of training, which only A-10 pilots undergo.

The A-10’s rugged survivability, massive forward firing power, newly acquired communication capabilities, and long loiter times at low altitudes make it ideal for flying low and slow and finding the lost person.
According to the Air Force, an “urgent operational need arose in August” for increased CSAR capabilities. Within a few months, the “massive logistical challenge” that required the Air Force to “build a production machine, find facilities, manpower, equipment, tools, and make material kits (to) execute the requirement” came together, and now 19 A-10s sport the upgrade, according to the Air Force.
“A-10 pilots take the combat search and rescue role very seriously,” said Lt. Col. Ryan Hayde, 354th Fighter Squadron commander and A-10 pilot, according to the Air Force statement. “While this is just one tool, it can assist us in bringing them back to US soil safely.”
While the A-10 still faces the chopping block in 2018, new investment in the Warthog and the reopening of the production lines in October bode well for the plane’s future protecting American interests and infantry soldiers.
Germany’s highest awards for valor, the Iron Cross, was the most awarded of the top tier medals of any nation in World War II. But Germany awarded more top-tier valor awards than any other country for two very good reasons. First, most German troops fought for the duration or the war unless they were crippled.
As German ace Gunther Rall put it, that meant Third Reich troops’ destiny “was either the Iron Cross or the wooden cross.” They would be heroes or they would die in the attempt.
Second, German troops could earn the Iron Cross with a series of events, like succeeding in enough aerial battles, rather than for just a single act of extreme valor like in most militaries. While the medal was awarded for singular military achievements and bravery, it was also automatically warranted after a service member completed a challenging act.
Here are four things that would get a World War II German soldier an automatic Iron Cross:
1. Destroying a set number of enemy tanks
For German tankers, the “easiest” way to earn an Iron Cross was to achieve enough tank victories to qualify. While the number required increased as the war ground on, 50 was the magic number for a few years. That’s 50 Allied tank kills before a single tank managed to kill them.
2. Killing a set number of Allied planes
German Luftwaffe pilots could net an Iron Cross by accruing an ever-increasing number of points. Single-engine aircraft were worth one point, dual-engines netted two points, and four engines were worth three points. Fighters could get the Iron Cross second class for becoming an ace (downing five enemy aircraft).
3. Sinking a set amount of Allied shipping
For submariners, the Iron Cross was usually awarded for sinking tons of Allied supplies. The Iron Cross second class usually required sinking 50,000 tons of shipping, while the Knight’s Cross, a higher level of the same award, would be granted to those who sank 100,000 or more tons.
These were older, frail planes piloted by Soviet women who would carry a few bombs at a time and drop them on Nazi massed forces, breaking up German attacks on Soviet positions. But the planes were so slow and quiet that they were hard to find and harder to fight, so the Luftwaffe promised an Iron Cross for a single kill.
Her life became the object of a Cold War political scandal when it became public knowledge that she had been sexually involved with Profumo — then Britain’s minister for war — while doing the same with a Soviet diplomat based in London.
Opposition MPs alleged that having such a close link between a senior government minister and a rival power presented a security risk, predicated on the idea that Keeler could be a conduit to leak secrets to the Russians.
Profumo’s resignation was a major blow to Macmillan’s government, and was one of several factors which led to his resignation later that year and a loss for the Conservative Party in 1964 to Harold Wilson.
Keeler went on as a minor celebrity in the UK, appearing in interviews and in newspapers based on the scandal, which produced books, the 1989 film “Scandal,” and the West End musical, Stephen Ward.
Some official papers relating to the case are due to remain classified until 2046, 100 years after the birth of Mandy Rice-Davies, Keeler’s roommate and the youngest figure in the scandal.
On September 11, 2007, Russia announced to the world that it had successfully tested the world’s most powerful nonnuclear bomb.
The “father of all Bombs,” (FOAB)named in response to America’s smaller “mother of all Bombs,” has the power of a nuclear bomb but does not produce chemical or radioactive fallout.
“The results of tests of the aviation explosive device that has been created have shown that it is comparable with nuclear weapons in its efficiency and potential,” Alexander Rukshin, deputy chief of the Russian armed forces, told Russia’s ORT First Channel in 2007.
“The main destruction is inflicted by an ultrasonic shockwave and an incredibly high temperature. All that is alive merely evaporates. At the same time, I want to stress that the action of this weapon does not contaminate the environment, in contrast to a nuclear one.”
The lack of environmental damage from the FOAB is as a double-edged sword as it makes the bomb less likely to cause the sort of massive destruction that a nuclear bomb would produce through fallout. This lack of fallout, though, also heightens the chances that the FOAB would be used in a military confrontation.
The FOAB, according to RT, is a thermobaric bomb. This sort of weapon explodes in midair, which ignites a fuel-air mixture.
This then proceeds to cause an incredibly hot and powerful outward blast that vaporizes targets and can collapse structures. The FOAB can produce blasts and aftershocks as powerful as a nuclear blast.
The blast from the FOAB is equivalent to a blast yield of 44 tons of TNT. The FOAB has a destruction radius of nearly 1,000 feet.
Everything within that area becomes superheated to the point that surfaces melt, and the ground takes on an almost moon-like quality.
In addition, the burning of gases within the vicinity by the blast produces a vacuum, which can compound damage by dragging nearby objects toward the epicenter of the explosion.
