The dandelion is the flower of the military child and when I learned this, as a military parent, I was disappointed. Why would they pick such an ugly flower (or is it a weed?) to represent military kids? When I looked at dandelions, I saw the problem they caused in my yard, but there is more to a dandelion’s story. When you look past the nuances in the yard you can see a bigger picture.
The next summer as we prepared for our PCS and as the dandelion flowers transitioned from flowers to puffs of seeds, I would watch them blow in the wind and the realization of why the dandelion was chosen to represent my military kids dawned on me. It suddenly made so much sense.

Dandelions are made up of three main parts: The flower (seeds), the stem and the roots. They are tough, can survive almost anywhere and are constantly moving and starting over. One summer I decided to tackle my dandelion problem head on. It was an endless battle, but through my struggle I learned so much about this tough flower. The new dandelions that had just arrived in the spring were easy to remove from the dirt. Their roots were barely beneath the surface, as if they hadn’t decided if they should stay or be ready to move on to a new patch of land. But when I encountered a dandelion that had made it through a few seasons, not only was the dandelion on its own a tougher challenge to remove, but its roots were deep into the ground making it even more difficult. Each one seemed to also have a group of friends surrounding it. The landscape around one dandelion was changed not only by making its mark in the yard, but also by adding to its journey by bringing others in along the way.
Military kids often have to form new friendships fast. Just as quickly as they find friends, they are uprooted from all that is familiar to them. They learn to say goodbye and continually start over. It is a part of the life they lead. As we try to move forward at each assignment and build our roots and networks, we can’t forget the friends we made. We talk about friends from different assignments or those who have moved on before us. And while the friendships were special for a season, we always knew they were only for a season. At least for right now.
A few weeks after arriving at our new assignment our two year old, who had never experienced a PCS, said he was ready to go back home. He had been on vacations before and that is what this move across the country felt like, but now he was ready to go back to what was normal and familiar. We tried to explain to our son that this was our new home until it was time to move again. I don’t think he understood all the implications and challenges, but as military kids seem to do, naturally, he let the words slide off his back and began to make his new life in our new home.

Dandelion seeds don’t have any say on where the wind will take them when it is time to venture on. And just like military kids who are along for the ride, they go where their parents and the military take them and find a way to be resilient and start all over again. They put down roots, create new friends, find routines and then a strong wind blows and they get to do it all over again.
And as painful as it is sometimes to watch them toss in the wind, when the dust settles and they find their footing and begin to bloom at each new location you see the beauty that a military life gives. It doesn’t change the pain of saying goodbye to friends. It doesn’t make the tears go away or the fear of being a new kid at school go away. Somehow, through it all they keep pushing forward. It is the only life they have known and despite their choice, they are stronger for it.
Could they have picked a more beautiful flower to represent military children? Of course, there were a lot of different options before landing on a weed. But if you compare a dandelion and a military child the similarities are uncanny. And now when I see dandelions in my yard, I smile and think of how beautiful, tough, and adaptable my children are.
Iran says it is holding a U.S. Navy veteran, confirming media reports about a case that risks further escalating tensions with Washington.
The New York Times reported on Jan. 7, 2019, that Michael White, 46, was arrested while visiting Iran and had been held since July 2018 on unspecified charges.
On Jan. 9, 2019, Iranian state news agency IRNA carried a statement by Foreign Ministry spokesman Bahram Qasemi that confirmed the arrest, but did not specify when it had happened or what crime he was accused of.
Qasemi was quoted as saying that Iran had informed the U.S. government about White’s arrest within days of when he was taken into custody in the city of Mashhad “some time ago.”
The spokesman added that White’s case was going through the legal process and officials will make a statement at the appropriate time.
The U.S. State Department said it was “aware of reports” of the detention but did not provide further details, citing privacy considerations.
U.S. Navy veteran Michael White reportedly jailed in Iran
The New York Times has quoted White’s mother, Joanne, as saying she learned three weeks ago that her son was being held at an Iranian prison.
She said her son had visited Iran “five or six times” to see an Iranian woman she described as his girlfriend.
White’s incarceration was also reported on Jan. 7, 2019, by Iran Wire, an online news service run by Iranian expatriates.
White’s imprisonment could further worsen relations between Washington and Tehran, longtime foes.
Tensions have been high since U.S. President Donald Trump pulled Washington out of a landmark nuclear deal with Iran and reimposed crippling economic sanctions against Tehran in 2018.
At least five Americans have been sentenced to prison in Iran on espionage-related charges.
Among them is Xiyue Wang, a Princeton University student, who was given a 10-year sentence for espionage. He was arrested in August 2016 while conducting research for his dissertation on Iran’s Qajar dynasty. Both Wang and the university deny the claims.
Baquer Namazi, a retired UNICEF official, and his son Siamak, an Iranian-American businessman, were sentenced in 2016 to 10 years in prison for spying and cooperating with the U.S. government. The charges were denied by the family and dismissed by U.S. authorities.
Bob Levinson, a former Federal Bureau of Investigation agent, vanished on Iran’s Kish Island in 2007 while on an intelligence mission. Tehran has said it has no information about his fate.

North Korea has reportedly miniaturized a nuclear warhead, giving their intercontinental ballistic missiles the ability to deliver a nuclear payload for the first time. The rogue regime has also been moving anti-ship cruise missiles to at least one patrol boat.
The moves come amidst heightened tensions in the region and despite a unanimous UN Security Council vote imposing further sanctions.
According to a FoxNews.com report, the development of the warhead and further threats from the regime of Kim Jong Un prompted President Trump to state that the North Korean leader “best not make anymore threats to the United States.” The President went on to state that threats would “be met with fire, fury and frankly power, the likes of which the world has never seen before.”
North Korea is believed to have as many as 60 nuclear weapons, and has conducted a string of tests despite sanctions being imposed. One recent test involved an ICBM that could hit targets in half the United States. The regime also has a history of holding Americans hostage.
The war of words between Trump and Kim comes as another report by FoxNews.com indicated that two “Stormpetal” missiles were being loaded on to a “Wonsan-class patrol boat.”
Oddly, the 16th Edition of Combat Fleets of the World does not list any “Wonsan-class” vessel in North Korean service, nor does GlobalSecurity.org. The only Wonsan-class vessel listed in service is a South Korean minelayer.
North Korea is credited by GlobalSecurity.org with a surface-effect ship about the size of most missile boats called the Nongo class, as well as a variant of the Osa-class missile boats called the Soju class.
The Nongo-class can hold from as many as eight anti-ship missiles. Osas generally held four SS-N-2 anti-ship missiles, according to Combat Fleets of the World.
The Stormpetal is also not a known missile system to either source. GlobalSecurity.org, does note that many indigenous North Korean missile designs are ballistic missiles or artillery rockets. The North Koreans have also designed an indigenous version of the SS-N-2 Styx known as the KN-01, and a version of the SA-10 Grumble known as the KN-06.
It was around lunchtime when the shots rang out across Camp Maiwand in eastern Afghanistan.
Two gunmen — one armed with an AK-47 assault rifle and the other operating a mounted PKM machine gun in the rear of a pickup truck — had just opened fire on a group of soldiers from the 1st Security Force Assistance Brigade visiting the Afghan base.
“The plan was the fully automatic machine gun was going to open up on us, and the AK was going to pick us off one by one,” said Staff Sgt. Steven McQueen, assigned to the brigade’s Charlie Company, 1st Battalion, 28th Infantry Regiment.

“It just so happened that the terrain we were operating in, there was a choke point that we were walking through — it was a perfect opportunity to attack us,” he added.
During the insider attack, McQueen was struck in the back of the helmet with a 7.62x54mm Russian round at a distance of about 20 feet, knocking him off his feet, he said. Understanding the gravity of the situation, McQueen quickly recovered and started checking on his soldiers as they worked to secure their position.
“It’s nothing that I’ve experienced in my life that I can relate it to,” McQueen said. “If I had to guess, [it would feel like] you stood there and let a horse kick you in the back of the head.

“I was surprised that I was able to react as quickly as I did because I knew what had happened … I knew I was shot,” he added.
The attack lasted about 10 minutes before Afghan National Army forces moved in to apprehend the rogue policemen, McQueen said.
Command Sgt. Maj. Timothy Bolyard was fatally shot in the attack and was laid to rest at the West Virginia National Cemetery later that month. McQueen was sent to Germany and treated for a traumatic brain injury.

“I had no surgeries. Basically, the eight days that it took me to get [from Germany] to Fort Benning [in Georgia], the brain bleed was healed,” he said. “Other than some physical therapy to correct some balance issues, that’s the only treatment I’ve had.”

“My dad used to have this saying. He would say, ‘Son, Superman is not brave,” Brig. Gen. Anthony Potts, head of PEO Soldier, said at the ceremony. “My dad was telling me [that] Superman was invincible. He couldn’t be hurt. The reality is our servicemen and women can be hurt.”
Affixed to a plaque, the section of McQueen’s damaged headgear shows clear signs of distress with a portion ripped open to expose layers of shredded padding underneath.
“I want our equipment to make our soldiers invincible,” Potts added. “We’re going to do our best to provide you the equipment that you need to go out there and fight and return.”
Soldier protection system
After the presentation, PEO Soldier officials met with the media to discuss the new Soldier Protection System, or SPS. The new system provides soldiers with a modular, scalable integrated system that can be tailored to meet their mission requirements.
The fact that McQueen is still alive today is “a testament to what we do as acquisition professionals, in terms of providing capabilities that will bring our soldiers home safely,” said Col. Stephen Thomas, soldier protection and individual equipment project manager.
The Enhanced Combat Helmet, he noted, resulted from collaboration between the services after it was procured by the Marine Corps.
“This allowed us to provide the highest level of capability to our warfighters going into harm’s way,” Thomas added.

The new SPS features an Integrated Head Protection System, or IHPS, a modular scalable vest, a ballistic combat shirt, and the ballistic combat belt. Overall the new system is said to weigh less while maintaining the same level of ballistic protection and mobility than current systems, officials said.
The IHPS, for example, has shown a 100 percent improvement against a blunt force impact, when compared to the ECH, said Lt. Col. Ginger Whitehead, soldier protective equipment product manager.
In simple terms, blunt force protection refers to the way the energy is dissipated after a round strikes the helmet, Whitehead added.
Additionally, the IHPS will feature a boltless retention system, making it easier for soldiers to mount accessories to their helmet, or have the ability to integrate a visor or mandible protection device. When compared to current head protection technology, the boltless retention system eliminates the need for pre-drilled holes, which has the potential to weaken the ballistic material, she said.

Security force assistance brigades are currently using a version of the SPS, Thomas added. The 3rd Brigade Combat Team, 82nd Airborne Division, at Fort Bragg, North Carolina, will be the first conventional force to receive the upgraded personal protective equipment.
Even if it is the new SPS or the current equipment, McQueen has a newfound appreciation for his military-issued gear.
“Before this incident, I thought the helmet was cumbersome, and it was overkill,” said McQueen, joking that he once preferred to wear a ball cap and a plate carrier. “I was sorely mistaken. This helmet works, and I’m a living testament to it.”
A lot of science and a lot of innovation go into producing the helmet and other protective equipment, he said.
“From now on, all my soldiers will wear [their helmet] — and if they are in a hostile environment, they won’t take it off,” he said.
Having served for seven years, McQueen is determined to meet the goals he set for his Army career. And while he is slightly delayed, he said. The sergeant is still committed to making the selection for Special Forces and completing Ranger training.
Everyone wants to throat-punch ISIS, right? Right!
But what is ISIS…really? And who attacked the World Trade Center? And what’s the deal with Syria?
Keeping track of terrorist groups can be confusing, so here’s the quick and dirty on three hard-hitting groups the U.S. is currently fighting:
1. Al Qaeda
Al Qaeda is a Sunni Islamic militant organization founded by Osama bin Laden circa 1988 and is responsible for the attacks against the United States on Sept. 11, 2001.
Originally organized to fight the Soviet Union during the Afghan War, al Qaeda continues to resist entities considered corrupt to its leaders, including differing Islamic interpretations and foreign (read: U.S.) occupation of their lands.
Al Qaeda operates under the belief that it is their duty to kill non-believers, including civilians.
After 9/11, a U.S.-led coalition launched an attack in Afghanistan to target al Qaeda, which had been operating under the protection of the Taliban government in the country. Operation Enduring Freedom successfully toppled the Taliban and dispersed al Qaeda throughout the region, but U.S. forces remain unable to fully eradicate the group.
From 1979-1989, the Soviet Union invaded and occupied Afghanistan. Afghan fighters known as the mujahedeen resisted, finally forcing the Soviet Union to withdraw from the country. In the aftermath, there was a power vacuum, with fighting among the mujahedeen until the Taliban was established in 1994.
The Taliban seized control of Afghanistan and imposed strict Islamic laws on the Afghan people. A Sunni Islamic fundamentalist political movement, the Taliban harbored al Qaeda operations, including bin Laden’s stronghold, which led to the U.S. invasion Afghanistan after the September 11 attacks.
Today, largely funded by opium production, the Taliban fights to regain control of Afghanistan, engaging with military forces in-country and claiming responsibility for terrorist attacks in the region.
The Islamic State of Iraq and Syria, also known as the Islamic State of Iraq and the Levant, or just the Islamic State, is a Salafi jihadist Sunni Islamic militant group established in 1999 with the intention of establishing their God’s rule on earth and destroying those who threaten it.
They are known for being exceptionally brutal, utilizing publicity and the social media to broadcast mass executions, beheadings, and crucifixions.
They once pledged allegiance to al Qaeda, but separated from it in 2014 and concentrated their attention on Syria and Iraq.
In January 2014, ISIS captured the city of Raqqa, Syria. For the next six months, the group overtook major Iraqi cities like Mosul and Tikrit before self-declaring a caliphate, an Islamic State with authority over the global Muslim population.
In August 2014, President Barack Obama approved airstrikes against ISIS.
North Korea’s inter-continental ballistic missiles still have a lot of work to do in order to be ready for prime time, the Defense Intelligence Agency claims. North Korea in the past has had problems getting its missiles up – but that technological hitch may not last long.
According to a report by Bloomberg News, North Korea still faces a number of “important shortfalls” in its longer-range missiles like the Taepo-dong 2 and the KN-08 inter-continental ballistic missiles. Last month, North Korea saw a failure when it attempted to launch a missile during a test.
That said, senior American intelligence officials note with concern that North Korea is not letting the failures prevent a push toward developing a reliable ICBM inventory.
“North Korea has also expanded the size and sophistication of its ballistic missile forces—from close-range ballistic missiles (CRBMs) to ICBMs—and continues to conduct test launches. In 2016, North Korea conducted an unprecedented number of ballistic missile tests. Pyongyang is committed to developing a long-range, nuclear-armed missile that is capable of posing a direct threat to the United States; it has publicly displayed its road-mobile ICBMs on multiple occasions. We assess that North Korea has taken steps toward fielding an ICBM but has not flight-tested it,” Director of National Intelligence Dan Coats said in a written statement to the Senate Intelligence Committee prior to a May 11, 2017 hearing.
“North Korea is poised to conduct its first ICBM flight test in 2017 based on public comments that preparations to do so are almost complete and would serve as a milestone toward a more reliable threat to the US mainland,” Coats added later in the statement.
The United States has currently deployed a Terminal High-Altitude Area Defense missile battery to South Korea, and also operates MIM-104 Patriot missile batteries – systems also owned by South Korea and Japan. All three countries also have Aegis warships, capable of launching SIM-66 Standard SM-2 and RIM-161 Standard SM-3 missiles.
The United States has deployed a carrier strike group to the area around North Korea as tensions have increased.
The Army is developing its weapons, technologies and platforms with a greater emphasis on being ready for great-power, mechanized force-on-force war in order maintain cross-the-board readiness and deter near-peer adversaries from unwanted aggression.
While the service aims to be prepared for any conceivable contingency, to include counterinsurgency, counterterrorism and hybrid-type conflicts, the Army has been shifting its focus from 15-years of counterinsurgency war and pivoting its weapons development toward major-power war.
“We are excellent at counterinsurgency,” Lt. Gen. Michael Williamson, Military Deputy, Assistant Secretary of the Army – Acquisition, Logistics and Technology, told Scout Warrior in an exclusive interview. “We’re developing systems to be prepared for the full range of potential conflict.”
As a high-level leader for the Army’s weapons, vehicle and platform developmental efforts, Williamson explained that some technologies are specifically being engineered with a mind toward positioning the service for the prospect of massive great-power conflict with mechanized forces, armored vehicles, long-range precision weapons, helicopter air support and what’s called a Combined Arms Maneuver approach.
Combined Arms Maneuver tactics use a variety of combat assets, such as artillery, infantry and armored vehicles such as tanks, in a synchronized, integrated fashion to overwhelm, confuse and destroy enemies.
While the Army naturally does not expect or seek a particular conflict with near-peer nations like Russia and China, the service is indeed acutely aware of the rapid pace of their military modernization and aggressive activities.
As a result of its experience and skill with counterinsurgency fighting in Iraq and Afghanistan, the Army’s training, doctrine and weapons development is sharpening its focus on armored vehicles, long-range precision weapons and networking technologies to connect a force dispersed over a wide area of terrain.
Another key aspect of the Army’s future strategy is called Wide Area Security, an approached grounded in the recognition that large-scale mechanized forces will likely need to operate and maneuver across much wider swaths of terrain that has been the case in recent years. Having a dispersed force, fortified with long range sensors, armor protection, precision weapons and networking technologies, will strengthen the Army’s offensive approach and make its forces a more difficult, less aggregated target for enemies.
New High-Tech Army Platforms – JLTV AMPV
While the Army remains focused on being needed for counterinsurgency possibilities across the globe and hybrid-type wars involving groups of terrorists armed with conventional weapons and precision-guided missiles — the service is identifying, refining and integrated technologies with a specific mind to attacking enemies and protecting Soldiers in major-power war, Williamson explained.
Major, great-power war would likely present the need for massive air-ground coordination between drones, helicopters and ground vehicles, infantry and armored vehicle maneuver formations and long-range weapons and sensors. The idea is to be ready for enemies equipped with high-end, high-tech weapons such as long-range rocket, missile and air attack capabilities.
As evidence of this approach, Williamson pointed to some of the attributes of the Army’s new Joint Light Tactical Vehicle, or JLTV, and Armored Multi-Purpose Vehicle as platforms well-engineered for large-scale mechanized warfare.
The JLTV, for instance, is engineered with additional armor, speed, suspension, blast-protection and ground-clearance in order to withstand enemy fire, mines, IEDs and roadside bombs. These same protection technologies would also enable the vehicle to better withstand longer-range attacks from enemy armies far more capable than those encountered in Iraq and Afghanistan.
The vehicle is being built to, among other things, replace a large portion of the Army’s Humvee fleet.
The JLTV represents the next-generation of automotive technology in a number of key respects, such as the ability to design a light tactical, mobile vehicle with substantial protective ability to defend against a wide range of enemy attacks.
The vehicle is designed from the ground up to be mobile and operate with a level of underbody protection equivalent to the original MRAP-ATV (Mine Resistant Ambush Protected — All Terrain Vehicle) vehicle standards. Also, the vehicle is being designed with modular armor, so that when the armor is not needed we can take it off and bring the weight of the vehicle down to drive down the operating costs, Army officials have explained.
The modular armor approach gives the vehicle an A-kit and B-kit option, allowing the vehicle to integrate heavier armor should the war-threat require that.
With a curb weight of roughly 14,000 pounds, the JLTV will provide protection comparable to the 25,000-pound M-ATV, thus combining the mobility and transportability of a light vehicle with MRAP-level protection. The vehicle can reach speeds greater than 70-MPH.
The vehicle, made by Oshkosh Defense, is also built with a system called TAK-4i independent suspension designed to increase off-road mobility in rigorous terrain – a scenario quite likely should there be a major war. The JLTV is equipped with next-generation sensors and communications technologies to better enhance Soldiers’ knowledge of a surrounding, fast-moving dynamic combat situation.
TAK-4i can be described as Variable Ride-Height Suspension, explained as the ability to raise and lower the suspension to meet certain mission requirements such as the need to raise the suspension in high-threat areas and lower the suspension so that the vehicles can be transported by Maritime preposition force ships.
Also, the JLTV will be able to sling-load beneath a CH-53, C-130 or CH-47 under standard conditions. Sling-loading the vehicle beneath a large helicopter would give the Army an ability to conduct what they called Mounted Maneuver – an effort to reposition forces quickly on the battlefield in rough terrain which cannot be traversed another way.
Oshkosh, based in the Wisconsin city of the same name, last summer won a $6.7 billion Army contract to begin to produce about 17,000 of the light-duty JLTVs for the Army and Marine Corps beginning in the first quarter of fiscal 2016, which starts Oct. 1.
The services plan to buy nearly 55,000 of the vehicles, including 49,100 for the Army and 5,500 for the Corps, to replace about a third of the Humvee fleets at an overall estimated cost of more than $30 billion, or about $559,000 per vehicle, according to Pentagon budget documents as cited in a report in Military.com.
When compared with earlier light tactical vehicle models such as the HMMWV, the JLTV is being engineered with a much stronger, 250 to 360 Horsepower engine (Banks 6.6 liter diesel engine) and a 570-amp alternator able to generate up to 10 kilowatts of exportable power. In fact, due to the increase in need for on-board power, the vehicle includes the integration of a suite of C4ISR kits and networking technologies.
The JLTV, which can be armed with weapons such as a grenade launcher or .50-cal machine gun, has a central tire inflation system which is an on-the-fly system that can regulate tire pressure; the system can adjust tire pressure from higher pressures for higher speed conditions on flatter roads to much lower pressures in soft soil such as sand or mud, JLTV engineers explain.
Also, instead of having a belt-driven alternator, the vehicles are built with an integrated generating system that is sandwiched between the engine and transmission in order to increase efficiency.
Armored Multi-Purpose Vehicle
The Army is also preparing to take delivery later this year of its new infantry carrier platform called the Armored Multi-Purpose Vehicle, or AMPV.
Built by BAE Systems, the platform is intended to replace the Vietnam-era M113 infantry carrier; several variants are planned, including a General Purpose Vehicle, Mortar Carrier Vehicle, Mission Command Vehicle, Medical Evacuation Vehicle and Medical Treatment Vehicle.
Overall, the Army plans to build roughly 3,000 AMPVs at a cost of $1 million to $1.7 million each.
The platform is designed to transport troops, evacuate injured Soldiers, escort logistical convoys and maneuver alongside larger vehicle such as Abrams tanks. The AMPV is designed with the speed to maneuver such that it can increase its chance of avoiding Anti-Tank Guided Missiles. An ATGM is the kind of conventional weapon the Army would be likely to face in a hybrid or great-power engagement. The vehicle is also armored in order to reduce its vulnerability to long-range enemy weapons.
The AMPV is a tracked vehicle built on a Bradley Infantry Fighting Vehicle chassis; it represents the Army’s push to be prepared for the full-range of conflict. For example, the Army is divesting some of its fleet of Mine Resistant Ambush Protected vehicles, or MRAPs, specifically engineered for an IED or roadside bomb environment. While being ready for that possibility is still important to the Army – and still very much a future possibility — the service does not need to keep its full inventory and is instead preparing for a wider-range of possible wars.
The General Purpose AMPV transports two crew members and six passengers. It is armed with a 50-cal crew-served weapon and carry one injured Soldier on a litter.
The Mortar variant uses a crew of two with two Mortar technicians and an ability to fire 120mm rounds; the Medical variant carries a crew of three and six walking passengers.
The vehicle is also engineered with high-tech, software programmable radios designed to transmit IP packets of information across the force in real time; it has a vehicle intercom, driver’s vision enhancer and a radio and satcom communications network called Warfighter Information Network – Tactical.
These technologies, along with a force-tracking technology (Blue Force Tracker) displaying icons showing friendly and enemy force positions on a moving digital map, give the vehicle an ability to function as a node on a large-scale battlefield network. These kind of systems will allow the AMPV crew to conduct mission-command functions on the move, share combat-relevant information in real time and use sensor to detect enemy fire at longer ranges.
The AMPV also has a DUKE v3 electronic jammer engineered to identify and jam the signal of an electronically-detonated roadside bomb.
Israel has begun construction on a massive underwater barrier with the Gaza Strip which it is calling “impenetrable.”
Israel and the Gaza Strip are both located along the Mediterranean Sea, and are separated by several land borders. But no barrier has ever been erected at sea.
Israel’s Defense Ministry said in a statement that building of the “impenetrable” barrier has begun at Gaza’s northern border, along the beach of a small agricultural community, or kibbutz, called Zikim. The barrier is designed to withstand harsh sea conditions for many years, according to the ministry.
A defense official said the massive barrier will consist of three security layers, which include a layer below sea level, a layer of armored stone, and a top layer of barbed wire. An additional fence will surround the entire area.
Israel’s Defense Minister Avigdor Lieberman said the “one-of-a-kind” security project will “effectively block any possibility of infiltrating Israel by sea.”
Leiberman added that the barrier serves to limit militant group Hamas’ strategic capabilities as tensions continue to flare along the border. At least 60 Palestinians were killed and more than 2,700 injured during violent clashes with Israeli soldiers early May 2018. On May 29, 2018, more than 27 rockets were reportedly fired from Gaza into Israel.
The decision to build the barrier was prompted by a thwarted attack by Hamas militants at sea in July 2014, during Israel’s Operation Protective Edge. Four Hamas naval operatives, referred to as frogmen, swam ashore at Zikim beach and attempted to cross into Israeli territory. The Israel Defense Forces (IDF) said the men were armed with automatic weapons and explosives, and sought to carry out a terror attack. The four men were later killed in combined sea, air, and land attacks by the IDF.

The Russian Army will soon receive the new Chukavin SVCh sniper rifle, according to Popular Mechanics.
The Chukavin fires 7.62x54mmR, .308 Winchester and .338 Lapua Magnum rounds, Popular Mechanics reported. The rifle also has a maximum range of more 4,200 feet, depending on the round, according to armyrecognition.com, a magazine that covers military technology.
Designed by Kalashnikov Concern, the maker of the AK-47, the Chukavin will replace the Dragunov SVD, which has been in Russian military service since the 1960s.
Russian President Vladimir Putin himself fired the Chukavin five times in September 2018, hitting a target nearly 2,000 feet away with three of those shots, according to Russian state-owned media.
Unveiled at Russia’s Army 2017 forum, the Chukavin is shorter and lighter than the Dragunov without compromising durability, according to Kalashnikov.
Alexey Krivoruchko, the CEO of Kalashnikov, told Russian state-owned media outlet TASS in 2017 that the Russian Defense Ministry as a whole and the Russian National Guard were interested in the rifle, according to thefirearmblog.com.
A new 12-page handbook released by the Navy today describes in detail when and how a sailor can complete a gender transition, down to how transgender sailors can participate in urinalysis tests and when it is appropriate to wear clothing of a preferred gender during visits to foreign ports.The guidance also contains a caution for sailors hoping to transition: they will be expected to pass the physical fitness requirements of their preferred gender immediately on transition, and are expected to take the initiative to train to those standards in advance.
As of Oct. 1, sailors were allowed to begin the process to change their official gender designation in personnel systems in accordance with a Pentagon mandate. Beginning in November, the Navy will dispatch mobile training teams to all major commands to explain the new policies and what they mean for the fleet. By July of next year, the Navy and all the other armed services will be accepting transgender applicants into ranks.
But the new guidance from the Navy makes clear that readiness will remain a top priority, even as sailors transition.
“There are no separate or distinct standards for transgender Service members,” the Navy administrative message containing the new guidances reads. “Service members and [military medical providers] must carefully consider the time required to adjust to new PRT standards as part of the medical treatment and transition planning process.”
The Navy’s physical readiness test, or PRT, has different requirements for men and women at every age group. For example, male sailors between the ages of 20 and 24 max out the PRT with 87 push-ups, a 1.5-mile run in 8 minutes, 30 seconds or less, and a 500-yard swim in six minutes, 30 seconds. Women in the same age group need to complete only 48 push-ups, a 1.5-mile run in 9 minutes, 47 seconds, and a 500-yard swim in seven minutes, 15 seconds to max out.
Meanwhile, height and weight standards also differ for male and female sailors. A male sailor who is within standards at 5′ 3″, 155 pounds and plans to transition to female must then meet standards for female sailors, which set the maximum weight for that height at 152 pounds.
Only a military medical provider can determine if a medical waiver is justified for sailors who are out of standards as they transition, the guidance states.
When and how to transition
In order to complete a gender transition while in uniform, sailors must receive an official diagnosis from a military doctor indicating that gender transition is medically necessary, according to the guidance. That diagnosis, along with a medical treatment plan, then must be reported to the appropriate unit commanding officer to for approval of the timing of medical treatment, taking into consideration when the sailor will rotate to another command, deployment and other operational schedules, and how the transition will affect career milestones. If a specific case requires immediate medical treatment, the guidance states it will be treated like any other medical emergency affecting a sailor. In these cases, the sailor may be transferred to limited duty status and “result in an unplanned loss to the command,” according to the Navadmin.
The commanding officer must respond to transition requests within 90 days, according to the new policy. The CO is allowed to take into account impact to the current mission, including “morale, welfare, and good order and discipline of the command,” when determining timeframe to respond to transition requests.
Gender transition treatment plans will differ from sailor to sailor and may include behavioral health counseling, hormone therapy, surgery, and real-life experience, the Navy’s term for for dressing and behaving in public as the preferred non-birth gender.
Sailors are allowed to begin participating in real-life experience before their gender transition is complete and their official gender has been changes in the personnel enrollment system, but must do so only in off-duty status, according to the guidance. All official unit functions, on-base or off, are considered to be on-duty status for sailors, making them off limit for real-life experience outings. And sailors deployed aboard ship face significant limitations: whether working or not, they are considered on-duty on ship at all times. While they can venture out in the clothing of their preferred gender during foreign port visits, these too are subject to restrictions and cultural sensitivities of the country in question.
“Commands need to be cognizant of host-nation laws and social norms when considering RLE in an off-duty status in foreign nations,” the guidance states. “Travel warnings, the State Department’s country-specific website, the DoD Foreign Clearance Guide, and any U.S. regional military commander directives should be reviewed and heeded.”
During transition, some missions may be off-limits for sailors. Transitioning sailors will be restricted from flying and diving ops during medical treatment and there may be limitations for sailors who have access to nuclear weapons, and chemical and biological weapons.
“The Navy’s bureau of Medicine is studying the effects of medical treatments associated with gender transition on members of the aviation and diving communities,” officials with Naval Personnel Command said in a statement.
Gender transition is only complete after a military doctor documents that the service member has completed required medical treatments and written permission from the commanding officer to change the official gender marker in the appropriate personnel administrative systems. While Defense Department guidance says no sailor may be kicked out of the service on the basis of being transgender, sailors are advised to consider the needs of the service when choosing how and when to transition. Transition should be completed during one tour of duty to avoid interrupting medical treatment and requiring additional coordination and a new transition plan, which may disrupt operational requirements at a new command. And transition during boot camp or service academy training is not advised.
“A service member is subject to separation in an entry-level status during the period of initial training … based on a medical condition that impairs the Service member’s ability to complete such training,” the guidance states.
Keeping the fleet comfortable
As a result of transgender sailors being permitted to serve openly, the entire fleet may get a little more modest.
Nudity in berthing and shower facilities is out, according to the guidance, and sailors must maintain a “minimum standard of coverage” walking through spaces, while sleeping, and while using bathrooms and washrooms, in order to show courtesy for others and maintain good order and discipline, according to the guidance.
Unit commanders are prohibited from creating exclusive berthing or bathroom facilities for transgender sailors, but are expected to use their discretion to enact appropriate policies to ensure the protection of privacy for individual sailors.
For urinalysis drug tests, which require that one sailor observe another procure the urine sample, the observer will be another of the same designated gender. But there may be adjustments to ensure the relative comfort level of the observer and the observed. These will be written into a future policy, the Navadmin states.
Though the details may be challenging, Navy officials said the service wants to make sure all qualified personnel find their place in the fleet.
“Our goal is to ensure that the mission is carried out by the most qualified and capable service members,” officials with Naval Personnel Command said in a statement. “If an individual can meet the Navy’s standards, they should be afforded the opportunity to serve.”
