Marine Corps veteran Imran Yousuf was working as a bouncer at Pulse nightclub in Orlando when he heard a rapid-fire series of gunshots crack across the venue.
“You could just tell it was a high caliber,” Yousuf told CBS. He saw the patrons were frozen in fear and that no one was moving to open a nearby door.
“There was only one choice — either we all stay there and we all die, or I could take the chance,” Yousuf said, “and I jumped over to open that latch and we got everyone that we can out of there.”
Orlando law enforcement officials credit Yousuf with saving about 70 lives with his unflinching action. “I wish I could’ve saved more,” he told CBS. “There’s a lot of people that are dead.”
Yousuf’s six-year stint as an electrical systems tech included a combat tour to Afghanistan in 2011 according to records. His last command was the 3rd Marine Logistics Group in Okinawa, Japan. He left active duty at the rank of sergeant.
Yousuf posted the following message on his Facebook page:
There are a lot of people naming me a hero and as a former Marine and Afghan veteran. I honestly believe I reacted by instinct. I have lost a few of my friends that night which I am just finding out about right now and while it might seem that my actions are heroic I decided that the others around me needed to be saved as well and so I just reacted.
We need to show our love and profound efforts to the families and friends who have lost someone and help them cope with what happened and turn our efforts to those who truly need it. Once again I sincerely thank everyone and bless all those who are recovering and trying to make sense of it all.

George Reed, a retired Army colonel who served as director of command and leadership studies at the Army War College, said while Carter’s phrasing might not have been appropriate for a public audience, sailors likely understood his intent.
“Of course, you want sailors to give a good reception to the vice president, no matter your party preference,” Reed said.
If the command master chief’s comments were more partisan in nature, though, that’s cause for concern.
“There was a time when the mere act of voting was considered by many officers to be too partisan,” he said. “The shift to a period where military [leaders] feel comfortable sporting bumper stickers and yard signs favoring their party or favored candidate reflects cultural change that might not be in the best interest of the armed forces or the nation.”

This isn’t the first time a Trump administration event involving troops has made headlines.
Last March, when Trump pointed to reporters during a speech to Marines at a California air station and called them “fake news,” the leathernecks cheered.
And in December, when Trump visited troops in Iraq, some had him sign their “Make America Great Again” caps. Since it’s the commander in chief’s political campaign slogan, some said it was inappropriate for them to ask for signatures while in uniform.

When Dave Berke was a kid, he imagined himself flying an F-18 off an aircraft carrier.
By the time he retired as a US Marine officer in 2016, he had not only done that, but he’d also flown an F-16, F-22, and F-35, taught at the elite Top Gun fighter pilot school, and served a year on the ground alongside Navy SEALs in the 2006 Battle of Ramadi as a forward air controller.
Today, he’s a member of Echelon Front, a leadership consulting firm started by two of those SEALs, Task Unit Bruiser commander Jocko Willink and one of his platoon commanders, Leif Babin.
Berke has spent the past year sharing lessons from his 23-year military career, and we asked him what insights were at the heart of his leadership philosophy. He shared with us two lessons he learned as a teenager, long before he ever saw combat.
They’re lessons he said became not only the foundation of his service, but his entire life, and they’re ones he’s had reinforced repeatedly.
Set specific goals and develop detailed paths to them.
Berke’s mom Arlene had become used to hearing her young son talk about how he wished he could fly fighter jets one day.
She told him that he needed understand that the role of a fighter pilot was a real job, one that existed outside of his daydreams. Berke said her message boiled down to: “You could sit there and think about wanting to be a pilot. By the time you’re 25 somebody will be doing that job. Spend less time fantasizing about it, spend less time dreaming about it, and spend more time coming up with a plan.”
Berke took it to heart, and in retrospect, probably took his mom’s advice even more intensely than she had intended. By 15 he knew that his goal was to fly F-18s off aircraft carriers and be stationed in Southern California. He wouldn’t go the more traditional Navy route, either, but would join the Marines and become an officer.
The Marines have fewer pilots, but even their pilots go through the same training as all other Marines. He wanted the best of both worlds, and to have his goal be as challenging as possible.
He accepted that he might not make this a reality, but decided he would act as though there were no alternative.
At 17, he met with a recruiting officer to nail down everything he needed to do to make his vision a reality, giving him a year to think about the resulting timeline before signing up for the Marine Corps.
“It keeps you disciplined because the risk of not doing all the things you need to do is failure,” he said about this timeline approach. “It’s a failure that you have nobody else to blame but yourself.”
Mental toughness is more important than abilities.
Berke said that he’s never been the biggest or strongest guy among his friends in the military, and as an 18-year-old, he was thin and average height.
He arrived at the Marine Corps Base Quantico for officer candidate school scared and intimidated. “I looked around and everybody else around me looked bigger, tougher, stronger, faster, and seemed to be more qualified than me to do that job,” he said.
But as the days went by, he would be surprised to see some of his fellow candidates break under pressure. A guy next to him that he knew was naturally a better athlete than he was wouldn’t be able to keep up in fitness trials, but it was because he didn’t share the drive that Berke had developed for years.
“As they started to fail, I started to realize that the difference between success and failure was mental toughness,” he said.

He became an officer. Next was the Basic School, where he would be given his role in the Marine Corps. He was one of 250 new officers, and there were only two pilot spots for his class.
“There’s no way I’m going to let somebody else work harder, be more committed, be more disciplined, and outperform me in that environment to accomplish what they want at my expense,” he thought. “It’s not going to happen.”
The same mindset is what got him through the chaos of Iraq 15 years later, when a plane didn’t separate him from the fighting on the ground.
NATO foreign ministers concluded a two-day meeting on December 2 that paves the path for reforms within the transatlantic alliance as it faces twin challenges from Russia and China, as well as key decisions about the situation Afghanistan.
The meeting, held via videolink as a precaution against the spread of the coronavirus, discussed how the alliance must adapt to new threats, including “persistently aggressive Russia” and “the rise of China.”
NATO Secretary-General Jens Stoltenberg on December 1 told reporters that the ministers discussed the Russian “military build-up” around the alliance and the mission in Afghanistan.
The Western military alliance “will have to take some hard decisions” about the mission when NATO defense ministers meet in February, he said.
A 67-page expert group report outlining suggestions about how to reboot the alliance noted that while NATO faced one big threat during the Cold War, it now faces two “systemic rivals” — Russia and China — along with “the enduring threat of terrorism.”
Speaking to reporters, Stoltenberg said the ministers discussed “Russia’s continued military build-up in our neighborhood, as well as arms control.”
He said NATO is adapting its deterrence posture “to address Russia’s destabilizing actions,” but the ministers agree that they must continue to pursue dialogue with Russia.
They also expressed support for preserving limitations of nuclear weapons and for developing a more comprehensive arms control regime, and welcomed talks between Russia and the United States ahead of the expiration of their bilateral New START treaty in February.
“We should not find ourselves in a situation where there is no agreement regulating the number of nuclear warheads,” he said.
The ministerial also included a meeting with the foreign ministers of Georgia and Ukraine on security in the Black Sea region and NATO’s continued support to both partners.
Foreign ministers also discussed developments in Belarus following nearly four months of pro-democracy protests and the situation in the breakaway region of Nagorno-Karabakh in the wake of a Russian-brokered peace deal that ended 44 days of fierce fighting between Azerbaijan and ethnic Armenian forces.
On Afghanistan, Stoltenberg said NATO supports the peace process while remaining committed to the mission to help fight terrorism.
But he added: “As we continue to assess the situation in Afghanistan, it is clear that we will face a turning point early next year.”
The security alliance risks an even longer-term engagement if the NATO mission stays in Afghanistan, and if it leaves there is a risk that it will become a safe haven for international terrorists again, Stoltenberg said.
“So, there is a price for staying longer, but there is also a price for leaving too soon,” he said.
NATO now has about 11,000 troops from dozens of countries stationed in Afghanistan. Their mandate is to help train and advise Afghanistan’s security forces.
But the presence of U.S. forces, which NATO relies on for air support, transport, and logistics, is scheduled to shrink by 2,000 troops to 2,500 by January 15.
Under a peace deal reached between the United States and the Taliban, all foreign troops should leave Afghanistan by May 1, 2021 if security conditions on the ground permit.
The policy report also suggested the Western military alliance find a way to stop individual countries vetoing policy decisions, as Hungary has done over plans for a deeper partnership with non-NATO member Ukraine.
Other recommendations included creating a consultative body to coordinate broader, Western policy toward China, holding summits with European Union leaders, and giving the secretary-general more power over personnel and budgets.
“NATO needs a strong political dimension to match its military adaptation,” according to the report, whose suggestions are not binding.
The document is to be presented to NATO leaders at a summit planned for next year. They could be included in an update to NATO’s Strategic Concept document, which dates from 2010 and sought to consider Russia as a partner.
Several key organizations recently came together to advance exoskeleton technology for the soldier during an intensive three-day Operations and Maneuver and Technology Interchange meeting.
The User Technical Touch Point Exoskeleton event was a three-day living classroom, hands-on experience. It offered an interactive forum for operational and technology immersion on both infantry maneuvers and technology demonstrations. Groups of several Military Operational Specialties, or MOS’s, were represented, laying down their kits and equipment and walking observers through a day “in the field, on the job.”
Operational vignettes and subject interviews offered context on the physiological and cognitive demanding infantry tasks, before, during, and after operations. Vendors, requirement developers, and engineers discussed “what they are and what they aren’t” in the current exoskeleton marketplace, debunking the Hollywood “iron man” effect and focusing on real-time products: the Dephy Exo Boot and Lockheed Martin’s ONYX.

Soldiers were encouraged by the endurance improvement, mobility, and lethality benefits of donning the systems. Those who wore the systems commented on how it felt to wear an exoskeleton and the relationship between a new user and the system. Their candid feedback regarding form, fit and function will help developers prioritize and make modifications to the systems in preparation for a Fall 2019 VIP demonstration.
Observers commented on the flexibility of use as the systems were adjusted with minimal effort from one user to the next over three days. User comments, such as those made by field artillery soldiers, emphasized the potential value of having an exoskeleton or exoskeleton-like system to provide enhanced endurance during operations, which means a positive impact on lethality and combat effectiveness.
“The importance of this User Touch Point event was two-fold: it gave those involved in developing this technology the ability to better understand the physical aspects of the tasks and duties of the soldiers and gain an understanding of the soldier’s perspective in how this capability can be of value,” said James Mingo, a senior military analyst at TRADOC. “They understand it.”
“It provided hand-on experience to the movement and maneuver soldiers of some of the top seven combat MOS’s,” said Raul Esteras-Palos, Robotics Requirements Division, Capabilities Development and Integration Directorate, or CDID, Maneuver Center of Excellence, or MCoE. “This event is an effective way to gain valuable feedback necessary for the advancement of the Army’s exoskeleton program.”

Soldiers believe that endurance translates into improved lethality while preserving the body from the effects of what is already strenuous work. Comments included discussion on injuries (lower back, neck, shoulder and leg) directly related to both training and combat conditions, impacts that are well documented in the medical community.
The RDECOM Soldier Center is preparing soldier touch point events with 82nd and 101st Airborne, followed by meetings with requirement developers, stake holders and senior leadership. The data from these User Touch Point events will be made available to the Lethality Cross-Functional Teams.
“Major General Piatt, CG 10th MTN DIV’s support has allowed us to tap into the expert knowledge of some of the most experienced Army professionals of our Nation,” said David Audet, branch chief, Mission Equipment and Systems Branch at the RDECOM Soldier Center. “This was a unique opportunity for developers and engineers. We are indebted to the troops for their selfless service and owe them the opportunity to listen to their concerns and take action.”
Teams from the U.S. Army Research, Development and Engineering Command’s Soldier Center, Program Executive Office Soldier, the Maneuver, Aviation, and Soldier Division at ARCIC/TRADOC, requirement developers from the Maneuver Center of Excellence and Maneuver Support Center of Excellence, Army Research Labs, exoskeleton developers from Dephy Inc. (Massachusetts) and Lockheed Martin Missiles and Fire Control (Florida), and other support contractors attended the event.
A former member of SEAL Team Six and military working dog handler wants Sgt. Bowe Bergdahl, infamous for allegedly walking away from his post in Afghanistan in 2009, held accountable for his actions.
James Hatch was on a failed mission against Taliban insurgents in 2009 that he maintains was designed to rescue Bergdahl. The DEVGRU SEAL sustained a career-ending injury when his femur was shattered by an enemy round. Remco, a Belgian Malinois assigned to another Navy dog handler on the mission, was killed while assaulting two insurgents to protect Hatch and others.

Sometimes getting things rolling is the easy part. Like many entrepreneurs with a good idea, former SEAL Eli Crane found out that success, especially when it comes in a rush, can be a much more difficult hurdle to clear.

A NASA spacecraft that will return a sample of a near-Earth asteroid named Bennu to Earth in 2023 made the first-ever close-up observations of particle plumes erupting from an asteroid’s surface. Bennu also revealed itself to be more rugged than expected, challenging the mission team to alter its flight and sample collection plans, due to the rough terrain.
Bennu is the target of NASA’s Origins, Spectral Interpretation, Resource Identification, Security-Regolith Explorer (OSIRIS-REx) mission, which began orbiting the asteroid on Dec. 31, 2018. Bennu, which is only slightly wider than the height of the Empire State Building, may contain unaltered material from the very beginning of our solar system.
“The discovery of plumes is one of the biggest surprises of my scientific career,” said Dante Lauretta, OSIRIS-REx principal investigator at the University of Arizona, Tucson. “And the rugged terrain went against all of our predictions. Bennu is already surprising us, and our exciting journey there is just getting started.”
Shortly after the discovery of the particle plumes on Jan. 6, 2019, the mission science team increased the frequency of observations, and subsequently detected additional particle plumes during the following two months. Although many of the particles were ejected clear of Bennu, the team tracked some particles that orbited Bennu as satellites before returning to the asteroid’s surface.

The OSIRIS-REx team initially spotted the particle plumes in images while the spacecraft was orbiting Bennu at a distance of about one mile (1.61 kilometers). Following a safety assessment, the mission team concluded the particles did not pose a risk to the spacecraft. The team continues to analyze the particle plumes and their possible causes.
“The first three months of OSIRIS-REx’s up-close investigation of Bennu have reminded us what discovery is all about — surprises, quick thinking, and flexibility,” said Lori Glaze, acting director of the Planetary Science Division at NASA Headquarters in Washington. “We study asteroids like Bennu to learn about the origin of the solar system. OSIRIS-REx’s sample will help us answer some of the biggest questions about where we come from.”
OSIRIS-REx launched in 2016 to explore Bennu, which is the smallest body ever orbited by spacecraft. Studying Bennu will allow researchers to learn more about the origins of our solar system, the sources of water and organic molecules on Earth, the resources in near-Earth space, as well as improve our understanding of asteroids that could impact Earth.
The OSIRIS-REx team also didn’t anticipate the number and size of boulders on Bennu’s surface. From Earth-based observations, the team expected a generally smooth surface with a few large boulders. Instead, it discovered Bennu’s entire surface is rough and dense with boulders.

The higher-than-expected density of boulders means that the mission’s plans for sample collection, also known as Touch-and-Go (TAG), need to be adjusted. The original mission design was based on a sample site that is hazard-free, with an 82-foot (25-meter) radius. However, because of the unexpectedly rugged terrain, the team hasn’t been able to identify a site of that size on Bennu. Instead, it has begun to identify candidate sites that are much smaller in radius.
The smaller sample site footprint and the greater number of boulders will demand more accurate performance from the spacecraft during its descent to the surface than originally planned. The mission team is developing an updated approach, called Bullseye TAG, to accurately target smaller sample sites.
“Throughout OSIRIS-REx’s operations near Bennu, our spacecraft and operations team have demonstrated that we can achieve system performance that beats design requirements,” said Rich Burns, the project manager of OSIRIS-REx at NASA’s Goddard Space Flight Center in Greenbelt, Maryland. “Bennu has issued us a challenge to deal with its rugged terrain, and we are confident that OSIRIS-REx is up to the task.”
The original, low-boulder estimate was derived both from Earth-based observations of Bennu’s thermal inertia — or its ability to conduct and store heat — and from radar measurements of its surface roughness. Now that OSIRIS-REx has revealed Bennu’s surface up close, those expectations of a smoother surface have been proven wrong. This suggests the computer models used to interpret previous data do not adequately predict the nature of small, rocky, asteroid surfaces. The team is revising these models with the data from Bennu.

The OSIRIS-REx science team has made many other discoveries about Bennu in the three months since the spacecraft arrived at the asteroid, some of which were presented March 19, 2019, at the 50th Lunar and Planetary Conference in Houston and in a special collection of papers issued by the journal Nature.
The team has directly observed a change in the spin rate of Bennu as a result of what is known as the Yarkovsky-O’Keefe-Radzievskii-Paddack (YORP) effect. The uneven heating and cooling of Bennu as it rotates in sunlight is causing the asteroid to increase its rotation speed. As a result, Bennu’s rotation period is decreasing by about one second every 100 years. Separately, two of the spacecraft’s instruments, the MapCam color imager and the OSIRIS-REx Thermal Emission Spectrometer (OTES), have made detections of magnetite on Bennu’s surface, which bolsters earlier findings indicating the interaction of rock with liquid water on Bennu’s parent body.
Goddard provides overall mission management, systems engineering, and the safety and mission assurance for OSIRIS-REx. Dante Lauretta of the University of Arizona, Tucson, is the principal investigator, and the University of Arizona also leads the science team and the mission’s science observation planning and data processing. Lockheed Martin Space in Denver built the spacecraft and is providing flight operations. Goddard and KinetX Aerospace are responsible for navigating the OSIRIS-REx spacecraft. OSIRIS-REx is the third mission in NASA’s New Frontiers Program, which is managed by NASA’s Marshall Space Flight Center in Huntsville, Alabama, for the agency’s Science Mission Directorate in Washington.
President Donald Trump announced on August 18 that he would elevate US Cyber Command to its own unified combatant command.
“I have directed that United States Cyber Command be elevated to the status of a Unified Combatant Command focused on cyberspace operations,” Trump said in a White House press statement.
“This new Unified Combatant Command will strengthen our cyberspace operations and create more opportunities to improve our Nation’s defense,” the statement said. “The elevation of United States Cyber Command demonstrates our increased resolve against cyberspace threats and will help reassure our allies and partners and deter our adversaries.”
This would be the US’ 10th unified combatant command, which are combat branches that operate regionally, such as Pacific Command, or world-wide, such as Special Operations Command, often in support of regional commands.
Cybercom will “help streamline command and control of time-sensitive cyberspace operations by consolidating them under a single commander with authorities commensurate with the importance of such operations,” the statement said.
Elevating Cyber Command will help secure funding for cyberspace operations, Trump said.
Trump also said that Defense Secretary James Mattis will study whether Cyber Command should split from the NSA altogether. But Mattis’ recommendations will be “announced at a later date.”
Two former senior US officials told Reuters on August 17 that it would be a 60-day study.
ISIS has taken the use of improvised explosive devices (IEDs) to a nearly industrial level as the terror group continues to hold onto territory in Iraq and Syria, Foreign Affairs reports.
The terror group, which holds large swathes of territory in both Iraq and Syria despite being pressured from nearly all sides, has turned to the use of IEDs as a major force multiplier.
An investigator for Conflict Armament Research (CAR) told Foreign Affairs that ISIS’s use of IEDs has reached a “quasi-industrial scale.”
“It’s unprecedented. We have never seen this before—it’s in the thousands and thousands. It’s not just a few roadside bombs. There are literally fields of them,” the CAR researcher told Foreign Affairs.
CAR’s analysis has been confirmed by the US Department of Defense’s Joint Improvised-Threat Defeat Agency (JIDA). A spokesman from that organization told Foreign Affairs that ISIS has totally changed the nature of the threat from IEDs in Iraq.
“Previously in Iraq, we would go after the lone bomb-maker using captured biometrics off an IED and try to link events together from that,” the JIDA spokesman told Foreign Affairs. “But now, we face IED factories on an industrial scale, with significant supply chains and funding lines.”
JIDA notes that this huge ramping up of the construction of IEDs has caused Iraq to become the single most affected country by IED attacks in the world. According to the organization, 11,500 IED explosions caused upwards of 35,000 casualties in 2015 alone.
And this upsurge in IED-related casualties linked to ISIS comes even as the US-led anti-ISIS coalition continues to hammer away at the group with airstrikes. Coalition airstrikes in the past have targetedmultiple ISIS car bomb and IED factories.
However, due to the large amount of territory and civilian areas that ISIS holds, the group is still managing to find hidden locations to continue constructing its most devastating weapon.
US military units rely on wireless networks and radio-frequency communications to talk on the battlefield, sharing intelligence, targeting data, and orders.
But concern is growing that rivals like China and Russia could pick up those transmissions and jam them, change them to confuse or deceive, or track them to target the people sending and receiving them — tactics Russia and Russian-backed forces are believed to have used before.

The Defense Advanced Research Projects Agency has been working on sensors and hardware to send and receive signals from free-space optical technology — which sends light beams through the air rather than a cable — for some time.
in early 2017, the Defense Department awarded million for a three-year project involving three of the service branches, focused on developing a laser communications system — “basically fiber optic communications without the fiber,” Linda Thomas, whose team at the Naval Research Laboratory got about one-third of the grant money, told Breaking Defense at the time.
Thomas’ team’s Tactical Line-of-sight Optical communications Network, or TALON, was able to send messages through laser beams over distances similar to those of Marine Corps tactical radios, which typically can range to about 45 miles.
Free-space-optical communications systems are available commercially, but their range is limited. The Naval Research Lab team was able to exceed the range of those systems, a problem that involved sending the low-power beam through the atmosphere without it being made unintelligible, though Thomas didn’t say how they did it.
Marines have already gone into the field to test a free-space optics system developed by the Naval Research Lab.

Marines from the III Marine Expeditionary Force tested a free-space optics system that “transfers data on a highly secured and nearly undetectable infrared laser, separate from the radio frequency spectrum” in Okinawa this month, according to a Marine Corps release.
The mobile system allows more data — larger files and imagery — to be transmitted without using more of the radio-frequency spectrum, “an already constrained resource,” one of the Marines involved said.
“When it first came up, we thought it would be a lot more difficult to set up and understand,” said Marine Sgt. William Holt, a cyber-systems administrator. “When the Marines heard ‘free space optics’ and ‘lasers,’ they got nervous about that. Then when they actually got behind the gear and were able to operate it, it was easier than expected.”
Thomas and other engineers from the Naval Research Laboratory were also on hand.
“We came out to Okinawa because it was one of the harshest humid environments with highly variable weather on very short time scales,” she said. “We are looking at how the system operates and handles these conditions and how we can better fulfill the needs of the future Marine Corps.”

‘The threat is out there’
US Marines are not the only ones gearing up to communicate in a contested environment.
China’s People’s Liberation Army considers electronic warfare a central component of its operations, and its EW doctrine “emphasizes using electromagnetic spectrum weapons to suppress or to deceive enemy electronic equipment,” the Defense Department said in a report about Chinese military capabilities released in August 2018.
Chinese units “routinely conduct jamming and antijamming operations against multiple communication and radar systems and GPS satellite systems in force-on-force exercises,” the report said. In addition to testing Chinese troops’ ability to use these systems, such tests “help improve confidence in their ability to operate effectively in a complex electromagnetic environment.”
Russian forces carried out similar tests during the massive Zapad 2017 exercise conducted late 2017.

According to Estonia’s military intelligence chief, Col. Kaupo Rosin, the amount of jamming Russia deployed against its own forces during that exercise “was at a level we haven’t seen.”
“The threat of the Russians is that if they are jammed, they can fall back into a civilian infrastructure on their own land, which gives them an advantage in operating in the vicinity of Russia,” Rosin told Defense News in 2017. “So they have that advantage.”
US troops have also tested their capacity to thwart electronic interference.
Ohio National Guard troops trained with a team from the Army’s Space and Missile Defense Command in summer 2018 in order to be to detect and mitigate cyberattacks on GPS systems.
“There are adversaries out there with the capability to deny, degrade and disrupt our capabilities,” said Capt. Kyle Terza from US Army Space and Missile Defense Command. “The threat is out there and … we have to be trained and ready to operate without it.”

Built in the early 1930s, the 165-foot “B”-Class cutters were often referred to as the Thetis-Class. The Thetis-class cutters proved good sea boats becoming the backbone of the Coast Guard’s coastal patrol and convoy force during World War II.
Among these cutters was the Argo, which escorted Nazi Germany’s last surrendered U-boats into captivity and the Thetis, one of 11 Coast Guard cutters credited with sinking a U-boat. However, the most honored of these cutters was Icarus, which sank U-352 and captured its crew at the beginning of World War II.
Icarus and its sister cutters were designed for Prohibition enforcement, specifically tracking down rum running ships outside U.S. territorial waters. These cutters required excellent sea-keeping qualities, long-term accommodations for crew, and greater fuel capacity. Icarus was built by Bath Iron Works in Maine and commissioned on April 1, 1932.
The cutter reported for duty at Stapleton, New York, on Staten Island, and served as part of the New York Division’s Special Patrol Force, which conducted law enforcement patrols in support of Prohibition regulations. After passage of the 21st Amendment repealing Prohibition, Icarus continued sailing out of Stapleton on law enforcement and search and rescue patrols.
After war erupted in Europe in 1939, the Coast Guard assigned Icarus to Neutrality Patrols protecting merchant vessels from attacks by European combatants. With the 1941 U.S. entry into World War II, Icarus joined its sister cutters in escorting coastal convoys and anti-submarine patrols in American waters.
On the morning of Friday, May 8, 1942, Icarus departed Staten Island for Key West, Florida. On Saturday at about 4:20 p.m., while off the coast of North Carolina, Icarus’s sonar operator picked up a “mushy” contact 2,000 yards off its port bow. The cutter’s crew went to general quarters and assumed battle stations.
Ten minutes after the first sonar contact, an explosion believed to be a torpedo rocked the cutter about 200 yards off the port side. Reversing course, Icarus sped toward the contact, which was heading toward the spot where the explosion had occurred. The underwater contact sharpened and, for the first time, propeller sounds were heard by the sonarman. The contact was lost at 180 yards but, after a calculated interval, Icarus dropped five depth charges in a diamond shape with one charge in the center.
The sonar operator next determined that the contact was slowly moving west, so the cutter altered course to intercept it. Two more charges were dropped in a “V” pattern at a point leading the contact’s underwater track and, as roiling water from the explosions subsided, large bubbles were observed on the surface. Icarus reversed course again and dropped a single charge on the spot where the air bubbles had surfaced. Six minutes later, the cutter dropped a second charge in the same location.
At 10 minutes past 5:00 p.m., shortly after the last charge had been dropped, a U-boat broke the surface 1,000 yards from Icarus. The heavily armed sub emerged bow first and down by the stern. The cutter’s crew was ready, opening fire with all machine guns that could bear on the sub. Meanwhile, the U-boat’s crew began abandoning ship. Icarus’s commanding officer, Lt. Maurice Jester, altered course to ram and the cutter’s 3-inch main battery was brought to bear on the submarine. The first 3-inch round fell short ricocheting off the water and through the conning tower. The second round overshot the sub, but the next 12 rounds hit the U-boat or came close, with seven of them hitting home. Minutes later, the damaged U-boat began to subside into the sea.
As the submarine sank, Icarus ceased firing, but the cutter circled the spot where the U-boat had disappeared. Icarus re-established sonar contact with the submerged sub and the cutter’s sonarman heard propeller noises again. Taking no chances, Jester ordered one last depth charge dropped over the U-boat, which brought a large air bubble to the surface. No further noises were heard from sub; the vessel had finally been vanquished. Meanwhile, 35 Germans were struggling on the surface to avoid the cutter’s path and its deadly depth charges. Expecting to be machine-gunned in the water, many yelled, “Don’t shoot us!”
At 5:50 p.m., the Icarus crew began rescue operations and retrieved Germans from the water. Except for the wounded survivors, the prisoners were placed under guard in the cutter’s forward crew compartment. The U-boat’s commanding officer, Kapitänleutnant Helmut Rathke, was among the survivors. At this point, it was learned that the submarine was U-352, carrying a complement of 48 men. Seven of the crew went down with the U-boat while others died in the water after abandoning ship. By 6:05, 33 survivors had been rescued and the cutter proceeded to Charleston Navy Yard as ordered.
The German prisoners exhibited good discipline and were surprised by the fine treatment they received on board Icarus. Several of the U-boat’s crew spoke English and talked freely on personal matters, but disclosed no military information. Three of Icarus’s crew also spoke German and conversed with the prisoners. The prisoners wished to know how much money the Coast Guard crew would receive for sinking a submarine and if crewmembers received promotions for doing so. The Germans related that they received medals and bonuses for sinking ships, the amount depending on the size and tonnage of their victims. Four of the prisoners also mentioned they had relatives living in the U.S.
On Sunday morning, Icarus arrived at the Navy Yard. There, the cutter delivered 32 prisoners and one prisoner who died of his wounds en route to Charleston. To keep the enemy in doubt about the U-boat’s fate, naval authorities did not disclose the sinking of U-352 until almost a year later, on May 1, 1943. For the remainder of the war, Icarus continued its convoy escort work, search and rescue duties and anti-submarine patrols. In the fall of 1946, the ship was placed in reserve status and stored at Staten Island. The Coast Guard decommissioned Icarus in 1948 and sold it to the Southeastern Terminal and Steamship Company.
Icarus was the second American warship to sink a U-boat and the first to capture German combatants. For his command of Icarus in the attack and sinking of U-352, Jester received one of only six Navy Cross Medals awarded to Coast Guardsmen during the war. Icarus was one of numerous combat cutters that served the heroic Coast Guardsmen of the long blue line during World War II.
Army Sgt. 1st Class Richard Stayskal went to medical one day in June 2017, complaining of breathing issues. The Army doctors at Fort Bragg told him it was a case of pneumonia. Just a few months later, still having trouble breathing, he went to a civilian doctor – who found what the Army called “pneumonia” was actually a tumor, which had doubled in size and spread to other parts of his body.
Stayskal’s cancer was now stage four. He was terminal, and the father of two was given just a year or so to live. Stayskal’s lawyers say the mistake was critical, and Stayskal’s outcome would have been different if Army doctors had not missed what an “inexperienced resident would have seen.”
The Special Forces operator is well aware of just how fragile life can be. In Iraq’s Anbar Province, he was hit by a sniper in 2004. The bullet pierced one of his lungs and nearly killed him then. Stayskal, now 37 years old, kept the bullet to remember how close anyone can come to the edge. He would have done whatever it took to fight his cancer before it reached this stage.
Stayskal wants to sue the Army for medical malpractice – but he can’t. A 1950 Supreme Court case, Feres v. United States, prohibits lawsuits from active-duty troops when they are injured or killed due to medical mistakes in military hospitals. He’s been lobbying Congressional representatives and even President Trump ever since. His campaign is finally starting to pick up some steam.

The Feres Doctrine, as it has come to be called, is a Supreme Court decision based on three cases of negligence from the Army. Feres himself died in a barracks fire in New York State, and his estate wanted to sue the Army for not providing an adequate fire watch and for housing troops in a building known to have a defective furnace. Two other complaints accompanied Feres, including that of a plaintiff named Jefferson. Jefferson had undergone surgery in an Army hospital and later underwent surgery again – this time to remove a 30-inch towel marked “Medical Department U.S. Army” from his abdomen.
The Supreme Court found that even though the Army was negligent in the cases that made up Feres, it maintained that Active Duty troops were not protected by the Tort Claims Act because the incidents were related to their service and that families of the deceased are compensated under terms of their service without litigation.
The Supreme Court has already refused to hear a challenge to Feres in 2019, so it’s up to Congress to change the law.
The new law is called the Sergeant First Class Richard Stayskal Military Medical Accountability Act of 2019, and it has bipartisan support in the House of Representatives, but the Pentagon is warning Congress against the Act. Military spouses, family members, and retirees are already able to sue the military, and did so to the tune of million in fiscal year 2018. The Defense Department estimates that opening up the Pentagon to lawsuits from troops could cost as much as 0 million over the next decade.
“It’s not going to cost that much money. If we get competent medical providers, I guess it wouldn’t be a problem,” said Rep. Jackie Speier, an Armed Services subcommittee chairwoman and lead sponsor of the bill.
