Last month’s massive breach of federal employees’ data allegedly at the hands of Chinese hackers, made public Thursday, indicates a treacherous new reality in the global cyber game.
“It’s very serious indeed,” geopolitical expert Ian Bremmer, the founder of Eurasia Group, told Business Insider.
“China’s offensive cyber capabilities have consistently surprised the United States in terms of breadth and sophistication of attacks.
“The latest attacks revealed yesterday show millions of existing and former US government employees with their private data now in the hands of the Chinese state.”
The Obama administration has refrained from making any official statements about China’s role in the attack on the Office of Personnel Management, since it is still so difficult to trace a data breach back to its original source.
An unnamed official told Reuters that information taken includes security clearance information and background checks going back decades.
“This is deep. The data goes back to 1985,” the official said. “This means that they potentially have information about retirees, and they could know what they did after leaving government.”
Reuters notes that the Office of Personnel Management “conducts more than 90% of all federal background investigations, including those required by the Department of Defense and 100 other federal agencies.”
The data includes details about the private lives of more than 4 million US government workers.
These federal employees “are the people who hold US secrets,” national security expert Douglas Ollivant explained to Business Insider, referring to the employees’ varying levels of government security clearance.
“And now the hackers likely have access to blackmail-able levels of information, such as the employees’ passports, Social Security numbers, history of drug use or psychological counseling, foreign contacts, etc.”
Whether the attack was state-sponsored remains to be seen, but few doubt that the stolen personnel data will ultimately end up in the hands of the Chinese government.
“This is a really big deal,” Ollivant added. “Some might consider it an act of war.”
Further, the alleged hack is part of Beijing’s evolving cyber-espionage operation.
“Having a large database of personal information on key individuals that have access to critical infrastructure or classified information gives China an advantage in whatever agenda they have,” Mark Wuergler, a senior cybersecurity researcher at Immunity Inc., told Business Insider.
“By breaking into one organization it points in the direction of the next juicy target to siphon data from, or add to, an arsenal of leverage over a superpower,” Wuergler said.
The Chinese are masters of the long game, Wuergler added, and Chinese hackers have been known to infiltrate servers and maintain their access for a year or more to quietly spy on their targets.
“They are really good at what they do, and when they break into something it’s not just smash and grab,” Wuergler said, noting that hackers in the OPM network had been there for months before they were even detected.
According to Wuergler, a “complete overhaul” of the network and systems we use today would be needed to deter attacks like this in the future.
As Bremmer sees it, however, such efforts at deterrence would be largely futile given China’s determination to remain embedded in American networks.
“There’s no effective defense against these attacks and, as we’ve seen, there’s also no effective deterrence,” he said. “China isn’t trying to engage in ‘integrity’ attacks against the US — they don’t want to destroy American institutions and architecture as, after all, they’re hugely invested in American economic success.”
That said, Bremmer added: “We should be very clear: China is at virtual war with the United States, and the threat is far higher than that of terrorism, which gets the lion’s share of attention — and, in the post-9/11 world, funding.”
Sam Houston is more than just the namesake for the fourth-largest city in America — the man is literally called the “George Washington of Texas.” And in the Lone Star State, that’s as close to God as one can get.
Here are a few reasons why the Texas hero Sam Houston owns the title “Governor of Governors.”
1. He was actually governor of two states.
Houston was elected governor of Tennessee in 1827. He resigned as governor in 1829, a result of alcoholism and depression from his failed marriage. Thirty years later, he became the 7th governor of Texas.
2. He’s an American combat veteran.
Of course he is. When the War of 1812 rolled around, he fought so well, Gen. Andrew Jackson took notice. Houston became a Jackson protégé and Jacksonian Democrat in his political years.
3. Sam Houston was adopted by the Cherokee Nation.
He spent much of his youth among Indians in Tennessee. Although he would come to have close ties with President Jackson, they probably differed on the treatment of the Cherokee. Houston took a Cherokee wife and was an honorary member of the tribe. His adopted name was “Black Raven.”
We can take a pretty good guess on how Jackson felt about the Cherokee.
After Houston rigged the appointment of Nashville Postmaster away from John P. Erwin at Jackson’s request, Erwin challenged Houston to a duel. Houston refused, but when Gen. William White — veteran of the Battle of New Orleans — challenged him instead, the gunfight was on.
He practiced shooting at Jackson’s home. Old Hickory advised him to bite a bullet during the duel saying “It will make you aim better.”
Houston won the duel, shooting White in the groin.
5. He clubbed a congressman for accusing him of fraud.
Sam Houston, while a Congressman from Tennessee, felt slandered in a speech on the House floor. William Stanbery of Ohio, an anti-Jacksonian, accused Houston of fraud. Later that day, Houston saw Stanbery walking down the street and delivered a fierce beating. Stanbery even pulled a pistol on Houston, but it misfired.
6. His defense attorney was Francis Scott Key.
When Congress got wind of the epic beat-down Houston put on Stanberry, they charged him with assault and put him on trial. The eloquent Key argued the case with the Supreme Court acting as judges (no pressure) but still lost. Houston was fined $500 and left Washington in disgust, heading back home to Texas.
7. He beat the “Napoleon of the West” in eighteen minutes.
He didn’t fall into the trap of going in headfirst against Mexican dictator Antonio Lopez de Santa Anna’s army after the fall of the Alamo. Instead, Houston led a very George Washington-esque series of strategic retreats, giving his army time to regroup and congeal as a unit – and for more Texians to join his army. By the time he surprised Santa Anna on the banks of the San Jacinto, Houston was no longer outnumbered.
It took 18 minutes for the Mexican Army to break and flee. But the Texians killed them for hours. Houston’s official report, numbered 630 Mexicans killed, 208 wounded, and 730 taken prisoner – including Santa Anna. The Texians lost just 11 men, with 30 (including Houston) wounded.
8. He was the first (and only) foreign head of state to be a U.S. governor.
His win at San Jacinto won Texas its independence as a republic. With Houston promptly elected as the first President of Texas with 80 percent of the vote. Once the Republic became a U.S. state, he would become one of its senators.
9. He refused to declare allegiance to the Confederacy.
Houston opposed secession and traveled around Texas explaining why. He did not think it was good for Texas economically, militarily, or ethically. He didn’t think the rebels would win. Despite his opposition, a state convention met and voted to secede by a whopping 160 votes. Houston would not swear allegiance to the Confederate States and was ousted as governor of Texas.
The Union offered him a command, but he turned it down.
VA nurses recently received an unexpected gift, thanks to Nike. The multinational footwear and apparel manufacturer donated nearly 3,800 pairs of Air Zoom Pulse shoes to VHA nurses on the frontlines battling COVID-19.
While roughly 1,300 pairs were received by VHA’s Disaster Emergency Medical Personnel System (DEMPS) volunteers dispatched to COVID hot spots, the others were sent to healthcare workers who have been implementing innovative care solutions at their home facilities.
VA’s Secretary’s Center for Strategic Partnerships (SCSP) collaborated with several VA offices to handle the donation, including the Veteran Canteen Services (VCS), Office of Nursing Services, Voluntary Services, and the Office of General Counsel. Together, they coordinated a detailed distribution plan, involving 123 VA medical facilities and their respective Community-Based Outpatient Clinic locations.
“VA healthcare workers have demonstrated true heroism, working tirelessly caring for Veterans and civilians during this COVID-19 pandemic, including traveling to hot spots across the nation. Nike proactively reached out to VA with this generous donation to lend support and share gratitude to those who have dedicated countless hours caring for others,” said Deborah Scher, SCSP’s executive advisor to the Secretary.
According to Amy Kanfer, chief merchandising officer for VCS, Nike also worked with partners Good360 and Webco-Hale to ship the items to VCS locations throughout the nation. “Canteen locations were the most efficient way to make this donation happen,” Kanfer said.

From St. Nicolas Island, Calif., the United States fired its latest gift for Vladimir Putin’s Russian Army – a new medium-range missile that would have been banned under the Intermediate-range Nuclear Forces Treaty signed in 1987. The accord, also known as the INF Treaty, bans nuclear-capable weapons with ranges between 500 and 5,500 kilometers.
The United States left that treaty earlier in August 2019, after blaming Russia for violating the agreement first. The Russians aren’t happy about it at all.

The Aug. 18, 2019 missile test saw the projectile deliberately fly beyond the 500-kilometer range that would have seen it banned by the INF Treaty. Newly-minted Secretary of Defense Mark Esper wants missiles like this new one deployed throughout the Asia-Pacific region, but that effort was hampered under the old agreement. Now the U.S. is free to pursue the relevant technology.
“Data collected and lessons learned from this test will inform the Department of Defense’s development of future intermediate-range capabilities,” the Defense Department said.
Meanwhile, the Russians were openly upset about the Americans pulling out of the treaty and then having a new weapon within the same month.
“All this elicits regret, the United States has obviously taken the course of escalating military tensions. We will not succumb to provocations,” Russian Deputy Foreign Minister Sergei Ryabkov said. “We won’t allow ourselves to be pulled into a costly arms race.”
Bold words from a government who has, according to the United States government, already violated the Intermediate-range Nuclear Forces Treaty on several occasions, most notably after it developed and deployed a prohibited missile, known by its apparent Russian designation Novator 9M729, a land-based cruise missile with a range of more than 500 kilometers.
“Russia has violated the agreement; they have been violating it for many years,” Trump said after a Oct. 20 campaign rally in Elko, Nevada. “And we’re not going to let them violate a nuclear agreement and go out and do weapons and we’re not allowed to.” But it’s not just the President who is denouncing the Russian military. The State Department came to the same conclusion.
“The United States has determined that in 2016, the Russian Federation (Russia) continued to be in violation of its obligations under the INF Treaty not to possess, produce, or flight-test a ground-launched cruise missile (GLCM) with a range capability of 500 kilometers to 5,500 kilometers, or to possess or produce launchers of such missiles,” according to the State Department’s April 2017 Adherence to and Compliance with Arms Control, Nonproliferation, and Disarmament Agreements and Commitments report.
The new U.S. missile isn’t nuclear-equipped (at least, not for this particular test) and resembles the more common Tomahawk missile in looks and the once-banned intermediate-range Tomahawk missile last seen in 1987. But the Russians weren’t the only ones upset about the looming new Cold War.
“This measure from the U.S. will trigger a new round of an arms race, leading to an escalation of military confrontation, which will have a serious negative impact on the international and regional security situation,” Chinese Foreign Minister Geng Shuang said, adding that the U.S. should ditch its Cold War mentality.

If what you’re about to type would likely get you fired if you were employed, opt for yelling into a pillow instead.

Nothing is more annoying or quite frankly detrimental to the spouse community than when the perfume you’re wearing stinks of superiority. Sharing help, tips, insight and posting questions online should be met with equality, not discrimination or judgment. So be nice.
Oversharing is emotional vomit
It’s amazing what the digital world has done for military friendships and connectivity, but it’s not (always) the right space to show everyone your private stash of special. Spouses need to use online pages for their intended purpose, and that purpose only. Don’t divulge your marital issues on a “for sale or free” page. Instead, ask for local run chapter pages of organizations like InDependent, a dedicated space for overall spouse wellness and connection.
Dirty laundry goes in the washer, not on the internet
What’s the easiest way to spot a spouse going through a life change or marital issue? They go from cardigan selfies to bikini shots real quick. We’re hoping for all of humanity that decorum isn’t dead and everyone ready to step it up in a rough patch would have first put that amount of energy into saving their marriages.
Stop telling hackers all of your information
How gullible do you have to be to not realize that the “list your last 5 hometowns in order, or cars or pets names” isn’t a total scam? Stop sharing it. We’re lucky enough to have six street names and five possible cities to use for a password that might actually make it difficult to guess. Why spoil it by just divulging all of that with the world?
Make social media work in your favor
Scrolling isn’t all bad, in fact, it could lead to your next career. Building up a network of potential leads, resources and communities can work in your favor if you play your cards right. If you’ve followed suggestion number one, your social profile becomes a bit resume-like in the best way. Researching the major players in your next area before you move and “showing up” as who you want the world to see you as might just catch the eye of your next boss.
Keep pages separate
What’s more annoying than your online friend going from zero to MLM salesman of the year? Nothing, nothing is more annoying. Take it from someone who enjoyed one or six careers in their life and keep social media pages consistent or make a new one. You can’t go from daily donut love to a fitness “expert” in the blink of an eye. Authenticity takes time, so take the time to consider if this next stage is here to stay, or would be better suited as a group or subpage.
The Defense Department is pledging to improve the way background investigations are done, according to Garry Reid, DoD’s director for defense intelligence and security.
There is currently an enormous backlog in the investigations, Reid said. Some personnel have been waiting up to nearly two years for a top secret security clearance, he said, explaining the goal for completing a top secret investigation is 80 days.
The delays are impacting readiness, he explained to DoD News.
“Units are deploying without a full complement of cleared intelligence analysts and technical experts,” Reid said.
“Service members competing for positions that require top level clearances are held in check,” he said. “Our research and development programs are not operating at capacity due to shortage of cleared defense industry contractors.”
The long delays in processing clearances result in loss of talented people, particularly those just entering the workforce who have highly desired technical skills but cannot afford to wait a year or more before starting the job, he said.
“We are prepared to take this matter in hand and aggressively develop better approaches that can deliver quality investigations, at sustainable cost, within acceptable timelines,” he said.
Changes in Procedures
The fiscal year 2017 National Defense Authorization Act, Section 951, Enhanced Security Programs for Department of Defense Personnel and Innovation Initiative, directed the defense secretary, to provide the following to the DoD committees:
— An implementation plan, by Aug. 1, 2017, for the Defense Security Service, or DSS, to conduct, after Oct. 1, 2017, background investigations for DoD personnel, whose investigations are adjudicated by the DoD Consolidated Adjudications Facility.
— A report, by Aug. 1, 2017, on the number of full-time equivalent employees of the DoD management headquarters that would be required by DSS to carry out the transfer plan.
— A plan, by Oct. 1, 2017, along with the Office of Personnel Management, to transfer government investigative personnel and contracted resources to the DoD from OPM, in proportion to the background and security investigative workload that would be assumed by DoD if the implementation plan were executed.
Backlog Impacts Readiness
DoD does not plan to assume the cases the OPM is already investigating, according to Reid. The pending cases are in various stages of completion and the department has already paid OPM’s National Background Investigation System to conduct those investigations.
“The enormity of the backlog is staggering,” Reid told members of Congress last month.
The backlog hurts readiness, erodes warfighting capacity, debilitates development of new capabilities, and wastes taxpayer dollars, he explained to the House Oversight and Government’s Subcommittee on Government Operations.
He said 93,000 DoD cases were waiting in a queue for a top secret investigation, and the prices for the investigations continue to rise at a “staggering rate.”
“In 2015, after promising to provide credit monitoring to 22 million government employees and federal contractors whose personal data was compromised, OPM retroactively passed on these costs on to its customers — resulting in an additional $132 million bill for DoD,” he said.
Reid said the situation is “unacceptable and must be remedied through immediate mitigation measures and a long-term reformation of the personnel vetting system.”
He said that is why Congress directed DoD in 2017 to develop plans for assuming control of the background investigations.
In August, the defense secretary approved the plan and notified Congress, the director of national intelligence, the director of OPM, and the director of the Office of Management and Budget of his intent to execute the plan over a three-year period, according to Reid.
“The DoD plan goes far beyond a transfer of personnel and resources associated with the legacy process at OPM; this will be a full resetting of process and procedures in desperate need of modernization and system reform,” he said.
Army Col. Scott Gerber said he had to pay out-of-pocket for an independent inspector to verify mold infestation and water damage in his home in an effort to get the attention of the private company running base housing at Fort Meade, Maryland.
“The only reason we knew [it was there] was because our kids were getting sick,” she said.
Gherdovich said she had to pay ,700 to an outside inspector to verify her claims, and she’s still fighting to get reimbursement.
In testimony Tuesday before a House Appropriations Subcommittee on Military Construction, Veterans Affairs and Related Agencies, Gerber and Gherdovich echoed the demands of other military families for an expansion of the recently approved Tenant Bill of Rights to let them withhold rent in disputes over repairs and maintenance of privatized military housing.
And in a following panel the same day, representatives from four military housing companies said that they supported giving that right to military families.
They also expressed varying levels of regret for the military housing problems that have been detailed in numerous reports and hearings, including mold and pest infestation, poor performance on fulfilling work orders, and negligence in responding to tenants’ complaints.
In his prepared statement, Richard Taylor, president of Balfour Beatty Communities, said, “I would like to begin by saying that we sincerely apologize for having fallen short of the high standards our nation’s military families deserve.
“We fully accept that we must make improvements, and we are determined to regain the trust and confidence of our residents and our military partners,” he added.
On Feb. 25, the Pentagon announced that Defense Secretary Mark Esper and the secretaries of the service branches had signed the Military Housing Privatization Initiative Tenant Bill of Rights, which was included in the 2020 National Defense Authorization Act.
There were 15 provisions in the bill, including “the right to a written lease with clearly defined rental terms” and “the right to reside in a housing unit and a community that meets applicable health and environmental standards.”
The Pentagon’s announcement acknowledged that three rights were missing from the list — access for tenants to a maintenance history of their units, a detailed process for dispute resolution, and the withholding of rent until disputes are resolved.
The military will work with the private companies and Congress to get those three provisions added to the list, the Pentagon said at the time.
At the hearing, Gerber said the right to withhold rent is vital to leveling the playing field with the private companies.
He said he and his wife, Sandy, “lived through two mold-infested homes,” adding “our situation wasn’t unique.”
Military families need “the ability to hold that contractor accountable. We need an easy mechanism to stop that [Basic Allowance for Housing]” from going to the private companies during disputes, Gerber said.
In a separate panel at the hearing, representatives of four companies managing private housing on military bases said they are in favor of adding the ability to withhold rent and the other two missing provisions to the Tenant Bill of Rights.
Denis Hickey, chief executive officer of Lendlease Americas, said under questioning, “We realize we can and must do more” to improve conditions.
“Obviously, some of our families feel our company has come up short,” said Jeff Guild, vice president of Lincoln Military Housing. The company is resolved to “repairing a culture of trust with our residents,” he added.
Heath Burleson, a senior vice president at Corvias Group, said the company had gotten away in the past from the “basic blocking and tackling” needed to keep homes in good repair. “I believe we’re on the right path, but we’re not done,” he said.
After listening to the company representatives, Rep. Debbie Wasserman Schultz, D-Florida, the subcommittee’s chair, said, “all of your testimony is very nice now, [but] the system was set up as a gravy train for your companies.” There’s no accountability to military families, she added.
“It is outrageous,” she said.
The military contributed to the failures of the system through inattention and poor oversight of the performance of the private companies involved in military housing, said Pete Potochney, the acting assistant secretary of defense for sustainment.
“The fact that we’re having this hearing and others like it is saddening,” Potchney said. “We simply took our eye off the ball” over the years in oversight of military housing.
“We sure as hell didn’t do a great job,” he added.
There is a special bedtime story that all platoon sergeants and petty officers tell their troops; there exists a special rank of chief warrant officer that is the premiere technical expert in their field. This mythical rank is called “Chief Warrant Officer 5.”
Young service members typically believe in the story for the first few years, but then begin to question it. If warrant officers 1 and chief warrant officers 3 could really grow up to be chief warrant officers 5, wouldn’t they have seen one by now?
But now, in a We Are The Mighty exclusive, we can confirm that CW5s — a commonly accepted abbreviation for the species — do really, truly exist.
While many of their superpowers are still unknown, here are the ones they’ve demonstrated in view of our crack team of researchers so far:
1. Insane levels of knowledge (probably)

The video at the top highlights the power that supposedly makes the CW5s so valuable. Legend says that they know everything about their assigned area. Aviation CW5s can quote the length and placement of each storage panel on the body of an Apache. Signal CW5s can quote frequencies like chaplains quote chapter and verse.
Having witnessed one of the beautiful creatures in action, WATM can confirm that they say a lot of technical stuff that sounds super impressive. Unfortunately, there’s no way to tell if what they’re saying is accurate since it usually involves details so obscure that literally no one else knows where to check for answers.
2. CW5s can appear and disappear at will

The only specimen which WATM was able to observe was working in an office with an open door on a separate floor of our building. We, of course, established a 24-hour watch with a duty log filled with hundreds of pages of blank paper that we thought would soon be filled with observations.
But, somehow, after only a few hours, the CW5 disappeared without a sign. According to troops of more common rank in the area, that’s how CW5s work. They’ll be present at a random formation or two and visible in the office for an hour at a time, but then they’ll be gone. When they return, everyone is so carried away with awe that they forget to ask the CW5 where they were.
3. CW5s are masters of camouflage
Think this is a prior service lieutenant? Then he fooled you. That’s a Marine Corps CW5. It takes only a slight amount of glare to render their markings indistinguishable from the lowly LT. (U.S. Marine Corps photo by Cpl Timothy A. Turner)
One possible explanation for the disappearing act is that CW5s are able to blend in with lesser members of the military thanks to two important features of their markings. First, their skin is covered in the same pattern as other service members, allowing them to blend into the herd like zebras would.
Second, their identifying rank markings are a thin bar of blue, black, or red sandwiched between two silver bars. This causes many observers to mistake them for extremely old lieutenants.
4. Still, there’s a lot we don’t know
While WATM is excited and proud of this advance in warrant officer science, many avenues of research remain open and require answers. Is it true that CW5s retire from the military? Does the president really have to sign off on their rank? Do they really originate from the ranks of chief warrant officers 4?

WATM’s working theory is that CW5s do not retire and are not created by promotion. Instead, CW5s are reincarnated in a system similar to the Dalai Lama and Panchem Lama. When a CW5s mortal body fails, its knowledge moves to a new human frame. Other CW5s find this new repository and grant it the ancient markings of their people.
Of course, we will continue our research into this amazing discovery.
Not all deployments are created equal. Some troops primarily work at a desk performing critical operational tasks, while others are out and about undertaking various missions in the bush. Regardless, both schedules usually consist of long hours and a heavy workload which can run anybody down.
No matter the nature of the mission, staying in the fight and being alert is the key for any personnel deployed.
So if you’re worried about falling asleep when you need to be at your best, check out these simple tricks of the trade to stay awake whole on deployment.
1. Bangin energy drinks
May seem obvious to the average population that drinking a Redbull or pounding a Monster will get their minds firing on all cylinders. But in most cases, deployed troops just don’t sip a single energy drink — they take it to a whole new level by chugging multiple cans of the all mighty Rip-it.
One ration the military never seems to ever run off of is coffee.
When you’re occupying a patrol base or sitting in a fighting hole, coffee machines will be scarce. So instead of filtering water through the grounds, pack a solid pinch of instant coffee from the ole handy dandy MREs into your lip. It tastes like sh*t, but it can help you keep shuteye at bay.
3. “Spicy eyes”
This doesn’t refer to “the look” that civilian reporter who came by the FOB to interview the colonel gave everyone. It means sprinkling a small amount of Tabasco sauce onto your finger and rubbing the contents under your eyes. Spicy!
If it burns a little and wakes you back up, you’re doing it right.
There’s nothing worse than drifting off while on post.
In fact, if you get caught sleeping, that’s a crucial offense. The human body has a natural way of rejuvenating itself by excreting adrenaline into the blood stream. You can accomplish this by pinching yourself, or if that doesn’t work, delivering a light love tap across your cheek.
It might seem a bit extreme, but it could also save your life and the lives of your comrades.
Carpet bombing, once known as “saturation bombing,” is a large-scale aerial bombing operation over a small area, intent on the complete destruction of a target or targets. Such an operation in a civilian area is considered a war crime under the Geneva Conventions, though the United States is not a signatory to that protocol.
German and British bombers used the tactic throughout World War II, to great effect. The United States’ Army Air Forces took it to the next level in Germany and then Japan under the leadership of Gen. Curtis LeMay. The U.S. would return to the tactic during the Vietnam War, especially for Operations Rolling Thunderand Linebacker II.
It is a devastating tactic that causes a lot of destruction. Since it is heavily dependent on unguided, “dumb” bombs, the potential for collateral and unnecessary death and destruction is very high and the U.S. Air Force hasn’t used it since Vietnam. They still train for the capability, however.
The video below is an amalgamation of U.S. Air Force footage over the previous decades. It shows real-world and training operations where carpet bombing is used as a tactic. B-52 Stratofortresses, B-1 Lancers, and B-2 Spirits are seen dropping tons and tons of ordnance on targets.
It shows the pure power potential of the Air Force’s conventional bombing force. Real air power doesn’t require nukes – overwhelming force can be just as devastating.
Over the past few decades, the character of military conflict has changed substantially as “front lines” and “rear areas” have blurred into a single, full-spectrum operational environment. That increasing complexity is reflected in the tactical vehicles that commanders need to address that spectrum of operations. When the Army looked to replace the venerable Jeep, the July-August 1981 issue of RDA magazine, Army ALT’s predecessor, described the new vehicle it sought to acquire, the High-Mobility Multipurpose Wheeled Vehicle, this way:
“The HMMWV will be diesel powered and have an automatic transmission. It will carry a 2,500-pound payload, have a cruising range of 300 miles, accelerate from 0 to 30 MPH within 6 to 8 seconds and achieve a maximum speed to 60 MPH. Since the HMMWV will be operated in forward areas, it will feature run-flat tires and ballistic protection up to 16-grain fragments traveling at 425 meters per second, as well as explosion-proof fuel tanks for some models. The vehicle will use off-the-shelf civilian hardware and military standard parts wherever possible.”
It was, essentially, a better Jeep. There was nothing in that description about blast resistance or networking. It would have been hard to imagine a tactical network such as today’s in 1981. Nor was any consideration given to improvised explosive devices (IEDs). Contrast that with the new Joint Light Tactical Vehicle, which is currently in low-rate initial production.
JLTV is an Army-led, joint-service program designed to replace a portion of each service’s light tactical wheeled vehicle fleets while closing a mobility and protection gap. The intent is to provide protected, sustained, networked mobility for warfighters and payloads across the full range of military operations.
Willys-Overland was awarded the contract for the 1940 Willys Quad Original Pilot, the Jeep’s precursor, which began production in 1941. The vehicle underwent countless modifications and upgrades, and remained in service for the next 44 years.
During World War II, the Jeep was considered the workhorse for logistical and support tasks. The early vehicles were used for laying cable and hauling logs, and as firefighting pumpers, field ambulances and tractors. However, the vehicle didn’t include armoring, a radio, seatbelts—or even doors. After the war, the Jeep went through many modifications and upgrades and remained in service for the next 44 years.
The HMMWV was fielded in 1985, a couple of years later than anticipated back in 1981, and they have been used since as troop carriers, command vehicles, ambulances, for psychological operations and as weapon platforms. In the early 2000s, HMMWVs faced an entirely new threat in the post-9/11 wars in Afghanistan and Iraq—the IED—and they proved vulnerable. DOD responded with up-armoring and the Mine Resistant Ambush Protected (MRAP) vehicle, which was designed specifically to resist and deflect IED explosions.
JLTV gives the current warfighter significantly more protection against multiple threats while increasing mobility, payload and firepower, something that Soldiers and Marines from past conflicts could only envision in their wildest dreams.
“The JLTV has been designed to keep pace with the fast-changing nature of today’s battlefield,” said Dave Diersen, vice president and general manager of Joint Programs at Oshkosh Defense, which won the JLTV contract. Diersen added that JLTV offers “a leap forward in performance and capability that can only come from a vehicle that is purpose-built for a spectrum of light vehicle missions.”
BIGGER, STRONGER, SAFER

The JLTV has two variants, to cover the requirements of both the Army and Marine Corps, and can be transported by a range of lift assets including rotary-wing aircraft. It can traverse rugged and dangerous terrain including urban areas, while providing built-in and supplemental armor against direct fire and IED threats. The JLTV features advanced networking, by being wired for current and future command, control, communications, computers, intelligence, surveillance and reconnaissance systems.
JLTV was purposely built for the Army’s tactical network and designed to have MRAP-like protection, but also to improve fuel efficiency, increase payload and provide greater maintainability, reliability and performance—and the potential for continuous improvement to meet future mission requirements.
The first production vehicles are intended to serve as the first assets for JLTV’s performance and operational testing programs. Roughly 40 vehicles have been delivered to test sites thus far, and will undergo complete reliability, transportability, survivability, network and other testing to verify the production vehicles’ ability to satisfy the program’s requirements. The most important outcome of this testing is to ensure that Soldiers can effectively interact with the JLTV and all of its integrated equipment.
As the Jeep and HMMWV did on past battlefields, JLTV will no doubt face challenges of 21st century military operations that the Army and DOD can scarcely imagine today, as well as provide a much-needed tactical vehicle capability for the Army and Marine Corps that doesn’t compromise among payload, mobility, performance or protection.
FORT ASHBY, W.Va. — It can be a challenge to reintegrate from the military into civilian life, especially if you’ve lost a limb and your former toe is now your thumb, Mike Trost said.
And he would know.
Trost, 53, of Maryville, Tennessee, served in the U.S. Army for 32 years until he suffered serious injuries in 2012.
“I was shot with a machine gun in southeastern Afghanistan,” he said of being hit in both legs, buttocks and his right hand.
Trost lost a leg and fingers, but via modern medical technology, he gained a toe for a thumb.
While he talks casually about his hand and refers to his new thumb as “Toemos,” Trost knows all too well recovery can be a physically and emotionally painful, long journey.
“It’s good to be around like company,” Trost said of spending time with veterans who sustained traumatic experiences during their time in the military. “There’s a bond. It’s different than you have with regular friends.”
Trost on Friday was in Fort Ashby for a turkey hunt that’s part of Operation Heroes Support — a local veteran-operated, nonprofit that provides outdoor experiences for disabled veterans, firefighters, police officers and first responders.
“The whole thing with the hunts is just to make you feel, even for one day, that there’s … nothing wrong with you,” he said. “And the people here are fantastic. They give a lot of time and energy.”
Trost and several other veterans from Wednesday through Sunday were at the residence of Bruce Myers and his wife Judy, located in rural West Virginia.
In addition to hunting, the group fished in a lake owned by Dave and Joyce Cooper — neighbors of the Myers couple. Skeet shooting was also on the agenda.
The Myers’s hosted a similar event last year and hope to continue the tradition.
“The veterans, they deserve it … they sacrificed,” Bruce Myers said of the former military members who were injured during their service to country.
Steven Curry, 33, of Nokesville, Virginia, was new to this year’s Fort Ashby hunt and killed his first two turkeys — a 19-pounder on Thursday and a bird that weighed over 20 pounds on Friday.
“It’s pretty exciting,” he said of his hunting success. “We were only in the woods about 20 minutes when I shot the first turkey.”
Curry was in a U.S. Army infantry unit from 2003 to 2008. During his service, he was hit by an improvised explosive device while in Iraq.
As a result, his left leg was amputated below his knee, he had a mild brain injury and suffers from post-traumatic stress disorder.
Brandon Rethmel, 30, of Pittsburgh, brought his wife and three young children to the event.
Rethmel was in the U.S. Army from 2006 to 2012. During that time, he was injured by a rocket in Afghanistan.
“I lost my leg below the knee,” he said. His right tricep was also destroyed and he suffered other shrapnel wounds.
“When I got out (of the military) I didn’t connect with people,” he said. “I isolated myself … It was really hard.”
Rethmel said Operation Heroes Support and events including the hunt, as well as support from his family, helped him reclaim his purpose.
“It’s saved my life,” he said. “It’s just really a great program and I hope more (veterans) get involved.”
Greg Hulver, 49, of Kirby, West Virginia, specialized in communications for the U.S. Navy from about 1985 to 1997. Today, he suffers from back injuries and other ailments including PTSD. The hunting events offer him a way to give and receive help, he said
“My military bond is what I have with these guys and that means the most to me,” he said. “There’s just something between us you can’t replace and you can’t get it anywhere else.”
Brady Jackson, 32, of Bristol, Virginia, returned to the event this year to help other veterans.
“I’d never gotten a chance to turkey hunt,” he said of his first experience at the Fort Ashby event last year. “I just had an absolutely amazing time.”
He started volunteering to help get donations for Operation Heroes Support in the fall.
“It’s honestly changed my life,” Jackson said of working with other veterans. “It’s given me a sense of purpose since I got out of the military.”
Jackson was in the U.S. Army for nine years. He was deployed to Iraq where he sustained minor blast trauma, burns and cuts from an explosion. While he knows he was lucky to survive that incident without serious injuries, he needed to spend time with others who understood his experiences.
That’s where Operation Heroes Support came in, he said.
“It’s more about campfire therapy than it is about hunting,” he said. “It’s about building relationships.”
Charles Harris, 26, a native of Placerville, California who now lives in Romney, West Virginia, lost his legs after being injured in 2012 while in a U.S. Army infantry unit.
Today, Harris is the president of the local Operation Heroes Support organization.
“It’s given me the ability to give back,” he said of his work with the group. “It’s like we’re back in the military (because) you can count on these guys … It’s like family.”
Harris said the group hopes to grow, include more public servants such as firefighters and police as well as military veterans. To make that happen, donations of cash, meals, airline tickets and other items and services are needed.
