In what sounds like a page straight from the script of a Tim Burton film, the Pentagon has issued a solicitation to industry seeking biodegradable ammo that could also plant seeds.
No, this is not a Duffleblog post.
The solicitation, posted on the Small Business Innovation Research web site, states that the plan is to eventually replace “low velocity 40mm grenades; 60mm, 81mm, and 120mm mortars; shoulder launched munitions; 120mm tank rounds; and 155mm artillery rounds” with biodegradable versions with the intention of “eliminating environmental hazards.”
“Components of current training rounds require hundreds of years or more to biodegrade [and] civilians (e.g., farmers or construction crews) encountering these rounds and components do not know if they are training or tactical rounds,” the solicitation states. “Proving grounds and battle grounds have no clear way of finding and eliminating these training projectiles, cartridge cases and sabot petals, especially those that are buried several feet in the ground. Some of these rounds might have the potential corrode and pollute the soil and nearby water.”
The Pentagon is asking for biodegradable rounds that can also plant “bioengineered seeds that can be embedded into the biodegradable composites and that will not germinate until they have been in the ground for several months.”
The intent is to use the seeds to “grow environmentally friendly plants that remove soil contaminants and consume the biodegradable components developed under this project.” Furthermore, these plants supposedly will be stuff that animals can eat safely.
It is unclear how this RD effort improves combat readiness.
Past efforts to use “green” technology have proven very expensive. According to a July 2016 report from the Daily Caller, the Navy’s “Green Fleet” used biofuel that cost $13.46 per gallon on USS Mason – and the biofuel in question was only about 5.5 percent of the total fuel taken on board. Regular fuel cost $1.60 per gallon.
This is not to say some “green” programs have been duds. The Defense Media Network reported in 2013 that the Army’s M855A1 5.56mm NATO round for the M4 carbine, M16 rifle, and M249 squad automatic weapon had turned out to be comparable to a conventional 7.62mm NATO round, like those used in the M14 rifle or M240 machine gun.
Still, the best that can be said for the “green technology” push is that the results have been very spotty.
A Jordanian police officer shot five people, including two U.S. security trainers, at the King Abdullah Training Center in Amman, Jordan on November 9th. Though not the dictionary definition of a “Green-on-Blue” attack, it does show a rise in these types of insider attacks against U.S. personnel. A Green on Blue attack is how NATO describes attacks on NATO and Coalition forces in Afghanistan by Afghan security forces. It’s important to remember that U.S. and Jordan have a long history of cooperation that predates 1991’s Operation Desert Storm.
Green on Blue attacks, by their nature, are difficult to predict. They are damaging to morale, unit cohesion, and international relations. They sap public support for training missions from the people of the United States and cause a loss of credibility for U.S. allies. As the U.S. begins to increase its presence in Iraq to combat ISIS, the shift in Green on Blue tactics is troubling, considering the already-strained U.S. training missions in Iraq.
There are 91 incidents of Green on Blue attack in the Afghan War so far, with 148 Coalition troops killed and 186 wounded. 15% of all Coalition casualties in Afghanistan were Green on Blue attacks in 2012. Security measures were put in place to ensure NATO forces have overwatch when these attacks are likely to occur. The Long War Journal blog keeps a tally on Green on Blue attacks.

In a report to Congress last year, the Air Force estimated the cost of the new Long Range Strike Bomber (LRSB) to be $33.1 billion for the next ten years. This year, that price ballooned to $58.2 billion.
The amount of the gap is so large, it caught the attention of Rep. Jackie Speier (D-Calif.), who immediately demanded answers from Secretary of the Air Force Deborah Lee James and Chief of Staff of the Air Force Gen. Mark Welsh. How does the Air Force explain the $25 billion error? It says the cost should have actually been $41.7 billion, but human error was the explanation for the discrepancy.
Welsh insists he was caught off guard as well. It was just a multi-billion dollar oopsie, people.
“We were surprised by the number when we saw it as well once it had been pointed out to us that it looked like the number had grown because we’ve been using the same number,” Welsh said.
The Air Force has a history of bait-and-switch budgeting when it comes to developing new aircraft. The Air Force’s F-35 Joint Strike Fighter program is famously over budget (it’s the most expensive weapons program ever) and underperforming. The Air Force’s most recent fighter program, the dogfighting-optimized F-22 Raptor, produced 187 units between 1996 and 2011 at the cost of $157 million each. The Raptor wasn’t used in combat until 2014.
Since the end of World War II, the British Army has developed a number of outstanding tanks, starting with the Centurion. The Challenger 1 proved itself during Operation Desert Storm, where it recorded the longest-distance kill of another tank, while the Chieftain held the line for NATO during much of the later part of the Cold War.
The latest in this line of tanks is the Challenger 2. While it entered the fray too late for Desert Storm, it served in the Balkans and during Operation Iraqi Freedom. To date, its service has been just as outstanding as its predecessors.
Like the Challenger 1, the Challenger 2 features a 120mm rifled gun, very different from the smoothbore guns used on American M1 Abrams and German Leopard 2 main battle tanks. This gun provides the Challenger 2 with a greater range than its American and German counterparts.
The Challenger 2 has an improved 120mm rifled gun from that used on the Challenger 1.

The Challenger 2 is also equipped with a new version of the revolutionary Chobham armor. In one incident during Operation Iraqi Freedom, a Challenger 2 took over 70 hits from RPGs. Another incident involved the tank being hit on its normally-vulnerable underside with a RPG-29 and yet it still managed to drive back to base on its own power. While the press reported the latter incident as a failure, it should be noted that the tank kept its crew alive and was likely able to keep fighting.
And since then, the tank’s armor has been upgraded.
The Challenger 2 is receiving upgrades to make it even deadlier than it already is. But those won’t make it any faster — it’s a slowpoke.

The Challenger 2, though, has a glaring weakness — it’s very slow when compared to the American Abrams and the German Leopard, with a top speed of just 37 miles per hour. Should a Challenger 2 face off against an American tank, the Abrams would use its speed to its advantage.

After creating successful inventions like the mouse trap and the curling iron, inventor Sir Hiram Stevens Maxim would construct a device so lethal, every country couldn’t wait to get their hands on it.
In 1883, Maxim was enjoying an afternoon of shooting his rifle with his friends in Savannah, Georgia, when an idea literally hit him. As Maxim was firing, the recoil was continuously jabbing into his shoulder causing him discomfort and fatigue.
Then it suddenly occurred to him, use one problem to fix the another.
Maxim went to his workshop and drew up plans that would allow the force of the rifle’s recoil to reload the weapon automatically. He discovered that when the round his fired, the bolt can be pushed backward by the recoil. When the barrel is then pushed forward by a spring, it will discharge the spent shell and chambering another round without assistance.
Thus the Maxim machine gun was born.
With his latest creation in hand, Maxim found himself in the machine gun business and on his way to London to released his newest invention.
After his arrival and a few widespread publicity stunts, his machine gun made a serious impact around the world with countries preparing to enter World War I.
Although many men were training with bolt action rifles and fixed bayonets, those who were in the company of the Maxim machine gun without a doubt had the upper hand.
One of my direct subordinates, one of my guys that worked for me, he would call me up or pull me aside with some major problem, some issue that was going on. And he’d say, ‘Boss, we’ve got this, and that, and the other thing.’ And I’d look at him and I’d say, ‘Good.’
And finally one day he was telling me about some issue that he was having, some problem, and he said, ‘I already know what you’re going to say.’
And I said, ‘Well, what am I going to say?’
He said, ‘You’re gonna say, Good. He said, ‘That’s what you always say. When something is wrong and going bad, you always just look at me and say, Good.’
Willink wasn’t being snide or dismissive. Rather, he was forcing his troops to find a way to grow from a failure or challenge they were having difficulty overcoming.
If they didn’t get the supplies they needed, for example, he’d force them into a mindset where they could excel in spartan conditions.
It’s an approach he’s applied to his entire life, and one he teaches with his former second-in-command, Leif Babin, through their management consulting firm Echelon Front.
“Didn’t get promoted? Good. More time to get better,” Willink said, giving another example.
In another episode, Willink explained how one of his friends told him he was able to see this philosophy in action even when his father died. It wasn’t literally “good” that his father died, but when he was done grieving he was able to see that he was presented with an opportunity to take responsibilities in areas that he could normally rely on his father for, and to make the most of them.
The “good” approach is a way to move forward without giving into overwhelming emotions, whether on the battlefield, in the office, or in your personal life.
“That’s it,” Willink said on his podcast. “When things are going bad, don’t get all bummed out. Don’t get startled, don’t get frustrated. If you can say the word good, guess what? It means you’re still alive. It means you’re still breathing. And if you’re still breathing, well then hell, you’ve still got some fight left in you. So get up, dust off, reload, recalibrate, reengage, and go out on the attack.”
More than 400 Navajo Americans joined the military during World War II to transmit coded messages in their native language. The Japanese, even if they could break American codes, couldn’t decipher the Navajo tongue.
They were called Navajo Code Talkers, and one of the last few remaining code talkers – Joe Hosteen Kellwood – died Aug. 5. He was 95.
Kellwood joined the Marine Corps at 21 after he learned about their exploits during the Battle of Guadalcanal. He was sent to the 1st Marine Division as a Code Talker. But like most other servicemembers at the time, didn’t even know the program existed – it was still Top Secret.
In a 1999 interview with the Arizona Republic’s Betty Reid, he said he told his sister “Da’ahijigaagoo deya,” or, “I’m going to war.” He was one of 540 Navajo men that would become Marines during the war and one of around 400 that would become Code Talkers. Kellwood saw combat on Cape Gloucester, Peleliu, and Okinawa.
The Native American Marines were trained to transmit messages on the battlefields of the Pacific using Morse Code, radios, and Navajo codes. What’s unique about the Navajo language is that it uses syntax and tonal qualities that are nearly impossible for a non-Navajo to learn. The language also had no written form, and many of its letters and sounds did not have equivalents in other languages.
The Code Talkers created messages by first translating Navajo words into English, then using the first letter of each English word to decipher the meaning.
According to his obituary, Kellwood’s awards include the Congressional Silver Medal; a Presidential Unit Citation; Combat Action Ribbon; a Naval Unit Commendation; Good Conduct; the American Campaign Medal; the Asiatic-Pacific Campaign Medal and (of course) the WWII Victory Medal.

A new report from military family support organization Blue Star Families shows more than half of service members would not recommend military service to their own children. Additionally, slightly less than half of the respondents would not recommend it to other young adults who aren’t related to them.
Blue Star Families has compiled the so called “Annual Military Family Lifestyle Survey” reports since 2009, which are widely used by government officials from the White House, Congress, the Department of Defense, and state and local officials to help understand the unique needs and challenges of military families. Data collected from the annual survey often impacts legislation.
This year’s survey respondents consisted of a mixture of 8,390 active duty personnel, military veterans, and military and veteran spouses — a 130 percent increase over last year’s survey.
Of those surveyed, enlisted service members who had been deployed more than three times were the least likely to recommend military service to their own children.
Among officers, those with less than two deployments and an employed spouse were more likely to recommend military service to young people who are not their children, but only if benefits they’d been promised when they commissioned were still in place — and generally only to those who might become officers.
Less than 20 percent of respondents said they would recommend service to anyone if the current trend of cutting benefits continued.
This could be bad news for those who consider military service to be a “family business.”
“The past year has seen new and emerging security threats in numerous regions while Department of Defense budget cuts and personnel downsizing continues,” Blue Star Families said in their summary of this year’s findings. “The resulting operational tempo is very concerning to service members and their families.”
According to the report, almost 60 percent of veterans had at least one parent who served in the military before them, but only 45 percent of currently serving military members had a parent who served prior.
The 2015 report noted that 80 percent of veteran respondents would be “happy” if their children joined the military. While that specific detail about happiness isn’t reported in this year’s survey, when compared to this year’s 67 percent who would not recommend service to their children, it does appear to show a downward pattern of service members who want their children to follow in their footsteps.
“Extended family separations, frequent moves, and outdated expectations that military spouses sublimate their personal, professional, and familial priorities to support their service member’s military service are the most prevalent topics identified as substantially reducing the quality of life and attractiveness of martial service,” Blue Star Families said. “Military families understand that serving may mean making sacrifices in support of service; however, DoD must also examine the military necessity of the burdens it asks military families to bear.”
The survey isn’t all bad news for the family business of military service. Military spouses who are able to maintain a career were 36 percent more likely to recommend it, and a whopping 76 percent of all spouses surveyed who felt that the military had a positive or neutral career impact were likely to recommend service.
There were two surprising findings elsewhere in the report: almost 80 percent of respondents were satisfied with the military lifestyle, and over 80 percent were satisfied with Tricare Standard.

“This year’s survey results show a military community at a point of inflection. It shows the country needs to get smarter about what a healthy All-Volunteer Force really looks like—and what it needs it to look like to ensure future success,” Blue Star Families argued. “The All-Volunteer Force was not designed for our current security environment of protracted low-level conflict, nor was it designed for the modern service member—who is better educated, married with children, and living in an increasingly diverse and inclusive society.”
There aren’t many places in the world where you can’t order a glass of American whiskey, sing along to the latest Top 100 song, or watch the latest Hollywood blockbuster. Hell, North Korea may be the only country in the world where you can’t easily buy a Coke.
American culture made its mark throughout the world, for better or worse. And it turns out, American troops are some of the country’s best cultural ambassadors.
It’s a time honored tradition for soldiers to “Americanize” Local Nationals where ever they go. The ice cream man in Baumholder, Germany, never failed to get a laugh out of my unit whenever he would use our slang through his thick German accent. The carpet salesman in Afghanistan kept up with the latest superhero films far more than any of us did. And Kuwaiti workers would clean out Porta-Johns, rocking blue jeans.
The nations that U.S. troops have partnered with have had their economies grow drastically. One of the best places in the world to see this is in post-war Japan.
America provided a “Security Umbrella” to its former enemy, letting the island nation to focus more of its GDP on manufacturing and reentering the international marketplace. Today, Japan is the fourth largest export economy, with it’s top export going to the United States.
As America shed it’s isolationist ways and entered World War I in Europe, the world got a glimpse of what we’ve been up to on the other side of the ocean. When stationed in Paris, African American soldiers brought with them jazz, swing, and ragtime music.
The soldiers, between conflicts, would perform their new style in music halls. French crowds went crazy for it. Lieutenant James Reese Europe and his Harlem Hellfighters traveled all across France and quickly became one of America’s first international celebrities.
One nation that had plenty of American influence is South Korea. South Korean technology has boomed in recent years and has helped spawn K-Pop (The genre of music that gave the world Gangnam Style) and Hallyuwood (Korean film industry).
This East Asian country had U.S. troops stationed there since the ’50s. All males between age 18 and 35 have been conscripted for a mandatory two year obligation. With this, many of the Republic of Korea Army soldiers are also sent to train and serve with the U.S. Army.
KATUSA (Korean Augmentation to the United States Army) soldiers form strong bonds of friendship with their American counterparts. Through this program, many Koreans learn of American culture and vice-versa.
No matter where US troops are sent, they are sometimes the first actual interactions locals have with Americans. Some places refuse to serve Americans, others welcome them with open arms.
As long as you’re not a jack a–, you’ll be embraced. Even if you are brash, just be funny.
That’s quite a jump from the kw AN/SEQ-3(XN-1) Laser Weapon System (LaWS), which deployed in 2014 on the amphibious transport dock USS Ponce.
And the kind of power needed to power such a weapon won’t come with a simple flip of a switch.
“The Navy will be looking at ships’ servers to provide three times that much power,” says Donald Klick, director of business development, for DRS Power and Control Technologies. “To be putting out 150 kws, they (the laser systems) will be consuming 450 kws.”
That is more than most currently operational ships are designed to accommodate, at least when they are conducting other tasks. “Few power systems onboard ships can support sustained usage of a high-powered laser without additional energy storage,” noted a recent Naval Postgraduate School paper titled “Power Systems and Energy Storage Modeling for Directed Energy Weapons”.
The paper said, “The new DDG-1000 may have enough electrical energy, but other platforms … may require some type of ‘energy magazine.’ This magazine stores energy for on-demand usage by the laser. It can be made up of batteries, capacitors, or flywheels, and would recharge between laser pulses. The energy magazine should allow for sustained usage against a swarm of targets in an engagement lasting up to twenty minutes.
The ship’s integrated power system, which includes its electric propulsion, helps generate up to 78 megawatts of on-board electrical power, something seen as key to the future when it comes to ship technologies and the application of anticipated future weapons systems such as laser weapons and rail guns. The ship’s electric drive uses two main turbine generations with two auxiliary turbine generators which power up two 35-megawatt advanced induction motors, developers explained.
Ideally, it would charge up as fast as it discharges, allowing for indefinite use (as long as there is ship’s fuel to expend). Low maintenance, high safety, and long lifespan are other desirable characteristics.
DRS Power and Control Technologies is one of the companies which is developing a specialized energy source. “We have enough for well over 100 shots before we go to recharge,” DRS’s Klick said during a break at SNA, pointing out there’s even a mode for continuous recharge. “If you’ve got power this kind of power, you don’t go Winchester.”
The DRS system uses a Li-Ion battery subsystem designed and provided by Lithiumstart housed in three distributed steel, welded cabinets that are 48″ x 66″ x 100″ – although they are modular, Klick says, and can be arranged for a tailored fit. Each cabinet contains 18 drawers with 480 Li-Ion phosphate cells in each drawer.
The redundant power modules can provide 465 k each for a total of 930 kw. It can hold that full-power mark for about three minutes, Klick says – although most “lases” are normally of relatively short duration.
An at-sea demonstration of the magazine is slated for 2018, Klick says, mostly with the 150-kw laser being developed by Northrop Grumman for the Office of Naval Research.
The system still must go through rigorous Navy certification testing, Klick says.
He also sees the energy magazine as a candidate for other U.S. military units. “We’re looking at Air Force Special Forces on a C-130. You have to strike a car, but you’re worried about collateral damage. With that pinpoint accuracy, you don’t have to worry about collateral damage. You can just cause a car to stop running. There’s a lot more capability.”
The Navy has already been working with Northrop Grumman on a three-year deal to develop a ship-board laser weapon engineered to quickly incinerate enemy drones, small boats, aircraft, ships and missiles, service officials told Scout Warrior.
“This system employs multi-spectral target detection and track capabilities as well as an advanced off-axis beam director with improved fiber laser technologies to provide extended target engagement ranges. Improvements of high power fiber lasers used to form the laser beam enable the increased power levels and extended range capabilities. Lessons learned, operating procedures, updated hardware and software derived from previous systems will be incorporated in this demonstration,” Dr. Tom Beutner, director of the Air Warfare and Weapons branch, Office of Naval Research, told Scout Warrior in a written statement at the time of the contract announcement.
A previously established 12-month, $53-million deal between Northrop and the Office of Naval Research will develop a Laser Weapon System Demonstrator through three phases; the phases include an initial design phase, ground-testing phase and then weapons testing at sea aboard a Navy Self Defense test ship, a Northrop statement said.
“The company will design, produce, integrate, and support the shipboard testing of a 150-kilowatt-class solid state (electric) laser weapon system,” the Northrop statement added. “The contract could grow to a total value of $91 million over 34 months if ONR exercises all of its contract options.”
Office of Naval Research officials told Scout Warrior an aim of the developmental program is to engineer a prototype weapons for further analysis.
“The possibilities can become integrated prototypes — and the prototypes become reality when they become acquisition programs,” an ONR official said.
It is not yet clear when this weapon might be operational but the intention seems to be to arm surface ships such as destroyers, cruisers and possibly even carriers or an LCS with inexpensive offensive or defensive laser weapons technology.
“It is way too early to determine if this system will ever become operational. Northrop Grumman has been funded to set-up a demo to “demonstrate” the capabilities to senior leadership, who will then determine whether it is an asset worth further funding and turning into a program of record,” a Navy official told Scout Warrior.
Both Navy and Northrop Grumman officials often talk about the cost advantages of firing laser weapons to incinerate incoming enemy attacks or destroy enemy targets without having to expend an interceptor missile worth hundreds of thousands of dollars.
Navy officials describe this as getting ahead of the cost curve.
“For about the price of a gallon of diesel fuel per shot, we’re offering the Navy a high-precision defensive approach that will protect not only its sailors, but also its wallet,” said Guy Renard, director and program manager, directed energy, Northrop Grumman Aerospace Systems.
As mentioned, the Navy has already deployed one laser system, called the Laser Weapons System, or LaWS, which has been operational for months.
LaWS uses heat energy from lasers to disable or destroy targets fast, slow, stationary and moving targets. The system has successfully incinerated UAVs and other targets in tests shots, and has been operational aboard an amphibious transport dock in the Persian Gulf, the USS Ponce.
The scalable weapon is designed to destroy threats for about $59-cents per shot, an amount that is exponentially lower that the hundreds of thousands or millions needed to fire an interceptor missile such as the Standard Missile-2, Navy officials explained.
While at sea, sailors have been using the LaWS for targeting and training exercises every day and the weapon has even been used to disable and destroy some targets, service officials said.
Navy sailors and engineers have discovered some unanticipated intelligence, reconnaissance and surveillance value from the laser weapons system by using its long-range telescope to scan for targets as well, Navy officials said.
Laser weapons are expected to figure prominently in the Navy’s future plans in several respects. New Navy platforms such as the high-tech destroyer, the DDG 1000 or USS Zumwalt, is engineered with an electric drive propulsion system and extra on-board electrical power called an Integraed Power System. This system is in part designed to power-up ship electrical systems and accommodate emerging future weapons systems such as lasers and rail guns.
“Laser weapons provide deep magazines, low cost per shot, and precision engagement capabilities with variable effects that range from dazzling to structural defeat against asymmetric threats that are facing the US Naval force,” Beutner added.
In addition, laser weapons integrate fully into the Navy’s emerging “distributed lethality” strategy aimed at better arming the surface fleet with a wide array of offensive and defensive weapons.
Russian diplomats delivered a message for those who want to ban killer robots: Russia will build them no matter what. That is the sum total of what happened during a week of discussion on the issue of weapons and vehicles operated by artificial intelligence in Geneva.
“According to the Russian Federation, the lack of working samples of such weapons systems remains the main problem in the discussion on LAWS,” the statement said. “Certainly, there are precedents of reaching international agreements that establish a preventive ban on prospective types of weapons. However, this can hardly be considered as an argument for taking preventive prohibitive or restrictive measures against LAWS being a by far more complex and wide class of weapons of which the current understanding of humankind is rather approximate.”
The Russians also claimed that there was a risk of harming civilian artificial intelligence capabilities, saying, “It is hardly acceptable for the work on LAWS to restrict the freedom to enjoy the benefits of autonomous technologies being the future of humankind.”
The Russian hard line comes as questions percolate about Russian compliance with other arms control treaties. Russia has already been accused of violating the 1987 Intermediate Nuclear Forces Treaty, prompting the United States to begin development of a new ground-launched cruise missile. A report from RealClearDefense.com noted that Russia’s force of Tu-22M3 Backfire bombers may have been modified in a manner that fits the definition of strategic bombers under the New START Treaty.
In the past, some arms control treaties have not prevented bad guys from using banned weapons. The Chemical Weapons Convention did not prevent the Islamic State of Iraq and Syria from using mustard agent against American troops in 2016.

My commander told me right before he introduced me to my team, “You’re in command now…. Do something with it.”
Now, I’m a veteran and I find myself wearing a few hats – I’m a business owner, Executive Director of a non-profit, and author. COVID-19 has really hurt my companies – all of my business contracts this year are canceled / postponed. I have lost hundreds of thousands of dollars. Its forced me to grow my hair out – I look like Moses from the ten commandments.
I’m sure a lot of you are in the same boat.

People are feeling uncomfortable to say the least.
Let’s be honest about who we are and what we are experiencing. That feeling of discomfort isn’t something we should hide or pretend we’re not going through. Let’s embrace this deliberate discomfort and be vulnerable. Most of the time, we put up a front – we fake it until we make it. We’re pretending to be someone we are not. COVID-19 has given us a beautiful gift. This is a time where there’s no more faking. Its just us – stripped down – stressed out – trying to hold it together.
No more pretending that everything is fine.
Here’s what I believe – If COVID-19 is affecting you, I believe that YOU can do something about your situation. I believe you can dare to win by getting comfortable being uncomfortable. I believe that its only through discomfort that we find solutions, learn, grow, and improve. It’s only through deliberate discomfort that you can achieve your full potential.
