Whenever a branch of the armed forces makes it into the news, a sense of dread washes over the troops. Most times, it’s not good news. Maybe a brother or sister in arms fell, or the leadership is accused of misconduct, or, perhaps worst, those we serve with did something devastating.
On one hand, yes, it is understandable that the U.S. Navy would need to react after civilians got the wrong impression of the men and women who protect them.
“The actions of this aircrew are wholly unacceptable and antithetical to Navy core values” said a statement issued on Nov. 17 by NAS Whidbey Island. “We have grounded the aircrew and are conducting a thorough investigation and we will hold those responsible accountable for their actions.”
On the other hand, these patriots took part in a time-honored military tradition of marking the area under the protection of troops. It is a symbol that can be found on tables, port-a-johns, and many walls. It’s as if Batman himself was there to tell the good people of Okanogan that, “It’s okay. The Navy is here. You’re safe.”
If you think about it, the aircrew was just doing their heroic duty.

One of the challenges facing Army leadership as they transition to the new Army Combat Fitness Test, which will be fully implemented by October 2020, is preventing musculoskeletal training injuries. Physical training is necessary to develop and maintain the fitness required to accomplish military missions, but is also known to cause injury.
According to Army Public Health Center experts, MSK injuries and related conditions led to an average of 37 limited duty days per injury. This translates to 2 million medical encounters across the Army annually and an estimated 10 million lost training days due to limited duty.
“Seventy percent of all limited duty profiles are for MSK injuries,” said Dr. Michelle Chervak, acting manager for the APHC Injury Prevention Program, which identifies causes and risk factors for Army training-related injuries. “We can show that greater amounts of training (for example, of running or road marching) result in more injuries. Civilian data show us that there are levels of training above which injury rates increase, but fitness does not improve — two signs of overtraining.”
Dr. Bruce Jones, senior scientist, APHC Clinical Public Health and Epidemiology Directorate, explained further that part of the problem for the Army is that the thresholds of training above which injury rates increase and fitness does not have not been established. However, commanders have the information necessary to make decisions about the thresholds — they know the amount of training, physical fitness of their soldiers, and the number of soldiers on profile.

“What we need to provide commanders are the general principles of training injury prevention; and an understanding of the relationships between training, fitness, and injuries,” said Jones. “They have to determine the risk of injury they are willing to accept.”
APHC Injury Prevention is working on updating financial and readiness costs to the Army due to MSK injuries.
“At this time, the only formal cost estimate that we have comes from a National Safety Council report for the Secretary of Defense,” said Chervak. “That report stated the annual costs ranged from -20 billion (2001 data). Roughly 40 percent of all injuries across the Department of Defense occur to Army personnel, so the Army costs are approximately .8-8 billion.”
The 2018 Health of the Force report highlights a previous Army success in reducing injury by changing its approach to fitness training.
In 2003, the Army evaluated a new standardized physical training program designed to enhance fitness while minimizing injuries through avoidance of overtraining. An evaluation group implemented the new standardized program and a comparison group conducted traditional PT (running, calisthenics, push-ups, and sit-ups). After nine weeks of basic combat training, the evaluation group had fewer injuries and a higher APFT pass rate.

The modified program reduced the total miles run by trainees, conducted distance runs by ability groups, added speed drills, executed warm-up exercises instead of pre-exercise stretching, progressed training amount and intensity gradually, and provided a wider variety of exercises.
In 2004, the new standardized PT program based on this evaluated program was mandated for all BCT units across the Army. It was also incorporated into Army physical training doctrine. From 2003 to 2013, a 46 percent decrease in all injuries and a 54 percent decrease in lower extremity overuse injuries among Army trainees was observed.
Jones recommends a five-step public health approach as the most effective construct for Army public health to organize and build an injury prevention program. Steps include surveillance to define the magnitude of the problem, research and field investigations to identify causes and risk factors, intervention trials and systematic reviews to determine what works to address leading risk factors, program and policy implementation to execute prevention, and program evaluation to assess effectiveness.
Jones also notes that both overweight and underweight soldiers who are the least physically fit are at the highest risk for injury compared to their most fit peers.
“The highest risks occur among the most underweight (leanest), least physically fit (slowest run times) men and women in basic training,” said Jones. “This is probably because underweight soldiers lack the muscle mass necessary to perform soldiers tasks and withstand the vigorous physical activity required.”
Injury risks are also 20 to 50 percent higher for soldiers who smoke cigarettes.
“A variety of hypotheses explain this relationship; the most feasible is that smokers have a reduced ability to heal following injury,” said Chervak. “Overuse injuries result from an inability to repair damage due to daily training; smokers repair that cumulative microtrauma less rapidly.”

APHC is currently piloting a program through the Army Wellness Center at Fort Campbell focused on identifying soldiers at highest injury risk based on APFT run time, the leading predictor of active-duty Army injury risk.
APHC is working with specific units and the Fort Campbell Community Ready and Resilient Council to identify soldiers who meet the criteria for referral (men: run time slower than 15 minutes; women: run time slower than 19 minutes), said Chervak. These soldiers are offered AWC fitness assessments to assist with improving aerobic fitness, physical activity, sleep, and body composition.
“AWC education efforts focus on physical activity, sleep, nutrition (weight loss), and tobacco cessation; all factors that influence injury risk,” said Chervak. “There is a natural partnership with APHC’s Health Promotion and Wellness directorate. Key avenues of influence are Performance Triad-related communications and referral of high risk soldiers to the AWCs.”
Jones said the most important step forward is for leadership to recognize that training-related injuries are a problem and they can be prevented.
“Commanders need to recognize that there are no magic bullets,” said Jones. “Training causes injuries and modifications of training will prevent injuries. Commanders have the information to monitor injuries and fitness, and modify training to prevent injuries. We still need to determine the thresholds of training by unit at which injuries increase, but fitness does not improve.”

A U.S. Air ForceHH-60 Pave Hawk slammed into a steel cable in western Iraq in March 2018, causing the helicopter to tangle and crash, killing all seven airmen on board, according to a new investigation report.
An Accident Investigation Board report released Oct. 29, 2018, says the Pave Hawk, assigned to the 332nd Air Expeditionary Wing, was part of a two-aircraft formation flying toward Al Qaim, Iraq, on March 15, 2018. The mission objective was to position a helicopter landing zone closer to ground operations, according to the document.
During the flight, the formation refueled from an HC-130 King recovery aircraft. Then, roughly 40 minutes into the night operation, for which “night illumination for the flight was low,” the mishap Pave Hawk, flying in the lead, overshot its targeted landing area, the report states.
It was too dark for night-vision goggles to detect the cables.
The HH-60G “erroneously overflew the intended [helicopter landing zone] and descended to low altitude,” the report states. “As a result, the aircraft descended into an unplanned location, striking a 3/8-inch diameter galvanized steel cable strung horizontally between two 341-foot-high towers.”
Images within the report show the cables to be part of a powerline structure. The towers were roughly 1,000 yards apart.

The co-pilot turned left to avoid one of the towers. But a helicopter blade “struck the second of four” of the 3/8 inch cables, the report said. “The cable quickly entangled in the HH-60G’s main rotor assembly, resulting in catastrophic damage and an unflyable condition.”
The investigation, conducted by Brig. Gen. Bryan P. Radliff, concluded the pilot “misinterpreted aircraft navigation displays,” causing the formation to overfly the intended destination.
Communication on the helicopter’s route and scheduled waypoints was never resolved between the crew and a Joint Terminal Attack Controller on the ground, Radliff said.
“The [mishap pilot] was interrupted multiple times during his navigation duties, including communications with the [mishap wingmen] regarding landing zone plan changes and [mishap crew] requests for prelanding power calculations and JTAC information requests,” the report states.
The conversation continued as the JTAC reiterated that there were towers in the area, but the Pave Hawk was already slightly northeast of the designated landing spot, according to an illustrated diagram in the accident report.
Follow-on waypoints had been incorporated into flight plan as backups should the formation need to divert and land elsewhere. The report says those waypoints could have been the reason the pilot began flying slightly farther north than planned.
The helicopter was traveling at an estimated 125 knots, or about 144 miles per hour, at an altitude between 250 and 270 feet above ground level.
Having witnessed the crash and the illumination from the helicopter’s impact, the second aircraft was able to spot the cables and divert. The second crew called in search-and-rescue forces immediately, the report said.

Radliff said limited visibility also contributed to the crash. Current HH-60G “tactics, techniques and procedures contain a warning stating, ‘electric power lines, unlit towers, poles, antennas, dead trees, and all types of wires are extremely difficult to see while conducting NVG operations,’ ” the report states.
The Pave Hawk has a “wire strike protection system” in an effort to prevent such accidents. Radliff said the post-crash analysis determined “it was not effective because it does not appear that the cable had the opportunity to be pulled through any of the WSPS wire cutters.”
Killed in the crash were: Master Sgt. Christopher J. Raguso, 39, a special missions aviation flight engineer; Capt. Andreas B. O’Keeffe, 37, an HH-60G pilot; Capt. Christopher T. Zanetis, 37, an HH-60G pilot; and Staff Sgt. Dashan J. Briggs, 30, a special missions aviation flight engineer, all of whom belonged to the 106th Rescue Wing at Francis S. Gabreski Air National Guard Base, according to a Saturday news release. The rescue wing is based on Long Island.
Master Sgt. William R. Posch, 36, of Indialantic, Florida, and Staff Sgt. Carl P. Enis, 31, of Tallahassee, Florida, belonged to the 308th Rescue Squadron at Patrick Air Force Base, Florida. The squadron, known as an Air Force’s “Guardian Angel” personnel and recovery unit, is part of the Air Force Reserve’s 920th Rescue Wing.
Also killed was Capt. Mark K. Weber, 29, of Colorado Springs, Colorado. Weber was assigned to the 38th Rescue Squadron at Moody Air Force Base, Georgia.
The aging HH-60G Pave Hawk fleet is expected to be replaced within the next decade by the Sikorsky HH-60W, the latest combat rescue helicopter based on the UH-60M Black Hawk.

China has stopped major land-reclamation in the South China Sea but is continuing to work on facilities it has already built there, according to the US Defense Department’s annual report on Chinese military activity, which noted that China could soon add nuclear power plants to the mix.
After adding 3,200 acres of land to seven reefs and islands it occupies, China hasn’t done substantial artificial-island creation since late 2015, but at three of those outposts, the Pentagon report said, “Construction of aviation facilities, port facilities, fixed-weapons positions, barracks, administration buildings, and communication facilities at each of the three outposts was underway throughout 2017.”
“The outposts may be capable of supporting military operation in the Spratly Islands and throughout the region, but no permanent large-scale air or naval presence has been observed,” according to the report.
Other countries have disputed China’s claims in the South China Sea — through which an estimated one-third of global shipping travels — and an international tribunal has rejected China’s claims to islands there.

While China has said those projects are meant to improve the lives of personnel at those outposts, the work may be part of an effort to assert de facto control of the area and to maintain a more flexible military presence in order to boost its operational and deterrence abilities, the Pentagon report said.
“China’s plans to power these islands may add a nuclear element to the territorial dispute,” the report added. “In 2017, China indicated development plans may be underway to power islands and reefs in the typhoon-prone South China Sea with floating nuclear power stations.”
State-owned China National Nuclear Power said in late 2017 that it had set up a joint venture with several energy and ship-building firms to boost the country’s nuclear-power capabilities as a part of Beijing’s aim to “become a strong maritime power.”
That announcement came about a year after the state-run China Security Journal said Beijing could construct up to 20 floating nuclear power plants to “speed up the commercial development” in the South China Sea.
Floating nuclear power plants could bolster China’s nuclear-energy capacity and support overseas activities by providing electricity and desalinated water to isolated outposts.
“China sees securing the ability to develop marine nuclear tech as a manifestation of its maritime power status,” Collin Koh, a military expert at Singapore’s Nanyang Technology University, told The South China Morning Post in 2017. “It will enhance Beijing’s staying power and assert its claims, as military garrisons and civilian personnel living on those remote outposts would be able to sustain themselves better [and therefore stay longer].”

‘Nuclear Titanic’
Experts have said that the technology for floating plants, which provide about one-quarter of the energy produced by onshore plants, is not yet mature but that major powers are pursuing their development because of the mobility they provide.
Russia has already deployed its own floating nuclear reactor. In May 2018, the Akademik Lomonsov, the first nuclear power plant of its kind, arrived at the port of Murmansk on the Barents Sea ahead of a voyage to Russia’s far east, where it is to provide power for an isolated town on the Bering Strait.
While Russia has decades of experience operating nuclear-powered icebreakers, activists have criticized the plan. Greenpeace has dubbed the plant the “nuclear Titanic” and a “floating Chernobyl.”
“There are serious challenges unique to regulating the operational safety of floating nuclear power plants due to the novelty of the technology, the difficult operating conditions, and the inherent safety limitations of these plants,” like a higher chance of incidents due to collisions or capsizing, Viet Phuong Nguyen, a nuclear researcher at the Korea Advanced Institute of Science and Technology, wrote for The Diplomat in early 2018
In light of civil-liability issues related to potential accidents with these plants and safety risks stemming from piracy or terrorism, “the best case scenario” for the region would be China reconsidering the plan or delaying the deployment, he wrote.
But China’s plan to test the plants at sea before 2020 makes that scenario unlikely, he said, so Southeast Asian countries “should soon seek at least a communication channel with China on how to exchange information on the safety of the fleet and the regulation of its operation, while not compromising the territorial claims of each country over the islands in the South China Sea.”

The leading candidate to take the helm of the Islamic State’s affiliate in Afghanistan was killed in a US air-strike on August 10, US forces Afghanistan announced August 13.
Abdul Rahman and three other senior ISIS militants were killed in the strike marking the latest in a series of decapitation strikes by the US on the terrorist group in Afghanistan. The location of the strike reveals that ISIS “appears to be relocating some of its senior leadership from the eastern province of Nangarhar to the rugged, mountainous northeastern province of Kunar,” Long War Journal fellow Bill Roggio noted August 14.
ISIS’s previous leader in Afghanistan, Abu Sayed, was killed in Kunar in a July 11 drone strike. Sayed was only at the helm of the terrorist group for 6 weeks before being killed and was the third head of the group in Afghanistan killed by the US.

ISIS in Afghanistan has morphed from a nascent band of militants in 2015 to a full-fledged threat in the eastern province of Nangarhar. The group controls a relatively small amount of territory but has used it to launch multiple complex attacks on the capital city of Kabul, killing hundreds with its brutal tactics.
“It’s not getting better in Afghanistan in terms of ISIS. We have a problem, and we have to defeat them and we have to be focused on that problem,” Pentagon Chief Spokesman Dana White declared in a recent interview with Voice of America.
Roggio concurred with White’s assessment saying ISIS “has far fewer resources and personnel, and a smaller base a of support than the Taliban and its allies – has weathered a concerted US and Afghan military offensive in Nangarhar and the persistent targeting of its leaders for nearly two years.”
As the Army steadily grows its space force with current Soldiers, a path is now being offered to help cadets quickly become Functional Area 40 space operations officers.
Since its inception in 2008, FA40 has “developed billets and found technically qualified individuals to fill them,” said Mike Connolly, Army Space Personnel Development Office director.
The Army currently has approximately 3,000 billets in its force of space-qualified professionals, including 285 active component FA40 space operations officers. The increased need for space operations expertise within Army formations is resulting in further growth of Army’s space force, officials said.
As the core of the Army space force, FA40s provide in-depth expertise and experience to leverage space-related assets. They also deliver space capabilities to the warfighter and have the ability to integrate space capabilities into the future, according to a news release.
The goal is to recruit and fill a rapidly increasing demand for Army officers into the FA40 career field each year, Connolly said, with initially 10 of these officers transferring as cadets through the Assured Functional Area Transfer program.
ASSURED FUNCTIONAL AREA TRANSFER
A more guaranteed route for officers to transfer into the Army space force begins before they commission under the A-FAT program. Upon commissioning into their operational basic branch, selected cadets with STEM degrees — science, technology, engineering, and mathematics — will be assured a transfer into FA40 Space Operations at the four-year mark in their career.
While in their basic branch, the officers must remain in good military standing, and if selected, sign a contract to transfer into the Army space force as a space operations officer.
Once selected, FA40 officers attend the Space Operations Officer Qualification Course, which includes the National Security Space Institute, the Space 200 course, and seven weeks of Army-focused space training provided by the Space and Missile Defense Command’s Space and Missile Defense School.
The Army is steadily growing its space force due to an increased need to deliver space capabilities to the warfighter and have the ability to integrate space capabilities into the future, officials said.

VOLUNTARY TRANSFER INCENTIVE PROGRAM
The Voluntary Transfer Incentive Program is also accepting applications from eligible officers for a branch transfer into the Army space force at the four-year mark in their career. VTIP is the primary means of balancing branches and functional areas within the Army.
Once applications are received, officers are vetted from the current career field into the Army space operator career field. Subject-matter experts within the respective careers determine the best fit for the Army, by deciding which career best suits the applicant. In addition to technical abilities, applicants are vetted based on their values and leadership abilities.
Due to the needs of the Army, the VTIP program is not a guaranteed process for all applicants hoping to transfer into the Army’s space force, Connolly said.
The Army remains the largest user of space-based assets within the Defense Department, and nearly every piece of equipment Soldiers use “on a day-to-day basis” such as GPS devices and cell phones are space enabled, Connolly said.
In the future, he said, the Army’s prevalence toward space and need for more officers within Army’s space force will continue to grow.

Emmy-Award winner Alec Baldwin will be playing Colonel Jessep in NBC’s live production of “A Few Good Men.” The role was played iconically by Jack Nicholson in the 1992 film of the same name.
According to a report by Variety, Baldwin, along with Aaron Sorkin, Craig Zadan, and Neil Meron, will be credited as executive producers of the live telecast. Sorkin, who wrote the 1992 film and the 1989 play it was based on, is writing the teleplay adaptation.

“Alec is one of our greatest actors. Having him play this role — live onstage for a television audience — is a dream come true. This will be a brand new take on Nathan Jessep and I expect that Alec is going to bust through TV screens and right into living rooms,” Sorkin, also known for producing the television series “The West Wing,” told Variety.com in response to the casting announcement.
Baldwin has played other roles in military-related projects, including Jack Ryan in “The Hunt for Red October,” and Jimmy Doolittle in “Pearl Harbor.” He also has extensive live television experience, being a 17-time host of “Saturday Night Live.”
U.S. President Donald Trump says he will review the case of a former U.S. Army officer charged with murder for the 2010 killing of a man he suspected of being a Taliban bomb maker in Afghanistan.
“At the request of many. I will be reviewing the case of a ‘U.S. Military hero,’ Major Matt Golsteyn, who is charged with murder,” Trump wrote on Twitter on Dec. 16, 2018.
“He could face the death penalty from our own government after he admitted to killing a Terrorist bomb maker while overseas,” the president added.
Trump’s tweet followed an interview that Golsteyn’s attorney and his wife gave to Fox News earlier in the day defending the soldier.
An Army spokesman on Dec. 13, 2018, said Golsteyn, a former Green Beret major, had been charged with murder in the death of an Afghan man during his 2010 deployment to the war-torn country.
A commander will review the warrant and decide whether the Green Beret, who was a captain at the time of the incident, will face a hearing that could lead to a court-martial.
Trump and other military and administration leaders have in the past made remarks about military criminal cases, actions that have led to legal appeals contending interference in court proceedings.
Despite the lack of legal jurisdiction in a military case, a president does have wide authority to pardon criminal defendants.
Army Colonel Rob Manning, a Pentagon spokesman, said on Dec. 16, 2018 that “the allegations against Major Matt Golsteyn are a law enforcement matter. The Department of Defense will respect the integrity of this process and provide updates when appropriate.”
An initial investigation in 2014 was closed without any charges. But the Army reopened the investigation in 2016 after Golsteyn allegedly described in an interview how he and another soldier led the detained man off base, shot him, and buried his remains.

Trump says he will review case of Maj. Matthew Golsteyn, charged with murder
Golsteyn was leading a team of Army Special Forces troops at the time of the killing. He said he believed the man was a bomb maker responsible for a blast that killed two U.S. Marines.
His attorney, Phillip Stackhouse, wrote in a tweet that Golsteyn is charged with “premeditated murder, a death-penalty offense for allegedly killing a Taliban bomb-maker during combat operations in Marjah, Afghanistan.”
Stackhouse, during an interview with Fox News, denied “a narrative… put out” by military authorities that said Golsteyn “released this Taliban bomb-maker, walked him back to the house…and assassinated him in his house.”
Golsteyn’s wife Julie, also on Fox, denied that her husband had “killed someone in cold blood” and said that “there are a lot of words flying around that make this very difficult for us as a family.”
She said he is scheduled to report to Fort Bragg in North Carolina on Dec. 17, 2018.
B-1B bomber aircrews anticipate returning to the Middle East in coming months and have been training for the evolving battle spaces in Iraq and Syria, as well as Afghanistan, according to officials at Dyess Air Force Base in Texas.
“We’re working real hard inside of our training network,” said Col. Karl Fischbach, commander of the 7th Operations Group. “The ranges that we have were set up really well to simulate the environment, and we’re going to attend the next Red Flag [in January] and Green Flag [exercises] in the [upcoming] year, and really focus on what we need to get ready for the CentCom operation.”
Military.com sat down with a variety of leaders from Air Force Global Strike Command’s 7th Bomb Wing — responsible for producing combat ready aircrews in the Air Force‘s only B-1B formal training unit — during a trip to the base, and took a ride Dec. 19 in the B-1B over training ranges in New Mexico.

“We’ve always had a pivotal role in what our Air Force is doing — Dyess Air Force Base has always been right there,” Col. Brandon Parker, 7th Bomb Wing commander, said during a roundtable interview.
The non-nuclear-capable aircraft, known as the “Bone,” left the Central Command area of responsibility in early 2016, and was replaced by B-52 Stratofortress bombers at Al Udeid Air Base, Qatar, that April.
Officials at the time said the B-1B’s return stateside was crucial to upgrade the fleet with the latest Integrated Battle Station, known as the IBS upgrade, which so far has been incorporated into more than half of the 62 total aircraft.
Specifically, the 9th Bomb Squadron here hasn’t been back to CentCom since February 2015, according to Lt. Col. Erick Lord, the squadron’s commander.
Rotations for the long-range, large payload bomber between the Pacific and Middle East could be fluid: Bomber units from Ellsworth Air Force Base, South Dakota, (currently assigned to Pacific Command) may rotate into the Middle East, while crews from Dyess take over their mission in the Pacific, or vice versa.

It would also mark a significant shift in having a single platform in two theaters, spreading the Lancer fleet during a time when the Air Force finds itself busier than ever.
“Every one squadron, they live to go do what we’re going to do even if it means being away from home — they want to deploy. It’s what we do, especially if you’re in a fighter or bomber [unit],” Lord said. “We’re the smallest Air Force we’ve ever been, and the demand for airpower continues to increase, and the two don’t match.”
Even as the air campaign against the Islamic State in Iraq and Syria steadily winds down, it still requires “surgical strikes,” or precision-guided bombs on target as the battlespace continues to shrink, said Maj. Charles “Astro” Kilchrist, chief of training for the 9th.
Meanwhile, the U.S. has increased airstrikes in Afghanistan.
Empowered with more independence and authority under the Trump administration, the U.S. military this year has turned to a number of technologies for the war in Afghanistan, from the largest conventional bomb to the F-22 Raptor stealth fighter.
It’s also given ground commanders more authority to execute missions beyond self-defense against Taliban fighters.
For B-1 crews, being involved in both Operations Inherent Resolve and Freedom’s Sentinel means they prepare for everything and anything, even the unexpected call of a bomb run.
“It’s always really difficult to get into the fog and friction of war,” Fischbach said. “But our instructors built some pretty varsity scenarios to get our experience level and prep ready to go.”
Lord added, “We’ll train to the most stringent [rules of engagement] and then we’ll develop training scenarios that walk people down the rabbit hole, that force them to make mistakes” so they can be identified before they’re made.
“Because busting ROE will get you sent home,” he said.
Kilchrist, also a B-1B pilot, said that aside from the experiences acquired at Red Flag — an integrated, multi-force training game within a simulated combat environment — and Green Flag — a coalition exercise consisting of close-air support and air-to-surface training — programs to get prepped and ready for combat have been upgraded and modified.
“We’re tailoring our training to accomplish those things … and we’re integrating more than ever with F-16 units out of Fort Worth … to do mission commander upgrades, with [Joint Terminal Attack Controllers] from all around the country,” he said.
“We’re really bringing all these things into the fold to increase our aperture for training and give us the best possible simulation of what combat in different theaters are going to be like,” Kilchrist said.

That includes the Pacific, he noted, where B-1s took over for the B-52s in 2016, marking the first time the B-1B has been housed at Andersen Air Force Base, Guam, since 2006.
“What my job is to show the new guys, ‘Hey, we can go to Afghanistan tomorrow, or we can go to PaCoM tomorrow, but you’ve got to be ready for both,’ ” he said.
Parker, speaking broadly to the Bone’s mission set, added, “At the end of the day, we got to be able to range targets, and do it in a way that’s very lethal. Variety of weapons, different sort of battlespaces … we’re making sure we’re ready.”
Russian television anchor Pavel Lobkov was in the studio getting ready for his show when jarring news flashed across his phone: Some of his most intimate messages had just been published to the web.
Days earlier, the veteran journalist had come out live on air as HIV-positive, a taboo-breaking revelation that drew responses from hundreds of Russians fighting their own lonely struggles with the virus. Now he’d been hacked.
“These were very personal messages,” Lobkov said in a recent interview, describing a frantic call to his lawyer in an abortive effort to stop the spread of nearly 300 pages of Facebook correspondence, including sexually explicit messages. Even two years later, he said, “it’s a very traumatic story.”
The Associated Press found that Lobkov was targeted by the hacking group known as Fancy Bear in March 2015, nine months before his messages were leaked. He was one of at least 200 journalists, publishers and bloggers targeted by the group as early as mid-2014 and as recently as a few months ago.
The AP identified journalists as the third-largest group on a hacking hit list obtained from cybersecurity firm Secureworks, after diplomatic personnel and U.S. Democrats. About 50 of the journalists worked at The New York Times. Another 50 were either foreign correspondents based in Moscow or Russian reporters like Lobkov who worked for independent news outlets. Others were prominent media figures in Ukraine, Moldova, the Baltics or Washington.
The list of journalists provides new evidence for the U.S. intelligence community’s conclusion that Fancy Bear acted on behalf of the Russian government when it intervened in the U.S. presidential election. Spy agencies say the hackers were working to help Republican Donald Trump. The Russian government has denied interfering in the American election.
Previous AP reporting has shown how Fancy Bear — which Secureworks nicknamed Iron Twilight — used phishing emails to try to compromise Russian opposition leaders, Ukrainian politicians and U.S. intelligence figures, along with Hillary Clinton campaign chairman John Podesta and more than 130 other Democrats.
Lobkov, 50, said he saw hacks like the one that turned his day upside-down in December 2015 as dress rehearsals for the email leaks that struck the Democrats in the United States the following year.
“I think the hackers in the service of the Fatherland were long getting their training on our lot before venturing outside.”
New Yorker writer Masha Gessen said it was also in 2015 — when Secureworks first detected attempts to break into her Gmail — that she began noticing people who seemed to materialize next to her in public places in New York and speak loudly in Russian into their phones, as if trying to be overheard. She said this only happened when she put appointments into the online calendar linked to her Google account.
Gessen, the author of a book about Russian President Vladimir Putin’s rise to power, said she saw the incidents as threats.
“It was really obvious,” she said. “It was a classic KGB intimidation tactic.”
Other U.S.-based journalists targeted include Josh Rogin, a Washington Post columnist, and Shane Harris, who was covering the intelligence community for The Daily Beast in 2015. Harris said he dodged the phishing attempt, forwarding the email to a source in the security industry who told him almost immediately that Fancy Bear was involved.
In Russia, the majority of journalists targeted by the hackers worked for independent news outlets like Novaya Gazeta or Vedomosti, though a few — such as Tina Kandelaki and Ksenia Sobchak — are more mainstream. Sobchak has even launched an improbable bid for the Russian presidency.
Investigative reporter Roman Shleynov noted that the Gmail hackers targeted was the one he used while working on the Panama Papers, the expose of international tax avoidance that implicated members of Putin’s inner circle.

Fancy Bear also pursued more than 30 media targets in Ukraine, including many journalists at the Kyiv Post and others who have reported from the front lines of the Russia-backed war in the country’s east.
Nataliya Gumenyuk, co-founder of Ukrainian internet news site Hromadske, said the hackers were hunting for compromising information.
“The idea was to discredit the independent Ukrainian voices,” she said.
The hackers also tried to break into the personal Gmail account of Ellen Barry, The New York Times’ former Moscow bureau chief.
Her newspaper appears to have been a favorite target. Fancy Bear sent phishing emails to roughly 50 of Barry’s colleagues at The Times in late 2014, according to two people familiar with the matter. They spoke on condition of anonymity to discuss confidential data.
The Times confirmed in a brief statement that its employees received the malicious messages, but the newspaper declined to comment further.
Some journalists saw their presence on the hackers’ hit list as vindication. Among them were CNN security analyst Michael Weiss and Brookings Institution visiting fellow Jamie Kirchick, who took the news as a badge of honor.
“I’m very proud to hear that,” Kirchick said.
The Committee to Protect Journalists said the wide net cast by Fancy Bear underscores efforts by governments worldwide to use hacking against journalists.
“It’s about gaining access to sources and intimidating those journalists,” said Courtney C. Radsch, the group’s advocacy director.
In Russia, the stakes are particularly high. The committee has counted 38 murders of journalists there since 1992.
Many journalists told the AP they knew they were under threat, explaining that they had added a second layer of password protection to their emails and only chatted over encrypted messaging apps like Telegram, WhatsApp or Signal.
Fancy Bear target Ekaterina Vinokurova, who works for regional media outlet Znak, said she routinely deletes her emails.
“I understand that my accounts may be hacked at any time,” she said in a telephone interview. “I’m ready for them.”
“I’VE SEEN WHAT THEY COULD DO”
It’s not just whom the hackers tried to spy on that points to the Russian government.
It’s when.

Maria Titizian, an Armenian journalist, immediately found significance in the date she was targeted: June 26, 2015.
“It was Electric Yerevan,” she said, referring to protests over rising energy bills that she reported on. The protests that rocked Armenia’s capital that summer were initially seen by some in Moscow as a threat to Russian influence.
Titizian said her outspoken criticism of the Kremlin’s “colonial attitude” toward Armenia could have made her a target.
Eliot Higgins, whose open source journalism site Bellingcat repeatedly crops up on the target list, said the phishing attempts seemed to begin “once we started really making strong statements about MH17,” the Malaysian airliner shot out of the sky over eastern Ukraine in 2014, killing 298 people. Bellingcat played a key role in marshaling the evidence that the plane was destroyed by a Russian missile — Moscow’s denials notwithstanding.
The clearest timing for a hacking attempt may have been that of Adrian Chen.
On June 2, 2015, Chen published a prescient expose of the Internet Research Agency, the Russian “troll factory” that won fresh infamy in October over revelations that it had manufactured make-believe Americans to pollute social media with toxic rhetoric.
Eight days after Chen published his big story, Fancy Bear tried to break into his account.
Chen, who has regularly written about the darker recesses of the internet, said having a lifetime of private messages exposed to the internet could be devastating.
“I’ve covered a lot of these leaks,” he said. “I’ve seen what they could do.”

During the breakout session called “What’s New in Infectious Disease Research in the Tropics,” Epstein gave an update on NMRC’s work with PfSPZ Vaccine, a whole organism vaccine comprised of aseptic, purified, radiation-attenuated, non-replicating, cryopreserved sporozoites. Sporozoites (SPZ) are one of the stages of the malaria parasite, which find their way to the liver after inoculation.
According to Epstein, the parasites induce a protective immune response without making copies of themselves. In other words, the weakened parasites do not replicate or get into the bloodstream, and thus do not lead to infection or disease.
“The studies on PfSPZ Vaccine are important because they bring us closer to having a malaria vaccine to prevent infection and disease in military personnel deployed to malaria-endemic regions as well as vulnerable populations residing in malaria-endemic regions,” said Epstein. “Malaria has consistently been ranked as the number one infectious disease threat facing the military, and the burden of malaria remains incredibly high worldwide.”
Epstein was the NMRC principal investigator (PI) on two PfSPZ Vaccine trials, published in Sciencein 2011 and the Journal of Clinical Investigation in 2017, respectively. The former trial was conducted in collaboration with the Center for Vaccine Development (CVD) at the University of Maryland in Baltimore (UMB); both trials were conducted in collaboration with Sanaria Inc. and the Walter Reed Army Institute of Research (WRAIR).

In mid-2017, Epstein also became the PI for the “Warfighter 2 Trial”, conducted between 2016 and 2017. The trial was conducted at NMRC and CVD-UMB. Thirty subjects were immunized at each site. The participants had their screening visits, immunizations, and follow-up appointments at the NMRC Clinical Trials Center (CTC) in Bethesda, Maryland. Subjects were immunized with PfSPZ Vaccine and then, along with control subjects, underwent controlled human malaria infection by exposure to five bites from malaria-infected mosquitoes. Subjects were then followed closely to determine whether or not they developed malaria through the evaluation of blood smears and polymerase chain reaction (PCR). Infection was treated immediately with anti-malarial medication.
“In all trials, the vaccine has been demonstrated to have a very good safety and tolerability profile and has also been easy to administer,” Epstein said. “Our focus now is to enhance the efficacy and practical use of the vaccine.” Two of the most important parameters for malaria vaccine development are duration of protection and protection against non-vaccine strains.
In the “Warfighter 2” trial, NMRC researchers were able to demonstrate vaccine efficacy of 40 percent against a non-vaccine strain of malaria when assessed 12 weeks after the final injection, a marked improvement from the previous trials.
As the DoD’s premier scientific meeting, MHSRS helps to facilitate the exchange of information between almost 3,000 attendees from around the world on health care topics relevant to the warfighter. This year’s meeting was held at the Gaylord Palms Resort and Convention Center, Aug. 20 – 23, 2018, Kissimmee, Florida, and focused on medical innovation as a key factor in operational and mission readiness.
NMRC’s eight laboratories are engaged in a broad spectrum of activity from basic science in the laboratory to field studies at sites in austere and remote areas of the world to operational environments. In support of the Navy, Marine Corps, and joint U.S. warfighters, researchers study infectious diseases; biological warfare detection and defense; combat casualty care; environmental health concerns; aerospace and undersea medicine; medical modeling, simulation and operational mission support; and epidemiology and behavioral sciences.
NMRC and the laboratories deliver high-value, high-impact research products to support and protect today’s deployed warfighters. At the same time researchers are focused on the readiness and well-being of future forces.

In the next decade, the Marine Corps will no longer operate tanks or have law enforcement battalions. It will also have three fewer infantry units and will shed about 7% of its overall force as the service prepares for a potential face-off with China.
The Marine Corps is cutting all military occupational specialties associated with tank battalions, law enforcement units and bridging companies, the service announced Monday. It’s also reducing its number of infantry battalions from 24 to 21 and cutting tiltrotor, attack and heavy-lift aviation squadrons.
The changes are the result of a sweeping months-long review and war-gaming experiments that laid out the force the service will need by 2030. Commandant Gen. David Berger directed the review, which he has called his No. 1 priority as the service’s top general.
“Developing a force that incorporates emerging technologies and a significant change to force structure within our current resource constraints will require the Marine Corps to become smaller and remove legacy capabilities,” a news release announcing the changes states.
By 2030, the Marine Corps will drop down to an end strength of 170,000 personnel. That’s about 16,000 fewer leathernecks than it has today.
Cost savings associated with trimming the ranks will pay for a 300% increase in rocket artillery capabilities, anti-ship missiles, unmanned systems and other high-tech equipment leaders say Marines will need to take on threats such as China or Russia.
“The Marine Corps is redesigning the 2030 force for naval expeditionary warfare in actively contested spaces,” the announcement states.
Units and squadrons that will be deactivated under plan include:
3rd Battalion, 8th Marines
Marine Medium Tiltrotor Squadron 264
Marine Heavy Helicopter Squadron 462
Marine Light Attack Helicopter Squadron 469
Marine Wing Support Groups 27 and 37
8th Marine Regiment Headquarters Company.
The 8th Marine Regiment’s other units — 1/8 and 2/8 — will be absorbed by other commands. Second Marines will take on 1/8, and 2/8 will go to the 6th Marine Regiment.
Artillery cannon batteries will fall from 21 today to five. Amphibious vehicle companies will drop from six to four.
The Hawaii-based Marine Light Attack Helicopter Squadron 367, which flies AH-1Z and UH-1Y aircraft, will also be deactivated and relocated to Camp Pendleton, California, the release states.
And plans to reactivate 5th Battalion, 10th Marines, as a precision rocket artillery system unit are also being scrapped. That unit’s assigned batteries will instead realign under 10th Marines, according to the release.
“The future Fleet Marine Force requires a transformation from a legacy force to a modernized force with new organic capabilities,” it adds. “The FMF in 2030 will allow the Navy and Marine Corps to restore the strategic initiative and to define the future of maritime conflict by capitalizing on new capabilities to deter conflict and dominate inside the enemy’s weapon engagement zone.”
Existing infantry units are going to get smaller and lighter, according to the plan, “to support naval expeditionary warfare, and built to facilitate distributed and Expeditionary Advanced Base Operations.”
The Marine Corps will also create three littoral regiments that are organized, trained and equipped to handle sea denial and control missions. The news release describes the new units as a “Pacific posture.” Marine expeditionary units, which deploy on Navy ships, will augment those new regiments, the release adds.
In addition to more unmanned systems and long-range fire capabilities, the Marine Corps also wants a new light amphibious warship and will invest in signature management, electronic warfare and other systems that will allow Marines to operate from “minimally developed locations.”
Berger has called China’s buildup in the South China Sea and Asia-Pacific region a game changer for the Navy and Marine Corps. He has pushed for closer integration between the sea services, as the fight shifts away from insurgent groups in the Middle East and to new threats at sea.
Marine officials say they will continue evaluating and war-gaming the service’s force design.
“Our force design initiatives are designed to create and maintain a competitive edge against tireless and continuously changing peer adversaries,” the release states.
US military leaders who attended a classified exercise in Hawaii learned that a war with North Korea could result in around 10,000 American combat-related casualties in the opening days, according to a New York Times report published on Feb.28, 2018.
The tabletop exercise (TTX), which tests hypothetical scenarios, lasted several days and included Army chief of staff Gen. Mark Milley and Special Operations Command commander Gen. Raymond Thomas.
While the number of troops who could potentially be wounded in such combat may be startling, civilian casualties were predicted to range from the thousands to the hundreds of thousands, according to The Times. The US stations about 28,500 troops in South Korea, while the capital of Seoul — which is in range of North Korea’s crude, yet devastating artillery fire — has a population of about 24 million.
Given the scope of a war, Milley said that “the brutality of this will be beyond the experience of any living soldier,” officials familiar with the TTX said in the report.

According to The Times, military leaders looked at various factors, including how many Special Operations forces could deploy to target nuclear sites in North Korea; whether the US Army’s conventional units could end up fighting in tunnels; and methods to destroy the country’s air defenses to pave the way for US aircraft.
Immediate tensions between North Korean and US-South Korean leaders appear to have subsided in recent weeks after the North’s participation in the 2018 Winter Olympics in South Korea. But US officials remain skeptical of North Korea’s diplomatic overtures.
Though various Trump administration officials have given conflicting statements on US policy, Trump said on Feb. 26, 2018 that he would be open to talks with North Korea “only under the right conditions.”
The US State Department also echoed Trump’s assertions: “Our condition is denuclearization,” spokeswoman Heather Nauert said.
“Our policy has not changed. We have talked about this policy since day one of this administration; and that’s maximum pressure, but it’s also the denuclearization of the Korean Peninsula.”
