“I’ve had a good life, so I can’t complain at all,” he told KARE 11.
As an only child who never married or had any children, Karlstrand has no heirs to leave his belongings to. Everything in his home has been donated to members of the community, including his $1 million retirement fund to the school he graduated from.
“The school receives many gifts. This one is just deeply touching,” said Connie White Delaney, dean of the University of Minnesota Nursing School. The donation provided six scholarships this year and more to come.
His home of 38 years will be donated to Habitat for Humanity, which will find a new owner after he passes. Karlstrand’s only requirement for the charity is that the new owner be a military veteran like himself. “I wanted to give back to the veterans if I could,” Karlstrand said.
According to the VA, there are 40,056 homeless veterans — and 453,000 unemployed veterans — with 22 veterans a day committing suicide.
Navy SEAL veteran Eli Crane believes it doesn’t have to be this way.
Crane, the founder of Bottle Breacher, is a strong advocate for veterans and believes they lack a unifying community, something he hopes to change with a new movement called Long Live the Veteran Brotherhood.
Long Live the Veteran Brotherhood is Crane’s movement to unite all veterans in a sense of brotherhood and accountability to each other. Crane says that most veterans underestimate how important it is to associate with other veterans, especially when it comes to the individual’s welfare.
His company, a lifestyle accessories brand that gained fame for their unique bottle openers made from recycled bullet casings—and a successful appearance on the Shark Tank TV show—hires a large number of veteran workers and supports both veteran and military non-profits.
In addition to his commitment to hiring veterans, Crane is also working to solve what he believes is a major issue facing the community.
“One of the worst and most disappointing things that I have seen since I have left the military,” Crane says, “is the trash-talking and infighting within the veteran community.”
Warriors without a war
According to the Disabled American Veterans, one of the chief contributing factors to veteran suicide is the loss of mission, purpose and community. Crane also succumbed to this when he transitioned out of the Navy. He wanted to leave all the stress and feelings of burnout behind, and was ready to focus on his family—but the idea that he had abandoned something, rather selfishly, kept biting at him.
When Crane connected with other veterans, he found what he had left behind and rediscovered his love of helping others.
“You see, most of us are hard-wired for service,” Crane says. “Most of us become hard-wired, while we are active duty, to try to take the load off the back of our brothers and put their needs before our own.

Veterans are mission-driven and when they are connected to a community of fellow veterans, research shows that it helps with depression, grief, and other psychological conditions. Peer support and motivation is also key to helping people succeed, and has been proven to reduce costs for mental and physical health services—for veterans as well as civilians.
By identifying and acknowledging veterans, Crane hopes that these efforts will build the community that they need to thrive mentally, emotionally, and economically.
He says, “If the majority of us spent more of their time building each other up and helping each other out, you wouldn’t see half of the problems you see our veterans struggling with.”
The division between service branches, theater or decade served, rank or lack thereof — these are just some of the things that are used to create animosity among veterans. Things that really don’t matter, according to Crane.
“Are we being our brother’s keeper? Are we reaching out to those that are struggling to acclimate and transition?” Crane asked.
The common experiences of veterans far outweigh the differences, and it’s those commonalities that the community should be focusing on.
To bring these things to light, Crane is asking veterans to share what it means to be a part of the Veteran Brotherhood on social media (see below on how to participate in Long Live the Veteran Brotherhood).
Crane hopes that these efforts will raise awareness of the different ways that the veteran community at large can be proactively involved in supporting the community.
The name of his organization, Long Live the Veteran Brotherhood, comes from a Navy SEAL saying, Long Live the Brotherhood. When he would hear that phrase, Crane felt a deep connection to his team and the greater community that the SEALS represent.
He felt that the veteran community would benefit from a similar message, reminding them that they are also connected to a much larger and just as powerful group.
“At the end of the day, the brotherhood shouldn’t end when we take off the uniform,” Crane said.
Crane’s top transition tips for veterans:
Build a team. It is most likely that like the rest of us you have many weaknesses and are not capable of building anything amazing by yourself. Surround yourself with loyal and talented people who share your values and your mission.
Don’t count on anything from anyone. If you’re willing to work as hard in the private sector as you did in the military you will crush it.
If you are intending to become an entrepreneur, I highly recommend the side-hustle. That means that you have a full-time gig that pays the bills and you run your start-up on nights and weekends.
Resilience is the most important thing when exiting the service. Like most of us, you will encounter plenty of adversity and hear countless “No’s”. If you are diligent and give yourself the freedom to fail while applying the lessons learned you will eventually become successful.
Rome wasn’t built in a day, and neither will the next chapter of your life. Enjoy the process.

Guardians with the USCGC Bertholf captured a semi-submersible boat on Mar. 3 with 12,800 pounds cocaine worth nearly $203 million dollars in its hold. The boat was moving up the Central American Pacific Coast when it was spotted by a Customs and Border Protection aircraft who radioed the Coast Guard cutter.
The bust happened 300 miles southwest of Panama. The U.S. Coast Guard is generally thought of as operating only on the U.S. coast but actually deploys around the world to assist other maritime forces and enforce international law.
US Marines from the 4th Tank Battalion withdrew tanks and weapons from caves in Norway early May, 2018, taking them east to Finland, where, for the first time, they took part in the annual mechanized exercise called Arrow 18.
The drills took place from May 7 to May 18, 2018, in southern Finland, which shares a long border with Russia and has a history of conflict with its larger neighbor. It involved about 150 armored vehicles and 300 other military vehicles. Only 30 Marines took part, but they were joined by thousands of personnel from Norway and Finland.
The live-fire event is led by the Finns, who perform the exercise with partner forces to test the fitness of their military, which is largely made up of conscripts.
“The Finnish Army’s mechanized exercise concentrates on mechanised units’ offensive and involves Army helicopter measures as well as Air Force flight activities,” the Finnish army said. “The exercise also aims at enhancing interoperability in cooperation with foreign detachments.”
Marines joined the multinational exercise for the first time “in order to increase interoperability, reassure partner nations, improve readiness and reinforce relationships,” a Corps spokesman told Marine Corps Times.

The Marine Corps began storing vehicles, weapons, and other supplies in caves in Norway during the Cold War in an effort to pre-position equipment in case of conflict. The gear is housed in a chain of six caves in the Trondheim region of central Norway; the exact location is not known.
Three caves have everything from rolling stock to towed artillery. The other three hold ammunition, officials told Military.com in 2017. There is enough gear and food to stock a force of 4,600 Marines for several weeks of combat with everything except aircraft and desktop computers.
“All of our major equipment was drawn from the caves in Norway,” Capt. Matthew Anderson, a tank commander who participated in the exercise, told Stars and Stripes. “This exercise would not have happened without the caves. The equipment, forward-staged, allows us to conduct these exercises. Without it, it’s a whole lot less likely that we would have been as successful as we were.”

In the years since, NATO has reassessed its security posture in Europe, deploying more forces to eastern Europe and seeking to streamline operations.

The initiative, designated Operation Atlantic Resolve, has seen multinational forces stationed in rotations in Poland, Latvia, Lithuania, and Estonia. The US has also sought to rebuild its armored presence on the continent after withdrawing the last of its tanks in 2013.
The US Army’s 1st Armored Brigade Combat Team, from the 1st Cavalry Division, known as the Ironhorse Brigade, recently arrived in Antwerp, Belgium, using the trip from the port to its base in Germany as a chance to practice the overland movements that a military mobilization would require.
Niether Finland nor Sweden are NATO members, but both countries have worked more closely with each other and the defense alliance to develop military capabilities and maintain readiness.

Helsinki said in early 2017 that it would increase troop numbers by 20% and add to its defense budget in response to rising tensions with Russia.
Russia singled out those moves closer to NATO by Finland and Sweden as a matter of “special concern.” Russia has also criticized neighboring Norway for allowing a US Marine rotational force to be stationed in the country — the first time a foreign force has been posted on Norwegian soil since World War II.
The Marines deployed to Finland with M1A1 tanks for the exercise, where they were joined by soldiers from the Army’s 2nd Cavalry Regiment using Stryker armored vehicles. US personnel and a Finnish mechanized infantry brigade took part in a mock battle in woods and marshland in the western part of the country.
The exercise saw Marines working with Finnish soldiers to attack the enemy, a role filled by other Finnish troops. “We would punch holes through the enemy lines and the conscripts would come in and give us support,” Anderson, the tank commander, told Stars and Stripes.

Finnish army cooks also supplied troops in the field with hot meals every day, sparing soldiers and Marines from having to eat Meals, Ready to Eat. “It doesn’t get any better than that,” Anderson said.

“We’re used to operating in open terrain,” Anderson told Stars and Stripes. “This is very different. It is very forested, and we’ve had to adjust to the way Finnish tankers fight, more closely together.”
One of Finland’s Leopard 2 tanks got stuck in a swamp during the training, giving Marines a chance to show off. “That was a lot of fun for my crew,” Sgt. Jonathan Hess, a recovery-vehicle mechanic, told Stars and Strips. “We showed the conscripts how to do recovering with our vehicle, because they have nothing like what we have.”

Some 50,000 troops and thousands of vehicles are ranging across Norway and the Norwegian and Baltic seas for NATO’s exercise Trident Juncture, which officials have said is the alliance’s largest exercise since the Cold War.
The focus for the dozens of ships and planes taking part turned in November 2018 to the naval portion of the exercise.
All 29 NATO members and Sweden and Finland are taking part in Trident Juncture, but only about 16 countries are joining the naval drills, bringing 65 ships and submarines and eight maritime-patrol aircraft.
The maritime contingent will be split — about 5,000 sailors and 30 vessels on each side — sometimes facing off against each other.

US Naval Forces Europe-Africa chief Adm. James Foggo, who is leading Trident Juncture, has said the exercise, which is done regularly, was scheduled for autumn in the northern latitudes for a reason: “We’re toughening everyone up.”
Harsh conditions have taken a toll. Before Trident Juncture’s official start on Oct. 25, 2018, two Navy ships carrying Marines to Iceland for pre-exercises had to take shelter at Reykjavik. (The exercise ends on Nov. 7, 2018.)
On one of them, the USS Gunston Hall, heavy seas damaged the well deck and landing craft and injured sailors. The conditions also restricted what Marines could do in Iceland.

“Our Marines and their amphibious ships were coming to Iceland, were going to spend some time in the port of Reykjavik, and also conduct a practice amphibious land and a practice amphibious air assault,” Foggo said on the latest episode of his podcast, “On the Horizon.”
“Because of the weather, we did not get the amphibious landing off, but that is part of the learning curve of operating at this time of year in the latitudes of the high north,” he added.
“We’ve made it quite clear that we will look for operational risk management first,” Foggo said. “This is an exercise, not a crisis, but weather can be as capable an adversary as another nation that invades your territory, and we’re finding out that there’s some very challenging conditions out there.”
‘Colder temperatures, higher winds, and unpredictable seas’
Thousands of sailors from NATO navies, including roughly 6,000 with the USS Harry S. Truman carrier strike group, are still at sea, operating in what can be tough conditions.
After a shortened deployment around Europe this summer, the Truman left Norfolk in late August 2018 and sailed into the Arctic Circle on Oct. 19, 2018, becoming the first US aircraft carrier to do so in nearly 30 years.

Since then the strike group has been in the Norwegian Sea, at times working with Norwegian navy ships inside that country’s territorial waters, Lt. Cmdr. Laura Stegherr, a spokeswoman for the Truman strike group, said in an email.
The group took several steps to prepare its ships and crews to be “confronted by the trio of colder temperatures, higher winds, and unpredictable seas operating in the Norwegian Sea and north of the Arctic Circle,” Stegherr said.
“This included ensuring all sailors exposed to the elements — such as sailors working on the flight deck, sailors conducting underway replenishments, and bridge wing lookouts — were outfitted with durable, high-quality cold-weather gear,” Stegherr added. “All equipment, from as small as a computer monitor to as large as a forklift, was secured for sea.”
Operational planners, meteorological and oceanographic experts, and navigators worked together to chart a safe course, Stegherr said.

The high flight deck on a carrier would likely be spared from the churn at sea level, said Bryan Clark, a senior fellow at the Center for Strategic and Budgetary Assessments.
But ocean spray can reach topside on a carrier, Clark said, and “if you get some precipitation or something, you’ve got to think about going up there and de-icing the deck, which, if you’re on a ship, that could be a huge hassle.”
Crews on aircraft carriers and amphibious assault ships also have to worry about aircraft, which are vulnerable to the cold.
“When you go up in the North Atlantic, even at lower altitudes you’re running into some temperature problems, and you’ve got much higher humidity, so icing can be a problem” on fixed-wing aircraft, Clark said.
Rotor blades on helicopters and other aircraft can accumulate ice, weighing them down.
“Also hydraulics are a problem,” especially for aircraft, Clark added. In intense cold, “the hydraulic oil starts to become too viscous, and the system is designed to operate at a certain level of viscosity, and if it starts to become too thick, the pressure goes up and you could end up blowing seals.”

On ships with the Truman, like guided-missile destroyers USS Farragut and USS Forrest Sherman and guided-missile cruiser USS Normandy, where crews are closer to the water, harsh conditions can be felt more acutely.
“On a surface ship you’ve got parts of the ship that are not very well heated,” Clark said.
On “the bridge, for example, you have sliding doors, essentially, that go out to the bridge wings, and in the bridge wings you’re exposed. You’re out there exposed to the elements, and the bridge itself is not particularly insulated, because it’s got a bunch of windows.”
“It sort of affects people’s performance, just because you’re constantly cold,” Clark added.
On surface ships, the masts and antennas sprouting from the superstructure can gather ice, affecting the performance of that equipment and even the handling of the ship — in extreme cases, the ship’s centers of gravity and buoyancy can be affected.
De-icing solutions are available, but they aren’t always effective on every surface. “So you kind of have to constantly go up there and chip and clear ice off of the mast,” Clark said.

Even below deck, the outside environment is still a factor.
“For the engineering plants, you use the seawater to cool a lot of your components,” Clark said. “In the case of a surface ship that’s got gas-turbine power plants, you use that to cool the gas-turbine power plant, depending on how old the ship is.”
Cooler water can make engines and other components more efficient, but water that’s too cold can also take a toll.
“If you’re trying to cool a gas-turbine generator … there’s kind of an ideal temperature range that you want to maintain it at,” Clark said. “So if the cooling water becomes too cold, it’s hard to keep it in that normal range. It actually gets too cold, and you start to get less efficiency out of your turbine.”
Using water that’s too cold to cool components can also lead to condensation, which in turn can cause corrosion or short-circuits in electronics, Clark added.

‘Rebuilding our muscle memory’
Despite the challenges of operating in northern latitudes, the Navy says its presence there will grow.
The “Truman is making the most of an operating area where carriers typically haven’t gone for a couple of decades, and in doing so, we’re kind of rebuilding our muscle memory,” Foggo said on his podcast. “It’s very important that we take those lessons back home for other future strike-group deployments … because it’s very challenging conditions up there.”
The Truman strike group returned to Norfolk in 2018 after three months deployed in the 6th Fleet area of operations, which cover the eastern Atlantic and Europe.
That was a departure from the usual six-month deployment — a change comes as a part of the “dynamic force employment” concept touted by Defense Secretary Jim Mattis as a way to add unpredictability to US military operations.
The Truman’s trip to the Arctic Circle is also part of that — “showing the Russians that we’re not bound by this constant carrier presence in the Middle East, so that we can go and operate closer to Russia and into areas that Russia traditionally has operated in, like in the Cold War,” Clark said.
“The other thing is to get US naval forces more practiced operating in these environments in case they have to in the future,” Clark added. “Because in particular one of the things they’re likely doing is anti-submarine warfare.”

The submarines in Russia’s Northern Fleet, which is based not far from Russia’s border with Norway, are considered highly capable, Clark said. Foggo himself has warned about Russian submarines — their land-attack cruise missiles in particular.
“That’s the primary trend up in the Northern Fleet,” Clark said. “So I imagine a lot of what the carrier strike group is doing up there is anti-submarine warfare.”
Stegherr said strike group aircraft had carried out operations at sea and over land to support Trident Juncture and that “the strike group conducted high-end air, surface and subsurface warfare operations” with partner forces, which were meant “to refine our network of capabilities able to respond rapidly and decisively to any potential situation.”
The Truman strike group’s presence in the North Sea, the Norwegian Sea, and the Arctic Circle “demonstrates to our allies and partners that we will uphold our commitments, regardless of the vastness or the unforgiving nature of the sea,” Rear Adm. Gene Black, commander of the Truman strike group, said in a statement.
“This may be the first strike group to operate for this length of time this far north in many years, but it will not be the last.”

Microsoft President and chief lawyer Brad Smith doubled down on his promise to always supply the US military with “our best technology” as “we see artificial intelligence entering the world of militaries around the world.”
Generally speaking, tech companies have never questioned whether to supply the US military with their best technology — at least until 2018, when Google employees rose in protest against Project Maven, a pilot program with the Pentagon to supply AI-powered image recognition technology for drones.
Googlers didn’t want the AI technology they are developing to be used for weapons. After an employee uprising, Google essentially agreed to their wishes, all but taking itself out of the enormously lucrative defense market.
Microsoft and Amazon have been quick to raise their hands and say, “we’ll take your business.” The largest US tech makers, like Microsoft, already earn big bucks selling tech to the US federal government and military agencies. How big? Just one contract to supply the CIA with Microsoft cloud services signed earlier this year will generate hundreds of millions, according to Bloomberg.
All of which is to say, with his statements, Smith gets to pursue an enormous area of business, declare Microsoft’s patriotism and slide a not-so-subtle dig at his competitor Google, all at the same time.

“I think that’s right. This country has always relied on having access to the best technology, certainly the best technology that American companies make. We want this country and we especially want the people who serve this country to know that certainly we at Microsoft have their back. We will provide our best technology to the United States military and we have also said that we recognize the questions and at times concerns or issues that people are asking about the future.
As we see artificial intelligence entering the world of the militaries around the world, as people are asking about questions like autonomous weapons, we’ll be engaged but we’ll be engaged as a civic participant. We’ll use our voice. We’ll work with people. We’ll work with the military to address these issues in a way that I think will show the public that we live in a country where the U.S. military has always honored the importance of a strong code of ethics.”

VA Secretary David Shulkin suggests he favors expansion of Agent Orange-related health care and disability compensation to new categories of ailing veterans but that factors, like cost, medical science, and politics, still stand in the way.
Shulkin told the Senate Veterans Affairs Committee on March 21, 2018, that he made recommendations to White House budget officials in 2017 on whether to add up to four more conditions — bladder cancer, hypothyroidism, Parkinson-like tremors, and hypertension (high blood pressure) — to the VA list of 14 illnesses presumed caused by exposure to herbicides used during the Vietnam War.
“I have transmitted my recommendations to the [White House’s] Office of Management and Budget. I did that by Nov. 1, 2017, Shulkin said. “And we are in the process right now of going through this data. In fact, we met with [OMB officials] on March 26, 2018. They asked for some additional data to be able to work through the process and be able to get financial estimates for this. So, we are committed to working with OMB to get this resolved in the very near future.”
Shulkin didn’t say which of the four conditions, if any, he wants added to the presumptive list, if and when cleared by the White House.
At the same hearing, the VA chief was asked his position on Blue Water Navy veterans of the Vietnam War who also suffer from illnesses on the VA presumptive list but aren’t eligible to use it to facilitate claims for care and compensation.
They “have waited too long for this,” Shulkin agreed, but then suggested the solution for these veterans is blocked by medical evidence or swings on the will of the Congress.
“I would like to try to find a way where we can resolve that issue for them, rather than make them continue to wait,” Shulkin said. “I do not believe there will be scientific data [to] give us a clear answer like we do have on the Agent Orange presumptive” list for veterans who had served in-country. “For the Blue Water Navy… epidemiologic studies just aren’t available from everything I can see. So, we’re going to have to sit down and do what we think is right for these veterans.”
Vietnam veterans who served even a day in-country who have illnesses on the presumptive list can qualify for VA medical care and disability compensation without having to show other evidence that their ailments are service-connected.
Shulkin said VA “recently” received the last report of the National Academy of Medicine, which found a stronger scientific association than earlier studies between certain ailments and herbicide exposure. In fact, however, the VA has had the report, Veterans and Agent Orange: Update 2014, for two years.
It was written by a committee of medical experts that reviewed medical and scientific literature on select ailments and herbicide exposure published from Oct. 1, 2012, through Sept. 30, 2014. Released in March 2016, the report found evidence to support raising the strength of association between herbicide exposure and bladder cancer and hypothyroidism. The report upgrades the link from “inadequate or insufficient” evidence to “limited or suggestive” evidence of an association.
In years past, VA decided that for some ailments, such as Parkinson’s and ischemic heart disease, “limited or suggestive evidence” was enough to add these illnesses to the Agent Orange presumptive list. For others, including hypertension, a more common disease of aging, VA deemed it wasn’t enough.
This last NAM report, however, looked again at cardiovascular conditions and herbicide exposure. It didn’t upgrade the link to heart ailments but it did affirm limited or suggestive evidence that hypertension is linked to herbicide exposure.
It also studied whether Parkinson’s-like symptoms should fall into the same limited or suggestive category as Parkinson’s disease itself. The 2016 report found “no rational basis” to continue to exclude Parkinson-like symptoms from the same risk category. Parkinson’s disease itself was added to presumptive list in 2010.
VA secretaries under both the Obama and Trump administration reacted more slowly on the last NAM perhaps, by law, they could. Congress in 2015 let a portion of the Agent Orange law expire, language that required the VA Secretary to decide on new presumptive conditions within 180 days of accepting a NAM report.
The impact was immediate. Though a senior VA official tasked with reviewing this last NAM report said then-VA Secretary Bob McDonald would make his decisions within three months, it didn’t happen. McDonald left it to his successor. Shulkin waited more months and, in July 2017, vowed to decide by Nov. 1, 2017 OMB blocked an announcement, however, presumably over projected costs.
Cost has been a factor, too, in Congress not passing legislation to extend VA benefits to Blue Water Navy veterans diagnosed with illnesses on the presumptive list. Budget analysts a few years ago estimated a cost of $1.1 billion over 10 years.
Also, NAM did conduct a review of medical and scientific evidence regarding Blue Water Veterans’ possible exposure to herbicides and concluded in a May 2011 report that “there was not enough information… to determine whether Blue Water Navy personnel were or were not exposed to Agent Orange.”
Blue Water Veterans remain ineligible to use the Agent Orange presumptive list. A lone exception is granted for veterans with non-Hodgkin’s lymphoma. Vietnam veterans with this ailment may be granted service-connection without showing inland waterway service or that they set foot in-country.
In every session of Congress, going back years, Blue Water Navy bills have been introduced. They would, if passed, “include as part of the Republic of Vietnam its territorial seas for purposes of the presumption of service connection for diseases associated with exposure [to] herbicide agents while in Vietnam.”
The current House version of the Blue Water Navy Vietnam Veterans Act (HR 299), introduced in January 2017 by Rep. David Valado (R-Ga.), has 327 co-sponsors. Yet prospects of passage remain dim. Valado reminded Shulkin at a mid-March 2018 hearing of the House Veterans Affairs Committee that, six months ago, Shulkin said he was seeking more recommendations from “subject matter experts” on the issue and would be ready to update Congress in the coming months.
“Have you come to a decision on Blue Water Navy veterans?”
“I am aligned with you that these veterans have waited too long,” Shulkin said, “and this is a responsibility that this country has. And, as our veterans get older, it’s unfair.…I believe it is imperative upon us to resolve this issue.
“I also believe,” Shulkin continued, “that there will not be strong scientific data to help resolve this,” in other words to justify benefit expansion. “This is going to be an obligation that we feel as a country, that these veterans shouldn’t be waiting any longer. And I am on the side of trying to find a way to resolve this for the Blue Water Navy veterans.”
Shulkin said his staff is “working hard to look at offsets” which means cuts to other parts of the VA budget to pay for Blue Water Navy benefits, or to find “other ways to be able to do that. And it is a high priority for us.”
Reminded by Valado that “with these types of cancers, time is of the essence,” Shulkin replied, “Absolutely.”
The Senate version of Blue Water legislation, S 422, was introduced by Sen. Kirsten Gillibrand (D-N.Y.), has 49 co-sponsors and, so far, equally dim prospects of passage.
On the 11th anniversary of the Sept. 11, 2001 attacks, U.S. diplomatic facilities in a newly Qaddafi-free Libya were hit by a coordinated assault by an Islamic militant group. The attack killed four Americans, including Ambassador J. Christopher Stevens and two special operations veterans who responded to the attack as part of a volunteer CIA quick reaction force. The special operations community got their revenge, capturing ringleader Ahmed Abu Khattala in Libya in 2014.
Khattala was accused of being the leader of an extremist militia and directing the Benghazi attacks. Prosecutors alleged Khattala was responsible for the deaths of the four Americans, but could not find any evidence of the extremist leader actually holding a weapon.
He was caught on camera driving fighters to the attack site and his mobile phone records proved he was communicating with the attackers. Among the witnesses testifying against him were the FBI plant who got close to Khattala and helped the FBI arrange his capture by U.S. Army Special Forces.
The attack on the compound that killed Ambassador Stevens was the first that resulted in the death of such a high-profile diplomat since the 1979 killing of U.S. Ambassador to Afghanistan Adolph Dubs during a botched kidnapping attempt in 1979. Also killed was State Department Information Officer Sean Patrick Smith, along with former Navy SEALs Glen “Bub” Doherty and Tyrone “Rone” Woods, who both served with valor in Iraq and Afghanistan.
After CIA contractors who responded to an attack on the consulate compound removed Smith’s body and aided survivors (they were unable to find the ambassador), the attacking forces moved on to the CIA’s annex, where the defenders took cover. Doherty and Woods died in defense of the annex.
Though there have been many investigations in the events surrounding the Benghazi attacks and an exact timeline isn’t clear to this day, what is clear is that it was a coordinated assault by members of the militant group Ansar al-Sharia, a group formed to fight the government forces of Muammar Qaddafi – and the Abu Khattala was involved.
Khattala was convicted on four charges, including providing material support for terrorism, but was cleared of 14 others including the four deaths of Americans on the ground in Benghazi that night.
The F-35’s Distributed Aperture Sensor (DAS) has performed airborne identification and target tracking of a ballistic missile in a test off the coast of Hawaii as part of ongoing development of the 5th-generation aircraft’s ability to conduct airborne ballistic missile defense missions.
Northrop Grumman and the Pentagon’s Missile Defense Agency conducted a demonstration, using a ground-based DAS and a DAS-configured gateway aerial node to locate a ballistic missile launch and flight path. Target tracking information was sent using advanced data links to relay information between the aerial gateway and ground-based command and control locations.
According to Northrop engineers and weapons developers involved with the test, a sensor on the ground transmitted its tracking information to the DAS-equipped Airborne Gateway, which formed a three-dimensional space track which could be transmitted to San Diego.
“DAS can perform its mission whether airborne in an F-35 or other aircraft, as well as on the ground or in a ship. In this case, the two DAS sensors in the air and on the ground, respectively, were able to individually recognize the ballistic missile event and generate a two-dimensional track,” Northrop experts told Warrior.
Described as multi-function array technology, the DAS system uses automated computer algorithms to organize and integrate target-relevant data from missile warning systems, radar, night vision and other long-range sensors; the array is able to track a BMD target from the air at distances up to 800 nautical miles. Such a technology, quite naturally, enables a wider sensor field with which to identify and track attacking missiles.
“DAS communicated precise BMD data from Pacific Missile Range in Hawaii to a test-bed location in San Diego. Seconds after launch, the DAS sensor categorized the rocket and located a ballistic missile launch,” said John “Bama” Montgomery, 5th Generation Derivatives and Improvements, Northrop Grumman. “This re-organizes, re-imagines and re-shapes the battlespace.”
Although the test was in 2014, it has only now been determined that the F-35 can perform BMD – due to years of analysis and test data examination, Northrop developers said. Such a defensive technical ability is of great relevance currently, as many express concern about North Korea short and medium range ballistic missile threats.
An airborne DAS, networked with ground-based Patriot and THAAD (Terminal High Altitude Area Defense) weapons, could offer a distinct tactical advantage when it comes to quickly locating incoming missile threats. Air sensors in particular, could be of great value given that, in some envisioned threat scenarios, it is unclear whether there would be enough interceptors to counter a massive North Korean ballistic missile barrage into South Korea. Accordingly, air based detection and target tracking, it seems, could go a long way toward better fortifying defenses – as they might increase the time envelope during which command and control could cue interceptors to locate and destroy attacking enemy missiles.
Using early applications of artificial intelligence, computers and aircraft relied upon advanced algorithms to organize sensor information – which was then transmitted to a pilot.
As a key element of the F-35s much-discussed “sensor fusion technology,” the DAS draws upon a 360-degree sensor field of view generated by six cameras strategically placed around the aircraft. The sensor autonomously fuses data from all of the sensors into a single field of view for the pilot.
“With an automated picture, we can get the pilot everything he needs without him needing to go through every step,” Bama said.
Using F-35 DAS sensor technology, emerging technology can perform BMD sensing functions without needing to rely purely upon space-based infrared systems. Using LINK 16 and other data-link technologies, an F-35 can relay targeting data to other 5th and 4th-Generation aircraft as well as ground stations. Montgomery explained that MDA laboratory-generated detection, tracking and discrimination algorithms were able to provide 3-D tracking information.
An MDA statement said program officials have been evaluating system performance based upon telemetry and other data obtained during the test.
As part of this emerging technical configuration, it has been determined that the F-35s DAS can perform a wide range of non-traditional ISR functions to include not only BMD but other kinds of air or ground-fired enemy weapons. This includes an ability to detect artillery fire, enemy fighter aircraft, incoming air-launched missiles and, of course, ground launched rockets and missiles.
“DAS provides imagery. Instead of looking through a tube, this is a broader perspective of the combat environment, allowing a pilot to act more decisively. It provides a protective bubble to ensure that no aircraft can approach an F-35 without the F-35 knowing it is there,” Montgomery added.
Weapons developers describe this technical advance in terms of something entirely compatible with ship-based Aegis radar, which is also configured to perform BMD functions. Aegis radar was used to track the ballistic missile target as well.
In fact, F-35 BMD sensor technology aligns closely with the Navy’s now-deployed Naval Integrated Fire Control – Counter Air (NIFC-CA), an integrated system which uses ship-based Aegis radar, an airborne platform relay sensor and an SM-6 missile to track and destroy approaching enemy cruise missiles at distances beyond the horizon.
The concept is to give commanders a better window for decision-making and countermeasure applications when faced with approaching enemy fire. The Navy’s layered ship defense system, involving SM-3s, ESSMs, SeaRAM, Rolling Airframe Missiles and closer-in systems such as Close-in-Weapons System using a phalanx area weapon, can best track and destroy targets when a flight path of an attacking ballistic missile can be identified earlier than would otherwise be the case.
The Navy and Lockheed have specifically demonstrated this system using an F-35 as an airborne sensor relay platform. NIFC-CA can be used both offensively and defensively, as it draws upon the SM-6s active seeker which can discern and attack fast-maneuvering targets.
The Navy is already building, deploying and testing a fleet of upgraded DDG 51 Arleigh Burke-class destroyers with NIFC-CA – as a way to bring an ability to detect and destroy incoming enemy anti-ship cruise missiles at farther ranges from beyond the horizon.
The technology enables ship-based radar to connect with an airborne sensor platform to detect approaching enemy anti-ship cruise missiles from beyond the horizon and, if needed, launch an SM-6 missile to intercept and destroy the incoming threat, Navy officials said.
NIFC-CA has previously operated using an E2-D Hawkeye surveillance plane as an aerial sensor node; it has also been successfully tested from a land-based “desert ship” at White Sands Missile Range, N.M. from an F-35 Joint Strike Fighter. Should the Navy’s future plans materialize, the system would expand further to include the F/A-18 and F-35C.
NIFC-CA gives Navy ships the ability to extend the range of an interceptor missile and extend the reach sensors by netting different sensors of different platforms — both sea-based and air-based together into one fire control system, Navy developers told Warrior.
NIFC-CA was previously deployed on a Navy cruiser serving as part of the Theodore Roosevelt Carrier Strike Group in the Arabian Gulf.
Operating NIFC-CA from an F-35B improves the sensor technology, reach, processing speed and air maneuverability of the system; previous tests have also assessed the ability of the system to identify and destroy air-to-air and air-to-surface targets. A report from earlier this year from the U.S. Naval Institute news quoted Lockheed officials saying an “at-sea” assessment of this NIFCA-CA/F-35 pairing is planned for 2018.
NIFC-CA has previously operated using an E2-D Hawkeye surveillance plane as an aerial sensor node; the use of an F-35B improves the sensor technology, reach, processing speed and air maneuverability of the system; the test also assessed the ability of the system to identify and destroy air-to-air and air-to-surface targets. A multi-target ability requires some adjustments to fire-control technology, sensors and dual-missile firings; the SM-6 is somewhat unique in its ability to fire multiple weapons in rapid succession. An SM-6 is engineered with an “active seeker,” meaning it can send an electromagnetic targeting “ping” forward from the missile itself – decreasing reliance on a ship-based illuminator and improving the ability to fire multiple interceptor missiles simultaneously.
Unlike an SM-3 which can be used for “terminal phase” ballistic missile defense at much farther ranges, the SM-6 can launch nearer-in offensive and defensive attacks against closer threats such as approaching enemy anti-ship cruise missiles. With an aerial sensor networked into the radar and fire control technology such as an E2-D Hawkeye surveillance plane or F-35, the system can track approaching enemy cruise missile attacks much farther away. This provide a unique, surface-warfare closer-in defensive and offensive weapons technology to complement longer range ship-based ballistic missile defense technologies.
Once operational, this expanded intercept ability will better defend surface ships operating in the proximity or range of enemy missiles by giving integrating an ability to destroy multiple-approaching attacks at one time.
NIFC-CA is part of an overall integrated air and missile defense high-tech upgrade now being installed and tested on existing and new DDG 51 ships called Aegis Baseline 9.
The system hinges upon an upgraded ship-based radar and computer system referred to as Aegis Radar –- designed to provide defense against long-range incoming ballistic missiles from space as well as nearer-in threats such as anti-ship cruise missiles, he explained.
Developers said integrated air and missile defense provides an ability to defend against ballistic missiles in space while at the same time countering air threats to naval and joint forces close to the sea.
The NIFC-CA technology can, in concept, be used for both defensive and offensive operations, Navy officials have said. Having this capability could impact discussion about a Pentagon term referred to as Anti-Access/Area-Denial, wherein potential adversaries could use long-range weapons to threaten the U.S. military and prevent its ships from operating in certain areas — such as closer to the coastline.
Having NIFC-CA could enable surface ships, for example, to operate more successfully closer to the shore of potential enemy coastines without being deterred by the threat of long-range missiles.
Defensive applications of NIFC-CA would involve detecting and knocking down an approaching enemy anti-ship missile, whereas offensive uses might include efforts to detect and strike high-value targets from farther distances than previous technologies could. The possibility for offensive use parallels with the Navy’s emerging “distributed lethality” strategy, wherein surface ships are increasingly being outfitted with new or upgraded weapons.
The new strategy hinges upon the realization that the U.S. Navy no longer enjoys the unchallenged maritime dominance it had during the post-Cold War years.
During the years following the collapse of the former Soviet Union, the U.S. Navy shifted its focus from possibly waging blue-water combat against a near-peer rival to focusing on things such as counter-terrorism, anti-piracy and Visit, Board Search and Seizure, or VBSS, techniques.
More recently, the Navy is again shifting its focus toward near-peer adversaries and seeking to arm its fleet of destroyers, cruisers and Littoral Combat Ships with upgraded or new weapons designed to increase its offensive fire power.
The current upgrades to the Arleigh Burke-class of destroyers can be seen as a part of this broader strategic equation.
The first new DDG 51 to receive Baseline 9 technology was the USS John Finn or DDG 113. The ship previously went through what’s called “light off” combat testing in preparation for operational use and deployment.
The very first Arleigh Burke-class destroyer, the USS Arleigh Burke or DDG 51, is now being retrofitted with these technological upgrades as well.
NIFC-CA technology is also being back-fitted onto earlier ships that were built with the core Aegis capability. This involves an extensive upgrade to combat systems with new equipment being delivered. This involves the integration of new cabling, computers, consoles and data distribution systems.
Existing destroyers and all follow-on destroyers will receive the Aegis Baseline 9 upgrade, which includes NIFC-CA and other enabling technologies. For example, Baseline 9 contains an upgraded computer system with common software components and processors, service officials said.
In addition, some future Arleigh Burke-class destroyers such as DDG 116 and follow-on ships will receive new electronic warfare technologies and a data multiplexing system which, among other things, controls a ship’s engines and air compressors, developers said.
The Navy’s current plan is to build 11 Flight IIA destroyers and then shift toward building new, Flight III Arleigh Burke-class destroyers with a new, massively more powerful radar system.
The new radar, called the SPY-6, is said by Navy officials to be 35-times more powerful than existing ship-based radar.
Flight III Arleigh Burke destroyers are slated to be operational by 2023.
The F/A-18E/F Super Hornet has been the backbone of the US Navy’s carrier air wings for just over a decade, following the retirement of the legendary F-14 Tomcat. Reliable, versatile and thoroughly adaptable, the Super Hornet is everything the Navy hoped for in a multirole fighter and more.
But its age is starting to show quickly, especially thanks to increasing deployment rates due to a need to fill in for unavailable older “legacy” Hornets being put through service life extension programs. This has resulted in more wear and tear on these big fighters than the Navy originally projected.
So to keep its fighter fleet relevant and as sharp as ever, the Navy has finally decided to give the go-ahead on picking up brand new Super Hornets from Boeing’s St. Louis, MO plant, while simultaneously upgrading older Super Hornets currently serving. However, these new fighters will come with a few new features that their predecessors don’t have, making them even more potent than ever before in the hands of the Navy’s best and brightest.
While Boeing previously pushed the Navy to consider buying a smaller amount of F-35C Lightning II stealth strike fighters in favor of more F/A-18E/Fs, the aviation manufacturer’s new plan is to develop a Super Hornet that’s capable of seamlessly integrating with the F-35C, making the combination extremely deadly and a huge asset in the hands of any Navy task force commander while underway.
Though the Super Hornet was originally designed in the 1990s to be able to fly against comparable 4th generation fighters, this new update, known as the Advanced Super Hornet or the Block III upgrade, will keep this aircraft relevant against even modern foreign 5th generation fighters today.
Boeing has hinted at the Block III upgrade for the past few years, pitching it constantly with mixed results. Earlier this week, Navy brass confirmed that a plan to buy 80 more Super Hornets was in the works, fleshed out over the next five years.
These new fighters will likely be the first to carry the Block III upgrade, while older Super Hornets will enter overhaul depots between 2019 and 2022, returning to the fleet upon completion of their updating.
Among the most drastic changes these new Super Hornets will come with, as compared to the ones the Navy currently flies, is a completely revamped cockpit, similar to the one used in the F-35. Instead of smaller screens, a jumble of buttons, switches and instrument clusters, Advanced Super Hornets will have a “large-area display” which pulls up every bit of critical information each pilot needs to successfully operate the aircraft onto one big screen, reducing workload and strain.
Additionally, a new networking system will allow Advanced Super Hornets to communicate data more efficiently with Lightning IIs, EA-18 Growler electronic attack jets, and E-2D Advanced Hawkeye airborne early warning aircraft.

Block III will also include new infrared search and track (IRST) sensors that’ll allow Super Hornets to detect and engage low-observable threats from longer distances. Given that stealth has become an important factor in modern fighter design, it’s likely that the Block III update will also include some kind of stealth coating, painted on the surfaces of the aircraft to absorb or deflect radar waves. The US Air Force and Marine Corps already use similar coatings on F-22 Raptors, F-35s, and select groups of F-16 Fighting Falcons.
The upgrade will also give Super Hornets the ability to fly with Conformal Fuel Tanks (CFT) for the very first time, providing an extension in operating range without sacrificing space on weapons pylons beneath the aircraft’s wings. With more flexibility in terms of weapons carriage, the Navy hopes that Super Hornets will not only be able to fly air superiority missions, but will also function as a flying arsenal for F-35s, which (through data links) could launch and deploy munitions from F/A-18E/Fs while on mission.
The program cost for upgrading currently-active Super Hornets will be around $265.9 million, between 2018 and 2022, while the cost of the 80-strong order for new Super Hornets will come to around $7.1 billion. This massive upgrade also signals the Navy’s interest in investing more into assets it currently fields over developing brand new next-generation fighters as broader replacements, generally to save costs while still maintaining the ability to deal with a variety of potential threats America’s enemies pose today.
Both Manson and Billy Corgan come from military backgrounds: “We can speak to the personal effect that yes, we can be artists and yes, we can play these roles in public, but at the end of the day, if we don’t serve all our communities – [and] veterans are an integral part of our communities – we’re not really doing service as artists or as people,” Corgan told Rolling Stone.
