“I’ve had a good life, so I can’t complain at all,” he told KARE 11.
As an only child who never married or had any children, Karlstrand has no heirs to leave his belongings to. Everything in his home has been donated to members of the community, including his $1 million retirement fund to the school he graduated from.
“The school receives many gifts. This one is just deeply touching,” said Connie White Delaney, dean of the University of Minnesota Nursing School. The donation provided six scholarships this year and more to come.
His home of 38 years will be donated to Habitat for Humanity, which will find a new owner after he passes. Karlstrand’s only requirement for the charity is that the new owner be a military veteran like himself. “I wanted to give back to the veterans if I could,” Karlstrand said.
When the F-22 Raptor production line ceased in 2011, Air Force Lt. Col. Daniel thought the Pentagon had made a huge mistake.
He was driving in his car in 2009 when he found out “the Raptor fleet is done at 187, and I remember thinking, ‘This is not great.’ I thought it was an error.”
Because, “more is better than less, right?” said the F-22 pilot of the 95th Fighter Squadron. He spoke to Military.com on the condition that his last name not be used, due to safety concerns amid ongoing air operations against the Islamic State.
Military.com recently sat down with a few pilots and a maintainer at Tyndall Air Force Base in Florida, as part of a trip to observe fifth-generation F-22s flying with fourth-generation F/A-18 Hornets for training.
The Air Force originally wanted at least 381 Raptors. Had the service acquired that many of the stealthy twin-engine fighters from Lockheed Martin Corp., life nowadays might be somewhat less hectic for the service members who fly and maintain them.
More of the F-22 fleet could “mitigate [operations] tempo, and we’re always on the road so if we had more Raptors, there’d be more Raptor squadrons, more Raptor maintainers that would mitigate some training and operational demands,” Daniel said.
Lt. Col. Ben of the 325th Operations Group agreed.
“That’s exactly right,” he said. “But these decisions are above my pay grade.”
Daniel added, “Of course, there’s a huge cost with that.”
He’s right. Indeed, cost was the driving factor behind then-Defense Secretary Bob Gates’ decision to push for the Pentagon to prematurely stop buying the aircraft.
$20 Billion Restart
According to a 2010 RAND study, to restart the F-22 production line to build 75 more of the jets would cost about $20 billion in inflation-adjusted dollars.
To build a new Raptor — not a 1990s version — “you’re not building the same airplane you were building before, and it becomes a much more expensive proposition,” a defense analyst in Washington, D.C. told Military.com on background on Thursday.
“So do you build a new ‘old’ F-22, or do you build an improved one?” the analyst said.
And that figure is a rough estimate to restart a marginal lot of planes. It doesn’t take into account the cost of hiring workers, integrating newer stealth technologies, or training and equipping additional pilots.
Preparing Raptor pilots to fly from the nest takes time, too.
“To make a really good F-22 pilot, I need about seven to eight years to get him to where he is fully employing a jet and can actually quarterback the whole fight,” Daniel said.
But as the Air Force weighs retiring its F-15C/D fleet sometime in the mid-2020s (though lawmakers in Congress will have a say in the matter), many defense experts question how the service plans to maintain its air superiority. For example, will the F-22 eventually take over the role of the F-15 Eagle? If so, will Raptor pilots be more in demand than ever?
F-16s Instead of F-22s?
The questions aren’t abstract. Both the active-duty component and Air National Guard are considering retiring the Boeing-made Eagle, service officials told the House Armed Services Subcommittee during a hearing on Wednesday. The F-16 Fighting Falcon could take over missions from the F-15, they said.
Rep. Martha McSally, an Arizona Republican and former Air Force officer who flew the A-10 Thunderbolt II ground-attack aircraft, said “prior to the F-22, [the F-15] was the best at air-to-air.” The F-16, a fixed-wing, single-engine, fourth-generation platform, “doesn’t bring the same capability,” she said.
The reference by Air Force officials to F-16 rather than F-22 during the hearing also caught the analyst by surprise.
“Why didn’t the Air Force say F-22 restart?” he said during a telephone interview. “Why did they leak that they’re looking to replace it with F-16s instead of using it as a case to examine F-22 restart?”
Another reason might be because Air Force leaders have zero interest in restarting the F-22 production line. The reference to F-16 may suggest “this is the end for F-22 restart story — not the beginning of it,” he said.
Earlier this week, officials at Lockheed — which produces the F-16 and F-22 — told DefenseOne it plans to move the F-16 production line to South Carolina from Fort Worth, Texas, where it built the single-engine fighters for more than 40 years.
As of Sept. 30, the Air Force had 949 Fighting Falcons, according to Air Force inventory figures obtained by Military.com.
By comparison, the service has less than half as many Eagles and F-15E Strike Eagles. The F-15 inventory totals 456 aircraft and is split almost evenly between the two variants, with 236 of the older Eagles, including 212 one-seat F-15C models and 24 two-seat F-16D models, according to the service data.
“F-15C/D is just one job,” the analyst said of the all-weather, tactical fighter. “The Air Force is going to make the same argument it made on the A-10, which is, ‘As we look around the Air Force to save money, we’re going to retire things that have one job.’
“The F-16 is multi-role … and the F-16 has grown significantly since it was just a little squirt under the F-15’s wing,” he said.
For example, in December, Raytheon Co. was awarded a contract to upgrade the F-16 computer system as part of the Modular Mission Computer Upgrade, which features “more than two times the current processing power and 40 times the current memory, equipping USAF pilots with near-fifth-generation aircraft computing power,” the company said in a release at the time.
Just this past week, the Air Force announced the 416th Flight Test Squadron at Edwards Air Force Base in California has begun testing F-16s equipped with Northrop Grumman’s APG-83 Scalable Agile Beam Radar, a fifth-generation Active Electronically Scanned Array fire-control radar.
“It is intended to replace currently used APG-66 and APG-68 radars and provide the F-16 with advanced capabilities similar to fifth-generation fighters like the F-22 Raptor and F-35 Lightning II,” the service said in a release.
The Air Force claims it has the capacity in the F-16C community “to recapitalize … radar to serve the same function as the F-15 has done and thereby reduce the different systems that we have to sustain and operate, so that makes it more efficient,” said Maj. Gen. Scott D. West, director of current operations and the service’s deputy chief of staff for operations at the Pentagon.
The effort will help minimize the number of systems pilots operate, West said during the hearing on Capitol Hill.
As for the Eagle, Air National Guard Director Lt. Gen. Scott Rice told Military.com that any planned upgrades will be fulfilled. However, the Air Force may want to look at the next block of upgrades to save on future sustainment and operational costs, he said.
Rice said he believes the Air Force is getting beyond comparing aircraft platforms, “especially in the digital age” when looking at the platforms as systems and “how they integrate is as important and, in the future, will be even more important than the platform itself,” he said.
The F-16 is a “less capable dogfighter than the F-15,” the analyst added, “but at the same time the question is, ‘How realistic is it that you’re going to have a single F-16 without any help'” from other fighter jets? “That’s not how we plan to fly,” he said.
A Magical Airframe?
Last year, the House Armed Services Air and Land Forces subcommittee tasked the Air Force to issue a study of what it would take to get the F-22 line up and running again.
Whether the official study has been completed, “preliminary assessment showed it was cost prohibitive to reopen the F-22 line,” an Air Force spokeswoman told Military.com on Thursday, in line with RAND’s study.
Even so, Lockheed is offering advice on what it would take to do so, said John Cottam, F-22 program deputy for the company in Fort Worth.
“They have come to us and have asked us for inputs into that study, so we have been working very hard with them, in concert with them to provide that data,” he said last month. “With this new administration, they have priorities that are putting Americans back to work and making America strong, so we believe that what the Air Force provides could very easily resonate with the administration’s policies.”
Cottam added, “As time goes on, if the report isn’t delivered [to Congress], we can then keep delivering our responses and making it more and more refined.”
Meanwhile, Raptor pilots can’t help but wonder if newly minted aircraft will again come off the production line.
In any exercise, pilots show up the first couple of days, “integrate with other platforms — everyone’s trying to learn,” Daniel said. “By the end of the first week, everybody realized we need about 30 more F-22s in the lane because as soon as the F-22s leave, people start to die in the air-to-air fight.”
Daniel said, “It’s always disappointing that we don’t have more, or don’t have more missiles, more gas — it’s always frustrating as an F-22 pilot when you hear, ‘Bingo, bingo,’ and you’re out of missiles and you go home and you start hearing other planes getting shot down.”
The stealth, the speed, the “unfair amount of information the jet provides to us … .it’s magic,” he said.
Even with oncoming upgrades to the F-16, many fighter pilots and others question whether a fourth-generation fighter will — or could — ever step up to such a role.
There’s a veteran’s service initiative in Chicago that is literally saving children’s lives.
As part of the “Safe Passage” program, a non-profit called Leave No Veteran Behind deploys veterans to troubled areas of Chicago to watch over kids on their way to and from school. The organization repays student loan debt for service members in exchange for community service projects like this one, and also helps with employment and transitional jobs.
“We’re here faithfully; we’ve been here since day one,” veteran Bernard Cooks told NPR. “Our intention is to be here until the last day so kids can figure out that, ‘Hey, there’s somebody that actually cares about our safety,’ and they can feel confident going up and down these streets.”
In response to the widespread violence among youth in parts of Chicago, LNVB approached the Chicago school system to see if veterans could help. Tipped off about repeated violent incidents on the corner of 35th and Martin Luther King Drive, LNVB deployed 20 veterans to the location to stand guard, positively engage with youth and maintain the peace. Several weeks of calm led to expansion, and now, more than 400 veterans have participated in the Safe Passage program, positioned at several hot spots for crime in tough Chicago neighborhoods. On any given school day, about 130 veterans patrol the streets. As a result, the Chicago police has seen a significant decline in violence in the communities served.

NATO Secretary-General Jens Stoltenberg has said the military alliance is “ready to welcome” Macedonia as its 30th member once Skopje finalizes an agreement with Athens to change the former Yugoslav republic’s name.
“NATO’s door is open, but only the people of this country can decide to walk through it. So, your future is in your hands. We wait for you in NATO,” he said at a joint press conference with Prime Minister Zoran Zaev.
The Macedonian and Greek foreign ministers signed a deal on June 17, 2018, to rename the country the Republic of North Macedonia — North Macedonia for short — and resolve a 27-year dispute between Skopje and Athens.
Macedonian lawmakers later voted in favor of the bill to ratify the agreement, which paves the way for talks on Macedonian membership in both NATO and the European Union.
But hurdles remain for the deal to come into effect, including the support of Macedonian voters in the upcoming referendum.
‘Taking this country forward’
Western leaders have also backed Zaev’s “yes” campaign ahead of the referendum, in which Macedonians will be asked, “Are you in favor of NATO and EU membership, and accepting the name agreement between the Republic of Macedonia and Greece?”

Austrian Chancellor Sebastian Kurz is due to visit Skopje on Sept. 7, 2018, and German Chancellor Angela Merkel the following day.
In Skopje, Stoltenberg also congratulated Zaev on Macedonia’s reforms.
“I congratulate you on the progress you made, taking this country forward,” the NATO chief said. “The economy is peaking up and the reforms are being implemented, including on the rule of law, security and intelligence, and the defense sector.”
He also called on the Macedonian prime minister to continue with reforms, saying, “This will make you safer, stronger, and even better able to work side by side with NATO allies.”
The name dispute between Skopje and Athens dates back to 1991, when Macedonia peacefully broke away from Yugoslavia, declaring its independence under the name Republic of Macedonia.
Neighboring Greece has objected to the name Macedonia, saying it implies territorial claims on the northern Greek region with the same name.
Because of Greek objections, Macedonia was admitted to the UN under a provisional name, the Former Yugoslav Republic of Macedonia (FYROM).

NASA’s Curiosity rover has found new evidence preserved in rocks on Mars that suggests the planet could have supported ancient life, as well as new evidence in the Martian atmosphere that relates to the search for current life on the Red Planet. While not necessarily evidence of life itself, these findings are a good sign for future missions exploring the planet’s surface and subsurface.
The new findings — “tough” organic molecules in three-billion-year-old sedimentary rocks near the surface, as well as seasonal variations in the levels of methane in the atmosphere — appear in the June 8, 2018 edition of the journal Science.
Organic molecules contain carbon and hydrogen, and also may include oxygen, nitrogen and other elements. While commonly associated with life, organic molecules also can be created by non-biological processes and are not necessarily indicators of life.
“With these new findings, Mars is telling us to stay the course and keep searching for evidence of life,” said Thomas Zurbuchen, associate administrator for the Science Mission Directorate at NASA Headquarters, in Washington. “I’m confident that our ongoing and planned missions will unlock even more breathtaking discoveries on the Red Planet.”
“Curiosity has not determined the source of the organic molecules,” said Jen Eigenbrode of NASA’s Goddard Space Flight Center in Greenbelt, Maryland, who is lead author of one of the two new Science papers. “Whether it holds a record of ancient life, was food for life, or has existed in the absence of life, organic matter in Martian materials holds chemical clues to planetary conditions and processes.”
Although the surface of Mars is inhospitable today, there is clear evidence that in the distant past, the Martian climate allowed liquid water — an essential ingredient for life as we know it — to pool at the surface. Data from Curiosity reveal that billions of years ago, a water lake inside Gale Crater held all the ingredients necessary for life, including chemical building blocks and energy sources.
“The Martian surface is exposed to radiation from space. Both radiation and harsh chemicals break down organic matter,” said Eigenbrode. “Finding ancient organic molecules in the top five centimeters of rock that was deposited when Mars may have been habitable, bodes well for us to learn the story of organic molecules on Mars with future missions that will drill deeper.”
Seasonal Methane Releases
In the second paper, scientists describe the discovery of seasonal variations in methane in the Martian atmosphere over the course of nearly three Mars years, which is almost six Earth years. This variation was detected by Curiosity’s Sample Analysis at Mars (SAM) instrument suite.
Water-rock chemistry might have generated the methane, but scientists cannot rule out the possibility of biological origins. Methane previously had been detected in Mars’ atmosphere in large, unpredictable plumes. This new result shows that low levels of methane within Gale Crater repeatedly peak in warm, summer months and drop in the winter every year.
“This is the first time we’ve seen something repeatable in the methane story, so it offers us a handle in understanding it,” said Chris Webster of NASA’s Jet Propulsion Laboratory (JPL) in Pasadena, California, lead author of the second paper. “This is all possible because of Curiosity’s longevity. The long duration has allowed us to see the patterns in this seasonal ‘breathing.'”
Finding Organic Molecules
To identify organic material in the Martian soil, Curiosity drilled into sedimentary rocks known as mudstone from four areas in Gale Crater. This mudstone gradually formed billions of years ago from silt that accumulated at the bottom of the ancient lake. The rock samples were analyzed by SAM, which uses an oven to heat the samples (in excess of 900 degrees Fahrenheit, or 500 degrees Celsius) to release organic molecules from the powdered rock.
SAM measured small organic molecules that came off the mudstone sample – fragments of larger organic molecules that don’t vaporize easily. Some of these fragments contain sulfur, which could have helped preserve them in the same way sulfur is used to make car tires more durable, according to Eigenbrode.
The results also indicate organic carbon concentrations on the order of 10 parts per million or more. This is close to the amount observed in Martian meteorites and about 100 times greater than prior detections of organic carbon on Mars’ surface. Some of the molecules identified include thiophenes, benzene, toluene, and small carbon chains, such as propane or butene.
In 2013, SAM detected some organic molecules containing chlorine in rocks at the deepest point in the crater. This new discovery builds on the inventory of molecules detected in the ancient lake sediments on Mars and helps explains why they were preserved.
Finding methane in the atmosphere and ancient carbon preserved on the surface gives scientists confidence that NASA’s Mars 2020 rover and ESA’s (European Space Agency’s) ExoMars rover will find even more organics, both on the surface and in the shallow subsurface.
These results also inform scientists’ decisions as they work to find answers to questions concerning the possibility of life on Mars.
“Are there signs of life on Mars?” said Michael Meyer, lead scientist for NASA’s Mars Exploration Program, at NASA Headquarters. “We don’t know, but these results tell us we are on the right track.”
This work was funded by NASA’s Mars Exploration Program for the agency’s Science Mission Directorate (SMD) in Washington. Goddard provided the SAM instrument. JPL built the rover and manages the project for SMD.
The Department of Veterans Affairs is now paying a veteran $500,000 to settle a lawsuit, in which the veteran alleged he suffered heart damage because of delays in care.
John Porter, an Air Force veteran who served in the Vietnam War, sued the VA in 2016, saying that the staff at the Des Moines, Iowa VA medical center failed to inform him for years that he was suffering progressive heart failure, The Associated Press reports.
Porter recounted that he first went to the Des Moines VA in 2011 because he was beginning to feel chest tightness. Subsequent tests revealed that he might be suffering from heart problems. Another test three weeks later indicated that his heart was only performing at half the ideal level, according to the text of the lawsuit. Still, no one informed Porter that the test was essentially showing progressive heart failure, even though he continued to experience fatigue and dizziness.
It was only when Porter visited a VA hospital in Phoenix three years later in 2014 that doctors examined old tests from the Des Moines facility and told Porter the results.
The guided missile destroyer USS Jason Dunham seized an illicit weapons shipment containing 2,521 AK-47 rifles Aug. 28, 2018, U.S. 5th Fleet officials announced Sept. 6, 2018.
The weapons were found aboard a stateless skiff in international waters in the Gulf of Aden.
The full count follows an initial estimate of more than 1,000 rifles. The skiff was determined to be stateless following a flag-verification boarding conducted in accordance with international law. The origin and intended destination of the skiff have not yet been determined.
Searching for illegal weapons
“As a part of our countertrafficking mission, we are actively involved in searching for illegal weapons shipments of all kinds,” said Navy Vice Adm. Scott Stearney, commander of U.S. Naval Forces Central Command, U.S. 5th Fleet, and the Combined Maritime Forces.
“Ensuring the free flow of commerce for legitimate traffic and countering malign actors at sea continue to be paramount to the U.S. Navy and its regional partners and allies,” Stearney added.
The seizure comes after four weapons seizures in 2015 and 2016 accomplished by Combined Maritime Forces and U.S. 5th Fleet assets.
The first seizure was by the Royal Australian Navy’s HMAS Melbourne, Sept. 27, 2015, when it intercepted a dhow containing 75 anti-tank guided munitions, four tripods with associated equipment, four launch tubes, two launcher assembly units, and three missile guidance sets.

The second seizure was by the Royal Australian Navy’s HMAS Darwin, which intercepted a dhow Feb. 27, 2016, and confiscated nearly 2,000 AK-47 rifles, 81 rocket-propelled grenade launchers, 49 PKM general purpose machine guns, 39 spare PKM barrels and 20 60 mm mortar tubes.
The third seizure was by the French navy destroyer FS Provence March 20, 2016, and yielded again almost 2,000 AK-47 rifles, 64 Dragunov sniper rifles, nine anti-tank missiles and six PK machine guns with bipods.
The fourth seizure was by U.S. Navy coastal patrol ship USS Sirocco, which was operating as part of U.S. 5th Fleet, March 28, 2016, when it intercepted a dhow containing 1,500 AK-47s, 200 RPG launchers and 21 .50-caliber machine guns.
The United Kingdom-based investigative organization Conflict Armament Research studied and linked three of the caches to weapons that plausibly derive from Iranian stockpiles.
Based on an analysis of all available information, including crew interviews, a review of onboard records and an examination of the arms aboard the vessel, the United States concluded that the arms from the four interdictions in 2015 and 2016 originated in Iran and were intended to be delivered to the Houthis in Yemen in contravention of United Nations Security Council Resolution 2216.
The U.S. 5th Fleet area of operations encompasses nearly 2.5 million square miles of water area and includes the Arabian Gulf, Gulf of Oman, Red Sea and parts of the Indian Ocean. The region is comprised of 20 countries and includes three critical choke points at the Strait of Hormuz, the Suez Canal and the Strait of Bab-al-Mandeb at the southern tip of Yemen.

More than 47 years after his heroic actions in Laos during the Vietnam War, Army Capt. Gary Michael Rose was recognized with the Medal of Honor.
“This will enshrine him into the history of our nation,” said President Donald J. Trump, during the Medal of Honor ceremony Oct. 23 at the White House.
Rose served as a combat medic during the Vietnam War with the Military Assistance Command Studies and Observations Group, part of Army Special Forces. He was recognized for his actions between Sept. 11-14, 1970, in Laos. The mission he was part of, “Operation Tailwind,” had for many years been classified.
Trump said Operation Tailwind was meant to prevent the North Vietnamese Army from funneling weapons to their own forces through Laos, along the Ho Chi Minh trail. The operation involved about 136 men, including 16 American soldiers and 120 Montagnards — indigenous people from Vietnam’s Central Highlands.
The men were inserted by helicopter deep inside Laos.
“Once they landed in the clearing, they rushed to the jungle for much-needed cover,” Trump said. “Soon, another man was shot outside their defensive perimeter. Mike immediately rushed to his injured comrade, firing at the enemy as he ran. In the middle of the clearing, under the machine gun fire, Mike treated the wounded soldier. He shielded the man with his own body and carried him back to safety.”
That was just the start of the four-day mission, Trump said. There was much more to come.
“Mike and his unit slashed through the dense jungle, dodged bullets, dodged explosives, dodged everything that you can dodge because they threw it all at him, and continuously returned fire as they moved deeper and deeper and deeper into enemy territory,” Trump said.
“Throughout the engagement, Mike rescued those in distress without any thought for his own safety,” Trump said. “I will tell you, the people with him could not believe what they were witnessing. He crawled from one soldier to the next, offering words of encouragement as he tended to their wounds.”
Rose would repeat those selfless actions throughout the four-day Operation Tailwind mission.
Rose was himself injured, Trump said. On the second day, Rose was hit with a rocket-propelled grenade, which left shrapnel in his back, and a hole in his foot.
“For the next 48 excruciating hours, he used a branch as a crutch and went on rescuing the wounded,” he said. “Mike did not stop to eat, to sleep, or even to care for his own serious injury as he saved the lives of his fellow soldiers.”
On the fourth day in Laos, Rose and others boarded the third of four helicopters that had been sent in to evacuate participants of Operation Tailwind. So many troops had boarded the first three helicopters that the fourth remained empty. It seemed to be the end of the mission and a return to safety. But it was not.
That third helicopter was already damaged by enemy fire when it picked up Rose and the remainder of the fighters, and it took off with only one working engine. Shortly after lifting off, its remaining engine failed, meaning the aircraft would have to be “auto-rotated” to the ground.
On board was an injured Marine door gunner who had been shot through the neck and was bleeding profusely. As the helicopter pilots attempted to safely land a helicopter with no power, Rose tended to that young Marine’s neck — saving his life.
Ultimately, the helicopter crashed, and Rose yet again proved his valor.
“Mike was thrown off the aircraft before it hit the ground, but he raced back to the crash site and pulled one man after another out of the smoking and smoldering helicopter as it spewed jet fuel from its ruptured tanks,” Trump said.
At the conclusion of Operation Tailwind, thanks to the efforts of Mike Rose, all 16 American soldiers were able to return home. All of them had been injured. All but three of the Montagnards returned as well.
During those four days in Laos, “Mike treated an astounding 60 to 70 men,” Trump said. And of the mission, which proved to be a success, “their company disrupted the enemy’s continual resupply of weapons, saving countless of additional American lives.”
Medal of Honor
At the White House for the event were members of Rose’s family, including his wife, Margaret, his three children and two grandchildren, and nine previous Medal of Honor recipients.
Also in attendance were 10 service members who fought alongside Rose during the operation: Sgt. Maj. Morris Adair, Sgt. Don Boudreau, 1st Sgt. Bernie Bright, Capt. Pete Landon, Sgt. Jim Lucas, Lt. Col. Gene McCarley, 1st Sgt. Denver Minton, Sgt. Keith Plancich, Spc. 5 Craig Schmidt, and Staff Sgt. Dave Young.
“To Mike and all the service members who fought in the battle: You’ve earned the eternal gratitude of the entire American nation,” Trump said. “You faced down the evils of communism, you defended our flag, and you showed the world the unbreakable resolve of the American armed forces. Thank you. And thank you very much.”
After speaking, Trump placed the Medal of Honor around Rose’s neck.
Following the Medal of Honor ceremony, Rose said he believed the medal he received was not only for him, but for all those who served — especially those who had fought in combat but who had not been able to be recognized due to the classified nature of their operations.
“This award, which I consider a collective medal, is for all of the men, to include the Air Force and the Marines who helped us,” Rose said. “This is our medal. We all earned it. And to a great extent, it is for all the men who fought for those seven years in MACSOG, and even further than that, for all the Special Forces groups who fought and died in that war.
“In honor of all those individuals that went for so many years, when the military didn’t recognize the fact that MACSOG even existed, and all of those men that fought — this kind of brings it home. And now our story has been told, and now with this award I am convinced that they have been recognized for the great service they provided to this country. Thank you and God bless the republic of the United States.”
USS Louisiana (SSBN 743) is going to be spending some time in the yards after a collision with USNS Eagleview (T AGSE 3) off the coast of Washington state. The two ships returned to their respective bases under their own power.
According to a report by the USNI blog, the Navy is assessing the damage to the Louisiana at her home port of Naval Base Bangor-Kitsap, while the Eagleview is being assessed at Port Angeles, also in Washington state. No injuries were reported in the collision, which took place on the evening of 18 August.
USS Louisiana is the last of 18 Ohio-class submarines, having been commissioned in 1997. She displaces 18,450 tons when submerged. She carries 24 UGM-133A Trident II missiles, capable of delivering up to 14 W88 warheads with a 475-kiloton yield. The Trident II has a range of about 7,500 miles. The submarine also has four torpedo tubes capable of firing Mk 48 torpedoes.
The Eagleview is one of a class of four offshore support vessels purchased by the Military Sealift Command in 2015 from Hornbeck Offshore Services. Eagleview weighs about 2400 tons, is almost 250 feet long, and 52 feet six inches wide.
The Louisiana’s incident is not the first time this has happened. In 2013, USS Jacksonville (SSN 699) lost a periscope in a collision with an unidentified vessel. USS Montpelier (SSN 765) collided with USS San Jacinto (CG 56) in 2012, wrecking the cruiser’s sonar dome. USS Hartford (SSN 768) and USS New Orleans (LPD 18) had a fender-bender in the Strait of Hormuz in 2009. Senior officers on the submarines received varying punishments, most involving relief from command and letters of reprimand.
France 24 published an interview with a man it described as a Russian paramilitary chief who provides Russian citizens access to mercenary work in Syria in which he said his countrymen had been galvanized by reports that they were taking an embarrassing loss to US forces.
“Each week I receive five or six new requests,” the man said. “Some call me by phone; others come to see me.”
He said that about 100 people in Russia’s Yekaterinburg region, where he is based, were “planning to go to Syria.”
The man said that after reports that US forces in early February 2018 crushed an advance of fighters loyal to the Syrian government — troops said to have contained hundreds of Russians — he had seen a change in the volunteers.
“Now it’s more about getting revenge than it is about money,” he said.
What it’s like to be a Russian mercenary in Syria
Russia is believed to use military contractors in Syria rather than its military. Some experts speculate it’s to conceal Russia’s true combat losses in Syria while it uses its state-run media to tell citizens the operation is cheap and effective.
For Russian military contractors, the work promises brutal and dangerous conditions in which they can expect to be asked to kill to protect business or political interests. They stand to make a decent wage, but the man said many of them don’t live that long.
“If you sign up with a private military company, you have sold yourself to them for money,” the man said.
He added: “The company can use you however it wants. What will happen to you after your death? If you’ve been turned into mincemeat, so what? They put you in a bag, close the coffin and — in the best-case scenario — send you home. In the worst, they bury you there. If you are ready to earn money by killing people and defending the commercial interests of others, then that’s fine.”
One factor contributing to the losses of Russian contractors in Syria is a lack of air cover provided by Russia’s or Syria’s military, the man said.
In the battle on Feb. 7, 2018, US airstrikes, artillery, and Apache helicopters strafed and decimated the pro-government forces, who are said to have had no anti-aircraft weaponry.
Without air power or any ability to combat aircraft, it’s unclear how Russian military contractors on the ground could do any better against US-aligned forces.
The man told France 24 that 218 Russians died in the battle, while news reports have indicated as many as 300 were killed or wounded. Russia has said five citizens may have died while “several dozens” were wounded.
How is the Kremlin playing the story?
But just because Russia’s military, which has considerable airpower nearby, didn’t protect the Russians involved in the battle doesn’t mean it didn’t know about the advance.
Citing US intelligence reports with intercepted communications, The Washington Post reported last week that a close ally of Russian President Vladimir Putin told a senior Syrian official he had “secured permission” from the Kremlin before the advance.
Reuters has reported that the advance on US-backed forces was intended to gauge the US’s response, which may have been stronger than anticipated.
The paramilitary chief told France 24 that one Russian contractor had 150 men in freezers who were described to him as “minced meat.” According to the man, the families of Russians killed in the battle won’t be informed until after Russia’s election — if at all.
“We all know why,” the man said. “There’s no problem keeping the deaths secret.”
Navy weapons developers are seeking a high-tech, longer range, and more lethal submarine-launched heavyweight Mk 48 that can better destroy enemy ships, submarines, and small boats, service officials said.
The service has issued a solicitation to industry, asking for proposals and information related to pursuing new and upgraded Mk 48 torpedo control systems, guidance, sonar, and navigational technology.
“The Mk 48 ADCAP (advanced capability) torpedo is a heavyweight acoustic-homing torpedo with sophisticated sonar, all-digital guidance and control systems, digital fusing systems, and propulsion improvements,” William Couch, Naval Sea Systems Command spokesman, told Warrior Maven in early 2018.
Naturally, having a functional and more high-tech lethal torpedo affords the Navy an opportunity to hit enemies more effectively and at further standoff ranges and therefore better compete with more fully emerging undersea rivals such as Russia and China.
The Mk 48 heavyweight torpedo is used by all classes of U.S. Navy submarines as their anti-submarine warfare and anti-surface warfare weapon, including the Virginia class and the future Columbia class, Couch added.
A Mk 48 torpedo is 21 inches in diameter and weighs 3,520 pounds; it can destroy targets at ranges out to five miles and travels at speeds greater than 28 knots. The weapon can operate at depths greater than 1,200 feet and fires a 650-pound high-explosive warhead, available Navy and Lockheed data states.

Navy efforts to pursue new torpedo technologies are happening alongside a concurrent effort to upgrade the existing arsenal.
For several years now, the Navy has been strengthening its developmental emphasis upon the Mk 48 as a way to address its aging arsenal. The service restarted production of the Mk 48 torpedo mod 7 in 2016.
An earlier version, the Mk 48 Mod 6, has been operational since 1997 and the more recent Mod 7 has been in service since 2006.
Lockheed Martin has been working on upgrades to the Mk 48 torpedo Mod 6 and Mod 7, which consist of adjustments to the guidance control box, broadband sonar acoustic receiver, and amplifier components.
“The latest version of the Mk 48 ADCAP (advanced capability) is the mod 7 Common Broadband Advanced Sonar System. The Mk 48 ADCAP mod 7 CBASS torpedo is the result of a Joint Development Program with the Royal Australian Navy and achieved initial operational capability in 2006,” Couch said.
With Common Broadband Advanced Sonar System, or CBASS, electronics to go into the nose of the weapon as part of the guidance section, Lockheed and Navy developers explained.
CBASS technology provides streamlined targeting, quieter propulsion technologies, and an ability to operate with improved effectiveness in both shallow and deep water. Also, the Mod 7 decreases vulnerability to enemy countermeasures and allows the torpedo to transmit and receive over a wider frequency band, Lockheed and Navy developers say.
The new technology also involves adjustments to the electronic circuitry to allow the torpedo to better operate in its undersea environment.

Modifications to the weapon have improved the acoustic receiver, replaced the guidance-and-control hardware with updated technology, increased memory, and improved processor throughput to handle the expanded software demands required to improve torpedo performance against evolving threats, according to Navy data on the weapon.
Improved propulsion, quieting technology, targeting systems, and range enhancements naturally bring a substantial tactical advantage to Navy undersea combat operations. Attack submarines are often able to operate closer to enemy targets and coastline undetected, reaching areas typically inaccessible to deeper draft surface ships. Such an improvement would also, quite possibly, enable attack submarines to better support littoral surface platforms such as the flat-bottomed Littoral Combat Ships. Working in tandem with LCS anti-submarine and surface warfare systems, attack submarines with a more capable torpedo could better identify and attack enemy targets near coastal areas and shallow water enemy locations.
A Military Analysis Network report from the Federation of American Scientists further specifies that the torpedo uses a conventional, high-explosive warhead.
“The MK 48 is propelled by a piston engine with twin, contra-rotating propellers in a pump jet or shrouded configuration. The engine uses a liquid monopropellant fuel,” the FAS analysis states.
Submarine operators are able to initially guide the torpedo toward its target as it leaves the launch tube, using a thin wire designed to establish and electronic link between the submarine and torpedo, the information says.
“This helps the torpedo avoid decoys and jamming devices that might be deployed by the target. The wire is severed and the torpedo’s high-powered active/passive sonar guides the torpedo during the final attack,” FAS writes.
In early 2018, Lockheed Martin Sippican was awarded a new deal to work on guidance and control technology on front end of the torpedo, and SAIC was awarded the contract for the afterbody and propulsion section, Couch explained.
The Mk 48, which is a heavy weapon launched under the surface, is quite different than surface launched, lightweight Mk 54 torpedoes fired from helicopters, aircraft and surface ships.
The Navy’s Mk 48 torpedo is also in service with Australia, Canada, Brazil, and The Netherlands.

On Sept. 11, 2019, the Global War on Terrorism turned 18. The GWOT is by far the longest military conflict in U.S. history, eclipsing the previous contender (the Vietnam War) by at least eight years. In 2014, a group of like-minded individuals — veterans, spouses of veterans, and civilians — felt it was time to pay formal tribute to those who have served, and continue to serve, in the GWOT. These patriots formed the Global War on Terrorism Memorial Foundation, which officially became a 501(c)(3) non-profit organization on May 15, 2015.
The foundation’s mission is to become the Congressionally designated entity authorized to build a permanent GWOT memorial in Washington. According to the GWOT Memorial Foundation website, the memorial will “… honor the members of the Armed Forces who served in support of our nation’s longest war, especially those who gave the ultimate sacrifice … as well as their families and friends.”

Unfortunately, the effort encountered an obstacle right out of the chute. The Commemorative Works Act of 1986 imposed a 10-year waiting period after the end of a conflict before it could be memorialized in our nation’s capital. Therefore, one of the first tasks was to lobby Congress for an exemption. In early 2017, two GWOT veterans, U.S. Representative Mike Gallagher, R-Wisc., and Seth Moulton, D-Mass., led the effort to do just that. They introduced HR 873, the Global War on Terrorism Memorial Act, which proposed the GWOT memorial as a commemorative work on federally owned land in the District of Columbia and exempted the project from the 10-year moratorium. Furthermore, the act authorized the GWOT Memorial Foundation as the organization with exclusive rights to commission the work.
In just six months’ time, despite a polarized political climate dominated by gridlock, the legislation swept through Congress with unanimous support — a testament to the project’s worthy goal. It was signed into law by President Donald Trump in August of the same year. GWOT Memorial Foundation president and CEO Michael “Rod” Rodriguez said he and his leadership were certainly pleased with HR 873’s speedy trip through Congress, but they weren’t surprised.
“[The fast turnaround] just speaks to the broad support that exists,” he said. “This really is a nonpartisan issue. We introduced the legislation shortly after President Trump’s inauguration — we weren’t really worried about it because there are no politics behind what we’re trying to do.”

Rodriguez, who took the reins in 2018, shortly after the bill was passed, refers to himself as the man who has the “undeserved honor” of leading the project. However, he is immensely qualified to do so. The 21-year U.S. Army veteran is a former Green Beret with multiple post-9/11 deployments under his belt. Rod retired in 2013 as a result of injuries sustained in combat.
In addition to being the longest war in U.S. history, the GWOT also represents the first multi-generational conflict — which means we are now seeing soldiers who are the children of veterans who deployed early in the conflict. Rodriguez’ wife is also a 21-year Army veteran, and their son is an infantryman in the 82nd Airborne Division and recently returned from a deployment in Afghanistan. The three have 16 deployments between them.
“My son patrolled the same areas of Afghanistan in the Helmand province that my wife and I did,” Rod said. “I was there in 2005, she was there in 2006, and our son was there in 2017.”
Looking ahead to the completion of the memorial project, the foundation has narrowed down the location to three pre-established sites in the “reserve” — an area of the National Mall that stretches north/south from the White House to the Jefferson Memorial and east/west from the Washington Monument to the U.S. Capitol building. The construction of anything within the reserve requires Congressional approval.

The reserve is a logical choice for the GWOT Memorial because it’s home to many of the existing war memorials in Washington. However, the foundation still did a great deal of research before settling on that location.
“This memorial does not belong to any one individual,” Rodriguez explained. “It’s to all those who served. So, in 2018, along with our architectural firm, we began conducting discussion groups across the country … to determine what the American people wanted. We talked to hundreds of people, [including] Blue Star families — families of those who are actively serving — and Gold Star families, obviously families who lost a loved one to the Global War on Terrorism. We spoke with veterans from all our country’s wars since World War II. We spent three days on Fort Bragg, sponsored by FORSCOM, talking to peer groups. We spoke to faith leaders to get their thoughts. And we also spoke to the greater part of our population — those who never wore the uniform.”

Rod and his team took great care to educate the groups, explaining the GWOT Memorial project and showing the location and topography of the National Mall and its surrounding area. These groups were asked to complete surveys, not only to gather input on site selection but also ideas about the physical design of the memorial itself — hard structures, water features, shrubbery and other vegetation, etc. After synthesizing the qualitative and quantitative data collected in the surveys, the foundation confirmed that America overwhelmingly supported a plan to select a site within the reserve.
Rodriguez said that respondents were aware that Congressional approval would be required to build within the reserve. “I told them not to worry about the extra work,” he said. “It was the foundation’s responsibility to carry out the wishes of the American people.”
To obtain the required approval, the GWOT Memorial Foundation partnered with For Country Caucus, a bipartisan alliance of 19 veterans dedicated to finding areas of compromise to move the country forward. With a mantra of “policy over politics,” the caucus was an ideal group to champion the cause. On Nov. 12, 2019, the day after Veterans Day, House Representatives Jason Crow, D-Colo., and Mike Gallagher, R-Wisc., introduced the Global War on Terrorism Memorial Location Act, seeking permission to commission the GWOT Memorial on one of three sites near the Korean, Vietnam, and World War II memorials.

Fundraising is ongoing, with a present goal of million. This is a modest number considering that the World War II Memorial cost more than 0 million and the final tab for the Martin Luther King Jr. Memorial was approximately 0 million. The actual design process for the GWOT Memorial has not yet begun, but Rodriguez and the foundation established the million goal as a starting point. Once the site is selected, he acknowledged that the price tag could potentially increase. Assuming Congress passes a GWOT Memorial Location Act bill quickly, the foundation hopes to dedicate the memorial by 2024.
Some critics might point out that the U.S. has never built a national memorial for an active war — so why start now?
“The Global War on Terrorism is old enough to vote, and it doesn’t look like it’s going anywhere anytime soon,” said Gallagher. “Honoring the service, as well as the sacrifices of all those who have served in the Global War on Terrorism, is overdue.”
“Just like this war has no precedence, this memorial has no precedence either,” Rodriguez added. “We really want to avoid what happened to the Greatest Generation. [Many of those veterans] never saw the World War II Memorial. They passed before it was completed. Furthermore, parents of fallen GWOT service members are in their 60s, 70s, and even older. If we don’t do this now, when is the right time? We share a sacred duty to honor all those who have selflessly served in our nation’s longest war. This is a charge [the foundation] does not take lightly — a charge we will remain loyal to and a charge we intend to keep.”
Embedded With Special Forces in Afghanistan | Part 2
Retired Marine Johnny “Joey” Jones, who lost both his legs after stepping on an IED while deployed, was asked to exit a ride at Six Flags Over Georgia; since then, the story has appeared in multiple news outlets and sparked a heated conversation.
The Washington Post reported that Jones was “concerned with the way the park’s policy was presented to him” and that “the policy is too restrictive to accommodate people with disabilities.”
But there’s a good reason for roller coaster parks to be restrictive.
Hackemer had been wounded in 2008 by an armor-penetrating warhead that caused the loss of his left leg and most of his right. He, like Jones, wore prosthetic limbs. After an investigation, a reportedly seven-figure settlement was reached between the lawyers for Darien Lake Theme Park and Resort and Hackemer’s family.
Jones didn’t see the handicapped sign for the ride when he climbed in with his 8 year-old son — but the ride operator noticed Jones’ prosthetics. Jones told The Washington Post that he wasn’t upset about being asked to leave the ride, but rather that the employees didn’t seem trained to properly accommodate his condition.
“We apologize to Mr. Jones for any inconvenience; however, to ensure safety, guests with certain disabilities are restricted from riding certain rides and attractions,” Six Flags said in a statement to Fox News. “Our accessibility policy includes ride safety guidelines and the requirements of the federal American Disabilities Act. Our policies are customized by ride and developed for the safety of all our guests. Our policies and procedures are reviewed and adjusted on a regular basis to ensure we continue to accommodate the needs of our guests while simultaneously maintaining a safe environment for everyone.”
Nonetheless, Jones took to Twitter to call out the park:
